CEO’S UPDATE As you can see from this issue of Greyhound Monthly Victoria there’s a lot happening right now in the sport across the state. This year’s Australian Cup at The Meadows drew one of the biggest crowds ever seen there, to watch Dyna Double One become just the third greyhound in world history to win $1 million in prize money. And in April the heats start for both the Warrnambool Classic, which introduces a new generation of racers to the sport, and the Warrnambool Cup. At GRV, the focus on animal welfare continues with the recent heatwaves testing how our new hot weather policy is working. Under the new threshold of 38 degrees Celsius introduced on Boxing Day last year, 18 meetings have been transferred, 14 cancelled and 1 abandoned at time of publication.

Following feedback from participants GRV has introduced Meeting Cancellation Payments, equivalent to Travel and Starters’ Fees, for trainers with greyhounds drawn to compete at cancelled meetings and we will continue to monitor how the policy is impacting on animal welfare and racing operations.

The Policy will be reviewed in its entirety at the end of March and take into account learnings and feedback from this summer.

GRV is also gathering information and data on racetrack firmness and preparation to assess the impact of track surfaces on injuries. Tracks which are too firm can, amongst other things, contribute to toe, metacarpal and carpal injuries. A more comprehensive process for reporting race day injuries is generating data that GRV is analysing to identify the relationship between track firmness and the impact that this has on injuries. GRV’s 2014 Track Preparation and Maintenance Manual provides a detailed guide for preparing the optimum track surface and the results of our injury data analysis and testing of new track firmness and moisture reading equipment will inform the next edition of the Manual.

This March also marks the 20th anniversary of the first dog re-home through GRV’s Greyhound Adoption Program which has grown into one of the most successful programs of its kind in the world. It has now found homes for over 6ooo dogs and GRV is building on this success with plans for expansion that you can read about in this issue.

As part of Greyhound Racing Victoria’s (GRV) new service model which is covered in this issue, our integrity and racing operations have been clearly separated which will deliver many benefits including increased opportunities for the GRV General Manager of Racing, Wagering & Business Development to be on the ground and available to participants at race meetings. The clear separation of racing from integrity and welfare is one example of how the new GRV structure makes the organisation much more ‘fit for purpose’ and I will have more to report on what this will deliver for participants and the sport in upcoming issues of the Monthly.

PROFILE Sandra Reed Sandra’s career in the greyhound industry stretches beyond 40 years, and she is the President of the Greyhound Owners, Trainers and Breeders Association (Victoria). However, her life took a different turn in the last 10 years, when the dog trainer developed an interest in yoga. She was one of the first female trainers to receive her license, and admitted she has seen a lot of change in the industry during her time. International Women’s Day was celebrated on 9 March, so Greyhound Monthly Victoria decided to speak with Sandra about her experiences.

How did your time in the industry begin?

I was born into the greyhounds; I am a third generation trainer.

My grandparents trained, as well as my father Paul Hogan (Hall of Fame inductee). I was about 15 when I first got involved, and I was very lucky. My first dog I inherited from my grandmother, this dog I took a liking to so my dad let me have her. I left school at 15 and she was my dog, her name was Fairbairn Light. Fortunately she showed promise early on, although she was slow out of the boxes. So I decide to race her over the long distance, she went on to hold the distance record at Olympic Park.

What stands out to you as a highlight during your career as a trainer?

That (Fairbairn Light) was my introduction, and I thought wow, how amazing. After I was married I got a property at Rowville and developed boarding kennels and trained from there. My dad took a break and I inherited most of his greyhounds, he was a leading trainer at the time. I trained Dynamic Dean who finished up Greyhound of the Year in 1975 and won a Melbourne Cup. He was not the fastest, but he was the most exciting because he was fast out of the boxes and opened up a big lead, weakening towards the end but usually go there.

You took a couple of breaks from the dogs. What is it about the industry that kept you coming back? You’ve obviously got a big love for the sport.

I had three children and I found the pressures of training and the kennels too demanding. I wanted to have more time for my kids.

