KEY POINTS OF THE PRESIDENT ANDRES MANUEL LOPEZ OBRADOR Morning press conference December 8-15, 2020 COVID-19 VACCINES The President has been questioned if he will require support from private companies to pay for the vaccines. The President stated that at the moment, it is proposed that the costs be covered with public resources since it is State responsibility. It will seek to provide free vaccines to the population. The government is more interested that the private sector collaborates in the vaccination campaign and the organization of workers’ vaccination. He confirmed that on December 18, there will be a simulacrum of the vaccination and anticipates that the doses’ application will begin at the end of the month. OUTSOURCING AND DISTRIBUTION OF PROFITS Since the President raised the Outsourcing initiative, a period of dialogue began with different social agents that have led to the agreement that was signed on December 9. The 4 points on which the agreement is based are the following: 1. The parties agree and undertake to resolve the outsourcing problem. The companies will start the processes to regularize their workforce. 2. Profit-sharing: time is needed for an open discussion between the sectors to define a fair and equitable profit system that avoids workers’ abuse. The dialogue period will open before the approval of the initiative. 3. Request the legislature to postpone to February 2021 the discussion and approval of the corresponding rule, which will be given preferential treatment to be approved within a period of no more than 30 days. 4. A call is made to companies that make payroll to stop the illegal and abusive practices that have led to this regulation. It warns of possible administrative and even criminal sanctions for companies that carry out these practices. MINIMUM SALARY Andres Manuel Lopez Obrador acknowledged that the government is also working on the possibility of increasing

the minimum wage, arguing that it is fair and necessary. He indicated that Mexico’s minimum wage is the lowest in Latin America and described the situation as “shameful.” He anticipated that there is already a predisposition on the part of business people, and work is being done on it. He added that they would propose an increase of at least 15% for next year. For its part, the Ministry of Labor detailed the evolution of the minimum wage in Mexico, where the drop in purchasing power is observed, especially between 2010 and 2020. In 1980 Mexico was in the 12th position in the world concerning minimum wages. This year it is located in the 82nd position. In reference to Latin America, Mexico ranks 16th out of 18 and, for the OECD, ranks 20th. PRESIDENCY OF THE UNITED STATES The President congratulated Joe Biden after the United States Electoral College confirmed him as the next President and announced that he sent him a letter to express his appreciation. “Dear Mr. Biden, I am writing this text to congratulate you on the triumph that the people gave you and that the electoral authorities of the United States of America have endorsed. (...) We are certain that with you in the United States presidency, it will be possible to continue applying the basic principles of foreign policy established in the Constitution, especially that of non-intervention and self-determination of the peoples. I reiterate our congratulations, and I wish you the best of luck for the good of your people, and of our nations “, quoted the President. BACK TO SCHOOL The Secretary of Public Education (SEP), Esteban Moctezuma, assured that distance classes would continue in Mexico. “Even in the entities that are on a green traffic light like Campeche, Veracruz, and Chiapas, since they could change to orange or red color if they do not take care of the safety recommendations.”

MEASURES TAKEN BY STATES IN MEXICO GENERAL: Members of Alianza Federalista will propose to the Federal Government a strategy to coordinate and speed up the vaccination efforts. The governor from Aguascalientes mentioned that states could purchase vaccines after Undersecretary of Health Hugo Lopez Gatell mentioned that only the federal government would be able to do so.

