Facility Rentals & Reservations Enjoy Messick Point-Rent a slip for your boat.

The City of Poquoson Office of Community Recreation manages slip rentals at Messick Point.

Slips are available to rent for a fee of $100 per month for pleasure boats and $60 per month for workboats. Electric service and water service to slips available. All slip renters are required to have proper insurance on all vessels.

To lease a slip at Messick Point please contact the Office of Community Recreation at 868-3580.

Picnic Shelter Rentals & Reservations The City of Poquoson Office of Community Recreation allows residents to reserve the picnic shelter at Municipal Park for free.

The shelter is reserved on a first come, first serve basis. To reserve the shelter please call 868-3580. Please note that no water or electrical service is available.

Aquatic Interpretative Center at Messick Point This facility overlooks Back River and can be reserved for free

by Poquoson residents for small events & programs. Information about reservations and procedures is available by calling 868-3580.

Odd Road Community Center This building, located at 49 Odd Road, is available to rent by Poquoson residents and for use by Poquoson civic groups.

Reservations are made by calling 868-3580.

Rental rate is $40 per hour.

No alcohol is permitted at the facility.

Boat Ramps and Blueways Poquoson, home to over 87 miles of shoreline, has locations around the City to put your small craft or kayak into the water.

Water Access: Free public boat ramps are available at both Rens Road and Messick Point.

Both accommodate large boats. Rens Road ramp features a pump out facility.

Seeking a Student Member!

The City of Poquoson Parks and Recreation Advisory Board is seeking a student representative. This position is open to a current sophomore or junior for service during the 2020-2021 school year, October through June.

Applications are due October 5, 2020 and available at the City of Poquoson Office of Community Recreation.

Applicants should have participated in at least one Community Recreation activity in the past. This group meets monthly and advises on matters that affect recreational policies, facilities, programs and planning.

This student representative position is a great opportunity for students to learn about community recreation and park planning.

Join a Board We’re Looking for Volunteers!

Do you enjoy serving your community? Do you like to share knowledge from your career & life experiences?

Volunteers are needed to serve on boards & commissions in the City. Interested volunteers should complete a Board Bank Application available online at https://www.ci.poquoson.va.us/152/ Boards-Commissions and return it to the City Manager’s Office at 500 City Hall Avenue. Eligible applicants must be registered to vote in Poquoson and hold U.S. Citizenship. These boards include: Architectural Review, Equalization, Adjustments & Appeals, Zoning Appeals, Colonial Behavioral Health; Economic Development Authority, Library Advisory Board, Parks & Recreation Advisory Board, School Board, Social Services, Wetlands, and more.

Enjoy Your Recreation Facilities in Poquoson Playgrounds

Kid’s Island Playground & Phillips Park Located in Phillips Park at 19 Odd Road, Kid’s Island is the City’s largest playground. Parking nearby at Poquoson High School or the Odd Road Community Center.

Lion’s Playground at South Lawson Park Located at 1238 Poquoson Avenue in South Lawson Park. This playground features play equipment and swings primarily for ages 2-5.

East Messick Pocket Playground Park Located on Messick Road and nearby to the intersection of Ridge Road. This park features a variety of play equipment to include swings, a slide and a small zip line. Picnic tables are available here as well.

Firth Field Complex Located within Phillips Park, this full sized baseball field features dugouts and lights. Field dimensions are 60’ X 90’. Field rental rates apply. Reservations required.

Park Street Little League Complex Located at 17 Park Street Features 2 baseball fields, and 1 small minors softball field. Restroom and concession stand onsite. Field rental rates apply.

South Lawson Park 1238 Poquoson Avenue Home to 15 acres of multi-purpose field space primarily used for soccer play. This park also

Municipal Park This park at 830 Poquoson Avenue features a small picnic shelter, Jr. Olympic size pool (seasonal) and small baseball/softball field.

Poquoson Museum’s Marsh Walk Nature Trail Enjoy over 100 native trees and shrubs along the trail with 18 interpretive signs describing the marsh environment & wildlife habitat.

Located at 968 Poquoson Avenue.

Boat Ramps The City’s 87 miles of coastal shoreline make its water access a great amenity that all residents can enjoy. Boat ramps are free and conveniently located at Rens Road & Messick Point.

