面對塑膠污染， 企業「解決方案」仍存在的謬誤 HOW COMPANIES STILL HAVE IT WRONG ON PLASTIC POLLUTION “SOLUTIONS”

過去一段時間以來，有越來越多科學證據指出塑膠污染對生態 及社會帶來的衝擊，大眾對於全球塑膠污染危機開始感到焦

慮。因此，世界各地也有越來越多民眾開始採取行動，採用了 多數大企業目前都還仍未能成功執行的措施，那就是拒絕使用 低價、一次性的塑膠包裝，並且要求可重複使用或重複填充的 商品選項。小型企業開始發展許多激勵人心並且創新（但同時 卻很基本也符合常識）的包裝方式與模式。現在，全球各地都 發起運動，以重複性使用取代一次性商品，進而打造一個可永 續發展的世界。

為了回應大眾想要解決全球塑膠危機的決心，幾家在全球業界 佔有龍頭地位，但也製造了大量浪費與一次性塑膠包裝的企

業，也開始承認自己必須採取行動。有些企業做出的承諾雖然 看似充滿抱負，但仔細檢視之後便不難發現這些企業大多都依 然故我，投資了一些虛假的解決方案，無法讓我們的世界真正 擺脫一次性塑膠，同時還轉移了民眾的注意力，阻礙大家去探 索更好的選項，反而只能延續過去浪費的文化，討論過程中也 讓大眾感到迷惘困惑。現在，我們的社會正面臨著需要轉型的 時刻，全球最大的企業廠商不能再活在過去，和推廣虛假的解 決方案，而是應該儘快修正商業模式，跟著世界各地民眾的腳 步開始轉型，正式遠離過往丟棄型的經濟。

塑膠污染對我們的環境是一大威脅。每分鐘，都有等

儘管科學上我們已經越來越瞭解塑膠能夠對我們的環

環境之後，這些塑膠便開始不斷分解變成更小的碎

仍會持續成長。化石燃料產業計畫將於未來十年間

塑膠也需要其他化學添加劑才能獲得一些特定的功能 或特質，像是穩定性、彈性或外觀13，然而這些添加

劑卻可能含有像是鄰苯二甲酸酯14這類具致癌或內分

泌干擾作用的化學物。有些塑膠則是本身便會釋放出 有害的化學物質，例如聚碳酸酯15 16 17 18會釋放出酚甲

烷 (bisphenol-A, BPA)，而PVC則會釋放出鄰苯二甲 酸酯。

雖然這些化學物對人類生殖系統和健康的威脅已被深 入瞭解，但科學家指出，我們仍須透過研究來進一 步瞭解食品包裝中的添加劑19，對人體健康帶來的風

險。這些化學物在個別包裝中的含量並不高，因此所 有化學物加總在一起所帶來的整體影響也往往被忽略 。

代表伐木過程符合責任標準。像是在俄羅斯、剛果盆 地和斯堪地那維亞半島，FSC就面臨了大片完整森林

的喪失、高保育價值林地的破壞，以及原住民族主權 和人權程序的不足65 66 67。

舉例來說，瑞典紙漿造紙大廠愛生雅公司（Svenska

Cellulosa AB, SCA）為了滿足包裝廠商持續上升的需 求而決定擴大在北方森林的營運68。愛生雅公司的林業

營運雖然符合FSC認證，但原住民族社群早已對愛生

雅公司將原生森林轉化為工業人工林的作法主動表達 反對69。愛生雅公司的客戶負責製造紙板包裝販售給亞

馬遜、宜家家居、萊雅集團、瑪氏食品、億滋國際、 雀巢70、寶僑與聯合利華，而其中大部分都是一次性包 裝，理應不難用可重複使用的物流系統取代71。

考量到對於有限森林資源的影響，我們必須保護與恢 復更大片面積的森林，而不是把森林轉化成拋棄式包 裝的原料。我們的地球不可能持續滿足這些公司把一 次性塑膠包裝換成紙或紙板包裝的需求，公司企業必 須努力減低包裝總量並且改用可重複使用、重複填充 的替代物流系統。這對氣候議題來說迫在眉睫，我們 應當立即採取行動。

