The Grand Traverse Band held several Christmas events in the month of December. GTB Elders, Tribal Citizens and Government Employees were all treated with their own events all of which granted door prizes, gifts , food and entertainment. This welcomed appreciation and fellowship was a great way to bring in the holiday season and ease into the new year. Elder’s emergency services doubled Youth services doubled Human Services significantly increased Initial plan for outreach to all counties for food pantry and human services starting out with $5,000 to prep and plan for the food pantries We had over 503 participants in the GTB Elder’s and Community Christmas Party at the GT Resort!

This was a huge success thanks to our support staff!

Employee Appreciation Party at Incredible Mo’s had 185 in attendance!

Behavioral Health Service/AFS received CARF accreditation Communications: Livestream going in throughout the six county satellite offices, this can allow for not only live streaming Council meetings but also interaction from all sites.

Fiber Optics—two contracts finalized to start the marketing and vetting of the potential business purchase that will be the key component to making this project successful.

The Chairman was appointed to represent GTB on the TC Chamber of Commerce.

The Chairman was also elected as Chairman of CORA (Chippewa Ottawa Regulatory Authority Board) that represents the five (5) Tribes of the 1836 Treaty.

Appropriated funds to acquire the BSSW (Bay Shore Steel Works) in Bay Shore, Mi. Revamping the GT Resort Golfing Academy to make it bigger and better.

Fiber-Optics, BSSW and the Golfing Academy is just another way of the Tribal Council diversifying resources.

Looking Towards the Bright Future of 2019 • 2019 GTB membership meeting is planned for 3/23/2019 in the newly renovated Governor’s Hall at Grand Traverse Resort! Planning for a spring language symposium is also in the works and tentatively scheduled 3/22/2019-3/23/2019 followed by a Round Dance! We are also working on

• GTB 40-year Anniversary Celebration! Together we will celebrate 40 years as a federally recognized Tribal Nation on May 27, 2019! We are planning a community-wide celebration and we will have more information to follow on this exciting event!

• We have a Developer who will put up his own money to help develop the Cross Creek property, that could potentially make us millions. Over the last 20 years we haven’t made any money on this property but have paid taxes on it and still are.

It is my hope Council will move forward with this opportunity.

• I would like GTB to commit to The Solar Paneling business.

Compare that to the $5 million-dollar gas station we own that will takes us years, if ever to pay off. It is my hope that we can move forward in business decisions that will immediately benefit our tribal community.

It seems management has become stagnant and complacent in the effectiveness of managing and marketing our properties and the government, but I believe with a cost benefit analysis approach for every detail of new projects we can have different and better results. Things will change for the better in 2019, that’s what we will be diligently working on.

We also will be looking at gathering a team of experts and advisors with specialized fields of expertise that can give us advice for partnerships, business investment, diversification and long-term planning. We must locate savvy business investors and advisors to assist us and develop these relationships that will be a win-win for us!

We are grateful to our Tribal Members, community at large and look forward to positive changes in store for 2019!

• GTB needs to have its own Car Dealership.

• I will be working with the Fire Department in trying to organize a firefighter’s unit for national fires financed by the BIA. • My hope is that the Council will acquire the Cherry Bend property for the Grand Traverse county tribal members. The three-mile office is one of the most visited sites in our tribal service area.

There are so many opportunities we could have; Pow Wow’s, Tournaments like basketball, volleyball, baseball, soccer just to mention a few. Our Tribal School could enlarge both academically and athletically for our students. There also would be more room for the Elder’s meetings and functions.

We could have more room for parties and to accommodate funerals. A medical clinic is another potential idea; there are opportunities galore!

I encourage all Members to get involved in our Tribe, attend the open forum meetings and those of you who don’t live close enough to attend, we will share the live stream information as soon as it becomes available. GTB GOV. EMPLOYEES FURTHER THEIR EDUCATION Sonya Zotigh and Jolanda Murphy graduated from Central Michigan University with honors on Dec. 15th, 2018 with Master's of Public Administration DegreeS

"I want to thank my husband Jim, my sisters (Sharon, Debbie, Suzanne and Brenda, and my brother Rick who was there in spirit) and many family, friends, co-workers and Tribal Council for providing encouragement and support the last two years to earn a Masters of Public Administration from CMU. A special thank you to my husband who picked up a lot of additional family responsibilities the past two years so I could have the time to study. It was a lot of hard work with missed family events, long nights and weekends studying and many emails and phone calls with Sonya and our classmates, to collaborate on class projects. Thank you to GTB for providing the opportunity through the Higher Education Department to achieve this major milestone. It is a privilege to be able to have access to higher education and I would encourage others to continue their education. As I said to my nieces, "I may be the first in our family to achieve a Master's Degree, but I will not be the last".

