GTB PREPAREDNESS: MASS CASUALTY TRAINING EXERCISE

The Grand Traverse Band of Ottawa and Chippewa Indians conducted a Mass Casualty Response Exercise Tuesday, May 1, 2018 held at The Ridge Microbrewery facility parking lot and GTB Medicine Lodge. This training exercise allowed for the unification of multiple local public safety agencies to train for the triage for multiple injuries and casualties.

GTB staff were tested on patient accountability, vehicle extrication, patient transport/tracking, and initiating HAZMAT protocols from the initial accident scene and ending at the GTB Medicine Lodge.

We are happy to report that percap was $1,311.93 for the May payment. But I must clarify that this is NOT due to an increase in revenues. From all the financial reports that we have received from EDC, the only enterprise making revenue is Turtle Creek Casino and Hotel. It is apparent that efforts have not been made to address or plan to address the losses in all of the other enterprises and businesses. We must do better!

We do look forward to addressing these enterprise losses in a fair and transparent manner. As I have been saying for over a year, we cannot continue to have businesses running at a loss and a burden to our overall revenues. This practice of using Turtle Creek Revenues to supplement the losses of all the other businesses is not smart and it is not fair to the membership. We have not seen any options to fix or address the problems at the businesses losing money; therefore it is a priority that will be taken up with the new Council.

The GTB Government is currently spending $4 million over and above the 25% allocated from RAO. This practice of spending beyond the 25% allocated from RAO is not acceptable without evaluation and planning to ensure that government services are prioritized and reflective of the needs of the membership. It is my goal that the government programs will be evaluated to determine the needs and unmet needs of the membership to compare and quantify the government budget with the services being provided.

All of membership should know that EDC, that includes both casinos and all peripheral businesses, must be held accountable to how they are managing and running our businesses. EDC funds the Revenue Allocation Ordinance: 50% for Percapita payments; 25% for Government Operations; 15% to EDC investments; 10% to Long-term Investments. By allowing EDC to not account for the losses of the businesses, and to continue to let these losses continue over many years, is NEGLIGENCE. This cannot be explained away, these businesses can be managed in a way that ensures we are operating in the black, and this is how we will see increases and stability in the RAO.

Percap, housing, health, economic diversification, jobs, and stability, ALL of these matters are important to me and I know they are important to you. We can write grants and hold the federal government to the fire to uphold treaty rights but we must be smart and prepared by properly managing our own opportunities to be established.

What does the future hold for GTB? I believe: renewed financial stewardship, new opportunities to increase employee morale at EDC and Government, increased communication and involvement of the membership, new business opportunities for GTB and our membership, increase revenues at EDC, new and better programming of services for membership, and preparing for our future successes.

I have gone through a lot over the past couple of years as your Chairman due to my determination to share the true state of affairs of our Tribe. No matter what you hear I encourage all of membership to question when things are easily explained away, especially when it comes to our financial management.

O de’m i n G i i z i s ( S t r awber r y M oon) I have shared as much information as is available to me with all of you, including audits, financial reports, and I have even requested that management or Council show me that I am wrong in anything I’ve reported. To this date I have not received any response.

Over the past couple of years many of you have emailed me, sent a letter, or called me with concerns regarding percap decreasing. As I work through the financial reporting of EDC and our enterprises, and see how we are spending our savings to support government, I am concerned with how management has become stagnant and complacent in the effectiveness of managing and marketing our enterprises. I strongly believe that we need further detailed analysis of our current businesses and the effectiveness of the operations and the profitability of each. I also continue to state that we must have COST BENEFIT ANALYSIS for every detail of new projects. I would like to see plans and timelines set to those businesses that are failing to either get back on track with a plan for long-term success or transition to close. Until we can accomplish this we will continue to see revenues lost and RAO negatively affected.

We need to gather a team of Experts and Advisors with specialized fields of expertise that can give us advice for business investment, diversification, and long-term planning. When I talk to Tribal members, especially our younger members, they ask me why we aren’t more invested into technology and planning for future-based investments. We know that the Michigan market for casinos and

gambling is saturated; we must think beyond the brick and mortar mentality. We must locate savvy business investors and advisors to assist us and develop these relationships that are win-win.