I always had a few dogs but not as many as previously, not in a professional capacity. My son eventually wanted to train so I got involved again. Having dogs is a unique experience, but you can’t do anything else. I wanted to diversify and travel. Life took a different direction and I started to do yoga. It allowed me more freedom; however I’ve always maintained an interest in the welfare of the dogs, and the sport. I know the chance it gave me to have a good life and I want others to have that. It gave me the ability to buy a farm and opened up opportunities for me. I wanted to be in the country with the kids and it allowed me to afford that.

How did you get involved with the Greyhound Owners, Trainers & Breeders Association?

I got involved about 10 years ago and my portfolio in the association has always been aimed at the welfare of dogs, ensuring the track is safe, the facilities are the best and more.

That’s a big aspect of why I got involved. I would like the greyhounds to have the best possible care and attention. The committee also asked me to join, as there has always been a lack of support for owners and trainers. People are so busy and they don’t have time. You really need to be retired or well off, and that doesn’t encompass a lot of the industry.

Did you ever face any difficulties being a female trainer in an industry that is predominantly dominated by men?

Oh yes, in the early days I did. When I first worked with dad, I couldn’t handle the dogs on the track. Women weren’t allowed because it was a man’s sport. You girls these days don’t know how good you have it. I was one of the first lady trainers to be registered at the age of 18. Greyhound racing was controlled by men. It was a battle to get a license and handle our own dogs.

At 18, I took off to Sydney for six months. We had to get handlers to handle our dogs. This is going back 40 years. My passion for the industry comes from knowing all the old school people, and knowing everyone then did it for the love of the sport. We have our own tracks now through the generosity of people who were committed to the industry back then.

What words of advice would you give to trainers just getting stuck into the industry, particularly young women?

Find someone who is successful and let them mentor you that way get the best possible advice.

What prompted you to take up yoga?

It offered me more freedom. I can do it when I wish, and it’s also a great thing to do. Very beneficial to the people I work with, and for myself. I own a yoga business but don’t teach as much anymore. I am looking to partially retire soon, so I teach four lessons a week which is enough to keep me happy. It’s doing something that is worthwhile.

The New GRV Greyhound Racing Victoria (GRV) is restructuring to more effectively implement the recommendations of Victoria’s Racing Integrity Commissioner and Chief Veterinary Officer, better meet its new statutory responsibilities and help drive sustained wagering and industry growth.

GRV’s new organisational structure is built around three core areas: welfare and regulatory accountabilities; racing operations, clubs and members; and corporate governance and services. An Animal Welfare Department will focus on greyhound welfare throughout their life cycles and include significant increases to the inspection team and new training, education and research capabilities.

A new Professional Standards and Integrity Department will handle regulatory, compliance and assurance functions, from policy and legal issues to intelligence and investigations. Key members of this Department will include GRV’s Chief Steward, Chief Veterinarian and a new Assurance area to independently review race day activities.

Strengthening the commercial and operational capabilities of Victoria’s greyhound racing clubs and supporting members will be the responsibility of the Club Development and Member Services Department. A new Racing, Wagering Partnerships and Business Development Department will focus on scheduling, grading and coordinating race activities, managing GRV’s wagering and broadcasting partnerships and developing industry relationships and business strategies.

GRV’s internal capabilities will be strengthened by an expanded Strategic Communication and Marketing Department and a new People and Culture Department dealing with staff development and ethical, probity and conflict of interest standards. Finances, IT and facilities will be the key responsibilities of the reformed Corporate Services Department and new governance, project management and executive office functions will support the Board and CEO in working on strategic planning, legal, audit and risk issues and major projects.

This new service model will help ensure that a more accountable, responsive and focused GRV is best positioned to deliver a vibrant and thriving greyhound racing industry well into the 21st century.

The Process of Reform: Terrie Benfield

By Bridget Scott In November last year, Greyhound Racing Victoria welcomed an invaluable asset to its team with the appointment of Terrie Benfield as its General Counsel.

Terrie has a wealth of knowledge and more than 14 years experience in Government law. Her first three months at GRV was “a steep learning curve” as she found out as much as she could about the sport.

Terrie says that the creation of her role was primarily as a result of the Officer of Racing Integrity Commission and Chief Veterinary Officer reports which were undertaken following the media report of live baiting, which broke last year.

“There were many recommendations, and although they touched on practical things, a lot of them called out for looking at particular issues, and identified weaknesses in GRV’s regulatory environment that needed to be tightened,” she said.

“At that time, internal legal capacity within GRV did not exist.”

