CEO’S UPDATE The last month has once again been a very busy and productive time for GRV. We successfully celebrated 20 years of the Greyhound Adoption Program, which received wide media coverage, and our recent GAP adoption days and Little Big Day Outs have enjoyed record numbers. Thanks to all involved, in particular the Clubs and Club Managers.

A series of workshops has recently been notified by GRV to sport participants and key stakeholders. Many are aware that GRV is committed to implementing Sal Perna and Dr Charles Milne’s recommendations.

One of the major recommendations made by Sal Perna is to completely overhaul GRV’s regulatory framework. In undertaking this task, GRV will need to develop new policies and approaches to many aspects of the lifecycle of greyhounds. These workshops are critical in assisting GRV to understand the views of sports participants about key policy matters. It is very important to GRV that we understand the views of sports participants and key stakeholders BEFORE we formulate these key policies. So I really want you to actively participate in these workshops.

This series of industry workshops will run from early May to late July and cover topics including training and trial facilities, track design, safety and lures and breeding, rearing and pre-race training. Other subjects will include racing programs and grading, industry education and training, opportunities for smaller scale participants and improving the racing career of greyhounds.

For those of you who may not be aware, GRV’s Chief Steward, Glenn Fish, has taken up a senior role at Racing Victoria (RV) for a 12-month period. Glenn has made a very significant contribution as GRV’s Chief Steward and was absolutely central to our ability to deliver world-class racing events with great integrity and professionalism. His role at RV will give Glenn new learning and development opportunities and we look forward to him returning to GRV in early 2017.

Since September 2015 GRV has significantly increased the number of swabs being taken to test for proscribed substances, and this issue of the Monthly includes a story about the organization that carries out our testing. On the animal welfare front, Ken Waixel has recently been appointed as Manager of GRV’s team of animal welfare officers. Ken has more than 30 years experience in local government in areas such as animal welfare and planning compliance, worked as a risk manager for the CFA and was previously the RSPCA’s senior inspector. A strong focus of Ken’s work is to ensure clear communication between animal welfare officers and participants so that everyone understands their rights, responsibilities and expectations when animal welfare inspections are carried out.

As part of GRV’s focus on achieving world best practice in animal welfare, integrity and racing operations, Stuart Laing and Scott Robins, who head up GRV’s Racing Department, spent 5-13 April looking at greyhound racing in other major jurisdictions. They visited nine greyhound tracks in Florida, including the well-named Melbourne Greyhound Park in the Florida town of Melbourne, and four tracks in the UK, meeting with their counterparts and looking at how their facilities managed track conditions, racing operations and animal welfare. It has been a really important trip and their findings will inform GRV’s operations and planned capital works and feed into our industry workshops.

The capital works program I mentioned will see a major investment by GRV in refurbishing and upgrading club infrastructure across the State to improve track safety, racing operations and visitor experiences. An external capital works expert has been appointed and is currently working on the upgrade of Warrnambool Greyhound Racing Club’s judging tower.

Looking ahead, GRV has developed a new strategic plan for 2016-19 that aims to position both the sport and us for a strong and sustainable future. It builds on the existing GRV strategic plan ‘On Track for a Great Future: Strategic Plan 2014-16’ to position GRV as the standard-setter for animal welfare and integrity and to encourage more industry input to help drive cultural change throughout the sport. The draft is in this issue of the magazine and we’re interested in your feedback.

It has been an exciting time for GRV in developing and delivering our reform program which is now generating some positive outcomes for the sport and I look forward to having more to report in the next issue of Greyhound Monthly Victoria.

What are the toughest challenges with being a greyhound race caller?

Given how many dogs race through the week it’s hard to remember all of their names! Also trying to call each greyhound!

The shorter races are over very quickly so I have to be really focused to get every one mentioned. No matter what dog or what price, someone has an interest so it’s really important to me.

PROFILE Peter Eustace One of greyhound racing’s most recognisable names, Peter Eustace, recently celebrated 50 years as a race caller.

March 28th marked the important date with celebrations occurring at Traralgon Greyhound Racing Club where Peter called home the twelve race meeting.

Peter Eustace spoke to Greyhound Monthly Victoria about his experiences as the voice of Gippsland greyhound racing for such an extensive period.

To be working in greyhound racing for 50 years, one can only assume you love it?

I definitely love greyhound racing. It’s because you can get so into it; there are so many roles that you can fulfill like breeder, trainer, owner, track staff and even race caller! They make great pets too so I truly do love every aspect of the sport.

Who is the best caller you’ve come across in all of your years?

Bill Collins and Bert Bryant are honestly the epitome of race callers. Greg Miles is also really good. In all honestly, there are so many callers now its really hard to pick just one. But Bill, Bert and even John Russell are definitely high on my list because I was just in awe of them.

Who is the best of today?

I can’t go past Greg Miles but specifically in greyhounds there is Paul Dolan, and he is a journalist as well. He has been around for a fair few years too. It’s hard to think about one or two because there are so many good ones coming now. It is amazing now because there is so much scope for callers because of the high number of meetings.

