What’s horrible to contemplate is that over 2.5 million acres of trust land was removed from its protected status, many tribes lost their federal recognition, and thousands of Native Americans were displaced from their homelands. The termination policy was officially ended in 1970 during the Nixon administration.

Labor Day 2021. Labor Day is a federal holiday that the tribe also recognizes; this year it occurs on Monday, September 6, 2021. To many the Labor Day weekend signals the end of summer since the school year typically starts after Labor Day. Labor Day was created in the late 1800s to celebrate labor, and nowadays it’s considered a day of rest (after a barbeque at the park!).

7/3/21 Meeting with President Joe Biden. On July 3rd President Biden made a stop at Traverse City and the surrounding area as part of America’s Back Together tour. I had the opportunity to meet and have a photo taken with President Biden at King’s Orchard in Central Lake, where I also met Senator Gary Peters at this event. The tour was made as a celebration of the United State’s progress in combatting COVID-19.

Economic Hardship Funding Distribution and SSA/SSI Recipients. NOTICE: The Social Security Administration has published an internal opinion that receipt of tribal economic hardship payments under the American Rescue Plan Act (ARPA) is not a disqualifying event for the continued receipt of Supplemental Security Income (SSI) and other income eligible social security benefits. If a GTB tribal recipient of an economic hardship payment receives a notice from your local social security office of disqualification for SSI or other related Social Security benefits based on receipt of the tribal members’ receipt of economic hardship payments under ARPA, please contact the GTB Tribal Legal Department for assistance in informing the local office that ARPA Economic Hardship payments are not countable as income for purposes of SSI and related Social Security benefits. (author: John F. Petoskey, General Counsel) The Termination Era. A couple federal acts affecting Indian Country were passed by Congress 68 years ago on August 15, 1953. One was the Termination Act, and the other was Public Law 280. The Termination Act was a House concurrent resolution that terminated over 100 tribes by removing their federal recognition and tribal funding. It was on the same date that Congress passed Public Law 280, transferring federal criminal and civil jurisdiction over tribes to certain states – commonly referred to as “PL 280 states” in Indian Country. The Termination Era, which ran from 1953 through 1968, had begun, and many would argue that during this era the federal government was reducing its trust responsibilities to tribes. This era ended in 1968 with the passage of the Indian Civil Rights Act and President Lyndon B. Johnson’s new Indian policy of Self-Determination. It was in 1968 when Congress created the Indian Business Fund, and Congress also prohibited states from taking any jurisdiction over Indian 2 GTB NEWS

THE GRAND TRAVERSE BAND ANNOUNCES $590,130.05 IN LOCAL 2% FUNDS Organizations Receive Funds via Tribe’s Twice Per Year 2 Percent Allocation ESHAWBESTOWN, MICHIGAN, JUNE 30, 2021 -- The Grand P Traverse Band of Ottawa & Chippewa Indians is pleased to announce the distribution of $590,130.05 of gaming revenue

allocation to local units of government. The dollars have been allocated for 27 local applicants as part of the Tribe’s “2 percent allocation,” which takes place twice per year.

Under the terms of a consent decree settling Tribes v. Engler (Case no. 1:90-CV-611, U.S. District Court, Western District Michigan), the Grand Traverse Band allocates 2 percent of its video gaming revenue to local units of government, as defined in the stipulation, no later than 60 days after October 1st and March 31st of each year. This payment schedule was modified with the consent of the State of Michigan to July 31st and January 31st of each year because the fiscal year of the Grand Traverse Band’s gaming operation is calendar-based.

Since the 2 percent allocation began in 1994, the Grand Traverse Band has allocated $42,785,368.59 to local organizations.

“The test for determining the distribution standards, as outlined in Tribes v. Engler are: “Each tribe shall determine which local unit or units of government shall receive payments and the

amounts thereof; provided however, the guidelines governing the tribes in making said determinations shall be based upon compensating said local units of government for governmental services provided to the tribes and for impacts associated with the existence and location of the tribal casino in its vicinity; and provided further, however…each local unit of government shall receive no less than an amount equivalent to its share of ad valorem property taxes…”

For this 2% cycle, the Tribal Council voted to determine which organizations would receive allocations. Of the 46 applications received, totaling $1,225,394.08 in requests, the Tribal Council awarded 27 applicants for a total of $590,130.05.

The Grand Traverse Band will make its decision regarding the second-half 2021 Two Percent allocation in January 2022.

It is with great pleasure that the Grand Traverse Band of Ottawa & Chippewa Indians is able to provide all citizens of Northern Michigan with these services that are furnished solely by gaming revenues.

A

h-Boozhoo Aanii --I want to share some information from a 2021 article on the national debt from the website www.thebalance.com. I would like to pass on the information to the members who like to deal in numbers & history.

The U.S. debt reached a new high of $28.1 trillion as of March 31, 2021. The U.S. Treasury manages the U.S. debt through its Bureau of the Public Debt. The debt falls into two categories: intragovernmental holdings and debt by the public, according to thebalance.com.