I also want to mention Dawn Shenoskey graduated from CMU the same day as Sonya and I with a Master's Degree so CONGRATULATIONS to her!!

Behind our smiles we know the blood, sweat, and tears that went into this achievement, and mind you we both graduated with honors. I want to encourage all of our Tribal members considering higher education that it is possible to succeed, through perseverance, prayer, and consistency. GAMING CERTIFICATION

I would like to recognize Casey Wilson, interim EDC Slot Director. GTB member, and Slot supervisor at LSC Sam Bird for completing their Gaming Certification program from the University of Nevada, Reno. These two completed the course out in Reno on December 13th 2018. This course covered were Management of Slot Operations, Advance Management of Slot Operations, and Strategic Perspectives in the Gaming Industry. These courses also included Table Games, Accounting, Audit, Players Club, and Marketing.

For more than 27 years, the Gaming Management Program at the University of Nevada, Reno has allowed participants to update, enhance and learn management tools unique to the gaming industry. More than 10,000 participants have attended the program, including key staff from a broad range of casino operations and regulatory agencies — both commercial and Native American — in the United States and from countries, including Italy, Norway, Sweden, Switzerland, Kenya, South Africa, Macau, Argentina, Peru, Uruguay, Canada and Australia.

Please congratulate these two gentlemen for their accomplishments when you see them on our Gaming floors!

ELDERS OPEN FORUM Tuesday, Dec.11th 2018 10:00 am- 12:00 pm, Traverse City Three Mile Office

Discussion began at approximately 10:15 a.m. Tribal Council members in attendance: Chairman McClellan, Vice Chair Vargo, Treasurer Rohl, Councilor Napont, Councilor Wilson.

This month’s Elders Open Forum began with a short presentation from Turtle Concepts. The presentation lasted for approximately 20 minutes. Turtle Concepts will be a guest at the Elders/Community Christmas party on Wednesday, December 12. Tribal Manager Sonya Zotigh gave a brief update on the party. The location will be the Governor’s Hall in the Grand Traverse Resort and Spa. The program will begin at 2:00 p.m., with a buffet dinner from 4:30-6:30.

GTB Elder Ernie Gablow was the first to speak. He mentioned that the Elders program needs money. Ernie then asked whether the GTB Clinic will be closed during the Christmas holiday closure. Chairman McClellan replied that the GTB clinic will be closed during this time. He stated that elders will still have the opportunity to go to other clinics or the emergency room should the need arise. He stated that he is proud of the insurance we provide for our tribal members.

Ernie asked about the availability of transportation. Tribal Manager Sonya Zotigh replied that transportation will be available the whole time, and all appointments will be met.

She stated that services will be available during the extended holiday closure, but the clinic will be closed during that time.

Treasurer Rohl asked if the emergency contact numbers could be posted on the GTB website. Copies of the emergency contact numbers were printed and passed out to the Elders in attendance. Chairman McClellan added that the emergency numbers will be available at all the satellite offices and sites.

GTB Elder Bonnie Inman spoke next. She stated she would appreciate it if the Council members took the emergency contact list home and tried to call the numbers. She then discussed the Elders Christmas party. She discussed the hours of the party and stated that a time frame of 1:00pm- 9:00 pm may be too late for some elders. Chairman McClellan replied that the Elders party is scheduled from approximately 2-4 p.m., and the community Christmas party will be held after that until approximately 9:00 p.m. Sonya Zotigh stated that they wanted to open this party up to the community. GTB Elder Sandy Waukazoo stated that she got a hotel room at GTRS for herself and another Elder, and anyone who needs to rest is welcome in her room. Chairman McClellan stated that they could look into setting up a rest/refreshment room for Elders for the annual GTB membership meeting in March 2019. He also stated that they could look into having a van available for Elders who want to leave. Bonnie stated she is happy that this party is being thrown for the Elders and is happy to see everyone celebrating. Sonya mentioned that

e-credits will be available for Elders at tomorrow’s party at registration.