What about the next big thing in greyhound race calling?

Who do you think is the next up and comer?

There is a caller named Matt Jackson who calls at a few places. He is a very good caller and has a bright future.

What about your favourite track to call at?

Well, Sale has been the best to me because its where I first started full time. They were the first club to have TAB race meetings and I have filled plenty of positions there like grader and honorary secretary. All of the tracks are good though and they all have a different setup that keeps it exciting.

What is the most memorable greyhound race that you’ve called over the 50 years?

I really love calling the Sale Cup. It gives you such a buzz and everyone there is so excited. The atmosphere is just so great. The most memorable race though was on the old track at Traralgon when Floodfawn won 13 starts straight at the same track. At the time it was an Australasian record before she went on to make it 15. I got to call the record setting race and it was such a big thing and really exciting.

Who is your favourite greyhound?

Valpierre was one of my favourites because of the family connection. My brother-in-law bred him and he was such a great dog. He won on the old Olympic Park track and he was so terrific and exciting.

What are your memories about being inducted in the GRV Hall of Fame?

I was surprised! I knew there was something going on when I got an invite for the first time though. My kids were there and it was then I realised there was something serious going on. It was a big thrill because I’d been sick and getting the award was really humbling. Thinking about the other people in the Hall of Fame just makes you stay humble. The induction was really great, I was given a giant frame with photos in it of my time. I really appreciated every bit of it.

How did you discover your passion and talent for race calling?

Well I have always been interested in calling. When I was young I used to be silly and call things moving in the street gutter, and I was always phantom calling. I just enjoyed it and never really thought I’d get this far. It just shows that if you put your mind to it, you can do anything. I followed my passion through radio school, originally in Melbourne, and that opened the doors for me. It gave me experience that is something that can’t be beaten.

Finally Peter, how many more years do you think you will call and what are your plans in retirement?

I’m not too sure on either honestly! The only thing is I think you know when the time is up. If I ever say the wrong dog or my eyesight isn’t great later on, it will be time. There is no specific time that I’ve set though, so I will see how it goes. When I retire I’d love to travel. My partner and I love globetrotting and I’d really like to see Ireland and Spain. Lately, with the Hall of Fame and this celebration, a lot has been said about me and it’s amazing the feedback that I’ve got. It’s been touching. I want to be out here doing this as much as I can definitely.

A Day At The Lab Greyhound Racing Victoria’s plan to triple the number of swabs taken for prohibited substances to around 13,000 annually presents a challenge in terms of dramatically increasing sample quantities without sacrificing testing quality. Fortunately, one of the world’s leading drug testing laboratories, Racing Analytical Services Ltd (RASL), is based in Flemington, Melbourne, just down the road from GRV’s head office in West Melbourne. Greyhound Monthly Victoria joined RASL’s Laboratory Director, David Batty, and GRV’s Chief Veterinarian Dr Steven Karamatic, (above) for a day at the lab to see how RASL is ready and able to handle GRV’s much expanded testing regime.

Founded in 1989 by the Victorian Government as a non-profit organisation to ensure the integrity of the State’s racing industry, RASL now carries out testing for all Victoria’s racing codes, GRV’s South Australian, Tasmanian and NSW counterparts, other sporting codes, the Australian Federal Police, the Australian Customs and Border Protection Service, Qantas and many other major Australian companies. RASL is also one of only four out of some 60 drug testing labs worldwide chosen as a referee lab by the International Federation of Horseracing Authorities.

GRV is one of RASL’s major clients and already accounts for around a quarter of all the animal sample tests performed at its laboratories. To help RASL deal with an expanded program of greyhound testing, GRV has bought new refrigeration units for RASL (Top Row). Unlike older units that could store samples at minus 20 degrees for only around three months, the new GRV units can each store samples at minus 70 degrees for up to ten years.

With a highly skilled team of around 40 people and $15 million in state-of-the-art equipment, RASL can process greyhound swabs through up to 16 separate drug testing screens that cover stimulants, supplements, steroids, pain killers, peptides, blood doping and more (Bottom Row). Most tests take around two weeks to return a negative result while positive samples are forwarded to an independent accredited laboratory for confirmatory testing and notified to GRV’s Chief Steward for further investigation.

As well as testing for currently prohibited and controlled substances, RASL also develops testing procedures for new and emerging drugs and performance enhancing compounds such as peptide and protein-based doping agents. Its Biological Research Unit, set up in 2012, is the first one of its kind in the world where biochemists and biomedical scientists are developing tests for new doping agents as part of a working drug testing laboratory (Middle Row). Among the Unit’s achievements are an innovative high-throughput screen for a broad range of performance enhancing peptides which is now used for routine testing of race-day samples for Victoria, South Australia and Tasmania. And with RASL’s ongoing investment in new technology and skills, the lab is well positioned to stay ahead of the game in keeping greyhound racing as clean and competitive as possible.

