THAI HOTELS & TRAVEL ฉบับนี้มีข้อมูลส�าคัญของกฎหมายว่าด้วยการควบคุมผลิตภัณฑ์ยาสูบที่เพิ่งมี การประกาศใช้เมื่อวันที่ 5 เมษายนที่ผ่านมา โดยจะมีผลบังคับใช้ในวันที่ 5 กรกฎาคมในปีนี้เช่นเดียวกัน ติดตามรายละเอียดได้ในคอลัมน์ LAW & TAX โดยอาจารย์สัมพันธ์ แป้นพัฒน์ Honorary Advisor to Thai Hotels Association นะคะ ผลการส�ารวจของสภาเศรษฐกิจโลกพบว่า ในด้านความยั่งยืนทางสิ่งแวดล้อมนั้น ประเทศไทยอยู่ในล�าดับที่ 122 จากการส�ารวจทั้งหมด 135 ประเทศ เป็นสถิติที่ต้องให้ความสนใจต่อเรื่องนี้เป็นอย่างยิ่ง โดยหนึ่งใน ผลกระทบทางด้านการท่องเที่ยวขณะนี้ คือ การท่องเที่ยวในอุทยานแห่งชาติ ในคอลัมน์ HOT ISSUE มีการ พูดถึงประเด็นเหล่านี้อย่างน่าสนใจ ในเรื่องถึงคราวผู้ประกอบการต้องเตรียมตัววางแผนรับมือ เมื่อกระทรวง ทรัพย์ฯ เตรียมจ�ากัดจ�านวนคนเที่ยวอุทยานปีหน้าค่ะ

The global economic survey presented that Thailand’s environmental sustainability is 122nd from 135 surveyed countries. คุณพงษ์ภาณุ เศวตรุนทร์ ปลัดกระทรวงการท่องเทีย่ วและกีฬา กล่าวว่า ในการประชุมคณะรัฐมนตรี (ครม.) เมือ่ วันที่ 21 มีนาคม 2560 มีมติเห็นชอบหลักการให้ประเทศไทยเสนอตัวเป็นเจ้าภาพการจัดการแข่งขัน รถจักรยานยนต์ชงิ แชมป์โลก รายการ โมโต จีพี ในปี 2561-2563 (3 ปี) ซึง่ เป็นการแข่งขันรถจักรยานยนต์ ทางเรียบชิงแชมป์โลกรับรองการแข่งขันโดยสมาพันธ์จกั รยานยนต์นานาชาติ หรือ FIM ส�าหรับรายการแข่งขัน Moto GP นี้ จะสามารถส่งเสริมกีฬาเพือ่ การท่องเทีย่ วและน�าประเทศไทยไปสู่ การเป็น Sport Hub ชัน้ น�าระดับโลก เพือ่ เป็นเครือ่ งมือในการขับเคลือ่ นแผนพัฒนาการกีฬาแห่งชาติ ฉบับที่ 6 (พ.ศ. 2560-2564) รวมทัง้ เป็นการวางรากฐานการพัฒนาการท่องเทีย่ วเชิงกีฬา (Sports Tourism) ซึ่งท�าให้เกิดการท่องเที่ยวในประเทศไทยและขับเคลื่อนเศรษฐกิจให้เกิดอุตสาหกรรมกีฬาและส่งผลให้ เกิดประโยชน์ตอ่ ประเทศไทยใน 3 ด้าน ดังต่อไปนี้ 1. สร้างภาพลักษณ์ที่ดีของประเทศไทยสู่สายตาประชาคมโลก โดยจะมีการถ่ายทอดสดมากกว่า 200 ประเทศ ผ่านสายตาผูช้ มกว่า 600 ล้านคน จะเป็นการแสดงให้เห็นถึงศักยภาพความพร้อมของประเทศไทย ในหลายๆ ด้าน เช่น ด้านกีฬา การท่องเทีย่ ว เศรษฐกิจ และสังคม 2. เป็นการเปิดประตูการท่องเทีย่ วสูภ่ าคอีสาน อันจะก่อให้เกิดการกระจายรายได้บริเวณจังหวัดใกล้เคียง ได้แก่ นครราชสีมา สุรนิ ทร์ บุรรี มั ย์ ร้อยเอ็ด ศรีสะเกษ ยโสธร และอุบลราชธานี และท�าให้ทอ้ งถิน่ มีโอกาส ในการขยายตัวและกระตุ้นการค้าขายในภาค SME พร้อมทั้งขยายการจ้างแรงงานท้องถิ่นเพิ่มมากขึ้น คาดว่าท�าให้มเี งินหมุนเวียนเข้าประเทศไม่นอ้ ยกว่า 1,895,000,000 บาท 3. เพิม่ รายได้และขยายอุตสาหกรรมยานยนต์อย่างต่อเนือ่ ง เนือ่ งจากการแข่งขันครัง้ นีจ้ ะมีการน�าเทคโนโลยี องค์ความรูเ้ กีย่ วกับวงการอุตสาหกรรมรถจักรยานยนต์เข้ามา และเป็นการยกระดับการจัดการแข่งขัน ในประเทศให้ได้มาตรฐานระดับสากล สร้างความนิยมในกีฬามอเตอร์สปอร์ตให้มคี วามตืน่ ตัวและสร้าง ความเชื่อมั่น ความภาคภูมิใจให้กับคนไทยในการเป็นเจ้าภาพการจัดการแข่งขันกีฬามอเตอร์สปอร์ต ระดับโลก Mr. Pongpanu Svetarune, Permanent Secretary of Ministry of Tourism and Sports said in cabinet meeting on 21st March 2017 that the cabinet had agreed on the guideline for Thailand to host Moto GP between 2018 – 2021 (3 years term), which this is the world’s motorcycle flat racing tournament, certified by Federation of International Motorcycling (FIM).

This Moto GP racing shall be able to promote sports for tourism and lead the country toward the world class sports hub, which is considered as the mechanism to propel National Sports Development Vol. 6 (2017 – 2021) as well as settle down Sports Tourism development foundation, which will help initiating tourism in Thailand and propel economy to form up sports industry, and in the same time, benefit the country in 3 aspects as follows 1. Promote Thailand’s good image to the world community – this racing shall be broadcasted live to more than 200 countries with over 600 million audiences, which shall show off Thailand’s potentiality and readiness in several aspects such as sports, tourism, economy and social.

2. Open door to Isan Region Tourism – this shall initiate revenue dissemination within nearby provinces as Nakhon Ratchasima, Surin, Burirum, Roi Et, Sri Sakate, Yasothorn, and Ubon Ratchathani as well as give opportunity to local communities to expand and stimulate trading in SME sector, and expand the employment of local labor in greater number. This shall generate circulated revenue to the country no less than 1,895,000,000 baht.

3. Increase revenue and continually expand automobile industry – this racing shall bring in technology, and body of knowledge related to motorcycle industrial sector, and elevate the level of racing tournament arrangement to reach international standard, and create popularity in motor sports and lift up Thai people’s confidence and pride for hosting the world class motor sports tournament.

Thai Hotels Association (THA) joined hands with Faculty of Humanities and Tourism Management, Bangkok University to sign MOU for academic collaboration, which THA would support the training for university students majoring in Hotel and Restaurant Management (International Course), and Food Cooking and Design Art in order to promote and develop human resource’s knowledge, capability and set standard for hotel and restaurant business. Such MOU had been drafted following the suggestion in the joint meeting, held on 4th April 2017 at Conferrence room, the 5th floor, the Twin Tower Hotel.

Thai Hotels Association (THA) in-associated with Tourism Authority of Thailand (TAT), and the Association of Thai Travel Agents (ATTA) scheduled the arrangement of Hotels Meet Local Agents India and Middle Eastern Markets event, which its objective was to arrange activity for hotel members and travel agents so that they can meet and setup Table Top Session. This is considered as another channel to do joint marketing together in the future. In addition, Tourism Authority of Thailand (TAT) hosted the dinner banquet within the event, held on Friday 31st March 2017 at Holiday Inn Silom Bangkok.

สมาคมโรงแรมไทย ได้ก�าหนดเปิดอบรมหลักสูตร ‘การเงินและการบัญชีโรงแรม ส�าหรับผูไ้ ม่ใช่นกั บัญชี (Hotel Finance and Accounting for Non-Accountant)’ โดยมีวัตถุประสงค์เพื่อศึกษาระบบการเงินและบัญชีของธุรกิจโรงแรม ในวันเสาร์ ที่ 1 และวันอาทิตย์ที่ 2 เมษายน พ.ศ. 2560 ณ ชั้น 3 อาคารสมาคมโรงแรมไทย ถนนราชด�าเนินกลาง แขวงบวรนิเวศ เขตพระนคร กรุงเทพฯ ที่ผ่านมา Thai Hotels Association (THA) scheduled the training course ‘Hotel Finance and Accounting for Non-Accountant’, which is aimed to study financial and accounting system of hotel business, held on Saturday 1st, and Sunday 2nd April 2017, the 3rd floor, THA Building, Ratchadumnern Klang Rd., Bowon Niwet Sub-Distract, Phra Nakorn District, Bangkok.

เพราะการท่องเที่ยว... ไม่ใช่ ‘Zero Sum Game’ x

Tourism is not a ‘Zero Sum Game’ หลังได้ไปร่วมงานการประชุมการท่องเที่ยวอาเซียน หรือ อาเซียน ทัวริสซึ่ม ฟอรั่ม (เอทีเอฟ 2017) ที่ประเทศสิงคโปร์ เมื่อช่วงต้นปีที่ผ่านมา ผู้เขียนคิดว่ายังมีอีกหลายประเด็นที่ น่าสนใจ อยากมาเล่าสู่กันฟังอีกสักหน่อย

ถือเป็นการเพิ่มความสะดวกในการเดินทางและเอื้อต่อการ โปรโมทธีมปาร์คเชิงนิเวศให้เป็นภาพใหญ่ได้ดีขึ้น เพื่อเป้าหมาย การเพิ่มยอดผู้เข้าเยี่ยมชมจากเดิมที่มีอยู่ราว 4.6 ล้านคนต่อปี โดยก�าหนดเปิดให้บริการเฟสแรก คือ ปี 2563

หรือประมาณ 2 หมื่นบาท โดยภาพรวมเป้าหมายของปี 2560 การท่องเที่ยวสิงคโปร์จะเน้นเพิ่มการใช้จ่ายคุณภาพมากขึ้น ด้วยการเพิ่มยอดการใช้จ่ายให้ได้ 30% ผ่านการเพิ่มวันพักเฉลี่ย ของต่างชาติจาก 3 วัน เป็น 4-5 วัน” คุณเอ็ดเวิร์ดกล่าว

เริ่มกันที่ความเคลื่อนไหวด้านการพัฒนาธุรกิจท่องเที่ยวของ ‘การท่องเที่ยวสิงคโปร์’