Since starting at GRV in November, while she has many focuses, Terrie says she will pay particular attention to registrations, rules review, and the development of policies and guidance.

She says her role will involve a lot of listening to people within the industry, including stakeholders.

“Listening and working with them to develop the next stage of the regulatory reform.”

“It’s about turning GRV from the regulator that it was, into the regulator that we need it to be to ensure the sustainability of the sport into the future.”

Terrie says her focus on registration will involve looking at anyone who comes into contact with the greyhound and whether that person should be registered.

“At the moment we register owners, trainers and breeders but, as well as improving and strethening that registration process, we also need to register rearers, whelpers and breakers,” she said.

She says this will be an ongoing project “involving all of GRV and the industry itself.”

In addition, the focus on rules review will involve the wider greyhound community and Terrie hopes to get feedback from people involved in the industry as to where the problems lie.

THE REFORMS SO FAR...

The last 12 months have been a time of major change for greyhound racing in Victoria, as the sport responds to community concerns and tackles a range of issues to secure its long-term growth. Some of the more significant reforms include: Strengthened baiting and luring offences and increased fines and penalties for live baiters under the Prevention of Cruelty to Animals Act 1986 (POCTA).

Mandating the appointment of a veterinarian on the Board of Greyhound Racing Victoria (GRV) to prioritise animal welfare.

Mandating that the membership of the independent Greyhound Racing Appeals and Disciplinary Tribunal includes least one member with animal welfare experience Outlawing the presence of certain animals – dead or alive – at venues being used for greyhound training or racing.

A major restructure of GRV to make it more fit for purpose with a clear focus on three core areas: welfare and regulatory accountabilities; racing operations, clubs and members; and corporate governance and services.

Major OHS review conducted of all GRV clubs leading to upgraded facilities and equipment and more staff training in first aid and evacuation procedures.

GRV’s team of authorised animal welfare officers expanded from two to eight to deliver a much more intensive participant premises inspection program.

Introduction of a new hot weather policy that lowers the threshold for cancelling races from 40 degrees Celsius to 38 degrees.

A more comprehensive and timely system for reporting racing injuries to help improve track and racing safety.

“We want to ensure that our policies and rules reflect the industry.”

Establishing a team of three Industry Advisory and Support Officers to help racing participants better understand and meet their animal welfare responsibilities.

Terrie says it’s important to highlight the consultation process which she will endeavour to go through when reviewing rules and developing new policies.

Trials of an arched or ‘hoop’ lure arm to reduce interference and injuries during races and trials.

“We want to bring local rules and national rules together,” she said.

With the ultimate aim of driving positive outcomes, Terrie looks forward to working with a range of people and groups.

“The desired outcome is to see that the industry not only knows what the rules are, but understands how they were developed, and that they’re easily accessible and accepted by the sport and its stakeholders,” she said.

“They’re not rules for the sake of rules; they’re clearly linked to something we’re trying to achieve.”

Launched ‘Greyhound Care and Standards’, a new online resource for whole-of-life care for greyhounds, from breeding to rearing to racing to retirement.

Tripling the number of swabs taken to test for drug use and new storage facilities to allow more swabs to be kept for longer as testing procedures are developed for new drugs.

Racing, Wagering & Business Development Monthly Report Stuart Laing - General Manager, Racing, Wagering & Business Development I am thrilled to have been appointed to the new role of General Manager of Racing, Wagering and Business Development at Greyhound Racing Victoria (GRV).

The GRV Racing team works closely with clubs and participants in producing 22 race meeting weekly program across 13 venues. It is a significant program which takes a lot of coordination and a systematic approach to ensure we produce top quality competitive racing, optimise opportunities for greyhounds and trainers to participate and maintain our position as the premier greyhound racing state in Australia.

We are constantly working on improvements and modifications to the program and I am keen to hear your ideas or thoughts on how we are doing and what else we could do to improve. Following is an update on just some of the current projects we are working on.

Finish On Lure and Hoop Arm Trial The Racing Integrity Commissioner recommended last year that GRV undertake a comprehensive review and trial of alternative methods to assist greyhounds to consistently chase the lure and perform at their best (e.g. ‘run on’ and ‘hoop’ lures).