Q & A with Warragul GRC Manager Adrian Scott Adrian Scott has been Manager since December 2014, and now he’s settled in we thought it a good time to find out how things are going.

What is your background?

Spent the majority of my working life with the Victorian Police Force in a few different locations. Then got involved with the pasture and turf seed industry, we had our own business, after selling that found myself in management roles within the seed industry . I took what I call a sabbatical year to help build our current house that ran into 18 months. My wife told me I had to find some mainstream employment. I’m still trying to work out how I came to get involved in the Greyhound Industry.

Are you more of a country person or a city person at heart and why?

Definitely a country boy; born at the Mirboo North Bush Nursing Hospital, it’s now a nursing home and that’s where I might finish. I worked in the inner city in the early part of my working life and couldn’t wait to get to the country to live and work.

When did you start as Manager of the Warragul GRC? I commenced in mid December, 2014. Phil Pryor sat me down at the desk and said you’ve got 3 weeks to prepare for the cup, go to it. He told me once I got through the cup I should be prepared for most things. We still laugh about his last comment.

How did you get into the greyhound racing industry?

After we had finished building our house I was conscious that I should find a rewarding fulltime position. I told my wife I was going to return to horse training full time. She locked me out of the house for a week. Seriously, I was starting to look for something and someone from within the industry suggested I have a look at a position that was available at Warragul Greyhound Racing Club as Manager. They thought it would suit me and I would suit the position.

What was it like managing a Warragul Cup? I learnt very quickly from when Phil Pryor sat me in the chair that the cup for most country clubs is a big event, particularly for the committee and staff. It’s an opportunity for them to showcase the club. I’ve been fortunate that for both cups I’ve been involved with most things have fallen into place and we have had good crowds with a good vibe. You are always trying to improve and there are always some aspects you can improve on. With the new marketing team at GRV we have already started to plan for the 2017 cup. The committee has been very supportive of both cups I’ve managed and we have a good team of full time staff along with our casual staff.

It makes the job much easier when you know everyone is supporting each other in their role.

When does Warragul generally race?

Warragul race every Tuesday night and every Thursday day.

We hold arm trials on Wednesday p.m. and Friday a.m. They are generally booked out with 84 trials on both days. It makes for a busy week for everyone at the club What’s your next big event?

The Warragul St Ledger; which most likely will be held in June, the conditions have changed this year and hopefully it will be upgraded with a Group 3 status. We will also promote this with a special social event.

What are the future plans for the Warragul GRC? What we would like to do and what we can actually do is one of the challenges. We are a little unique at Warragul in that we share the facility with seven other user groups, which creates a number of challenges that are not always obvious to everyone. Ideally we would like to improve the facilities in the dining room for patrons and industry participants. From a trainers perspective we would like to be able to provide better facilities to assist trainers better prepare their dogs. That’s a broad approach, obviously the better prepared and trained a dog is the better it races. Good training facilities also impact on the welfare of the dog. That’s now a focus for everyone.

THE REFORMS SO FAR...

On 12 April, the Victorian Parliament passed the Racing and Other Acts Amendment (Greyhound Racing and Welfare Reform) Bill 2015 which implements many key recommendations made by the Chief Veterinary Officer and the Racing Integrity Commission in their reports on greyhound racing released last year.

The amendments to the Racing Act 1958:

Give Greyhound Racing Victoria statutory obligations to promote and improve animal welfare across the industry and to promote and monitor compliance with GRV rules; Require that at least one member of the GRV board has experience in animal welfare or ethics and that the Racing Appeals and Disciplinary Board has one independent member with animal welfare or veterinary expertise; Give the Racing Integrity Commissioner the power to conduct audits of animal welfare compliance by racing controlling bodies as they relate to racing integrity - and to refer complaints about animal welfare processes and systems to a relevant government agency; Make it an offence for anyone acting as a steward, starter, lure driver, judge, promoter or occupier of a ground for a greyhound race that uses an animal as a lure; Allow GRV to make rules that specifically cover greyhound welfare; Give GRV Authorised Officers the power to enter premises from one hour before sunrise till one hour after sunset or at any other time if there is a reasonable belief that the Racing Act 1958 or the rules are being contravened; Enable GRV Authorised Officers to use information about registered greyhounds and participants to carry out functions authorised under the Domestic Animal Act 1994; Allow the Minister for Racing to recommend GRV Board appointments to the Governor in Council if he believes that an individual has the skills, experience and knowledge to assist the Board; and Give the Minister the power to appoint an administrator when the Board has failed to competently manage the greyhound racing industry or where it is otherwise in the public interest.

The amendments to the Domestic Animal Act 1994:

Give the Minister the power to make a code of practice for keeping GRV registered greyhounds with non-compliance penalties; Authorise GRV officers to enforce the greyhound code of practice and to use, or share, some information that they may have obtained through their primary role with GRV; No longer defines business premises where such greyhounds are kept as a domestic animal business; and Calls for a $3.50 fee for every GRV registered greyhound whelped after 1 January 2011 to support management and compliance with the new greyhound code of practice.