Oxford Run Canal Trail Located at 500 City Hall Avenue, Parking is available at City Hall for this unique 1.38 mile walking trail that connects areas along Wythe Creek Road to City Hall.

Now is a great time to enjoy the recreational & park areas in our City.

Program Safety Measures During COVID-19

As you review the programs provided by the Community Recreation Office we are striving to operate recreational programs and activities that are in accordance with the Govenor’s Executive Orders and COVID-19 Emergency requirements. It should be noted that for all activities the following must be observed when considering participation: •If you have a fever or symptoms of COVID-19 or a known exposure to a COVID-19 case in the prior 14 days you will not be permitted to attend programs.

•If you are sick, you should stay home.

•If you are considered an individual who is identified as high risk we recommend that you refrain from participation.

-Programs both indoors and outdoors will require all participants to operate in a manner where physical distancing of up to 10 feet for sports, and up to 6 feet for all other areas must be observed.

-Additional cleaning and disinfection will occur at indoor locations.

-Attending programs for both youth and adults will require a health and temperature screening prior to participation.

-For indoor programs and classes masks will be required.

We appreciate your cooperation with these added health and safety measures.

FALL RECREATION YOUTH SOCCER PROGRAM REGISTRATION NOW OPEN PARTICIPANT FEE: $58.00.

All Players will receive their own ball as part of the program fee.

Shirts will not be provided this season.

Additional $10.00 for non-residents.

Non-resident registration does not begin until 9/21 & only if space is still available.

REGISTER AT POQUOSON OFFICE OF COMMUNITY RECREATION 830 POQUOSON AVE This season in an effort to continue encouraging physical activity and the sport of soccer for all of our recreation players the City of Poquoson Office of Community Recreation invites players to join our Fall Soccer Program. Though games will not be played, this 6-week instruction based program will develop and improve soccer skills through drills and other instructional activities. The health and safety of our participants and instructors will be the first priority and this program will operate within compliance of the Phase 3 order from the Governor of Virginia for youth sports. All players will work in small groups, and stay within this group for the duration of the program. Health screening required at each instructional period.

Instructional Director: Coach Tom Weih– Current PHS Varsity Girls Head Coach. Tom has coached a variety of age divisions and at all levels of the game from recreation, including select, travel and beyond.

Assistant PHS soccer coaches will be on hand during sessions as well.

PIXIE STICKS BEGINNER FIELD HOCKEY

Field Hockey for beginners!

Ages 5-7 Girls.

Time: 5:30-6:15pm Dates: Mondays, October 5, 12, 19, 26 This program is designed to teach introductory field hockey skills for young players.

Learn proper techniques for stick maneuvers, ball handling skills, shots, and more.

Note: Must be 5 by the start of the program. Registration for each new PIXIE player includes a correctly sized stick, a ball and a shirt.

Returning players fee includes a ball & shirt only.

Instructor: Darcey Chiappazzi, Varsity Field Hockey Coach. Cost: $60 per player Returning Pixie Players Cost: $40 All players must play with a mouth guard & shin guards each session. Parents provide this equipment. Additional non-resident fee of $10 per player. Deadline: October 1 Program: #106

RUNNING CLUB

Ages 7 and Up Kids are natural runners, but whether they are running with you or in an event, they require special care at every step of their development. This 5 week program consists of education in running form, pace, cadence as well as healthy habits, nutrition, attire, injury prevention, and good sportsmanship. This is a program that is non-competitive and promotes pride in accomplishment and personal improvement at any level. Each week the group will meet for approx.

60 minutes. Required equipment for participation is a pair of comfortable running shoes and a water bottle. No exceptions on shoes.

Club Meeting Dates: Wednesdays October 7, 14, 21, 28, November 4 Location: Phillips Park Time: 5:00pm-6pm *If enrollment is large a second session will be added following the first.

YOUTH TENNIS LESSONS

Ages 7 and up. Boys & Girls Learn the basics of the game of tennis. You’ll learn to serve, forehand, body position, and footwork.

Lessons held on Tuesday Evenings for 6 weeks.

Dates: October 6 thru November 10 Location: PHS Tennis Courts.

