GTB FIGHTS THE SPREAD OF COVID-19 The astonishing spread of COVID-19 has shocked the world and closed down services in many Government bodies. The Grand Traverse Band of Ottawa and Chippewa Indians Tribal Government is no exception. Recently, EDC, Gaming facilities and public GTB sponsored events have been closed and canceled until April 13th, with extensions looming, to comply with the Governor Whitmer’s recent executive order. The GTB Government is still providing limited, yet essential, services during these difficult times.

As you well know the COVID-19 pandemic has shut down most of the country and has changed our way of living drastically, replacing it with social distancing, fear, depression, discouragement, doubt, and uncertainty. It's been said it's not what happens to you that determines how far you will go in life; it is how you handle what happens to you. Please be encouraged knowing we will get through this together.

The Tribe has been taking proactive steps to prevent and prepare for the spread of the virus. These actions include: cancellation or postponement of events and activities which would likely result in close, person-to-person contact; coordination with state and Federal agencies to identify efforts to mitigate and address potential and real COVID-19 cases of infection; and closure of places of business within its jurisdiction where close, person-to-person contact may occur. Throughout this time, Tribal administration, including the Tribal Manager, Emergency Manager, Health Administrator, CFO, HR, and communications department have been working with businesses, medical providers, and members to make sure they have the information they need to prepare for local impacts of the arrival of COVID-19 in the area.

Our management teams at the GT Resort, TCCH, LSC, Tribal Government and our LLC properties are doing everything possible to keep our employees and members safe and protected, especially essential staff who are still working. We are encouraging everyone who doesn’t have to work to please stay home as much as possible.

On March 16, 2020 GTB implemented GTB Government Temporary Closure via motion by Tribal Council beginning March 17, 2020 to March 30, 2020 to prevent and contain the corona virus amongst the community and elders to maintain health and safety of everyone while providing emergency services.

On March 23, 2020 GTB implemented the Government Temporary Closure extension via motion by Tribal Council through April 13,2020 to comply with the Governor’s executive order 202021 for Shelter-in-place to suppress the spread of COVID-19.

GTB continues to provide essential services during closure: • The GTB Health clinic and dental department have continued appointment only patient visits, following strict CDC protocols.

Telehealth contract was approved, and we expect to have this available to the membership very soon.

• The Purchased Referred Care department is operational and expenses for PRC are still being processed and shall continue.

Emergency transportation is still available.

• Elders’ luncheons are being made and delivered for as long as we can maintain to do so.

• 270 Elders outreach surveys have been fulfilled to secure what the most important needs are of the Elders during this shelter-inplace closure.

• Food Pantries were running at full speed since 3.17.2020 through to depletion, but due to our inability to secure food items we must close the pantries. However, food vouchers are being made available for eligible members.

• Invoices are being paid and operations continue to the best of our ability in the Accounting offices.

Ziisabaakadoki/Aagame Giizis / ( Sugar/ Snow Shoe Moon) • Tribal families residing in low-income housing have had their rent and water/sewer payments suspended for the months of April and May. • The Health Administrator and Emergency Manager are working with the Tribal Manager to maximize all potentials to secure needed protective gear for the health clinic and emergency staff. Calls, webinars, and teleconferences occur daily with some days having up to 6 per day.

• GTB member health and safety is our greatest concern and daily communication with management staff, partners and our networks are occurring to ensure this.

• Congress passed and the President signed into law H.R. 748, a national stimulus package designed to address the far-reaching impacts of the coronavirus (COVID-19) pandemic. Please know that GTB Government and GTB Enterprises will maximize all potential sources of funding available to the Tribe through this stimulus package.

• The Council and I, with management staff, have met with our Financial Investors and have regular communication as we review all options and recommendations regarding managing the investment funds of our Tribe.

• If you have not done so, please sign up for Nixle. This is a notification system that comes directly to your cellphone. The management staff are working closely with the communications department to keep Membership informed on our GTBINDIANS.org website.

