COMMUNITY OPEN FORUM The Grand Traverse Band Tribal Council will hold additional meeting dates for Elder’s Open Forum and General Open Forum.

This proposal is two-fold: 1) To provide quality communication opportunities, in addition to the Community meetings for GTB elders and all GTB members.

2) To have effective follow-up and follow-through on the matters presented by the GTB members.

The Chairman and Council would appreciate the consideration of trying this for 3-months, starting in February.

The Elder’s Open Forum meeting will be held on the second Tuesday of every month at the Traverse City office at 10 am (2/14; 3/14; 4/11) The General Open Forum (for all GTB members) meeting will be held on the second Wednesday of every month (2/8; 3/8; 4/12) in Peshawbestown starting at 10 am.

These meetings will have a light snack, be recorded, and formalized with minutes taken.

Leelanau prospectors offer 5 scholarships of $1,500

For the first time, five scholarships of $1,500 each will be awarded through the Leelanau Prospectors Club.

Four of the scholarships will assist graduating seniors in continuing their education at a university or trade school. One scholarship will be award­ed to an adult learner who is seeking to move ahead in life.

Included among the awards will be the second annual Glen Noonan Memorial Scholarship and the inaugu­ral Jim Harris Memorial Scholarship. Noonan and Harris are deceased mem­bers of the club.

All students who reside in Leelanau County are eligible. Applications are available from high school councilors, or by e-mail to Timothy L. Haring at tharinglaw@gmail.com.

The application deadline is April 17th. Winners and their families are invited to join Prospectors at their dinner meet­ing on May 25th at the VI Grill.

Important Membership Announcement The Compensation Committee currently has six (6) committee vacancies: • • •

one (1) appointment to be filled by the Tribal Chair for a 4-year term; three (3) appointments to be filled by Tribal Council for a 2-year term; and two (2) appointments to be filled by the Compensation Committee for a 3-year term.

Interested registered voters of the GTB membership who are not currently employed by the GTB government, EDC gaming enterprises, or the Grand Traverse Resort are encouraged to submit a letter of interest to the Tribal Chairman’s office.

Please note: you must reside in GTB’s six-county service area to serve on this committee.

The Tribal Councilors’ Salary Ordinance states that the establishment of the Compensation Committee is to address the questions of compensation, allowances and benefits for Tribal Council positions.

The open committee positions will be filled according to 1 GTBC § 404(d) of the GTB Code: The Compensation Committee shall be composed of seven registered voters of the Tribe.

(1) Two shall be selected by the Tribal Chair and have a term of offices for four (4) years. Three shall be selected by the Tribal Council by a majority vote and have a term of office for two (2) years. The other two committee members shall be selected by majority vote of the five selected members and have a term of office for three (3) ears.

(2) Vacancies shall be selected in the same manner as the position which was vacated by term of office, resignations or death.

SORNA: Who needs to register with GTB? The GTB Code pertaining to Sex Offender Registration has designated who must register with the Grand Traverse Band Tribal Police Department. The following individuals are required to register with GTB Tribal Police:  A sex offender who has been convicted by GTB Tribal Court, regardless of whether or not that person is or will be residing on Tribal Lands.  A sex offender who is incarcerated by the Tribe while completing any sentence for a covered sex offense, regardless of their location.  A sex offender who resides within Tribal Lands, is homeless within Tribal Lands, or is transient within Tribal Lands.  A sex offender who is employed by the Tribe in any capacity or otherwise employed within Tribal Lands.  A sex offender who is a student in any capacity within Tribal Lands.  A sex offender who is visiting Tribal Lands.

Registration requirements pertain to ALL convicted sex offenders, regardless of the court or location they were convicted in.

Registered sex offenders who are visiting Tribal Lands are now required to register their presence with Tribal Police PRIOR to entry onto Tribal Lands, and may register up to 72 hours prior to their visit. This includes entering onto Tribal Lands for ANY PURPOSE with the exclusion of patronizing gaming establishments or Eagletown Market, and visiting Tribal Court for a valid purpose. You are strongly encouraged to contact the Tribal Police Department at 231-534-7777 prior to arriving in order to ensure that someone is available to assist you with registration.