Most headlines focus on how much the United States owes China, one of the largest foreign owners. What people don’t know is that the Social Security Trust Fund, also known as your retirement money, owes most of the national debt.

The national debt was $28.1 trillion as of April 2021 and is broken down as 22 percent ($6 trillion) belonging to intragovernmental holdings and 78 percent ($22 trillion) belonging to debt held by the public.

Why would the government owe money to itself? Some agencies, like the Social Security Trust Fund, take in more revenue from taxes than they need. Rather than sticking this cash under a mattress, these agencies invest in the U.S. Treasury Bonds. This transfers the agencies’ excess revenue to the general fund, where it is spent. Then when these agencies need the funds, they will redeem the Treasury notes. Thus, the government will have to either raise taxes or issue more debt to raise the cash.

Which agencies own the most Treasury bonds? Well, Social Security by a long shot at $2.9 trillion. Then, Military retirement fund at $1.01 trillion, Office of Personnel Management- Retirement Services at $955.1 Billion, Medicare at $304.4 billion & remainder somewhere around $ 723 billion in cash on hand, totaling around $7 trillion.

The article is looking at the $21 trillion of public debt, with a total of $7.07 trillion of foreign debt, including $1.28 trillion owned

by Japan and $ 1.06 trillion owned by China. Federal Reserve and government have $10.8 trillion, mutual funds has $ 3.5 trillion, state & local government (pension funds) have $1.09 trillion, and other holders’ private pensions, insurance companies, U.S. saving bonds, individuals, brokers, banks, corporate & non-corporate businesses have the remainder of $ 3.5 trillion.

The reason the Federal Reserve owns treasuries is because of the measuring easing that stimulated the economy by keeping interest rates low and infusing liquidity into the capital markets.

August / 2021 Mnoomin Giizis (Rice Moon) The Federal Reserve purchased Treasuries from 2011 with only $1.6 trillion to March 23, 2020, with $7 trillion. Did the Fed monetize debt by buying treasuries from its member banks using credit that it created out of thin air? It had the same effect as the printing of money.

Many people believe that much of the U.S. debt is owed by foreign countries like China and Japan & the truth is most of it owed due to Social Security and Pension funds. This means U.S. citizens, through their retirement money, own most of the nation debt. So, when we are considering all the proposed spending from the government in the future, there must be a cap on spending.

If you add the debt held by Social Security and all the retirement and pension funds, almost half of the U.S. Treasury debt is held in trust for your retirement. If the U.S. defaults on its debt, foreign investors would be angry, but current and future retirees would be hurt the most. We the people, not we the government need to evaluate how the government is spending our money and hold them accountable. Even if they say the money is paid for, it only means it will eventually come from the private sector where those people will pass on to the non-productive government spending.

It was a very interesting article and it brings us to that topic of the yearly budget hearing for the Tribal entities.

The COVID-19 pandemic has created challenges and uncertainties that seemed unimaginable before March of 2020.

Everyone’s way of life has been affected by the virus. Our budget cycle request has started for Fiscal Year 2022 for the Grand Traverse Resort & Spa, Turtle Creek Casino and Hotel, and the GTB government to support critical programs and our businesses to survive for this Fiscal Year.

This year we have a little more time to go over the budgetary process than last year when we had to cram everything into a one-month period for Fiscal Year 2021 for approval by September 30. The Tribal Council will take a careful look at all the property budgets for Fiscal Year 2022 and will continue to focus on these recovery efforts and will begin to invest in the plans and programs of tomorrow.

The overview of all budgets will map our spending plan for the coming year so that things can be more manageable, and will allow us to make realistic assumptions about our program & businesses. But, the American Rescue Plan Act (ARPA) will help turn the tide of the pandemic, address the economic fallout and build a strong foundation for recovery & build better programs.

Grand Traverse Economic Development (GTED) Updates SPOTLIGHT ON NEW CEO ntroducing IDevelopment Traverse

New Grand Economic (GTED) CEO Robert Hemmen.

Robert Hemmen brings 20 years of executive level experience in economic development, creating tribal member employment opportunities, managing multi-business tribal enterprises and Alaska Native Corporations, most recently as the Executive Director (CEO) of the Fort Sill Apache Tribe’s Economic Development authority and formerly as CEO for the Hualapai Nation’s Tribal businesses. Rob is a licensed Certified Public Accountant, with a Bachelor’s Degree in Business Administration from the University of Washington and a Master’s Degree in Taxation from Golden Gate University.

Rob was born in Detroit and has been married for twenty-five years to his spouse, Leilah. He has two children. One is a Alaskan pipeline Corrosion/Petroleum Engineer and the other a junior in high school. Favorite pastimes include community service, walking, hiking, ice skating (hockey) and fishing.

Rob spent his first week at GTED meeting daily with each department and the subsidiaries.

