HOLIDAY SOBRIETY POWWOW

The Holiday Traditional Sobriety Powwow was hosted by The Grand Traverse Band Behavioral Health Services Program at the Grand Traverse Resort and Spa Michigan Ballroom on Friday, December 29th. Registration opened at 12:30 p.m. with Grand Entry following at 1:30 and 6:30 p.m. Tribal Citizens from all over celebrated their Sobriety at the event through dance and feast. Everyone present shared their appreciation of the community support in maintaining a drug and alcohol free lifestyle.

Grand Traverse County has been reported as the third fastest growing county in Michigan. Where does GTB fit into this growth? It is past time to look at getting structures into place to ensure that GTB is a part of this growth and opportunity. To do this we must address the challenges currently in front of us by creating and maintaining EDC and financial stability. We must be stronger and more resilient in developing a planning strategy that meets this economic demand and growth, not only here but in Michigan and the Nation.

Our Tribe has so many opportunities to invest and grow but to take advantage of these options we must bring in professional groups that will conduct objective market studies and feasibility studies in concert with our membership for input. There are successful, professional companies that can give us sound advice on partnering in business, describe the economic trends that could work for us, and help us develop solid management groups within the Tribe to progress forward into the future.

Of course I have ideas and visions for our Tribe but I want to hear from management exactly what their plans are for our economic future. Since I have been Chairman I have not seen a solid plan that shows how investments will create a return on investment. By this I mean, if we are putting money into an investment I want to see a return on that investment that not only shows the investment as a stand-alone sustainable business but it will create timely revenue that can help us invest in other businesses, allow more governmental services, provide more programming, give us wealth development, and future growth.

Here are a few EDC questions and one recommendation that I will propose again for this newsletter because I don’t want to sit on our hands any longer and miss important opportunities: • •

Once land goes into Trust for VGT what is the development plan, the timeline for development, and the return on investment plan; What are the plans and timelines for Cross Creek property, this is a $7 million dollar property with some of the most pristine beach areas in all of Grand Traverse County; What is the long-range plan and timelines for the Grand Traverse Resort and Spa, to become less debt-heavy and gain the popularity it once had throughout the US; What is the return on investment (investment currently at a proposed $3-4 million) for the Turtle Creek Gas station; What is the return on investment and timelines for the construction projects like, redesigning Seasons at TCCH; What is the plan and timeline to make LSC profitable again; If fixed costs are outrageous at EDC causing businesses like Eagletown Market and LSC to lose over $2,000,000.00 per year, what is the plan to fix this;

What is the hold-up with progress at the Herkner property development, we need housing and we need land identified for mobile homes and modulars ASAP; This is of utmost importance to move forward in a productive manner, I have given this recommendation to management and Council before and I believe it is relevant to succeed: that all businesses that are losing money must have a business plan to turn around the business to become profitable within 6-months or close down.

We’ve been carrying losing businesses for several years. If it is a cost of doing business, we must show our Tribal members the reasonable rate of return on those losses elsewhere in EDC. We cannot continue to take money from our cash cow to fund losing businesses.

As many of you know, as a result of the questions and observations that I have been bringing forward in the newsletter especially with the first-time release of the EDC audits and financial information, I have heard nothing but excuses from management and some of Council.

By presenting the audits to the membership and pointing out the questions and observations I have regarding our EDC finances, it has always been my primary motivation to ensure that the MEMBERSHIP is INFORMED. Repeatedly I have questioned EDC management and those on Council that have been seated during these audits, about how they addressed the losses shown in the EDC finances and have received no response. I have asked them to even point out if I was mistaken in any way, shape or form, again without response. I don’t claim to be any kind of accountant but I can read and I read losses in 8 out of 10 of our businesses for several years in our annual audits.

On 1/17/2018, 4 members of Council took action to shut me down from reporting in the newsletter. I see this as censorship of the Chairman, therefore censorship of the GTB Membership. The action taken by some of Council is described below as you can see it presents no described consequences for enforcement of the action.

Back in September of 2017 some of Council stated that what I present in the newsletter is propaganda or politically-motivated but I know that I am presenting this information to inform the membership of what is going on in our Tribe.

Spent more than $3.5 million on ventures at the LLC, we got some quick jobs for tribal members that did NOT last, in fact we never served a microbrew from the microbrewery establishment because the licensing necessary to run a microbrewery was not secured and it shut-down in less than a year; Harpo’s coffee shop is closed after less than a year in operation, the water softener filter company is defunct and nonoperational, the sawmill on Bingham property has never had any business going since it was purchased.