I also want to address again, the importance of our employees.

I take the responsibility of ensuring we have a safe, good work environment for our staff, very seriously. Happy employees provide good services to our membership and customers. I have noticed that management has become slack in their employee training, and without adequate employee training, staff can become uncertain in exactly what their role and responsibility is. I am noticing it and it will be addressed. It starts at the TOP, what are our management staff doing to make sure our employees are happy, trained, and comfortable in their jobs. What I am seeing is adversarial conditions between employer and employees and this does not make for a good working environment. I believe in team planning, a team approach, and employee engagement at all levels. I don’t want employees in fear of their jobs but empowered so that if they see something wrong they can report it without repercussion, this goes for EDC, the Grand Traverse Resort and Spa, and Government.

My name is Jessica Mastbergen, a new Doctor of Nursing Practice, and I was fortunate enough to complete my clinical work and project work for Grand Valley State University at the Grand Traverse Band Family Health Clinic. I completed most of my clinical hours with Dr. Johnathan Foelber and I credit him with helping me to develop my critical thinking skills as well as assisting me to become competent with different physical exam techniques. He always took the time to help me grow with each patient encounter and I will be forever grateful to him, the patients, and staff of the clinic who welcomed me so openly.

The second aspect of my work at the clinic was the completion of my doctoral project which focused on improving documentation of Government Performance and Results

MARRIAGE BIRTHDAY ANNOUNCEMENT SHOUTOUT

Act cardiovascular education in the electronic health record.

I was able to work closely with the Community Health Representatives and am grateful for their time, attention, and commitment to the completion of this project in order to improve the health of the community. I was blessed to have a wonderful preceptor and mentor in Kathy Bowers MSN, CDE for my project work as well as project advisors from Kirkhof College of Nursing Dr. Dianne Conrad and Dr. Amy Manderscheid.

Finally, I would like to thank Ruth Bussey and the tribal council for not only allowing me access to the clinic and patients but for always making me feel so welcome. As I move on in my new career as a nurse practitioner, I will not forget the kindness shown to me by all at the Grand Traverse Band.

Effective January 22, 2018, please be advised that Michigan travelers may need to provide additional acceptable government identification when going through security before boarding a plane. Be pro-active and be ready.

PER CAPITA DIRECT DEPOSIT • If you have not already signed up for direct deposit of your per capita checks, Friday, May 4th is the deadline to sign up for a direct deposit of your JUNE 2018 per capita and all future per capita checks. The form must be received in our office by May 4th.

• This deadline (May 4th) also applies to those that are currently signed up for direct deposit and wish to change the bank information.

• Please Note: If you do not have a valid address on file with the membership office, your per capita direct deposit will be suspended until a valid address is received in the Membership Office.

• If you need to change the information for your direct deposit, please submit a new Direct Deposit Agreement form. To request one, you may contact Christina Loucks at (231)534-7131. This form is also available on www.gtbindians.org.

• Once completed, the Direct Deposit Agreement form must be mailed in or dropped off at the Government Accounting building.

FAXES WILL NOT BE ACCEPTED.

• If you wish to cancel your direct deposit, you need to submit this request in writing to the Per Capita Office or fill out the Direct Deposit Cancellation form. If not using the form, please write that you wish to cancel your per capita direct deposit, sign, date, and include tribal id number and/or social security number. The deadline to cancel your current direct deposit is Wednesday, May 16th.

SORNA – Required Registration Information SORNA refers to the Sex Offender Registration and Notification Act, which is Title 1 of the Adam Walsh Child Protection and Safety Act of 2006. SORNA provides a minimum set of standards for sex offender registration.

George Melvin Antoine

George Antoine was a man of great honor and dedication. He spent most of his life dedicated to serving his Country and his Tribe. He was recently recognized for 25 years of service with the Grand Traverse Band, this includes time on Tribal council.