“นอกเหนือจากการเข้าไปช่วยพัฒนาภาคธุรกิจบริษัทน�าเที่ยว และโรงแรมแล้ว การท่องเที่ยวสิงคโปร์มองว่าการสร้าง แหล่งท่องเที่ยวใหม่ๆ จะเป็นอีกกลไกการท�างานส�าคัญในการ โปรโมทดึงนักท่องเที่ยวกลุ่มคุณภาพ ซึ่งจะช่วยผลักดัน ให้สิงคโปร์สร้างรายได้เติบโตมากขึ้น”

ด้านคุณยุทธศักดิ์ สุภสร ผู้ว่าการ การท่องเที่ยวแห่ง ประเทศไทย (ททท.) บอกว่าขณะนี้ ททท. ส�านักงานสิงคโปร์ อยู่ระหว่างด�าเนินโครงการ ‘ทู บี คอนตินิว อิน ไทยแลนด์’ (To Be Continue in Thailand) รุกท�าตลาดดึงนักท่องเที่ยว ที่มาเที่ยวสิงคโปร์มากกว่า 15 ล้านคนต่อปี ให้เดินทางมาเที่ยว เมืองไทยต่อเนื่อง

คุณเอ็ดเวิร์ด โค ผู้อ�านวยการบริหารการท่องเที่ยวสิงคโปร์ ประจ�าภูมิภาคเอเชียตะวันออกเฉียงใต้ เล่าว่า นอกเหนือจาก การจัดตั้ง ‘กองทุนพัฒนาการท่องเที่ยว’ ใช้งบฯ ราว 700 ล้าน ดอลลาร์สิงคโปร์ (ประมาณ 1.75 หมื่นล้านบาท) ตามแผน 5 ปี ตั้งแต่ 2559-2563 ส�าหรับพัฒนาการท่องเที่ยวในเชิงคุณภาพ ใน 3 ด้านหลักๆ แล้ว ไม่ว่าจะเป็นการพัฒนาศักยภาพบุคลากรในภาคธุรกิจ ท่องเที่ยวทั้งระบบ ซึ่งถือเป็นหัวใจหลักที่ไม่อาจละเลยได้เลย รวมไปถึงการส่งเสริมการจัดอีเว้นท์ตอกย�้าบทบาทของสิงคโปร์ ในฐานะผู้น�าการเดินทางเชิงธุรกิจและไลฟ์สไตล์ และการลงทุน ก่อสร้างและพัฒนาแหล่งท่องเที่ยวเชิงสร้างสรรค์และนวัตกรรม ส�าหรับโครงการภายใต้กองทุนดังกล่าวที่ได้เปิดตัวไปแล้ว คือ ‘มันได โปรเจกต์’ เป็นการลงทุนระหว่างภาครัฐและเอกชน รวมถึงประชาคมกลุ่มมันได ปาร์ค โฮลดิงส์ (เอ็มพีเอช) ซึ่ง ต้องการรีโนเวทปรับโฉมแหล่งท่องเที่ยวเชิงนิเวศและธรรมชาติ แบบธีมปาร์ค 4 แห่งที่มีอยู่แล้ว ได้แก่ ไนท์ ซาฟารี, ริเวอร์ ซาฟารี, สวนสัตว์สิงคโปร์ และสวนนกจูร่ง ให้ย้ายมาอยู่ในพื้นที่ เดียวกัน

ทัง้ นี้ การท่องเทีย่ วสิงคโปร์จะเพิม่ ดีกรีความร่วมมือกับสายการบิน มากขึ้น เพื่อวางกลยุทธ์ขยายนักท่องเที่ยวจากตลาด ‘เมืองรอง’ มากขึ้น โดยตลาดนักท่องเที่ยวไทยในเมืองรองที่มีศักยภาพและก�าลัง ซือ้ สูง การท่องเทีย่ วสิงคโปร์มองไปถึงภาคอีสาน ‘ขอนแก่น’ และ ‘อุดรธานี’ ซึ่งจะกระตุ้นให้สายการบินเปิดเส้นทางบินตรงจาก 2 เมืองนี้สู่สิงคโปร์ให้ได้ในเร็วๆ นี้ พร้อมเจาะ ‘นครราชสีมา’ ซึ่งตั้งอยู่ใกล้กรุงเทพฯ สามารถเดินทางมาขึ้นเครื่องที่กรุงเทพฯ ได้สะดวก พร้อมกันนี้ยังมองไปถึงเมืองรองในภาคตะวันออก ได้แก่ ระยอง จันทบุรี และตราด ซึ่งปัจจุบันมีเที่ยวบินให้บริการ บินตรงจากสนามบินอูต่ ะเภาถึงสิงคโปร์แล้ว โดยไม่ตอ้ งเดินทาง มาขึ้นเครื่องที่กรุงเทพฯ “ปัจจุบันตลาดนักท่องเที่ยวไทยเป็นกลุ่มที่มีค่าใช้จ่ายเฉลี่ย 1,000 ดอลลาร์สิงคโปร์ต่อทริป หรือประมาณ 2.5 หมื่นบาท สูงกว่าค่าเฉลี่ยรวมของทุกตลาด ซึ่งอยู่ที่ 800 ดอลลาร์สิงคโปร์ THAI HOTELS & TRAVEL

หลังเห็นศักยภาพด้านก�าลังซื้อที่สูงมากๆ เพราะนักท่องเที่ยว ต่างชาติที่เดินทางมาสิงคโปร์ โครงสร้างตลาดส่วนใหญ่เป็น นักเดินทางเพื่อธุรกิจที่เดินทางมาร่วมงานประชุมสัมมนาและ การจัดแสดงสินค้า (ไมซ์) และนักเดินทางกลุ่มครอบครัว ททท.จึงมองเห็นโอกาสโดยใช้กลยุทธ์แบบต่อยอดด้วยการ ชักชวนให้นักท่องเที่ยวกลุ่มนี้เดินทางมาเที่ยวเมืองไทยต่อ ซึ่ง สอดรับกับยุทธศาสตร์การเชื่อมโยงเส้นทางท่องเที่ยวในกลุ่ม ประเทศอาเซียนด้วย เพราะถ้าไทยสามารถดึงชาวต่างชาติ ที่เดินทางมาสิงคโปร์ให้มาเยือนไทยต่อได้สักประมาณ 1 ใน 3 ของยอด 15 ล้านคน ก็จะท�าให้ไทยมีนักท่องเที่ยวคุณภาพ เพิ่มขึ้นถึง 5 ล้านคน ยืนยันว่ากลยุทธ์นี้ไม่ใช่การเข้าไปแย่งชิงนักท่องเที่ยวต่างชาติ จากสิงคโปร์ แต่เป็นการต่อยอดด้วยการน�าเสนอสินค้าท่องเทีย่ ว ตามความต้องการ เพือ่ ดึงดูดให้วางแผนเดินทางมาเทีย่ วไทยต่อ

อาศัยข้อได้เปรียบเรื่องระยะเวลาด้านการเดินทางจาก สิงคโปร์มายังจุดหมายในไทย ซึ่งใช้เวลาบินไม่เกิน 2 ชั่วโมง และมีสายการบินให้บริการจ�านวนมากทั้งสายการบินฟูลเซอร์วิส และสายการบินโลว์คอสต์ ไปยังจุดหมายหลากหลาย ไม่ใช่เฉพาะ ในกรุงเทพฯ เท่านั้น แต่ยังกระจายไปถึงภูเก็ต กระบี่ อู่ตะเภา และเชียงใหม่ด้วย โดยขณะนี้อยู่ระหว่างการเจรจากับสายการบินที่ให้บริการ เที่ยวบินระหว่างไทยกับสิงคโปร์ และโรงแรมในไทยที่สนใจ เข้าร่วมโครงการ เพื่อจัดท�าแพ็กเกจและโปรโมชั่นน่าสนใจ เสนอแก่นักท่องเที่ยวต่างชาติกลุ่มนี้ โดยเมื่อเร็วๆ นี้ ททท. ได้ลงนามบันทึกความร่วมมือกับสายการบินสิงคโปร์แอร์ไลน์ เพื่อดึงนักท่องเที่ยวตลาดคุณภาพเดินทางแบบเชื่อมโยงมาไทย เป็นไปตามกลยุทธ์ ‘สปริงบอร์ด’

อีกกลุ่ม คือ ‘กลุ่มกอล์ฟ’ ถือเป็นกีฬายอดนิยมของตลาด นักท่องเทีย่ วสิงคโปร์ มีจา� นวนผูเ้ ล่นสูงกว่า 3 แสนคนเลยทีเดียว นับเป็นสัดส่วนทีส่ งู มากเมือ่ เทียบกับจ�านวนประชากรทัง้ ประเทศ ทีม่ เี พียง 5.3 ล้านคน โอกาสของไทยอยูต่ รงทีส่ นามกอล์ฟ ในสิงคโปร์มีเพียง 20 แห่งเท่านั้น และคิดค่าสมาชิกแพง ท�าให้ผู้เล่นกอล์ฟจ�านวนมากเดินทางไปเล่นที่มาเลเซียแทน แต่สนามกอล์ฟในมาเลเซียกลับยังขาดบริการเสริมส�าคัญ เช่น แคดดี้ สปา และการจัดงานปาร์ตี้หลังเล่นเสร็จ ต่างจากสนามกอล์ฟในไทยที่มีบริการครบเครื่องกว่า โดยจะชู ‘พัทยา’ ให้เป็นจุดหมายหลักของการเดินทางมาเล่นกอล์ฟของ ชาวสิงคโปร์ “ททท. ตั้งเป้าหมายปี 2560 ดึงตลาดนักท่องเที่ยวชาวสิงคโปร์ และชาวต่างชาติที่อาศัยในสิงคโปร์ให้เดินทางมาเที่ยวไทย เพิ่มขึ้น 3% เมื่อเทียบกับ 1.07 ล้านคนของปี 2559 ส่วนรายได้ วางเป้าหมายเพิม่ ขึน้ 6-8% จากปีทแี่ ล้วปิดไปที่ 3.7 หมืน่ ล้านบาท”

