KEY POINTS OF THE PRESIDENT ANDRES MANUEL LOPEZ OBRADOR Morning press conference February 24- March 2, 2020

REFORM TO THE ELECTRICAL INDUSTRY The President thanked the Congress for the approval of the reform to the Electrical Law. He specified that it is necessary to strengthen the CFE and Pemex to be independent and guarantee that fuel prices do not increase. COVID-19 VACCINATION The President pointed out that the purpose is to vaccinate everyone and as a priority to finish vaccinating doctors, nurses, health sector workers who are in COVID hospitals. He reported that the 2nd dose of the COVID-19 vaccine has already been applied to 75% of health personnel. Dr. Jorge Alcocer, Secretary of Health, commented that there is a decrease in the number of cases in recent weeks. He said that vaccination is already influencing the control of the pandemic. RETURN TO CLASSES Andres Manuel Lopez Obrador said that it is considering combining the vaccination of older adults with the vaccination of teachers of the entities with green light so that classes can be restarted.

SUPERIOR AUDIT OF THE FEDERATION (ASF) The President said that the ASF was wrong in 75% of the audit accounts of the Texcoco Airport’s cancellation, and he welcomed that the Audit had rectified. In addition, he denied having put pressure on the ASF. He accused the national and international press of making a public mockery of the issue. However, this situation is already being clarified. MEETING WITH PRESIDENT BIDEN President Lopez Obrador commented that Biden’s conversation was one of great respect, friendship, and collaboration. He stressed that several issues were discussed, including immigration. He indicated that the need to regularize Mexicans working in the United States was raised, and, therefore, the issue of work visas was raised. He indicated that they spoke about promoting development in Central America and the south of the country, mentioning that President Biden will allocate 4,000 million dollars for that purpose.

VACCINATION PROGRESS

As of March 1st, 2021, 2,526,863 doses of vaccines had been applied of 4 different vaccines that had arrived in Mexico (Pfizer BioNTech, AstraZeneca, Sinovac, and Sputnik V). From this amount, 567,338 have the complete scheme (2 doses).

In Campeche, 97% of the teachers that were vaccinated had the complete scheme. Regarding the elderly population, 1,170,453 had been vaccinated with a first dose. As more vaccines arrive in Mexico, more will be vaccinated from this group in the following weeks.

MEASURES TAKEN BY STATES IN MEXICO BAJA CALIFORNIA Continuing with Covid-19 cases falling, the State of Baja California is considered as an orange light or high-risk status according to the State´s measures, but as a yellow light or medium risk status according to the Federal Government´s measures. Starting March 2021, hospital occupancy across the State is below 20%, and it was reported that there are 432 total confirmed Covid-19 cases in the State, and 97 hospitalized patients. In state hospitals, it was reported that there are 802 hospital beds available and 222 ventilators available. During the daily conference, Governor Jaime Bonilla declared that he and his staff were very positive that Baja California could soon go into a green light or low-risk status. This could happen as soon as March 15th. Given the decrease of Covid-19 cases, State Health officials are working on the plan to gradually open schools for in-person attendance, which will begin in the following weeks and will include having 42,000 academic personnel vaccinated in the next couple of weeks. The vaccination campaign is underway, and after focusing on rural communities for the past weeks, starting in March, there will be more vaccines available in urban areas. SONORA Maintaining the yellow light or medium risk status, the State of Sonora continues to see a decrease in Covid-19 active cases, with 1,054 reported active cases across the State. There were 133 reported hospitalized patients m including 19 with respirators. With no municipalities considered as a maximum risk, including the State Capital of Hermosillo, most activities will see changes in the previous limits, with restaurants and bars now being allowed to serve at 75% capacity and a maximum of 200 people in open spaces. Public events, such as sporting events and concerts, will continue to have no public, but bars, bowling, and casinos are allowed to have 50% capacity. The vaccination campaign is underway and being applied in 59 communities in Sonora. According to the State´s Health Secretary Enrique Clausen, over 28,000 adults over the age of 60 have received either the Pfizer or AstraZeneca vaccine. Continuing with news about economic development, Governor Claudia Pavlovich, along with executives from Becton Dickinson, announced the company´s expansion of their Hermosillo facility, which currently employs over 800 people, and this expansion will take the facility to more than 1,500 workers and potentially up to 2,500 with more shifts opening soon. Becton Dickinson manufactures and assembles various medical components in Hermosillo, many of which are vital to the fight against Covid-19.