The departments and companies shared the past challenges and accomplishments along with upcoming projects. He visited the recently acquired Pugsley facility being managed by GTED’s real estate development company, Wiingash Property Group. Before touring the facility, Rob and members of the GTED leadership team attended an engaging presentation on the upcoming developments presented

by Lisa Leedy. His week ended with a tour of the Bay Shore Steel Works facility provided by Lawrence Murray, VP of Operations/ Deputy COO. Anton Matye, Senior VP/COO shared the company’s history and transition of ownership to GTB. Since being acquired they have secured contracts to fulfill for the next 5 years and are now waiting to receive their SBA 8a and HUBZone certifications which will provide additional opportunities.

COMING SOON TO BAY SHORE STEEL WORKS Registered Apprenticeship Program (RAP) for welders and CNC Machinists Bay Shore Steel Works is committed to the State Apprenticeship Expansion (SAE) 2020 Grant Program through 2023. SAE 2020 Grant Program activities are meant to strategically scale the RAP model into new industry sectors and occupations and increasing diversity of RAP populations by recruiting Veterans and their spouses, youth, and other demographic groups historically underrepresented within RAPs (including women, people of color, ex-offenders, and persons with disabilities).

Allowable use of the grant funds includes on the job learning, coordinating activities within and among participating school districts, post-secondary institutions, employers and ATR’s. Also, apprentice support, employer support and limited administrative costs.

SUBSIDIARY GRANT Updates Wiingash Property Group, LLC., Announces Water System Grant Award GTED and its subsidiary Wiingash Property Group is pleased to announce the successful grant award from the Michigan Economic Development Corporation (MEDC) in the amount of $157,600. With these funds, our project team will have the opportunity to execute the necessary measures to re-certify the central water system and water tower at the Pugsley facility, which was decommissioned in 2016. The work was identified through a condition assessment conducted as part of GTED’s due diligence during the feasibility phase before finalizing the purchase of the property in December of 2020.

In our Human Services Department at GTB, the Anishinaabek Family Services (AFS) and Behavioral Health Services (BHS) work together and collaborate as necessary to provide emergency and on-going services for all tribal members and families in the six-county service area. AFS provides prevention, intervention, child protection, foster care and adoption services for our tribal members and their families. BHS offers counseling, case management, psychiatric, medication assisted treatment (MAT) and peer recovery support services (PRS) for your mental health and substance use needs. Our offices are open Monday through Fridays from 8am to 5pm with emergency on-call services available 7 days a week, 24 hours a day. Tele-health or zoom sessions are always available to ensure your access to services.

MAT CORNER Alan I. Leshner wrote, “Addiction is a brain disease, and it matters” in the 1990’s, yet the message feels just as relevant today. Many people still feel stigmatized by their substance use disorder diagnosis or are afraid to seek help. As mental healthcare providers, we understand that addiction causes long-term changes to the brain that can’t always be undone with behavioral interventions alone. Substance use disorder is not a character defect or sign of weakness, it is a chronic condition. There are multiple pathways to recovery and relapse is sometimes part of the recovery road.

The Michigan Department of Health and Human Services recently debuted their new recovery slogan, “Change. At Your Own Pace” which focuses on the harmreduction model. This is the first step in overcoming decades of harmful abstinence -only messaging. Public Safety Updates he Tribal Police Department has made significant T improvements of replacing outdated life support equipment in collaboration with GTB Fire Dept who provided new AED CR2

Lifepak Defibrillators for Tribal PD Patrol and Conservation vehicles. The AED will be accessible to law enforcement if an emergency occurs for quick response until EMS arrives.

GTB Tribal Police carport installation completed in June.

The carport will provide electrical hookups for battery support and other required needs to have safe and operational patrol vehicles. The Tribal Police has waited a long time to be able to have a carport to protect vehicles during the winter months, so they are able to respond quickly to calls without having to take away time from response to remove snow and ice from their vehicles.

Officer “Kony” – Meet our new Tribal Police Department Officer “Kony”.

The Tribal Police Department received Bureau of Indian Affairs (BIA) one-time law enforcement funding through the submission of criminal statistics on law enforcement activity and drugs from previous years reports. The tribal police were able to utilize these specific funds for specific purpose of law enforcement activity to purchase a canine for tracking, patrol work and narcotics detection. The BIA funds covered the expenses for a drug and tracking dog and associated expenses. Officer Brandon Bicoll dedication and commitment to canine training program provided the opportunity to obtain a canine for the tribal police department to assist in tracking and narcotics detection to maintain a safer community.

K-9 Kony is a 1 ½ year-old female Belgian Shepherd, is certified in narcotics detection, tracking, article searches, and patrol work. She is assigned to Ofc. Brandon Bicoll and became a member of the GTB Police Department in April 2021.

K-9 Kony and Ofc. Brandon Bicoll completed over two hundred hours of specialized, intense training at Mid-Michigan Police K-9 in Eaton Rapids, MI. K-9 Kony’s favorite activities include swimming, chasing birds in the backyard, and training days. She dislikes waiting for Ofc. Bicoll to complete paperwork at the office. K-9 Kony looks forward to coming into work every day and waits by the door while Ofc. Bicoll puts on his uniform. She will happily serve the Tribal and surrounding communities for years to come.

