Recently I was told about a young Tribal member who coined a phrase, “let’s put the Grand back into the GRAND TRAVERSE BAND”, I think he is right on. We are the Grand Traverse Band, located in one of the GRANDEST regions in our country, alongside a beautiful venue of the Grand Traverse Bay. I hope, with a fierce determination, that you, the membership can see it is time for our Tribe, and we have to take hold of the moment. We have to focus on what is BEST for our Tribe and our Tribal members. For far too long we focused on the good ole boy system of business and left the membership out in the dark. As you know my focus is to ENGAGE the membership in the business and management of our Tribe to the fullest extent possible.

I would like to take some time to present to you some of the aspirations and goals I have as your Tribal Chairman. In light of what I have learned in this past year regarding the EDC management of our enterprises, there are certain items I believe we can immediately address, if we had support on the Council, for now I will provide my thoughts:

EDC: EVERYTHING THAT EDC DOES AFFECT THE Revenue Allocation Ordinance (RAO), meaning it affects PERCAP, Government SERVICES, and our INVESTMENTS! • STOP the losses within the 4-walls of the Casinos

and at the 8 Tribal businesses losing money. This can be done with proper business planning by management: but right now a LOSS IS A LOSS from the RAO, we can’t

continue to let Turtle Creek Casino pay for the losses of these businesses. By stopping these losses, we will see an increase in percap, government services and the investments.

• EDC must have checks and balances in all spending and investments. In fact the RAO requires it:

o § 1604. Use of Net Revenues; Tribal Economic Development

(b) The Tribal Council shall have the authority to appropriate and expend net revenues allocated to Tribal economic development to supplement funding for ongoing Tribal economic enterprises. Requests for supplemental funding for the Tribal ongoing businesses and enterprises shall be considered in accordance with GTB governmental procedures. The Tribal Council shall thereafter allocate those net revenues designated for Tribal economic development to the ongoing business or enterprise as it deems necessary and reasonable. (c) Separate accounting and audits shall be done for economic development projects of the GTB/EDC. All enterprises and businesses are to be treated as “stand-alone entities” in the accounting and audit statements.

(d) The GTB Economic Development Plan shall be operated pursuant to the development policy adopted by resolution of the Tribal Council. At a minimum, this development policy shall provide: o (1) Criteria for business plans; o (2) A mission statement; o (3) The Tribal Council or its appointed agent shall review developments on a monthly basis; and o (4) Establish a minimum internal rate of return • As a Tribe we cannot have business plans or investments made without a cost benefit analysis, a financial review by one of our trusted financial institutions, and input from membership. If we look at the investments in the past 10 years we have spent 10’s of millions that unquestionably has not benefitted our Tribe in any way financially. o It is now going into March 2018, and meetings are just now being held with Council to discuss the, what I like to call the ‘hurry-up’ building projects. From what I have seen the ‘hurry-up’ projects don’t show any kind of planning or strategy of how they work for our Tribe’s future growth or what the positive impact is for our Tribe. The ‘hurryup’ projects include a new municipal (admin) building, and public safety building on the government side and the reviving old plans for the new casino and hotel on the EDC side—that STILL does not show a positive return on the proposed investment. And just before an election!

 Don’t you, THE MEMBERS, want some say in these ‘hurry-up’ plans and be a part of the decision by reviewing plans, looking at financials, and providing overall input?  We can’t ignore what is happening now with the losing businesses, and Turtle Creek Casino picking up the losses, nor the fact that we did not see ANY increase to revenue with the $120 million investment into Turtle Creek.  We have to be smart and make solid decisions with support from you— THE MEMBERSHIP!