The amendments to the Prevention of Cruelty to Animals Act 1986:

Extend the time limit for bringing forward a prosecution from 12 months to three years.

Professional Standards & Integrity Department Monthly Report Charlie Bezzina Senior Integrity Manager The Integrity Investigations Unit has just completed the installation of the new case management system. This system will now record all investigations undertaken and briefs of evidence submitted. On the back of this system GRV has created a simple avenue to allow all participants and members of the public to report suspicious activity to the Integrity Unit. There is a button people can click on the GRV website, the Greyhound Care & Standards website and on Fasttrack. All information submitted via an online form is checked on daily for appropriate action.

All information is treated in the strictest confidence and only integrity investigators have access to the information. Whilst anyone can submit anonymous information it is always useful to be able to clarify information received. Further to this, it allows investigators to give feedback. Whilst some information may only be commentary, the best information we can receive is specific, in particular, detailing who might be undertaking an illegal activity, and where and when.

Greyhound Racing Victoria is committed to eliminating behaviour that brings the sport into disrepute, but we cannot do it alone and rely on the co-operation of the vast majority who are a credit to the sport.

Being a registered participant with GRV is a privilege and not a right and those who continue to breach the rules will in time be asked to show cause as to why their registration should not be cancelled. In particular, we will be targeting participants who present greyhounds that are detected with prohibited substances.

In the future I also plan to implement National Police checks for all participants who are registered with GRV. This is with a view to stop organised crime from infiltrating the sport.

Soon, there will also be a requirement to update photographs on fasttrack that are more than five years old.

The main strength within the Integrity Unit at GRV now is our capability to build on our intelligence database to link and predict criminal trends and associates. We will proactively target participants who continue to exhibit non-compliance with the rules – we won’t be waiting for a breach to occur.

All of our activity is to help ensure a sustainable future for this industry, and I wish you all continued enjoyment in this great sport of Greyhound Racing.

Racing, Wagering & Business Development Monthly Report Stuart Laing - General Manager, Racing, Wagering & Business Development Qualifying Trials Over the past month qualifying trials which are conducted monthly at Ballarat and Cranbourne have been cancelled pending a review of their operations. This step was taken following a number of recent incidents which place into question the integrity of the conduct of these events, which are currently not run under the control of GRV stewards or officials.

Because greyhounds which compete in qualifying trials are in effect competing in heats for a full stakes final at a licensed race meeting, GRV is concerned that the processes currently adopted for identifying greyhounds and determining results of these heats may not have sufficient oversight. These events also contribute to a greyhound’s official form line which subsequently is used to calculate rankings for entry into races.

GRV is of the view that qualifying trials have a useful role to play in the education and training of greyhounds for racing and should continue to be conducted. However, we believe a more structured approach is required. Commencing from 15 May 2016, all qualifying trial events will be conducted under the control of GRV Stewards and accredited club officials. This will mean the Rules of Race meetings will apply to these events. All trials will be filmed and made available for public viewing in the same way as they are published for race meetings and will include a race call commentary.

Earlier Scratching Times We have received a number of requests proposing that the nominated scratching time for race meetings should be at least one hour earlier than the current 8.30am cut-off. The reasoning for the proposal is that an earlier cut-off time would provide additional time for trainers with reserves to know whether they have gained a start. This would avoid those trainers travelling long distances, particularly in hot weather, having to occasionally travel to a race meeting with a reserve that has not gained a start. We are giving this proposal consideration at the moment and would be happy to receive feedback or comments from members on the topic. We will 10 provide advice to participants of any change shortly.

NEXT GENERATION: Ashlee Terry

By Molly Haines 24 year old Ashlee Terry is part of the next generation of greyhound trainers and breeders who hold a strong desire to find a home for each and every greyhound to set paw into their kennel.

“I just love the dogs, I couldn’t imagine getting up in the morning and not seeing their faces,” Ashlee explained.

Ashlee has never shied away from the task of rehoming her greyhounds – in fact, Ashlee has a clause when selling her pups, they must be rehomed.

“I keep in constant contact with the people who buy my dogs; it feels good knowing they are looked after. I can’t stand the thought of dogs that I bred not being given the chance at life after racing,” “I feel a massive sense of achievement after I rehome my dogs,” Ashlee said.

Not all greyhounds are fit for rehoming straight from the racetrack; a transitional period is required for the retired athletes to make it to a couch.

“It’s really important to take them away from the kennel environment to get them used to life as a pet. I have a foster carer who helps give my dogs every chance to be someone’s pet.”

Ashlee doesn’t just have success off the track; she is currently enjoying the life of an owner, breeder and trainer with her first litter beginning their journey on the track.

“It’s so rewarding to watch greyhounds you bred yourself grow.

They are part of your extended family so you care a lot for them.”