Public Safety New Victim Services program - The Tribal Police Department has a new Victims of Crime Act (VOCA) Tribal Victim Services program to enhance victim services for victims of all crimes. The goal of the VOCA Tribal Victim Services Project is to enhance and assist the current Tribal Victims Assistance program. VOCA Victim Services Program will specialize in the area of after care for all victims of crime, as well, as secondary victims. This program will assist in providing a collaborative, multidisciplinary response to victims of any crime. Additionally, participation in the Michigan Tribal Victim Assistance Committee meetings throughout each year will allow for Tribal Advocates throughout the state to share training needs and discuss promising practices. Staff and volunteers will attend training specific to serving victims of crime and will implement an outreach program to promote community and victim awareness of services and supports available.

Conservation Department received a new F-150 Truck to replace an old patrol 2010 Truck due to wear and tear and severe rust, so they can patrol and respond to calls in the field. The truck is used to access off-road patrol and for daily patrol.

TIPS TO STAY COOL 1. Stay hydrated and drink plenty of water, even if you don’t feel thirsty.

2. Seek shade between 10am and 2pm, hottest part of day and minimize strenuous activity.

3. Go to air-conditioned locations if you must be out to stay cool (stores, cooling centers, etc.)

4. Wear loose fitting light-colored clothes to reduce overheating.

5. Act quickly if you see someone dehydrated or suffering from heat stroke! Call 911.

Extreme Heat Extreme heat is a period of high heat and humidity with temperatures above 90 degrees for at least two to three days. In extreme heat your body works extra hard to maintain a normal temperature, which can lead to death. In fact, extreme heat is responsible for the highest number of annual deaths among all weather-related hazards.

Remember: • Extreme heat can occur quickly and without warning.

• Older adults, children and sick or overweight individuals are at greater risk from extreme heat.

• Humidity increases the feeling of heat as measured by a heat index.

HEAT EXHAUSTION • Signs: Heavy sweating, paleness, muscle cramps, tiredness, weakness, dizziness, headache, fainting, nausea, vomiting • Actions: Go to an air-conditioned place and lie down.

Loosen or remove clothing. Take a cool bath. Take sips of cool sports drinks with salt and sugar. Call your healthcare provider if symptoms get worse or last more than an hour.

HEAT STROKE Signs: Extremely high body temperature (above 103 degrees) taken orally Red, hot and dry skin with no sweat Rapid, strong pulse Dizziness, confusion or unconsciousness • Actions: Call 9-1-1 or get the person to a hospital immediately. Cool down with whatever methods are available until medical help arrives.

Agriculture & Food Sovereignty he Peshawbestown Gitigaan (Farm) has provided fresh, T seasonal produce to the GTB community and food outlets since 2019. The gitigaan is producing a nice mix of annual crops

that is being shared with the GTB Food Pantry, Youth programs, and soon to be sold to restaurants at Turtle Creek Casino.

Utilizing produce grown on tribal lands is a step in the direction of the long-term GTB goal of establishing food sovereignty.

What is Food Sovereignty?

With over 1,000 acres of agricultural lands spread over the 6-county service area, GTB has the land and resources to establish food sovereignty in the future. Establishing food sovereignty is a goal GTB has set that would include providing all the food for tribal members, tribal food outlets, and all tribal programming. This is an ambitious goal that will take the support and engagement of the entire GTB community to be successful.

Supporting the community through community-scaled food production aligns with GTB sustainable land management goals such as preserving water quality, providing diverse habitat, and limiting application of harmful fertilizers and pesticides.

August Programming

As the seasons harvest roll in, the GTB Agriculture & Food Sovereignty Department will be hosting outdoor programming at the Peshawbestown Gitigaan. Making fresh salsa in the garden, you-pick harvest dates, and other events for tribal members are slated for August. If you are interested in attending any programming at the gitigaan (farm) please email william. derouin@gtbindians.com, call or text 231-463-0398. It is our goal to get more GTB members out on the farm, demonstrate growing techniques and answering questions related to home gardens.

As we move into the harvest season, we want to be sure that tribal members that are in need of fresh produce, are welcomed to take part in our gitigaan programming which includes offerings of fresh produce. Volunteers are always welcome and participating in farm activities helps move the larger goal of GTB food sovereignty forward.

1st Food Pantry Delivery On July 19th the Agriculture & Food Sovereignty Department made its 1st delivery of fresh produce to the GTB Food Pantry in Peshabestown. 100 pounds of zucchini, basil, parsley, beets and turnips were brought to the Medicine Lodge for distribution to GTB members in need. Supporting and encouraging GTB members to eat organically grown, fresh produce grown on tribal lands helps support community health and resiliency. It is our goal to begin incorporating more GTB grown produce into Youth and Elders programming as well. The risk of going unvaccinated impacts not only those who choose not to be vaccinated, but to those around them. Lower vaccination rates puts children under 12, who don’t yet have a COVID-19 vaccine authorized for their age group, at risk, as well as the small percentage of those individuals who cannot be vaccinated, or those with certain immune disorders. The more people are vaccinated, the more we can protect the GTB community.

