The Girl Scout Cookie Program is designed to help girls develop a strong sense of self, a positive outlook, ethical values and a way to make the world a better place. This guide is meant to assist Girl Scout families help navigate the 2022 Girl Scout Cookie Program successfully. Guardians: Please review this information to find tips and suggestions to help your girl set up her cookie business in whatever way works best for your family.

2022 Cookie Program Dates Any date changes to the program (due to COVID-19 or other reasons) will be communicated through your Troop Cookie Manager or e-mails directly to our membership.

AROUND DECEMBER 13 Registration e-mails launched for Smart Cookies access. Girls can begin getting their online sales ready by creating their account, entering customer information and setting goals.

DECEMBER 21 Cookie program begins. Girls can begin taking orders both online and on the paper order cards.

JANUARY 12-15 Pick up your initial supply of cookies. Ask your Troop Cookie Manager for date, time and location.

MARCH 6 Cookie program ends. Last day for online sales through Smart Cookies.

Remaining money for all cookies received is due to the troop.

DECISION MAKING Girls decide where and when to sell cookies, how to market their sale and what to do with their earnings. This matters because girls must make many decisions, big and small, in their lives. Learning this skill helps them to make good ones.

MONEY MANAGEMENT Girls develop a budget, take cookie orders and handle customers’ money. This matters because girls need to know how to handle money - from their lunch money to their allowance to their future paycheck.

PEOPLE SKILLS Girls learn how to talk (and listen) to their customers, as well as how to work as a team with other girls. This matters because it helps them to do better with group projects, sports teams, on the playground and later at work.

BUSINESS ETHICS Girls act honestly and responsibly during every step of the cookie program. This matters because employers want to hire ethical employees – and the world needs ethical leaders.

COOKIE GOAL SETTER Daisies work as a team to decide how to use their money, set a goal and track their goal. They also learn how to share their goal with customers, both in person and online.

MY COOKIE CUSTOMERS Brownies find out what’s new this cookie season as they brainstorm ways to use their cookie money and set a goal. Then they decide how to reach new customers and keep them coming back, using great customer service and an inspiring business pitch.

COOKIE DECISION MAKER Brownies practice their decisionmaking skills as they learn all about the available selling tools and pick the right ones for them.

They work together to decide how to use their money—including setting a giving goal. Then they choose how to share their cookie spirit and goals with customers.

MY COOKIE TEAM Juniors discover that the secret to success is teamwork as they work together to decide how to use their cookie money, build their own budget, set a team goal, share team responsibilities and promote their plan to customers.

COOKIE COLLABORATOR Juniors take teamwork to the next level as they look within and beyond their troop for support in reaching their goals. They collaborate with their customers as they find ways to better understand their customers’ needs.

MY COOKIE VENTURE Cadettes make connections between their cookie business and other types of businesses as they create their own mission statement. They think about ways to reach customers, share their mission and document their goals in a business plan.

COOKIE MARKET RESEARCHER Cadettes use market research to find new ways to reach customers.

Girls research the Girl Scout Cookie brand and find out how to leverage the power of that brand to market their business. They use their new market research skills and brand knowledge to develop a marketing plan and put that plan into action.

COOKIE INNOVATOR Cadettes become business innovators as they learn to innovate in two ways. First, they come up with bigger and bolder goals than ever before. They find unique ways to reach their goals, connect with customers and share their dreams—all while staying true to their values.

MY COOKIE NETWORK Seniors think about how to leverage their network, including their team customers and people who support their cookie business. They learn about other socially-conscious companies as they think about how to leverage and tailor their cookie business messages to different audiences.

COOKIE BOSS Seniors gain new skills as they take charge of their business, managing all business logistics. They set goals, create a budget, manage inventory and create pitches to market their business—all while working as a team.

MY COOKIE BUSINESS RESUME Ambassadors gain new marketing skills as they learn to leverage data, experts and past experiences to drive their plan.

Then, they translate their skills into a resume and portfolio that they can use to prepare for the future.

COOKIE INFLUENCER Ambassadors are in charge of their own skill development by choosing a business skill they’d like to grow as they lead their last cookie business.