This LLC should report directly to the EDC Board and be given the ability to grow into a debt-free LLC and not be a part of the revenue to fund EDC projects, like partially funding the gas station; • Why are we waiting for VGT property to go into trust when we have property in trust on the M-72 corridor that is prime for development? I recently learned that the VGT investment group that the previous Council decided to go into business with on the VGT project actually had approached the Tribe 10 years ago with intentions of developing on our trust property! Now this does not make sense to me, if they could have built on our existing trust property why did previous Council pay the investment group $8+ million in 2015 to develop on their non-trust property? It appears again to be poor management decisions by EDC. Will we ever see land into trust with the current Trump administration; I am not sure on that. But I don’t believe we should wait, if there are opportunities out there. There is no reason why we cannot have multiple market studies going on in all areas of potential. We want to INCREASE THE ECONOMY ON OUR TRUST PROPERTY THROUGHOUT OUR SIX-COUNTY AREA, WE NEED TO SEEK OUT OPTIONS BASED ON SOLID RESEARCH AND MARKET STUDIES; • Increase the Elder’s Trust Fund in collaboration with our financial investment partners; • Intimately develop Elder’s services that are based on needs with the Elder’s health, welfare, and safety; • CREATE AN UNEMPLOYMENT PLAN FOR THE FISHERMEN in the winter months;

• Increase access to housing in Grand Traverse County

that includes low-income, market rentals, trailer Home Park, and home ownership beyond the Herkner property, looking at the M-72 corridor and other Tribal trust properties; • Minor Trust Funds, I have a lot of questions and concerns how our own Tribal court and outside courts are accessing the minor trust funds without notice to the minors before their minor trust funds are accessed, and if it is legal to take their trust funds through a lien when IGRA specifically states there cannot be a lien on minor trust funds. This will be answered.

These are just a few of the goals that I envision for our Tribe and they are not pie in the sky goals, these are attainable and achievable with support!

Let’s bring in restaurant business partners and stop the losses to our bottom-line revenue; • Make sure the Grand Traverse Resort and Spa is truly a stand-alone LLC. Currently the GTRS is on yet another

- Photo by James Sullivan th On February 20 I was invited to watch and record the GTB’s 2% distribution at the Grand Traverse Resort. I’d never been to this event before, but I was anxious to see who and what the 2% would be distributed to. The event started with coffee, a light breakfast, friends catching up, and even a song from GTB’s drum.

Seeing so many people gathered together from the surrounding area, all with the varying ideas of how to improve our local region, was incredibly inspiring.

This event was put together by Mary Kelley, GTB’s very own Legal Affairs Administrator. Twice a year the GTB allocates 2% of its video gaming revenue to local units of government. For the February 20th distribution we were able to allocate over $910,000!

In total the Grand Traverse Band has allocated $37,177,593.43 since 1994! What an incredible number!

Effective January 22, 2018, please be advised that Michigan travelers may need to provide additional acceptable government identification when going through security before boarding a plane. Be pro-active and be ready.

PER CAPITA DIRECT DEPOSIT • If you have not already signed up for direct deposit of your per capita checks, Friday, May 4th is the deadline to sign up for a direct deposit of your JUNE 2018 per capita and all future per capita checks. The form must be received in our office by May 4th.

• This deadline (May 4th) also applies to those that are currently signed up for direct deposit and wish to change the bank information.

• Please Note: If you do not have a valid address on file with the membership office, your per capita direct deposit will be suspended until a valid address is received in the Membership Office.

• If you need to change the information for your direct deposit, please submit a new Direct Deposit Agreement form. To request one, you may contact Christina Loucks at (231)534-7131. This form is also available on www.gtbindians.org.

• Once completed, the Direct Deposit Agreement form must be mailed in or dropped off at the Government Accounting building.

FAXES WILL NOT BE ACCEPTED.

ELDERS OPEN FORUM

Tuesday, February 13th, 2018 10:00 am- 12:00 pm, Traverse City Three Mile Office

Discussion began at approximately 10:20 a.m. Chairman McClellan began by discussion the gas station project near Turtle Creek. The gas station was supposed to have slot machines in side, but that is no longer happening.

As Chairman McClellan explained, the property that the building is on is trust land, not gaming land. There is a difference between gaming trust land and trust land set aside for other purposes.