Additional things Council is working on: • Discussion on early per cap payment; • Discussion on Fisher Loan forgiveness for 2020; • Emergency General Assistance payment to Fishermen; • GTB Stimulus payment for all members over 18; • Maximizing all opportunities for Government and Gaming/EDC from the National Stimulus package.

It is with GREAT EXCITEMENT to announce that the Secretary of the Interior has agreed to accept the Village of Grand Traverse (VGT Property Parcel 88) in Trust! This property is over 160 acres located close to the Meijer store in Acme Township. With everything looking gloomy this is for sure some good news for the day! I will have more information to follow next month.

Also, on March 13 we signed the papers for a 16-unit apartment building located behind the VFW Hall on Veterans Dr. More information will follow.

Good things are happening all around us. Let’s be encouraged by the positive blessings as we work through this uncertain time together.

As we approach Easter; this year will be different – no doubt. As Grandparents, we always look forward to watching our grand kids color and hunt for eggs, and enjoying potato salad, angel eggs, and Easter dinner with the family. Joyce and I miss our grandchildren.

We miss all the hugs and kisses, their voices, their stories (no matter how outrageous) and the little ones coming over for movies and just because they want to spend time at gram’s house. You may feel the same way with your family and grandchildren and my prayer for you is that this virus cannot and will not steal the love, joy, and peace we have within our hearts that lasts forever. I would like to wish everyone a Happy Easter and Good Friday. When we calibrate the Lord's death, burial and resurrection this Easter season with COVID-19 all around us, I quote the bible in Psalms 91:10 No evil shall befall you, nor shall any plague (infection, infestation, COVID-19) come near your dwelling. I speak the Word and this blessing over our Tribal members, families, communities, and for the entire world, in Jesus’ Name, Amen.

Census 2020: An Introduction

What is the census?

The U. S. Constitution requires that the federal government count every person living in the U.S. The U.S. Census has been conducted every 10 years since 1790.

Why is the Census important?

Every year, the federal government gives money it has collected from taxes back to the states. How much money a state gets depends on how many people live in that state. And the count of how many people live in a state is determined every 10 years by the Census. So if a state has a low Census count, it will get less money from the federal government, every year, for the 10 years after the Census count. Recently, Michigan has gotten about $30 billion a year based on the 2010 Census. In addition to federal funds, how many representatives a state has in the U.S. Congress also depends on a state’s population, which is determined by the Census. Because of a low Census count, Michigan lost a Congressional seat in 2010, going from 15 Congressmen and Congresswomen in the U.S. House of Representatives, to the current 14.

What is the money used for?

The $30 billion Michigan gets every year is used by the state, used by counties, used by Native American tribes, and used by cities for programs that serve our communities. This is money that funds our kids’ education (student loans, Pell grants, school lunches and breakfasts, Headstart, school funding), helps with health care (Medicare, Medicaid, Urgent Care, children’s health insurance/MI Child), is used for food assistance (Supplemental Nutrition, Bridge Cards, Meals on Wheels), housing loans, road construction, transit, and any program that helps our communities grow and prosper.

What happens if the count is low?

Michigan, and every county and city in Michigan, gets a lot less money for all the programs the Census pays for. As an example, for Detroit, every person not counted would cost the city $5,500 every year for 10 years. If 3% of Detroiters don’t get counted (about 20,000 people), Detroit would lose $1 billion over the next 10 years.

Who should be counted?

Everyone. The Census counts everyone who is living in America.

It doesn’t matter if you are a citizen or not a citizen, if you have a Green Card, or a visitor visa, or an expired visa, a student with an F1 visa or an employee with an H-1b visa, if you live in the U.S., you count for the Census.

The only people not counted are those who are here as tourists, and are planning to return to their home country. Everyone else counts. Make sure to count everyone in your household, including children and newborns. And if you sublet to anyone, you need to count them too.

What is a household?

For the Census, a household is an address. The Census does not have names, it only has addresses. There are about 140 million addresses in the U.S., and the Census is sent to each of those addresses. People who live in groups with a single address (jails, hospitals, nursing homes, school dormitories, etc.) are also counted.

Is the Census confidential?

