คุณอนันต์ วงศ์เบญจรัตน์ อธิบดีกรมการท่องเที่ยว เปิดเผยว่า เมื่อวันที่ 25 พฤษภาคม 2561 ได้มอบหมายให้ คุณอุดม มัตสยะวนิชกูล ผูอ้ า� นวยการกองทะเบียนธุรกิจน�าเทีย่ วและมัคคุเทศก์ เป็นประธานร่วมกับ คุณมงคล ลีลาธรรม กรรมการผูจ้ ดั การ SME Development Bank เปิดการสัมมนา เรือ่ ง "การส่งเสริมศักยภาพผูป้ ระกอบการธุรกิจท่องเทีย่ ว" ณ ห้อง Dara Theatre โรงแรมดารา จังหวัดภูเก็ต ทั้งสองหน่วยงานได้ผนึกก�าลังร่วมกันผลักดันการบูรณาการความ ร่วมมือของหน่วยงานภาครัฐ โดยมีวัตถุประสงค์เพื่อส่งเสริมสนับสนุนผู้ประกอบการ SMEs ไทย โดยเฉพาะผู้ประกอบ ธุรกิจด้านการท่องเที่ยวและกลุ่มชุมชนด้านการท่องเที่ยว

คุณนพดล ภาคพรต รองผู้ว่าการด้านสินค้าและธุรกิจท่องเที่ยว การท่องเที่ยวแห่ง ประเทศไทย เปิดเผยว่า ททท. ได้จดั โครงการยกระดับท่องเทีย่ วชุมชน Village To The World เพื่อต่อยอดขยายผลด้านการตลาดการท่องเที่ยวของชุมชนให้เป็นผลส�าเร็จ อย่างเป็นรูปธรรม โดยในปีนี้ ททท. ได้คัดเลือก 15 ชุมชนในพื้นที่เมืองรองที่มีความ พร้อมในการท�าการตลาดท่องเที่ยวชุมชน ได้แก่ 1. ชุมชนบ้านผาหมี จ.เชียงราย 2. ชุมชนบ้านท่าขันทอง จ.เชียงราย 3. ชุมชนปางห้าโฮมสเตย์ จ.เชียงราย 4. ชุมชนศิลา เพชร จ.น่าน 5. ชุมชนบ้านป่าเหมีย้ ง จ.ล�าปาง 6. ชุมชนพรหมโลก จ.นครศรีธรรมราช 7. ชุมชนบ้านสามช่องเหนือ จ.พังงา 8. ชุมชนการท่องเที่ยวปะทิว (บางสน) จ.ชุมพร 9. ชุมชนเกาะปูยู จ.สตูล 10. ชุมชนตะโหมด จ.พัทลุง 11. ชุมชนบ้านจุฬาภรณ์พฒ ั นา 9 จ.ยะลา 12. ชุมชนบ่อหินฟาร์มสเตย์ จ.ตรัง 13. ชุมชนแหลมผักเบี้ย จ.เพชรบุรี 14. ชุมชนบ้านแหลมกลัด จ.ตราด 15. ชุมชนคีรีวงกต จ.อุดรธานี โดยในปีนี้ ททท. ได้รับเกียรติจากคณะมนุษยศาสตร์และการจัดการการท่องเที่ยว มหาวิทยาลัยกรุงเทพ ทีมนักออกแบบผลิตภัณฑ์จากสตูดโิ อ ไดอะล็อก ร่วมกันท�างาน เพือ่ เตรียมความพร้อมให้กบั ชุมชนในทุกด้าน อาทิเช่น งานออกแบบสร้างสรรค์ ความ ประทับใจในชุมชน Impressive Creation ทางคณะมนุษยศาสตร์และการจัดการการ ท่องเทีย่ ว มหาวิทยาลัยกรุงเทพ ได้จดั ส่งทีมนักออกแบบอาหาร Food Stylish มาช่วย ออกแบบสร้างสรรค์อาหาร การจัดเลีย้ งในชุมชน และส่งทีมอาจารย์จากภาควิชาการ โรงแรมฯ มาช่วยตกแต่งโฮมสเตย์ชุมชนให้น่ารัก น่าพัก น่านอนมากขึ้น ในส่วนของ งานออกแบบดีไซน์แพ็คเกจจิง้ สินค้าชุมชนจะมีทมี ดีไซเนอร์จากสตูดโิ อ ไดอะล็อก มา ช่วยสร้างมูลค่าเพิม่ ให้สนิ ค้าชุมชน สวยงาม น่าซือ้ น่าใช้มากขึน้ หลังจากกระบวนการ เตรียมความพร้อมชุมชนเสร็จสิ้นภายในช่วงปลายเดือน กรกฎาคม ททท. จะเปิดตัว โครงการเต็มรูปแบบ เพื่อประชาสัมพันธ์และส่งเสริมการท่องเที่ยวต่อไป Mr. Noppadol Pakprot, Deputy Governor in Tourism Products and Business, Tourism Authority of Thailand (TAT) revealed that TAT organized the project to elevate community tourism, as called ‘Village to the World’ in order to extensively expand the community’s tourism market for concrete achievement. This year TAT had selected 15 communities within secondary city areas that have readiness for community tourism marketing in the following 1. Baan Pa Mhee Community, Chaing Rai province 2. Baan Ta Khan Thong, Chiang Rai province 3. Pang Ha Homestay Community, Chiang Rai province 4.

Sila Phet Community, Nan province 5. Baan Pa Mhieng Community, Lampang province 6. Prom Lok Community, Nakhon Si Thammarat province 7. Baan Sam Chong Nuea Community, Phan Nga province 8.

Pa Tiew Tourism Community (Bang Son), Chumporn province 9. Koh Pu Yu Community, Satul province 10. Ta Mhod Community, Pattalung province 11. Baan Chulaporn Pattana 9 Community, Yala province 12. Bo Hin Framstay Community, Trang province 13. Laem Phak Bia Community, Phetchburi province 14. Baan Laem Klad Community, Trad province, and 15. Khiri Wongkot Community, Udon Thani province.

This year TAT received an honor from Faculty of Humanities and Tourism Management, Bangkok University by product designer team from Dialog Studio to jointly make preparation for communities in all aspects such as creative design, and Impressive Creation. In addition, Faculty of Humanities and Tourism Management, Bangkok University provided Food Stylish team to create and design food and banquet in communities as well as a team of instructors from Hotel Management Program to decorate community homestays to achieve more elegancy and pleasant stay atmosphere. In addition to the packaging design of community products, a team of designers from Dialog Studio was in-charge for adding value to them. After community preparing stage shall have been completed in the end of July, TAT shall officially unveil the project in order to further propagate and promote tourism.

Mr. Anan Wongbencharat, Director General of Department of Tourism revealed that on 25 May 2018 he assigned Mr. Udom Matsayawanichakul, Director of Travel Agent and Guide Registration Division together with Mr. Mongkol Leelatham, Managing Director of SME Development Bank to jointly open seminar "Tourism Entrepreneur Capability Promotion", held at Dara Theatre, Dara Hotel Phuket. Both agencies have jointly made an effort to push forth the collaboration integration of governmental agencies with the objective to promote and support Thai SME entrepreneurs especially for tourism business entrepreneurs and the group of tourism communities.