All COVID-19 vaccines currently authorized for emergency use have been proven to be highly effective at preventing severe disease and against known variants, including the highly infectious variant known as Delta.

A reminder that we are currently vaccinating all Tribal Members age 12 and over and members of their households. We are also vaccinating all GTB employees including government, gaming, resort, and other entities, and their households age 12 and over. If you have been vaccinated elsewhere, we would appreciate it if you could please call the vaccination line at 231534-7475 and voluntarily report this information. This will help us to keep our statistics updated.

The GTB Health Department and the GTB Behavioral Health Department are continuing to conduct the Post-COVID-19 survey.

This survey is for GTB Tribal Members, 18 years of age and older, living in the 6-county service area who tested positive. The survey seeks to understand how COVID-19 impacted the lives of those who tested positive. Participation is voluntary, confidential, and a participation incentive of $250 is available based on available funding.

We would like to introduce Emily Schmitt, DNP, FNP-C. Emily joins the medical staff as a board- certified Family Nurse Practitioner and started July 1, 2021. Below are a few statements from Emily.

As a Family Nurse Practitioner, I can take care of patients across the lifespan, from newborns to elders. I am trained to provide preventative care and both chronic and acute illness management. I also understand that some patients with complex illnesses need to see a physician or a specialist and I am happy to help facilitate a referral. I am originally from Marquette, MI and am thrilled to be back in my home state. Prior to moving back to Michigan, I was working at a Tribal Health Clinic in the Anchorage, Alaska area. I completed my nurse practitioner training at Montana State University and attended nursing school at the University of Michigan. I am thankful to be here and so happy to be a part of the team”.

The virtual format for the annual Health Fair event is being undertaken as a precautionary measure with a focus on maximum protection for the GTB community, at a time where the Delta variant strain is proving to be more transmissible and expected to become more prevalent. While COVID-19 vaccine provides effective protection preventing hospitalizations and deaths against the Delta variant, until we understand better how the Delta variant spreads, the GTB Health Department will continue to operate with a focus on maximum protection for the GTB community.

FDA warns of Increased Risk of Guillain-Barré syndrome following Janssen (Johnson & Johnson) COVID-19 vaccination; Revises Fact Sheets.

August / 2021 Mnoomin Giizis (Rice Moon) On July 13, 2021, the FDA announced revisions to the vaccine recipient and vaccination provider fact sheets for the Johnson & Johnson (Janssen) COVID-19 Vaccine to include information pertaining to an observed increased risk of Guillain-Barré syndrome following vaccination.

Guillain-Barré syndrome is a rare disorder where the body’s immune system damages nerve cells, causing muscle weakness and sometimes paralysis. While its cause is not fully understood, the syndrome often follows infection with a virus or bacteria.

Each year in the United States, an estimated 3,000 to 6,000 people develop Guillain-Barré syndrome. Most people fully recover from Guillain-Barré syndrome, but some have permanent nerve damage.

Notes From Health Administrator/ Lets Heal The CDC’s Advisory Committee on Immunization Practices COVID-19 Vaccine Safety Technical Work Group has reviewed postauthorization vaccine safety data weekly or biweekly since the start of the U.S. COVID-19 vaccination program in December 2020.

During the Vaccine Safety Technical Work Group meeting on June 28, 2021, members reviewed data on reports of Guillain-Barré syndrome among persons who received COVID-19 vaccination.

The data are from several sources, including passive surveillance in the Vaccine Adverse Event Reporting System (VAERS) and active surveillance in the Vaccine Safety Datalink and the Department of Veteran Affairs.

300 New Trees Grow in Lake Superior State University More Than 300 New Trees Grow in Lake Superior State University, Thanks to Superior Watershed Partnership and Land Conservancy Sault Ste. Marie, MI — he environmentally friendly campus of Lake Superior State University looks even greener thanks to a recent donation of more than 300 trees by the Superior Watershed Partnership and Land Conservancy (SWP).

A crew of four young adults from SWP’s Great Lakes Climate Corps (GLCC) spent a week planting 339 carefully chosen and strategically placed saplings across campus: 200 white spruce, 85 maple, 32 chokecherry, 12 white oak, and 10 eastern white pine spanning the central heating plant, the Fletcher Center, the row houses, and the Center for Applied Science & Engineering Technology.

“In the planning stages of this project, we coordinated with the university to prioritize native species that provide both community and ecological benefits,” said GLCC Program Manager Tyler Penrod. “For example, the oaks and pines at the Fletcher Center will one day offer excellent hammocking as well as filter and absorb runoff before it enters the Great Lakes.

