US - MEXICO

US-MX Relationship Developments

Trade and Competitiveness

• Mexico and the United States both launched public consultations as part of preparations for the 2026 review of the USMCA. Mexico formalized the process on September 17 through publication in the Official Federal Gazette, with stakeholders able to submit proposals until November 17, 2025.

• In parallel, USTR announced it would collect written comments and convene a public hearing. The consultations aim to evaluate the treaty’s performance since it entered into force in 2020 and gather proposals for adjustments.

• However, uncertainty remains over how the contributions will be integrated into negotiation positions, particularly in Mexico, where other industry-specific processes are also underway.

• President Claudia Sheinbaum and Canadian Prime Minister Mark Carney met in Mexico City to underscore the importance of defending the USMCA amid heightened political tensions with Washington.

• Both leaders highlighted that North American competitiveness relies on strengthening, not weakening, the agreement, and committed to presenting a united front as tariff threats continue.

Economic Policy

• In the United States, the Federal Reserve cut interest rates by 25 basis points to a range of 4–4.25%, its first reduction since December 2024.

• The move follows signs of labor market cooling, including a rise in unemployment to 4.3%, the highest level in nearly four years.

• While the Fed projected further cuts through 2027, it remains cautious given persistent inflation pressures, particularly those linked to Trump-era tariffs.

• The decision reflects both economic necessity and political pressure, as President Trump has repeatedly demanded looser monetary policy.

• The designation of Mexican Deputy Hilda Brown Figueredo by the US Treasury’s Office of Foreign Assets Control (OFAC) for ties to the Sinaloa Cartel illustrates growing US scrutiny of Mexican political figures.

• Mexico’s Financial Intelligence Unit responded by freezing her accounts, signaling a tougher stance on corruption.

• This move not only addresses US concerns but also bolsters Mexico’s credibility in USMCA negotiations, where security cooperation remains a key factor.

Environment and Resources

• Mexico’s National Water Commission (Conagua) announced a review of more than 560,000 active water concessions, targeting irregularities such as expired or misused permits.

• Strengthening water governance is particularly relevant for the bilateral relationship, as shared rivers and cross-border supply remain sensitive issues between Mexico and the US.

BAJA CALIFORNIA

As part of the federal Plan México, the Ministries of Education, Economy, and Science launched an initiative to strengthen semiconductor talent development through digital learning, updated curricula, and micro-credentials, with a historic $10 million donation from Infineon Technologies México. This donation will equip five universities with state-of-the-art semiconductor labs, including the Universidad Autónoma de Baja California (UABC) and CETYS Universidad, positioning Baja California as a key hub for specialized training. These labs will offer assembly, testing, and packaging (ATP) lines, benefiting thousands of students and researchers annually, and linking local academia with industry needs. For Baja California, this means direct integration into the global semiconductor value chain, stronger collaboration between universities and industry, and new opportunities tied to nearshoring and high-value manufacturing.

SONORA

According to Jesús Gámez García, president of Index Sonora, Hermosillo is undergoing a major transformation with the construction of several new industrial parks designed to attract investment, generate jobs, and boost sectors like manufacturing, technology, and clean energy. Key projects include the Parque Industrial del Desierto in the north, an eight-hectare site near Progreso and Solidaridad boulevards for manufacturing companies, new facilities in the south near Zobele and behind the Tecnológico de Monterrey focused on hightech industries, and a southeast park dedicated to clean energy. While most are still in development, one southern plant is nearly ready to welcome a new company, reinforcing Hermosillo’s role as an emerging hub for advanced and sustainable industry.

CHIHUAHUA

This week, Chihuahua highlighted its progress in becoming a cleaner, more competitive aerospace hub by advancing sustainable production models backed by clean energy. The state now ranks third nationwide in distributed generation capacity with 317.74 MW, supporting its fast-growing industrial sector. A key milestone was showcased by GKN Aerospace, which installed over 1,100 solar panels at its Chihuahua plant, generating nearly 926 MWh annually and cutting more than 400 tons of CO₂ emissions. These actions reinforce Chihuahua’s role as one of Mexico’s top aerospace production centers and underscore its commitment to pairing industrial growth with environmental responsibility.