They learn what it means to be an influencer and how to use that skill to spread the word about the power of Girl Scout Cookies. Then, they decide how to leave behind a legacy as they share their knowledge and connections with younger cookie entrepreneurs.

Ways To Participate What is great about the annual Girl Scout Cookie Program is that, as a family, you can customize your Girl Scout’s experience. You can participate with the troop in all the ways below or pick what is right for you and your Girl Scout.

DIRECT SALES Girls have cookies in hand and ask customers to make a purchase. This is the preferred method of selling since customers tend to impulse buy. This also saves time by alleviating multiple trips to and from a customer’s home. Direct sales can include door-to-door walkabouts and workplace sales.

ORDER TAKING WITH AN ORDER CARD Girls can use their order cards to visit friends, family and local neighborhoods, with adult supervision and approval, and take preorders for cookies. Girls should not collect money for any order prior to delivery (unless they order online through Smart Cookies). Girls then give their completed order cards to their Troop Cookie Manager by their designated deadline.

ONLINE THROUGH SMART COOKIES Through an e-mail invitation or a social media post, customers can order cookies online, pay for cookies online and, if elected, have cookies shipped directly to them (customer pays shipping cost).

COOKIE BOOTHS Cookie booths are an activity where girls set up a booth in high-traffic areas such as grocery stores, malls or sporting events to market their cookies to customers. This is also a direct sales method.

COOKIE PROGRAM RESPONSIBILITY Parents/guardians are financially responsible for all the cookies signed out from their Girl Scout’s troop. Some troops allow cookies to be returned or exchanged, while others do not. Check with your Troop Cookie Manager to find your troop’s return and exchange policy before accepting cookies. If your troop does allow cookies to be returned or exchanged, you must adhere to the troop return and exchange deadlines or you will be responsible for full payment.

ALWAYS GET A RECEIPT Cookies and money change hands frequently throughout the cookie program. Any time cookies or money changes hands, a receipt should always be issued. If you do not receive one from your Troop 4 Cookie Manager, ask for one.

GIRLS AND ADULTS ARE EXPECTED TO ACT RESPECTFULLY AND ABIDE

BY THE GIRL SCOUT PROMISE AND LAW AT ALL TIMES. They should be honest and fair, friendly and helpful, respectful to others and a sister to every Girl Scout. Assume good intent. Mistakes and misunderstandings happen to everyone. Remember, this is a learning activity for girls!

KNOW THE FACTS Occasionally during the cookie season when Girl Scouts are most visible, false information will surface. Here are a few talking points should you and your Girl Scout get asked: • Neither our council nor Girl Scouts of the USA has a collaboration or relationship with Planned Parenthood, nor do we provide any financial support to this organization. We believe that health and sexuality are private matters for girls and their families.

• All revenue earned through our Girl Scout Cookie Program – except for paying the baker – remains in our area where the cookies are sold and directly or indirectly benefits Girl Scouts in our local communities. Proceeds from these sales stay in the local market and are used to support our membership, including girl programs, volunteer training, facilities care – including three camp properties and the financial assistance that keeps Girl Scouting available and affordable for all.

• Girl Scouts and Boy Scouts are two completely different organizations. Girl Scouts serves girls in an all-girl, girl-led and supportive environment. Only Girl Scouts sell Girl Scout Cookies.

Follow the Rules!

If girls and/or troops are not selling in accordance with established rules and guidelines, girls and/or troops can be penalized by having one or more of the following consequences applied*: • Removal of the highest reward level earned

Examples of rule violations include: • Taking orders or selling before December 21, 2021 • Selling cookies for the incorrect price • Selling cookies outside of authorized areas • Selling cookies beyond their “Use Before” date • Conducting a troop-secured booth without permission of the property owner or business manager

• No future booth or direct sales • Reduction in troop proceeds • Reduction in packages sold for girl and/or troop

• Conducting a council or service unit-secured booth without the booth being secured in Smart Cookies

• Forfeiture of girl and/or troop proceeds/rewards

• Girls delivering or selling cookies alone

*Decisions on consequences to apply are decided by GSCP2P’s Product Program Director or GSCP2P’S leadership team. The severity of the consequence imposed will be based on the rules and regulations broken, impact to others, safety and if one or multiple rules were broken.