The United State has a law specifically for the Census, to make sure it is 100% confidential. The Census Act, Title 13, of the United States Code, has the strictest confidentiality laws on the federal books.

The information collected by the Census CANNOT be shared with ANY other agency. It cannot be given to ICE, to the FBI, to Homeland Security, the Department of Justice, the IRS, local police, the sheriff, social service agencies, insurance companies, businesses or anyone. For any reason. And over the last 50+ years, this law has never been broken, not even once.

How the 2020 Census will invite everyone to respond Every household will have the option of responding online, by mail, or by phone.

Nearly every household

will receive an invitation to participate in the 2020 Census from either a postal worker or a census worker.

95%

of households will receive their census invitation in the mail.

Almost 5% of households

will receive their census invitation when a census taker drops it off.

In these areas, the majority of households may not receive mail at their home’s physical location (like households that use PO boxes or areas recently affected by natural disasters).

Less than 1% of households

will be counted in person by a census taker, instead of being invited to respond on their own. We do this in very remote areas like parts of northern Maine, remote Alaska, and in select American Indian areas that ask to be counted in person.

How the 2020 Census will invite everyone to respond

Note: We have special procedures to count people who don’t live in households, such as students living in university housing or people experiencing homelessness.

What to Expect in the Mail When it’s time to respond, most households will receive an invitation in the mail.

Every household will have the option of responding online, by mail, or by phone.

Depending on how likely your area is to respond online, you’ll receive either an invitation encouraging you to respond online or an invitation along with a paper questionnaire.

• Most areas of the country are likely to respond online, so most households will receive a letter asking you to go online to complete the census questionnaire.

• Areas that are less likely to respond online will receive a paper questionnaire along with their invitation. The invitation will also include information about how to respond online or by phone.

• We plan on working with the U.S. Postal Service to stagger the delivery of these invitations over several days. This way we can spread out the number of users responding online, and we’ll be able to serve you better if you need help over the phone.

Ahnee GTB Tribal Members & GTB Employees:

Through grants and long-term guaranteed loan financing, the Grand Traverse Band Government is evaluating & assessing developing a plan for a NEW Administration Building. There have been comprehensive studies completed on the oldest to newest buildings in Peshawbestown that have served us well but many are costing the Tribe a lot of money.

One of the main issues is that we have 17 buildings that require cleaning, maintenance, seasonal work, and capital expenditures.

Currently our costs per square foot to manage all of this plus our outlying county buildings is very high, the annual budget for space costs for several years ranges from $2.2 to $2.7 million.

The Grand Traverse Band of Ottawa and Chippewa Indians now asserts Special Domestic Violence Criminal Jurisdiction as outlined in the 2013 Violence Against Women Act. This law recognizes tribes’ inherent power to exercise “special domestic violence criminal jurisdiction” (SDVCJ) over certain offenders, regardless of their Native or non-Native status. All individuals with sufficient ties to the Tribe who commit acts of domestic violence, dating violence, or who violate a protection order against a Tribal Member on Tribal Lands, may be subject to prosecution in Tribal Court. This jurisdiction went into effect on October 31, 2018.

The Tribe will provide non-Native defendants with due process protections equal to those in the outside states, such as the right to a jury trial, the right to an attorney, the right to a law trained judge, and the right to petition for a writ of habeas corpus in a court of the United States. Employees of the Grand Traverse Band and any adult living in Tribal housing may be called to sit on a jury for a trial under this law.

Grand Traverse Economic Development (GTED) is the commercial investment and holding company owned by the Grand Traverse Band of Ottawa and Chippewa Indians. GTED is working on a plan to partner with North Bay Capital on the redevelopment of the prior Camp Pugsley site to establish the Grand Traverse Science & Technology Innovation Center (GT STIC). This will create new jobs and training opportunities for Tribe members, Veterans and others at the site.

North Bay has worked with the State Land Bank to acquire the rights to purchase the Pugsley property. GTED has a long-term vision for development of the property that include a wide range of uses that we will discuss in more detail as contracts and plans are finalized.