‘เพราะเรื่องของตลาดการท่องเที่ยวนั้น ไม่มีค�าว่า ซีโร่ ซัม เกม (Zero Sum Game) หรือผลลัพธ์ที่ออกมาเป็นศูนย์’ คุณขจรเดช อภิชาติตรากุล ผู้อ�านวยการ ททท. ส�านักงาน สิงคโปร์ เล่าถึงภาพรวมพฤติกรรมของนักท่องเที่ยวตลาด ‘สิงคโปร์’ ว่า เนื่องจากเป็นตลาดระยะใกล้จึงนิยมมาเที่ยวไทย ในช่วงวันหยุดสุดสัปดาห์ท�าให้วันพักเฉลี่ยไม่สูงมาก จึงรุกท�า ตลาดเพิ่มค่าใช้จ่ายต่อคนต่อทริปเป็น 4 หมื่นบาท จากปัจจุบัน เฉลี่ยที่ 3.5 หมื่นบาท จากจ�านวนวันพักเฉลี่ย 5 วัน พร้อม ขยายจ�านวนครั้งมาเมืองไทยเป็น 2.5 ครั้งต่อปี จากปีที่ผ่านมา คนสิงคโปร์มาเมืองไทยเฉลี่ย 2 ครั้งต่อปี ด้วยการน�าเสนอสินค้าท่องเที่ยวที่ตอบความต้องการด้าน ไลฟ์สไตล์ยอดนิยม ผ่านช่องทางสื่อสังคมออนไลน์ไม่ว่าจะเป็น ข้อมูลเกี่ยวกับอาหารริมทาง (สตรีทฟู้ด) ร้านอาหารและเครื่อง ดื่มบรรยากาศเก๋ๆ รวมถึงอาร์ตบ็อกซ์ และตลาดนัดรถไฟ ในกรุงเทพฯ และพื้นที่ใกล้เคียงซึ่งใช้เวลาเดินทางไม่เกิน 2 ชั่วโมง เช่น พัทยา อัมพวา รวมถึงพื้นที่ใหม่ๆ ทั้งกาญจนบุรี และหัวหิน ส�าหรับนักท่องเที่ยวอีก 2 กลุ่มที่ ททท. โฟกัสเพิ่ม คือ ‘กลุ่ม ตลาดนักศึกษา’ เนื่องจากระบบการศึกษาของสิงคโปร์ซึ่งมี ชื่อเสียงในระดับชั้นน�าของโลก ได้ก�าหนดให้นักศึกษาเดินทาง ไปทัศนศึกษาต่างประเทศอย่างน้อยปีละ 2 ครั้ง โดย ททท. เตรียมกลับมารุกตลาดนี้อีกครั้ง หลังจากก่อนหน้านี้ ไทยเคยเป็นจุดหมายล�าดับแรกๆ แต่พอมีปัญหาความไม่สงบ ทางการเมืองในไทย รัฐบาลสิงคโปร์จึงสั่งห้ามไม่ให้ไปเมืองไทย พอสถานการณ์บ้านเมืองเรากลับมาเป็นปกติ รัฐบาลสิงคโปร์จึง อนุญาตให้เดินทางมาไทยได้

ทั้งหมดนี้ คือ ภาพรวมของการพัฒนาธุรกิจและแนวทางการท�า ตลาดท่องเที่ยว เพื่อเพิ่มกระแสการเดินทางระหว่างไทยกับ สิงคโปร์

A

fter joining ASEAN Tourism Forum (ATF 2017) in Singapore in the beginning of this year, I thought that there were many interesting issues to talk about for a bit.

Begin with the movement in tourism development of ‘Singapore Tourism Board’, Mr. Edward Ko, Executive Director of Singapore Tourism Board for South East Asia region said that besides the establishment of ‘Tourism Development Fund’ consuming approximately 700 million dollar Singapore budget (approximately 1.75 ten billion baht) following 5 years plan from 2016 – 2021 upon quality tourism progress in 3 main aspects, personnel capability development in the whole tourism business sector is considered as the key that cannot be overlooked as well as event arrangement promotion emphasizes the role of Singapore on behalf of leader business and lifestyle travel, and construction and creative and innovation tourist attraction development.

In addition to debuted projects under such fund, it includes ‘Mandai Project’; a joint venture between government and private sector as well as Mandai society, and Park Holding (MPH); an effort to renovate natural and eco-tourist attraction specialized on 4 existing theme parks as night safari, river safari, Singapore zoo and Jurong bird sanctuary by combining all these theme parks in the same area.

This is considered to aid travel convenience and better promote eco-theme park in the big picture with the goal to increase number of visitors from prior approximately 4.6 million visitors per year, which this project is scheduled to start the first phase in 2020.

“Rather than giving hands to develop travel agent and hotel business sector, Singapore Tourism Board foresaw that creating new tourist attraction shall be another major work mechanism to promote and attract the group of quality tourists, which will help generating more revenue to Singapore.”

In addition, Singapore Tourism Board shall increase collaboration intensity with airlines in order to set the strategy to better expand the tourists from ‘Secondary City’ market.

For Thai tourist market in secondary cities that have potentiality and high purchasing power, Singapore Tourism Board has foreseen toward Isan region as ‘Khon Kaen’ and ‘Udonthani’, which Singapore Tourism Board shall encourage airlines to operate the direct flights from these 2 cities to Singapore soon including ‘Nakhonratchasima’; located closer to Bangkok where tourists can conveniently travel to Bangkok to catch the plane.

And in the same time, Singapore Tourism Board has also foreseen secondary cities in Eastern region as Rayong, Chanthaburi, and Trad, which there are some airlines operating direct flights from U-Tapao international airport to Singapore without the need of traveling up to Bangkok.

“Currently, Thai tourist market has average spending at 1,000 dollar Singapore per trip, or approximately 2.5 ten thousand baht, which is considered higher than overall average of every market at 800 dollar Singapore, or approximately 2 ten thousand baht.

In addition to overall goal in 2017, Singapore Tourism Board shall emphasize on increasing quality spending by adding total spending up to 30% through foreigner average stay increasing from 3 days to 4 – 5 days” said Mr. Edward.

Mr. Yutthasak Supasorn, Governor of Tourism Authority of Thailand (TAT) said that at the moment, TAT, Singapore Office is in the middle of proceeding with ‘To Be Continue in Thailand’ project; a marketing strategy, which is aimed to continually attract tourists traveling to Singapore over 15 million tourists per year to travel to Thailand after realizing on the high purchasing power potentiality because foreign tourists traveling to Singapore mostly are business travelers who come to attend seminar & conference, and trade show (MICE) as well as a group of family travelers.

Therefore, TAT has seen an opportunity by using extending strategy to encourage such groups of tourists to continue traveling to Thailand, which this effort shall be in line with tourism route connecting strategy in the group of ASEAN countries as well because if Thailand can attract approximately one third of foreigners who travel to Singapore to come to Thailand, the country shall increase quality tourists for another 5 million tourists.

TAT ensured that this strategy is not aimed to steal foreign tourists from Singapore, but this is an extensive plan to present customized tourism product in order to attract tourists to make plan to further travel to Thailand by counting on the advantage in term of traveling distance from Singapore to Thailand’s destination, which takes not over 2 hours of flying, and there are several airlines

both full service and low cost ones operating flights from Singapore to several destinations in Thailand including Bangkok, Phuket, Krabi, U-Tapao, and Chiang Mai. At the moment, TAT is in the middle to negotiating with airlines that operate flights between Thailand and Singapore as well as hotels in Thailand that are interested to join this project so that TAT shall make interesting packages and promotions to present to this group of foreign tourists. Recently, TAT has signed MOU with Singapore Airlines to draw quality market tourists to make a transit to Thailand following ‘Springboard’ strategy.

Mr. Kajondech Apicharttrakul , Director of TAT, Singapore Office said about the overall behavior of Singapore market tourists that since this is short distance market, tourists would prefer traveling to Thailand during the weekend, which derive shorter stay length average. Therefore, TAT is aiming to set a marketing strategy to increase expenditure per person per trip up to 40,000 baht, from the average current at 35,000 baht from average stay length at 5 days as well as extend travel frequency up to 2.5 times per year from the previous year, Singapore tourists traveling to Thailand in average of 2 times per year by presenting tourism products that response to the demand in popular lifestyles through online social media channel including information on street foods, chic restaurants and beverages as well as Artbox, and Rot Fai market in Bangkok, and nearby areas which takes less than 2 hours to travel to such as Pattaya nad Ampawa as well as new areas as Kanchanaburi and Hua Hin. Another 2 groups of tourists TAT aiming to pay more attention is ‘the group of university student market’ since Singapore’s educational system has gained the

TAT is preparing to strike this market once again since earlier, Thailand used to be the very first destinations for Singapore university students, but when political problem was risen, Singapore government disallowed its people to travel to Thailand, but now this forbidding is called off since political situation in Thailand has been settled down.

The other group is ‘Golf market’, which is the most popular sports of Singapore tourist market with the number of players as high as 300,000 people.

This is considered as the high ratio comparing to its population at 5.3 million people, which this give good opportunity to Thailand because there are only 20 golf courses in Singapore, and the membership fee is so expensive. This forces many golf players coming to play in Malaysia instead, however the Golf Courses in Malaysia are still lack of important services such as caddy, spa and banquet party after game.

Therefore, TAT is aiming to promote ‘Pattaya’ as the major destination for Singapore’s golf players since this city can response all propositions in this regards with full facilities and services.

“TAT has set the goal in 2017 to attract more Singapore tourist market and foreigners who live in Singapore to travel to Thailand by 3% comparing to 1.07 million tourists in 2016. In addition to the revenue, it is aimed to increase by 6 – 8% from the previous year at 3.7 ten billion baht.”

All these are the overall picture of business development and tourism marketing guideline in order to increase traveling current between Thailand and Singapore.

Time for Entrepreneurs to Make Plan to Deal with Situation, When Ministry of Natural Resources and Environment is Preparing to Limit the Number of Tourists Visiting National Parks Next Year นโยบายของรัฐบาลที่สนับสนุนอุตสาหกรรมท่องเที่ยว เพื่อเป็น อีกหนึ่งเครื่องมือในการดึงเม็ดเงินเข้าประเทศ ถือเป็นฟันเฟือง ท�าให้เศรษฐกิจของประเทศในภาพรวมดีขึ้น จากปัจจุบัน เศรษฐกิจยังตกอยู่ในภาวะระส�่าระสาย การสนับสนุนของ รัฐบาล แม้จะช่วยสร้างรายได้ให้กับภาคธุรกิจท่องเที่ยวและ บริการเพิ่มมากขึ้น ด้วยจ�านวนนักท่องเที่ยวที่มีปริมาณสูงขึ้น อย่างต่อเนื่อง แม้รัฐบาลจะพยายามเน้นท�าการตลาดจับ นักท่องเที่ยวคุณภาพ แต่ในความเป็นจริงก็ยังต้องพึ่งจ�านวน ตัวเลขจากนักท่องเที่ยวก็ต้องมีปริมาณเพิ่มสูงขึ้นอยู่ดี

สอดคล้องกับของสภาเศรษฐกิจโลก World Economic Forum (WEF) ใน 10 ปีข้างหน้า ประเทศไทยจะมีนักท่องเที่ยว ไม่ต�่ากว่า 60 ล้านคน เติบโตเท่าตัวจากปัจจุบัน และหากรวมกับประชากรไทยอีกราว 65 ล้านคน ความหนาแน่น ของประชากร การใช้ทรัพยากรทางการท่องเที่ยว สิ่งแวดล้อม แหล่งสาธารณูปโภคขั้นพื้นฐานจะสามารถรองรับได้เพียงใด เพราะอย่างปัญหาความปลอดภัย อาชญากรรมทางการ ท่องเที่ยว ซึ่งรัฐบาลก็ยังไม่สามารถแก้ไขได้