GTB Elder Bonnie Inman discussed The Ridge micro-brewery and how it was unable to open because we did not have a micro brewing license. That situation happened because no one checked into the license requirement.

Bonnie asked how much money would be lost on this gas station project, and added that the slot machines were going to make money and help the gas station be profitable. GTB Elder Pat Castaneda stated that she does not see how the gas station can be profitable.

Secretary Rohl stated that doing a Cost Benefit Analysis would have brought these issues out and spoke to the importance of doing CBA’s in the future.

The Revenue Allocation Ordinance (RAO) requires that a Cost Benefit Analysis is done if long-term investment money is being used. Bonnie added that the RAO is for the members, and should not be used to run businesses.

Secretary Rohl discussed the EDC charter. The charter states that the EDC board is made up of different people than Tribal Council. She stated that this was changed years ago, because the sitting Tribal Council at that time did not agree with decisions the EDC board was making. GTB Tribal Elder Joyce Wilson asked when Tribal Council took over the EDC. Sonya Zotigh stated that it was around the year 2000.

Chairman McClellan stated that having positions filled by appointment can get very political. He stated that he wants to reform a lot of our committees, and stated that all committee members need to be trained on issues that may come before them. Secretary Rohl stated that she also agrees some positions should be elected, not appointed, but that would require constitutional reform. She stated that she thinks all GTB members should be able to vote in elections, not just those who live in the 6-county service area. Bonnie suggested that what they can vote on should be selective.

Chairman McClellan discussed the fact that we do not follow all of our ordinances and regulations. Pat Castaneda suggested adding a clause that outlines the consequences for not

following the regulations and rules.

Secretary Rohl added that when a committee doesn’t carry out a plan in the way they said, Tribal Council should take notice and correct it. Chairman McClellan added that we should not continue to accept losses. Pat Castaneda asked if we are going ahead with the new casino.

GTB Tribal Elder Pat Putney discussed an incident where she went to a meeting scheduled for 8:00 am in the admin. building in Peshawbestown.

The only Council member there at that time was Chairman McClellan. Next she discussed the Housing department. She stated that Housing does not have any more emergency money left. There are three broken furnaces, and the repair bill is coming in at over $600. Even the Elders emergency money will not cover this. Pat asked if it would be possible for Housing to ask for emergency funds.

Secretary Rohl and Chairman McClellan spoke to the importance of planning for emergencies; this should not have come as a surprise, and someone should have known Housing needed money.

GTB Tribal Elder Arlene Smith spoke next. She shared her concerns with the Elders lunches. She stated that they still do not have menus. She was told there would be healthier options provided like fish and buffalo, but the Elders’ nutritional needs are not being met. Pat Putney spoke in response to say that they are working on this. The program from Title VI says they have to provide nutritious meals. Pat stated that they do have a menu and is not sure why it didn’t go out. Title VI nutrition requirements were discussed further.

Chairman McClellan discussed his experience working for Head Start in the past, where the menus had to be approved. He asked who approves the nutrition level of our menus. Pat Putney stated that this is done at the TMO level. Arlene stated we should have a nutritionist on staff, and also stated that we are out of compliance. The cook is supposed to be certified and our cook is not. Pat Putney spoke in response to say that they are having a food handling and safety class, as well as a “food matters” class. It was suggested that we should get ready to serve meals instead. The meals are a cost of $3.50/ meal and they will be delivered.

The issue of the Elders was discussed further. Bonnie suggested going with the $3.50 apiece ready to serve meals, and giving the Elders a cash card to pay for them. That way, what they eat is their own decision. Pat Putney stated that the department has discussed taking Elders around to different meal sites, where more nutritious options are

offered.Chairman McClellan encouraged the Elders to apply for 2% funding in June.

Pat Castaneda discussed issues that are ongoing in Charlevoix area. She stated that the lights are still out on units 1 and 3, and that the water tank still has not been plowed. There are problems with garage doors as well.