However, I can say that some of those potential uses and future planned GT STIC Industrial Park tenants include GTED’s subsidiary Bay Shore Steel Works (BSSW) manufacturing services expansion, ATLAS Space Operations Satellite Communications site, STEM and Industrial Trades Training, potential data center tenants, supplies & equipment distribution facilities, and much more including a potential MI Satellite Launch Facilities Initiative (SLFI) Command and Control (C2) Center.

The future potential Michigan SLFI C2 Center is just a part of the overall Michigan Space Industry growth plan activities being led by the Michigan Aerospace Manufacturers Association (MAMA) Executive Director Mr. Gavin Brown. Mr. Brown is working closely with the State Government, Michigan Aerospace Manufacturing member companies such as BSSW; Satellites, Telecom and

Space Industry support services companies such as TERRAPORT Technologies working closely with ATLAS Space Operations; GTEC – Grand Traverse Engineering & Construction, GTED, and many others around the State and across the Country.

Earlier this week, it was announced at the State Capital, the selection of the potential future site for the Michigan Horizontal Satellite Launch Facility. GTED wants to be clear that the GT STIC industrial park plans do not involve any sort of rocket launches on site or in our area as some have speculated. The planned GT STIC Industrial Park will only potentially host a Michigan SLFI Command and Control Center if selected following a round of feasibility studies to be submitted to MAMA and others for evaluation.

GTED is excited to partner with North Bay Capital and the State Land Bank for the potential redevelopment of Camp Pugsley. We will be happy to discuss the project and our plans in much more detail once contracts have been completely finalized.

Seniors Farmers Market Application – It’s almost that time for the Seniors Farmers Market – Due to the outbreak of the coronavirus the funding agency is looking at all possibility to implement the program under the current situation. We are starting the application process and they are available at all Elders offices. If you would like, an application can be email to you. The program requirement is still income based and to be eligible all members of the household must be reported and income for each member.

Caregiver Program - April 1st, marks the beginning of the fiscal year. This means new application will be required for the fiscal year. If you are caring for an elder, or someone is caring for you, that meets the eligibility for the program. If you are a grandparent caring for your grandchild (ren) you are eligible.

Ziisabaakadoki/Aagame Giizis / ( Sugar/ Snow Shoe Moon) Public Safety Department Services Available During COVID-19 Although GTB Tribal Government Offices are temporarily closed March 17 to April 13, 2020, the Public Safety Department are here to provide essential services during this difficult time.

Fire Department: The mission of the Grand Traverse Band Fire Rescue Department is to: Respond to critical emergencies on the GTB Reservation. GTB Fire/Rescue Department is still here to serve the community in the midst of the health emergency. With concerns of COVID-19 we are taking extra precautions. We will still be responding to every 911 call but this means we are going to go above and beyond. Don’t be surprised if we respond with all sorts of extra protection gear! This is for our protection and yours! Even if there is no suspected infection we are still going to greet you with our masks and goggles.

GTB Fire/Rescue Department has temporarily unfortunately stopped some of our services. These services will resume as soon as the health emergency is lifted: • Home inspections • CPR/First Aid classes • Smoke Alarm installation (we will still deliver an alarm and leave it outside if you need a new one) • Station tours • Public education programs GTB Fire/Rescue Department understand that this is a tough time for all, especially children. If your child is having a birthday, the fire department would like to be a part of it. We will respond with lights and sirens to your house and use our public address system to play happy birthday. Please call the fire station at 231-534-7666 to set up a time.

Tribal Police Department: The Tribal Police Department is available and can be reached by calling 231-534-7777 or 9-1-1- for emergencies. During this Stay Home, Stay Safe Executive Order 2020-21 from Governor Whitmer and GTB Government Temporary Closure, Tribal Police will determine what calls can be handled by way of phone and what calls will be handled in person (example: In progress emergencies vs. a stolen bike type of complaints).

Although our services remain the same as they always have, our method of delivery has become more thought out and risk oriented. Given the very limited amount of Personal Protection Equipment that we do have, every request for service needs to be prioritized for risk of infection, exposure, and most certainly safety of all involved.