แต่ส�าหรับเรื่องสิ่งแวดล้อมเป็นปัญหาที่จับต้องได้ ที่ผ่านมา ปรากฏให้เห็นในรายงานข่าวจากสื่อกระแสหลักอยู่ตลอด ถึง ทรัพยากรทางธรรมชาติด้านการท่องเที่ยวหลายแห่งเสื่อมโทรม เพราะให้นักท่องเที่ยวเข้าไปเป็นจ�านวนมาก แต่หน่วยงานที่ ก�ากับดูแลกลับไม่มีมาตรการรองรับกับปัญหาที่จะเกิดขึ้น ส่งผลให้เกิดปัญหาต่างๆ ตามมา โดยเฉพาะปัญหาขยะ ล้นเกลื่อนพื้นที่ตามชายหาด อุทยานต่างๆ

ล่าสุดผลการส�ารวจของสภาเศรษฐกิจโลก พบว่า เรื่องความ ปลอดภัยและความมั่นคง ไทยอยู่ในอันดับ 118 ของโลก

“ที่ผ่านมา ยอมรับว่า ความเสียหายที่เกิดจากนักท่องเที่ยว เข้าไปเที่ยวจนล้นอุทยานฯ ค่อนข้างหนัก แต่ระยะหลังความ เสียหายลดลงมา เพราะมีการพัฒนาพื้นที่อุทยานข้างเคียง อุทยานขนาดใหญ่ที่ได้รับความนิยมกระจายตัวออกไป ไม่ให้ เกิดการกระจุกตัวอยู่ที่ใดที่หนึ่งมากเกินไป และเพื่อเตรียมรับ นักท่องเที่ยวที่เพิ่มขึ้นในอนาคต” ด้านคุณภูริวัจน์ ลิ้มถาวรรัตน์ นายกสมาคมธุรกิจท่องเที่ยว ภายในประเทศ (สทน.) แสดงความเห็นว่า ในอนาคตภาค การท่องเที่ยวไทยจะเติบโตเพิ่มขึ้นอย่างต่อเนื่อง ไม่ใช่เฉพาะ ในเชิงรายได้ แต่หมายถึงจ�านวนนักท่องเทีย่ วทีจ่ ะเพิม่ ขึน้ ตามมา เรื่องนี้รัฐบาลไม่ควรนิ่งนอนใจ โดยต้องเตรียมรับมือในทุกมิติ โดยเฉพาะการแก้ไขปัญหาอาชญากรรมทางการท่องเที่ยว และ การดูแลรักษาสิ่งแวดล้อมทางการท่องเที่ยว ไม่ให้เสื่อมโทรม เร็วกว่าความเป็นจริง ซึ่งเห็นว่า กระทรวงทรัพยากรธรรมชาติ และสิ่งแวดล้อมควรเน้นการบริหารจัดการในแต่ละพื้นที่ตาม ความเหมาะสม มากกว่าการจะยึดเพียงแค่แนวคิดจ�ากัดจ�านวน นักท่องเที่ยว เพื่อให้เข้ากับสถานการณ์ “ไม่ใช่ทุกพื้นที่ที่จ�ากัดจ�านวนนักท่องเที่ยวจะเป็นทางออกที่ดี ที่สุดเสมอไป เช่น อุทยานแห่งชาติหมู่เกาะสิมิลัน ซึ่งมีหลาย เกาะ ช่วงนี้อาจจะปิดเกาะนั้น เปิดเกาะนี้ โดยไม่จ�าเป็นต้องปิด พร้อมกันทั้งหมด น่าจะเป็นทางออกที่ดีกว่า หลายเกาะ หลาย อุทยานมีชื่อเสียงดังระดับโลกนั้น ต่างชาติวางแผนมาท่องเที่ยว ในแต่ละปีเป็นจ�านวนมาก การหารือกันก่อนระหว่างภาครัฐและ เอกชนด้านการท่องเที่ยว ถึงการบริหารจัดการ การวางแผน ร่วมกัน ตลอดจนสร้างการรับรู้ให้กับผู้ประกอบการท่องเที่ยว อย่างน้อย 6 เดือน ถึง 1 ปี เพื่อแจ้งให้กับนักท่องเที่ยว ได้รับทราบ ถือเป็นเรื่องที่ส�าคัญ แนวทางการกลับมาใช้มาตรการจ�ากัดจ�านวนนักท่องเที่ยว เข้าพื้นที่อุทยาน แหล่งท่องเที่ยวทางธรรมชาติ ถือเป็นเรื่อง ที่จะช่วยยืดลมหายใจให้กับทรัพยากรทางธรรมชาติของ ประเทศ ซึ่งถือเป็นเสน่ห์ที่ท�าให้ภาคการท่องเที่ยวไทยเติบโต อย่างต่อเนื่อง การท่องเที่ยวไทยจะเติบโตอย่างต่อเนื่องและมี คุณภาพ โดยไม่สะดุดนั้น ทุกฝ่ายต้องคิดร่วมกันแบบบูรณาการ เดินนโยบายที่เอื้อต่อกัน เพื่อจะ Win Win ทั้งสองฝ่าย เพราะขณะนี้ประเทศไทยใช่ว่าต้องเที่ยวตามฤดูกาลเท่านั้น แต่สามารถหมุนเวียนไปได้ทวั่ ประเทศ การมุง่ สร้างรายได้ให้เกิด จากอุตสาหกรรมการท่องเที่ยว องคาพยพจึงมีความส�าคัญ

he government’s policy that supports tourism industry as another tool to generate the revenue to the country is considered as the key mechanism to effectively propel overall country’s economy since now, economy is still unsettle down, while the support from government might help generating more revenues to tourism and hospitality business sector with increasing number of tourists all the time, and even though government has made an effort to catch quality tourist market, in fact it must still depends on the increasing number of tourists anyhow.

According to the World Economic Forum (WEF) in the next 10 years, Thailand shall welcome no less than 60 million tourists, which is considered growing one fold greater than now, and if this figure is combined with Thai population approximately 65 million people, what to pay attention should be how the country will take up the density of population, and tourism resource, environment and basic infrastructure sources consuming especially security and tourism crime problems, which government is unable to solve these problems at the moment.

Recently, the survey result of the World Economic Forum founded that Thailand was ranked the world’s 118th in term of security and stability, while in term of environmental sustainability was ranked 122nd worldwide, which these rankings are raising a serious concern to the country now.

special regimes (there are many tourist and property abuse cases occurred still), Thai people must wait and see intelligences of national executives upon the guideline to relieve or solve these issues.

In addition to environmental issue, this is a tangible one, which the main media has reported the news upon the deteriorated natural tourist attraction resources from time to time because those places has allowed a great number of tourists visiting, but authorized agency did not issue any scheme to handle this incurred problem, which derived several consequent problems especially littering problem dispersing the beaches and national parks.

Recently, Mr. Thanya Netithammakun, Director General of the Department of National Parks, Wildlife and Plant Conservation has raised the concern over these problems and prepared to restore Ao Maya (Maya Bay) area, Mu Koh Phi Phi (Phi Phi Island) National Park, which is expected to complete the plan within 2018 as now it is in the middle of making the plan to publicize to tourists, establishment owners and travel agents in advance, while for other areas, it is the matter of making conclusion. In addition, the Department shall start to sell E-ticket so that the actual number of visitors can easily be recorded and acknowledged. And when all designated number of tickets is sold out, there will be no more for sale, and visitor without a ticket is not allowed to get the pass into the national park. This format will be firstly navigated within Ao Maya area before continually proceeding with other national parks later on. However, to close down any natural park or limit the number of tourists visiting in any place requires careful data studying and collecting, and plan making before making an execution.

“Earlier, we must admit that there were severe damages causing by the congestion of tourists visiting national parks, however later these damages have been reducing down because some developments within nearby national park areas have widely been taken place to relieve the congestion in one natural park, and prepare to undertake increasing number of tourists in the AD_Teo Hong.pdf 1 26/10/2558 11:42:42 future.”

Mr. Phuriwat Limthavonrus, President of the Association of Domestic Travel (ADT) expressed his opinion that in the future, tourism sector shall continually grow both in term of revenue and tourist volume. According to this, government should actively prepare to deal in every dimension especially the solution for tourism crime problem, and tourism environmental preservation to restrain the rapid deterioration rather than it should be in reality, which the Department of National Parks, Wildlife and Plant Conservation should also emphasize on proper area management rather than stick on the idea to limit the number of tourists in order to suit circumstances.

“It is not always the best idea to limit the number of tourists in all national parks. For example, Similan Island National Park has several islets, which it shall be better off, if some certain islets can be opened and closed down in designated time period without the need of closing down all islets in the same time.

In addition to the world’s reputation islands and national parks where accepted the great number of tourists visiting each year, it is so important to set the discussion forum between government and private tourism sectors in advance upon the joint management and plan making as well as raise such awareness of tourism entrepreneurs no less than 6 months – one year so that they can acknowledge all tourists during their visit of those islands and national parks.”

The back to back guideline to use the scheme to limit the number of tourists visiting national park areas and natural tourist attractions is considered to give the country’s natural resources a break to breath in, which are considered as the charm that drive the continual growth in Thai tourism sector. In addition, to achieve continual and quality growth, every stakeholder must make integral collaboration and setup mutual beneficial policy for both sides to gain win-win situation together because Thailand is not the country for seasonal tourism anymore, but tourist can freely choose to travel in all seasons across the country. Therefore, the aim to generate revenue from tourism industry, all key elements shall not be overlooked as well.