She mentioned that one of the housing units has been vacant for several years, and one has an owner but is abandoned and no one is living in it. She stated that she put in for a new roof a year ago, and still does not have it. Pat asked why the Community meetings were stopped.

In regards to the lights, Chairman McClellan stated that he heard that maintenance was waiting until there were many lights out, and planned to replace them all at once. Secretary Rohl asked which garage doors need to be repaired. Pat suggested that housing staff should do a tour of all the places we rent.

Bonnie spoke up again to ask why accounting staff is not in attendance today. She stated that the Elders were promised at the last Elders open forum meeting that accounting would be there to give a presentation. GTB Tribal Elder Sandy Bennett asked why members are not allowed to attend EDC meetings.

Chairman McClellan replied that when he was on Tribal Council in the past, those meetings were open. He stated that he believes in being open, honest, and fair.

Pat Castaneda spoke again to mention that, when the Elders were at the 3-mile office last week, the back entrance and walk had not been shoveled resulting in dangerous conditions. She also stated that there was no soap in the men’s restroom.

Chairman McClellan called the Elders Open Forum to a close around 12:00 PM. He stated that Council will try to get back to the Elders with some of the answers they could not provide today.

Benzie Youth The youth in Benzie have been making stuff this month! Our high school group has been learning about nutrition and gaining some new cooking skills with the help of MSU and the Teen Cuisine program. The middle school students have been beading and putting together gear cars! Elementary loves slime! I think we finally got it right. We have also put our language skills to use. Everyone has been learning to count to ten in Anishinaabemowin.

Coming up in March we will be learning how to say colors, growing sage, doing more cooking and learning about bouncy ball science.

2018 TRIBAL COUNCIL CANDIDATES Percy J. Bird Jr.

I would like to say miigwech to all who have supported our Council through our first two years. Your encouragement and participation have been invaluable to us.

Two years ago, I presented a list of objectives I wanted to accomplish. Some updates: Economic Diversity The construction of the new LSC will begin by summer. The Marina planning looks great. MMJ business is being planned. We purchased a fiber optics company for services to our members & others. We have secured trust property in Acme for a huge commercial retail development.

Employment We've eliminated MJ drug testing and implemented a merit-based incentive program for employees.

Housing We're building the Herkner 300-unit housing development in TC. A new ER services complex is being built in PTown.

Environment I arranged a delegation to Standing Rock and advocated for the removal of Line 5. We worked with local/ federal govt agencies to tear down the Brown Bridge Dam and implement a traditional river restoration project.

Ahnii! My name is Francis Carew. I am a member of the Grand Traverse Band of Ottawa and Chippewa Indians and running for Tribal Council. I am seeking memberships support. I have a Bachelor of Music degree and will graduate in May with a Master of Arts in Musicology degree. In college I minored in History and Native American Studies and learned about Native American and U. S. A. relations. I do not have a political background but understand politics from a historical perspective. As Native Americans we have historically been people of integrity. As a music researcher I am required to use integrity when reporting my research.

My name is Gary John, Tribal Member #1661. I am originally from the Elk Rapids/Kewadin area, and currently live in Grand Traverse County with my wife Carol, who I have been married to for 30 years. My parents were Harry and Ida John, and I am the youngest of their 10 children.

I am currently employed with Grand Traverse Resort and Casino's and have held the position of Security Manager for the last 10 years. I have also worked for Surveillance and Tribal Police, so I have experience on both the Gaming and Government sides of business.

In the last few elections, we have all asked for change. And the changes that took place were a disappointment, to say the least. We were all hoping for something better, and we all deserve better. This Election, make your vote count. I want better for everyone, not just a select few. And I ask for your support as I announce my candidacy for Tribal Council. Let's do it right this time.