BAJA CALIFORNIA For the second consecutive week, Baja California remains at a maximum risk status given the continuous increase in Covid-19 cases, which, according to official numbers, are close to 1,000 active cases. In the last 24 hours, it was reported that 33 patients were lost due to the disease, and there are currently 168 patients connected to ventilators. The State’s Health Secretary, Alonso Perez Rico, declared that the following weeks will be the toughest and that more restrictions would be implemented to restrict mobility, as hospital occupancy is reaching new highs, with Tijuana’s General Hospital reaching 91% of occupancy. On a positive note, the employment generation in Baja California has succeeded in the loss of employment due to Covid-19, for which there were 17,450 jobs lost. 63,804 new jobs were generated in 2020. After a brief 2-day stay at a hospital, Baja California’s Governor, Jaime Bonilla, was cleared and has continued working from home. CDMX CDMX authorities warned that the city is at the limit of the hospitalization rate. They mentioned that the health situation is not the same as in May since cases have dramatically increased in the last days. They requested to stay home and be responsible during the following holidays. GUANAJUATO Until December 14, Guanajuato, through the Ministry of Health, announced that 795 new confirmed cases of coronavirus were registered, so there are already 74 thousand 346 throughout the entity, likewise 27 more deaths were reported due to the virus. As for the general panorama, of the 74 thousand 346 confirmed cases, 74 thousand 190 have been by community transmission. Today, 2,551 cases are under investigation, and 88 thousand 703 tests have been negative, while 62 thousand 882 patients have managed to win the battle against the Sars-Cov2 virus. In the entity there are 4 thousand 749 deaths in total due to COVID-19, and so far, there are 5 thousand 065 active cases throughout the state. The three municipalities that registered the most coronavirus infections in the last 24 hours are Leon, who heads the list with 310 more cases, Celaya with 54 new positive cases, while Salamanca reported 53. With a cut at noon on Monday, December 7, the State’s Ministry of Health said that there are 667 confirmed hospitalized patients of COVID-19, 39 are stable, while 525 are serious, and 103 are reported in critical condition (intubated).

MEASURES TAKEN BY STATES IN MEXICO COAHUILA The Secretary of Economy of Coahuila, Jaime Guerra, assured that the economic reactivation would continue in the state and not be reversed, contrary to what is happening in neighbor states. He added that stopping the economic reactivation is not an option in Coahuila since decisions of this type need different groups’ approval. JALISCO The number of people who tested positive for COVID-19 this week is the highest registered in Jalisco since the pandemic began. The state government announced that the virus is confirmed in four out of 10 people who take the test (43.6%). Furthermore, there is a general hospital occupancy of 30.2% in the entity, and only half of the beds in intensive care units are now available. In this regard, the Governor asked citizens not to lower their guard and said that, for the moment, “there is no need to stop activities.” “Now that a light is seen on the road with the vaccine, it is worth all the worth in the world to resist and take care of ourselves to end this year with our loved ones, at a distance, but alive,” he shared. Victor Manuel Gonzalez Romero, an academic at the University of Guadalajara (UdeG), explained that the degree of positivity implies that hospitalizations will continue to increase. In recent days, the maximum peak of serious patients with coronavirus that had occurred in July was exceeded. The former rector of the UdeG stressed that the population must be aware of the risk that exists because the contingency is far from finalizing and is going through a critical moment in the winter season. “The pandemic is a red flag in general. The worst is seen in intensive care areas. We should be on alert. We had relaxed much more than in April or May when the situation was less serious, and we were more concerned,” he argued. QUERETARO Until December 13, the state reached 27 thousand 1 infections, since 294 new cases were reported in a single day, in addition to twelve deaths. Also, there are 351 hospitalized patients; 137 are in serious health. Therefore, there is a hospital occupancy of 48% in beds without a fan and 46% in beds with a fan. Another thousand 782 patients are isolated in their homes and 23 in the UMA; They also discharged 248 patients with 23 thousand 51 discharges. The AntiCovid-19 Special Unit suspended three establishments last Thursday, December 10, and dispersed Queretaro’s three events. One of them had a capacity of 200 people, reported the state Health Secretariat. Due to the health measures that strengthen the state strategy to mitigate the pandemic’s effects, the Special Anti COVID-19 unit carried out an evening and night operation and answered citizen calls to 911. The suspensions of establishments were two for the sale of food in Peñamiller and a restaurant in Queretaro, for not having prevention protocols for the COVID-19 disease, and not having a Notice of Operation.

