We need your input!

The Grand Traverse Band’s LIHEAP Program held a public hearing at the June 29, 2016 Tribal Council Special Session for the purpose of reviewing the past year’s LIHEAP program and receiving any comment on that program and/or recommendations for next year’s LIHEAP Program! We want to continue this gathering of comments from you with application review by the following method.

Last year’s application will be available for review at the following sites: GTB Tribal Administration Building in Peshawbestown, GTB satellite office in Charlevoix, GTB satellite office in Benzie, GTB satellite office in Traverse City, and at the LIHEAP program office at the Medicine Lodge. We need your comments by the end of July.

Your comments will be critical in developing next year’s LIHEAP program! LIHEAP provides funding assistance to low-income households, targeting those who are truly vulnerable: the disabled, elderly, and families with preschool-age children.

LIHEAP offers one-time financial assistance to qualifying low-income households who require support in paying their home heating or cooling bills. Applicants must have an income less than 150% of federal poverty level or 60% of state median poverty level to be eligible, however some states/tribes have expanded their programs to include more households.

The Low-Income Home Energy Assistance Act of 1981 (Title XXVI of the Omnibus Budget Reconciliation Act of 1981, Public Law 97-35, as amended, authorized a number of block grants including the Low-Income Home Energy Assistance Program (LIHEAP). LIHEAP, administered by the U.S. Department of Health and Human Services, authorized grants since 1982 to states, tribes, and territories to assist low-income households with the costs of home energy.

For a direct grant to a tribe, an amount is reserved from the state’s allotment. GTB currently has a negotiated agreement between the state and the tribe on the number of households to be served. If a tribal grantee chooses to run a direct-funded tribal LIHEAP program, tribal programs must include a heating assistance program and/or a cooling assistance program and include a way to handle crisis situations, usually through a crisis intervention component. LIHEAP grantees may also choose to provide a low-cost weatherization program or other energy-related home repair. The allotments are based upon available federal funding, and it is important to continue this much needed program!

SORNA: Who needs to register with GTB? The GTB Code pertaining to Sex Offender Registration has designated who must register with the Grand Traverse Band Tribal Police Department. The following individuals are required to register with GTB Tribal Police:  A sex offender who has been convicted by GTB Tribal Court, regardless of whether or not that person is or will be residing on Tribal Lands.  A sex offender who is incarcerated by the Tribe while completing any sentence for a covered sex offense, regardless of their location.  A sex offender who resides within Tribal Lands, is homeless within Tribal Lands, or is transient within Tribal Lands.  A sex offender who is employed by the Tribe in any capacity or otherwise employed within Tribal Lands.  A sex offender who is a student in any capacity within Tribal Lands.  A sex offender who is visiting Tribal Lands.

Registration requirements pertain to ALL convicted sex offenders, regardless of the court or location they were convicted in.

Registered sex offenders who are visiting Tribal Lands are now required to register their presence with Tribal Police PRIOR to entry onto Tribal Lands, and may register up to 72 hours prior to their visit. This includes entering onto Tribal Lands for ANY PURPOSE with the exclusion of patronizing gaming establishments or Eagletown Market, and visiting Tribal Court for a valid purpose. You are strongly encouraged to contact the Tribal Police Department at 231-534-7777 prior to arriving in order to ensure that someone is available to assist you with registration.

WILDLAND FIRE SAFETY Aanii Community Members, Now that summer is here, wildland fires (brush fires) can ruin your day quickly. Wildland fires start because of camp fires being unattended, not on purpose but by accident, from campfires not being put out all the way. The best way to tell if the camp fires are all the way out is to pour LARGE amounts of water into the fire, stir the embers, put your hand over the now wet embers and “feel” for heat.

I know camp fires are great to sit around, but they are the No.1 Reason wildland fires start. I know pow-wow (Jingtamok) season is here so be extra careful with your fires during the pow-wows. Our Peshawbestown Pow-wow is coming up pretty quick. I know as I am getting excited to dance at our powwow. Be safe and extra careful with your camp fire during our summer months.

We are having another diabetic shoe fitting program this year. This is only for GTB tribal members who have been diagnosed with diabetes who live in the 6 county service areas of Antrim, Benzie, Charlevoix, Grand Traverse, Leelanau, and Manistee counties.

*After the second fitting on Oct 26th all left over shoes will be sent to Kathy at GTB and appointments will need to be set up for Kathy and Kathleen to deliver the shoes. Note: These are the only days for fittings and we will not be able to add any more dates or times so please try and make one of these days in September for fittings.