ร้านอาหารอีกมากยังคงมีเป้าหมายจากตลาดคนไทย ทั้งขาจร และขาประจ�า แต่ก็ยอมรับว่า ขณะนี้ร้านอาหาร ภัตตาคารไทย ส่วนใหญ่ ได้รบั ผลกระทบจากปัจจัยต่างๆ จนส่งผลต่อยอดขาย และจ�าเป็นต้องเร่งปรับวิธีการบริหารจัดการต้นทุนใหม่ ปัจจัยหลักๆ ที่ส่งผลกระทบต่อธุรกิจร้านอาหาร กล่าวคือ 1. ภาวะเศรษฐกิจทีย่ งั ไม่ฟน้ื ตัว อยูใ่ นภาวะซบเซา ขณะทีร่ ายได้ ยังเท่าเดิมท�าให้ลูกค้าจ�าเป็นต้องประหยัดเงิน และหันไปท�า อาหารทานเอง หรือไม่ก็ลดจ�านวนครั้งในการทาน อาจจะเหลือ สัปดาห์ละ 1 ครั้ง รวมถึงลดจ�านวนเมนูที่สั่งลง 2. ร้านอาหารเกิดขึ้นใหม่ตลอดเวลา ในเมื่อความต้องการ ยังเท่าเดิมหรืออาจลดลง เมื่อเกิดปัญหาเศรษฐกิจแต่จ�านวน ร้านอาหารกลับมีเพิ่มขึ้น ก็เกิดการแย่งส่วนแบ่งทางการตลาด ระหว่างกันตามมา 3. สังคมบางส่วนจะมองร้านอาหารเพื่อเป็นสถานที่พบปะ สังสรรค์ หรือกิจกรรมหนึ่งๆ เท่านั้น จะเข้าร้านอาหารเมื่อมี วาระกิจกรรม เช่น งานเลี้ยงวันเกิด นัดประชุม ฉลองความ ส�าเร็จต่างๆ แต่พอไม่มีกิจกรรมพวกนี้ก็จะไม่เข้าร้านอาหาร 4. คนเริ่มหันไปทานอาหารริมทางเพิ่มมากขึ้น เพราะราคา ถูกกว่า 40-50 บาท ก็สามารถทานได้แล้ว 5. การแข่งขันสูงขึ้น โดยเฉพาะร้านอาหารที่ไม่มีหน้าร้าน แต่ เน้นส่งตรงถึงบ้านก�าลังมาแรง เพราะประชาชนไม่จ�าเป็นต้อง ฝ่ารถติด โดยเฉพาะในกรุงเทพฯ มาทานร้านอาหารอีกย่าน สามารถสั่งไปทานถึงที่บ้านได้เลย

ปัญหาเหล่านี้ ไม่ใช่เพิ่งเกิดขึ้นครั้งแรก เพราะเมื่อใดที่ห่วงโซ่ ทางเศรษฐกิจไม่ดีก็ย่อมส่งผลกระทบต่อธุรกิจต่างๆ แค่ เกษตรกรประสบปัญหาราคาสินค้าเกษตรตกต�่า ก็ส่งผลต่อ ก�าลังการซื้อสินค้าอุปโภค บริโภค และเมื่อสินค้าต่างๆ ยอดขายตก ก็ส่งผลต่อรายได้ของบริษัท อุตสาหกรรมต่างๆ และสุดท้ายก็ส่งผลต่อรายได้ของพนักงาน จนในที่สุด ก็วนเวียนอยู่อย่างนี้ คุณฐนิวรรณ ระบุอีกว่า ส�าหรับการบริหารจัดการต้นทุนนั้น ทางร้านอาหารต่างๆ ได้ปรึกษาช่วยเหลือกันมาเป็นระยะเวลาหนึง่ แล้ว ทางออกขณะนี้ คือ ค่อยๆ ปรับลดในหลายๆ อย่าง เช่น ลดจ�านวนเมนูอาหารจากในอดีตมีมากถึง 200-300 เมนู ปัจจุบันก็ลดเหลือ 30-40 เมนู เพื่อเป็นการลดการสต็อกสินค้า ซึ่งจะช่วยลดต้นทุนเพื่อไปจ่ายส�ารองวัตถุดิบเป็นจ�านวนมาก นอกจากนี้ ยังระบุว่า การมีเมนูง่ายๆ ราคาไม่ต่างจากร้าน อาหารตามริมทาง เพื่อเป็นตัวเลือกให้ลูกค้าก็จะช่วยได้มาก

ส่วนเรื่องค่าแรง ยอมรับว่า หากจะปรับเพิ่มค่าแรงขั้นต�่านั้น ก็จะเป็นการเพิ่มภาระต้นทุนให้ผู้ประกอบการเป็นอย่างมาก ในภาวะเศรษฐกิจตอนนี้ควรจะพิจารณาเป็นรายพื้นที่ไป แต่ ส่วนใหญ่แล้ว แรงงานในกลุ่มร้านอาหาร นอกจากได้อัตรา ค่าแรงขั้นต�่าแล้ว จะมีอาหารให้ทาน 2 มื้อ บางที่จะมีที่พัก ให้ด้วย ตรงนี้ก็ช่วยลดภาระแรงงานได้มากอยู่แล้ว ไม่น่าจะ ส่งผลกระทบมากเท่าใด “ถึงเวลาแล้วที่รัฐบาลควรพิจารณาควบคุมจ�านวนร้านอาหาร เพราะมองว่าขณะนี้ร้านอาหารเริ่มล้นตลาดเกินความต้องการ ของผู้บริโภค ที่ผ่านมาใครมีต้นทุนยื่นขอตามขั้นตอนทาง กฎหมายแล้วเสร็จก็สามารถเปิดกิจการได้เลย โดยที่รัฐไม่ได้ ค�านึงว่าร้านอาหารในพื้นที่เขตที่รับผิดชอบอยู่นั้น มีร้านอาหาร อยู่แล้วมากน้อยเพียงใด ความต้องการล้นตลาดอยู่แล้วหรือไม่ ตรงนี้จึงเห็นว่าถึงเวลาที่รัฐบาลควรจะมีแนวทางจัดการ ที่เหมาะสม ควรมีการเก็บข้อมูลเพราะไม่เช่นนั้นก็จะเกิดปัญหา เปิดร้านยังไม่ทันได้ต้นทุนกลับมาก็ต้องปิดตัวลง เพราะ ขายอาหารไม่ได้ซึ่งมีให้เห็นอยู่เสมอ และเพิ่มขึ้นเรื่อยๆ” เสียงสะท้อนจากนายกสมาคมภัตตาคารไทยที่พูดถึงอุปสรรค ปัญหากับทิศทางการบริหารจัดการส�าหรับธุรกิจร้านอาหาร หากผูท้ เี่ กีย่ วข้องมองอย่างเข้าใจและหาวิธแี ก้ไขได้ตรงจุด เชือ่ ว่า จะสามารถรับมือแก้ไขให้ผา่ นวิกฤตนีไ้ ปได้อย่างยัง่ ยืน ซึง่ คงต้อง รอคอยแนวคิดของผู้เกี่ยวข้อง และความร่วมมือช่วยเหลือ ระหว่างภาคีเครือข่าย...

he president of Thai Restaurant Association (TRA) suggested the government to limit the number of restaurants in order to create the balance between service providers and customers.

When Thai economy has not had a sign of recovery yet, several report Polls to ask for help started to get growing in increasing numbers. This included the poll result that indicated the opinions of people about unrecovered economy, while Thai Chamber of Commerce revealed its survey that people still face a hard time during the depressed economy, and inflation rate is not conformed to the revenue, which raises the request for minimum wage increasing up to 620 baht within 3 years term in order to be in line with reality.

The mentioned circumstance reflected that Thai economic circumstance has not been as good as the announcement of the government. Fortunately, Thailand still has diversity in natural resources so this helps the country to earn a large amount of revenues from Tourism industrial sector and move the country’s overall economy forward as well.

However, it has not helped every related business in tourism sector to get a good growth.

Recently, the president of TRA, Ms. Taniwan Kulmongkol admitted that currently even though foreign tourists shall travel to Thailand in great number, it does not mean that every restaurant shall earn foreign customers because it depends on several factors. For example those restaurants might not be a partner of travel agency, or do not focus on foreign tourists’ dish menus, or do not locate on tourist attraction areas. This makes several restaurants only focusing on Thai market both irregular and regular customers, but unfortunately, most Thai restaurants have received deep impact from several factors that affect their circulation, and it is necessary for them to quickly readjust cost management procedure.

Main factors to affect restaurant business include as follows 1. Economic circumstance is not yet recovered, while the revenue still remains the same, which forces customers to save money and change their

behavior to cook food on their own, or reduce the frequency of dining out down to once a week as well as the number of ordering dishes.

2. A new restaurant is always blooming all the times, while the demand is still the same or reduce. When economic problem is rising, while the number of restaurants is increased; therefore, this shall soon cause the severe fight for market share among restaurants.

3. Some section of society shall consider restaurant as only the meeting place or social activity. Mostly, this group of people shall visit restaurant when there is an event such as birthday party, meeting appointment, celebration for any achievement, etc., but in case of no special occasion taking place, they do not want to go to restaurant.

4. People turns to have street food in greater number because they are cheap, which it costs only 40 – 50 baht per meal.

5. The competition has been increasing especially for the restaurants without the storefront that only emphasize on food delivery because people would rather order delivery food to dine home than go through the traffic especially in Bangkok to the restaurant in the other zone.

of TRA admitted that increasing labor minimum wage shall give a big burden to entrepreneurs, which this might be considered for some certain areas under this economic circumstance. However, labor in restaurant category shall earn minimum wage rate as well as two meals, while some restaurants also offer accommodation for their employees, which this helps relieving labor’s burden good enough and should not give that much impact as well.

These issues have not been taken place for the first time because when economic chain is not good, it shall affect several related business sectors. For example, when agriculturists are facing agricultural product price drop, it shall affects purchasing power for consuming products, and when product circulation is dropped down, it shall affect the revenue and several industries, and eventually, it shall affect employee’s revenue. Therefore, this cycle always repeats itself all the times.

This was the opinion of the president of TRA toward the problem and management direction for restaurant business. If authorized persons insightfully understand and find the right solution, it makes believe that the country shall be able to sustainably handle and get through this crisis.

Now what we can do is to wait for the guidelines of authorized persons, and collaboration from associate network.

“It is about time for the government to limit the number of restaurants because now they have started to be oversupply. Earlier, the deep pocket restaurants could immediately start the operation after submitting the petition bylaws without being aware of how many restaurants have been within the certain authorized area, or whether they have been oversupplied or not. Therefore, the government should find the proper management guideline and collect the data; otherwise many restaurants may have to close down too soon because they hardly make a sell, which this problem always happens, and starts to gradually increase more and more.”

Ms. Taniwan also indicated upon cost management that many restaurants have already helped one to another for a while. Now, the solution is to gradually reduce several related elements such as reducing dish menus from earlier 200 – 300 dishes down to 30 – 40 dishes now in order to reduce product inventory, which this will help reducing cost for buying a large amount of reserved supplies. Besides, if restaurant can offer some simple menus with less price differentiation comparing to the street food as the option for customers, it can greatly help most restaurants. In addition to the labor wage, president

Hotel to Take Care of Elders ปัจจุบันประเทศไทยเริ่มให้ความส�าคัญกับผู้สูงอายุ เนื่องจาก ในอนาคตคาดการณ์ไว้ว่า ประเทศไทยจะมีประชากรผู้สูงอายุ เพิ่มขึ้น ผู้สูงอายุของไทยจะมีสัดส่วนถึง 32.1% ของประชากร ทั้งประเทศหรือราว 20.5 ล้านคน ในปี พ.ศ. 2583

และญาติก็เป็นเรื่องที่ต้องให้ความส�าคัญเช่นเดียวกัน หากพื้นที่ของโรงแรมมีส่วนนี้ก็สามารถสร้างจุดขายให้กับแขก ที่เป็นผู้สูงอายุได้ ยิ่งออกแบบให้ใกล้ชิดธรรมชาติหรือสามารถ ใช้พื้นที่สันทนาการเป็นส่วนภายนอกที่ใกล้ชิดธรรมชาติก็จะเป็น จุดผ่อนคลายให้กับผู้สูงอายุได้เป็นอย่างดี