Even though public access to the police department is temporarily closed, police services continue. PBT services are temporarily on hold. For emergencies call 9-1-1. For nonemergencies call 231-534-7777 and listen to the prompts to speak with the on-duty officer.

Conservation Services: Game Wardens are available and on patrol. They can be reached by phone. Game Warden Robert Duty 231-3422578, and Lakota Raphael 231-866-0503. Our Wardens have moved to a similar response method of risk oriented delivery. Our Wardens too, are very limited in PPE. Tribal Victim Services: The GTB Tribal Victim Assistance (TVA) Program services are available and can be accessed through phone by calling the TVA Director: 231-534-7525 or cell: 231-866-0544.

The TVA program services has been created to provide support and assistance to victims of all types of crime, whether charges have been filed or not. The TVA program provides services to any federally recognized tribal member living within the six county service area, as well as to any

person who has had a crime committed against them on tribal lands. Please contact the TVA Director for specific services available.

Sex Offender Registry and Notification Act (SORNA) Services: The Sex Offender Registration and Notification Act is Title I of the Adam Walsh Child Protection and Safety Act of 2006.

SORNA outlines mandatory minimum standards for sex offender registration and notification for all U.S. Jurisdictions, including states, Federally Recognized Tribes, and U.S. Territories. The purpose of this act is to help protect the public from sex offenders and offenders against children.

Health experts have been warning that the virus’s spread is inevitable. That means its time to prepare your home and family. Below are some steps that the GTB Health Department has taken and what you can do as well: GTB HEALTH DEPARTMENT: • Medical Staff are alert for patients who meet the current persons under investigation (PUI) definition. The GTB Health Department, in consultation with local health departments, would determine whether a patient is a PUI for Coronavirus Disease 2019 (COVID-19). The PUI criteria are subject to change as new information becomes available.

• Staff are vigilant of our current infection control policies and practices including: o Assessment and triage of patients with acute respiratory symptoms.  Signs have been posted with instructions to individuals with symptoms of respiratory infection to put on a face mask.  Facemasks are provided to coughing patients and other symptomatic individuals upon entry to the facility.  Alcohol based hand sanitizer for hand hygiene is available in common areas and entrances.  Facial tissues are provided along with no-touch disposal in waiting rooms and common areas.  A process is in place to rapidly triage and isolate patients to an Airborne Infection Room. Symptomatic patients should

call the main clinic number and speak with a nurse. The nurse would then advise the patient as to the proper entry to the clinic avoid unnecessary exposureby to phone others.first.

While the coronavirus outbreak is a serious public health concern, the majority of those who contract the coronavirus do not become seriously ill and only a small percentage require intensive care. Everyday personal preventive actions can be implemented year-round, especially during flu season.

• Keep your hands clean and keep your distance from sick people. Wet your hands with clean running water and then lather them with soap; don’t miss the back of your hands, between your fingers, or under your nails. Make sure you scrub for at least 20 seconds. Alcohol based sanitizers also work, which should be rubbed in for 20 seconds, but the gel must contain 60% alcohol. The Centers for Disease Control recommends you avoid touching your mouth, eyes, nose with unwashed hands. Meanwhile, if someone else is showing flu or cold like symptoms, try to stay 6 feet away. Other smart things to do are to direct your sneeze or cough into your elbow so as to avoid germs on your hands which can then quickly spread to other surfaces. Also, greet others with elbow bumps and push elevator buttons with your knuckle instead of a fingertip.

• If you’re infected, masks can help prevent the spread of a virus. The most effective are the so-called N95 masks, which block 95% of very small particles. Masks primarily prevent a person from giving the disease to someone else.

Health officials around the world have been imploring the public to stop buying masks if they are healthy or not caring for someone who is ill. Healthcare professionals need a large supply of masks because they are in direct contact with infected patients and must change masks. Not having a mask does not necessarily put you at any increased risk of contracting the disease. This message has not stopped people from buying the masks, which are usually inexpensive and cost pennies to make. Recently on Amazon, sellers have been advertising masks for at least $10 each. One seller advertised 160 masks for $800.