ESSAY COULD RESULT IN $2,500

The Economic Club of Traverse City is accepting submissions for its essay contest with $2,500 in prizes available. All high school juniors and seniors in the five-county Grand Traverse region - including Leelanau - are encouraged to participate.

The persuasive essay would respond to the question, ‘’What are the top three economic issues you feel your genera­tion faces and why are they important to address?’’

Essays should be a minimum of 750 words with a maximum of 1.000 words.

GTB STUDENT AHEAD IN GEO BEE.

The National Geographic Bee is an annual competition organized by the National Geographic Society. The competition is designed to reward and inspire student curiosity about global Geography.

This year Students from 10,000 schools across the US. are competing in the 2017 Nat Geo Bee for a chance to win college scholarships.

State Geo Bees will be held nation wide in each state on March 31st. Winners who qualify for the State Geo Bee will be notified by March 3rd.

Following this will be the National Championship at National Geographic Society Headquarters in Washington, D.C. on May 15th. Finalized with the National Geographic Channel and Nat Geo WILD broadcast championship on May 19th.

Margaret Anthony has won 1st place at Glen Lake Schools for the National Geographic “Geo Bee”.

Students took a 1 hour test online containing 70 questions concerning world geography. In March National Geographic will select the top 100 students with the highest scores.

Margarets classmates at Glen Lake have been recognizing her by placing Notes on her locker with encouraging statements like “great job Margaret”.

She was also applauded by her class mates for a job well done. Her father Anthony, ever so proud, continues to push her forward.

2% ALLOCATIONS DISTRIBUTION

February 10th, was the Grand Traverse Band of Ottawa and Chippewa Indians Announcement of the 2% Allocations for local area organizations.

The event was held on the 17th floor of the Grand Traverse Resort in Acme Michigan.

The Tribal Council voted to determine which organizations would receive allocations on January 26th,2017. There were 102 applicants, totaling in $2,588,729.02 in requests. At this press event, The Grand Traverse Band Tribal Council announced and distributed 56 checks totaling $884,873.14 to local organizations. These allotments are furnished solely through gaming revenues.

The Grand Traverse Band allocates 2 % of its gaming revenue to local units of government twice a year. This process began in 1994 and the total allotted amount since has been $35,571,179.12 to local agencies such as schools, public safety organizations, and healthcare systems.

According to the press release provided by GTB Legal Affairs Administrator Mary Kelley, “The test for determining the distribution standards, as outlined in Tribes v. Engler are: “Each tribe shall determine which local unit or units of government shall receive payments and the amounts thereof; provided however, the guidelines governing the tribes in making said determinations shall be based

upon compensating said local units of government for governmental services provided to the tribes and for impacts associated with the existence and location of the tribal casino in its vicinity; and provided further, however…each local unit of government shall receive no less than an amount equivalent to its share of ad valorem property taxes…”

These generous offerings from the Grand Traverse Band results in maintaining positive relations with these local organizations. This process ensures that the local communities surrounding GTB properties remain strong. This shared strength is felt and appreciated by all in local capacity, whether the funds are providing more books for local schools or better equipment for local clinics. The 2% Distribution allows local economy, public health and public safety to flourish in unity with the Grand Traverse Band membership.

The Grand Traverse Band will make its decision regarding the first 2017 Two Percent allocation in June 2017. 3. EDC allowed 5 consultants to be paid $4,000.00+ per week and we have not seen any results of their work just a big bill close to $1 million. We put a stop to these contracts within the first 60-days of being elected. What is the checks and balances at EDC with the Council/EDC Board. As EDC Chairman, I want to ensure that we show accountability; we also need benchmarks for managers to measure their capability to make the best plan with the biggest profitability possible.