I have worked for many Tribes around the Nation, in the areas of Accounting, business development, interim CFO and staff trainer. During that career I developed a wide network of investors, business development consultants, entrepreneurs and training resources. I would like to bring that network and knowledge home. Along with my ability to recognize the difference between people that can help us versus take advantage of us. Most of the businesses of the Tribe lose money day after day, but with the backing of the membership it is an easy fix to turn them around. Instead of waiting around year after year for our Acme property to go into trust. Instead of continually starting businesses without appropriate planning and analysis that are doomed to certain failure. We can have many new successful businesses by using property we already have in trust and with solid planning and analysis be successful. I estimate the 10% long term investment pool is short by at least 100 million. Instead of continuing to eat up that money I propose we set up an additional Elders Trust Fund.

Let's put the Grand back in Grand Traverse Band.

Aanii Boozhoo My Name is Tina Anne Frankenberger. I am granddaughter of Harry and Ida Mae (Anderson) John of Kewadin and daughter of Debra Fay John of Peshawbestown. I have a degree in Fisheries and Wildlife from MSU and have been employed as a FEB 23 2018 Pr·1l :27 Great Lakes Fisheries Biologist for the Grand Traverse Band. I � currently serve on the GTB Natural Resource and Environmental committee.

I am well-educated and a hard worker. I worked from the age of 10 in my family's retail hardware and automotive business until I graduated from college. After working for the Tribe, I returned to my family farm growing produce and running my own crew at local farmer's markets.

I am a member of the Indigenous Seed Keepers Network and I believe Food Sovereignty is the key to our future health, wealth and independence as Anishinaabe. Farming, Fishing, Gathering, Hunting and Seed Saving are part of our cultural heritage that I passionately embrace. I've volunteered countless hours to bring our community together in gardens, agriculture and manoomin harvesting.

In 1979, I found a position with GTB as a CHR and being the exceptionally strong person that I am, that was likewise the most recent year I drank. Adding three years of college to my resume, I committed myself to attempts that were an advantage to Tribal Members in Housing, Gaming, and Administration. I saw the unequal treatment of workers, I languished over the lack of housing, and I had my dedication to the Tribe tested every step of the way. My experience took me the full gambit of the Tribal operations, information, and forward motion. In the early days and with careful planning, the only motion we made was forward which led us to be the first of everything, the path-finder for our future and many other Tribes plus having the best crews in the nation for gaming, housing, law enforcement, and any other endeavor we may have enjoined. I would like to be one of the people who can remember the way to attain that stature and make it true again for us; the People, the Membership, the people who have been here and are part of this nation within a nation.

I believe in community, equality for EVERY Tribal member and working together to build a strong future for our people.

I have had the privilege to be on the compensation Committee 2 plus years, Gaming Commission 4 years, Election Board 4 years, and would like to have the privilege to serve as one of your (memberships) next Tribal Counselors.

Areas of Interest: Cross Creek, Grand Traverse Resort and Spa,EDC spending, Elders Programs, Turtle Creek, Leelanau Sands Casino’s, just to name a few.

The more casino revenue generated the more revenue available for per-cap, medical, children trusts, government, and employment. I support more casino revenue. I recommend the best and newest gaming technology. There’s no profit margin like gaming. However, more tribal debt equals less income.

It is essential GTB does not leverage yourselves out of jobs, healthcare, and educations. I would ensure tribal members understand the tribal revenue allocation process. How we use money can be as important as how we obtain cash. The tribal casino revenue controls every aspect of tribal governing.

Members should have a choice. I believe that it’s better to have people supporting a project than not. Tribal Members should be able to vote. I do not support shutting down LSC. My goal is to help develop all tribal members and help those who need help. I support providing significant job training. I recommend increasing specific care for our elders and children.

The tribe needs to be ready for anything.