MEASURES TAKEN BY STATES IN MEXICO NUEVO LEON The government of Nuevo Leon maintained the closure of business on Saturday, December 12, and Sunday, December 13, as a preventive measure to avoid the spread in the number of infections by COVID-19. This decision of the state government is due to the fact that for the second consecutive week and according to the epidemiological traffic light indicators in the entity, four are maintained at maximum risk; two at high risk; and four at low risk. Only butchers and greengrocers will be allowed to open this weekend, and restaurants will be able to offer to take away service, in addition to home delivery. SONORA Continuing with the high-risk status or orange traffic light, the State of Sonora registered 234 new Covid-19 positive cases and 8 deaths during the weekend. Hospital occupancy remains high, with an average of 80% in private hospitals and 54% in public hospitals, although some cities like San Luis Rio Colorado are at 97%, Hermosillo at 74%, and Nogales at 62%, the cities that concentrate more cases. On December 13, the State’s Health Secretary, Enrique Clausen, informed that he had tested positive for Covid-19 for the second time. Given the continuous increase in cases, Governor Claudia Pavlovich is leading a strong campaign to request the population to avoid all gatherings and social events and celebrate Christmas only with the people living in the same household. She is also requesting to keep children safe, as Covid cases in children have increased, reaching 877 cases in the State. STATE OF MEXICO State of Mexico government called out to 125 Mayors to adopt and apply the agreements to face the pandemic. Hospital rates in the State of Mexico are rising, and the state is also in orange color but in “alert mode.” TAMAULIPAS The private initiative and the collegiate doctors in the south of Tamaulipas approved the vaccination calendar’s implementation against the coronavirus in Mexico to end the pandemic as soon as possible. However, they recognize that the economic reactivation and social normality will still take longer. The complete reactivation of the entire economy will continue to slow for the private initiative of Tamaulipas, despite the announcement issued by the federal government of the vaccination plan against COVID-19.

MANUFACTURING INDUSTRY

MAQUILADORA EXPORT INDUSTRY EXPECTS TO REACH FULL RECOVERY IN THE FIRST QUARTER OF 2021: INDEX The maquiladora export industry in Mexico recovered 95,000 jobs from 120,000 sources lost during the closure of activities during the COVID-19 pandemic, so it expects to reach “full recovery in the first quarter of 2021,” with promises of attracting new investment following the USMCA. Luis Aguirre, president of Index Nacional, announced this, adding that the challenge is the generation of 3 million 60,000 jobs in the maquiladora export industry. From January to March 2021, the industry expects to create more than 25,000 jobs, with the automotive, auto parts, high technology, electronics, and aeronautics industries being the most dynamic industries in terms of foreign demand, mainly from the United States.

“76% of those almost three million jobs were at home during April and May, beginning to reactivate in June. That allowed us from June to November to have a recovery of more than 95,000 jobs out of the 120,000 we lost,” said Aguirre while participating in the signing of the Alliance between the maquiladora, auto parts, automotive, and aerospace industries with the Sofom, Equity Link, so that they have the financial liquidity in the production chain. Oscar Albin, President of the National Auto Parts Industry (INA), agreed that recovery would be achieved in 2021 due to the positive conditions that exist in the future. “As long as the United States continues to buy, there will be the manufacture of auto parts with greater added value.”

GOOD NEWS COVID-19: FIRST VACCINE IS GIVEN IN THE US AS ROLL-OUT BEGINS

The first COVID-19 vaccination in the United States has taken place, as the country gears up for its largest-ever immunization campaign. “I feel like healing is coming,” said New York nurse Sandra Lindsay - among the first health workers given the jab. On Monday, as the US death toll topped 300,000, 150 hospitals across the country received millions of vials of the Pfizer/BioNTech vaccine. The US vaccination program aims to reach 100 million people by April.

Ms. Lindsay, an intensive care nurse at Long Island Jewish Medical Center, received the vaccine live on camera. The footage was streamed on the Twitter feed of New York Governor Andrew Cuomo, whose state was the epicenter of the US epidemic in the first wave earlier this year. “It didn’t feel any different from taking any other vaccine,” Ms. Lindsay said. “I hope this marks the beginning of the end of a very painful time in our history. I want to instill public confidence that the vaccine is safe. We’re in a pandemic, and so we all need to do our part.” “First Vaccine Administered. Congratulations USA!

GOOD NEWS

Congratulations, WORLD!” President Donald Trump tweeted on Monday morning following the news from New York.

effects. The reported side effects, including fatigue, fever, and headaches, are typically mild to moderate in severity.

The Pfizer/BioNTech vaccine received emergency-use authorization from the US Food and Drug Administration (FDA) on Friday. The roll-out comes as the epidemic continues to ravage the country. Deaths have been rising sharply since November, and the number of people in hospital with the disease has also continued to grow steadily, with more than 109,000 people currently admitted, according to the COVID Tracking Project.

Researchers say any serious side effects are rare. Senior members of the Trump administration had been due to be some of the first in line, but President Trump said he had reversed that plan.