Ashlee first set foot on a race track with her father, Keith, when she was just three weeks old. Keith passed away when Ashlee was 12, leaving a hole in her heart and a burning desire to follow her father’s love of the breed.

“Sometimes it’s hard to remember why I do what I do; we work early mornings, long days and late nights, but I love the dogs and they make me feel close to my Dad, I know he would be very proud of what I have done.”

Like all breeds, Ashlee’s greyhounds get to enjoy ‘play time’ in the yard with either a football or basketball.

“It’s a great way for them to maintain plenty of handling as well as a chance to have a bit of fun.”

Trainers Karen Leek and Andrew Paraskevas have always been around to share their wealth of greyhound knowledge as well as a helping hand, acting as mentors to Ashlee, so with the support of some of Victoria’s most experienced trainers behind her, Ashlee hopes one day to taste group success.

Strategic Communication & Marketing Monthly Report Louise Martin - General Manager, Strategic Communication & Marketing The Strategic Communication and Marketing Department has been hard at work in recent times with several key events and campaigns.

The last of the Little Big Days Out were held to great success with big crowds turning out to Warrnambool, Traralgon, Ballarat, Cranbourne and Horsham to enjoy a great day’s entertainment for the whole family.

The carnival atmosphere will continue shortly at Warrnambool with the Warrnambool Cup and Classic both fast approaching on May 4. This is the highlight of the year for the Warrnambool Greyhound Racing Club and the Strategic Communication and Marketing Department has worked particularly hard to ensure this is a big occasion.

Another key focus right across the board has been our Red Dog Run campaign which saw all 13 Victorian clubs partner with the Victorian RSL in the week leading up to Anzac Day. Under this partnership GRV donated $250 to the Victorian RSL every time a dog won a race from the red box. The results were fabulous, with 48 winners wearing the Number 1 rug, raising $12,000 for the Anzac Appeal.

To officially be associated with such an important day in Australia’s history is a great honour for the greyhound racing industry and further highlights GRV’s community engagement.

And while we take great pride in contributing to the community, our primary focus is and always will be the welfare of the dogs before, during and after a dog’s racing career.

There has been reflected in the wide-spread coverage surrounding the 20th anniversary of the Greyhound Adoption Program right across the mainstream media.

With some very public negative issues still looming over greyhound racing, it is reassuring that this side of the industry can be portrayed in such a positive light.

Finally, our new-look department has brought in some more key talent, with Stephen Gray (Marketing Manager), Tristan Maagma (Digital Producer) and Troy Iwanyk (Digital Coordinator) the latest additions to our dynamic team.

We have two committee members on the Code of Practice – Industry Reference Group. The development of the Code of Practice requires industry input so that the best possible outcomes are achieved for all greyhound racing stakeholders.

This makes our involvement vital to the process.

We are continuing to work closely with Clubs on developing new ideas to make the race day experience as enjoyable and safe as it can be for all participants and attendees. These are some recent developments.

We also have a representative on GRV’S Industry Consultation Group, which provides us with an invaluable avenue to draw on our wealth of experience and explain our position on many aspects that affect all involved in the sport.

The transporter bus at Healesville The Healesville Club recently purchased a bus for trainers and handlers to transport them from the starting boxes, especially in extreme weather conditions. Cynthia O’Brien, Club Manager, says ‘GRV and the Healesville Club are always focusing on the welfare aspect for the dogs, but it is also important to look after the wellbeing of our trainers. It is quite a walk to and from the starting boxes. The new bus provides a bit of a relief in cold, wet and hot weather conditions. It will also benefit some of our older trainers and participants with injuries who have problems walking longer distances’.

We are also looking beyond the borders of Victoria, working with the national GOTBA, to help address problems Australia-wide.

All states face the same issues and working together helps strengthen our associations and brings a concerted focus to the major issues.

We have consulted with GRV on many issues, including: • Local rule changes • Support for a private adoption organisation based on the American model • Lures and other incentives to keep dogs chasing keenly • Track design and surfaces to ensure safety and consistency • Heat policy • Breeding • Participant education.

We have also directed resources into raising our profile on both traditional and social media and to communicating more effectively with politicians.

We continue to represent Victorian greyhound owners, trainers and breeders, as we strive for improvement of the industry and the promotion of animal welfare and respect.

OHS Update GRV and Clubs are committed to ensuring the safety and welfare of all participants, attendees and staff working at Clubs. As part of this commitment we recently had another round of visits by our OHS Consultant, Malcolm Farfor, to all Clubs.

‘There have been a lot of improvements in 2015 at Clubs in terms of OHS’, says Malcolm. ‘Just to mention a few: we have increased First Aid capabilities with dedicated defibrillator units at each Club including the Coursing Clubs, we have improved Emergency Evacuation Planning and capability, and we have had some significant upgrades to facilities and electrical systems. There are further improvements planned for 2016’, he says. We are looking forward to working with Malcolm throughout this year.