This contest shall show off several wonderful locations, traditions, and cultures as well as the country’s capacity to the foreigners. This effort shall declare the success of Thailand for being the number one filming location in Asia for international movie filming. Evoke Tourism in the ‘Greater Mekong Subregion’ To Connect Neighbor Countries and Stimulate Isan Revenue เมื่อปลายเดือนมิถุนายนที่ผ่านมา ‘นครพนม’ ได้รับเลือกให้เป็น สถานที่จัดการประชุมท่องเที่ยวอนุภูมิภาคลุ่มแม่น�้าโขง หรือ แม่โขง ทัวริสซึ่ม ฟอรั่ม 2018 (MTF 2018) นับเป็นเวทีการประชุมประจ�าปีส�าหรับผู้เชี่ยวชาญด้านท่องเที่ยว ในอนุภูมิภาคลุ่มแม่น�้าโขงของประเทศสมาชิก Greater Mekong Subregion (GMS) ซึ่งประกอบไปด้วย 6 ประเทศ คือ กัมพูชา จีน (เฉพาะจังหวัดยูนนานและเขตปกครองตัวเอง กวางสี) สปป.ลาว เมียนมา ไทย และเวียดนาม มีผู้เข้าร่วมงาน มากกว่า 500 คน นอกเหนือจากที่ประชุมคณะท�างานด้านการท่องเที่ยวระหว่าง ผู้แทนส�านักงานประสานความร่วมมือการท่องเที่ยว ลุ่มแม่น�้าโขงและผู้แทนธนาคารพัฒนาเอเชีย (เอดีบี) ได้หารือ เพื่อส่งเสริมและพัฒนาการตลาดท่องเที่ยวร่วมกัน รวมถึง สถานการณ์ท่องเที่ยวของประเทศสมาชิกในรอบ 1 ปีที่ผ่านมา แล้ว ยังมีการพูดคุยเกี่ยวกับความคืบหน้าของการด�าเนินงาน ตามแผนยุทธศาสตร์การท่องเที่ยวอนุภูมิภาคลุ่มน�้าโขง ปี 2558-2568 และประเด็นส�าคัญที่จะส่งเสริมร่วมกันในระยะยาว คุณอิทธิพล คุณปลืม้ ผูช้ ว่ ยรัฐมนตรีประจ�านายกรัฐมนตรี เล่าว่า เหตุผลที่เลือก ‘นครพนม’ ให้เป็นที่จัดประชุม MTF 2018 เพราะเป็นศูนย์กลางด้านการท่องเที่ยวในกลุ่มอนุภูมิภาค

ลุ่มแม่น�้าโขง มีจุดเด่นเรื่องยุทธศาสตร์ที่ตั้งติดริมฝั่งแม่น�้าโขง เป็นศูนย์กลางวัฒนธรรมไทย ลาว และเวียดนาม นอกจากนี้ ยังมีสถานที่ส�าคัญทางพระพุทธศาสนา รวมถึงมี โครงสร้างพื้นฐานที่ทันสมัย และการเชื่อมโยงภาคพื้นดินและ ทางอากาศที่สะดวกด้วย สอดคล้องกับมุมมองของคุณ Jens Threatheart ผู้อ�านวยการ ส�านักงานประสานงานความร่วมมือด้านการท่องเที่ยว อนุภูมิภาคลุ่มแม่น�้าโขง กล่าวว่า การท่องเที่ยวสามารถผลักดัน ให้เกิดการเปลี่ยนแปลงชีวิตของผู้คนให้ดีขึ้น ด้วยการท�าความ เข้าใจร่วมกันและยังสามารถผลักดันการเปลี่ยนแปลงในรูปแบบ ที่เราสามารถรับมือกับปัญหาร้ายแรงต่าง ๆ ได้ เช่น การเจริญเติบโตด้านการท่องเที่ยวที่มากเกินไป รวมถึง มลพิษที่เกิดจากพลาสติก นอกเหนือจากการประชุมเรื่องการส่งเสริมท่องเที่ยวร่วมกันแล้ว อีกหนึ่งประเด็นที่มีการพูดคุยกันบนเวทีสัมมนา คือ ‘การท่องเที่ยวเชิงพระพุทธศาสนา’ (Buddhist Tourism) เพราะไม่เพียงแต่ดึงดูดนักท่องเที่ยวต่างชาติเข้าสู่ประเทศ สมาชิก GMS แต่ยังรวมถึงการเดินทางท่องเที่ยวภายใน ประเทศ ส่งผลดีต่อเศรษฐกิจท้องถิ่นของนครพนม

“นครพนมมีความส�าคัญในการเป็นศูนย์กลางการท่องเที่ยวเชิง พระพุทธศาสนาในภาคตะวันออกเฉียงเหนือของไทย โดย ประเทศไทยเองมีความพร้อมที่จะเป็นผู้ประสานงานการ ท่องเที่ยวเชิงศาสนาพุทธในภูมิภาคเอเชียรวมถึงเอเชีย ตะวันออกเฉียงใต้อย่างมาก” คุณอิทธิพลกล่าว ทั้งนี้ ในแถบอนุภูมิภาคลุ่มแม่น�้าโขง พบว่า มีกว่า 150 ธุรกิจ ขนาดย่อมมุ่งส่งเสริมการท่องเที่ยวภายในชุมชน เพื่อส่งเสริม ความเท่าเทียมและกระจายรายได้สู่ชุมชนอีกด้วย ด้านคุณวีระศักดิ์ โควสุรัตน์ รัฐมนตรีว่าการกระทรวงการ ท่องเที่ยวและกีฬา กล่าวว่า นอกเหนือจากการที่ประเทศไทยได้ ใช้เวทีนี้แสดงถึงศักยภาพในการเป็นผู้น�าด้านการท่องเที่ยวเชิง พระพุทธศาสนา ซึ่งจะน�าไปขยายผลต่อไปในการท่องเที่ยวแถบ ลุ่มน�้าโขงและเอเชียอย่างเป็นรูปธรรมต่อไปแล้ว ยังถือเป็น โอกาสดีที่ได้โชว์ให้ผู้ประกอบการท่องเที่ยวเห็นศักยภาพของ นครพนม ซึง่ เป็นจุดเชือ่ มโยงการเดินทางส�าคัญ เพราะมีเส้นทาง คมนาคมทางบกที่เชื่อมโยงกับประเทศสมาชิกลุ่มแม่น�้าโขง เช่น เส้นทางอาร์ 12 ที่เชื่อมไทย ลาว เวียดนาม และตอนใต้ของจีน ขณะเดียวกันยังมีความพร้อมเรื่องสนามบินอีกด้วย โดยกระทรวงการท่องเที่ยวฯ คาดหวังว่าเวที MTF ครั้งนี้จะมี ส่วนช่วยกระตุ้นรายได้ท่องเที่ยวของภาคอีสาน จากปัจจุบัน

รายได้ท่องเที่ยวของภูมิภาคนี้ครองสัดส่วนเพียง 2.9% ของรายได้ท่องเที่ยวทั้งหมดของไทยเท่านั้น คุณสมชาย วิทย์ด�ารงค์ ผู้ว่าราชการจังหวัดนครพนม เล่าว่า ทางจังหวัดนครพนมคาดว่าตลอดปีนี้จะมีนักท่องเที่ยวทั้งไทย และต่างชาติรวม 1.4-1.5 ล้านคน และมุ่งโปรโมทตลาด นักท่องเที่ยวต่างชาติให้เดินทางเข้านครพนมมากขึ้น จากปัจจุบันมีสัดส่วนเพียง 10% เท่านั้น ผ่านสินค้าท่องเที่ยวภายใต้แนวคิด ‘3 ธรรม’ ไม่ว่าจะเป็นการ ท่องเที่ยวเชิงพระพุทธศาสนา (ธรรมะ), ธรรมชาติและ วัฒนธรรมของชนเผ่าในท้องถิ่น ด้านการพัฒนาโครงสร้างพื้นฐานและสิ่งอ�านวยความสะดวก ทางจังหวัดนครพนมได้พัฒนาทางจักรยานส�าหรับปั่น เลียบแม่น�้าโขงเป็นระยะทางรวมกว่า 75 กิโลเมตร ตั้งต้นจากสะพานมิตรภาพไทย-ลาวแห่งที่ 3 ไปจนถึง พระธาตุพนม คาดว่าจะก่อสร้างแล้วเสร็จภายในปี 2562 เพื่อ รองรับการโปรโมทเส้นทางจักรยานทัวร์เดอโขง โดยปัจจุบัน ก่อสร้างในระยะทาง 14 กิโลเมตรแรกเสร็จแล้ว จาก สะพานมิตรภาพฯ ถึงแลนด์มาร์กแห่งใหม่ อย่างรูปปั้น พญาศรีสัตตนาคราช ซึ่งก�าลังได้รับความนิยมจากนักท่องเที่ยว มากราบไหว้ขอพรกันจ�านวนมาก ช่วยให้นักท่องเที่ยวสามารถเช่ารถจักรยานขี่เลียบแม่น�้าโขง ชื่นชมวิวทิวทัศน์โดยเฉพาะเทือกเขาบนฝั่งสปป.ลาวได้อย่าง สะดวกสบาย คุณวไลลักษณ์ น้อยพยัคฆ์ ผูอ้ า� นวยการภูมภิ าคอาเซียน เอเชียใต้ และแปซิฟกิ ใต้ การท่องเทีย่ วแห่งประเทศไทย (ททท.) เปิดเผยว่า แนวทางการท�าตลาดท่องเที่ยวร่วมกันในประเทศสมาชิก กลุ่มลุ่มน�้าโขงจะไม่เน้นขายเพียงประเทศเดียวอีกต่อไป แต่จะ ผนึกการขายสินค้าท่องเที่ยวของประเทศเพื่อนบ้านเข้าไปด้วย