• Booth sales with the incorrect girl/adult ratio

Earn Scholarships $25,000 in scholarships will be awarded as part of our program. Each girl who sells 500 or more packages will have her name entered in a drawing to win a scholarship. For every additional 500 packages sold, her name will be entered in the drawing again. If a girl or her troop has a balance due to the council beyond May 1, they will not be allowed entry into our scholarship drawings, be eligible for a top three seller scholarship or be recognized as a top seller. *The top three sellers are eligible for only one entry in the program-level drawing. Girls whose grades are not accurately reflected in their My GS account when scholarship entry forms are printed will be disqualified from receiving scholarships. It is the parent/guardian’s responsibility to ensure the Girl Scout grade is accurately reflected in her My GS account. **In the event of a tie for 1st, 2nd or 3rd place, the girls will split the scholarship funds. For example – if two girls tie for 2nd highest seller, each girl will receive a $1,500 scholarship and the 3rd highest scholarship will not be awarded. If two girls tie for 3rd highest seller, each girl will receive a $500 scholarship.

Safety Tips BE SURE YOUR GIRL SCOUT UNDERSTANDS AND FOLLOWS THESE SAFETY RULES: Show you’re a Girl Scout. Wear the Girl Scout membership pin, vest, sash or other Girl Scout clothing to identify yourself as a Girl Scout.

Buddy up. Always use the buddy system. It’s not just safe, it’s fun.

Partner with adults. Adults must accompany Girl Scout Daisies, Brownies and Juniors when they’re taking orders, selling cookies or delivering cookies. Girls in grades 6–12 must be supervised by an adult when selling door-to-door and must never sell alone. Adults must be present at all times during cookie booth sales.

• Inappropriate behavior at a cookie booth • Failure to pay for cookies and submit funds as stated by GSCP2P and/or your Troop Cookie Manager

We will draw for the following scholarships*. Names will be announced at our G.E.O. event on June 11, 2022.

• TWO $500 scholarships for Daisies • THREE $500 scholarships for Brownies • FOUR $500 scholarships for Juniors • FIVE $1,000 scholarships for Cadettes • FIVE $2,000 scholarships for Seniors/Ambassadors The council will also award three scholarships: • TOP SELLER $2,500 scholarship** • 2ND HIGHEST SELLER $2,000 scholarship** • 3RD HIGHEST SELLER $1,000 scholarship**

Do not enter any homes or vehicles.

Never enter someone’s home or vehicle when you’re selling or making deliveries. Avoid going into alleys or selling to people in vehicles, except at designated drive-thru cookie booths.

Be safe on the road. Always follow safe pedestrian practices, especially when crossing at intersections or walking along roadways. Be aware of traffic when unloading products and passengers from vehicles.

Sell in the daytime. Sell only during daylight hours, unless accompanied by an adult.

Be safe online. Girls must have their parent/guardians’ permission to participate in all online activities and must read and agree to the GSUSA Internet Safety Pledge before conducting any online activities. Additionally, to participate online using Smart Cookies, girls must read and abide by the Girl Scout Digital Cookie Pledge, and parents/guardians must read and abide by the Digital Cookie Terms and Conditions for 5 Parents/Guardians.

Protect privacy. Girls’ names, home addresses and e-mail addresses should never be given to customers. Protect customers’ privacy by not sharing their information except when necessary.

Support Our U.S. Military And Local Food Banks By Promoting Operation Sweet Treat (OST) Share a little bit of home with our U.S. military locally and around the world and support our local food banks with Operation Sweet Treat (OST). You can support this service project by taking your Girl Scout to a business, church or local civic organization to ask for a donation in support of OST and encouraging her to ask each customer if they would like to purchase an extra package as a donation. Girls using the order card should record the sale in the column labeled Donate Cookie Packages. OST packages can also be purchased online through Smart Cookies as a “donation.” Most customers are likely to support the project if asked. Donations for OST may be tax-deductible, but consumers should check with their tax professional.

Girls, parents, volunteers and customers are also encouraged to write letters of encouragement to a military member. Messages can be written cards, paper, posters…be creative and spread some joy. Drawings and any positive messages are accepted. Ask your troop leader for deadlines and see our council website for templates.