And the chokecherries will produce a tasty snack not only for students but also for wildlife.”

The trees should grow for decades, continued Penrod, “many with lifespans that can exceed a century. They will provide habitat and food for wildlife while serving the community with improved water quality, shade, and opportunities for outdoor recreation.”

This effort was part of an initiative announced last May by the nonprofit and Marquettebased SWP to provide 100,000 trees free of charge for planting throughout the Upper Peninsula via funding from the Great Lakes Restoration Initiative.

The public has planted some; GLCC has planted others. The many positive gains from trees— others include reducing soil erosion and removing carbon dioxide—“epitomize SWP’s mission to protect and improve the natural resources of the Upper Peninsula of Michigan on a watershed basis by promoting responsible individual and community actions that ensure

a sustainable environment, encourage a sustainable economy, and help improve quality of life,” Penrod said.

“SWP’s mission echoes LSSU’s regarding enhancing the quality of life of the Great Lakes region, so when they reached out to us about this possible synergy, we were grateful and excited,” said LSSU President Dr. Rodney S. Hanley. “Plus, LSSU’s core values include environmental stewardship and one of the pillars of our strategic plan is sustainability. These new trees are a wonderful, mindful thing.”

SWP, which formed in 1999, and its GLCC intend on collaborating with LSSU again on donating and planting hundreds more trees at the cutting-edge $14 million Richard and Theresa Barch Center for Freshwater Research and Education facility, scheduled to open toward the end of 2021.

The group discussed the historical groundwork that lead them to the Regional Conservation Partnership Programs (RCPP) which was created by the 2014 Farm Bill that Senator Debbie Stabenow “...authored legislation making one of the largest investments ever to protect our lakes, rivers, and farmland, and create new habitats for hunting and fishing. Funded 8 projects including Tribal Stream and Michigan Fruitbelt Collaborative.”

With the funding of an astonishing $7.9 million from the Natural Resources Conservation Service will: - Restore and protect fisheries - Address Lake Michigan water quality - P r o t e c t important farmland and enhance wildlife habitats in northwest Michigan.

The Grand Traverse Band is acknowledged as the Lead Partner with 21 other partners for the Tribal Stream and Michigan Fruitbelt Collaborative.

The other 21 partners consist of Federal Agencies, State Agencies, Local Units of Government (townships and road commissions), Soil and Water Conservation Districts, Non-Profit Organizations (Land Conservation Resource Alliance (CRA)) and Trusts to Protect Natural Resources.

As of March 2021, the Grand Traverse Band of Ottawa & Chippewa Indians Natural Resources Department paved the way to schedule, completed, or exceeded “deliverables” such as: - 3,292 acres protected of specialty crop farmland.

- Removed 50 aquatic organism passage barriers, of the 40 initial deliverable.

-Opened 290 miles of stream in 8 watersheds to allow fish passage to restore subsistence fishing for over 1,00 tribally licensed fishers. (exceeding the 135 miles deliverable) -Eliminated annual loadings: 531.5 tons of sediment, 2,375.56 lbs. of Phosphorus, and 6,447.21 lbs. of Nitrogen.

Additionally, the Tribal Stream and Michigan Fruitbelt Collaborative “encourage producers to adopt enhanced on-farm water retention techniques.”

With the primary goals to protect the productive farms and forests and restore lost habitat quality in the intertwined high-quality streams that support tribal fisheries in the project area.

United States Department of Agriculture- Natural Resources Conservation Service of Michigan notes, achieving long term restoration and protection of a multi-tribal fishery, partners (such as, the Grand Traverse Band of Ottawa & Chippewa Indians Natural Resources Department) will address aquatic organism passage, aquatic habitat and water quality resource concerns at 66 stream crossings and dams throughout northwest Lower Michigan. To ensure conservation investments are long lasting and not undermined by drastic changes in watershed hydrology, land conservancies will preserve nearly 3,000 acres of unique, specialty-crop agricultural land with permanent conservation easements in one of the fastest developing areas in the project area and Great Lakes. This additional land protection and stream work will help protect a major portion of the network of globally rare, cold and cool water, groundwater input, sandy substrate habitats connected by large forested corridors that deliver the highest quality water inputs and comprise the backbone of resiliency for the Great Lakes. Protection of water quality and re-connection of aquatic habitat in this region is vital as these natural resources underpin two major and interdependent portions of Michigan’s economy - agriculture and tourism.

Traverse City Team Hope Walk Huntington’s disease is a fatal genetic disorder that causes the progressive breakdown of nerve cells in the brain. It deteriorates a person’s physical and mental abilities usually during their prime working years and has no cure. Every child of a parent with HD has a 50/50 chance of inheriting the faulty gene that causes Huntington’s disease. Today, there are approximately 41,000 symptomatic Americans and 200,000 at-risk of inheriting the disease. In less than 10% of cases, juvenile Huntington’s disease (JHD) affects children & adolescents. JHD usually has a more rapid progression rate than adult onset HD; the earlier the onset, the faster JHD progresses. HD is described as having ALS, Parkinson’s and Alzheimer’s diseases – simultaneously. HD is characterized by a triad of symptoms, including progressive motor dysfunction, behavioral disturbance and cognitive decline.