จะเห็นได้ว่า สังคมผู้สูงอายุเริ่มกลายเป็นเรื่องใกล้ตัวของ คนไทยไปแล้ว ถ้าเทียบกับสังคมต้นแบบอย่างประเทศญี่ปุ่น ดังนั้น อาคารสาธารณะที่กล่าวถึงการออกแบบเพื่อผู้สูงอายุ ก็คงหนีไม่พ้นกับโรงแรมหรือที่พักส�าหรับผู้สูงอายุ โรงแรมส่วนใหญ่แล้วมีกิจกรรมที่มีความหลากหลาย แก่นักท่องเที่ยวหลายประเภท หลายวัย การออกแบบที่ค�านึงถึง ผู้สูงอายุถือได้ว่ามีความส�าคัญและควรตระหนักอย่างมาก เพราะในอนาคตประชากรผู้สูงอายุจะเป็นหนึ่งในสี่ของ ประชากรไทยเลยทีเดียว ทางลาดชัน… ส�าคัญ การออกแบบโดยค�านึงถึงการปรับเปลี่ยนพื้นที่ต่างระดับด้วย ทางลาดชันเป็นสิ่งส�าคัญอย่างยิ่ง เพราะผู้สูงอายุบางคนใช้ รถเข็น หรือไม้เท้าช่วยในการเดิน ทางลาดชันที่ไม่มีระดับที่ แตกต่างกันมากเป็นสิ่งที่มีความส�าคัญ รวมถึงวัสดุปูผิวต้องไม่มี ความขรุขระ และสามารถมองเห็นได้ชัดเจน เพราะผู้สูงอายุ มีสายตาที่มองเห็นไม่ชัดเจน เพื่อความปลอดภัยแก่ผู้สูงอายุ การออกแบบส่วนอาบน�้า… เรื่องใหญ่ การอาบน�้าส�าหรับผู้สูงอายุเป็นส่วนส�าคัญอีกส่วนหนึ่ง ในโรงแรมส�าหรับผู้สูงอายุของญี่ปุ่นบางที่จะออกแบบ ส่วนอาบน�้าของผู้สูงอายุเป็นแบบอาบน�้ารวม เพื่อป้องกันการ ลื่นหกล้มของผู้สูงอายุ และมีคนดูแลไม่มากในการดูแลส่วน อาบน�้าของผู้สูงอายุ ราวกันตกในส่วนนี้มีความส�าคัญ เพราะห้องน�้ามีส่วนเปียกมีผลต่อการลื่นล้มได้ ประตูควรออกแบบเป็นบานเลื่อน เพราะบานเปิดอาจปิด กระแทกผู้สูงอายุได้ การใช้งานเป็นบานเลื่อนจึงมีความ เหมาะสม เทคโนโลยีการออกแบบงานระบบ เช่น ระบบ Sensor ตรวจจับ อัตโนมัติ ปุ่มกดสัญญาณอัตโนมัติ ขอความช่วยเหลือ รวมถึง ระบบกล้องวงจรปิด ต้องออกแบบให้สามารถใช้งานได้อย่าง มีประสิทธิภาพ ส่งสัญญาณไปยังผู้ดูแล แพทย์ พยาบาล ได้อย่างทันท่วงที ยิ่งปัจจุบันมีผู้ใช้โทรศัพท์ Smartphone การออกแบบให้ห้องควบคุมมีการแจ้งเตือนผ่าน Mobile Application ก็ยิ่งสร้างทางเลือกและความสะดวก รวดเร็ว หากเกิดเหตุ หรืออุบัติเหตุของผู้สูงอายุได้ การออกแบบส่วนสันทนาการก็เป็นงานใหญ่ การติดต่อพบปะกันของผู้สูงอายุนั้นสร้างความผ่อนคลาย รวมถึงสร้างกิจกรรมให้ผู้สูงอายุ รู้สึกถึงความมีคุณค่า การจัด พื้นที่สันทนาการ ท�ากิจกรรมร่วมกันระหว่างผู้สูงอายุด้วยกัน

การเตรียมตัวในการออกแบบที่มีความเหมาะสมส�าหรับผู้สูงอายุ กับอาคารสาธารณะประเภทโรงแรมจึงนับว่า ใครเตรียมตัวก่อน ก็ส�าเร็จก่อน เพราะการขายห้อง ขายบริการ เป็นการบอกต่อ ในความประทับใจ และนัน่ คือ ก�าไร เป็นของก�านัลของการบริการ

urrently, Thailand begins to pay more attention to elders since in the future, it has been forecasted that Thailand will have greater number of elder population, which such number shall dominate as high as 32.1% ratio of the country population, or approximately 20.5 million people within 2040.

This indicated that aging society has already become closer to Thai people comparing the society model of Japan; therefore, public building being mentioned about the design for elder should inevitably be hotel or elder nursing home.

Basically, most hotels offer several activities to suit various categories, and ages of tourists, however, the design paying attention to elders now is considered so important because in the future, elder population will dominate as high as one fourth of Thai population.

Mind for Steep Descent The design paying attention on adjusting the elevating paths with the descent is considered so important because some elders use wheelchair or walking stick. Therefore, the descent with low elevating levels is considered important, while surfacing material should have no roughness and can be clearly seen because elder has moderately bad eyesight. Therefore, this is aimed for elder’s safety.

The Design of Showering Session is Critical Elder’s showering is another important part in hotel, which some Japanese elder hotels shall design showering session of elder as public shower to prevent the elder’s accidental fall, and have

less caretakers within this session, while falling protection rails within this session is important as well because normally bathroom has a wet zone that shall cause the elder to slip down.

The door within this session should be a sliding panel because the swing panel may accidently hit the elder; therefore, sliding panel door is considered appropriate for elder the most.

Design technology for system functions such as automatic detection sensor system, automatic pushing button for help as well as CCTV system should be designed for maximum efficiency so that they can immediately transmit the signal to caretaker, physician, and nurse. In addition, since now Smartphone is considered so popular among the users, designing the control room to provide emergency alert via Mobile Application should offer another alternative and shortcut in case of accident occurred to the elder.

Recreation Session is also a Big Task Social Communication among elders can relieve their tension and helps them realize in their own values; therefore, arranging recreation area for elders to do activity among them and their relatives should be another issue to pay attention as well. If the area of hotel provides this session, it can create selling point for the guests who are the elders. This can be very good relaxation place for elders if hotel can design the area much closer to nature or use such recreation area as the outside session that is closer to nature.

Making preparation for the design to suit elders especially for public building categorized as hotel should benefit those who act first because selling the room and service is a word of mouth on the guests’ impression, and that is called ‘the profit’ of service providing.

Tobacco Product Control Law 9. เจ้าของสถานทีต่ อ้ งประชาสัมพันธ์หรือแจ้งเตือนว่าเป็นสถานที่ ห้ามสูบบุหรี่ และต้องควบคุม ห้ามปรามมิให้มีการสูบบุหรี่ ในเขตปลอดบุหรี่ ถ้าไม่ท�ามีโทษปรับไม่เกินสามพันบาท แต่ถ้า ท�าตามสมควรแล้วไม่มีโทษ (เช่น เตือนแล้วยังมีผู้ละเมิด) 10. ผู้ใดสูบบุหรี่ในที่ห้ามสูบ มีโทษปรับไม่เกินห้าพันบาท

ข้อความโดยสรุป มีดังนี้ ส่วนรายละเอียดที่จะต้องติดตามต่อไป คือ ประกาศสถานที่ห้ามสูบบุหรี่และหน้าตาของป้ายห้าม สูบบุหรี่ว่าจะมีอะไรเปลี่ยนแปลงหรือไม่ ซึ่งทางสมาคมก็จะแจ้ง ให้ท่านสมาชิกทราบเป็นการต่อไป

กฎหมายที่เพิ่งประกาศใช้เมื่อวันที่ 5 เมษายน พ.ศ. 2560 และมีผลบังคับในวันที่ 5 กรกฎาคม ปีนี้ เป็นการรวมกฎหมาย 2 ฉบับเข้าด้วยกัน นั่นคือ กฎหมายว่าด้วยการควบคุม ผลิตภัณฑ์ยาสูบ และกฎหมายว่าด้วยการคุ้มครองสุขภาพของ ผู้ไม่สูบบุหรี่ และให้ชื่อว่า พระราชบัญญัติควบคุม ผลิตภัณฑ์ยาสูบ พ.ศ. 2560 ส�าหรับชาวโรงแรมและภัตตาคารก็คงต้องติดตามว่า รายละเอียดที่จะต้องออกตามมาภายหลังจะมีอะไรเพิ่มเติมจาก ที่บังคับใช้ในปัจจุบันหรือไม่ อย่างไรก็ตาม กฎหมายฉบับนี้มีข้อสรุปที่ปรากฏชัดเจนแล้ว ดังนี้ คือ 1. ห้ามขายผลิตภัณฑ์ยาสูบให้ผู้ที่อายุต�่ากว่า 20 ปี หากสงสัย ต้องขอดูเอกสารทางราชการที่มีการแสดงอายุ 2. ห้ามคนอายุต�่ากว่า 18 ปี ขายผลิตภัณฑ์ยาสูบ ทั้งสองข้อมีโทษจ�าคุกไม่เกินสามเดือน หรือปรับไม่เกินสามหมื่น หรือทั้งจ�าทั้งปรับ 3. การน�าชื่อหรือเครื่องหมายของผลิตภัณฑ์ยาสูบไปแสดงบน ผลิตภัณฑ์อื่น (เช่น แก้วน�้า ไฟแช็ค ที่เขี่ยบุหรี่ ร่มฯ) มีโทษปรับ ไม่เกินหนึ่งแสนบาท 4. การจ�าหน่ายผลิตภัณฑ์ หรือโฆษณา หรือน�าเข้าเพื่อจ�าหน่าย ตามข้อ 3. มีโทษปรับไม่เกินห้าหมื่นบาท 5. ผู้ใดผลิต (โรงงานยาสูบ) หรือน�าเข้าเพื่อจ�าหน่ายบุหรี่ที่มี ขนาดบรรจุน้อยกว่า 20 มวน มีโทษปรับไม่เกินสามแสนบาท 6. ผู้ใดแบ่งขายบุหรี่ (ต้องขายเป็นซองเท่านั้น) มีโทษปรับ ไม่เกินสี่หมื่นบาท 7. สถานที่ที่ห้ามสูบบุหรี่ยังคงใช้ประกาศกระทรวงสาธารณสุข ฉบับที่ 19 จนกว่าจะมีประกาศใหม่ (หลัง 5 ก.ค. ปีนี้) 8. เมื่อมีประกาศสถานที่ห้ามสูบบุหรี่แล้ว เจ้าของสถานที่ต้องมี เครื่องหมายแสดงไว้ให้เห็นได้โดยชัดเจน และต้องไม่มีอุปกรณ์ หรือสิ่งอ�านวยความสะดวกส�าหรับการสูบบุหรี่ ฝ่าฝืนมีโทษปรับ ไม่เกินห้าหมื่นบาท

T

he law that has just been announced on 5th April 2017, and will come into force on 5th July this year was the consolidation of 2 regulations as Tobacco Product Control Regulation and Non-Smoker Health Protection Regulation, and named it as Tobacco Product Act B.E. 2560.