Can I or my troop distribute its own supply of cookies to the military or another organization?

GSCP2P only supports and recognizes donations to military organizations/units and local food banks distributed through the council’s Operation Sweet Treat Program, in which sales/donations are recorded in Smart Cookies. Other donations made by troops or service units to any organizations cannot be promoted and will not be counted toward girl rewards.

Camp Go-Getter!

If your Girl Scout participates in either the P2P Fall Product or P2P Girl Scout Cookie Program during the 2021-22 membership year, she will qualify for a reduced camp fee on P2P’s summer 2022 camp programs. Girls save $75 off a week-long resident camp session and $25 off a day or minicamp session. Camp Go-Getter is a way to thank and recognize girls who participate in our product programs.

Participation for Camp Go-Getter is defined as selling at least 10 items in the Fall Product Program or 48 packages during the Girl Scout Cookie Program in the year that you wish to apply the discount. This reward is non-transferrable.

Earn Your 2022-23 Membership Dues All girls (regardless of troop proceeds plan selected) who sell at least 625 packages of cookies can earn their 2022-23 membership dues.

Graduating seniors can elect to have $25 credited toward her annual adult or lifetime membership dues and should contact the council with selected option by May 1, 2022. Girls who earn this reward are not eligible to earn the individual spring renewal incentives. This reward is non-transferrable.

What Is Cookie Dough?

Cookie Dough is a credit that can be earned by girls from selling cookies.

The credit can be used to pay for council programs, summer camp fees, Destinations event fees, council-sponsored Pathway trips, purchases at council shops and camp trading posts. Girls who earn at least $100 in Cookie Dough can redeem it for Girl Scout program-related troop trips.

Girls selected for a GSUSA Destinations program can redeem their Cookie Dough at two times the face value and, if banked, use it over a consecutive two-year period. Contact your troop leader for more details and information on banking Cookie Dough or call the Director of Product Program at 6 800.672.2148.

Camp Thanks-A-Lot and G.E.O Event Registration Information All event registration information will be sent via e-mail to each Girl Scout who earns the reward (using the e-mail address provide in her My GS account). Our target dates to send the registration information for Camp Thanks-A-Lot is April 14 and the G.E.O. event is April 21. Parents/girls should ensure we have their correct e-mail address on file at all times by checking their My GS account periodically throughout the membership year. For e-mail changes, contact info@girlscoutsp2p.org.

E-mails cannot be sent to girls/families who “unsubscribe” from council mailings or do not provide their e-mail address. If unsubscribed, girls should contact info@girlscoutsp2p.org with a request to “re-subscribe” prior to the end of the cookie program. Girl Scouts Carolinas Peaks to Piedmont is not responsible for girls missing the event due to registration e-mails blocked as spam, e-mails sent to invalid e-mail addresses or girls who do not provide an e-mail address.

Girls Reach More Customers When They WalkAbout Their Neighborhood Reach out to more of your neighbors during Walk-About Week and help your Girl Scout increase her sales. Each year, we hear community members saying, “If a girl had just knocked on my door, I would have bought cookies!” Girls are encouraged to take a parent or a responsible adult on a walk around the neighborhood from January 15-23 to share some quality time while working on their goals and marketing skills. In addition to walking about their neighborhood, girls can also hold an “open house” and invite friends and family to their home or private function. Girls should wear their uniform or be identifiable as a Girl Scout.

Girls can earn the Walk-About patch by selling 30 packages during Walk-About Week. Walmart gift cards, to be used toward an ice cream party for your troop, will be awarded to three troops. To win a gift card for your troop, girls should decorate a wagon or anything that can carry cookies. Then, take a picture and e-mail it to info@girlscoutsp2p.org by January 26. The girls with the most eye-appealing and creative “vehicle” will win the gift cards for their troop. Photos will be used to promote the Girl Scout Cookie Program. Please send only one photo per girl.

Let customers know how to contact you for repeat purchases!

Ask your troop volunteer for a packet of Post-it notes to let customers know they missed the opportunity to purchase cookies from you or complete your information on one of the cookie box labels and stick it to a package of cookies.