Indigenous Knowledge Keepers Indigenous Knowledge Keepers and western scientists gather virtually to discuss the many intersections between these two knowledge systems. he Nuclear Waste Management Organization’s (NWMO) 4th T Indigenous Knowledge and Western Science Workshop took place virtually on June 9 to 10, 2021, with more than 50 people

in attendance. Participants included Indigenous Knowledge Keepers, Elders, youth, scientists, and industry professionals.

The event was an opportunity to explore the intersections between Indigenous Knowledge and western science with respect to water, and how these two knowledge systems could be interwoven effectively and meaningfully into the NWMO’s work.

Elders Fred Kelly, Diane Longboat, Billie Schibler and Youth Brandon Petahtegoose, members of the Council of Elders and Youth (an independent advisory body to the NWMO), opened and ended each day of the workshop with traditional Indigenous invocation, ceremonial song and drumming, and spoke to and acknowledged the special role water plays in all our lives. For Indigenous peoples, it is essential to start all meetings or gatherings by acknowledging the lands we are on as a way of honoring their relationship to Mother Earth. The drum represents the universal heartbeat of Mother Earth and the openings give thanks to a new day.

When Elder Billie first joined the Council of Elders (the Youth Council was not fully established at that time), they discussed with the NWMO about being guided by Creator and about working from your spirit. She shares that, from an Indigenous perspective and teachings their Ancestors and Creator guide us and at times speak through us using our spirit as a conduit for important messages or guidance.

“When you are dancing that powerful dance to honour life, you make a sacrifice, and it brings you closer to Creator in your spiritual journey. You are dancing in the heat of the sun often around the Summer Solstice and it is a very humbling time. You dance from sunrise to sunset for four days without food or water, sleeping under the stars. You will not miss the food so much, but you really, really miss the water. You certainly recognize the sacredness of water, especially when you can’t have it for four days. That is one of the biggest lessons for me about respecting water and the gifts that it holds for all of creation.”

Workshop discussions explored how Indigenous Knowledge perspectives about the importance of water are like western science perspectives. Water is critical to every one of our cells, and to allowing the function of other chemical constituents of these cells (e.g., DNA, RNA, proteins, membrane lipids). To find life, you must follow the water.

“Water is a requirement for life on Earth, including microbial life in the subsurface and at depths relevant for a deep geological repository,” said Josh D. Neufeld, Microbiologist, Professor and University Research Chair in the Department of Biology at the University of Waterloo.

Elder and Knowledge Keeper, Michael Thrasher, who was awarded an Honorary Degree at Trent University in 2015 for his contributions in creating a climate of respect for Indigenous and Traditional knowledge in Canada and internationally, said, “Let us look at what both knowledge systems have in common.

Natural law dictates that all life forms on the planet must first follow the twin drives of survival and reproduction. Once we find what we have in common, the differences we have don’t seem as great anymore.”

While Indigenous Knowledge is sophisticated and distinct from western science, these examples remind us that the two do have intersection points. Both knowledge systems make careful observations of the natural world and then interpret these observations to seek a deeper understanding. As well, both systems rely heavily on the wisdom of those who have gone before.

Community Leaders Form New Coalition to Unify Communities with PFAS Contamination LANSING eaders from communities impacted by Per- and polyfluoroalkyl substances (PFAS) today held a virtual press conference to announce the launch of the Great Lakes PFAS Action Network, a new coalition led by impacted community members to create a unified voice for action on PFAS contamination. According to the state of Michigan, there are more than 11,000 potential PFAS sites in the state. PFAS chemicals have been detected in the drinking water of nearly 2 million Michiganders, and in every one of the Great Lakes.

“PFAS contamination impacts people and communities across the entire Great Lakes region. It’s a growing crisis that requires urgent action, driven by those who know it best -- the people who live with it and experience its consequences every day.” said Tony Spaniola, co-chair of Great Lakes PFAS Action Network, Oscoda homeowner and PFAS expert. “Our mission is to harness the collective resources, perspectives and expertise in PFAS-impacted communities and to bring once-marginalized people in those communities to the forefront of action on PFAS.” The Great Lakes PFAS Action Network is a coalition centered and driven by people impacted by toxic pollution.

During the virtual press conference, community leaders laid out best practices for government and polluters responsible for contamination in engaging with communities. The best practices can be found at https://www.glpan.org/best-practices.

“I have seen first hand how contamination with these toxic chemicals have affected my community. The Great Lake PFAS Action network will be a great opportunity for communities to stand together,” said Sandy Wynn-Stelt, co-chair of Great Lakes PFAS Action Network, resident of Belmont whose water was contaminated by PFAS from Wolverine World Wide. “By coming together, we can show government agencies and decisionmakers the importance of accountability, shared understanding

and mutual respect in addressing this crisis.”