Spent more than $3 million in design fees to develop a new Peshawbestown Casino and hotel, only to find out the proposed site/land is questionable, was there even a market study or feasibility study done on this proposal? Are we relying on some outside firm’s ideas of what works for us without conducting a feasibility plan?

Some of these companies we work with are just looking to fill their pockets and do not have the best interest of our Tribe.

Recently the Council has approved a $3-4 million budget for the TCCH gas station with plans to put slots in it to make it profitable, and what we find out is the proposed site/land identified for the gas station is questionable.

What does the return on investment look like for the gas station is Turtle Creek going to pay for that too?

Just this week there is talk of a new building for law enforcement and court with a budget in the millions, again is this what is best for the Tribe as a whole, has a market study been completed for the whole Tribe and not just one area of the Tribe—where is the voice of the membership, do they plan on presenting this plan to you?

You will hear discussion on a new municipal building for the Tribe, with a budget in the millions, again is this what is best for our whole Tribe, we not only cover 6-counties for services but world-wide for all membership. Where exactly should the new municipal building go?

Like I mentioned earlier and will continue to say, we need comprehensive planning, market studies, and professional partners to move forward on all projects or we will continue to fail. WE definitely need to HALT all of these NEW (hurry-up) projects—we need a moratorium that states a that a comprehensive protocol will be followed before approving any projects over a certain dollar threshold or else these plans to fail will continue.

I have not lost vision or optimism for our Tribe regardless of obstacles. We have many opportunities and potential to grow and manage our Tribe for success of all members. Are we a representative government or a dictatorship? We need the input of the tribal members. Where are the voices of the members who don’t live in the six-county area? Where is their voice in developments for their county and the at-large members? I hope to have a CONSTITUTIONAL COMMITTEE reinstated very soon to help address these issues.

-IMPORTANT NOTICE Tribal Council Community I want to also talk now about recent Council activity I have seen in the Tribe that I call: let’s hurry up and do something by some members of Council. In the past some of the Council willingly wasted tribal funds because they were in a hurry to do ‘something’, and without doing a market or feasibility study, and our Tribe lost millions of dollars in these ill-advised ventures. We cannot let this happen again and below are some of the latest efforts that failed and just ended up costing us money:

Meetings In conformance with the Election Regulations’ prohibition on campaigning on tribal property, all Tribal Council community meetings are postponed until after the election. We will reschedule after May, 2018. Thank you.

Effective January 22, 2018, please be advised that Michigan travelers may need to provide additional acceptable government identification when going through security before boarding a plane. Be pro-active and be ready.

PER CAPITA DIRECT DEPOSIT • If you have not already signed up for direct deposit of your per capita checks, Friday, May 4th is the deadline to sign up for a direct deposit of your JUNE 2018 per capita and all future per capita checks. The form must be received in our office by May 4th.

• This deadline (May 4th) also applies to those that are currently signed up for direct deposit and wish to change the bank information.

• Please Note: If you do not have a valid address on file with the membership office, your per capita direct deposit will be suspended until a valid address is received in the Membership Office.

• If you need to change the information for your direct deposit, please submit a new Direct Deposit Agreement form. To request one, you may contact Christina Loucks at (231)534-7131. This form is also available on www.gtbindians.org.

• Once completed, the Direct Deposit Agreement form must be mailed in or dropped off at the Government Accounting building.

FAXES WILL NOT BE ACCEPTED.

• If you wish to cancel your direct deposit, you need to submit this request in writing to the Per Capita Office or fill out the Direct Deposit Cancellation form. SORNA refers to the Sex Offender Registration and Notification Act, which is Title 1 of the Adam Walsh Child Protection and Safety Act of 2006. SORNA provides a minimum set of standards for sex offender registration.

ELDERS OPEN FORUM Tuesday, January 9 2018 10:00 am- 12:00 pm, Traverse City Three Mile Office

Discussion began at approximately 10:25 a.m. with GTB Elder Ernie Gablow discussing GTB’s business ventures. He stated that if 8 out of 10 businesses are not making a profit, why has nothing been done about it. Ernie added that someone should have noticed that these businesses were not performing. Councilor Percy Bird stated that casinos ride the economy, and performance may be down when the economy is down.

He mentioned that we are fighting the economy and the State, and the State will not allow GTB to have online gaming.

Councilor Shomin stated that if you look at the businesses individually, they have a profit, but then you have to consider fixed costs such as accounting, IT, analytics, and HR that are proportioned by each business.

He added that if GTB were to shut down any one of its businesses, the fixed cost would not go down overall.

