Major storms, earthquakes and disasters regularly take a tragic and disproportionate toll on the societies, economies and institutions of Latin America, Caribbean and Gulf of Mexico.

These events pose a significant impediment to growth and development, and in some cases set developing nations back decade’s worth of progress overnight. It is more cost effective, both economically and in terms of life damages, to invest in resilient infrastructure to mitigate the negative effects of disasters, than to pay for damage to unprepared communities caused by natural disasters and long-term climate change.

The overall objective of the RIF is to strengthen the capacity of Latin American, Caribbean and Gulf of Mexico institutions together with the private sector to plan, design and implement investment in disaster resilient infrastructure. The RIF is a platform for specialists to assist governments, regional agencies, planners and private developers to integrate resilient strategies in urban planning, project design, and to introduce international technology and service providers who have the capacities to deliver on the announced projects.

This action packed two-day event is designed to supplement the well-established GRV Global Project ‘Action on Disaster Relief’, which focuses on emergency response to disasters within the region. In order to make these efforts most effective and mitigate future grievances, the rebuilding of post-catastrophic environments and development of territory vulnerable to disasters can be transformed into an opportunity by incorporating resilience, durability and sustainability into the sectors of: Housing, Power & Energy, Water Supply & Waste Treatment, Telecommunications, Transport, Education, and Health.

The summit aims at linking public and private sectors, and to utilise international resources to create a coordinated effort towards disaster mitigation. RIF will bring together senior-level representatives from governments, utilities, developers, financial institutions, a multitude of agencies, donors and technology providers - to form partnerships, identify opportunities and collectively pursue the development of resilient infrastructure in Latin America, Caribbean and Gulf of Mexico before disasters occur.

We would like to welcome you to GRV Global’s inaugural Resilient Infrastructure Forum (RIF2018) and look forward to meeting and engaging with you in the Dominican Republic this coming June.

Recent Hurricanes Irma and Maria, of category five, have sadly highlighted the critical need for resilience of small and vulnerable countries, as well as securing robust foundations of urban environments. On top of the volatile natural geography, the impacts of climate change are becoming ever clearer with the increased severity and frequency of extreme events. An estimate made by the Inter/American Development Bank (IDB) suggests that the change in climatic patterns will cost usual business workings more than $22 billion per year by 2050, equalling approximately 10% of the Caribbean’s GDP. There is a clear infrastructure investment gap in the region, with approximately $3 trillion needed over the next 10 years to address the infrastructure demands. The IDB Group has an agenda to close the infrastructure gap, and alongside pension funds, international donors and insurance companies.

Over the next five years the IDB financial commitments to resilience will reach $1 billion. We are set to achieve this by creating a public-private sector framework for loan financing mechanisms, that supports additional development expenses in bolstering resilience, and to allocate contingency recourse in times of disaster.

The IDB view this new era of infrastructure investment as the opportunity to build resilience and sustainability into the foundations of city and community development. Projects need to be grounded in risk assessment, sciences, strategic economic analysis and utilise community input.

Construction methods must be robust enough to offset predicted risks through building site analysis and engineering. This is where private sector expertise plays a key role within the sectors of housing, water & sanitation, communication infrastructure, energy and transport systems.

Advancements in renewable energy and environmental sustainability are key to address at the foundation stages and ensure long term robustness. The Sustainable Islands Platform has been launched to promote the use of a Blue and Circular Economy for the benefit of 11 Caribbean islands in pursuing sustainable and climate resilient development.

Our aim is to foster development with the private sector, and RIF2018 provides the platform for us to meet with those who share our agenda. We seek regional cooperation and integration of international goods and service providers to bolster our cities and utilities, leverage financing and a long-term policy agenda to ensure development is in a way that will withstand natural disasters and climatic variance. By ensuring the physical and economic resilience of the region, ultimately, we will achieve regional growth and prosperity.

The IDB is supporting the Resilient Infrastructure Forum (RIF2018) to work towards bolstering our cities and the communities of Latin America and the Caribbean who are very vulnerable to catastrophic natural hazards. We would like to use this opportunity to promote the resilience of cities by working with the private sector to mobilise solutions and finance for resilient and sustainable infrastructure development.

The World Bank Group is pleased to welcome Regional Ministers and Government Officials, Utilities, industry experts and private sector specialists to the inaugural Resilient Infrastructure Forum for Latin America, Caribbean and the Gulf of Mexico.

Together with the Inter-American Development Bank, and many other partners, this summit has been developed to bring together the public and private sectors, given their critical joint role in strengthening the resilience of the region to natural disasters.

The region is highly vulnerable to natural disasters which have been increasing in economic damage over the recent decades. From catastrophic hurricanes in the Caribbean to earthquakes throughout western South America, every country of the region faces numerous hazards and risks. The impact of climate change is expected to increase the intensity and frequency of weather-related disasters in many parts of the region. Strengthening resilience is critical.

Global losses due to adverse natural events were estimated at $4.2 trillion between 1980 and 2014. During this period, such losses have increased rapidly, rising from $50 billion a year in the 1980s to nearly $200 billion a year in the last decade.

While the goals of the World Bank Group are to help member countries eliminate extreme poverty and share prosperity by reducing inequality, the economic impact of natural disasters from the national to the household level impose a constant and heavy burden. Our research shows that climate change threatens to push an additional 100 million people into extreme poverty by 2030.

The notion of resilience, and the concept of “Build-Back Better” in the context of the Sendai Framework has been widely adopted by the World Bank Group and partner institutions as the best solution to these issues. The shortand long-term costs of ‘inaction’ are significantly higher than the costs of investment to strengthen government systems, public services, private properties, businesses and communities. According to our research, by 2030, without significant investment into making cities more resilient, natural disasters may cost cities worldwide $314 billion each year. Mainstreaming disaster risk management into development planning can reverse the current trend of rising disaster impact. If countries act decisively, they can save lives and assets. However, many developing countries lack the tools, expertise, and instruments to factor the potential impacts of disasters into their investment decisions.

Over the past decade, the World Bank has supported client countries to assess exposure to hazards and address disaster risks. It works with countries to strengthen risk assessments, risk reduction, preparedness, financial protection, and resilient recovery and reconstruction. The World Bank’s annual investments on disaster risk management have increased steadily over the past six years—from $3.7 billion in FY2012 to $4.4 billion in FY2017.

Strong leadership and consensus at the local, national and international level are needed for decisive action. The private sector can bring specialized expertise in risk profiling, engineering methods and technological advancement, and financing for resilient infrastructure.

We hope the Resilient Infrastructure Forum will be a practical platform to move forward the agenda of resilience.

We hope the discussions at the summit lead to strategic discussions, public-private partnerships for resilience, and coordinated policy actions to support the achievement of the Sustainable Development Goals by making resilience a key pillar of economic development in the Latin America and Caribbean region.