เพื่อให้นักท่องเที่ยวได้เลือกเดินทางสัมผัสประสบการณ์จากการ เดินทางท่องเที่ยวรูปแบบใหม่ ๆ โดยขณะนี้ก�าลังได้รับความ สนใจจากนักท่องเที่ยวตลาดยุโรปและสหรัฐอเมริกาอย่างมาก!

โดยในปีที่ผ่านมา ททท.ได้น�าเสนอให้ผู้ประกอบการท่องเที่ยว น�าเส้นทางภายใต้ธีมโรแมนติก ไปเชื่อมโยงกับแหล่งท่องเที่ยว ของประเทศเพื่อนบ้าน

n late June this year, ‘Nakhon Phanom’ had been chosen as the convention venue for tourism in the Greater Mekong Subregion or Mekong Tourism Forum 2018 (MTF 2018).

This forum is considered as the annual convention stage for tourism experts of the members of the Greater Mekong Subregion (GMS), which includes 6 countries as Cambodia, China (especially for Yunnan

The forum was held among the tourism working group between the representatives from the Greater Mekong Subregion Collaboration Office and representatives from Asian Development Bank (ADB) in order to find the way to jointly promote and develop tourism marketing as well as analyze tourism circumstance of member countries within the previous one year cycle, besides, the quorum additionally discussed upon the progress of the execution in the respect of the Greater Mekong Subregion Strategy 2015 – 2025, and main topics to be promoted together in the long run.

Mr. Ittipol Khunpluem, Assistant to Prime Minister’s Office Minister said that the reason to choose ‘Nakhon Phanom’ as the venue for MTF 2018 was because this province is the tourism hub in the Greater Mekong Subregion since it is located adjacent to Mekong river bank, while the province is the center of Thai, Lao and Vietnam cultures.

Besides, Nakhon Phanom features some major Buddhist sites as well as modern infrastructure and convenient ground and by air connection.

Mr. Jens Threatheart, Director of the Greater Mekong Subregion Collaboration Office expressed similar opinion that tourism could push forward the change in people’s living for better if everyone agrees on them, and help us to take up several serious troubles such as the excess tourism growth and pollution caused from plastics.

Besides the convention on joint tourism promotion, the other topic being discussed on seminar stage was Buddhist Tourism because this could not only attract foreign tourists to travel to GMS member countries, but also benefit Nakhon Phanom’s local economy caused by domestic travel volume.

Thailand, which Thailand is so ready to become the coordinator for Buddhist Tourism in Asia and South East Asia” said Mr. Ittipol.

In addition to the Greater Mekong Subregion, it was founded over 150 small size businesses that aimed to support local community tourism in order to promote equality and revenue dissemination to community.

Mr. Weerasak Kowsurat, Minister of Tourism and Sports said that rather than the concrete benefits to the tourism in the Greater Mekong Subregion received from the declaration as the leader of Buddhist Tourism in the forum, this was a golden opportunity to show the capacity of Nakhon Phanom to tourism entrepreneurs, which is the major travel connecting point because the province features ground transporting route to connect with the Greater Mekong Subregion such as R-12 route that connects Thailand, Lao, Vietnam and Southern China, while Nakhon Phanom also features an airport.

Ministry of Tourism and Sports expected that this MTF stage partly helps stimulating tourism revenue of Isan region as currently, tourism revenue of this

region proportionally dominate by only 2.9% of overall Thai tourism revenue.

Mr. Somchai Witdumrong, Nakhon Phanom Governor said that the province expects the figure of 1.4 – 1.5 million tourists both Thai and foreigner throughout the year, and aims to promote foreign tourist market to travel to Nakhon Phanom in greater number (currently, it dominated by 10% only), through tourism products as Buddhist Tourism, Nature and tribe culture in locality.

In addition to infrastructure and facility development, Nakhon Phanom is developing bicycle route for cycling along Mekong river in a distance of 75 km.

The route begins from the 3rd Thai – Lao Friendship Bridge to Phra That Phanom, which is expected to complete the construction within 2019 to take up the promotion of Tour the Kong bicycle route.

Currently, the first 14 km construction had already been completed from the 3rd Thai – Lao Friendship Bridge to a new landmark as Phaya Srisattanakarach statue, which this place is so popular among tourists for worshiping and blessing at the moment.

along Mekong river to conveniently witness the scenery especially the mountain range over Lao’s bank.

Ms. Walailak Noypayak, Executive Director ASEAN, South Asia and Pacific regions, Tourism Authority of Thailand (TAT) revealed that the guide for the joint tourism marketing in the group of the Greater Mekong Subregion member countries shall not emphasize to sell for the sole country anymore, but bind up tourism product selling of neighbor countries as well.

Last year TAT proposed tourism entrepreneurs to use the routes under romantic theme to connect with tourist attractions of neighbor countries, for example Rayong – Chanthaburi – Trad – Sihanoukville – Siem Reap – Phu Quoc route and other interesting connecting routes as Udon Thani – Nong Khai – Vientiane route and Chiang Mai – Lampang – Mandalay route to connect the travel by airlines or car as preferred.

These shall give options for tourists to choose the method to experience a new form of travels, which greatly attracts a large number of European and American tourists at the moment!

แน่นอนว่าไม่เพียงพอถูกจองจนหมดตามระเบียบ ท�าให้ผู้เข้าชม การแข่งขันโมโตจีพีจ�าต้องกระจายการเข้าพัก เช็กอินโรงแรม ภายในจังหวัดใกล้เคียงเพิ่มเติม อย่างไรก็ตาม กลุ่มนักลงทุนจากทั้งในท้องถิ่นและกรุงเทพฯ ต่างมองเห็นโอกาสด้านการพัฒนาโรงแรมใหม่ขึ้นมาเพิ่มเติม อย่างกลุ่มทุนใหญ่จากกรุงเทพฯ อาทิ บริษัทพัฒนา อสังหาริมทรัพย์ในเครือไทยเบฟเวอเรจ ได้ประกาศแผนสร้าง โรงแรมใหม่ด้านหน้าสนามช้าง อินเตอร์เนชันแนล เซอร์กิต โดยตัวโครงการจะมีขนาดใหญ่ถึง 300 ห้อง อยู่ระหว่าง ด�าเนินการก่อสร้าง ขณะที่บริษัทในเครือซีพี อย่างซีพีแลนด์เอง ก็สนใจเข้ามาติดต่อขอข้อมูลเพื่อเตรียมก่อสร้างโรงแรมใหม่ใน บุรีรัมย์ โดยปัจจุบันอยู่ระหว่างขออนุญาตก่อสร้าง ทางธนาคารพัฒนาวิสาหกิจขนาดกลางและขนาดย่อมแห่ง ประเทศไทย หรือ ‘เอสเอ็มอีแบงก์’ จึงได้จับมือกับจังหวัด