• Stock up on home supplies, medicine, and resources.

Experts suggest stocking at least a 30 day supply of needed prescriptions, household items like food staples, laundry detergent, diapers if you have small children.

• Prepare your family and communicate your plan. Make sure every member of the family is up-to-date on any and all emergency plans. Be sure to be in communication with your child’s school on what types of plans are established for any sort of schedule change, early dismissal, or online instruction. And if you have elderly parents or relatives, or family members with any special concerns, make sure you have a plan for caring for them if they get sick.

• With your children, get the flu shot. The good news is that coronavirus cases in children have been rare. Protect your child by taking the same precautions you would during cold and flu season: encourage frequent hand washing, move away from people who are coughing or sneezing, and get the flu shot. Experts recommend getting the flu vaccine, noting that vaccinating children is the best protection for older people against bacterial pneumonia.

As the United States records more and more coronavirus related deaths and thousands of cases continue to grow, I am sure there is a question as to how it compares to a more familiar foe: influenza.

• The coronavirus is more deadly than the flu so far. On average, seasonal flu strains kill about 0.1 percent of people who become infected. The 1918 flu had an unusually high fatality rate, around 2 percent.

Early estimates of the coronavirus death rate from Wuhan, China have been about 2 percent. A new report published in the New England Journal of Medicine found a lower rate of 1.4 percent.

• So far, the coronavirus seems to be more contagious than most strains of flu. Each person with the coronavirus seems to infect 2.2 other people on average. By comparison, the flu is roughly 1.3 other people.

• Both the coronavirus and influenza are most dangerous to people who are older than 65, or have chronic illnesses, or a weak immune system. There is one important difference.

The flu appears far more dangerous to children, particularly very young ones, who can become severely ill.

• There is no approved antiviral drug for the coronavirus, though several are being tested. For the flu, however, there are four prescription medications. All work best if they are taken with a day or two of when symptoms start.

• An experimental vaccine for the coronavirus may be ready for testing in humans within a few months, but will take much longer, at least a year or two, to become available for widespread use. Flu vaccines, on the other hand, are widely available and generally 40 percent to 60 percent effective, which means they will reduce cases by that amount in a population that has been vaccinated, compared to one that has not.

This can be a very stressful time for individuals and families so besides quality family time -- try to take some quiet time for yourself, exercise times are important, inside or outside, to reduce stress while respecting safe distancing (walking is very easy and important for your physical well-being ) , staying in contact with families and friends by phone or technology, good time to read those books you always wanted, work on beading or sewing your new pow-wow regalia for the summer, and being kind and helpful with your fellow neighbors and relatives.

It is amazing how good it makes us feel when we help someone else- that Indian circle comes around. A smile and a wave goes a long way.

Currently, our department is operating on a necessity, based minimal crew due to our Tribal government closure. The following services are available: Behavioral Health: The BH Counselors are staying in contact with clients via their cell phones currently due to restricted in-person contact. The on-call number is 231342-7686 if you need to speak to someone immediately for an issue. Dr. Probes’ clients are being contacted, re-scheduled as required and any needed med refills are being taken care of by Dr. Probes to ensure continuity of care. Please call us if you have any concerns or need assistance. Our Peer Recovery Support Coaches are available by phone to talk to and they are a great resource as they have been right where you are. Human Services: Currently, we are still accepting FY 20 applications for the Human Services Program for LIHEAP and RAO energy and food assistance. This application determines Tribal members’ eligibility for the food purchase orders that went to Tribal households to assist with the current Coronavirus situation. This extra funding for qualified applicants was approved by Tribal Council to assist families with food during these challenging times. The approved amounts were for families of 1-2 @ $50, 3-5 @ $100 and over 6 @ $150.

This application is available online at the GTB website under Forms and can be scanned back into our offices, mailed in or dropped off at the Tribal Administration office in Peshawbestown if you have not done so since October 1st. The Peshawbestown food pantry is currently closed until further notice to adhere to the current CDC safety guidelines for Coronavirus and the Governor’s mandate to remain at home and be safe.