4. The Election Board has failed the GTB membership by dismissing the recall petition. The election board posted an agenda stating only one agenda item: the verification of signatures. But at the meeting an agenda item was added called: wording of the petition. This is an unfair tactic by the Election Board and all parties involved were not all present to address the matter and you can only do what is posted on the agenda.

It is the responsibility of the Election Board and their attorney to ensure that proper wording is sent to the petition sponsors before the petition is circulated. The 280 signatures were dismissed but based on what?

The due process rights within the GTB Constitutional Rights of tribal members have once again been ignored. I will be asking the GTB legal department look into this matter because as Chairman this is a concern of many members of our Tribe and I should be able to answer them. This is no different than when GTB legal stepped in for the Council in 2016 to look into the Election Board regulations regarding who can/can’t run for the Chairman’s office.

I wanted to take some time and bring you up to date on a few things with our Tribe. As a new Chairman I am working for and looking for accountability to our Tribal membership. In order to move our Tribe forward for all membership, I believe that there are enormous financial matters should be addressed and not taken lightly or brushed aside. Looking forward we need to plan, plan, plan, we have a new President and administration, we need to make smart financial decisions for our members, we need to focus on diversifying economically for the future and fully address the current needs of the members for health, housing, education, and prosperity.

5. The GTB Elder’s Advisory is a 501 c3 non-profit with a PO Box listed on their application for 501 c3 status I’ve seen that it’s become too easy to say let’s not with the state. In addition to these duties, the GTB Chairperson has numerous duties as defined by the Grand Traverse Band Code. An examination of the table of contents of the GTB code book gives a sense of the broad range of duties and responsibilities that the Chairperson is required to perform. Those duties and responsibilities range from legislation development to administration, finance, conservation, law enforcement, health services, housing infrastructure development, public safety, commerce, gaming regulations, education, taxation, hotel and casino development and management, marina development, and various other substantive areas. The Chairperson is also required to monitor ongoing treaty litigation and numerous federal, state and tribal cases that the Tribe is a party in or has an interest in and to monitor federal and state legislation that impacts tribal interests. The Chairperson is also required to maintain relations with state and local units of government.

PUBLIC SAFETY UPDATES America’s PrepareAthon has several important messages to share on

preparedness. Winter storms can hit at any time, especially in northern Michigan. Listed below are several reminders on what you can do to be prepared.

1 | Protect Yourself Before a Winter Storm

BUILDING AN EMERGENCY SUPPLY KIT

FOR YOUR CAR WHY?

ANTIFREEZE LEVELS – Ensure they are sufficient to avoid freezing.

BATTERY AND IGNITION SYSTEM – Keep in top condition and clean battery terminals.

WINTERIZE YOUR VEHICLE BRAKES – Check for wear and fluid levels.

Winter driving conditions can be extremely dangerous. During the fall, before winter weather sets

OIL – Check for level and weight. Heavier oils congeal more at low temperatures and do not lubricate as well.

THERMOSTAT – Confirm it works properly.

WINDSHIELD WIPER EQUIPMENT – Repair any problems and maintain proper washer fluid level.

INSTALL GOOD WINTER TIRES – Make sure the tires have adequate tread. All-weather radials are usually adequate for most winter conditions. However, some jurisdictions require vehicles to be equipped with chains or snow tires with studs to drive on their roads.

2 | Protect Yourself During a Winter Storm COLD WEATHER DANGERS The U.S. Centers for Disease Control and Prevention (CDC) recommends that, if you detect symptoms of frostbite, you seek medical care IMMEDIATELY. Because frostbite and hypothermia both result from exposure, first determine whether the person also shows signs of hypothermia. Hypothermia is a more serious medical condition and requires emergency medical assistance.

WHAT TO DO Get the victim to a warm location. If symptoms of hypothermia are detected: Remove wet clothing. Warm the center of the body first by wrapping the person in blankets or putting on dry clothing. Give warm, non-alcoholic beverages if the person is conscious. Take the person’s temperature. If it is below 95°F, seek medical attention immediately.