Cost: $70 Residents Non-Residents $80 Time: 6-7pm Beginners Program #107 Instructor: Joseph Coccimiglio, USTA instructor Students must bring their own racquet. Wear comfortable play clothes & tennis shoes.

Each group lesson is limited to 12 kids.

KICKSTART SOCCER Must be age 4 by September 1, 2020 Kickstart is a program designed for the beginner soccer player. This is the basic introduction to the game of soccer. It is not a soccer league, but a 5 week instructional skill period for 45 minutes each week.

Cost: $50 per child. No sibling discount; additional $10 for non-residents.

Registration is on a first come, first served basis.

Learn the skills to twirl baton.

Ages 4 and Up Fall Mini Session: 5 weeks Tuesdays, October 6 thru November 3 All twirlers who are new may borrow or purchase their own baton from instructor depending on size needed.

Cost: $35 for 5 weeks (No registration fee required for this session) Times will range from 4-6pm based on age and skill level.

GIRLS SOFTBALL CLINIC

Come work on your softball fundamental skills and get back in the groove for play. This 5 week program instructed by the PHS Girls Softball coaching staff invites players for instructional workshops.

Dates: October 14- November 11 Wednesdays Times: 3rd thru 5th, Grade 4:15-5:30pm Program: #108 6th thru 8th Grade, 5:30-6:45pm Program: #109 Bring all your own equipment- glove, batting helmet, etc. Deadline: October 5.

AFTER SCHOOL MAKE-n-BAKE CLUB

Every Tuesday for 5 weeks enjoy making a variety of sweet treats and decorating ideas to run your own bakery. Enjoy working with chocolates, icing, brownies, cookies with Halloween & fall themes in this hands-on after school club. Activities will include learning about decorating cookies, filling cupcakes, molding chocolates, & making a variety of brownies and treats.

Ages 7 and Up Dates: October 8 thru November 5 Times: 4:30pm to 6:30pm All supplies are provided.

American Red Cross Babysitting Training Course Open to ages 11-15 Must be 11 by the start of class.

Date: Saturday, October 24 Time: 9am-4pm. Location: Municipal Building If you are planning to babysit, take this class to give you the knowledge and skills necessary to safely and responsibly care for children and infants. This training will teach participants learn about basic child care and how to handle an emergency. Participants should bring a lunch.

GINGERBREAD HOUSE WORKSHOP

Ages 6-13 Students will decorate their own Gingerbread House! We will provide ALL of the candy and icing for construction! All houses are completely edible so you can make a perfect centerpiece for the holidays! Please note any food allergies with registration. All Gingerbread Houses decorated are taken home. Participants will not share items, & all participants should be prepared to wear a mask as needed. All work stations will be distanced. Simply fill out a special BOO CARD at Community Recreation and drop it off at our office. Tell us your children’s names, addresses and ages. On Halloween, Saturday, October 31 at a designated time Our Special BOO CREW will come and Boo You, with a treat basket and Halloween Fun. All Boo Cards must be received by Monday, October 26.

FIREARMS SAFETY COURSE

(This course will allow you to apply for your concealed carry permit in Virginia)

Introducing instructor Mr. Perry Bartels Perry Bartels is a 22 year police veteran and firearms instructor. He is a certified instructor with the Virginia Department of Criminal Justice Services.

Learn firearms safety, law and familiarization of handguns and ammunition, how to handle a weapon safely, and laws regarding use of firearms in self-defense. This one evening course will cover many do’s and don’ts for carrying a weapon for self-defense. As part of the course those students who wish to later apply for a concealed handgun permit may take a written test, and upon successful completion of the test, a certificate will be provided that will allow them to apply for a Virginia Concealed Weapons Permit with the local court. No gun ownership required. If you have a gun do not bring it to class until the instructor instructs you to do so. Class open to anyone age 21 or older. This course meets one evening. Time: 6-9pm. Location: Municipal Building Cost per student: $55 residents/$65 non-residents. Each course limited to 6 students.

“Official Mailing Station” for Your Letters to Santa Community Recreation will have 2 Special Mailboxes located in the City to receive Letters: 1 box located at 500 City Hall Avenue and 1 box located at the front door of 830 Poquoson Avenue

When writing your letter, be sure to include your return address & phone number so the special Santa staff can be sure you are able to get your return letter. Santa’s elves will be working hard to create the Nice and Naughty list this year, and we are looking forward to hearing from you. Some elves may even be personally delivering return letter to our writers with a special visit, but we’ll call ahead and make those arrangements with parents first.