YUBA PICINIC

The Annual Yuba Elders Picnic was held on August 18th at the beautiful Yuba Park in Acme Mi. The sound of the beach eased through tall lush trees.

While Elders were treated with a fried chicken lunch and many side dishes.

After lunch participants were treated to a full day of Bingo and raffles with a plethora of donated prizes being awarded. The beautiful yuba picnic is a time for elders to reconnect and cut loose before the annual GTB powwow festivities.

• This deadline (September 2) also applies to those that are currently signed up for direct deposit and wish to change the bank information.

• Please Note: If you do not have a valid address on file with the membership office, your elders distribution direct deposit will be suspended until a valid address is received in the Membership Office.

Keith Jr. and Sheena Kiogima are happy to announce the birth of their son Adrian Howard Kiogima. Adrian was born on July 22nd, 2016. Welcome to the family Adrian, welcome to the world little man, you already make us proud!

My son, GTB member Shane McSauby, was selected by the Sundance Film Institute for the 2016 Native Filmmaking Lab back in July. They also gave him a grant to fund his film which he is working on right now in Grand Rapids.

HOUSING EXTRAVAGANZA

The event was held in Peshawbestown,Charlevoix, Traverse City, and Benzonia. The largest gathering being in Peshawbestown, where the event staff were briefly overwhelmed with attendees. They pulled through and had to gather more resources to support the massive gathering in attendance. In the end families went home with full stomachs freshly stocked and prepared for this upcoming school year.

The Annual Back to School Housing Extravaganza was held in the evening hours from Monday Aug. 15th through Thursday Aug. 18th. Tribal Housing Students in the six county service area were able to Sign up for school clothing and supplies while participating in family fun activities, cook outs with treats and desserts present and bounce houses for kids to burn off that contained energy.

The Program was Sponsored by the Housing and Education Departments and is held before every school year in support of children in tribal families in dire need of school supplies. Kids were able to pick



GTB POWWOW 2016

The annual Peshawbestown Jiingtamok Honoring the Past, Present and Future was held August 20th through the 21st. Originally scheduled as always to be located at the beautiful GTB POWWOW grounds, the event was moved last minute due to nasty rain conditions. The Strongheart Center was used to house the event and keep the spirit alive.

As always, delicious vendor foods, amazing hand crafted item and fantastically beautiful Regalia were a staple of the event. Indigenous people from all over attended the two day celebration. The dancing talent was incredible among elders, adults and youth backed by powerful indigenous drums.

Vendors scrambled to displace their cooking equipment and booths and tables. The last minute changes were not enough to dissuade the ingenuity of the people as make shift booths and tables were created. People banded together to ensure the success of the event and spirits were never broken.

There were a series of drums with the host Host Drum being War Paint. The MC was Allard Teeple and Arena Director-Dave Shananaquet. The Head Veteran was George Martin and head male and female were picked at each session. There were countless tribal members, members of GTB government, and the POWWOW Commitee that put forth great effort to ensure the success of the event.

A numder of dance specials were held awarding prize money to include Men and Womens Fancy Dance, Youth and Adult team Dance, Hand Drum Youth and Adult, and Two Step (Free Style)Youth and Adult.

Although this years annual Jiingtamok was unorthodox in its location, the decisive move was a strategic action needed to keep the event thriving. Those who made the call kept the people sheltered from the inclement weather and kept the beating heart alive. It is in these moments when the community comes together that proves the adaptable strength of the Anishinaabe people.

GRAND TRAVERSE BAND TRIBAL POLICE DEPARTMENT “Old Cell Phones Can Still Call 911”

The Federal Communications Commission requires all cell phone service providers, like Sprint, AT&T, Verizon, and Bell Atlantic, to accept 911 calls from any wireless phone -- even one that no longer has a phone number or service contract.

On cell phones that are under a service contract, emergency services can quickly obtain information about the user -- including name and address -that would be helpful in locating a dazed caller.

Such information is not available with uninitialized phones, including the Mobile911. New triangulation technology may soon allow wireless service providers to locate the source of any call.

In general, all wireless phones have some weaknesses as emergency devices. Although the F.C.C. has ruled that 911 should become the universal emergency number, not all areas of the United States have the service, so calls in some areas might go unanswered. And as anyone with a wireless phone knows, you cannot always get a signal -- even in the middle of a large city. Also, wireless phone networks are not available in 20 to 30 percent of the United States, although most of those areas are unpopulated.

There may be other disadvantages to using uninitialized cell phones for 911 calls. For example, signals from old phones that operate on an analog network would not be picked up by a digital-only service like Sprint. In some areas, that could reduce the chance of a message getting through.