DRESS If you must go outside, wear several layers of loose fitting, lightweight; warm clothing rather than one layer of heavy clothing. The outer garments should be tightly woven and water repellent. Wear mittens, which are warmer than gloves. Cover all of your body. Wear a hat and a scarf, covering your mouth to protect your face and to help prevent loss of body heat.

3 | Protect Yourself After a Winter Storm IF YOUR HOME LOSES POWER OR HEAT FOR AN EXTENDED PERIOD If your home loses power or heat for more than a few hours or if you do not have adequate supplies to stay warm in your home overnight, you may want to go to a designated public shelter if you can get there safely.

Text SHELTER + your ZIP code to 43362 (4FEMA) to find the nearest shelter in your area (e.g., SHELTER 20472).

Bring any personal items that you would need to spend the night (such as toiletries, medicines).

Take precautions when traveling to the shelter. Dress warmly in layers, wear boots, mittens, and a hat.

LEARN FROM EVERY STORM • Restock your emergency supplies to be ready in case another storm hits.

• Assess how well your supplies and family plan worked. What could you have done better?

• Take a few minutes to improve your family plan and supplies before the next winter storm hits.

• Talk to your neighbors and colleagues about their experiences and share tips with each other.

GENERAL OPEN FORUM MEETING Wednesday, February 08, 2017 10am- 1pm-Tribal Council Chambers Mary Roberts, TID# 101 • Thankful for all the services GTB provides.

• Auto department is backed up with workthey are without another mechanic. Can we look at the budget and see if a more competitive wage can be offered to our mechanics? We are not offering competitive wages as it is- we offer ~$20 an hour and others offer ~$30 an hour. o Councilor Shomin- we have discussed looking at the wage grid as a whole. I believe we are using the 2009 wage grid. We will ask HR and TMO, CFO to look into this. o After some discussion TMO mentioned that we will be adding an automotive intern position to learn the basics of auto repair and to assist mechanic with workloadposition to be filled very soon.

• DAPL to continue, uncertainty about the future of the Affordable Care Act- these things effect tribal members’ lives. We need to continue with that advocacy (also against line 5). o Councilor Shomin- we had a strategy meeting on how we will address DAPL, Line 5 and Nestle; trying to come up with a multifaceted approach to fighting these things legally, politically, and economically. o Secretary Rohl- there will be a rally in DC on March 10.

• President has signed repeal of ACA; Indian Health Services is under ACA. President has also spoken out against Indian gaming at one time. We need to keep all this in mind. We should get any projects going soon or else we will be stymied. o Councilor Bird and Chairman McClellan we discussed hiring a lobbyist to go to DC and advocate for GTB/Native rights.

• Reports from members of trying to come in to speak to Councilors during business hours and they are not in the office. For other employees, if too many days are missed there is disciplinary action; what is the policy for Councilors?

• Older employees need to have someone job shadowing them (so they can eventually take over the job) o Chairman McClellan mentioned employee training programs that GTB had in the past.

• Lobbyist- how can we trust someone to advocate in DC for us? Is there a cap on how much money can be spent on this? o Chairman McClellan- No, but it has been discussed. When he was on Council in the past and went to DC, he was provided a specific script, specific to the fight for TCCH, and gave $25,000.00 donations to both political parties. A liaison is needed with a job description that can advocate for GTB in DC. o Councilor Shomin- $10,000 is the most we have spent to try to pass a bill. We shouldn’t be spending millions of dollars, but we have to have a presence in Washington… (re: “wining and dining”) I have been to meetings in the Senate and House to advocate on behalf of GTB. It was mostly going into meetings with staffers and having a script.  Councilor Wilson- we have had to decline certain offers before, like being taken to sports games.

Dee Wonegeshik, TID #334 • Lots of overhead at LSC- high security/ guest ratio. 9 security guards and 10 guests. It’s more like a leisure casino.

We are going to do a multi-pronged approach. We will get organized and attend rallies- water is our most important resource.