บุรีรัมย์ ด�าเนินโครงการ B-STAY เพื่อสนับสนุนให้ชาวบุรีรัมย์ น�าห้องว่าง บ้านพัก มาพัฒนาเป็นโฮมสเตย์ ให้ได้มาตรฐาน ถูกต้องตามเกณฑ์ที่ก�าหนดและถูกกฎหมาย และต้องการ ให้เป็นโฮมสเตย์ที่คงวิถีชีวิตและวัฒนธรรมดั้งเดิมเอาไว้ เพื่อ รองรับนักท่องเที่ยวที่จะเดินทางมาร่วมชมการแข่งขันครั้งนี้ โดยให้มาขึ้นทะเบียนกับทางจังหวัด นอกจากนี้ เอสเอ็มอีแบงก์ยังได้สนับสนุนด้านการสัมมนาอบรม ให้ความรู้เรื่องการพัฒนาและยกระดับโฮมสเตย์ให้ได้มาตรฐาน ในด้านต่าง ๆ เช่น การลงทุน การบริหารจัดการ ความรู้ด้าน กฎหมายอาคาร เทคนิคการตกแต่งห้องพัก เพื่อสร้างจุดขาย รวมถึงการเพิ่มมูลค่าห้องพักด้วย ส�าหรับทางจังหวัด ก็ได้เตรียมจุดกางเต๊นท์สา� หรับผูท้ สี่ นใจเข้าพัก แบบนี้ด้วย โดยเตรียมไว้ที่มณฑลทหารบก 26 ที่สนามอบต. และที่สนามขาวกระโดง ซึ่งอยู่ใกล้ ๆ กับสนามช้าง อินเตอร์

คุณธเนศวร์ เพชรสุวรรณ์ รองผู้ว่าการด้านสื่อสารการตลาด การท่องเที่ยวแห่งประเทศไทย (ททท.) เล่าว่า หนึ่งในสินค้าและ บริการท่องเที่ยวที่มาแรงจริง ๆ ในช่วงครึ่งหลังปี 2561 ลาก ยาวไปจนถึงปี 2562 คือ การท่องเที่ยวเชิงกีฬา (สปอร์ต ทัว ริสซึ่ม) โดยมีการแข่งขันรายการ MotoGP ที่ไทยได้สิทธิ์จัดแข่ง ตั้งแต่ปีนี้จนถึงปี2563 เป็นตัวคิกออฟส�าคัญน�าเสนอภาพลักษณ์ และภาพจ�าใหม่ ๆ แก่นักท่องเที่ยวต่างชาติ เกิดเป็นภาพจ�าว่า ประเทศไทยเป็นเดสติเนชั่นด้านการท่องเที่ยวเชิงกีฬาแห่งใหม่ ไม่ได้มีดีแค่สินค้าท่องเที่ยวเชิงวัฒนธรรมและเชิงธรรมชาติ ซึ่ง นักท่องเที่ยวต่างชาติตระหนักดีอยู่แล้วว่าประเทศไทยโดดเด่น และแข็งแรงในเรื่องนี้

นอกเหนือจากรายการแข่งขันจักรยานยนต์ระดับโลกแล้ว ทาง ททท. มองว่าชนิดกีฬาที่จะรับบทตัวเด่นของการโปรโมทการ ท่องเที่ยวเชิงกีฬาของไทยให้ถึงฝั่งฝัน อย่างแรกคือ ‘มวยไทย’ เนื่องจากไทยเรามีชื่อเสียงของกีฬาชนิดนี้อยู่แล้วในฐานะ ต้นก�าเนิด และชาวต่างชาติเองก็ให้ความสนใจในการฝึกและ ชมอย่างต่อเนื่อง สามารถน�าไปต่อยอดสู่โครงการต่าง ๆ ทั้ง เวทีการแข่งขันภายในประเทศและต่างประเทศต่อไป อย่างที่ 2 คือ ‘การปั่นจักรยาน’ ซึ่งได้รับความนิยมอยู่แล้ว หลัง จากล่าสุดไทยได้สิทธิ์จัดแข่งขันจักรยานรายการดังอย่าง ‘เลแทป ไทยแลนด์ บาย เลอ ตูร์เดอฟร็องส์’ เป็นระยะเวลา 3 ปี มีก�าหนดจัดแข่งขันในช่วงปลายปีนี้ที่จังหวัดพังงา ถือเป็น มินิตูร์เดอฟร็องส์ เลยก็ว่าได้ ซึ่งเปิดโอกาสให้นักปั่นสมัครเล่น ทั่วไปเข้าแข่งขัน ต่างจากรายการตูเดอร์ฟร็องส์ที่เปิดให้นักปั่น มืออาชีพลงแข่งเท่านั้น อย่างที่ 3 คือ ‘การแข่งขันวิ่งมาราธอน’ หนึ่งในชนิดกีฬาที่ ถือเป็นเทรนด์ใหม่ของโลกในขณะนี้ เห็นได้จากจ�านวนจัดอีเวนต์ แข่งขันวิ่งมาราธอนทั้งในไทยและต่างประเทศจ�านวนมาก สุดท้ายคือ ‘กอล์ฟ’ ซึ่งเป็นชนิดสินค้าที่โปรโมทมาอย่างต่อเนื่อง ด้วยไทยมีศักยภาพในหลาย ๆ ด้าน ไม่ว่าจะเป็นการจัด แข่งขันรายการใหญ่ ๆ และมีสนามกอล์ฟได้มาตรฐาน จ�านวนมาก ประกอบกับไทยมีนักกอล์ฟมืออาชีพหลายคนของ ไทยก�าลังมีชื่อเสียงระดับโลก เช่น โปรเมย์- เอรียา จุฑานุกาล ซึ่งททท.ได้ตั้งให้เป็นทูตการท่องเที่ยวเชิงกีฬากอล์ฟไปแล้ว ก่อนหน้านี้ และนี่คือภาพรวมสิ่งที่เกิดขึ้นในภาคธุรกิจท่องเที่ยวของบุรีรัมย์ และการส่งเสริมตลาดเพื่อโปรโมทไทยให้เป็นเดสติเนชั่นในฝัน ของการท่องเที่ยวเชิงกีฬาอย่างแท้จริง!

In addition to the evaluated capacity of hotels and accommodations to take up all participants, currently every type of accommodations in Buriram province is approximately over 200 places, or approximately 5,000 guestrooms in total, which can only take up the maximum guests for approximately 10,000 people.

Certainly, all accommodations located in Buriram province has already been fully reserved, which makes the rest of MotoGP audiences need to stay in nearby provinces instead.

However, the group of investors from locality and Bangkok has seen the potential for additional hotel development. For example, the deep pocket investor group from Bangkok as real estate developing company of Thai Beverage Group has announced a plan to build up a new hotel at the

front of Chang International Circuit, which the size of its structure shall accommodate up to 300 guestrooms. Currently, this project is under the construction stage, while the subsidiary company of CP group as CP Land has already obtained the additional information for the preparation to build up a new hotel in Buriram province, which currently, it is under the process to obtain construction license.

SME Bank has joined hands with Buriram province to carry on B-STAY project to convince Buriram people to develop their free rooms and houses as Homestay, which these Homestays must obtain designated standard based on the related regulation and law. Additionally, the objective of this project is to offer the accommodations that maintain the traditional lifestyle and culture to take up tourists who shall come to observe the event. However, for those who want to join this project need to register with the province.

Besides, SME Bank has given the support by arranging seminar and training to give away knowledge on Homestay development and elevation to reach all related standards including investment, management, Building Act knowledge, and guestroom decoration techniques in order to create selling point as well as add value to accommodation.

Provincial authority has already prepared the camp site for those who prefer this type of stay, which this site is at the 26th Army Precinct, Subdistrict Administrative Organization Field, and Khao Kradong Field with close proximity to Chang International Circuit, which is expected to take up over 10,000 campers.

In addition to the ticket to MotoGP event, they are divided into 500 Baht per day for Activity Zone ticket, 2,000 Baht per day for Sidestand ticket, 4,000 Baht per day for Grandstand ticket and 20,000 – 40,000 Baht per day for VIP ticket, which the tickets to the event for all three days had already been sold out.