三、假象： 生物塑膠是「洗綠」的最新型態

為了回應大眾對於傳統一次性塑膠的疑慮，許多公司 也開始改以生物塑膠取代石化塑膠作為一次性包裝的 材料。然而，雖然常常有人宣揚生物塑膠的生物分解

性及可堆肥性，但這其實卻是錯誤資訊。有許多公 司，包括可口可樂 72、達能 73、雀巢 74和百事公司 75，

都使用了生物塑膠來取代使用傳統石化塑膠的部分飲 料包裝，也有越來越多外帶餐點服務開始宣傳他們使 用的拋棄式袋子和餐具（刀叉、盤子等）都可「生物 降解」。這些說詞容易造成消費者困惑，尤其是一些

「洗綠」的字眼，像是「生態」、「生物」、「綠 色」等，往往都被拿來當成行銷工具。「生物塑膠」 （bioplastic）這個名詞其實並沒有標準化的定義，因

此只要能符合以生物為基礎、生物可分解或是可堆肥 當中的任何一項條件，即便仍含有石化塑膠的塑料也 都能冠上這個名稱。 10

「生物基塑膠」（bio-based plastic）指的是並非使

碎片），而這些條件可以在工業堆肥設施當中達到，

法回收可堆肥的塑膠包裝，因此這些塑膠最後還是常

1％的比例77。雖然有研究正在進行，旨在設法提高生

性塑膠無異。

含有部分石化塑膠原料。舉例來說，許多大型飲料公 司採用的NaturALL寶特瓶其實只有30％的生物基塑 膠含量，其餘的70％都還是石化基塑膠79。

雖然有些新科技可望藉由藻類、甲烷或海草93等非農

生物基塑膠的原料大多來自也可作為糧食使用的農業

程序仍須透過透明化的評估，來斷定其可能帶來的各

業作物作為原料來製造生物基塑膠，這些新興技術與 種不同影響。有些根據生態農業原則栽種，或是利用

作物，因此大量使用將可能威脅糧食安全、導致土地

當地農業廢棄物或副產品作為原料而製造出的生物

使用改變以及造成農業排放 80 81。全球來說，農業作

基塑膠，或許能夠成為消除一次性塑膠包裝計畫中的

物的生產是森林砍伐與棲地破壞的首要原因82，而農

Alliance, BFA）卻並不是一個真正符合標準的第三方 認證。

雖然有很多消費者以為所有的生物基塑膠在廢棄之 後，都能在掩埋場自然分解，但現實情況卻未必如

此。只要經過設計，傳統的石化塑膠跟生物基塑膠都 能在特定條件之下被分解。這些塑膠又被稱為「可分 解塑膠」或「生物可分解塑膠」85 86。然而，這些條

件所需求的溫度與濕度極少能在自然環境當中被達到

而即使在分解之後，這些生物可分解塑膠也不

會完全消失，而是變成更小的碎片，甚至變成塑膠微 粒，最後被動物食入而進入食物網當中。

因為這些產品來自植物，大家就認為它們比較「天

然」，但這其實也是錯誤的迷思。在生產過程當中， 生物基塑膠也可能會跟傳統石化塑膠用到類似的化學 添加劑90。

「可堆肥塑膠」。在講到生物基塑膠和生物可分解性 時，另一個容易令人暈頭轉向的行銷話術，就是宣稱 某些一次性商品可以用來堆肥。可堆肥塑膠透過設計 能在特定條件91之下完全分解（而不是只是分解成小

