COVID-19 The Secretary of Health, Jorge Alcocer Varela, pointed out that there have already been seven weeks in a row where there is a decrease in active cases. Likewise, hospitalization’s daily evolution highlights that no state has more than 70% of bed occupancy.

INTERNATIONAL WOMEN’S DAY The President pointed out that, in Mexico, unlike other countries, women do not have any limitations to carry out demonstrations for Women’s Day, as long as they are peaceful and public monuments are not attacked or affected.

Dr. Ruy Lopez Ridaura pointed out that 51,802 doses were applied as of March 8, with a cumulative 2,849,630 doses applied.

Regarding the women’s march of March 8, the harassment was evaded. The government did not fall into the trap of violence; they resisted in the face of provocation and thanked the city security in a special way to the policewomen. The President celebrated that the wall placed in front of the National Palace prevented the building from being vandalized. He mentioned that no serious injuries are reported among the people who were affected.

REFORM TO THE ELECTRICAL INDUSTRY The President commented that he presented the initiative to reform this sector. It is also necessary to review the contracts to avoid the abuses that have occurred in the past. He was grateful for the approval of the law in the Senate and pointed out that it is important to strengthen the national electricity industry. He commented that a hydroelectric modernization plan will soon come; it will start with 14 of them. The President was also questioned about the possibility of the opposition challenging the reform before the Court. He commented that the Judiciary decision should be awaited. However, he commented that constitutional rights are not being violated.

UNIONS The labor reform protects workers and their collective organization. Progress is being made in the democratization of unions through free voting.

VACCINATION PROGRESS

As of March 8, 2021, 51,802 doses were applied, with a cumulative of 2,849,630 doses applied. Of the total number of doses applied, 0.4% have reported complications, which are being monitored.

Since December 24 and up to yesterday, 4,691,775 doses have been received. Today (March 9), 600,600 doses will arrive from Pfizer-BioNTech, which will be distributed to 16 distribution nodes in 16 states.

MEASURES TAKEN BY STATES IN MEXICO BAJA CALIFORNIA Starting on March 8th, the State Government of Baja California has decreased the level of risk to medium risk or yellow light, which will allow for new activities and new capacities for different economic activities. Movie theaters, malls, religious centers, public transportation, parks, casinos, and supermarkets are now allowed to have 50%, while gyms, sports centers, pools, and spas increase their capacity to 65%. Restaurants, hotels, and barbershops are allowed a capacity of 75%, but sporting events, concerts, and other massive events continue to be suspended. After focusing the COVID-19 vaccination campaign in rural areas of the State for some weeks, vaccination spots were installed in some larger cities during the first week of March, mainly in Ensenada, Rosarito, and Tecate, which where approximately 2,000 vaccines were administered daily. Starting March 6th, over 3,000 vaccines were administered daily in Mexicali, and since March 8th, over 6,000 vaccines are being administered daily, focusing on people over 60 years old. Tijuana will be the next step of the vaccination campaign for people over 60, as it is the largest urban center in the State in accordance with the State Government´s strategy. SONORA Maintaining the yellow light or medium risk status, the State of Sonora continues to see a decrease in COVID-19 active cases, and according to the State´s Health Secretary, Enrique Clausen, Sonora could soon be declared as low risk or green light status given that all but one municipality, are considered as medium risk. Hospital occupancy has dropped dramatically in the last month. It is currently at 13% for public hospitals in the State, and 9% for private hospitals, marking a new low since the pandemic started. Most economical and recreational activities have been reinstated for higher capacities, and only concerts, festivals, sporting events, and other massive events continue to be suspended. On March 8th, the State Government confirmed the reception of over 19,000 Sinovac COVID-19 vaccines, which are to be applied to elderly citizens over 60 years old in the following days as the vaccination plan continues its way for the first phase. COAHUILA The Secretary of Economy in Coahuila, Jaime Guerra Perez, reported that the airline Transportes Aereos Regionales (TAR) is evaluating the return of its commercial flight to Mexico City. The official said that the aeronautical company permanently monitors the COVID-19 vaccination progress in the Coahuila population. The Governor said that they agreed to have a meeting every month and that weeks ago, during their last meeting, the company mentioned that they’ll wait until June to reactivate flights because they are waiting for vaccination to expand more and more.