This can only be said that this greatest motor sports event partly helps bustling up Buriram province especially in term of hotel and accommodation business, which created the trend for advance room reservation until they were all packed up, while now there are many new restaurant blooming up to take up the audiences as well as other service providing businesses.

In addition, Buriram had created the ‘Phenomena’ to establish the province as the Sports Tourism Hub by counting on Motor Sports and football until they became the local economic development model that every stakeholder was stunned and had to praise it as the case study to act up to.

Since Buriram province rarely has tourism resources rather than Phanom Rung Historical Park (Prasat Hin Phanom Rung), which might not enough to attract a large number of visitors, this makes Mr. Newin Chidchob to set a new proposition that in order for Buriram to be so outstanding in tourism aspect, it must have nothing to do with historical and cultural tourism, but it had to be the sports tourism and manmade attractions instead that could create the concrete traveling trend to the province.

Tourism Authority of Thailand (TAT) realized that we should take advantage of the traveling trend from

both Thai and foreign tourists who shall head toward Buriram province in the volume of six digit figure by adding more ticket volume to observe MotoGP event for another 10,000 tickets.

TAT asks Buriram province to coordinate and convince tourists within Isan region such as Nakhon Ratchasima, Khon Kaen, Surin and Roi Et provinces, to arrange the trip to observe the race, and continue to travel in Buriram province after the event in order to truly disseminate tourism revenue.

Mr. Tanes Petsuwan, Deputy Governor for Marketing Communications, TAT said that one of the highly popular tourism products and services in the second half of 2018 and up to 2019 shall be Sports Tourism, which MotoGP Racing Championship to be held from this year to the year 2020 shall be the key to introduce the new images and memorable moments to foreign tourists. Then, many foreign tourists shall memorize that Thailand is a new destination for Sports Tourism, and does not be good only cultural and natural tourism products as they have already realized the strength of Thailand in this regard.

Rather than the world class motorcycle championship program, TAT has realized in other types of sports that shall play an important role to drive Thai Sports Tourism to success; the first one is ‘Muay Thai’ as Thailand has a corner in this type of sports since it was originated here in Thailand, and foreigners are interested to continually practice and observe the game, therefore, Muay Thai can be further developed

to the various projects including domestic and international competition stages.

The second one is ‘Cycling’, which has already been so popular nowadays. Lately, Thailand has received the right to arrange the famous cycling championship program such as ‘L’Étape Thailand

by Le Tour de France’ for three consecutive years.

This championship shall be held by the end of this year in Phang Nga province. However, this program can be considered as mini Tour de France, except it widely opens for general amateur cyclists to join the competition. It is a bit different from the major Tour de France championship that limits for the professional cyclists to join the competition only.

The third one is ‘Marathon Championship’; one of sports categories that is considered as a new trend of the world at the moment. This can be proved from a large number of marathon championship events held in Thailand and foreign countries.

Last but not least is ‘Golf’; the type of product that has continually been promoted since Thailand has capacity in various aspects. This includes the arrangement of major tournaments, and a large number of high standard golf courses as well as now Thailand has many world class professional golfers such as Pro MAY – Ariya Jutanugarn, which TAT has already appointed her as the Golf Sports Tourism Ambassador earlier.

These are the overall images taken place in tourism business sector of Buriram province, and strategy to genuinely promote Thailand as the dream destination for Sports Tourism!

นอกจากนี้ ลูกค้ากลุ่มมิลเลนเนียลส์ยังมองหาประสบการณ์กิน เที่ยวตามแบบฉบับของคนท้องถิ่นแท้ ๆ ตามเมืองท่องเที่ยว ต่าง ๆ ทั่วโลกสอดคล้องกับลักษณะการใช้ชีวิตที่ไม่นิยมติดอยู่ กับกรอบเดิม ๆ หนึ่งในสถิติน่าสนใจ คือ ตลอดปี 2560 มีนักท่องเที่ยวกลุ่ม มิลเลนเนียลส์เดินทางไปต่างประเทศทั่วโลกรวมกว่า 190 ล้านทริป และทางองค์การการท่องเที่ยวโลกแห่ง สหประชาชาติ (UNWTO) คาดการณ์แนวโน้มว่าจะขยายตัว มากถึง 300 ล้านทริปในปี 2563 คิดเป็นกว่า 30% ของจ�านวน ทริปที่นักท่องเที่ยวเดินทางไปต่างประเทศทั้งหมดในปี ดังกล่าว และเมื่อวิจัยตลาดครอบคลุมทั้งโรงแรมในไทย เอเชีย อเมริกา ยุโรป และออสเตรเลียแล้ว พบว่า ยังไม่มีโรงแรมแบรนด์ใด ในภูมิภาคเอเชียที่เข้าถึงตลาด ‘ไลฟ์สไตล์ โฮเทล’ อย่างชัดเจน ทั้งที่เมื่อปี 2560 รายได้ของตลาดไลฟ์สไตล์ โฮเทลมีการเติบโต มากถึง 8.8% เลยทีเดียว เมื่อน�ามาเปรียบเทียบกับตลาด โรงแรมทั่วไปที่มีเชนรับบริหาร ซึ่งมีอัตราการเติบโตเพียงปีละ 2.5% เท่านั้น ‘ช่องว่าง’ ที่เกิดขึ้นระหว่างกราฟการเติบโตของตลาดไลฟ์สไตล์ โฮเทลและโรงแรมทั่วไปที่มีเชนรับบริหาร จึงดึงดูดให้บริษัทฯ ตัดสินใจเข้ามาพัฒนาโรงแรมในเซ็กเมนต์นี้ ด้วยการวาง กลยุทธ์ ‘สร้างความแตกต่าง’ มุ่งน�าเสนอบริการโรงแรมที่ได้ มาตรฐานและตรงตามความต้องการของกลุ่มมิลเลนเนียลส์

Thus, our company had reached the auspicious moment to debut ‘Asai’ hotel brand in the late April this year, which made Dusit International Group become the first Thai hotel chain to push forward lifestyle hotel brand in Thailand. In addition, our company debuted this brand within 6 locations in the same time both in Thailand, and foreign countries, which are expected to open them within 2019.

The first one is located in the heart of Chatuchak market, which is the famous tourist site of Bangkok. The hotel is expected to start its operation in the first quarter of next year, while other locations include hotel in Sathorn Soi 12 area, and 3 locations in foreign countries divided in 3 locations in Philippines, and the other in Myanmar, which the total of room number shall be over 1,000 rooms.

And within 2018, our company shall expand the number of Asai hotels up to 10 locations, which aims to add them up in Japan and South East Asia region.

In addition, investment convention of each Asai hotel is approximately 400 – 500 million baht because our company has set investment model and designed guestroom space for the most functionality, which can reduce space consumption as high as 50% comparing to the mid-size hotel with equivalent number of guestrooms.

According to its room rate setting strategy, they shall be in average of 1,500 – 1,800 baht per room per night depending on the popularity of the location where hotel is located.

very time friends coaxing to take a trip to Chonburi province, I always refuses to go on because it seems to be full of the same old tourist attractions including Pattaya beach, Bangsan beach, and Jomtien beach, which the writer tries to think hard if there is somewhere else to go around there.

Until I recently heard the rumor that Chonburi province does not have only those popular beaches, which may be too old for Thai tourists’ minds, but also feature some new beaches that are gaining more popularity among tourists now.

It makes believe that many people might have no opportunity to visit all of them, therefore, I would like to volunteer to be the guide for this chilling trip to witness the spectacular views over the beautiful beaches and crystal clear seawater in ‘Sattahip’ district.

Having heard the name of Sattahip district, I had a faded away picture in mind (long time ago), which

was when I have a field trip with student friends to observe HTMS Chakri Naruebet Battleship in the Children’s Day or summer vacation.

Therefore, traveling to Sattahip this time, I would not miss to observe this battleship once again to recall the nostalgic moment of childhood. HTMS Chakri Naruebet Battleship is docked at Jook Samet Port in Sattahip Naval Base, which allows the people to visit every day from 9.00am – 5.00pm with no pass fee, but visitor needs to present the ID card to the duty officer.