Used wireless phones can be purchased from Web auction sites for less than $10, and even though uninitialized phones have drawbacks, they are not far worse than regular cell phones, and they are certainly better than nothing.

Grand Traverse Band Fire and Rescue Department Aanii, well summers coming to the end, next month will be Labor Day, boy where did the summer go?

Our jingtamok is just around the corner, please be careful of your fires. Right now the U.P. and northern Lower Michigan are under a red flag warning ….meaning… No Burning!!!! There is a wildland fire burning in or around Camp Grayling and last known acreage is 7500 acres. So please be careful with your fires here and at your camp sites.

I hope to see all of you at the jingtamok (powwow) on the weekend of the 20th. There are free smoke alarms and fire extinguishers at the GTB Fire Station if you need or would like some, please contact me and I can set you up with these items. Home inspections are available too.

Also the batteries in your smoke alarms will need to be changed in October, an easy way to remember when you changed the batteries is to write the date you installed the smoke alarm and 6 months later replace the batteries. Soon it will be deer season and deer camps will pop up all over.

A Note from the Tribal Prosecutor’s Office September 2016

So far, August has turned out to be an extremely warm month, but, as of this writing, we are only at the beginning of the month; this is Michigan and the weather can turn on a dime. The Tribal Prosecutors Office would like to describe some of the services the Tribal Prosecutors Office provides.

Indian Child Welfare Case Process Matthew J. Feil is the Prosecuting Attorney (in criminal matters) and is also known as the Presenting Officer (in Indian Child Welfare Case Act “ICWA” matters). The Prosecuting Attorney’s Office and Anishinaabek Family Services handle Tribal membership inquiries from all around the United States. We receive approximately 100 inquiries per month. A majority of inquires result in the inquiring party not being an enrolled member of the Grand Traverse Band of Ottawa and Chippewa Indians.

There are several instances, however, when a party is either eligible for membership with the Grand Traverse Band or they are enrolled members.

Either way, the Prosecuting Attorney’s Office will file what is called a Notice of Intervention and an Authorization of Tribal Representative in matters where an individual is either eligible for membership or is a member – if there is Court involvement. Court involvement usually means that there is a current case of abuse / neglect, suspected abuse / neglect, abandonment, adoption, or any number of reasons a Court may be involved in family affairs (excluding divorce and custody matters). A representative of the Tribe, either the Presenting Officer, or AFS (Tribal Representative), will attend hearings from all over the country via telephone. Occasionally, a Court in a different jurisdiction may request that the case get transferred to the Grand Traverse Band Tribal Court.

Normally though, they remain in the Court of original jurisdiction.

To make an inquiry, the Grand Traverse Band of Ottawa and Chippewa Indians Membership Office would need the following information: • Name and date of birth of subject • Names and dates of birth of parents and grandparents • Names and dates of birth of related Tribal members (helpful) ✔✔ Anyone can make an inquiry as to Membership eligibility. A person can retain an attorney to assist with the inquiry, or go through the Department of Health and Human Services.

The Prosecuting Attorney’s Office keeps files on all ICWA cases involving the Grand Traverse Band of Ottawa and Chippewa Indians. We track hearing dates, case events, adoptions, parties to the case, and when and how they close and AFS works closely with the respective case workers / managers, monitors all events with the case (case proceedings) and provides concerns and input on desired outcome. How busy we end up with ICWA cases depends vastly on how many parties are either eligible for enrollment or are enrolled, how many of those matters have Court involvement, the number of hearings, cooperation of parents and/or guardians (or lack thereof), and the severity of the case.

Your tires will wear evenly, which prolongs their life and can improve your vehicle’s fuel economy. When correctly inflated, your tires can perform at their best which means better handling, dependable traction and a more comfortable ride for you.

A Few Things to Keep in Mind: You should always set your tires to the pressure specified in your vehicle’s owner manual or tire information placard.

Always check and adjust your tire pressure first thing in the morning before driving on them.

Temperature differences affect your tire pressure.

Cold, winter weather may cause your pressure to drop while warm, summer weather may cause your pressure to increase. Although you should check your tire pressure periodically as part of good vehicle maintenance, it is exceptionally important to check it when the season changes.

Always check your tires with a good quality tire pressure gauge. Many vehicles come equipped with a tire pressure monitoring system (TPMS).

Generally, this system will alert you if your tires are losing air or are below the recommended pressure.

You should never try to visually estimate your tires inflation pressure. We recommend keeping a tire pressure gauge in your glove compartment – even if you have a TPMS built into your vehicle.