2018 TRIBAL COUNCIL CANDIDATES Alvin V. Pedwaydon

Aanii Tribal Members, I, Al Pedwaydon announce my candidacy for Tribal Council. Having been your Tribal Chairperson in recent past I am grateful and dismayed to have learned so much about the internal politics within our Tribal Council. By not having majority support of the Council not enough was accomplished. Shamefully some questionable things were approved by a Council majority vote, friends of certain Council members received financial benefits they shouldn't have as well as some management positions were given to friends. During my tenure a sitting Tribal Councilor received a fishing loan from the Tribal Council and also a Tribal Attorney received a $45,000.00 pay raise that included a $100.00 per hour increase, which in my view both approvals were unethical. Myself and one other council member opposed these actions. The number of council votes of approval for these egregious actions were four and five respectively.

Currently, there are three council members who are not up for re-election, who would not have allowed this to occur. By giving me your vote to replace one incumbent Council member will be a vote to stop Council favoritism and to make sure that Tribal Members always come first.

Aanii inawemaagan Theresa M. Pelcher ndiiznakaaz. A lifelong resident of Kewadin Michigan; currently reside in Antrim Reservation. The daughter of Theresa Shananaquet ba, and Clinton Pelcher. Alongside my significant other, Billy Marshall, we are raising four children Hannah, Quincy, William and Florine.

I have held various positions for GTB since 1995, a summer Youth in Training, at the Beach Motel, Youth Worker & Elders Worker, Cage Cashier, Front Desk Manager, Grants & Evaluation Associate and currently OPDE Coordinator. I have worked my way up in GTB. My life experiences within the GTB community combined with my GTB workforce experience, I can be an affirmative asset working to provide forward movement for GTB. My intentions are to involve all our people in tribal government where we can meet, talk about our ideas, get feedback, and offer resources. I intend to represent honestly, diligently, to listen closely to your concerns, and to serve as a committed tribal council representative. I will advocate for improvements in the quality of life for our GTB community.

Boozhoo - I am Cornelia (Connie John) TwoCrow. After much thought and deliberation, I have decided to run for Tribal Council.

I have served GTB for 2 terms previous, with 2 years as Vice Chairperson.

Currently, I am working in the Anishinabek Family Services department, but have worked for GTB either on the government side or gaming side since 1983. I am also currently on GTB Gaming Commission -having been appointed about 3 years ago.

In my personal life, I have lived in this area all my life - born in Northport, raised in Kewadin and now residing in Peshawbestown for the past 30-35 years. I have 3 children who were raised within GTB territory, with 1 moving away for employment, and 8 grandbabies, plus many others who call me ‘gramma'.

As previously stated, I have served on Council before and had enjoyed working with and for GTB membership, and if elected, will certainly do my very best to served you again.

I was born in Petoskey; Michigan and my parents were Enos Steven Wasageshik saba and Clara Mae John saba.

My brother is Ivan Wasageshik and my sister is Karen Wasageshik and my oldest brother was Freddy Wabanimkee saba. I have 9 living children Misty Callaway, Samantha Two Crow, Delores Sanchez, Jerry Callaway, Elizabeth Callaway, Sharon K. Callaway, Mskwa Anungous Wasageshik, Gilbert Makonhs Stevens, Waasegiizhig Migizi Stevens. I have 22 grandchildren. I am a very proud mother and grandmother.

I am a traditional dancer at pow wows and I Sundance at Hollow Horn Bear Sundance. I also used to Rain Dance at Wemkemekong, Ontariro. I love my culture and traditions and I am always learning my language. I lived in Peshawbestown for the past 18 years and I worked for my tribe in various positions. I am running for tribal council. We also have 11 wonderful Grandchildren. For the past 28 years we have resided in Peshawbestown and we are Home owners. Thanks to the Grand Traverse Band of Ottawa and Chippewa Indians, mutual help program. A little about myself, I have been a sole source contractor for the past 25 years. As a cultural specialist of the Grand Traverse Band of Ottawa and Chippewa Indians I‘ve worked with the Elders, Youth, Housing, Maintenance, Gaming, Natural Resource Department, Veterans and Medicine Lodge, and administration. I’ve worked with 7 out of 12 tribes in Michigan alone. I’m also a Fire Keeper, a Lead Singer and a Traditional Dancer. I’m also a teacher of cultural classes. I’ve been a captain of a gill net boat, a captain of a trap net Boat, and the past Chairman of our largest cultural event Peshawbestown Powwow. In closing my concerns are same as Memberships. My career began when our Tribe began casino gaming. I started as a Blackjack Dealer then on to Pit Supervisor, Shift Manager, Assistant Manager, Table Games Trainer then on to the Regulatory Department. In those ten years with Regulatory I held the positions of Compliance Officer and Internal Audit. Gaining the knowledge of the requirements to maintain our Gaming Licenses with the National Indian Gaming Commission.