Ernie spoke again and suggested that 2 or 3 elders could work with Tribal Council when events like this are held, to make sure nothing is missed. Several Elders working together with Tribal Council could come up with simple solutions.

GTB Elder Bill Wilson spoke next. He asked why breakfast cannot be served full time at Dex’s restaurant in Leelanau Sands Casino. Bill stated he was disappointed that he cannot get breakfast any time. Councilor Wilson mentioned that Dex’s used to serve breakfast all day and was unaware that this had stopped. Chairman McClellan said that they will look into this.

GTB Elder Jim Petoskey was the next to speak. He thanked Tribal Council for the money he has received through the Elders emergency fund. However, he mentioned that he was been waiting over a month for a purchase order. Jim stated that when he calls OMB to discuss this, he gets voicemail.

Councilor Napont stated that this has happened to a lot of elders. He stated that there have been a lot of attempts to try and help this and added that going forward we will do better.

He stated that he will ask Doris Winslow and Sonya Zotigh to check into this.

Sonya explained a bit about the Elders emergency fund.

The fund is paid from Ramah money, which is a separate, non-RAO pool of money. The amount received is based on age and was doubled last year. Sonya stated she has been working with OMB to get the elders’ purchase orders through ASAP. She stated that they will look into Jim’s issue right away.

Councilor Napont asked Tanya Raphael if she had an event schedule for tomorrow’s Elders Christmas party she could announce. Tanya stated that the Elders portion of the Christmas party will begin at 1:00 p.m. in the Governor’s Hall within GTRS. There will be a craft table, games, photo opportunities, and a slide show. There will be a fashion show after dinner. She stated that dinner will start at 4:30 p.m. for the elders and the allotted time for dinner is 4:30-6:30.

There will be a raffle with door prizes which will be announced following dinner. Raffle tickets will be given out at the registration table. All Elders will also receive a blanket. Tanya added that other community members and their families will be coming around 4:30 for the community Christmas party.

Bonnie spoke again to state that she appreciates Tribal Council listening to her concerns and added that everything has turned around and Council is working together. She stated that it is good to see less arguing among Tribal Council.

Besides water, rivers move wood, nutrients, and sediment Sediment in rivers is transported as either bedload (the coarserfragments which move on or close to the bottom of the river) or suspended load (finer mostly organic-based fragments carried in the water). What you’re seeing accumulated here is the finer, organic-based material also known as “muck”. This muck soil was captured by the dams over the 100 years that the three-former hydro-electric dams were in place on the Boardman. The coarser sediment is evident in the river channel and will eventually move as bedload from the river into Boardman Lake as it would have naturally if the dams were not in place. The series of aerial photos (left) shows stages of deconstruction of the last dam to be removed on the river - Sabin Dam. The final path for the river to flow will be restored in mid-December, 2018….Stay tuned!

Sabin Dam is (was) located 2.1 miles upstream of the Delta in Boardman Lake Boardman Lake is a deep, natural occurring glacial lake, approximately 260 acres in size. Union Street Dam, originally built as a mill dam in 1867, raises the level of Boardman Lake by 9 feet, adding approximately 80 acres of surface water to this (south) end of the lake and around the shoreline. Where you see the tops of submerged stumps, used to be a forest. Union Street Dam is being replaced by a state of the art FishPass facility www l c or ishpass php that will have the ability to recognize fish species allowing managers to pass desirable Great Lakes fish (i.e. walleye) while blocking undesirable fish (i.e. sea lamprey). The FishPass system will maintain the current size and level of Boardman Lake. Boardman Lake will not fill up with sediment.

What’s Happening On The Boardman-Ottawa?

The muck soil that has accumulated since dam removal, especially since the removal of Sabin Dam, is highly mobile and will continue to move around and settle out for several years post dam removal.

Shallow areas where the muck soil accumulates will, over time, become a marsh. Marshes are defined as wetlands frequently or continually inundated with water, characterized by emergent soft-stemmed vegetation adapted to saturated soil conditions.

Muck soil is very fertile, and the pH is usually neutral leading to an abundance of plant and animal life.

The formation and presence of marshes helps to reduce damage caused by floods by slowing and storing flood water. Marsh vegetation and microorganisms also use excess nutrients for growth that can otherwise pollute surface water such as nitrogen and phosphorus from fertilizer.

• Find out if anyone has specialized equipment like a power generator, or expertise such as medical knowledge, that might help in a crisis.