This will ensure you are getting a consistent reading each time rather than using multiple gauges at different gas or service stations. If you suspect your TPMS system is malfunctioning, we offer a TPMS service package designed to fix the faulty component.

HEALTH FAIR

The Health fair was held August 19th facilitated by none other than the Strongheart Center. There were a variety of different vendors available on site with one common objective, promoting a healthy and happy lifestyle.

The event was mc’d by Tribal Councilor Mark Wilson, who provided a whimsical and informative tone to this family targeted event. Many booths were present from departments including the Natural Resources Department, Tribal Court, Public Safety, Education, Human services, and of course Health Services. There were many service booths from outside representatives.

Several activities were available such as; snacks & door prizes, two bounce houses, energy therapy, massages, and a photo booth for group or family pictures. The standout event was the fresh-fruit/ sugar-free cake walk. This was run like your average cake walk for kids and adults alike but awarded health alternatives for snack prizes.

The elders also held a fund raiser selling freshly made lunches to those present. Fresh vegetables and fruit was available near the bounce houses, providing kids with healthy natural sugar to be burned off while participating in the active and By lively fun houses.

ALDEN CHILDRENS CAMP

Summer provides ample time for independent childhood learning. As soon as that last School bell rings it releases kids to roughly three months of non structured freedom. This is a perfect chance for kids to get out into the wilderness and back to their roots. The Alden children camp provides many activities for tribal youth, not only to keep them busy during this down time but to assist in harnessing lifelong skills, and memories that will last and be shared for generations.

The Camp was broken into two separate groups.

The first week housed children ages ages 8-11 yearsd old and the second week was focussed on Kids 12 to 14 years old. Activities were shifted to cater to the different age groups, insuring their interest and involvement with program activities.

The camp facilities are well maintained and the children have many accommodations to support them while away from home. Camp Councilors are friendly and able to connect with the children that not only establishes them as authority figures but as teachers and mentors.

Being in touch with nature assists one in realizing what was before industrialization and mechanical congestion. The wilderness shows a person what truly is the foundation of our sustainability. It allows one to respect it more and reach certain fellowship with the trees, the wind, the earth.

These fruitful early years of a childs development are crucial. These are precious times for childhood experiences. Memories are made during the special times far away from the norms of daily life. The Alden Children camp is a perfect example of this memory fuel. Memories spark like a flickering fire, burning through a dark night, the embers raising to the heavens and resting amongst the stars.

NRD BOARDMAN FLOAT

The Natural Resources Department hosted a float down the Boardman River. Showcasing the section of the river that was for a long time trapped behind the Brown Bridge Dam. The trip is used as a leisurely guided canoe float.

Two excursions were offered but due to low enrollment on the first day the trip was held on August 10th. In order to leave personal vehicles at the end of the trip, participants were shuttled from the Brown Bridge parking area to the “Schecks Campground� canoe launch site.

This slice of a nature is a fantastic local waterway meant for human and nature coexistence. This is a great example of a restoration project that should be viewed by anyone who believes in the necessary success of natural conservation and successful restoration.

Although it was a sweltering day, all participants remained in good spirits, even embracing the occasional canoe tip. This served as sort of rest bit from the pressing heat. These venturers spent several hours on the river seeing first hand how the restoration of the river near the Brown Bridge Area has held out since its removal.

The overwhelming natural beauty of this area, and how the Boardman River slithers and winds along the forrest and into the rolling fields makes for a beautiful sight. It is refreshing to witness the area return back to the earth through the active restoration it has received.

GTB MANOOMIN CAMP

The Circle of Flight grant through the Natural Resources Departments’ Inland Lakes program, hosted a Wild Rice Camp during the weekend of August 26th. The Manoomin (wild rice) Camp was held at the Grass Lake State Forest Camp ground.

Special guest, Lee Sprague, former Ogema of The Little River Band of Odawa Indians, instructed a workshop on how to traditionally gather and prepare wild rice.

Tribal and community members camped and crafted tools such as: rice knockers, push-poles, and parching sticks, that are necessary for the harvest. Once the supplies were constructed, participants canoed up river to the Manoomin beds. The rice was harvested and then brought

back to camp where Lee Sprague taught the group how to process the manoomin and cook the crop.