Through the many years of gaming I have attended many trainings/ workshops as well as presenting many of the same. To further my education I received an Associate Degree in Applied Science of Business Management from Northwestern Michigan College.

With the nearly thirty years of Casino Gaming I would be a great asset for a seat on the Gaming Commission.

Date: February 1, 2018 NHBP and State of Michigan Announce Appointments to the Michigan Native American Heritage Fund Board (Fulton, Michigan) –The Nottawaseppi Huron Band of the Potawatomi (NHBP) proudly announces the appointment of board members to the Michigan Native American Heritage Fund Board.

The fund, which was approved in 2016 as part of the Second Amendment to the Tribal-State Gaming Compact between the NHBP and the State of Michigan, allocates a portion of NHBP’s state revenue sharing payments to the Michigan Native American Heritage Fund. This fund will provide financial assistance and/or reimbursement to local governments and educational institutions to defray the costs of projects that promote positive relationships and accurate information on the history and role of Michigan’s Indian tribes and Native Americans in the state. Projects may also include replacing or revising mascots or imagery that might be considered offensive to Native Americans with more culturally appropriate representations or new mascots/logos.

The Michigan Native American Heritage Fund’s Board Members consist of: two (2) persons appointed by the Tribe, two (2) persons appointed by the Governor, and the Michigan Director of the Michigan Department of Civil Rights or his/her designee. NHBP has appointed Tribal Chairperson Jamie Stuck and Vice Chairperson Dorie Rios.

“NHBP is committed to helping Michigan communities improve curricula and resources related to Native American issues and mascot revisions,” Stuck said. “We look forward to the positive impacts that will come from projects which will receive assistance from this fund.”

To represent the state, Governor Rick Snyder appointed Grand Traverse Band of Ottawa and Chippewa Vice Chair Kimberly Vargo and Sault Ste. Marie Tribe of Chippewa Indians Citizen Elizabeth Kinnart. Michigan Dept. of Civil Rights Tribal Liaison/Native American Specialist Melissa Kiesewetter has been named to represent the Michigan Dept. of Civil Rights.

“I thank Elizabeth and Kimberly for their commitment to carrying out this collaboration with tribal governments in Michigan,” Snyder said. “Their work will improve educational opportunities in helping Michiganders to understand the history and positive contributions of native people in our great state.”

Once the board convenes, it will develop bylaws and a standard process through which funds may be requested by local governments and public and private schools, colleges and universities.

On Saturday Feb. 24th The Cultural Services department held the Language Winter Symposium at the Strongheart Center. The event Offered breakfast and Language workshops until 5 pm. Classes included Mossbag making Quill & Birchbark making, Firekeeping and many others.

After the Symposium a feast was held, providing everyone with enough energy to stay for the Round Dance, which was Emceed by Joe Syrette. It was a large turnout for the event and lasted well into the night, still having active participation until 2 am. There will be more events like this that are currently being planned.

New attendance is always recommended and appreciated.

Cooking Matters for Families helps adults, families, parents and teens stretch their food budgets and cook healthy meals at home. Cooking Matters for Families is a six-week course series that is team taught by an MSU Extension Program Instructor and each lessons lasts approximately 2 hours.

One child (age 9-17) per adult participant are encouraged to come!