• We need to educate our people- show them how to write letters (to Congress) have a designated person to help with this at community meetings. o Councilor Shomin- there will be form letters in the newsletter that they can cut out, sign and send in. o Councilor Bird- we could set up meetings around the six county service area to specifically discuss Line 5 issues.

• Further discussion re: Nestle, Line 5.

Would like to see these discussed at upcoming community meetings. o Councilor Bird- Outreach is beginning now.

Lot of non-native people who are just as upset as GTB members. o Strongheart members who are non-Tribal have expressed interest in going with a group to the rally. Dee was unsure if this would be permissible or not.  Councilor Bird- I think this is beyond just a Tribal member thing.

Whoever wants to join our cause will strengthen it.

• Chairman McClellan- I’d like to see a budget line for this (Line 5 outreach/action/ representation). We might have to set up a separate account for this.

• What are we doing with our sister tribes, LTBB and LRB? o Treasurer Arroyo- part of the plan is to build a coalition- see if we can speak out as a group. o Dee- I would like to keep the unity group informed, so they can have their voice in this as well.

One of our members had to go to LTBB for an Anishinaabemowin apprenticeship. We should be speaking Anishinaabemowin at rallies.

• Trying to sell her house- would like the Tribe to take it back into inventory. Asking $86K. Follow up required: stick to the deadline for submitting agenda requests- (perhaps circulate a global email regarding this) Get information out to membership in a timely manner.

Brad McClellan • When applying for a player’s club card at TCCH, would not accept Tribal ID; they wanted to see state ID/ driver license.

However he was able to use his Tribal ID for securing a DBA and other transactions by the state.

• Suggested building an outdoor stage near TCCH to bring traffic to casino and offer additional activities- shows, concerts, outdoor movie screenings, events during cherry festival, etc.

• Discussion of potential new casino- proposed the location of Chums Corners o Councilor Shomin- we are limited on where we can game; has to be on trust land pre 1988 or contiguous. o Councilor Wilson- JP may be able to shed some light on whether the railroad could be used as a connection to Trust lands.

These are just ideas he has heard others talk about. o Discussion ongoing of taxes, and taking land into Trust.

• NREC hired a non-tribal member to help with wild rice finishing. His interest is in preserving natural resources and he has experience with wild rice- GTB should hire skilled Tribal members for these types of projects. o Councilor Shomin- (rice finishing) was one contract instead of separate contracts. Let it be known to the department (NREC) that you want to be involved with workshops, etc.  Dee- there is still rice that has to be danced on. Take some to granddaughter’s school in Milwaukee to clean it. o Councilor Wilson- your name has come up at NREC meetings and I think you will be kept in mind in the future.

Tina Frankenberger, TID# 4203 • Trying to build a marina out here would be counterproductive to who we are as a people. We are fishermen; the marina pushes fishers back and effects spawning grounds.

• Need to do a better job with our promotions at LSC- People are choosing to play elsewhere. We have taken away comps,

• we have said we were going to give away things and then did not; we should bring busses in. If we can’t run LSC and make revenue then we shouldn’t build another casino.

• Discussion of The Ridge- big indication of our inability to run a business and understand customer base. Unable to promote it, unable to bring customers in. o Chairman McClellan- we didn’t do a cost benefit analysis on The Ridge. This is one of the most important things to do if you’re going to invest. If you look over our businesses, it’s a little dismal. I would like to see us get the help of 40-50 year professionals. It’s not that these businesses could not have made a profit, it’s just that we need to have a plan going in as opposed to after the fact. o Councilor Wilson- I was part of the LLC board for The Ridge failure-one of the major mistakes was assuming that because LSC has a liquor license, which Council has the authority to give out liquor licenses. This is the one area where we have to comply with the state and don’t have true sovereignty. By the time we jumped through all the hoops and got to the point where we could manufacture beer, the Ridge was failing and the plug had to be pulled. As far as the cost/benefit of busses: it costs a certain amount to be on the bus circuit. People on busses were not playing enough to make it worthwhile. Need to be careful with the types of shows we promote. o Councilor Shomin- There is always room for improvement. It is important that we diversify and look at how we can build a lasting economic base.