長久以來，快速消費品公司與塑膠產業都在宣揚說回

有9％的塑膠有被回收 101，但根據一項分析指出，如

今，所有被生產出來的塑膠當中有超過90％最後都

可能會變成只有2％102。

收是不讓塑膠落入掩埋場94的最佳作法，但從過去至

小單包裝：一次一小份，讓塑膠污染完全失 控。小單包裝是一種特殊的塑膠包裝方式， 通常用來販售單一少份量的食品或是個人護 理產品，像是肥皂、洗髮精、除臭劑等。 全球小單包裝市場當中，東南亞就佔了將近 50％。二○一九年全球一共販售出八千五 百五十億份小單包裝，而依據目前成長趨 勢，到了二○二七年，全球小單包裝銷量將 達到一兆三千億份 108 109。在北美和歐洲， 這種包裝常被稱為「隨身包」（像是番茄醬 包或單日劑量的維他命）或「試用包」。在 東南亞，這種「小單包裝經濟」是由聯合利 華率先開始110。快速消費品公司在當地積極 向收入較低、買不起大包裝的鄉村消費者推 廣小包裝產品。由於這種包裝往往是由塑膠 加上其他材質（像是鋁箔）所製成，回收不 易，廢棄的小單包裝也因此超出東南亞許多 城市廢棄物處理設施與系統的負荷，突顯全 球不平等和雙重標準。

，但這些數字跟聯合利華於二○一六年在 東南亞售出的270億份小單包裝116，或是菲 律賓預估每年會使用的597億份小單包裝相 比仍是小巫見大巫117。聯合利華現在也在推 廣他們使用的CreaSolv程序 118，也就是透 過化學溶劑將塑膠小單包裝溶解製成更柔軟 的塑膠。一處位於印尼的試驗廠現在每天可 處理三噸的塑膠119，然而，聯合利華並沒有 提供足夠的資訊說明這些化學溶劑對人體健 康可能帶來的潛在影響以及這種技術的效能 120 。與其專注在這些虛假的解決方案上，聯 合利華應該優先注重創新，為東南亞消費者 提供環保負責、可重複使用或重新填充的包 裝系統。 115

相較於致力於發展真正親民、可重複使用的 包裝系統，快速消費品公司似乎只想繼續用 小單包裝販售商品。雀巢雖然承認這是一個 問題，但目前卻仍未直接針對小單包裝的使 用提出實質解決方案111。聯合利華則是仰賴 「降級回收」以及尋求新的回收技術，試圖 透過使用化學藥劑來處理無法回收的小單包 裝112。據稱，聯合利華在菲律賓銷售的商品 有超過一半都是用塑膠小單包裝113。聯合利 華於二○一二年在菲律賓推出小單包裝追回 計畫，將小單包裝降級回收製成混凝土攤鋪 工具後捐贈給學校以及當地社區114。雖然聯 所以，那些被收集起來但卻沒被回收的塑膠垃圾最後都怎麼了呢？世上沒有任何一個國家可以有效在自己境內 回收所有塑膠包裝，因此，這些「低價值塑膠」大多不是進了掩埋場或焚化爐，進一步排放溫室氣體和污染空 氣，就是直接流入環境當中。全球人類從過去到現在所生產的塑膠絕大多數最後都流入環境，只有12％被焚燒， 79％最後則不是被掩埋就是被排入自然環境當中121。