Our Culture and Language have been oral teachings that have been brought down from generations past. It is of utmost importance today that revive Anishinaabemowin and our traditional ways for our Nation/Tribe and our next generations.

We will be offering online Anishinaabemowin classes Monday-Friday from 11:00am12pm, please joins us by following the link, https://78236669.myownmeeting.net/login Classes will begin Monday, April 6, 2020!!

Intergenerational Anishinaabemowin classes are instructed weekly for individuals, as well as families.

These classes are offered in Peshawbestown (Monday @ 5:30pm), Kewadin (Tuesday @ 6pm) and Traverse City (Wednesday @ 5:30pm). Monthly elder Anishinaabemowin classes are offered in Benzie, Charlevoix, Traverse City, Kewadin (spring/summer) and Peshawbestown. Anishinaabemowin is taught TuesdayThursday for the students in the Benodjenh HeadStart/ Early HeadStart programs. Seasonal Anishinaabemowin Symposiums are offered to provide an immersion experience through teachings and hands-on projects.

We will not be hosting a Spring Anishinaabemowin Symposium this year. The Annual Family Language Camp is tentatively still planned for August 12-14, 2020 and Peshawbestown Powwow August 15 & 16, 2020.

Eyaawing Museum Our Museum and Cultural Center was created by the Grand Traverse Band of Ottawa and Chippewa Indians to establish, gather, interpret, and maintain a record of the history of the Grand Traverse Band of Anishinaabek.

We have great respect for the circle of life, honor for our families, and the telling of our true heritage. It is our hope and belief that this museum will promote the Tribe’s belief that the culture, language and spirit of the Grand Traverse Band shall be recognized, perpetuated, communicated, supported, and shared with the people of all nations.

We are working on strengthening our community involvement at the Eyaawing Museum and Cultural Center. We have been working with other Anishinaabe Museums to learn how we can improve Eyaawing and establish relationships for rotating exhibits. GTB NRD Departmental Activities during the COVID19 Shutdown Departmental staff are working remotely to provide near full services. GRAND TRAVERSE BAND, WELL AND SEPTIC PROGRAM – INFO FOR THE APPLICANT Public Law 86-121, through the Indian Health Service, allows the Grand Traverse Band to assist members of federally recognized native tribes in obtaining a potable drinking water supply and a safe means of disposing of waste water for their home use, provided that funds are available and that the homes meet basic standard of living requirements (well insulated, have electricity, indoor plumbing, etc.).

Sites with completed applications that are accessible for soil evaluations shall receive the highest priority for service during the current year. Applications received late in the year, especially for those sites that require mound-type septic systems, may not allow sufficient time for service during the current construction season. Approval of a site by the Band will be determined on a case-by-case basis and will depend on the amount of funds available.

APPLICANT RESPONSIBILITIES (Checklist must be completed, or application will be returned to the Applicant)  The homeowner must provide proof of his or her legal right to reside on the site (e.g., a copy of a lease, deed or current tax statement).

Attach a copy to this completed application and return it to the tribal representative.  If the site to be served is on taxable land, the homeowner is responsible for purchasing the well andseptic permit from the county health department. Costs of the permits will be reimbursed only after the facilities have been installed.  Prior to a visit by a representative of the GTBWSP, the homeowner must stake the property corners and the proposed location of their home if it is not yet on site. If the home location is moved after the soil evaluation has been completed, a new soil evaluation may be required, possibly delaying service until the next construction season.  The homeowner must provide a legible map, or a copy of a plat book or Michigan Gazetteer.  The homeowner must insure the home is in sound condition with fully operable plumbing (including provisions against freezing in the winter, i.e. mobile homes must be skirted), and has 230 V. electrical power.  If community water and/or sewer services are to be installed, the service lines will be terminated 5 feet from the home. The homeowner will be responsible for the tie-in to the interior plumbing.  Upon completion of construction, the homeowner will be responsible for the care and maintenance of their individual facilities.