• There is a waiting list for housing, our maintenance department is supposed to be the one who takes care of refurbishing houses. Lots of homes sitting vacant, members have to wait at least a year because there is so much back-up. Is there a way to get another company to come in and help get these houses back on the market? Even if we do it contractually.

• Council needs to do a better job getting information out to members and making information more accessible. Could not get on to check government job postings without a password and user ID-without being an employee already you can’t check. Need to do a better job of getting information to the members so that they can get involved.

• Can EDC meetings be opened back up to the membership? Post the date and time so people are aware.

• Certain people in certain positions not doing all they could be to bring in business.

Encourage re-hiring? We need to do everything we can to bring in more money and new people.

• Set aside money so you can bring people in on a contractual basis (help with youth,

language, etc.) until full time jobs can be created.

Scott Lewis • The Tribe has unparalleled hiring practices: unfair the way certain people lose their jobs or certain people keep their jobs. We have managers that have failed time and again and we keep them.

• The problems at the casino are stemming from management, not line-level staff. o Chairman McClellan- I have seen it happen where we pick and choose (which procedures/practices to follow). We’ve been in this business for 30-some years, and look at where the LLC is. I see the numbers that you all don’t see and I am appalled by it. Where did the $5.5 million go? (LLC) to me, a coffee shop is something that would sustain one family, not a business. We’re in a business as an LLC; we have an implementation plan that was written. We never even followed that. I think this is a great program if it’s run the right way, with the right people.

I’m not a banker, real estate agent….but I know how to find those who know how to do it. We haven’t done that, we say go ahead and now look where we are at.

Around Indian Country a lot of LLC’s are doing phenomenally and they haven’t been in it as long as we have. We have to not be afraid of making decisions/venturing out into new things but we need to get 40 year business veterans in place.

• People got appointed to the LLC board through a political process. Not through the process of deciding if they were qualified. It was friends and family- not based on experience- and they were kept on the board. o Councilor Wilson- This LLC has gone through 3 or 4 different Councils. Many of the current board members weren’t around for some of the failures that occurred in the past. o Secretary Rohl- there was a road map of how to get where we wanted to go and we didn’t follow it. That is why we are where we are now. I think it goes back to cost benefit analysis.

Jeremy Rice How do we gauge how well gaming is doing? I have been to casinos that are little more than a pole barn.

Visited Oneida Tribe in Wisconsin- they don’t give out as much in per cap but have more amenities/services.

Seems to me that every business we go into increases our per cap just a little bit, it isn’t a huge benefit; money can be used to pay a couple of bills and then gone.

There are young people that are successful in business, who understand the financial side. I don’t believe we need to limit it to 40 year experience minimum.

Discussion re: marina- I don’t like development, but in today’s world we need to

• Fishing is going downhill. Our main money-maker is whitefish, but there are lots of trout out there. We don’t have the numbers to make a good profit off trout. We’re turning to retail now.

• Keep an open mind, there is a positive side to marina. Proposed plaza would be good for Tribal business, and we need GTB member-owned businesses. o Vice Chair Vargo- marinas draw people in to what is already there. We need to build the village appeal up first, and provide other things for people to do in the area (tourist shopping, restaurants/ bars, etc.). We are holding $4.4 million of roads money for a marina that has not been approved; money we have set aside for marina that could be used to develop Herkner Rd. housing. o Mary Roberts- we have to have a profit making business in order to have $$ to provide housing, marinas bring in money. o Councilor Wilson- the $4.4 million cannot be used for housing, it is roads money.

• Chairman McClellan- going through all of this- this is what a cost benefit analysis would tell us. I want to make sure that on paper all the information is in front of me when making the decision. Marinas do not make our businesses money throughout the entire year.

• Councilor Shomin-I think we need to build an economy. There will be GTB member owned businesses that fail, but there will also be those that succeed. Historically Odawa people traded fish all over the country. It’s in our blood, but we have to first build infrastructure.