Manoomin once flourished in beds of Michigan’s lakes and rivers, making it a key crop for the Anishinaabek. Wild rice stands have long suffered from various changes such as water level fluctuations to recreational actives, among many other impediments. Expressive Culture Series Medicinal Plants Tracy Koivisto Wild Carrot Flower

A grant awarded by the Institute of Muse-um and Library Services (IMLS) to the Eyaawing Museum and Cultural Center provided funds to preserve a silver-coated copy of the “Durant Roll.” This paper copy was transferred to Eyaawing’s permanent collection by Jo Keusch in the GTB government membership office, where the document was found inside a file cabinet and was warped, brittle and overall in very poor condition. In January 2016, Grace Soave, curator and archivist, began working on preserving the copy. There are a total of 220 pages, each measuring approximately 16x20”. In order to carefully preserve this document it had to be placed in a temperature and humidity controlled room. Each page was then assessed, pressed and placed in Mylar sheeting for permanent housing, better ease when handling, and to be protected for many years.

This document is a copy of the 1908 census roll (known as the "Durant Roll" for its compiler, Horace B. Durant) of the Chippewa and Ottawa tribes of Michigan, Durant's field notes, and related correspondence. The Durant Roll contains the names of all members or ancestors of members enrolled with the Ottawa and Chippewa tribes of Michigan in 1870 who were living on March 4, 1907.

The roll also serves as an index to Durant's field notes. The field notes provide the genealogical information used to determine if an individual was eligi-ble to be listed on the census. The corre-spondence consists of letters received and sent by the Commissioner of Indian Affairs and Horace B. Durant which concern the enrollment process, procedures, and policy. These records are part of the Special Agent Files, 1907-1948, in the Records of the Bu-reau of Indian Affairs, Record Group (RG) 75, and are housed at the National Archives Building in Washington, DC. A selection of pages are now on display at Eyaawing Wednesday through Sundays from 10am until 4pm.

The Grand Traverse Band announced its distribution of $722,692.68 of gaming revenue allocation to 33 local applicants of government units. This is an event that takes place twice a year and has been ongoing since 1994. Tribal Council voted to determine which organizations would receive funding in late July. Out of the 84 applicants 33 were selected to receive the gaming revenue.

Many local schools medical clinics and fire rescue services were given these allocations to provide a more stable and educated community.

Important Membership Announcement The Compensation Committee currently has six (6) committee vacancies: • • •

one (1) appointment to be filled by the Tribal Chair for a 4-year term; three (3) appointments to be filled by Tribal Council for a 2-year term; and two (2) appointments to be filled by the Compensation Committee for a 3-year term.

Interested registered voters of the GTB membership who are not currently employed by the GTB government, EDC gaming enterprises, or the Grand Traverse Resort are encouraged to submit a letter of interest to the Tribal Chairman’s office.

Please note: you must reside in GTB’s six-county service area to serve on this committee.

The Tribal Councilors’ Salary Ordinance states that the establishment of the Compensation Committee is to address the questions of compensation, allowances and benefits for Tribal Council positions.

The open committee positions will be filled according to 1 GTBC § 404(d) of the GTB Code: The Compensation Committee shall be composed of seven registered voters of the Tribe.

(1) Two shall be selected by the Tribal Chair and have a term of offices for four (4) years. Three shall be selected by the Tribal Council by a majority vote and have a term of office for two (2) years. The other two committee members shall be selected by majority vote of the five selected members and have a term of office for three (3) ears.

(2) Vacancies shall be selected in the same manner as the position which was vacated by term of office, resignations or death.

LANGUAGE CAMP

The 2016 Family Anishinaabemowin Language camp was held August 22nd through the 24th at the POWWOW grounds. There were many workshops to challenge children and adults alike in a variety of learning techniques to assist with reclaiming the Anishinaabemowin language.

Vendors and families were allowed to camp at the Peshawbestown Powwow grounds on a first come first serve basis thanks to reduced lodging rates at The Lodge for supporting these participants.

Not only does language camp offer a variety of language learning activities but it assists with the re-connection of Anishnaabe culture and traditions.

Examples of some of the presentations included; Fry Bread making and stew cooking classes, Anishnaabe games, hand drumming, the teachings of making traditional dream catchers, the making of sweet grass pins, beadwork, and many others.

Many fluent presenters were available outside of the course schedule for questions and revelations on the ever changing Language. Not only was the focus on reclaiming the spoken word but the growth of the language as well. It was presented by several instructors that in order for a language to remain active it must also be able to adapt to the times, much like the additions of new words and phrases in other languages as time progresses.

Anishinaabemowin is a language resurrected. It is imperative that generations to come continue to learn and teach this launguge that was once forbidden and on the brink of deletion. It is every generations obligation to propel this indigenous language forward to the next, maintaining the importance of Anishnaabe cultural history.