And importantly, visitor needs to strictly observe the indicated procedure, for example visitor needs to wear polite attire, while smoking is prohibited and weapon, hazardous material, personal luggage, bag, food & drink, pet and video camera are not allowed to carry into the battleship.

Besides, visitor is allowed to observe the battleship within the designated area only. In case the reader be interesting to arrange the group tour, the name of the group or agency and other information such as date and time to visit and number of visitors must be submitted to Strategic Fleet, which the detail can be looked up in the website www.fleet.navy.mi.th.

After witnessing HTMS Chakri Naruebet Battleship, I would like to recommend hitting the road toward beaches that are gaining high popularity so far.

Beginning with ‘Bang Saray Beach’, this beach shall suit those who look for the peacefulness since Bang Saray beach is not so well-known among tourists.

Good activities for visitor to do here are to carry one good book to read by the sea, or enjoy swimming into the crystal clear water. For those who want to stay overnight, Bang Saray beach features some accommodations and resorts to take up the tourists.

Other two recommended beaches are ‘Nang Rum Beach’ and ‘Nang Rong Beach’. Both beaches are adjacent to each other, where visitor can walk through and on the mid way, Phra Aphai Mani and Phi Sua Samut statues are placed for picture taking.

Even though these two beaches are next to each other, I founded that the characters of both beaches are distinctively different.

This is because Nang Rum beach features beautiful sandy beach and crystal clear seawater with bustling atmosphere and full facilities including food shops, showering room and many water activities that can perfectly take up tourists, while Nang Rong beach features the peacefulness and full privacy, embraced with shady nature. It shall be up to the visitor to make the choice to suit their preferences.

The next one is ‘Num Sai Beach’, which the name of this beach really implies its appearance (Num Sai means clear water), while this beach offers spacious soft sandy beach and refreshing atmosphere. During late evening to the sunset at Num Sai beach, it is the most romantic moment that visitor might want to take time and do not want to go anywhere else.

If those recommended beaches above are not enough, next day visitor can continue to ‘Toei Ngam Beach’, which this beach is controlled by Royal Thai Marine Corps. Earlier, general public is not allowed

to enter into this beach, but now this beach is widely opened for visitor, which it is just required visitor to obtain the pass at the entrance.

This beach clearly divides into swimming and accommodation zones as well as water activities such as kayaking and snorkeling.

Another site not to be missed in Chonburi trip during the weekend is ‘Ao Dong Tan’ situated in the area of Srategic Fleet, Sattahip Naval Base. Besides the beauty of seawater and peaceful atmosphere with plentiful arrays of palm trees standing over the beach as the trademark of Ao Dong Tan, there is an interesting activity such as sailing, which the training course is provided for any interested person to learn how to sail correctly.

Traveling to the beaches in Sattahip area is quite easy because the district of Sattahip is not far away from Pattaya city, which visitor just take Sukhumvit road passing Pattaya city and for those who live in other provinces, they can take the plane to fly across the region, for example flying from Northern and Isan region directly to U-Tapao Airport, which this can definitely be a part of Eastern Economic Corridor project development.

After relaxing over the beaches within Sattahip area, if they are not enough, I would like to recommend

Moreover, visitor can choose to enjoy with the familiar tourist attractions in Chonburi province to see new things in the same old sites because these tourist attractions had added freshness such as ‘Nong Nooch Garden Pattaya’ had made a huge investment to create Dinosaur Valley featuring 400 virtual dinosaurs equipped with effect system in 60 species. เรื่องที่สี่ คือ กำรท�ำโรงแรมต้องสร้ำงพันธมิตร เพรำะใน กฎกระทรวงก�ำหนดประเภทและหลักเกณฑ์กำรประกอบธุรกิจ โรงแรม พ.ศ. 2551 ข้อ 3(4) ก�ำหนดว่ำ “โรงแรมต้องไม่ตั้งอยู่ ในบริเวณหรือใกล้เคียงกับโบรำณสถำน ศำสนสถำนหรือสถำน อันเป็นที่เคำรพในทำงศำสนำ หรือสถำนที่อื่นใดอันจะท�ำให้เกิด ทัศนียภำพทีไ่ ม่เหมำะสม กระทบต่อควำมมัน่ คงและกำรด�ำรงอยู่ ของสถำนที่ดังกล่ำว หรือจะท�ำให้ขัดต่อขนบธรรมเนียม ประเพณีและวัฒนธรรมท้องถิน่ ” แปลว่ำถ้ำเพือ่ นบ้ำนไม่วำ่ จะเป็น วัด โรงเรียน โรงพยำบำล หรือชุมชนท้องถิ่นไม่ประสงค์จะให้ สร้ำงโรงแรม ท่ำนก็สร้ำงไม่ได้ ถ้ำเขำเหล่ำนั้นอนุญำตก็สร้ำงได้ ยังมีอีกหลำยเรื่องที่มำเกี่ยวข้อง เพียงให้เห็นสี่เรื่องนี้เพื่อจะให้ ท่ำนที่อยำกเป็นเจ้ำของโรงแรมได้ตระหนักและเตรียมกำรได้ ถูกต้องตำมกฎหมำย และขอยืนยันว่ำหำกท่ำนได้รับใบอนุญำต ประกอบธุรกิจโรงแรมแล้วค่ำธรรมเนียมต่ำง ๆ และภำษีที่ต้อง เสียให้กับรัฐรวมแล้วน้อยกว่ำกำรท�ำโรงแรมผิดกฎหมำยแน่นอน

ost hotel investors have already wellacknowledged that building up a legal hotel is not quite simple as thought.

Rather than the strictness of law, there are some adversaries who make effort to defraud people to turn the residential building into the hotel by persuading that this can be done without granting the permission. In addition, some entrepreneurs know very well that it is illegal, but they just think that they can get away from the offence by paying the money, if they are unfortunately founded by governmental official.

Now, let’s check out the process to build up a legal hotel.

The first issue is to inspect the overall city planning of the province to find out whether the location where you shall build up a hotel, is restricted or not.

If it is restricted, you need to stop thinking about it for a while, however, if afterward you think such area is changing in term of economic, social and environmental circumstances, you can consult with related head of locality or provincial governor to amend city planning when the time is right.

The second issue is that hotel is a controlled building. This means the elements that are the

building such as wall, ceiling, post, or joist need to be built with refractory. Therefore, wooden house and roof made of thatch or coconut leaf cannot be used to operate as hotel (except the building built before August 19th, 2016 not exceeding two stories, and obtaining the license within 5 years).

The third issue is about the size of hotel, which can be divided into 2 sizes as firstly, hotel with 10 rooms and more, which if this size of hotel is located next to the sea, the hotel shall be forced to submit Initial Environmental Examination report (IEE). However, at the moment Phuket province had changed Ministry Notification to 30 rooms and more, which it was considered to make room for small entrepreneurs to breathe, and at the moment it has been reported that many seaside provinces are considering to take after Phuket province. And secondly, hotel with 80 rooms and more, or 4,000 square meters and more in term of space utilization needs to submit Environmental Impact Assessment (EIA), which takes very long time to compose it (from 6 months to 2 years).

The fourth issue is that hotel needs to create alliances because in ministerial regulation indicating category and criterion for hotel operation B.E. 2551, clause 3(4) as “Hotel must not be located in the area or in adjacent to ancient remains, religious site or place to religiously pay respect to, or other places that shall initiate inappropriate scenery and give impact toward security and existence of such place, or go against the local tradition and culture”.

This means if the neighborhood i.e. temple, school, hospital or local community does not want any hotel to be built within such area, you cannot do it except they allow you to build up a hotel.

In fact, there are several related issues, but these 4 issues are presented for hotel owners to realize and legally make preparation. In addition, I can ensure that if you can obtain hotel operation license, the total of fees and taxes that you need to pay to the government shall definitely be lesser than illegal hotel operation.