He will be missed greatly here at the communications office. His memory along with his service to this organization and its citizens will live on. He provided an impact to be felt for generations to come.

GTB MASS CASUALTY TRAINING EXERCISE

The Grand Traverse Band of Ottawa and Chippewa Indians conducted a Mass Casualty Response Exercise Tuesday, May 1, 2018 held at The Ridge Microbrewery facility parking lot and GTB Medicine Lodge.

The May 1st Training Exercise provided an opportunity to test response and command structure to respond to a mass casualty event and provides elected and appointed officials, media personnel, and individuals from participating organizations information they need to respond.

This exercise was held in the parking lot of “The Ridge” 2511, behind Leelanau Sands Casino at 2521 in Peshawbestown, MI from 1:00 to 3:00 pm.

The exercise scenario involved arrival of resources, triaging of patients, patient care, packaging of patients and transport to the Medicine Lodge parking lot which Tribal health staff performed triage until transport could be conducted to Munson Medical Center (simulated). The exercise allowed for triage for multiple injuries and casualties, patient accountability, vehicle extrication, patient transport and tracking, and initiating HAZMAT protocols from initial accident scene and ending at Medicine Lodge. The exercise incident involved a transportation bus and vehicle struck by a fuel tanker and a family member having a significant medical incident at the Medicine Lodge while being seen by the health staff.

The full scale exercise was to test response of GTB and local fire, EMS, police and health departments with capabilities for Operational Coordination of all critical stakeholders, Public Health, Healthcare, and Emergency Medical Services who provided lifesaving medical treatment and related operations to avoid additional disease and injury by providing targeted public health, medical, and behavioral health support, and products to all affected populations. The exercise included Mass Search and Research Operations to survivors in need with the goal of saving the greatest number of lives in the shortest time possible. Operational Communications were performed to ensure the capacity for timely communications in support of security, situational awareness, and operations, among and between affected communities in the impact area and all response forces.

The objective was to execute operations with functional and integrated communications, establish protocols and maintain partnership structures, mobilize all critical resources and establish command, control, and coordination to stabilize the incident, and transition to recovery.

In addition, a thank you to GTB Tribal Police Department, Fire/Rescue, Health, AFS and Behavioral Health, Facilities Management, Natural Resources, Prosecutors Office, Cultural Department, Human Resource Department, Tribal Court, Communications and Housing Departments. Apologies to those not listed as there were many who assisted and this event would not have occurred without everyone’s participation.

Do you know how to react to tornado watch or warning?

Know how to stay safe by seeking shelter and protecting your head.

Most tornado injuries occur because of flying debris.

Do you know if your neighborhood is at risk for tornadoes? The tips to stay safe in a tornado are simple and easy to practice.

Whether you find yourself in a building, in a car or outside during a storm, Ready.gov provides the following actions to stay safe.

In apartments, houses, small buildings, or high-rises: • Go to a designated area or safe room built to Federal Emergency Management Agency P-361 criteria or tornado storm shelter built to ICC 500 criteria.

• If a safe room is not available or you are unable to move there safely, take shelter in a basement, storm cellar, or in the center of a small interior room on the lowest level (closet, interior hallway) away from corners, windows, doors, and outside walls.

• In a high-rise building, go to a small interior room or hallway on the lowest floor possible.

In a mobile home or office: • Go to the lowest floor of a sturdy, nearby building or a storm shelter. Mobile homes, even if tied down, offer little protection from tornadoes.

Outside with no shelter • Get into a vehicle, buckle your seatbelt, and try to drive to the closest sturdy shelter. Never try to outrun a tornado in urban or congested areas.

• Take cover in a stationary vehicle. Put the seatbelt on and cover your head with your arms and a blanket, coat or another cushion if possible.

• Lie in an area lower than the level of the roadway and cover your head.

• Do not get under an overpass or bridge.

Notice of Tribal Appellate Court Judge Vacancy The Grand Traverse Band of Ottawa and Chippewa Indians (Tribe(al)) serves notice to the Tribal Membership and licensed attorneys about a judicial vacancy on the Tribal Appellate Court.