Those hoteliers and restaurant people shall further follow up the detail whether there are some additional provisions apart from the current enforcement or not after it is officially released.

However, this act has apparently determined its provisions as follows 1. Prohibit tobacco product selling to a person with the age less than 20 years. In the event of suspicious, governmental document indicated the age of such person must be examined.

2. Person with age less than 18 years old is not allowed to sell tobacco products.

Both clauses are subject to imprisonment not exceeding 3 months or fine not exceeding 30,000 baht or both.

3. Demonstration of the name or trademark of tobacco product over other products (i.e. water glass, lighter, ashtray, umbrella, etc.) is subject to fine not exceeding 100,000 baht.

retailing under clause 3 is subject to fine not exceeding 50,000 baht.

5. Anyone (tobacco factory) produces or imports for retailing cigarette contained lesser than 20 cigarettes per package is subject to fine not exceeding 300,000 baht.

6. Anyone retailing cigarette (must be sold in package only) is subject to fine not exceeding 40,000 baht.

7. No-smoking venues still observes the announcement of Ministry of Public Health Vol. 19 until a new announcement is released (after 5 July this year).

8. When the announcement on no smoking venues is released, the owners of such venues must obviously post the prohibited sign, and must not have smoking tool or accessories. In the event of violation, such owner is subject to fine not exceeding 50,000 baht.

9. The owner of venue must publicize or give the warning that it is no smoking venue, and must controls and dissuades the smoking within nosmoking zone. In the event of no action, such owner is subject to fine not exceeding 3,000 baht, but in the event of appropriate action, the owner will not be subject to the punishment (i.e. the warning has been given, but it still has some violators).

10. Anyone smoking in no-smoking zone is subject to fine not exceeding 5,000 baht.

Here are the conclusive statements, while further detail to follow up must be the announcement on no-smoking venues, and appearance of no-smoking sign whether there are some changed incurred or not, which Thai Hotels Association (THA) shall notify all hotel members later on.

IN THE KITCHEN

Since hotel’s kitchen department must undertake several amount of cooking from small to large portions, while food’s taste and appearance creation should well response to the customers’ preferences including easy cooking or special signature dishes, which all of them shall need hygiene and safety cooking process.

Therefore, most chefs working in small and up to large scale hotels are required to have good quality and qualified standard kitchenware.

Currently, many companies and stores offer wide range of kitchenware both in the format of normal showcasing shops and online channel, which anyone can find information and check the detail in term of price and product appearance a head of time before deciding to make an actual purchasing them.

Customer can check about ‘reliability’ of manufacturer’s kitchenware just to make sure whether such seller is a legally registered company or not as well as check the review and look up to the order history from previous buyers for the movement of purchase orders and when the products had been delivered.

This is because making purchase order from one place and completing all needs shall not waste the time, and this may give opportunity for buyer to get special promotion or discount from the store for making a large quantity of purchase order to reach the designated minimum purchasing amount, or have a power to negotiate for additional discount, which this will help saving the cost for hotel as well.

Besides, all purchased kitchenware should add use easiness so that it shall provide cooking convenience and make it easy for customized cooking, and deliver the finished dish much closer to chef’s imagination.

In addition, it needs to consider whether the menu creation requires specific kitchenware or not. For example, a large amount of customers requires some specific equipment to suit the large quantity of food cooking, or Thai dessert menu may require the equipment that is made of brass material.

Currently, kitchenware is designed to better achieve easy to use, and versatility property, which one piece of kitchenware can do multi-purpose work and cook several menus simultaneously.

These functions help adding the passion, which makes kitchen staffs enjoy cooking and creating artistic touch to impress all customers very well, and in the same build up the chef’s confidence for using such equipment as well in term of manufacturing and safety quality. For example, vacuum boiler should ensure that it will produce good quality and consistent finished food throughout based on indicated time, and more importantly, the machine should have no leak mark because it will be so harmful using it.

Therefore, safety is considered as an important issue for kitchen work rather than hygiene and taste of food.

ผศ.ดร.จุฑามาศ วิศาลสิงห์ กล่าวถึงปัญหาขาดแคลนแรงงาน ว่า มีอยู่ 2 ปัญหาใหญ่ คือ นอกจากขาดแคลนคนในเชิง ปริมาณแล้ว ยังขาดแคลนในเชิงคุณภาพด้วย ส่วนหนึ่งเพราะ ภาคการศึกษาผลิตคนออกมาแล้วใช้งานไม่ได้จริง และถึงเวลา ต้องยอมรับอย่างตรงไปตรงมาว่า ภาคการศึกษาไทยสร้างคน ออกมามาก แต่ไม่ตอบโจทย์เชิงพาณิชย์และอุตสาหกรรม รวมถึงแผนพัฒนาคนของประเทศก็ค่อนข้างล้มเหลว “ภาคการศึกษาเราสร้างคนออกมาเยอะมาก แต่ไม่ตอบโจทย์ เชิงพาณิชย์ และอุตสาหกรรม เราไม่ได้ท�าแผนพัฒนาคนใน สายอาชีพที่ขาดแคลน เราแก้ปัญหาเฉพาะหน้ามาตลอด ไม่ต้องพูดถึงความต้องการในอนาคตเลย เพราะแค่ที่ต้องการ ในปัจจุบัน เรายังไม่สามารถผลิตให้เพียงพอได้ทั้งปริมาณและ คุณภาพ

สอดคล้องกับคุณจุลลดา มีจุล ที่มองว่า ประเทศไทยมีก�าลังพล ไม่พอจะรองรับอุตสาหกรรมการท่องเที่ยว ภาคการศึกษา ผลิตคนที่มีทักษะและสมรรถนะไม่ตรงกับความต้องการของ ผู้ประกอบการ “ฟร้อนท์โรงแรม 5 ดาว จ้างคนไทยไม่ได้เลย ส่วนใหญ่ต้องจ้าง ฟิลิปปินส์ มาเลเซีย อินโดนีเซีย เราไม่มีคน คนไทยท�าไม่ได้ ดังนั้น จึงต้องหันมามองที่โจทย์ใหญ่ คือ ต้องพัฒนาคนให้ได้ ให้มีทักษะและสมรรถนะคนให้ได้ตามที่ตลาดต้องการ ผู้ประกอบการชอบ Ready Made ส�าเร็จรูป ใส่น�้า กินได้เลย มันกลับไปที่สถาบันการศึกษาว่าต้องผลิตตคนที่เรียนจบ ท�างานได้เลย” คุณจุลลดา วิเคราะห์ ‘คน’ คือหัวใจ ผศ.ดร.จุฑามาศ กล่าวอีกว่า จากสถานการณ์ Do It or Die เป็นตัวย�้าว่า อุตสาหกรรมท่องเที่ยวต้องปรับตัว ต้องพัฒนา ต้องเปลี่ยนแปลง มิเช่นนั้น ไม่รอดแน่ “หัวใจส�าคัญที่สุด คือ คนท�างาน โดยเฉพาะธุรกิจงานบริการ จะดี จะแย่ จะส�าเร็จ หรือเฟล ขึ้นอยู่กับ “คน” ฉะนั้น การที่ โรงแรมให้ความส�าคัญกับการพัฒนาบุคลากร มันท�าให้การ จัดการให้เราเข้มแข็งได้ เพื่อสร้างความเข้มแข็ง และพร้อม แข่งขันระดับอาเซียน ที่ผ่านมาเรามีโรงเรียนเทรนนิ่ง แต่ไม่มีระบบ ไม่มีตัวชี้วัด ว่าแต่ละอาชีพเก่งหรือยัง เชี่ยวชาญหรือยัง แต่ตอนนี้มีแล้ว สถาบันคุณวุฒิฯ ผลักดันให้เกิดระบบมาตรฐานวิชาชีพขึ้นแล้ว ผู้ประกอบการและคนในอุตสาหกรรมต้องใช้ให้เป็นประโยชน์ เหมือนไปหาหมอ ไปรีเช็กร่างกายว่า ตรงไหนอ่อนแอ อวัยวะ ไหนมีปัญหา เราต้องดูแลตรงนั้น เพิ่มทักษะที่เรามีอยู่ เติมเต็ม สิ่งที่เราขาดไป” ผศ.ดร.จุฑามาศ กล่าว ด้านคุณจุลลดากล่าวเสริมว่า การพัฒนาบุคลากรในองค์กร เป็นการลงทุนที่คุ้มค่าในระยะยาว เสมือนเป็นการซื้อใจและ

ความสุขในการท�างานของพนักงาน ซึ่งเป็นการสร้าง Productivity ให้กับโรงแรมนั้นๆ อย่างยั่งยืน

“มีนายจ้างจ�านวนมากที่ไม่กล้าลงทุนพัฒนาคน เพราะกลัว ลงทุนแล้วคนอยู่ไม่นาน อาจจะลาออกไป หรือโดนแย่งตัว แต่จริงๆ แล้วไม่ใช่แบบนั้น การพัฒนาคนเป็นการสร้าง ความสุขในการท�างานให้พนักงาน เพราะเขาเห็นอนาคตตัวเอง มีเป้าหมาย อยากพัฒนา รู้ Career Path ของตัวเอง มีความสุขในการท�างาน และเมื่อมีความสุข เขาก็ไม่เปลี่ยนงาน ง่ายๆ” คุณจุลลดา วิเคราะห์

อย่างไรก็ตาม วิชาชีพเกี่ยวกับการโรงแรมมีทั้งหมดมี 5 วิชาชีพ ได้แก่ พนักงานบริการส่วนหน้าของโรงแรม พนักงานบริการ อาหารและเครื่องดื่ม พ่อครัวตะวันตก พ่อครัวขนมปังอบ และ แม่บ้านในโรงแรม โดยสถาบันคุณวุฒิฯ เลือก รีเจ้นท์ ชะอ�า เป็นสถานที่สอบ เนื่องจากมีคุณสมบัติตามเกณฑ์และ เงื่อนไขต่างๆ ตามที่สถาบันคุณวุฒิก�าหนด เช่น อาจเป็น ภาครัฐ ภาคเอกชน หรือภาคการศึกษาก็ได้ แต่ต้องเป็น นิติบุคคล มีประสบการณ์ด้านนั้นๆ ชัดเจน มีเจ้าหน้าที่ ผู้เชี่ยวชาญอยู่ในองค์กร มีสาธารณูปโภค และอุปกรณ์เกี่ยวกับ อาชีพนั้นๆ ครบถ้วน ซึ่งรีเจ้นท์ ชะอ�า มีครบเครื่อง ตอบโจทย์ และผ่านเกณฑ์การพิจารณาทุกด้าน