จากกรณีที่ Mark Zuckerberg ซีอโี อของ Facebook ได้ออกมา ยอมรับว่าข้อมูลส่วนบุคคลของผู้ใช้บริการ Facebook ได้มี การรั่วไหลถึง 87 ล้านบัญชี แม้ข้อมูลส่วนใหญ่จะเป็นของผู้มี ถิ่นอาศัยในสหรัฐอเมริกาแต่ก็มีข้อมูลกว่า 16 ล้านบัญชีที่เป็น ของผู้ใช้งานทั่วโลกซึ่งก็ถือว่าเป็นข้อมูลที่ไม่น้อยเลยเดียว ภายหลังจากเกิดเหตุการณ์ดังกล่าว วุฒิสภาสหรัฐ ฯ จึงได้มี การสอบสวนไต่ความถึงกรณีข้อมูลส่วนบุคคลรั่วไหลครั้งนี้จาก นายใหญ่เฟซบุ๊กโดยทันที ต้นสายปลายเหตุของเรื่องนี้เริ่มต้นจาก Dr. Aleksandr Kogan ผู้ซึ่งเคยร่วมงานกับมหาวิทยาลัย Cambridge ได้พัฒนา แอปพลิเคชันที่มีจุดประสงค์เพื่อท�านายบุคลิกภาพของผู้ใช้งาน เฟซบุ๊กที่มีชื่อว่า thisisyourdigitallife (This is Your Digital Life) โดยลักษณะการท�างานของแอป ฯ นี้จะเป็นค�าถามทายใจ (Quiz) และอาศัยข้อมูลเชิงจิตวิทยามาอ้างอิง และเป็นที่ทราบ กันดีว่าแอป ฯ ในแบบ Quiz ก�าลังได้รับความนิยมอย่างมาก ซึ่งเงื่อนไขการใช้งาน thisisyourdigitallife นั้น ผู้ใช้จะต้องให้ ข้อมูลส่วนตัวตามที่แอป ฯ ร้องขอเพื่อที่จะน�าข้อมูลดังกล่าวไป ประมวลผล ไม่ว่าจะเป็นข้อมูล ชื่อ-สกุล เพศ ชื่อเล่น สิ่งที่ชอบ วันเดือนปีเกิด หรือ อีเมล เป็นต้น

ทว่าข้อมูลส่วนบุคคลทั้งหมดกลับถูกส่งต่อไปให้บริษัท Cambridge Analytica ซึ่งเป็นบริษัทที่รับท�างานวิจัยเพื่อการ เลือกตั้ง โดยบริษัทได้น�าข้อมูลดังกล่าวไปท�าแคมเปญในการ หาเสียงทางการเมือง ที่น่าตกใจก็คือ Cambridge Analytica ถูกสงสัยว่าได้น�าข้อมูลส่วนบุคคลนี้ไปใช้ประโยชน์ในช่วง หาเสียงเลือกตั้งประธานาธิบดีสหรัฐครั้งที่ผ่านมา ซึ่งผล การเลือกตั้งก็ได้สร้างความประหลาดใจอย่างที่หลายคน ทราบกันดี ข้อมูลดังกล่าวยังอาจจะถูกน�าไปใช้กับการหาเสียง เพื่อการออกจากสหภาพยุโรปของสหราชอาณาจักร หรือ BREXIT อีกด้วย แน่นอนว่านอกจากจะถูกวุฒิสภาสหรัฐ ฯ สอบสวนแล้ว Mark Zuckerberg ยังถูกเชิญไปรับการไต่สวน จากรัฐสภายุโรปอีกด้วย

The General Data Protection Regulation (GDPR) คือ กฎหมายที่ก�าหนดมาเพื่อคุ้มครองข้อมูลส่วนบุคคลของพลเมือง สหภาพยุโรป (EU) ไม่ว่าจะเป็นข้อมูล ชื่อ-สกุล เพศ ชื่อเล่น อีเมล สิ่งที่ชอบ วันเดือนปีเกิด ศาสนา เชื้อชาติ หมายเลขไอพี พิกัดภาพถ่าย ข้อมูลสุขภาพ หรือข้อมูล ทางด้านการเงิน เป็นต้น ทั้งนี้ บทบัญญัติของข้อกฎหมาย จะมีผลโดยตรงต่อผู้ประกอบการทั้งในยุโรปหรือนอกยุโรป ที่ถือครองข้อมูลส่วนบุคคลของพลเมืองในสหภาพยุโรป ซึ่งหาก ผู้ประกอบการใดละเลยหรือไม่ปฏิบัติตามก็จะมีโทษค่อนข้าง หนัก ส�าหรับบริษัทที่มีกิจการอยู่ทั่วโลก มีอัตราการปรับสูงสุด ถึง 20 ล้านยูโร หรือ ปรับในสัดส่วน 4% ของรายได้ต่อปี แล้วแต่จ�านวนใดจะสูงกว่า

จากกรณีดังกล่าวกลุ่มสหภาพยุโรป (European Union – EU) จึงได้หันกลับมาให้ความส�าคัญของการปกป้องข้อมูลส่วนบุคคล ของพลเมืองของตนทันที โดยเฉพาะอย่างยิ่งกลุ่มผู้ใช้งานที่ต้อง ให้ข้อมูลส่วนบุคคลแก่ธุรกิจหรือผู้ให้บริการออนไลน์ อันที่จริง แล้วก่อนหน้านั้น EU ได้ก�าหนดข้อบังคับระดับสากลที่เรียกกัน ว่า EU Directive 95/46 ในปี 1995 ซึ่งข้อบังคับดังกล่าวก็เพื่อ ที่จะควบคุมการส่งข้อมูลระหว่างกลุ่มประเทศสมาชิก ส่วน ประเทศใดที่ไม่ได้อยู่ในกลุ่มก็จ�าเป็นต้องมีข้อปฏิบัติที่ต้อง รองรับกับข้อบังคับนี้ด้วยเช่นเดียวกัน

ข้อก�ำหนดในเรื่องสิทธิของเจ้ำของข้อมูลตำมกฎ GDPR ที่ผู้ประกอบกำรต้องรู้ แม้ GDPR จะถูกก�าหนดมาเพื่อเป็นข้อบังคับส�าหรับ ผู้ประกอบการใน EU แต่ส�าหรับชาติที่อยู่นอกกลุ่มประเทศ ดังกล่าวหากต้องการที่จะค้าขายด้วยก็ต้องยอมรับข้อก�าหนด GDPR ให้ได้ ซึ่งก็รวมไปถึงประเทศไทยด้วยเช่นกัน โดยเฉพาะการออกแบบระบบการจัดเก็บข้อมูลส่วนบุคคล ของลูกค้าที่มาจากกลุ่มประเทศดังกล่าวให้มีความสอดคล้อง และสนับสนุนในเรื่องสิทธิของเจ้าของข้อมูลตามข้อก�าหนด ดังต่อไปนี้

20 ปีถัดมา ข้อบังคับ EU Directive 95/46 ได้ถูกน�ากลับมา พิจารณาอีกครั้งภายใต้บริบทใหม่ เมื่อเทคโนโลยีโลกมีความ เปลี่ยนแปลงไปจากเดิมอย่างมาก ในที่สุดข้อก�าหนด The General Data Protection Regulation (GDPR) ก็ได้ถือ ก�าเนิดขึน้ และได้ถกู ประกาศใช้ไปตัง้ แต่วนั ที่ 25 พฤษภาคม 2018

1. เจ้าของข้อมูลต้องได้รับแจ้งเมื่อข้อมูลสูญหาย ในกรณีที่ ข้อมูลส่วนบุคคลของลูกค้ามีการรั่วไหล แม้จะเป็นเพียงบางส่วน ผู้ประกอบการจะต้องเร่งด�าเนินการแจ้งไปยังเจ้าของข้อมูล ภายใน 72 ชั่วโมง