NUEVO LEON Nuevo Leon returned 4,680 doses of the COVID vaccine from the Sinovac company to the Federal Government out of 33,480 doses it received for the northern part of the state because they were in poor condition, reported the Secretary of Health, Manuel de la O Cavazos. They should be kept between 2 and 8 degrees (Celsius), but they were between 12 and 13 degrees. The official said that he had already reported it to the Federal Ministry of Health and the coordinator of the entity’s vaccination plan. TAMAULIPAS After a year of being closed, the clubs opened again in Tamaulipas. The new decree indicates that as of March 1, the opening of billiards, canteens, taverns, breweries, bars, cabarets, and discotheques was authorized. For months the clubs have been preparing to receive visitors during Holy Week and open their doors to the population with all precautionary measures. AGUASCALIENTES The capital municipality continues to concentrate more than 80% of the positive cases, a high percentage, considering that in terms of population, it brings together 66% of the entity’s inhabitants. According to data from the last census, despite this, the federal authorities have reiterated that it will be the last city council whose population will receive the COVID-19 vaccine. According to records from federal health authorities, in Aguascalientes, there are a total of 23,441 infections, of which 19,635 were detected in the State Public Health Laboratory. The rest have been registered by tests carried out in private laboratories authorized by Cofepris. Regarding deaths, a total of 2,289 have been registered since the beginning of the pandemic; Also in this area, the majority correspond to inhabitants of the capital, since 70% of the deceased people resided in the municipality of Aguascalientes, while no other community has a representation greater than five percent in relation to mortality. More than 83 thousand new doses of Pfizer’s COVID-19 vaccine will be destined for Aguascalientes. GUANAJUATO Guanajuato’s Minister of Health, Daniel Alberto Diaz Martinez, declared that 39 thousand doses of Pfizer vaccines will be applied in the municipality of Celaya during this week. Another 37 thousand 360 doses of vaccines from the Chinese laboratory Sinovac will be distributed in San Francisco del Rincon, Silao, Ocampo, San Diego de la Union, Cueramaro, and Manuel Doblado.

JALISCO With data until March 9, Jalisco’s Ministry of Health registered 364 new coronavirus infections, with which 225 thousand 259 confirmed cases accumulated throughout the State. It also reported 16 deaths, with which the entity reaches 10 thousand 628 deaths. The state agency reiterates that only those adults over 60 years of age who are residents of the municipality of Tlaquepaque will be vaccinated. The immunizations that start tomorrow in 26 points of the municipality are exclusively for adults over 60 years of age, residents of Tlaquepaque, so the population of the other metropolitan municipalities is urged to respect the order of vaccination and avoid setting aside places outside of the locations where the doses will be applied. To continue with the coverage of this vulnerable sector of the population, 50 thousand 680 doses of the biological Sinovac arrived in Jalisco will be applied to the elderly in the State’s interior, specifically in the Sanitary Regions of Lagos de Moreno, Tepatitlan, and La Barca. On March 9, the arrival of 108 thousand 225 doses of the Pfizer-BioNTech vaccine was confirmed at the Miguel Hidalgo International Airport in Guadalajara, destined for the states of Aguascalientes, Michoacan, and Jalisco. Thus, this Tuesday, March 9, as announced by the Minister of Health, Fernando Petersen, more doses of the vaccine against the SARS-CoV-2 virus were received. In his social networks, Enrique Alfaro Ramirez, Governor of Jalisco, said that it is expected that in the next few hours, the federal government will clarify the exact amount for each entity. QUERETARO According to the federal government’s vaccination plan against COVID-19, the application of doses to older adults continues, that is, to people 60 years of age or older; El Marques, Huimilpan, Toliman, and Colon, are the next municipalities in the State that will receive the vaccine. According to the IRAG Network figures, hospital occupancy once again shows a slight rise to stand at 41% overall, that is, 42% occupancy in beds with a fan and 40% for beds without a fan. So far, 301 hospitalized patients remain, 137 are seriously ill in the Intensive Care Unit. In addition, the number of people in home isolation decreased to 1,384, and 15 of the Medical Isolation Unit remains. STATE OF MEXICO As in Mexico City, the State of Mexico will continue in orange color of the epidemiological traffic light. CDMX Mexico City continues to be in orange color of the epidemiological traffic light. Same measures of last week will continue. Vaccination in two more Mayorships will start this week for the elderly population.