GRV has implemented trials of both a Finish on Lure (FOL) and hoop arm lures at various tracks with three FOL meetings now programmed per week at Ballarat, Sandown (SAP) and Shepparton. An expansion of the trial has been the trialling of a Hoop Arm through the Catching Pen at Traralgon with further trails planned at The Meadows and/or Ballarat or Shepparton, subject to the completion of modifications to the catching pen gates at those tracks.

The safety and welfare of greyhounds and of those people working in the vicinity of the lure in catching pens is a key

consideration in determining the success of the trials. We are also examining a variety of alternatives used in other states of Australia and overseas including New Zealand, the USA and UK. We will be seeking further feedback from trainers and clubs at the upcoming consultative workshops commencing in April before finalising a position on the future of these lure options for racing in Victoria.

‘No Reserve’ option removed From 1 February the option on Fasttrack for trainers to select ‘No Reserve’ at time of nomination was removed. The main purpose for this change is to achieve improvement in the number of races which have eight starters. Initial indications have been positive with an increase from 76.8% of races with eight starters in December 2015 to 80.7% in February 2016. A detailed analysis and future recommendation will be presented after the trial is complete.

Coursing Grading & Nominations GRV will be taking over the management of nominations and grading for coursing meetings from April this year. This will mean trainers will have the capacity to nominate for coursing meetings on-line via Fasttrack, however nominations can also be lodged over the phone through Member Services.

Nomination will close at 12noon the Wednesday before the meeting. Grading of meetings will also be completed on the Wednesday prior.

Ima Lonely Boy Finds Perfect Match

By Molly Haines It took Ima Lonely Boy five trainers to find his perfect match in Sam Ferguson, and last month they experienced their first Group 1 journey together in the heats of the $355,000 Australian Cup (525m) at The Meadows.

In the heats Ima Lonely Boy was gallant in defeat, finishing fourth to Xtreme Knocka after finding trouble on multiple occasions throughout.

Trainers dream about having a runner in a group race and Sam is no different; she is however lucky enough to have her wish granted after just eight months training greyhounds.

“It was very nerve wracking being involved in the heats of such a big race, but it’s very rewarding at the same time,” Sam explained.

“I am just so proud we made it into a heat after being selected in the top 56 greyhounds. It was a huge honour,” Sam, 25, said.

Professional Standards & Integrity Department Monthly Report Charlie Bezzina Senior Integrity Manager As part of the significant changes occurring at Greyhound Racing Victoria, the Professional Standards and Integrity Department is putting in place all the pieces needed to ensure nothing but the highest standards of integrity throughout Victorian greyhound racing.

We have made several key appointments, the latest being Scott Elliott as our new Senior Intelligence Analyst. Scott has an impeccable background, having been the lead analyst at the Purana task force, as well as holding several other senior roles.

Scott joins a team that will be engaging the participants of the greyhound industry. We will be seeking information on a confidential basis regarding key issues such as live baiting, doping, animal welfare and any matters that could bring our sport into disrepute.

“I will never be able to thank Joe enough for giving me the opportunity to train his dogs. I hadn’t trained a dog before on my own so I suppose I got very lucky,” the Geelong trainer said.

The Professional Standards and Integrity Unit now has five investigators with a total of more than 120 years policing experience between us. We have the experience, we have the skills and we will be making a difference for the better. Reestablishing trust between GRV and our participants is a crucial part of the sweeping reforms taking place and I will build that trust at every opportunity.

Since arriving at Sam’s kennels, Ima Lonely Boy has had 32 starts for six wins and nine placings (as at 3/3/16), and Sam believes the key to his success was stepping him up in distance, especially over the 525m at The Meadows where he has won five races.

My team and I will be getting around to all tracks in Victoria and engaging with our participants, while taking a proactive approach to identifying rule breaches and supporting the large majority of people who are following the rules.

As a young female trainer, Sam thinks that believing in yourself is crucial.

One new initiative that will be rolled out shortly is the introduction of a new section of our website where people can report suspicious activities to the integrity unit.

Joe Amato, former owner of Ima Lonely Boy, gave the greyhound to Sam as a giveaway but is still heavily supportive.

“There are plenty of females in greyhound racing and I think it’s important to take any opportunity that is handed to you; give every dog a chance because you don’t know where it will lead you.”