Hey parents: Be sure to include the child’s name legibly, your phone number, and return address so we are able to make arrangements for your return letter. All letters must be received in mailboxes by Wednesday, December 16 by 6pm.

Gingerbread House Contest

Help Your Neighbor, Help Your City

Enter your gingerbread house in this annual contest sponsored

by Poquoson Office of Community Recreation & Poquoson Public Library. Great prizes available! Teams or individuals welcome to enter.

Houses may be constructed using base kits. All materials in the construction process must be edible.

Candies must be unwrapped.

Entries should show originality and creativity. All entries must be dropped off at the Poquoson Public Library by noon, December 3, 2020.

All entries must have designers name, age, and phone number on the underside of the house. No entry will be accepted without this information.

Once the judging is complete, houses will be on display at the Poquoson Public Library starting December 6. Prizes will be awarded. Winners will be notified at the Library display starting December 6.

City of Poquoson Mosquito and Drainage (868-3590) Reminds us all that it is that time of the year when our drainage ditches fill up with leaves and debris.

By raking your ditches and yard you can eliminate drainage blockages throughout the year. Less blockages means less flooding, and less flooding means less damage for you and your neighbors.

City Wide House and Light Display Decorating Contest Show us your Christmas Cheer & Light Up Poquoson!

The City of Poquoson Office of Community Recreation is inviting and encouraging residents to show off their holiday spirit for all to see and enjoy this season. Make plans now to enter you house in the “Best Decorated House in the City” contest.

Starting Tuesday, December 8 judges will be driving throughout the City limits to review the entries.

If you want to participate, you will need to submit your house address for consideration by Monday, December 7 by notifying Community Recreation.

Prizes will be awarded for Most Creative Display, Best in Show and more. Contest guidelines require that all decorations be displayed in the front yard and on houses within the City limits. Following submissions Community Recreation will create a map highlighting all of the entries which will be posted on the City of Poquoson’s website listing where to view the decorated homes for all to enjoy. Let’s all spread cheer in Poquoson and make our City the most festive in all of Hampton Roads.

Contest winners will receive a colorful lawn sign announcing their achievement; and other unique gifts as well as official award announcement at the December 14 City Council Meeting.

Refund & Registration Policies Though we do our best to secure program locations, details, and times, occasionally we must make changes to schedules, times or locations for programs. If there are program changes, please be aware that we will make every effort to contact you with the information you have provided on your registration form. All programs listed within this publication are filled on a first-come, first serve basis, unless noted. Your receipt is your confirmation. Each program must draw a minimum number of participants or it will be cancelled. The City of Poquoson reserves the right to cancel, postpone, or combine programs, or change instructors to best provide the program for everyone.

If an activity is cancelled due to low enrollment, you will be refunded your total program fees, less credit card transaction fees. Please remember that an accurate, complete, & legible registration form is vital for us to contact you.

Please be sure to observe all closing dates for activities. Program fees must be paid at the time of registration. No Call-in registration is accepted. Payment is accepted in either cash, personal check, VISA or MasterCard. When payment is made using credit card a 2.5% convenience charge is added to the total for processing.

REFUNDS: By registering for a program you agree to the following & in all cases understand that: No refunds will be granted after the first class has begun.

No refund will be granted to a participant if you cancel later than 2 business days prior to the start of class.

No refund will be granted when supplies have been purchased on your behalf, regardless of the time of notification.

Specific programs have a no refund policy; this is noted in the program description.

Cancellation policies for facilities rental/use are stated on the respective reservation/use forms.

In the event of sickness or injury, refunds must be requested in writing, and in person at the Parks and Recreation Office.

The City of Poquoson Office of Economic Development announces two grant programs to assist the City’s Business Community. The two grant programs are 1) CARES ACT Grant Program and 2) The CBDG Grant Program.