• Chairman McClellan-Speaking of the gas station, we haven’t done very well.

The membership should know exactly where we’re at and where we’re going. We have to look at our bottom line and what we’re making.

• Chairman McClellan- Would you be satisfied with a cost benefit analysis on the marina?

Follow Up required- provide a cost benefit analysis on the casino/ marina project Further discussion: • Mary Roberts- Specials/ events needed at LSC to bring in people (especially locals) during slow season. o Councilor Bird- we have things like euchre and polka that don’t make money but are for the community- it can always be improved though.

• Dee Wonegeshik mentioned that GTB should offer tiny house rentals on beach property. Hookups are there to do a tiny house nation, rent them out.

o Secretary Rohl- do you know of any tiny house developments in the area? o Dee- No; I was looking at Milwaukee. o Mary Roberts- good idea, people want to be on the lakefront.

• Brad McClellan discussed an endangered species of wild rice. We may be able to plant in our climate. Could we do a biological assessment?

• Mary Roberts- Discussion of the importance of preserving our natural resources for future generations.

• Secretary Rohl- LSC Showroom is smallcan’t charge enough on tickets to make money because of limited seating. When they developed the showroom someone should have done a cost benefit analysis. o Chairman McClellan- we need to get into doing CBA for all plans.

• Scott Lewis- Why are elected officials making decisions on what the showroom should or should not be? Why aren’t professionals making the decision? o Councilor Wilson- 30 or 40 year professionals are going to want a sizeable stipend to serve on LLC board. We would still be faced with the problem of nepotism.

• Councilor Wilson- re: Harpo’s-RCA and LLC offices have to be located somewhere.

We thought; why not open a coffee shop in the same building to help offset space cost? RCA is certified to bid federal contracts; we just haven’t grown to that level yet to be able to handle those bids.

• Discussion of how per cap is affected by gaming and other revenues/businesses o Chairman McClellan- if something goes south, where does the $ come from? It will come out of your per cap. Should have seen a per cap increase when we were done paying off the casino; where is that $? o Mary Roberts- Per cap comes out of the slots. o Secretary Rohl- when we were done paying off TCCH you should have seen an increase to per cap and the operating budget of government  Councilor Wilson- we did. o Secretary Rohl- per cap is a gauge on how financially healthy the Tribe is.  Councilor Wilson- there has not been a dramatic drop (in per cap) since I’ve been on Council. My plan for any new gaming facility out here was based on using money in the bank. This does not affect per cap.

• Dee Wonegeshik- Eagletown marketwhy isn’t it a market? Lots of ‘junk’ and food that nobody buys. Lots of overheadput in crafts, fish, better quality groceries o Chairman McClellan- good suggestions.

It’s not making money so we need to take a look at it and figure out why. Don’t need to close it down, let’s see if we can fix it.

SORNA: Zones of Restriction The GTB Code pertaining to registered sex offenders has identified certain areas on Tribal Lands that are restricted zones as follows: “…any school building, on real property comprising any school, or in any conveyance owned, leased, or contracted by a school to transport students to or from school or a school-related activity when persons under the age of eighteen (18) are present in the building, on the grounds or in the conveyance…” Registered sex offenders are prohibited from being present in, loitering, working or taking up residence within 300 feet of these areas, which have been identified as follows: • • • • • •

Coordinated Community Response (CCR) is funded by the Office of Violence Against Women. The CCR Project Coordinator assists victims of Domestic Violence, Dating Violence, Stalking, and Sexual Assault.

The Line 5 oil pipeline extending through the Straits of Mackinac poses an imminent risk of harm to the Great Lakes. The State of Michigan has an obligation to protect our 1836 Treaty-reserved Great Lakes fishing rights from pollution, impairment and destruction. Currently the Michigan Pipeline Safety Advisory Board is considering whether to enforce terms of the 1953 easement and other state laws that provide authority to shut down Line 5.