GTB Elder Bonnie Inman spoke next. She asked how the hotel can make money if the casino draws money and comps hotel rooms to high rollers. Councilor Shomin stated that we have raised room prices at the hotel in the last few years, and now they are much more “cash strong.” Bonnie stated that if room comps are given, the casino should pay the cost back to the hotel. Fixed costs were discussed again. Secretary Jane Rohl stated that we do have control over fixed costs, and we can change that scenario.

Chairman Sam McClellan stated that a loss is a loss and we have to find out why the loss occurred. We have not been addressing losses and GTB needs to start addressing losses.

Still discussing businesses, Councilor Shomin stated that a budget meeting is held where each individual business entity is looked at. They analyze to see where they can cut costs. Councilor Shomin mentioned that the highest cost is wages and fringe. Bonnie spoke up again to state that GTB has 4,000 members we have to report performance to. If a business is not performing, get rid of it. Bonnie questioned why we are not looking at alternatives to gaming. Chairman McClellan stated that currently we are trying to get the LLC up and running, and are looking for a new LLC CEO. He stated that this will help when looking at business opportunities outside of gaming. Chairman McClellan discussed performance at Leelanau Sands Casino, stating that it is a fact that $1.8 million was lost at LSC. Further discussion took place of the LSC performance with Councilor Shomin mentioning that if LSC was gone, per cap would be less. Per cap payment amounts over the past few years were also discussed.

GTB Elder Bill Beaver asked what would be done with the building where The Ridge restaurant used to be. Councilor Shomin replied that the restaurant is closed. He stated he was unsure how much money GTB lost in that business venture. Bonnie Inman mentioned that the roof needs to be fixed and new equipment is needed.

Councilor Shomin mentioned that the bottom of the building is still used for shipping and receiving.

Continuing the discussion of finances, Councilor Mark Wilson stated that the tribe has made efforts to controlling cost of

health care. He added that there needs to be a balance between being a corporation that makes money, and providing services for GTB members. The EDC was discussed further, with Chairman McClellan stating that the EDC needs to make sure our businesses are operating in the black. Councilor Wilson added that The Ridge and Harpo’s Coffee Café are under the LLC, not the EDC. Bill Beaver spoke again to ask who is on the EDC board. The Tribal Council makes up the EDC board; there is no one else who is a member. Bill asked who Council answers to, and who can he go to if they are not doing their job as an EDC board. Councilor Bird stated that we need to inforce that the department managers are spending within their budgets. ***Discussion took place of the Revenue Allocation Ordinance (RAO.) ….. … Chairman McClellan stated that we have not been following the RAO. GTB Elder Tony Sineway spoke, stating the importance of paying attention to the world news and being aware of what this current presidential administration is doing. He stated that the president has talked about taking away social security and Medicare/ Medicaid. This will affect many GTB Elders.

Bill Beaver spoke again to ask Council whether or not they have a step-by-step written plan to improve all of these business losses. Chairman McClellan stated that there are things Council cannot agree on.

Councilor Shomin stated that there has been a gradual increase in profitability of each one of GTB’s businesses. He mentioned that changing the room rates at the hotel increased profits of some business entities.

Secretary Rohl spoke to the importance of holding people accountable to the terms of their contracts. Chairman McClellan mentioned that contracts just came up again, and the CEO and CFO were approved. Discussion took place regarding not keeping a CEO that is letting businesses lose money. Councilor Bird reiterated that the tribe is losing money due to the overall state of the economy. People are not spending that much. Councilor Shomin added that our casino play has actually increased in the last few years. According to our analytics team, the top-line revenues are up.

Councilor Shomin discussed GTB’s property on M-72 next to Meijer. We are trying to get that property into Trust. Once the property is in Trust it will be another source of revenue. He mentioned that GTB representatives will be going to Washington, DC to advocate for that land to be taken into Trust. Secretary Rohl added that since President Trump has been in office, no land has been taken into trust for tribes.

However, Councilor Wilson stated that GTB has a lot of other land we can start expanding on.

Bonnie Inman spoke up to ask if GTB members can see a list of business plans that are in the works. Councilor Bird replied that that information is confidential.

Chairman McClellan added that this information will be available in the future.

Vice Chair Kim Vargo then spoke. She stated the importance of watching our spending,

and being selective about where we invest.

GTB must stay within budget and we cannot dip into long-term investment accounts to supplement government budgets. Vice Chair Vargo stated the importance of being fiscally responsible.

GTB Elder Pat Castaneda spoke up to mention the state of some of the properties in Charlevoix area. She stated that many garage doors are falling off and things generally look in disrepair. Pat stated that we have to take care of what we have now, before we expand and look at other properties. She also mentioned that Charlevoix did not get plowed during the holiday closure. The tank where firemen can get more water was not plowed and not accessible. Pat mentioned that rental housing was plowed, but not homeowners.