The City of Poquoson and the City of Poquoson Economic Authority have established a COVID-19 Business Recovery Grant, using $80,000 in funds provided to the City of Poquoson under the federal government’s CARES Act, to help small businesses in Poquoson impacted by Governor Northam’s Executive Orders from the period of March 13 thru November 30, 2020.The Grant is a non-recurring financial initiative given to eligible for-profit, small businesses not to exceed $2,000. The grant is not available to franchises and national chains. Grants will be funded on eligibility listed below and on a first-come, first-served basis, with completed application and supporting documentation required for consideration. CITY of POQUOSON CDBG Grant Program

In an effort to assist small businesses during the pandemic, York County, in partnership with the cities of Williamsburg and Poquoson, applied for & received funding from the Virginia Department of Housing and Community Development (VDHCD) under the Community Development Block Grant (CDBG) program. This funding allows the three partner localities to provide grants to help small businesses defray the costs of State-mandated requirements in the reopening process, in order to help small businesses impacted by Governor Northam’s Executive Order #53 related to COVID-19. Individual grants to small businesses are awarded as one-time financial assistance given to eligible for-profit small businesses in amounts not to exceed $5,000. These funds must be a reimbursement of actual expenditures that the small business incurred following the State reopening requirements. (https://www.virginia.gov/ coronavirus/forwardvirginia/) Grants will be committed and funded on a first-come, first-served basis, based upon availability of funds and submission of a complete application, with supporting documentation that clearly justifies how requested funds are related to recovery and/or reopening costs from the COVID-19 emergency.

Meals on Wheels

Meals on Wheels delivers hot lunches to seniors ages 60 and over who are homebound due to illness or disability and are unable to sufficiently prepare meals for themselves. This program is supported by funding from federal, state and local governments. The rest is funded by recipients of the meals, and concerned agencies, citizens and donations. To obtain more information or to receive meals, please contact 873-0541. This program is supported by the Peninsula Agency on Aging.

Voter Registration and Elections Presidential General/Special Election - November 3, 2020 POLLS OPEN AT 6:00 AM & CLOSE AT 7:00 PM. Voter Registration Deadline The Constitution of Virginia requires that you be registered in the precinct in which you live in order to be qualified to vote. In order to be eligible to vote in the November 3, 2020 Presidential General Election you must be 18 years of age on or before the next General Election, and registered to vote. The last day a person may register to vote or make to voter registration change is Tuesday, October 13, 2020 by 5:00 p.m. in person or 11:59 p.m. online. If you are currently registered and have moved, you must update your registration record by the registration deadline.

No Excuse Absentee Voting Deadlines Effective July 1, 2020 you may request an absentee ballot without an excuse. No excuse in-person absentee voting will begin September 18th in the City Hall Building (500 City Hall Ave.). In addition to our regular office hours, Monday through Friday 8:30 a.m. to 4:30 p.m., we will be open Saturday, October 24th and 31st from 9:00 a.m. to 5:00 p.m. for in-person absentee voting. The deadline to vote absentee in-person is 5:00 p.m. Saturday, October 31st. The last day to request a ballot to be mailed to you is Friday October 23, 2020 by 5:00 p.m.

Prepare and plan now for hurricane season. In our region hurricane and tropical storm events can be part of our weather patterns from June 1 to November 30. As a reminder, residents should access the Virginia Department of Emergency Management’s Annual Hurricane Guide. Know Your Zone is an awareness initiative that applies to roughly 1.25 million residents in 23 localities along Coastal Virginia, the region of the state most vulnerable to hurricanes and other tropical storms. Tiered evacuation zones were developed in close coordination with local emergency managers throughout Hampton Roads, the Northern Neck, the Middle Peninsula and the Eastern Shore based on the most up-to-date engineering data for the region.

Zones are designated A through D. Residential Trash Service Guidelines ∙Regular household garbage is picked up by a contractor hired by the City. ∙Have containers at the street for pickup on your collection day by 7:00 AM. Containers must be removed from the street and stored behind the front building line within 12 hours of the container being emptied. ∙Place carts at the street with the handle away from the street, arrows on the lid pointing toward the street.

The lid must be closed. ∙Please keep at least 3 feet of clearance between your cart and other items (recycle container, mailboxes, fences, trees, vehicles, etc.) so the automated collection equipment can easily service the container. ∙Only trash in city issued trash carts and city approved green bags will be collected.