The GTB Natural Resources Department in collaboration with the Tribal Manager and Tribal Council have taken numerous actions that call for the decommissioning of the Enbridge Line 5 which is a 64 year old twin oil pipeline that lays on the bottom of the Straits of Mackinaw posing an unprecedented threat to the source of 20% of the worldâ&#x20AC;&#x2122;s freshwater, Tribal Treaty Rights and our economy. The Great Lakes are said to create as many as 800,000 jobs and supply approximately 40 million with drinking water.

We are calling on our Tribal Citizens at this time and are asking if you will unite with us and stand together to shut down Line 5. Please join us in shutting down the flow of oil in Enbridge line 5 at the next meeting of the Pipeline Safety Advisory Board. Collectively our voices have power and we need to demonstrate this by speaking up on behalf of our water.

Nestlé/Ice Mountain has applied for a state permit to more than double its allowed groundwater pumping from 150 to 400 gallons per minute (gpm) from White Pine Springs Well (PW-101) in Osceola County, Michigan. A citizens’ group proved a decade ago that a similar proposal would harm adjacent surface waters, wetlands, fish, and aquatic life. Water is the lifeblood of Michigan’s economy and our way of life here in the Great Lakes state. Privatizing our water for profit and export outside our watersheds should never be allowed. Potential Dangers: Starry Stonewort is a macroalgae that forms dense mats that could potentially push out native species, as well as hinder swimming and boating activities.

• Notify GTB-NRD if you believe you have seen Starry Stonewort or any other invasive species in your area.

• Contact James Garavaglia, Inland Fish and Wildlife Biologist, at 231-534-7291 with any questions, concerns, or sightings of an invasive species.

NMU POWWOW INFO

The 24th annual “Learning to Walk Together” traditional pow wow at Northern Michigan University will be held on Saturday, March 18, in Vandament Arena. General admission is $5; NMU students are admitted free with ID. Doors open at 11 a.m. EST, with grand entries at noon and 6 p.m. The pow wow feast will take place from 4-6 p.m. at the NMU Jacobetti Complex.

The Native American Student Association is hosting the event, with coordinated support from the American Indian Science and Engineering Society and the Native American Language and Culture Club.

The pow wow begins with the grand entry and the flag song, followed by the veterans’ honor song.

All veterans–male and female and Native and nonNative–are honored this way.

The emcee will provide information on the following dances: male and female traditional dances; jingle dress and grass dance; and male and female fancy dance. Social dances such as intertribal, round dance and two-step will also be featured and the audience is invited to participate. Artisan and vendor booths will provide a variety of craft items, reference materials and food.

Summer 2017

Held in Madison, WI Geared to students in 6th- 12th grade from Wisconsin, Michigan, and Minnesota Purpose: The event serves to both welcome and attract American Indian students into health sciences professions. American Indian students are invited to the UW-Madison and Madison College campuses to learn about science and health professions through hands-on activities, tours, and cultural activities.

They will be introduced to American Indian professionals in the health sciences and can interact with UW-Madison American Indian students who have successfully navigated pre-college and college programs.

Cost: FREE

Held in Milwaukee, WI Geared to high school students (freshman year completed), have a GPA of 2.5 or higher, and live in Wisconsin, Michigan, or Minnesota Purpose: This is a 10-day on campus experience giving American Indian students an introduction to college life, which involves interactive scientific and cultural experiences. A wide array of science topics is explored; some past ones have included forensics/DNA evidence, field station work, management of water resources, microbiology, and hematology. Exploration takes place through tours, hand-on activities, and interactive visits at various Milwaukee area colleges and universities.

Cost: FREE

Geared to Native American college students from Wisconsin, Michigan, and Minnesota entering their sophomore, junior, or senior year. The internship is a time of academic mentoring and summer research experiences during the undergraduate years. Students approved for this program will work with identified research mentors in PAID research internships at selected universities and colleges. Students will have the opportunity to work closely with mentors on research projects that are directly addressing health issues in American Indian communities.