Del Schneider spoke next. He stated that his daughter had a gas leak in her home.

He was told the leak would be fixed last Tuesday (1/2/2018) but they did not come to fix the leak until yesterday. Chairman McClellan stated that he wants to circulate a list of the department managers’ phone numbers, so someone can easily get in touch with who they need to in situations like this. Secretary Rohl mentioned that if department managers are not handling things in a timely manner in emergencies, the Tribal Manager should step in and address that. GTB Elder Rickie Skeba spoke up to mention that there should be an emergency office in each one of the six counties, open 24/7.

Back to the issue of snow removal, Tony Sineway discussed a situation in which he saw an Elder outside trying to remove snow off their roof with a stick. Some Elders have health problems or may have difficulty removing snow on their own; Elders need help with snow removal services. Councilor Bird asked if there is grant money available for this. There is a wait list to receive anything through the Commission on Aging.

The Elders’ emergency fund was brought up, and it was mentioned that people are not using this for things like snow removal, but rather for things like food and clothing. Councilor Bird stated that in his opinion, GTB needs a larger maintenance department.

Del Schneider spoke up again to discuss funeral and burial costs. After his wife, Sharron’s funeral, he paid $1,500 over and above what GTB provided. The $7,500 provided by the tribe does not completely cover funeral and burial costs. Councilor Bird mentioned that one of the investment firms GTB works with, Stifel, is looking at putting together a package for funeral costs. For example, if an average funeral costs $7,000, Stifel would provide $9,000 for funeral costs, and whatever is not used would go back into the pot to accumulate and be used again.

Chairman McClellan brought the Elders Open Forum to a close around 12:05 p.m.

He urged the Elders in attendance to check the GTB newsletter for responses to their questions.

Aanii, from the Benzie Youth!!

These first few months as the Benzie Youth Site Coordinator have flown by. I have really enjoyed getting to know the youth and community members in the Benzie area. The youth, and the youth staff, have engaged in a variety of community service projects. These projects consisted of delivering food, picking up trash and making banana bread for the elders. Our high school group practiced making recipes using traditional ingredients. The middle school and elementary students are learning the teachings of the Seven Grandfathers. We have done a lot of hard work getting homework done and learning about character. But we have not forgotten about having fun! We have had a game night filled with relays and a team building activity. We have also had a scavenger hunt, went to a football game, made homemade ice cream and butter!

There was also a night where the slime we made didn’t turn out so well.

Our Halloween and Christmas parties were a great success!

Families of Tradition

- Photo by James Sullivan I’ve been given the opportunity to attend two different Families of Tradition potlucks and each one has been a great pleasure.

Going in I wasn’t sure what to expect, I’d never attended anything like this. I was welcomed with warmth and kindness, along with plenty of food!

I listened to the speakers, so I may get a better understanding of what the Families of Tradition was about. As I listened I heard the term ‘Wellbriety’, which to my understanding is leading a healthier, balanced, and fuller life while abstaining from drugs, alcohol, or any other things that might be damaging to ourselves.

After speaking on Wellbriety and the positives that it brings, the class began some fun bead working activities for people of all ages to enjoy. I was able to observe some intricate designs being made, along with some already finished pieces that were adorned by those attending the Families of Tradition. Although I was not able to stay for the duration, I will be going to the next TC Families of Tradition. I am looking forward to seeing how each person’s bead work has progressed!

If you have not been to a Families of Tradition, I highly recommend taking the time to stop in and see what it is about.

You will find a great atmosphere, with lots to learn, and more to eat! Hopefully I will see you there!

Frank Dituri, the former GTB Wetland Ecologist Project Manager, has moved on from the Grand Traverse Band of Ottawa and Chippewa Indians Natural Resources Department after 7 years of service. Frank was given a potluck lunch on January 10th and a memorable send off via a department snowball fight. He was honored for his notable dedication to the Tribe and his service to the restoration of local ecosystems. Frank was a contributing asset to the Boardman River Restoration Project, among many other endeavours. He will be missed but he’s not too far away. He will continue to work with The Grand Traverse Band during future project partnerships with the State. Good luck Frank, we will see you in the forest and on the waters!

M k wa G i i z i s ( B EA R M O O N ) Grand Traverse Band of Ottawa and Chippewa Indians Elders Program – Elders Emergency Services Aanii GTB Tribal Elders: Tribal Council has approved another fiscal year of funding for the “Elders Emergency Service Component” for FY 18. This program is for all elders living within the six-county service area and there are no income requirement.

The guidelines for this service is categorized on your age ranging from $300 to $500.