Troop Proceeds and Girl Rewards All Girl Scout troops earn proceeds for participating in the Girl Scout Cookie Program. Proceed amounts can vary depending on whether or not the girls in a troop elect to receive all offered individual girl rewards or if the troop prefers higher proceeds in lieu of most girl rewards (and has a minimum 105 package per girl average selling).

ALL girls (regardless of troop proceeds plan selected) who sell at least 24 packages receive a themed patch. Other rewards that can be earned by all girls (regardless of the troop proceeds plan selected) are the achievement bars, all patches and pins, OST rewards, Camp Thanks-Alot or a beach towel, Girl Scout membership dues, GEO event invitation and pin, top seller awards and entries in all drawings. All girls who sell 500 packages are also eligible to win a scholarship.

All troops earn at least $.75 per package. Troops that have a PGA selling of at least 105 packages, can opt out of receiving most individual girl rewards and receive an extra $.05 per package sold. Troops that meet certain criteria also receive additional proceeds.

Most rewards* are cumulative, which means girls will earn the reward for the highest level achieved and each reward at the lower levels of achievement, with the exception of the achievement bar, which is earned for the highest level of sales. Girls whose troop chooses higher proceeds forfeit most girl rewards other than those specifically listed in the second paragraph above for ALL girls and noted on the rewards flyer. Rewards are non-transferrable. In the event a merchandise reward item is discontinued, an alternate reward of equal value will be substituted. * See rewards flyer, as some high sales rewards are non-cumulative.

Digital Drawings Create your Smart Cookies account and send 20+ e-cards to get your name entered into a drawing to win cool stuff!

We will be holding drawings throughout the program to give away cool rewards to girls who participate in the online component of our cookie program. To get your name entered in the drawings, create your Smart Cookies account and send at least 20 e-cards (through Smart Cookies) letting friends and family know it’s Girl Scout Cookie time. Digital drawings are scheduled for Thursdays throughout the cookie program beginning January 27 and ending February 24. Prizes include a kayak, hover board, razor scooter, earbuds with microphone, an underwater camera and more!

In Smart Cookies, girls can:

Smart Cookies and Online Sales Smart Cookies, the online selling platform for our Girl Scout Cookie Program, is one of the most important tools in your daughter’s cookie sale.

SMART COOKIES – GETTING STARTED To get started with Smart Cookies online, girls must first create a user account. Around December 13, girls will receive a registration e-mail from Smart Cookies with an embedded link to create their account. All previous Smart Cookies accounts have been deleted so a new account must be created for all returning girls.

• Set a sales goal, track it and make plans for how they will reach it.

• Send e-cards to family and friends to tell them it’s cookie time and ask for their support.

• Find their personal URL and QR code to share with family and friends on personal social media sites to let them know it’s Girl Scout Cookie time and how they can support your troop.

• Accept online orders from customers (for direct ship and girl delivery).

Customers can order online, pay online and have cookies shipped directly to them.

E-cards: Beginning December 21, girls can send e-cards asking customers if they would like to purchase cookies for girl delivery or have them shipped from the bakery. How does it work? Social Media Link & QR Code: Girls will have a personal URL and QR code to share on social media and through text messaging. These unique URLs link back to a girl’s Smart Cookies account to credit her and her troop for any sales made.

For Online Girl-Delivery E-card Orders • For this type of e-card to be sent, the girl must check the checkbox for girl delivery beside her contact on her Send E-card/Delivery Option page prior to sending the e-card. If the girl does not have the means to deliver the cookies, she should not check the Girl-Delivery checkbox. If the checkbox is not checked, the customer will only have the option to place an order for direct ship.

• When ordering, the customer can elect to pay up front when the order is placed (with a credit card) or elect to pay when the cookies are delivered. If the customer elects to pay upon delivery of the cookies by the Girl Scout, the girl must collect payment when the cookies are delivered.

• These types of sales must be reported by the girl to her Troop Cookie Manager so that she can obtain the cookies needed to fill the orders from the troop inventory of cookies and make the necessary entries in Smart Cookies so that the girl receives credit toward the participation rewards.