รับรองศักดิ์และสิทธิ์ของวิชาชีพ ทักษะและสมรรถนะต้องมีมาตรฐาน “เราเปิดประตูบ้านกันหมดแล้ว ทุกคนมีหน้าที่ต้องพัฒนาตัวเอง ให้แข่งขันได้ ต้องเข้ามาอยู่ในระบบที่มีการรับรอง ถ้ามีการ ก�าหนดมาตรฐาน แล้วผ่านการประเมินนั้นก็เป็นรับรองตัวเอง ในแง่บุคลากร ถือเป็นใบผ่านทางด่านที่หนึ่ง ส่วนในมุมนายจ้าง ใบรับรองนี้ก็ช่วยเพิ่มความแน่นอนและความแน่ใจให้ผู้จ้างว่า ลูกจ้างมีประสิทธิภาพ มีทักษะและสมรรถนะ ” ผศ.ดร. จุฑามาศ ผศ.ดร.จุฑามาศ กล่าวอีกว่า มาตรฐานวิชาชีพจะช่วย ผู้ประกอบการในอุตสาหกรรมการท่องเที่ยวทั้งในแง่การลด ค่าใช้จ่ายและเพิ่มประสิทธิภาพการบริหารจัดการคน เช่น ขอดู ใบรับรองจากสถาบันคุณวุฒกิ อ่ นรับเข้าท�างาน ท�าให้ไม่ตอ้ งเทรน มาก เพราะมีประสบการณ์ หรือเทรนคนได้ถกู เรือ่ ง รวมถึงน�ามา ประยุกต์ใช้ในระบบ HR เพื่อประเมินผลการท�างาน บางคน กระตือรือร้น ขยันพัฒนาตัวเองก็โปรโมทให้เลื่อนต�าแหน่ง คุณจุลลดา กล่าวถึงเรื่องนี้เช่นกันว่า มาตรฐานวิชาชีพเป็นการ รับรองความเป็นมืออาชีพ และตอบโจทย์การพัฒนาคนของ ประเทศ “นี่คือระบบที่จะช่วยวางแผนและบริหารงานบุคคลให้องค์กร ไม่ใช่เงื่อนไขหรืออุปสรรคหรือข้อจ�ากัด เป็นตัวที่ช่วยให้เห็นถึงการพัฒนาคน ประเมินสมรรถนะอาจจะ ฟังดูน่ากลัว ระบบนี้ เหตุผลเดียวคือช่วยพัฒนาบุคลากรใน โรงแรม พัฒนาตัวเองและองค์กรให้มากที่สุด ทุกอาชีพจึงควรมีการประเมิน การทดสอบ การวัดผลว่า อาชีพที่ท�าอยู่นั้น คุณเก่งแค่ไหน เชี่ยวชาญหรือยัง เพื่อเป็น มาตรฐานที่สากลยอมรับ นี่คือสิ่งที่ตอบโจทย์การพัฒนา

TPQI ใจป�้า เปิดสอบฟรีคนละ 2 สิทธิ์ เมื่อเดือนมิถุนายน 2559 สถาบันคุณวุฒิวิชาชีพ ได้เสนอเรื่อง เข้าคณะรัฐมนตรี เพื่อขออนุมัติงบประมาณในการเปิดจัดสอบ ประเมินสมรรถนะของบุคลากรในกลุม่ อุตสาหกรรมการท่องเทีย่ ว และโรงแรม โดยจัดสอบแบบไม่คิดค่าใช้จ่าย ให้คนละ 2 สิทธิ์ คือ 1 สิทธิ์มาตรฐานวิชาชีพ และ 1 สิทธิ์มาตรฐานดิจิทัล “ตอนนีส้ ถาบันคุณวุฒฯิ มีโปรโมชัน่ สอบฟรี ไม่ตอ้ งกลัวจะสอบตก อยากให้ผู้ประกอบการและบุคลากรด้านการโรงแรม ฉวยโอกาสนี้ เพื่อจะได้รู้ว่าตนเองอยู่ตรงไหนของมาตรฐาน นอกจากนี้ ข้อสอบก็เป็นข้อสอบจากการปฏิบัติงานได้จริง ไม่เน้นทฤษฎี แต่เน้นความรู้ในการท�างาน ถ้าอยู่ในอาชีพ ไม่ต้องหนักใจเลย เพราะเราท�าอยู่ทุกวัน เช่น ปูเตียงเป็น ก็มาท�าให้ดูหน่อย จะได้รับการรับรอง ภาครัฐก็มีหน้าที่ต้องสนับสนุน แต่สิ่งที่จะขับเคลื่อนหรือสร้าง ระบบได้ดีที่สุด คือ คนที่ท�างาน คนที่อยู่ในอุตสาหกรรม ต้อง พัฒนาตัวเอง ต้องพัฒนาคนของตัวเอง เราอยู่นิ่งไม่ได้แล้ว โลก มันเปิดอย่างนี้แล้ว เราจะโดนแย่งงาน ด้านผู้ประกอบการก็ต้อง คิด ต้องวางแผนว่า เขาจะช่วยผลักดันให้คนของเขาเข้าสู่ระบบ มาตรฐานอย่างไรได้บ้าง เพราะมันมีผลเชิงธุรกิจ คือ ช่วย Save Cost และสร้าง Productivity ให้องค์กรตัวเอง นี่ไม่ใช่ทางเลือก แต่นี่คือสิ่งที่ต้องท�า โดยเฉพาะในภาวะ การแข่งขันสูงขนาดนี้ คนคือสิ่งส�าคัญที่สุด” ผศ.ดร.จุฑามาศ กล่าวทิ้งท้าย

ourism industry has generated the country’s major revenue for a long time since Thailand is so rich in natural resources, cheap price rate, and charms comparing to other places around the world. This makes the country win the hearts of tourists across the globe, but in the same time, this initiates much more extreme competition within this industry as well.

All entrepreneurs compete one to another for developing several aspects of service providing in order to attract the great number of tourists, which rises the extreme demand in personnel volume, while personnel in this profession is facing a big fight from AEC opening, which there are many competitors from neighbor countries coming in and looking for a job in Thailand.

Assoc. Prof. Dr. Jutamas Wisansing, Consultant of Regent Cha-Am Hospitality School, and Ms. Jullada Meejul, Director of Director General Bureau of Thailand Professional Qualification Institute (TPQI) revealed the present and future circumstances as well as the concept of personal’s skill, and performance evaluation to prove how they can jointly offer the chances of survival for Thai tourism industry.

Labor Shortage Crisis with Do It or Die Situation Thailand has strength in term of tourism and hospitality industry; however, we have big shortage in operational personnel both in term of volume and quality measures.

What we can do to solve the problem at hand is to recruit personnel from neighbor countries, however, if this issue still persist for some extending period of times, it shall cause a lot of consequent problems.

Therefore, this problem must be solved within 2 – 3 years. Do it or Die.” said Assoc. Prof. Dr. Juthamas.

Similar to the opinion expressed by Ms. Jullada Meejul that Thailand does not have enough manpower to serve tourism industry, while educational sector has produced the personnel with skill and proficiency that did not directly serve entrepreneurs’ requirements.

“Basically, 5 star hotel’s front desk would prefer hiring Filipino, Malaysian, and Indonesian than Thai people. This proved that we did not have manpower and Thai people are unable to take this job. Therefore, we have to consider as the big proposition, which we must develop personnel that directly serve the market demand.

Most entrepreneurs would prefer Ready Made employees; therefore, educational institutes must

Earlier, we had training school, but did not have system and indicator to certify each profession’s proficiency and skill. However, now Thailand Professional Qualification Institute (TPQI) has already setup profession standard system so entrepreneurs and personnel in industry must take advantage of them so that they can recheck and fulfill their weaknesses” said Assoc. Prof. Dr. Jutamas.

Ms. Jullada also added that developing personnel in organization is worth the investment in the long run similar to winning the heart and initiating the happiness of employee in workplace, which is considered to sustainably produce good Productivity for such hotels. ”Many employers dare not to make investment on personnel development because they are afraid of those developed personnel will not be working with them for a long time, or other hotels may take such personnel away. In fact, personnel development is meant to initiate personnel’s happiness in workplace because those personnel shall foresee their own future, and want to further develop their skill and proficiency as well as realize in their own Career Path. And when they are happy, they will not want to quit the job so easy” said Ms. Jullada.

Certify for Profession’s Dignity and Privilege Skill and Performance Must Have Standard “We all have already left the door opened, which everyone is in charge of developing itself to compete with others by getting into this certified system. If any personnel can undergo the indicated standard

evaluation, it is considered as the first step for certifying itself of personnel side, while for employer side, this certification should ensure employer for having skillful and proficient employees” said Assoc.

Assoc. Prof. Dr. Jutamas also added that profession standard shall help entrepreneurs in tourism industry both in term of cost reduction and human resource management enhancement i.e. asking for certificate from TPQI before employing personnel so that such personnel does not need to be trained for a long time because he/she has already had direct experience in such work position, while employer will save time since they can train the right personnel as well as apply HR system to evaluate operating result so that hardworking and enthusiastic personnel will get an opportunity to be promoted.

“At the moment, TPQI is offering free test promotion. Therefore, entrepreneurs and hotel personnel should take this opportunity to find out what certified level they are at. Besides, all test questions are the practical ones that emphasize on the knowledge in working procedure. Therefore, if you are working in any certain profession, please have no fear because you are doing your jobs everyday so what you have to do is to demonstrate how you do your job i.e. covering the bed with the coverlet, and that is all.

In addition, government sector should be in charge of supporting this certified system; however, the best thing to drive or setup the system is the person who is working in the industry. Such person must develop itself, otherwise they will lose the job, while entrepreneurs should think and set a plan on how they can bring in their personnel into this certified standard system because it can help saving cost and initiating productivity for their own organization.

This is not an alternative, but this is a must do especially during this extreme competitive situation since human is the most important factor” said Assoc. Prof. Dr. Jutamas.

Ms. Jullada also said about this issue that profession standard is aimed to certify the professionalism and response to the country’s personnel development.

“This is a system that will help setting a plan and managing manpower within organization, and is not considered as the condition, obstacle or limitation whatsoever. In fact, this system shall help indicating personnel development, and performance evaluation, which it may sound intimidating.

However, the main reason of this system is to effectively help developing personnel in hotel and hospitality business.

During Do It or Die situation of this industry, the only survival guideline is to elevate personnel’s profession skill and performance level. Earlier, we could survive by solving the problem at hand i.e. we recruit foreigner in case of ‘manpower’ shortage or we recruit Filipino, and Indonesian because we cannot speak English. How good it is going to be if we shall solve the manpower problem by setting sustainable standard together.

Therefore, every profession should have evaluation, test, and assessment to find out how good they are for such certain profession so that it shall reach international certified standard. This shall directly response to the country’s personnel development.”

Ms. Jullada said about the importance of profession standard.

However, hotel related profession comprises of 5 professions as front desk, food and beverage waiter/waitress, western chef, bread baking chef, and housekeeper, which TPQI chose the Regent Cha-Am as the institute to in charge of certifying all these 5 professions since this institute has what it takes based on the qualification of TPQI i.e. such organization may be the government sector, private sector, or academic institute; however, such