The first three million doses in the US are being distributed to dozens of locations across all 50 states by cargo plane and truck. Because the vaccine has to be kept at extremely low temperatures, the vials are stored in dry ice-cooled packages as they are whisked around the country. GPSenabled thermal sensors are also being used to track the temperature of shipments as they are delivered. The first doses are expected to be given to selected healthcare workers and older adults living in residential care. According to US media, health centers are planning to stagger vaccinating workers to account for any side

He tweeted on Sunday that people working at the White House “should receive the vaccine somewhat later... unless specifically necessary”. US President-elect Joe Biden, who will be inaugurated as president on 20 January, has set a goal of 100 million COVID vaccinations in his first 100 days in office. That would represent roughly a third of the country’s total population. Pfizer has agreed on a deal to supply the US with 100 million doses of the vaccine by March. An additional 200 million doses of a second vaccine, developed by Moderna and the National Institutes of Health, will be provided by June. The vaccine is yet to be approved by regulators but will be reviewed by an expert panel later this week.

COVID-19 Situation in Mexico

GOOD NEWS PFIZER’S FIRST VACCINES AGAINST COVID-19 ARRIVED IN CANADA ON SUNDAY Canadian Prime Minister Justin Trudeau announced on Twitter the arrival of the vaccines on a flight that made a stop in Germany and the United States and landed in Montreal. “The first batch of doses of the Pfizer-BioNTech COVID-19 vaccine have arrived in Canada,” Trudeau said, adding that “this is good news. But the fight against COVID-19 is not over. “The Canadian Prime Minister added that “now, more than ever, we are going to maintain our vigilance. Keep wearing your masks, washing your hands, avoiding meetings and using Covidalert (a mobile app launched by the Canadian authorities to notify users if they have been in contact with someone sick with COVID-19)”. Canadian authorities said that in the coming days, other flights with more units of Pfizer’s vaccine will continue to arrive in Canada, adding up to 30,000 doses of the first batch that the pharmaceutical company promised to send to Canada immediately after receiving approval for its distribution in the country. Last Wednesday, Canada became the third country in the world to approve the distribution and use of the Pfizer vaccine, the first to have received approval for its administration to the population. Canada has purchased 20 million doses of the vaccine from Pfizer. In early December, Trudeau claimed that Canada will receive 249,000 doses of the vaccine before the end of the year. The 30,000 doses that started arriving Sunday are the first installment of that number. The vaccines will be shipped from Montreal to 14 distribution centers throughout the country so that the 10 Canadian provinces begin immunizing the population. Quebec and Ontario, the two areas most affected by the disease, have indicated that they will start by vaccinating nursing home health personnel and people living in residences.

RECOMMENDATIONS CONSIDERATIONS FOR HOSTING OR ATTENDING A GATHERING: If you will be hosting a gathering during the holiday season that brings people who live in different households together, below are some general considerations for hosting a gathering that brings together people from other households. Guests should be aware of these considerations and ask their host what mitigation measures will be in place during the meeting. Hosts should consider the following: • Check the COVID-19 infection rates in areas where attendees live. Based on the pandemic’s current status, consider if it is safe to hold or attend the gathering on the proposed date. • Limit the number of attendees as much as possible. Guests should avoid direct contact, including handshakes and hugs, with others not from their household. • Host outdoor rather than indoor gatherings as much as possible. Even outdoors, require guests to wear masks when not eating or drinking. • Require guests to wear masks. • Plan ahead and ask guests to avoid contact with people outside of their households for 14 days before the gathering.

PUBLIC AFFAIRS

THE IMPORTANCE OF EFFECTIVE COMMUNICATION IN TIMES OF THE COVID In these times, when many of us work at home, concentration and attention are put to the test in business meetings. Respectful and assertive communication ranges from turning on your camera, being presentable, and listening to your colleagues; to maintaining a neutral verbal language that shows our attention and interest in the topic. When attending virtual meetings, repeatedly ask to activate the cameras; it is important to establish the connection. Connections are created through a confident look, a warm smile, and a non-verbal language that transmits that our interlocutor is receiving the information. It is advisable to activate the cameras and see us. If your teams are not doing it, encourage them to do it and remember that we are human and connections are a fundamental part of our lives.

YOELLE ROJAS Public Affairs & Communications Director