This is all part of achieving our ultimate goal in building trust with people involved in greyhound racing, supporting those who are doing the right thing and weeding out those who are not.

Australian Cup: A Night of Celebration

their choice of a Jeep, Concept Caravan or a $45,000 travel voucher. That prize was won by Kooroocheang greyhound trainer Paul McColl, who settled on the Jeep after taking the rest of the weekend to think about it.

As far as the racing went, it wasn’t just Dyna Double One that stole the show, with former West Australian dynamo Star Recall showing her outstanding versatility by stepping up in distance to take out the $145,000 Group 1 Superstayers (725m) and Gilberto winning the $35,650 GRV Vic Bred Maiden Final (525m).

Australian Cup Night 2016 - held on March 5 - was everything greyhound racing could have hoped for, with The Meadows hosting a sensational night of entertainment and elite greyhound racing.

Greyhound racing needs its heroes, and Dyna Double One showed he is exactly that, winning the $355,000 Group 1 Australian Cup (525m) and becoming just the third greyhound in world history to crack $1M in prize money.

He also became the third greyhound - and first since Tangaloa in 1980 - to capture the Melbourne Cup/Australian Cup double.

More than 4,000 witnessed the spectacle, numbers on par with the biggest crowds The Meadows has hosted since 7,000 crammed into the suburban Melbourne venue on its opening night way back in 1999.

And the Australian Cup may well have attracted the most number of families to ever attend a single greyhound race meeting, with free entry, a laser show, free kids activities and loads of giveaways.

The Meadows can certainly lay claim to being one of greyhound racing’s most family-orientated clubs.

Australian Cup night also saw the arrival of one of greyhound racing’s generation-next in the form of 22 year old greyhound trainer Mark Giddings of Toolleen.

Giddings had three greyhounds racing on the night, all at odds of 25/1 or greater, for a second placing (Oriental Tsunami), a third placing in the Group 1 Superstayers (Lioness Lulu) and, finally, a winner (Pop Wright) at $34.60, with the trio netting a combined prize money total in excess of $21,000.

Minister For Racing, Martin Pakula The Minister for Racing, The Hon Martin Pakula MP, presented the Australian Cup to the winning connections. This is his presentation speech: “Thanks Bernie (Chairman of GRV Board). I just want to add my congratulations firstly to Eddie Caruana, Marg Long and everyone connected to The Meadows Greyhound Racing Club for putting on such a magnificent event tonight. And, not just tonight, but for all the racing that is carried on here at The Meadows. They just do such a fantastic job. They’re so passionate and so committed to the sport. So Eddie and Marg, congratulations to you and your entire board and all the staff here.”

“I also want to pay tribute to Bernie Carolan, Judith Bornstein, Alan Clayton and the team from Greyhound Racing Victoria. As everybody who is a fan of greyhound racing knows, the code has had some tough times in the last year and a bit, but there’s great leadership being shown, Bernie, by you and your team.

We’ve ensured that this code can go from strength to strength to recover from whatever it’s been through and to go on and provide great opportunities, not just for the participants, but for the punters and all of the fans of greyhound racing...and long may they prosper under your leadership. Thank you very much for all you’ve done.”

“Lastly, of course, I just want to congratulate the connections of Dyna Double One - Paul Wheeler, Andrea Dailly and the rest.

That was a magnificent run. It was a brilliant effort down the back straight to get its nose in front and he went on to win this race magnificently. And as Eddie said, winning the double – passing a million dollars was a magnificent effort by the dog, and also by all of the connections. So to everyone who’s here tonight, you’ve seen a magnificent spectacle. Thanks everyone for being here and congratulations to you, Paul (Wheeler).”

New Chair For Greyhound Racing Appeals Board Minister for Racing Martin Pakula has announced the appointment of retired Federal Court judge Shane Marshall as the new Chair of Greyhound Racing Victoria’s (GRV) Racing Appeals and Disciplinary Board.

Mr Marshall served as a judge of the Federal Court of Australia and Industrial Relations Court of Australia from 1995 until 2015, having been admitted to the Victorian Bar as a barrister in 1981.

He was also a non-resident judge of the ACT Supreme Court from 2004 to 2013.

Mr Marshall has also been a strong advocate for legal training in Australia and the wider Asia-Pacific region, including training judges in East Timor and Vietnam.