The judicial vacancy on the Tribal Appellate Court may be filled by a Tribal Member or a licensed attorney for the balance of the unexpired six (6) term, due to end on September 30, 2020.

The Tribal Constitution at Article V establishes the Tribal Judiciary and Section 1 states: “The judicial power of the Grand Traverse Band shall be vested in a tribal court system. The tribal court system shall be composed of a court of general jurisdiction, an appellate court, and such lower courts as the Tribal Appellate Court may establish.”

Article V, Section (3)(b) addresses the composition of the Tribal Appellate Court and states: “The Tribal Appellate Court shall consist of three (3) judges. At least one (1) of the three (3) judges shall be an attorney licensed to practice before the courts of a state in the United States.”

Article V, Section (4)(b) sets all Appellate Court appointments at a term of six (6) years. Article V, Section 9 sets forth the process for filling a vacancy and states: “Any vacancy in the Tribal Judiciary shall be filled by the Tribal Council in the same manner as the original appointment for the balance of the expired term.”

Article V, Section (4)(b) describes the method of appointment and states: “each judge of the Tribal Appellate Court shall be appointed by an affirmative vote of five (5) of the seven (7) members of the Tribal Council for a term of six (6) years.”

Article V, Section 5 establishes the eligibility and qualifications for judges and provides: Any person shall be eligible to serve as a tribal court judge only if he/she: (a) Is a member of the Grand Traverse Band who has attained the age of eighteen (18) and/or is an attorney licensed to practice before the courts of a state in the United States; (b) Is not presently a Tribal Council member or running to become a Tribal Council member; and (c) Has not been convicted, within ten (10) years of such appointment, of any felony by a court of competent jurisdiction.”

Interested and eligible individuals are required to submit a cover letter and resume to Human Resources stating their desire to be appointed to the Appellate Court; if licensed, proof of licensure and good standing are also required. The deadline for submission is 5:00 P.M. on April 12, 2018. The Tribal Council may conduct or forgo interviews with the selected candidate appointed at a duly convened Tribal Council session.

SORNA Frequently Asked Questions 1. Are the provisions of SORNA retroactive?

SORNA applies to all sex offenders, including those convicted of their registration offenses prior to the enactment of SORNA or prior to particular jurisdictions’ incorporation of the SORNA requirements into their programs. Jurisdictions are specifically required to register such sex offenders if they remain in the system as prisoners, supervisees, or registrants, or if they alter reenter the system because of conviction for some other crime, whether the new crime is a sex offense.

2. How are juveniles treated under SORNA? Section 34 U.S.C. §20911 provides that delinquency adjudications count as convictions “only if the offender is 14 years of age or older at the time of the offense and the offenses are adjudicated was comparable to or more severe than aggravated sexual abuse or was an attempt or conspiracy to commit such an offense.” (section 2241 of title 18, United States Code).

Notice to Grand Traverse Band Tribal Members Appointment of Appellate Judges This notice serves to inform the membership of the Grand Traverse Band of Ottawa and Chippewa Indians of a Tribal Appellate Court vacancy.

Article V Section 9 of the GTB Tribal Constitution provides: “Vacancies in the Tribal Judiciary. Any vacancy in the Tribal Judiciary shall be filled by the Tribal Council in the same manner as the original appointment for the balance of the unexpired term.”

The Appellate term appointment will be for the balance of the unexpired term to October 14, 2020.

These items are to be submitted to the General Counsel, John Petoskey, as soon as possible. Tribal Council appointments will take place at the Regular Session of the Tribal Council on April 18, 2018.

Hence, SORNA does not require registration for juveniles adjudicated delinquent for all sex offense for which an adult sex offender would be required to register.