Age Category and amounts: • • •

55-64 years $300 65-70 years $400 71-older $500

The Elders Emergency Service program is to assist elder’s that may have an emergency, but is not limited to any situation.

Examples: Food, Heating, cooling, snow removal @ $25/per trip and lawn care up to $25 per cut, appliance purchase, clothing, reimbursement or another emergency.

This program can be used in conjunction with LIHEAP and/or HUMAN SERVICES. Each Elder is required to complete an application. In order for the application to be processed in a timely manner, it is important that the directions for this program be followed and completed properly.

Procedures for program are as follows: • • • • • •

Application must be filled out completely, signed and dated by the applicant.

Supporting documentation must be submitted with application Assistance request must be for primary residence.

Utility vendors that give a lock in rate must be documented by the vendor Reimbursement- Is allowed -show proof of payment. o Can’t reimburse when paid by another GTB program or Agency No income guidelines and is open to all elders living in the service area

Caregiver Program WHO IS ELIGIBLE FOR FAMILY CARE GIVER SUPPORT SERVICES? • Informal, unpaid family Caregivers of older adults. An older adult is the age used on your Title VI Part A application that was determined by the tribe to be an elder. .

• Grandparents and relative caregivers, age 55 and older, who are the primary caregivers of a child not more than 18 years old because the biological or adaptive parents are unable or unwilling to serve as the primary caregiver of the child. They must be related to the child by blood, marriage, or adoption and live with the child.

The OAA requires that the Family Caregiver Support Program give priority to: • Caregivers who are older individuals with the greatest social need.

• Older individuals with the greatest economic need, particularly low income individuals.

• Older individuals providing care to individuals with severe disabilities, including children with severe disabilities.

Coordinated Community Response (CCR) is funded by the Office of Violence Against Women. The CCR Project Coordinator assists victims of Domestic Violence, Dating Violence, Stalking, and Sexual Assault. The CCR Project Coordinator’s office is located at Grand Traverse Band Tribal Court.

What Assistance can you get from CCR?

The CCR Project Director provides client services such as attending court hearings with clients, limited financial assistance as the need arises, assistance with Petitioning for Personal Protection Orders, and helping clients with other needs.

The last few weeks have been busy for us. We lost our primary Fire Truck to mechanical problems. Our Friends at Long Lake Fire Dept were kind enough to give us a loaner until ours is fixed. We were fortunate enough to get a SAFER Grant that allowed us to hire two additional firefighters.

My name is Brandey Albarado. I was born and raised in Suttons Bay, Michigan where I attended Suttons Bay Schools. From there I went on to play soccer and study Criminal Justice at Saint Joseph’s College in Rensselaer, Indiana, a small private Division II catholic school. I earned a bachelors degree in Criminal Justice and a minor in Sociology with some background work in Psychology. I am now the SORNA coordinator for the Grand Traverse Band of Ottawa and Chippewa Indians. This is my first job in the Criminal Justice field and for the Tribe and I am beyond excited to grow in the community and put my education to work.

-PESHAWBESTOWN, Mich., 01 December, 2017 As families gathered to celebrate Thanksgiving, some of our families mourned a heartbreaking loss. The Grand Traverse Band of Ottawa and Chippewa Indians is saddened to hear that opioids have claimed the life of a tribal member, and our hearts go out to those coping with a devastating loss. We would be remiss not to acknowledge the first responders whose interventions saved lives. Like those first responders, GTB will do everything in its power to protect families from falling prey to the devastating disease and community-destroying plague of opioid abuse.

Substance abuse is a complex problem impacting law, health, and community welfare. To address this complex problem GTB has taken a multifaceted approach. We have worked to institute preventative and remedial measures, including working with law enforcement to apprehend and prosecute sellers and users of controlled substances, applying best medical practices to identify the signs of opioid abuse and to foster individual wellness, providing behavioral health support and substance abuse treatment, and training our emergency responders to administer naloxone to reverse overdoses.

While we condemn the use of all illegal drugs, we also recognize that drug users and overdose victims need the support of their family and community. To that end, last month we requested technical assistance from the federal government to expand GTB’s strategic plan to combat and treat opioid abuse and addiction.

The recent overdoses in our community serve to remind us of the urgency of these efforts.

GTB remains committed to enforcing laws prohibiting the distribution and use of illegal drugs. To that end, we urge the full cooperation of community members in assisting law enforcement efforts to combat illegal drug use. Where the welfare of the community demands it, GTB will evict individuals from tribal housing and banish those persons responsible for bringing illegal drugs to the reservation. The Grand Traverse Band Tribal Council resolves to protect the entire GTB community and to combat substance abuse, within Indian country and beyond.