The greyhound racing industry has faced significant scrutiny and criticism in recent times.

We understand the sensitivities with regard to greyhound welfare and want to meet community expectations.

The good news is that the Greyhound Owners, Trainers, Breeders Association of Victoria, a volunteer-run not-for-profit memberbased organisation, is fighting hard for the betterment of the sport. We will engage in discussions on matters crucial to the sport and work with others to develop practical solutions for improvement.

In 2013, he became an inaugural ambassador for the Wellness and the Law Foundation, a joint initiative of the Law Institute of Victoria and the Victorian Bar designed to combat the effects of depression and anxiety in the legal profession.

The GRV Racing Appeals and Disciplinary Board is an independent body that considers appeals against decisions made by greyhound racing stewards.

The board also hears and determines allegations of serious offences under greyhound racing rules.

Mr Marshall replaces the board’s inaugural chair John Wardle, who served in the role since the board’s inception in 2010.

“Shane Marshall brings a wealth of legal experience to Greyhound Racing Victoria’s Racing Appeals and Disciplinary Board and I congratulate him on his appointment,” said Racing Minister, Martin Pakula.

We are passionate about promoting, facilitating and protecting greyhound racing, its dogs and its participants, and we want to nurture a community that values greyhound racing as an enjoyable, safe and inclusive sport.

Our input, driven by our members, is crucial to the administrators and regulators to help them make informed decisions that keep owners, trainers, breeders and enthusiasts involved and ensure the longevity of the industry.

The committee is placing a greater focus on value to members, seeking tangible results and raising the bar on past performances.

Recently we have: • Developed a strategic, results-based communications strategy • Increased representation via membership of the GRV Industry Consultation Group • Joined the reference group of the racing industry project taskforce • Provided input into industry-critical issues at a national level via the Australian Federation of GBOTA But we need your help.

As a volunteer organisation, GOTBA Victoria needs as many members as possible to achieve the best possible outcomes because if we support each other, we can achieve great things.

Review of Raceday Integrity Roles GRV is currently undertaking a review of existing employment, training and accreditation of staff employed by Clubs in raceday integrity roles. The review aims to develop a recommended operating model which will strengthen the integrity and professionalism of the greyhound racing industry, whilst addressing actual, perceived or potential conflicts of interest.

A conflict of interest arises where an official has a private interest that may conflict with his or her raceday duties. Simply put, officials must: avoid conflicts of interest where possible; manage those conflicts which cannot be avoided; and take reasonable steps to restrict the extent to which a private interest could compromise, or be seen to compromise, impartiality when carrying out duties on behalf of GRV or the Club.

This is an exciting opportunity for those employed in integrity related roles on raceday – judges, lure drivers, starters and other officials – which may ultimately lead to enhanced training and career opportunities.

GREYHOUND MONTHLY VICTORIA

Industry Consultative Group appointed by Greyhound Racing Victoria Greyhound Racing Victoria has announced the appointment of an Industry Consultative Group (ICG), which will build on the relationship between greyhound owners, trainers and clubs; and the Board of GRV. The functions of the ICG are to advise the Board on matters concerning greyhound racing and welfare, and to facilitate consultation between the Board, participants in the sport and associations.

A look back at the history and heritage of greyhound racing

Mr Carolan said “The ICG includes representatives from across the sport, including owners, trainers, breeders, greyhound clubs and a veterinarian. There is also a good spread of representation from all over Victoria, so that views of regional and metropolitan operators will be heard equally.”

“GRV sought nominations from the industry in November and December, and the interest in the group was very encouraging.

It’s clear that the greyhound racing industry is as committed as GRV to strengthening greyhound racing and welfare.”

In addition the Greyhound Racing Victoria CEO and GRV General Counsel will attend the meetings as required. The ICG has the authority to invite other stakeholders to attend meetings as needed.

“Greyhound racing and welfare is of significant value to the state of Victoria” he added. “The sport generates more than $70 million to the economy and in 2014 returned more than $40 million in winnings to owners; and participation in the sport is growing each year.”

“Greyhound welfare is always our first operating principle. The ICG shares this belief and much of the work we do will be dedicated to identifying and implementing the best possible welfare management codes.”