3. How are foreign convictions and tribal convictions treated under SORNA? Foreign convictions require sex offenders to register under SORNA unless the foreign conviction “was not obtained with sufficient safeguards for fundamental fairness and due process for the accused.” The Final Guidelines establish rules for determining if legal process in foreign countries meet the required standards under SORNA. 4. Do Jurisdictions have to make statutory charges to substantially implement SORNA? While SORNA sets minimum standards for jurisdictions and notification programs, it does not require that these standards be implemented by statute. Hence, in assessing compliance with SORNA, the totality of a jurisdiction’s rules governing the operation of it registration and notification program will be considered, including administrative policies and procedures as well as statutes.

The Elders Emergency Service program is to assist elder’s that may have an emergency, but is not limited to any situation.

Examples: Food, Heating, cooling, snow removal @ $25/per trip and lawn care up to $25 per cut, appliance purchase, clothing, reimbursement or another emergency.

This program can be used in conjunction with LIHEAP and/or HUMAN SERVICES. Each Elder is required to complete an application. In order for the application to be processed in a timely manner, it is important that the directions for this program be followed and completed properly.

Supporting documentation must be submitted with application Assistance request must be for primary residence.

This peer-counseling approach has proven to be highly effective for Native youth to break the “code of silence.” This process allows Native youth to help their friends and peers get through crisis situations and make the necessary referrals for support.

What is Depression?

Depression is a mood disorder that causes a persistent feeling of sadness and loss of interest. Also called major depressive disorder or clinical depression, it affects how you feel, think and behave and can lead to a variety of emotional and physical problems. You may have trouble doing normal day-to-day activities, and sometimes you may feel as if life isn’t worth living.

More than just a bout of the blues, depression isn’t a weakness and you can’t simply “snap out” of it. Depression may require long-term treatment. But don’t get discouraged. Most people with depression feel better with medication, psychotherapy or both.

Symptoms of depression: Although depression may occur only once during your life, people typically have multiple episodes. During these episodes, symptoms occur most of the day, nearly every day and may include:

Anxiety, agitation or restlessness

Slowed thinking, speaking or body movements

•

Feelings of worthlessness or guilt, fixating on past failures or self-blame

•

Trouble thinking, concentrating, making decisions and remembering things

WOODEN STICK LACROSSE PROJECT

Modern lacrosse is the fastest growing sport in the world.

This game is a gift to the world from our Native Nations, a gift given to us from Gizhe Manidoo, the Creator. For countless generations, our ancestors played Bagadowe, the Creators Game, as a way of giving thanks for this gift of life, and as a way of connecting to the water which we need for our survival. Also known as a Medicine Game, we played it to heal ourselves and our communities, to keep us spiritually, mentally, physically and emotionally fit, to settle disputes, and to heal the water and welcome back the Thunders who bring the rain each spring. Originally played by our warriors, it tested each player on every level.

This year, thanks to the GTB Education Department and the Strongheart Center, and with equipment loaned from Makwa Ziibi Baagadowewin (Bear River Lacrosse) from Petoskey, an effort to reintroduce Bagadowe was made. The project

started in March with feasts/workshops being organized in Peshawbestown, Charlevoix, Traverse City and Benzie. There, the basic history and cultural significance of the game was shared, and then people were able to try out playing with a Great Lakes wooden lacrosse stick. Difficult at first, participants quickly got the hang of a sport played by their ancestors. In April, Ben Spears (stick-maker, Red Lake Ojibwe) was brought over to teach community members how to make a Great Lakes Stick themselves. Even with a blizzard, over 30 people gathered, men, women and children, to put their hands to work that their great, great grandparents would’ve done. Over the 2-day stick making workshop, over 30 sticks were made. The project culminated on Saturday, May 12, with a game played to Welcome Back the Thunders.

The game started with smudge, a tobacco offering, and a prayer offered by Anishinaabe language instructor Isadore Toulouse. Players also joined from the LTBB community, as we all recognized we were doing something special together.

We thought about the last time a game like that was played in the GTB area and were happy to be a part of bringing our communities together, in a healthy and fun way, partaking in a truly Anishinaabe activity.

Games are being planned throughout the summer, and more efforts to introduce people to the sport will be made, both Traditional and contemporary. We welcome any and all players, men and women, regardless of skill level or age, and spectators to join us. Move Mas Challenge