Warrnambool The GRV Board recently made the decision to place the Warrnambool Club into administration. I have been appointed interim administrator with the intention to quickly move to a local, independent administrator. The Warrnambool Club remains an ongoing and integral part of the future of the Victorian greyhound industry and the intention is to return to a new local Committee as soon as possible.

GREYHOUND MONTHLY VICTORIA

Victorians Dominated Sydney’s Biggest Night Again Golden Easter Egg night - held every year on Easter Saturday at Wentworth Park - is the pinnacle of greyhound racing in New South Wales.

And on March 26, for the seventh year in succession, a Victorian-trained greyhound won the $352,000 Group 1 Golden Easter Egg (520m), with Moreira (Jason Thompson) snaring the $250,000 first prize in 29.77sec.

The other Group 1 on the card also went Victoria’s way, as Toolleen trainer Mark Giddings, at just 22 years of age, steering Lioness Lulu to victory in the $103,000 Association Cup (720m).

Lioness Lulu stopped the clock at 42.21sec with a commanding seven length win, and claimed a $75,000 first prize, which Mark plans to use to purchase his first property.

Team Dailly also had a feature race winner on the card when Marley Bale took out the $34,000 Group 3 Ambrosoli (520m) - which is a Golden Easter Egg consolation race - in 29.60sec, which was the fastest time of the night!

GRV partners with Regional printer There has been significant change in recent times right throughout the greyhound racing industry and that change has extended to the printing of Greyhound Monthly Victoria.

This edition is the first to have been printed by Prominent Group, a Shepparton based small business that specialises in offset print, digital print and graphic design. Prominent Group uses environmentally friendly paper in all its products.

This shift is in line with Greyhound Racing Victoria’s focus on providing jobs and investing in the economies of rural and regional Victoria.

As well as printing Greyhound Monthly, GRV will also be using Prominent Group’s mailing house for distribution purposes.

A regular look back at the history and heritage of greyhound racing The Greyhound Wars The 11th century English King Canute, is best remembered for setting up his throne on a beach to try and hold back the tide to show his subjects that a monarch cannot control everything. But it was another matter entirely when it came to greyhounds.

The breed was well established in England by the time Canute staged his media opportunity on the beach, having been introduced some 500 years earlier from Europe, and were popular and valued across all levels of society with many homes keeping a greyhound or two. The Royal Houses and the nobility hunted with white or parti-coloured greyhounds during the day that were easier to spot if lost and the commoners used black, red, fawn, and brindle dogs that were better camouflaged for hunting at dawn and dusk.

Then around 1016, King Canute proclaimed the Forest Laws banning commoners from hunting on Royal Lands which included some of England’s prime forests and fields, rich with game. Under the laws, any commoner caught hunting in the Royal Forests would be fined and his greyhound confiscated, lamed or killed and that any commoner’s dog, whether a greyhound or not, that was living less than 10 miles from Royal Land would have its tendons cut.

This did not go down well with the commoners and there were frequent clashes between them, court officials and royal game wardens that only got worse as further penalties for keeping greyhounds were introduced by William the Conqueror and successive kings. This turned over the years into a kind of lowlevel guerrilla conflict, called ‘The Greyhound Wars’ that was fought in the English forests and fields between commoners, outlaws and often brutal and corrupt officials, providing some of the inspiration for the growing legend of Robin Hood.

By the middle of the 14th century the Forest Laws were no longer active and the need to clear new agricultural land of pests like rabbits saw the removal of all restrictions on owning greyhounds and they once again became part of rural life across all classes.

Today anyone can own and enjoy a greyhound without having to worry about a King with wet feet coming after them.

Colin Dalton - Failing to present the greyhound ‘As Sweet As’ free of any prohibited substance (Morphine & Codeine) for an event at the Healesville GRC held on 20th September 2016.

Hearing held 25 February 2016. The RADB determined that Mr. Dalton was guilty as charged and disqualified him for 3 months with 1 month suspended (for 12 months pending no further breaches of GAR83 during this 12 month period) effective 25th February 2016.

Brian Brown - Failing to present the greyhound ‘Shout Out Loud’ free of any prohibited substance (Oxycodone & oxymorphone) for an event at The Meadows held on 7 November 2015. Hearing held 22 March 2016. The RADB determined that Mr. Brown was guilty as charged and disqualified him for two years (with 1 year suspended, subject to no further breach of any rule relating to the treatment of greyhounds within his care and custody).

Michael Bird - Failing to present the greyhound ‘Outlaw Clyde’ free of any prohibited substance (Diclofenac) for an event at the Ballarat GRC held on 18 February 2016. Hearing held 22 March 2016. The RADB determined that Mr. Bird was guilty as charged and disqualified him for a period of one month (wholly suspended subject to there being no further breaches of any rule relating to the treatment and care of greyhounds within his care and custody during the next 12 months) and a fine of $1,000.