Mr Carolan said the Board was appreciative and impressed by the significant number of people who expressed interest in the membership of the ICG and is looking forward to a long association.

Greyhound racing as we know it today was very much the invention of Owen Patrick Smith, an American sports promoter who wanted to stop the killing of rabbits at coursing meets. Around 1910, he developed the mechanical lure and combined it with an oval track to open the world’s first modern greyhound racing track in Emeryville, California in 1919. This new form of greyhound racing became very popular very quickly and by 1925, Smith owned 25 tracks across America and went on to run the International Greyhound Racing Association until his death in 1927, the same year that the mechanical lure or ‘Tin Hare’ as the locals swiftly dubbed it, was introduced to Australia.

Here, the Greyhound Coursing Association ran the first tin hare racing meet on 28th May 1927 at what is now Harold Park Racecourse in Sydney and, as in the US, UK and Ireland, the sport rapidly gained many fans with over twenty thousand regularly attending the night meetings at Harold Park. However, following a change of Government and a couple of court rulings, all betting on greyhound racing was banned in NSW in 1928 and the tin hares were left to rust. But following another change in Government, betting on greyhound racing was made legal again in 1931 and meets featuring the tin hare started up again at Harold Park.

In Victoria, use of the mechanical lure was legalised in 1956 and introduced at what was then Sandown Park Coursing Club on 8th September 1956, attracting over 6,000 people and 53 bookmakers on the day. Today, the mechanical lure remains central to greyhound racing and while the principle behind Smith’s idea remains the same, they now come in a range of shapes and sizes and often incorporate an air-driven squeaker. And in Victoria, technologies such as hoop arms and new lure materials and shapes are all being trialled to keep Smith’s original tin hare running well into the 21st century.

Robert Wilson - GAR 106 (1)(d) in that he being a registered person, did on or about 24 September 2015 fail to seek veterinary attention when necessary for a greyhound that was in his care and custody, that had significant injuries to its neck; and GAR 106 (2) in that Mr. Wilson being a registered trainer, did on or about 24 September 2015 fail to exercise such reasonable care necessary to prevent the greyhound which was in his care and custody from being subjected to unnecessary pain or suffering. Hearing held 16 February 2016. The RADB disqualified Mr Wilson for 2 months, effective 16 February 2016.

Shane Witney – GAR 86 (p) - being a registered Trainer did disobey the lawful order of Animal Welfare Officer Mr. Adam Evans issued on Thursday, 16 July 2015, by having more than the allowed number of greyhounds in his possession at his training property. Hearing held 16 February 2016. The RADB fined Mr Witney $200.

Stewards Inquiries Concluded POSITIVE SWABS

David Dawson – GAR 86 (q) Did on 20 November 2015, being a registered greyhound trainer and member of the Warragul Greyhound Racing Club and having access to the Darnum Slip Track allow a disqualified person, to cover a security camera in his presence, such conduct being detrimental or prejudicial to the interest, image or control of greyhound racing. Inquiry held 5 and 12 January 2016. Stewards disqualified Mr Dawson for 12 months.

Mr Dawson has appealed to the RADB and been granted a stay of the penalty pending determination of the Appeal.

Monthly Report Late February and early March is the time of the year that The Meadows present amazing greyhound racing, and this year they will showcase their fantastic new facilities following the successful completion of a $2 million infrastructure project last year. The project was jointly funded by the State government, the Club and GRV and provides many new rooms and facilities for all patrons. We experienced amazing Group 1 racing with The Zoom Top, The Rookie Rebel, The Temlee, Australian Stayers Final and of course, the Australian Cup. It was free entry for all 3 race meetings, and there were so many activities for all those in attendance, especially the kids. This included appearances from the Transformers, activities with Kelly Sports, a Taylor Swift tribute show, and the Minions movie screening. And one lucky winner won a $45,000 prize!

Q & A with Cranbourne GRC Manager Tony Mitchell Tony Mitchell has been Manager for only around 14 months, so Greyhound Monthly Victoria wanted to find out where he came from and how he’s settling in.

What other industries have you been involved with?

What can people expect from a typical race night at Cranbourne?

I started with the National Bank and worked with them for 20 years. After that I went into a Hard Rock Quarry Business for 10 years then I owned an import tile business for seven. I have been in general manager and CEO roles for the past six years.