“I’m relieved and proud to stand by these other community leaders as we come together to ensure our federal and state leaders act now to clean up PFAS contamination in our water, land, air and wildlife and aid and care for the health of impacted victims of PFAS exposure - here in Michigan and the Great Lakes region,” said Cathy Wusterbarth, co-leader of Need Our Water (NOW), Oscoda.

Over the coming months, the Great Lakes PFAS Action Network will continue growing the organization by recruiting additional community partners. It will also unveil a PFAS Action Agenda, which will include policy recommendations developed and led by impacted communities for addressing PFAS contamination in the Legislature.

“I have been working on improving air quality in my community for many years, working to hold corporate polluters like AK Steel accountable for the pollution they emit into our air in Dearborn,” said Salah Ali, community leader from Dearborn.

“As PFAS has impacted my community in Dearborn, we must find solutions to protect the health of our community and our water.

I’m joining the PFAS Action Network to bring my perspective and work together to clean up this toxic contamination.”

“My community in Ann Arbor has grappled with PFAS contamination stemming from the Huron River for years,” said Robb Kerr, community leader from Ann Arbor. “It is critical as we address this crisis that impacted communities have a seat at the table. Working together we are committed to working with local, state and federal leaders to ensure PFAS contamination is addressed with the urgency it deserves.”

Red Road to D.C.

Red Road to D.C. Native Nations Set Out to Protect Sacred Lands Tuesday, July 27th, 2021 he Red Road to D.C. Totem Pole journey made it’s way to T Mackinaw City. Native activists departed on a cross-country journey stressing the importance of preserving sacred sites.

A 25ft totem pole carved by House of Tears Carvers from the Lummi Nation has been transported to a number of sacred sites, before ultimately ending in Washington, DC at the end of July.

The second to last stop took place at the base of the Mackinac Bridge, where many people gathered to show support and solidarity for the movement.

Stopping at the base of the Mackinac Bridge was significant as it highlighted the ever increasing concerns surrounding Line-5. The dual pipelines pose immense threat to the Great Lakes, an oil spill would cause catastrophic damage. Concerns with Line-5 are no longer if Line-5 will fail, but rather, when Line-5 will fail. On July 21st, The Michigan Department of Environment, Great Lakes and Energy (EGLE) ordered Enbridge Inc. to remove a 15,000lb anchor from the bottom of Lake Michigan that was near the pipeline. The anchor detached from a maintenance contractor vessel and was finally retrieved on Sunday, July 25th.

Tribal leaders spoke on the importance of preserving the Great Lakes, not only for treaty rights, but also for the historical significance that the Straits of Mackinac provide.

These sacred lands are threatened every day that Line-5 continues to operate. It is not only the Straits of Mackinac that are threatened though, there are many sacred sites in Indian Country that are continually being threatened and at risk of being destroyed.

We are hoping to exhibit Native American crafts, for sale or demonstration, and Native American harvesting techniques. We’d also love it it someone would like to plant a Three Sisters Garden near the Council Tree., or demonstrate native dances or music. We will pay $50 per exhibitor to help defray travel costs. We will be displaying work of other crafters and food traditions also.

Annual August PowWow Canceled The Grand Traverse Band of Ottawa and Chippewa Indians Annual Peshawbestown Powwow, August 21-22, 2021 has been canceled for this year. We will be hosting our Annual Family Language Camp virtually, along with a virtual powwow on August 19-22, 2021. The COVID-19 virus first attacked our Indigenous elders, it has now turned its focus towards our children ages 0-11. There are no vaccines available to protect this stage of life from the COVID-19 virus. Our children remain vulnerable and it is our responsibility to protect our next generation. Our children’s health and safety is our priority, we make this decision respectfully for them. Miigwech Entrepeneurship is an adventure.

On June 17, 2021, Mallinckrodt plc and its affiliates (the “Debtors”) filed their Plan of Reorganization (the “Plan”) in the United States Bankruptcy Court for the District of Delaware and their related Disclosure Statement. You may have the right to vote on the Plan of Reorganization.

WHAT DOES THE PLAN PROVIDE? Mallinckrodt’s Plan channels claims based on harm or injury related to the Debtors’ manufacturing of opioids and related activities to one or more opioid trusts.

These opioid trusts will be established for the purpose of distributing money to individuals and corporate entities holding Opioid Claims and for abatement of the opioid crisis. If the Plan is approved by the Bankruptcy Court and you have an Opioid Claim, you will be entitled to assert your claim directly against the applicable opioid trust at a later time. There is nothing you need to do right now to assert your Opioid Claim. Information regarding how to assert your Opioid Claim against an opioid trust will be made available at a later date. The Plan, if approved, will forever prohibit any opioid claimants from asserting any Opioid Claim or seeking any money on account of any Opioid Claim against the Debtors, their officers and directors, or certain other parties specified in the Plan as the “Protected Parties.”