NUEVO LEON

The governments of Nuevo León and Germany are exploring closer technological and industrial collaboration, focusing on sectors such as automotive, steel, advanced technologies, and sustainable industry. During a visit by Anke Gabriele Rehlinger, President of the German Bundesrat and Governor of Saarland, joint working groups were established to promote business partnerships, technology transfer, and innovation programs. Governor Samuel García highlighted Nuevo León’s leadership in foreign investment and industrial development, offering incentives, land, infrastructure, and government support to German companies. The discussions included representatives from political, economic, and scientific sectors, aiming to strengthen bilateral cooperation in industrial innovation, advanced manufacturing, sustainability, and technical training.

MEXICO CITY

The Business Automotive Meeting (BAM) 2025, organized by the Clúster Automotriz Metropolitano, opened with a call for unity to strengthen value chains, innovation, and competitiveness in Mexico’s automotive industry. Leaders from industry, academia, and government emphasized the need to adapt to global challenges, such as tariffs and supply chain pressures, while leveraging trade agreements to attract investment. Elisa Crespo, ClautMet’s president, highlighted the responsibility to future generations, while Siemens and Ibero representatives stressed collaboration in innovation and knowledge sharing. Government officials underscored the sector’s role in employment and trade. With a focus on advanced manufacturing, local suppliers, and sustainability, BAM 2025 positions itself as a roadmap for the industry’s long-term growth.

GUANAJUATO

Guanajuato International Airport (BJX) is undergoing a major modernization with GAP investing over 2,800 million pesos in its 2025–2029 development plan. The upgrades include expanded baggage claim, additional boarding gates, new passenger inspection lines, and a 58% larger aircraft platform. Handling 2.2 million passengers so far in 2025, BJX aims to meet growing demand and strengthen Guanajuato’s air connectivity with 21 destinations, including 11 in the U.S.

NORTHERN MEXICO

GE AEROSPACE

GE Aerospace will invest $29 million dollars in 2025 across its operations in Hermosillo and Saltillo. In Hermosillo, where the company manufactures components used in aircraft engines, GE Aerospace will allocate $28.8 million dollars to facility upgrades. Meanwhile, the Saltillo plant will receive $600,000  dollars for the acquisition of high-precision machinery.

INTRETECH

The Governor of Nuevo León, Samuel Alejandro García Sepúlveda, inaugurated Intretech’s new plant in Apodaca, which is expected to generate around 2,000 jobs and strengthen the region’s industrial ecosystem. Highlighting Nuevo León’s top position in economic indicators—employment, income, education, and formal business—he emphasized the state’s role as a nearshoring hub attracting major investments. The plant will serve as a strategic manufacturing hub for Intretech, a company founded in 2011 specializing in smart manufacturing for automotive mirrors, IoT devices, medical, energy, and consumer products. Apodaca’s mayor noted that the municipality leads the state in job creation, particularly in manufacturing, reinforcing Nuevo León’s economic strength and appeal to international companies.

MOTHERSON SAS AUTOMOTIVE SYSTEMS

Motherson SAS Automotive Systems inaugurated a new 10,800 m² plant in Coahuila’s Parque Industrial Mencorsa with a 280 million peso investment, creating 204 direct and 284 total jobs. The facility, the company’s second in Mexico and 27th globally, produces dashboards and locking modules for Stellantis vehicles, operating three shifts with 120 fully trained

workers. Equipped with advanced automation and digital technology, the plant emphasizes efficiency, innovation, and sustainability. Coahuila’s governor, Manolo Jiménez Salinas, and Saltillo’s mayor highlighted the project’s contribution to local employment and the region’s industrial corridor, reinforcing Coahuila’s reputation as a productive, high-standard hub for global manufacturing.

AH MANF

AH MANF, a 100% Mexican-owned company, inaugurated a US$10 million plant in Saltillo, Coahuila, specializing in plasma cutting, laser cutting, and metal bending, responding to growing demand in the automotive and construction sectors. Located in La Aurora Industrial Park, this second-phase facility follows a US$5 million warehouse opened last June and is expected to employ over 150 people, bringing total jobs across both sites to 250 by 2028. Founded just last year, AH MANF leverages a team with more than 28 years of metalworking experience to strengthen Saltillo’s manufacturing capabilities.

CENTRAL MEXICO

LG ELECTRONICS

LG has announced an investment of 191 million dollars to build a new plant in Querétaro. During its initial phase, the project will create 630 jobs, with the prospect of doubling this figure in the near term. It is worth noting that the Korean company already operates a plant in San Juan del Río, which currently employs 600 workers.