Race nights are always Wednesday’s but we try to have a couple of events on weekends and I hope to increase that.

We have VIRF funding of buses to come here to gather other groups and families to enjoy the experience of greyhound racing.

What influenced your decision to work in the greyhound industry?

What dining options are available at Cranbourne Greyhound Racing Club?

I suppose the challenge, something different and the chance to get involved with sport. I have been involved in footy for a long time in an active role as a CEO of a not-for-profit so that pushed me towards it.

We have a lot of options available; we have sit down meals where you can pre-book but most of the time people buy on the night.

Has the role been a steep learning curve for you?

It has been a massive learning curve. We have had our challenges over the past 12 months, but the way we are

What are the plans for the club going forward?

On the weekends we try and get extra meets so I hope to get us up to about 76 meetings next year so we can encourage more people to attend the place and use these great facilities. 23

All greyhounds adopted from GAP are de-sexed, vaccinated, micro-chipped, wormed, and health checked. During the foster process they quickly and easily make the transition from being a racing animal to pet. Such is the stringent nature of the GAP assessment processes that the Victorian government legislates that greyhounds successfully passing through GAP no longer have to be muzzled in public.

GRV Staff celebrate 20 years of GAP

20 years and 6100 dogs on, the GAP keeps growing

When Greyhound Racing Victoria (GRV) opened the doors of its Greyhound Adoption Program (GAP) in 1996, it was confident there were good homes out there for retired racing greyhounds, but few could have guessed just how many. At the end of its first full year of operation GAP had placed 35 greyhounds with new owners, which was felt to be a good start. Two decades on and GAP has now re-homed over 6,100 greyhounds, including a record 847 in 2015 alone, making it one of the largest and most successful programs of its type in the world.

Along the way, GAP also introduced innovations such as the Prison Pet Partnership where inmates at minimum security Victorian prisons foster greyhounds to prepare them for life as a family pet; weekly testing days around Victoria to assess a dog’s suitability for adoption; set up a meet and greet yard to introduce greyhounds to their prospective new owner’s other pets; and established a dedicated veterinary clinic at its Seymour headquarters to handle all veterinary procedures, including de-sexing and dental work.

GAP’s growth is set to continue with predictions that over 1000 greyhounds will be adopted out in 2016. To support this growth and find more good homes for retired greyhounds, GRV is now working on a major expansion of its Seymour headquarters, which currently has kennels for 60 dogs, and has applied for permits to substantially increase the number of greyhounds that will be housed there. Also on the agenda is a new facility in Melbourne to increase re-homing opportunities, so GAP is now looking to buy and develop an easily accessible property in the city or inner suburbs. This will be the largest expansion of GAP’s facilities in over a decade and will position the program for another 20 years as a leader in finding new homes for the retiring athletes of greyhound racing.

Adoption Day success

by Rose Streatfeild The popular Adoption Days run by the Greyhound Adoption Program made a return for 2016 on February 28 at The Meadows, and what a start to the year it was!

Twenty nine greyhounds made their way to the event, and of them, 23 found a new loving home.

A record ‘Adoption Day’ attendance of over 200 people came along to meet the greyhounds, ask questions and find out more about greyhounds as pets.

“Not everyone that attends our Adoption Days is looking to adopt. These events also provide an opportunity for those at the beginning of the pet decision-making process to find out more information and meet the greyhounds to see if they are the right pet for them,” said Greyhound Adoption Program Manager, Larissa Darragh.

Several more Adoption Days are in the pipeline for 2016 and the team at GAP is eagerly looking forward to the next one.

“Sunday was a fantastic result and demonstrates how popular these days are! We are excited for the next one, of which we will advise details in the near future, so keep an eye out on our Facebook page and website for the release of the next date and location,” Larrisa said.

While Adoption Days are usually held in Melbourne, potential adopters can contact GAP at any time to organise a meeting at GAP headquarters in Seymour, just an hour north of Melbourne, or at our other location in Baxter, just off the Peninsula link in Melbourne’s south-east. GAP has new greyhounds entering the program on a weekly basis so if at any stage there aren’t any greyhounds available on the website that catch your eye, chances are there will be in the near future.

The six greyhounds not adopted on the day have since returned to Seymour, where they will remain until the right adopter comes along.