不能再推卸責任 就算是那些少部分回報有成功「回收」的塑膠，背後

亞洲各國的北美與歐洲127。

在各國境內回收的塑膠通常都是被混裝成一捆一捆後

中國於二○一八年禁止進口外國廢棄物，全球塑膠垃

回收塑膠廢料都是被出口到境外，而直到二○一八年

被堆積，不然就是用不適當的方式處理，也有部分塑

還是有另一層故事，那就是全球塑膠垃圾貿易。沒有 再運到其他國家處理。舉例來說，美國三分之一的可

圾出口量因此驟減50％128。各國收集的塑膠垃圾開始

為止，其中又有一半都被運往中國122。由於中國當地

膠垃圾被轉運往其他鄰近國家，像是印尼、馬來西亞 和泰國129，但這些國家的都市回收基礎設施也早已堆

環境法規寬鬆、勞工成本便宜，回收原料因此廣受製 造業喜愛123。

滿不可回收垃圾，無法消受。其中一些國家也因而開 始施行針對塑膠垃圾進口的限制130，把裝滿垃圾的貨

櫃送回來源國131 132。

於東南亞進行的城市垃圾田野調查顯示，當地有未經 許可的回收事業、露天燃燒以及疑為環境污染所導致 的健康症狀等問題124。垃圾分類通常由非正式的勞工

進行，而他們又往往缺乏足夠的資源來幫助他們用乾 淨、安全的方式分類125。然而，雖然一項報告指出有

大量塑膠垃圾從亞洲地區的河川流入海洋126，這不代

表亞洲國家必須為全球塑膠污染付出更多責任，因為 這些塑膠垃圾很可能大部分都來自人均塑膠用量高過

製造空氣污染源、飛灰、底渣與鍋爐灰渣， 排放呼吸道刺激物、致癌的戴奧辛與呋喃、 汞鎘鉛等重金屬，以及導致氣候危機的溫室 氣體 138 139。此外，這個議題也攸關環境正

燃燒廢棄物：歐盟於二○一六年收集的塑膠 垃圾當中，有很大一部分（41.6％）最後 都以焚化處理133，而從二○○○年到二○一 六年間，歐洲焚燒的塑膠垃圾一共增加了六 十一％124。這股焚燒塑膠的熱潮在中國也同 樣發生。中國目前一共有231座營運中的焚 化爐，另外還規劃要增設103座135（相較之 下，歐洲則是有500座焚化爐）。根據一份 分析，美國焚燒的塑膠垃圾可能佔他們所有 塑膠垃圾總量的13％ 136 ，也就是說，美國 塑膠垃圾的焚燒量是回收量的六倍。焚燒垃 圾對於產生能源來說沒有效率，更是種不負 責任的廢棄物管理手段137。焚燒塑膠垃圾會

動、改善回收與可回收性以及教育消費者，但這些作 為說好聽是放錯重點，說難聽點甚至可能是這些公司 刻意用來轉移真正問題重點的手段。有些公司開始在 包裝上加上標章來表明是否可回收，但這些標章，像 是北美的How2Recycle（如何回收），卻可能誤導消

費者，因為每座城市能夠回收的能力不同，能夠處理 的塑膠種類也不同，因此可回收的垃圾不一定每次都 能真正被回收。若僅把焦點放在塑膠產品生命週期的 結尾，我們就等同於忽略了其生命週期其他階段對人 體健康以及環境帶來的其他影響143 144。

回收可以在我們朝向無塑經濟的轉型過程中扮演重要 的次要策略，但回收本身無法取代減少一次性塑膠總 量的重要性，更不能為塑膠產量增加作為開脫的藉 口。在這轉型的過程當中，任何持續的回收都必須符 合最高的社會與環境標準，並且認清其無法取代「避 免使用」、「減少使用」和「重複使用」的地位。

五、化學回收技術， 偽裝成解決方案的有毒科技

在至少37家快速消費品公司都承諾要在包裝上使用更

Hurricane Harvey aerials. A refinery storage tank sits surrounded by flood waters in Baytown, Texas more than a week after Hurricane Harvey slammed into the area. The human impacts of Hurricane Harvey have been staggering, and the greatest concern is for the people struggling in its aftermath.

This disaster makes clear once again that coastal Texas and the wider Gulf region are on the frontlines of sea level rise and extreme weather heightened by climate change, as well as the toxic impacts from fossil fuel infrastructure.

The findings were shocking: a new ‘dump site’ of plastic waste from more than 19 countries -- most of them are developed countries. The investigation found illegal practices, and blatant violations causing environmental pollution as well as harming people’s health conditions.

Seoul office created ‘Plastic Zero Grocery store map’ with volunteers in April and ‘Mangwon market’ is one of the places in the Map. In this traditional market, people can purchase many items with their own carrier bags to avoid plastic package. Also, this market runs a campaign called ‘Almaeng’ meaning packaging free. The market tries to encourage people to shop without plastic bags in many ways such as rending eco-bags for free and providing discount coupons once customers bring their own containers.