• Decide who will check on elderly or disabled neighbors.

• Make back-up plans for children in case you can’t get home in an emergency.

• Sharing plans and communicating in advance is a good strategy.

In a High-Rise Building • Note where the closest emergency exit is.

• Be sure you know another way out in case your first choice is blocked.

• Take cover against a desk or table if things are falling.

• Move away from file cabinets, bookshelves or other things that might fall.

Examples of considerations for the type of structure or the environment around the location include: • Single story vs multi-story or high rise buildings have different types of alarm systems, shelter and evacuation considerations.

• Urban and rural locations may have different local assumptions and plans for evacuation if large areas are impacted.

Surviving During a Power Outage If you lose power during a winter storm or other emergency, do you know what steps to take to stay safe? Prepare for a power outage by learning the proper steps: •

Avoid carbon monoxide poisoning. Generators, camp stoves, or charcoal grills should always be used outdoors and at least 20 feet away from windows. Never use a gas stovetop or oven to heat your home.

Check on your neighbors, especially older adults who are vulnerable to extreme temperatures.

Well the holidays are upon us. I encourage all to have a safe and joyous holiday season. I would also like to take this opportunity to apologize to the persons in the housing area that were offended by the Christmas music and sirens on Dec 18. This was an annual event to draw the children to the housing office for Santa. We drive around with the lights and siren to get the little ones excited to see Santa. Again, I apologize if this caused you any discomfort.

WOMEN & GIRLS SELF DEFENSE

Throughout the month of December, Francis Carew taught an introductory self defense class in each GTB satellite office in the six county area. Participants were asked to bring comfortable loose clothing and an open mind. The event was hosted by GTB Lifelong Learning and Librarian Francis Carew.

Students were taught methods on blocking an attacker, striking, kicking and self defensive mind-set.

A philosophy on situational awareness was shared with the students , with the idea being if you are aware of your surroundings you can spot the attacker before a conflict has a chance to escalate. Students were taught to strike as a last resort and flee the attacker as quickly as possible. With the unsure nature of desperate people, classes like this are what can train our children and spouses to be safe when we are not around to protect them. It’s good to see classes like this offered to ensure the safety of the generations to come.

EXCITING NEWS! Tribal Council has approved an increase dollar amount available to each elder the “Elders Emergency Service Component” for FY19. This program is for all elders living within the six-county service area and there are no income requirement.

The funding for this service are categorized on your age ranging from $600 to $1000.

Age Category and amounts: • 55-64 years $600 • 65-70 years $800 • 71-older $1000 The Elders Emergency Service program is to assist elder’s and is not limited to any situation.

Examples: Food, Heating, cooling, snow removal @ $25/per trip and lawn care up to $25 per cut, appliance purchase, clothing, even reimbursement for payments that you incurred This program can be used in conjunction with LIHEAP and/or HUMAN SERVICES. Each Elder is required to complete an application. In order for the application to be processed in a timely manner, it is important that the directions for this program be followed and completed properly.

Procedures for program are as follows: • Application must be filled out completely, signed and dated by the applicant.

• Supporting documentation must be submitted with application • Assistance request must be for primary residence.

• Utility vendors that give a lock in rate must be documented by the vendor • Reimbursement- Is allowed -show proof of payment. o Can’t reimburse when paid by another GTB program or Agency • No income guidelines and is open to all elders living in the service area This is an exciting service made available again for you and we are pleased to service you. GTB CHRISTMAS EVENTS

The Grand Traverse Band held several Christmas events in the month of December. The GTB Elders Christmas Party and Community Party were both held at the Grand Traverse Resort’s newly Remodeled Governors Hall on December 12th. This event offered appetizers, dinner, live music entertainment, cookie decorating, Christmas arts and crafts, and raffles for prizes. Santa and Mrs. Claus flew in from the north pole for the event. Santa pictures were taken with elders, children, and families alike. Photos were distributed until the printer unfortunately malfunctioned. Those pictures are now available through the GTB website for download at the GTB flickr Page at www.flickr.com/photos/gtbcommunications.

The event was highlighted by The Elders Fashion show. The GTB Cultural Department and GTB Elders had been working with Turtle Concepts, a business helmed by Dave Jones of

Ojibwe ancestry, in a collaborative gesture to boost confidence by delivering a fashion show for the Tribal Community. Not only was the event a fun means of entertainment, it gave elders and anyone brave enough to walk the runway a chance to express their confidence. This was a boost in morale for the entire attending audience and the participating community.