VCAT HEARINGS CONCLUDED Bradley Keel - Appeal held 25 February 2016 re previously reported RADB decision (Welfare breach - Tooradin Trial Track video). GRV appealed the wholly suspended 18 month disqualification - VCAT disqualified Mr Keel for 18 months (15 months suspended for 3 years) and fined $750.

Jennifer Gill – Appeal held 4 March 2016 re previously reported RADB decision (prohibited substance). VCAT affirmed the original RADB decision Shane Taylor – Appeal held 31 March 2016 re previously reported RADB decision (prohibited substance) VCAT affirmed the original RADB decision

Larissa Darragh - GAP Manager All greyhounds adopted from GAP are de-sexed, vaccinated, micro-chipped, wormed, and health checked. During the foster process they quickly and easily make the transition from being a racing animal to pet. Such is the stringent nature of the GAP assessment processes that the Victorian government legislates that greyhounds successfully passing through GAP no longer have to be muzzled in public.

To enter a greyhound in for a GAP pre-entry assessment, owners and trainers must ring GAP on 5799 0166 to book their greyhounds a place.

Each individual will have the opportunity to book up to three greyhounds per session. It is advised that owners and trainers ensure they are aware of the times, dates and locations that bookings are being taken, as spots are limited per session. Please refer to schedule.

Zorro is a young dog who just wants to play! He can be puppyish at times and he is looking for a canine friend that he can play with in his adoptive home. He is a friendly dog who might go well in a home with school age children. Zorro is NOT cat friendly.

A GAP fairytale

By Bridget Scott A REMARKABLE coincidence left Boronia woman Fiona Quinn dumbfounded after April’s adoption day at Sandown Park.

Thirty-six dogs were up for adoption, and of all those dogs Ms Quinn was drawn to Champ. Little did she know at the time that her new pet was, in fact, the brother to a dog called Tazzi, which she already owned!

Ms Quinn said she had no idea, and only realised when she spoke to the last owner.

“I rang Donna, the previous owner, when I got home that afternoon, to let them know the dog has found a good home,” she said, “and it was Donna who told me that the dog I already had was Tazzi’s sister. She was just as surprised as I was.”

While the dogs come from the same litter, the pair, which turned two in December, look nothing alike, one Brindle and the other black.

Manager of Greyhound Adoption Program Larissa Hubbard couldn’t believe it either.

“It was an amazing coincidence,” she said.

“What are the odds? We always love it when litter mates end up together but it happens so rarely.”

Ms Quinn said she would never adopt another breed now, and took Tazzi in when she lost her other greyhound, Venus, due to kidney failure in June.

“I can’t believe out of all the dogs I could have taken, out of 36, I chose him.”

GAP Adoption Days

By Bridget Scott April 2016 A RECORD number of people came through the doors of Sandown Park in early April to see if they could find their future pet.

More than 200 people attended, with up to 36 dogs available for adoption.

Much to the delight of organisers, 30 of those dogs found their forever home while six headed back to Headquarters at Seymour, hoping for a better result next time.

Among those adopted were Fleur and Robbie, who were lucky enough to be taken home together by Sheridan Lett from Croydon Hills.

The first adoption happened almost instantly, and these continued until the dying minutes of the day.

Guests travelled from all around Victoria, including from as far as Warrnambool, where Denis Morgan came from to take home Andy.

GAP Communication Coordinator Rose Streatfeild was thrilled with how the day went.

“This adoption day was not only a great opportunity to find out more about what great pets they made, but also to see how our GAP team and volunteers work to match the right dog with the appropriate family,” she said.

May 2016 The greyhound adoption day on 1 May broke more records, with the highest number of greyhounds ever rehomed in Australia on one day - 70 dogs found their forever home at The Meadows!

More than 350 people came through the door and quickly tried to get in first to claim their new pet.

Greyhound Adoption Program Manager Larissa Hubbard said the success of the event “illustrated that the popularity of the breed is on the rise.”

Volunteers from South Australia Greyhound Adoption Program were also there on the day to provide a helping hand.

Three puppies were also matched to their new owners but will remain at headquarters in Seymour for a while longer.

The most recent adoption day put GAP well on track to break the record for the number of dogs adopted out this financial year.

Bookings are essential for all trial sessions conducted at greyhound tracks in Victoria.

Bookings can be made in person, by phone or via FastTrack (except Cranbourne, Horsham and Warrnambool). Pen trials conducted after race meetings are required to be booked on the day by no later than race 8 via phone. Satisfactory Trials are conducted following race meetings.

Developing GRV’s Strategy for 2016-2019 May 2016

Overview The approach outlined in this document is based on the outcomes from a Board Strategy Workshop which identified: 1. The existing GRV Strategic Plan “On Track for a Great Future: Strategic Plan 2014-16” should be updated to better reflect significant events which occurred in the industry in 2015. The Boards’ workshop resulted in the development of a new GRV draft strategic plan. It is intended that this plan should inform stakeholders about the future direction of the industry and encourage their engagement in creating this future.