MEASURES TAKEN BY STATES IN MEXICO COAHUILA One year after the start of the COVID-19 pandemic, the lowest hospital occupancy by patients with complications has been recorded in Coahuila. The governor, Miguel Angel Riquelme Solis, announced that among the agreements is to analyze from the National Chamber of the Restaurant and Seasoned Food Industry (CANIRAC) request if the closing hours for restaurants are extended. The federal brigades of “Servants of the Nation” today apply five doses per bottle, but according to state officials, there is liquid left for a sixth vaccine, which is being thrown away because it is not used. Therefore, according to this accusation, 20 percent of the vaccines would be wasting both in Nuevo Leon and in the country. The State has already requested the federal government to discuss this matter to authorize the use of the sixth vaccine and ask the pharmaceutical companies to send a sixth syringe. TAMAULIPAS The Tamaulipas Health Secretariat determined a new risk signaling for COVID-19 to the one reported a few hours ago, based on the active coronavirus cases registered in each area of each ​​ municipality. In this sense, he indicated that 22 cities pass a green traffic light, which are: Valle Hermoso, Mendez, San Fernando, Burgos, San Nicolas, Cruillas, Jimenez, Abasolo, Soto la Marina, Villagran, Mainero, Jaumave, Bustamante, Palmillas, Gomez Farias , Ocampo, Nuevo Morelos, Xicotencal, Llera, Casas and some areas of Aldama and Gonzalez. According to what is established, social, school, and leisure activities can be restarted at a green traffic light. In red, which is the maximum level of high risk of contagion, it is located in 4 cities, Tampico, Madero, Güemez and Tula, and in orange the municipalities of Nuevo Laredo, Guerrero, San Carlos, Hidalgo, Reynosa, Altamira, Miquihuana and Mante.

MEASURES TAKEN BY STATES IN MEXICO AGUASCALIENTES With data until March 1, Aguascalientes fell to the sixth position nationwide for the rate of tests applied per 100,000 inhabitants, with 4,799. The coronavirus in Aguascalientes maintains a fatality rate of 11.6%, the fourteenth highest in the country. The entity registers an occupancy of less than 50% in beds for general hospitalization and beds with a ventilator. The SARI network counts 184 hospitalized patients, of which 105 are serious, and 79 are very serious (intubated). Humberto Martinez Guerra, President of the National Chamber of Commerce, Services and Tourism (Canaco Servytur) in Aguascalientes, asserted that there is interest at the national level of the agency to support the distribution and application of the biological to protect the population against the COVID-19. According to the federal government’s strategy, the first block to vaccinate older adults, 58,690 vaccines were received, so far have been allocated to 25 municipalities, of six Health Regions in the State, considered vulnerable. The main indicators of COVID-19 in Jalisco continue to decline. The state government reports that, in one week, hospital occupancy fell from 28.8 to 22.7 percent, and the occupancy of beds in Intensive Care units registered a decrease from 45 to 37.7 percent. No region of the State exceeds 35 percent of overall hospital occupancy these days. MEASURES TAKEN BY STATES IN MEXICO GUANAJUATO According to data from Guanajuato’s Minister of Health, in February, infections by COVID-19 were reduced to 50 percent. Likewise, active cases also decreased. Until now, only 10 out of 46 municipalities in Guanajuato have received vaccines against COVID-19 for the elderly. It should be remembered that during the week before last, 41,158 doses of AstraZeneca vaccines were applied in 9 municipalities of the northeast region of the State. For this AstraZeneca vaccine, a second dose is being recommended eight weeks after. New arrivals of coronavirus vaccines are expected to the entity. MANUFACTURING INDUSTRY BIDEN’S NEW FOCUS ON VALUE CHAINS, AN OPPORTUNITY FOR MEXICO Over the weekend, Mexico offered to participate in strengthening North American value chains. GOOD NEWS CHINA’S CANSINO SAYS THE FIRST VACCINES PACKAGED IN MEXICO WILL BE READY IN MARCH The first batch of 2 million vaccines from China’s CanSino Biologics Inc., produced in Mexico, will be ready in the second half of March, the company said on Sunday. Mexico in early February received its first shipment of the active ingredient for the shot, which is being packaged in Queretaro state by Mexican firm Drugmex, CanSino said in a statement. The company added that it expects to produce 6.9 million doses between March and June and then make 1.2 million shots available per week to fulfill its agreement for 35 million doses this year. FEDERAL EPIDEMIOLOGICAL TRAFFIC LIGHT The federal epidemiological traffic light, in effect from March 1 to 14, does not show any state at the maximum level (red), and the States with a high level (orange) are only eleven out of thirty-two.