Turtle concepts specializes in these types of morale boosting events. The business is “a leader in Indigenous and non-Indigenous communities for their unique delivery of motivational workshops to children, youth, adults, elders and a wide variety of professionals.” Dave has been helping groups like ours with his business since 1999.

Government Employees were all treated with their own event on Friday, December 14th at Incredible Mo’s in Grawn.

Employees were treated to a buffet, bowling, billiards, and laser tag. This was a welcomed event that staff look forward to year round. The appreciation from Tribal Council and the fellowship from all departments echoed through the building.

This event is a great way to wind down the year before the holiday’s and is a fantastic motivator to comeback refreshed to assist the membership after the New Year.

Seth Thompson’s “I Am American" Project

I am shooting portraits of people from all communities that in our current climate might be categorized as “other” or “them” by conservative white America, and asking that they write a list of descriptors describing who they are and/ or how they feel about their life in America currently. The function of the list is that it addresses that marginalization but also shows that we are all much more similar than we are different. I ask that the photo subjects write this list in their own handwriting, for two reasons: 1. It is more personal, and 2. It removes the photographer from the editorial process. The only requirement is that the list end with “I am American”. The list will then be scanned and composited with the photo portrait.

Seth Thompson, a professional photographer in Grand Rapids is looking for participation in a photo series called “I Am American". It is vital to the project to include as many people from the Native American community as would like to be involved.

“This project began after the horrific couple of weeks in 2018 with African-Americans getting executed in the parking lot of a Kroger in Kentucky on October 24, the shooting at the synagogue in Pittsburgh on October 27, and 5200 troops deployed to the border on October 30 to “protect” us from 4000 exhausted asylum seekers. This sort of thing has been going on for a long time, but it felt like it all came to a head at the same time that month. And it makes plain a notion held by many conservative White Americans that anyone who looks or believes differently than them is an outsider that should be feared or shunned.

For the convenience of participants, we can pick a day or two to set up and take pictures in Peshawbestown, and for anyone who is closer to Grand Rapids they can come to my studio on the Northwest side (address below). The Grand Traverse Band of Ottawa and Chippewa Indians now asserts Special Domestic Violence Criminal Jurisdiction as outlined in the 2013 Violence Against Women Act. This law recognizes tribes’ inherent power to exercise “special domestic violence criminal jurisdiction” (SDVCJ) over certain offenders, regardless of their Native or non-Native status. All individuals with sufficient ties to the Tribe who commit acts of domestic violence, dating violence, or who violate a protection order against a Tribal Member on Tribal Lands, may be subject to prosecution in Tribal Court. This jurisdiction goes into effect on October 31, 2018.

The Tribe will provide non-Native defendants with due process protections equal to those in the outside states, such as the right to a jury trial, the right to an attorney, the right to a law trained judge, and the right to petition for a writ of habeas corpus in a court of the United States. If you are an employee of the Grand Traverse Band, you may be called to sit on a jury.

January is National Hot Tea Month!

Tea has been being drank for thousands of years, originating from deep within the country of China. From there it grew in prominence until it was one of the most important beverages in the world, rivaling coffee as the drink of choice for mornings, and for those who needed an afternoon pick-me-up. Tea has been seen as a mark of sophistication, and has practically redefined British culture, having become completely inseparable from what it means to be British.

Tea isn’t just a warm and delicious beverage, it can also be used medicinally. There are thousands of herbal teas out there, and each of them can be used to help fortify the body, and even help you heal and fight infection. There are also many medicinal Native teas that have been used for generations, and are still used today.

A warm, steaming cup of tea is welcome at any time of day, especially in the cold winter months. Whether as an alternative to coffee with the rich tradition of Irish Breakfast tea, or as a quiet cap to the end of the day, settling your nerves with Chamomile and Lavender, tea is amazing. You can drink it like the we do here in the states, with lemon and sugar, or perhaps a bit of honey, or you can mix in milk or creamer for a fully European experience. However you do it, Hot Tea Month is a great time to reembrace this delicious beverage that can warm your heart and body.

Celebrating Hot Team Month is as simple as brewing up a cup of your favorite tea, and sitting back and relaxing as you sip it down. Hot Tea Month is a great opportunity for you to try cutting back on coffee, and instead use a hot cup of tea to get yourself going in the morning!