2. Using the scoping document, GRV should adopt a ’Goals-down, Plan-up’ approach to developing a Strategic Plan for 2016-2019. This approach will reinforce GRV as the standard setter for animal welfare and integrity (the ‘Goals-down’ component) but provides an opportunity for the industry to have input into how these goals are achieved (the ‘Plansup’ component). This will encourage an understanding of the strategy by industry participants and help drive culture change through the industry.

3. GRV should clearly indicate any non-negotiable elements in the strategy where consultation is restricted to how to reach an outcome not negotiate what the outcome should be. Also, the consultation process should be strengthened by a constructive two-way dialogue with the Industry Consultative Group.

4. Prior to its finalisation it is intended that GRV would take a draft of the strategy to industry participants and other stakeholders for feedback and further input using a series of workshops, each devoted to different industry priorities.

Subject matter experts, respected industry participants and persons with innovative or contentious viewpoints should participate in the workshops to ensure a wide range of views are captured and assessed.

This priority is evidence-led and science-based. GRV will collect data and conduct research into greyhound welfare to produce the evidence that can be used to substantially improve welfare outcomes for greyhounds by: a. Preventing excessive breeding (reducing litter numbers); b. Reducing the premature death of racing greyhounds; c. Optimising the use of the racing greyhound population; d. Improving outcomes for rehoming greyhounds; e. Informing GRVs infrastructure investments into greyhound welfare; and f. Providing training to industry participants to improve greyhound welfare at every stage of the dog’s lifecycle.

Regulatory Standards Recognising the industry needs to change, GRV will practice an evidence-led and ethically driven approach to its regulatory role. It will support and encourage the industry to improve greyhound welfare and understand and manage risks associated with conflict of interest by: a. Implementing the Minister-approved recommendations of Perna and Milne reports; b. Introducing a regulatory and licencing framework for all premises and persons involved in the rearing, education, breaking-in and training of greyhounds; c. Assuming greater responsibility for race day operations to remove the potential for conflict of interest and ensure d. e.

consistency of race day standards and practice; Introducing non-regulatory approaches to encourage industry self-regulation and continuous improvement; and Establish a separate Integrity function to oversee all GRV’s regulatory responsibilities.

GRV’s Capabilities, Culture and Financial Sustainability Recent events have brought into focus the need to strengthen GRV’s resourcing of its animal welfare function and the monitoring and enforcement of industry standards and integrity to lead the industry in regaining its social licence. GRV will establish a leadership capability and culture to ensure it effectively balances animal welfare, industry integrity and sustained wagering and commercial growth by: a. Assessing potential impacts on GRV of interstate greyhound racing authorities’ commission reviews; b. Reorienting its organisational structure and capability to strengthen industry leadership and better support its new strategic direction; c. Developing a proactive ‘can-do’ internal culture, where conflict of interest is understood, declared and managed appropriately; d. Developing and implementing plans to ensure GRV remains financially sustainable and responsible; and e. Developing an information management capability that strengthens evidence-led decision-making.

Social Responsibility This priority addresses community expectations on GRV and participants to follow contemporary rules, laws and ethical behaviours. It recognises the complexity and variety of community and participant attitudes to greyhound racing and to GRV as the industry’s regulator.

GRV will demonstrate social responsibility by: a. OHS compliance for GRV staff and club employees, and safe infrastructure for participants and consumers; b. Constructive relationships with the Office of Racing, the RSPCA and other key external bodies; c. Information and education to increase participants’ awareness of contemporary community expectations, and develop a culture of compliance with GRV’s rules, laws and contemporary ethical standards; d. Strategic communications and issues management; e. Effective industry engagement via the Industry Consultative Group (ICG); f. Advocating responsible gambling by consumers; and g. Attracting new people into the industry, respecting diversity and equity.

Club Support Clubs are the industry’s primary interface with local communities. GRV will provide governance, management and corporate services support as well as help desk support and advice to clubs. It will assist clubs to strengthen their commercial and operational effectiveness by: a. Supporting clubs to be proactive in dealing with contemporary issues in animal welfare; b. Ensuring clubs are OHS compliant for racing and event purposes; c. Assisting clubs with constitutions, term appointments, committees, governance, decision making and reporting, financial and asset management and club codes of conduct; d. Supporting clubs to improve their events management capabilities as an important part of their engagement with local communities; and e. Providing training and development to support clubs to develop their management and operational capabilities.

Industry Growth The industry will face increased future competition from other gambling products. To ensure continued industry growth requires careful management of wagering and broadcasting partnerships, developing industry relationships and sustainable business growth strategies. GRV will position the industry for sustained wagering and commercial growth by: a. Integrating TAB betting into GRVs online and mobile wagering offer; b. c. d.

Improving media content and distribution to further promote greyhound racing.; Working collaboratively with joint venture partners to reinvigorate pari-mutuel betting; and Identifying strategies to optimise racing field sizes in utilising the greyhound racing population.