MANUFACTURING INDUSTRY THE AUTOMOTIVE INDUSTRY WILL STOP ASSEMBLING ALMOST 2 MILLION CARS DUE TO CHIP SHORTAGES The shortage of semiconductors will cause the world’s automotive industry to stop producing 1,9,846 vehicles, 27% of which will no longer be assembled in the North American region (Mexico, United States, and Canada) during 2021, estimated the National Auto Parts Industry (INA). According to estimates by the consultancy IHS Markit, the three countries that make up the USMCA would be negatively affected by the shortage of chips for the assembly of cars, which would lead to a reduction of 264,186 units by 2021, out of estimated production of 16.2 million between the United States, Mexico, and Canada. Oscar Albin, president of INA, stated that the shortage

of semiconductors is a problem, but not a crisis for the automotive industry, so that by mid-year automotive production is expected to recover after the companies in the different regions are already working to provide components for vehicle assembly. In this regard, Fausto Cuevas, Director of the Mexican Automotive Industry Association (AMIA), mentioned that production capacity dropped to 63% during February due to the shortage of chips and the lack of electricity, which led to technical stoppages at automotive companies. Several companies such as Bosch, TSMC, Hitachi, BASF SE, SUMCO, and others are already working to ensure a fluid supply of components.

GOOD NEWS MEXICO TO ACQUIRE 22 MILLION ADDITIONAL DOSES OF CHINESE CORONAVIRUS VACCINE Mexico intends to purchase an additional 22 million doses of Chinese COVID-19 vaccines over the next few months, Foreign Affairs Secretary Marcelo Ebrard said. Ebrard said Mexico had ordered an additional 10 million doses of the Chinese vaccine Sinovac COVID-19 to be delivered between May and July, in addition to the 10 million already ordered, which should arrive between March and May. Mexico will also order 12 million vaccine doses made by the state-backed China National Pharmaceutical Group (Sinopharm) once the health regulator has approved it, Ebrard added.

All vaccines’ clinical trials must first show they are safe and effective before any vaccine can be authorized or approved for use, including COVID-19 vaccines. The known and potential benefits of a COVID-19 vaccine must outweigh the known and potential risks of the vaccine for use under what is known as an Emergency Use Authorization (EUA).

Getting COVID-19 may offer some natural protection, known as immunity. Current evidence suggests that reinfection with the virus that causes COVID-19 is uncommon in the 90 days after the initial infection. However, experts don’t know how long this protection lasts, and the risk of severe illness and death from COVID-19 far outweighs natural immunity benefits. COVID-19 vaccination will help protect you by creating an antibody (immune system) response without experiencing sickness. Both natural immunity and immunity produced by a vaccine are important parts of COVID-19 disease that experts are trying to learn more about.

This week marks one year in Mexico since our reality changed. During the second week of March, workplaces began to feel the first impacts of the pandemic. For some, it was the last week of work in person in 2020. The suspension of classes occurred during the third week. By the 24th, the first official preventive measures were established, later extended by the last day of March’s agreement. It was decreed the suspension of activities in almost all economic activities to address the health emergency generated by the SARSCoV2 virus. Today the epidemiological alert level is moving in the opposite direction to last year; instead of closures, we are now beginning to see reopenings. With responsibility and with the many lessons that this year has left us, let’s focus on maintaining and, if possible, reinforcing prevention and care measures so that this reopening is safe. #StaySafe