• Cookie Share orders for Operation Sweet Treat (OST) taken through e-cards for girl-delivery must also be reported to the troop volunteer. If payment was not collected when the order was placed, the girl must collect payment from the customer.

For Social Media Link for Girl-Delivery Orders • During the setup of a girl’s Smart Cookies account, a parent/guardian must give permission for a girl to receive online orders for girl delivery through a girl’s social media link. If permission is granted by her parent/guardian, a Girl Scout can share her link on social media, by text or e-mail and receive orders for girl delivery.

• The customer must pay up front with a credit card for girl-delivery orders taken via the social media link.

• When an order is placed, an approval e-mail is sent to the parent/guardian (to the e-mail address used to set up the Smart Cookies account). The parent/guardian has five days to review and approve or cancel the order (via the embedded link in the e-mail). If not approved within five days, the order is automatically cancelled.

The customer’s credit card is not charged until the order is approved by the parent/ guardian.

• All cookie orders received for girl delivery must be reported by the girl to her troop volunteer so that she can obtain the cookies needed to fill the orders from the troop inventory of cookies and make the necessary entries in Smart Cookies for the girl to receive credit toward her participation rewards.

• Cookie Share orders (OST) taken through the social media link for girl-delivery must also be reported to the troop volunteer.

For Online Direct Ship E-card and Social Media Link Orders • For these types of orders, the cookies are ordered online, paid for online and shipped directly to the customer. These orders need not be reported to your Troop Cookie Manager as all aspects of the sale are captured and recorded online.

Operation Sweet Treat (OST) Support our service project. Turn in donations for 15 packages and receive this special patch. Girls can also earn an OST Smashlight for selling 25 packages and a themed sports bag for 52 packages.

Online Participation Create your Smart Cookies account and set your sales goal! Launch e-mails and share your personal URL and/or QR code to let friends and family know you are participating in the Girl Scout Cookie Program. Walk-About Patch Each girl who sells 30 packages during Walk-About Week will earn a patch.

In addition to a free admission ticket to attend our cookie recognition event at Wet ‘n Wild on June 11, each girl who sells at least 500 packages will receive a collectible pin and be entered into the scholarship drawings.

Cookie Program FAQs

How The Cookie Crumbles

Do all councils charge the same price for cookies?

No. Each individual Girl Scout council sets the selling price for cookies.

All of the proceeds from the Girl Scout Cookie Program remain in our council area. Working together to provide the Girl Scout Leadership Experience to girls in our area, this revenue benefits our girls through their troops, their service units and our council.

Can we accept checks from customers?

Depends. The troop leadership decides whether or not the troop will accept personal checks. Cash is always the preferred method of payment.

Who can sell Girl Scout Cookies?

Registered Girl Scouts who have turned in a signed Permission Form and do not have any outstanding debt to the council may sell Girl Scout Cookies.

Participation in the program is optional.

Can cookies be returned?

Once a parent/guardian signs for cookies, they cannot return them and are responsible for paying for them. However, troops and parents need to work together to aid in getting any remaining cookies sold to help the troop meet its overall program goal.

When should customers pay for cookies?

Customers should pay when they receive the cookies.

Payment for cookies ordered online through Smart Cookies Direct will be collected online when the order is placed.

Dating back to the 70s, Isenhower Transfer and Storage transported Girl Scout Cookies to the troops of western North Carolina. With the transition of ownership and merger with Tru-Pak Moving Systems, Inc. taking place in the 80s, the Siegel family has continued to serve the Girl Scouts and grow the business to what is now known as Tru-Pak Moving Systems, Inc. At Tru-Pak, moving is all in the family. John and Patricia Siegel founded Tru-Pak Moving Systems, Inc. with one straight truck and a dream. By the time their children - Johnny, Allyson and Miriam - joined the family business, Tru-Pak’s trucks were moving families, freight and furniture across the 48 contiguous United States.

Even though Tru-Pak has evolved into a moving industry leader, the Siegel’s still prefer to give their customers the personal touch.

From the age of 16, John Siegel served as the president of Tru-Pak Moving Systems and was intimately involved in daily operations until his retirement. John’s daughter Allyson has since taken over the helm and is committed to providing the same family touch that has been in place since the early 1960s.