Each week, participants will receive take-home groceries, which they can use at home to practice a recipe they learned in class. The class series also includes:        

News from the Prosecuting Attorney’s Office (February 2018)

It has been a busy eight months for the Prosecuting Attorney’s Office: we have had our offices remodeled, filled the position of Project Coordinator for the Special Domestic Violence Criminal Jurisdiction grant (Anna Heiselman) and added a part-time legal secretary / data entry clerk (Brianna Peterman). We wanted to decorate our walls, so we hosted an art contest for local students to win prizes and to have their artwork hung on our walls. The paintings, drawings and sketches can be seen during our open house on Friday, February 23, 2018 from 9:00 a.m., until noon. Students can come in any time during that day during business hours (8:00 –11:45 a.m. and from 1:15 p.m. to 5:00 p.m.) to see their own work and to meet the Prosecuting Attorney (Matthew J. Feil) and the staff.

The artwork looks great on our walls and we were happy to receive so many submissions; there are a lot of very talented artists out there and it is exciting to know that our walls are decorated with the work of local students! The winners will receive their prizes during the open house, so we hope to see them there, along with all the other students who submitted their works of art.

The Fire Dept. took delivery last fall of a new UTV to replace an aged unit.

Over the winter the firefighters made it ready for the upcoming wild fire season. The final addition was adding our logo to the vehicle.

This month we have sent two firefighters to Bay Mills to learn how to be wild land firefighters. In addition, one of our firefighters is in school to learn to be a fire inspector.

We also have attended training in Petoskey for all hazards and Biological quarantine for tribal nations. This should help prepare us if we have the Flu outbreak here.

January saw an increase in calls by 20%. Please be careful in everything you do. Be mindful of fire and try to stay healthy. We would not like to meet you for the first time because you have an emergency.

Effects of Traumatic Stress After Mass Violence, Terror, or Disaster— This online article from the National Center for PTSD describes the emotional, cognitive, physical, and interpersonal reactions that disaster survivors may experience and discusses severe stress symptoms and posttraumatic stress disorder (PTSD). The article also presents information on risk and protective factors in disaster survivors.

- Submitted by Jolanda Murphy Psychological First Aid Field Operations Guide, 2nd Edition— Developed jointly by the National Center for Posttraumatic Stress Disorder and the National Child Traumatic Stress Network (NCTSN), Psychological First Aid is an evidence-informed modular approach for assisting people in the immediate aftermath of disaster and terrorism. At the NCTSN’s website, the Psychological First Aid Field Operations Guide is available in Spanish, Japanese, and Chinese as well as English. You can also access Psychological First Aid online, a free 6-hour course providing an introduction to PFA.

Coping With Grief After Community Violence—This SAMHSA tip sheet introduces some of the signs of grief and anger after an incident of community violence, provides useful information about to how to cope with grief, and offers tips for helping children deal with grief.

In addition to the world class student support services available for all of its students, BMCC has worked hard to make sure that higher education is accessible and affordable; BMCC has never charged an application fee, BMCC maintains a very reasonable tuition rate of $95/credit, and providing financial aid opportunities such as grants, scholarships, internships, and work study for all students, Native American and non-Native, is a priority. For the 2016-2017 school year, 84% of BMCC students received financial aid with 60% of the students having all tuition and fees covered with financial aid; financial aid at BMCC does not include federal student loans, therefore does not have to be paid back. At Bay Mills Community College, the state-sponsored Michigan Indian Tuition Waiver concept has been improved upon with the BMCC Board of Regents Tuition Award – a home-grown, Tribal College solution for Tribal students. The BMCC Board of Regents Tuition Award program has no blood quantum percentage or Michigan residency requirements; all members of U.S. Federally Recognized Tribes are eligible as long as they are taking at least 50% of their credits on campus. This tuition award program has been available to BMCC students since 2006, covering tuition costs for students hoping to achieve their goals for a brighter future.