2. เมื่อผู้ให้บริการต้องการขอข้อมูลจากผู้ใช้บริการจะต้องใช้ ภาษาที่เข้าใจง่าย ไม่วกวน หรือก�ากวม จนอาจท�าให้เข้าใจผิด ได้ 3. เมื่อผู้ใช้บริการต้องการร้องขอข้อมูลของตนจากผู้ให้บริการ ผู้ให้บริการจะต้องส่งข้อมูลในรูปแบบของไฟล์ดิจิทัลเท่านั้นและ ผู้ใช้บริการสามารถน�าข้อมูลดังกล่าวไปใช้งานต่อได้ 4. เมื่อผู้ใช้บริการร้องขอให้ผู้ให้บริการท�าการลบข้อมูล ผู้ให้ บริการจะต้องเร่งด�าเนินการอย่างไม่มีเงื่อนไข 5. ข้อมูลของผู้ใช้บริการสามารถส่งต่อให้ผู้ให้บริการรายอื่นได้ ซึ่งก็รวมไปถึงคู่แข่งของผู้ให้บริการรายนั้น ๆ ด้วยเช่นกัน หาก เป็นความประสงค์ของผู้ใช้บริการ 6. การป้องกันข้อมูลของผู้ใช้บริการจะต้องออกแบบมาตั้งแต่ เริ่มต้นพัฒนาระบบบริการ 7. ผู้ให้บริการต้องมีเจ้าหน้าที่คุ้มครองดูแลจัดการข้อมูลของ ผู้ใช้โดยตรง เห็นได้ชัดว่า GDPR จะกระทบกับธุรกิจที่ต้องเก็บข้อมูลส่วน บุคคลของลูกค้าที่เป็นพลเมือง EU ทั้งหมด โดยเฉพาะธุรกิจการ ท่องเที่ยวและการโรงแรม หากผู้ให้บริการไม่ด�าเนินการใด ๆ ก็ ย่อมจะได้รับผลกระทบอย่างหลีกเลี่ยงไม่ได้ ซึ่งไม่แน่ว่า ในอนาคต GDPR อาจจะกลายมาเป็นแนวทางในการก�าหนด นโยบายการปกป้องข้อมูลส่วนบุคคลของทุกประเทศก็เป็นได้ ดังนั้น หากผู้ประกอบการเร่งประสานผู้เชี่ยวชาญเพื่อหาทาง ปรับปรุงรูปแบบในการให้บริการข้อมูลส่วนบุคคลแก่ผู้ใช้บริการ ก็ย่อมจะเป็นผลดีต่อกิจการในอนาคตอย่างแน่นอน

A

ccording to Mark Zuckerberg, CEO of Facebook, he revealed that personal data of Facebook users were leaked as high as 87 million accounts. Even though most data were belonged to users who lived in America, however, more than 16 million accounts were belonged to the users worldwide, which this was considered such a big deal. After such incident occurred, American Senate had immediately investigated CEO of Facebook regarding the leak of user’s personal data.

The cause of this incident was begun when Dr. Aleksandr Kogan who used to work with Cambridge

University, developed application with the purpose to predict the personality of Facebook users as called ‘thisisyourdigitallife (This is Your Digital Life)’.

According to the functionality of this application, it featured the Quiz, and used psychological data as its references, while the Quiz categorized application seemed to gain high popularity nowadays. For the term to use thisisyourdigitallife, user needs to provide personal data based on what being requested so that application shall process such data, i.e. name, family name, gender, nickname, favorite item, date of birth, or email, etc.

However, all personal data were further sent to Cambridge Analytica Co., Ltd., which was a research provider company for election as this company bringing such data to conduct the political campaigns. What being terrified was that Cambridge Analytica was suspected to take advantage of such personal data during the political campaigns for the latest election of American President, which the election result was astonishing as many of us had known it very well. Such data might be used with the certain political campaigns for the United Kingdom to walk out of European Union (EU), or called BREXIT as well. This was why this company was investigated

by American Senate, while Mark Zuckerberg was invited for the hearing by European Congress as well.

According to this case, EU had immediately turned to pay attention to the personal data protection scheme of its citizen especially for the group of users that must provide personal data to business or online service provider. As the matter of fact, earlier EU had designated international regulation, as called EU Directive 95/46 in 1995, which such regulation was aimed to control data sending among the group of EU country members, while the countries outside EU needed to have the protocol to support this regulation as well.

20 years afterward, EU Directive 95/46 had been reconsidered under a new context when the world technology had drastically changed, and then,

derived The General Data Protection Regulation (GDPR), which this regulation had come into force since May 25th, 2018.

The General Data Protection Regulation (GDPR) is the law that had been legislated to protect personal data of EU citizens, i.e. first name – last name, gender, nickname, email, favorite item, date of birth, religion, race, IP address, photo coordinates, health information or financial information, etc.

In addition, the provision in the matters of law shall directly affect entrepreneurs both inside and outside EU, who own personal data of citizens in EU. If any entrepreneur ignore or refuses to observe this regulation, such person shall be subject to the heavy penalty, which for the company owning establishments worldwide, the fine rate shall be subjected up to 20 million Euro or 4% ratio of the revenue earning per year depending on which is higher.

Regulation Regarding to the Right of Data Owner Based on GDPR that Entrepreneur Must Know Even though GDPR is designated as the regulation for entrepreneurs in EU, for the nation outside such group of countries that wants to do business with the group of EU countries, must agree with GDPR, which this includes Thailand as well, especially for the design of customers’ personal data storing system who come from such group of countries must be conform to and support the right of data owners based on the regulation as follows 1. Data owner must be informed when the data is lost. In case customer’s personal data is leaked, or even in some parts, entrepreneur must quickly inform the data owner within 72 hours.

2. When service provider needs to obtain data from service user, service provider must use simplified language and have no obscured context that can lead to misunderstanding.

3. When service user need to obtain their own data from service provider, service provider must send data in the format of digital file only, and service user can take such data for further use.

4. When service user request to delete the data, service provide must quickly take action without condition.

5. Data of service user can be passed on to other service providers, which also includes the competitor of such service provider if this is a wish of service user.

6. Data protection of service user must be designed from the beginning of service system development.

7. Service provider must have officer who is directly in-charge of protecting and managing data of service user.

This clearly proves GDPR shall affect the businesses that keep the personal data of customers who are the citizens of all EU countries especially for tourism and hotel business. If service provider does nothing to support this regulation, such provider shall inevitably receive the impact, which soon GDPR might become the guideline to designate personal data protection policy of all countries. Therefore, if entrepreneurs rush to coordinate with the expert to improve their personal data service providing format for service users, this shall definitely benefit their businesses in the future.

‘TECHNOLOGY’ The Key Mechanism to Drive Thai Food Market นาทีนี้คงไม่มีใครปฏิเสธว่าไทยคือจุดหมายด้านการท่องเที่ยว เชิงอาหาร (Gastronomy Tourism) ระดับโลกไปแล้ว ไม่ว่าจะเป็นผลโหวตจากนักท่องเที่ยวผ่านสื่อและช่องทาง ต่าง ๆ หรือแม้แต่รสชาติของอาหารไทยที่พิสูจน์ให้ใครต่อใคร ประจักษ์ได้เป็นอย่างดี แต่สิ่งส�าคัญที่ภาคการท่องเที่ยวไทยไม่ควรมองข้าม คือ การน�า ‘เทคโนโลยี’ มาช่วยสร้างความโดดเด่นแก่การท่องเที่ยวเชิง อาหารของไทยมากขึ้นในทุก ๆ มิติ ไล่เรียงจากจุดเริ่มต้นจนถึง ปลายทางของห่วงโซ่คุณค่า (Value Chains) เพื่อให้ผู้ที่ เกี่ยวข้อง โดยเฉพาะ ‘ชุมชน’ ซึ่งเป็นต้นก�าเนิดของวัฒนธรรม อาหาร สามารถพัฒนาตัวเองด้วยการน�าอาหารมาโปรโมท ท่องเที่ยวชุมชน เพื่อให้ชุมชนได้รับประโยชน์จากการขยายตัว ด้านท่องเที่ยวมากที่สุดนั่นเอง คุณซูราบ โพโลลิคาชิวิลิ เลขาธิการองค์การการท่องเที่ยวโลก แห่งสหประชาชาติ (UNWTO) กล่าวว่า การน�า ‘เทคโนโลยี’ และ ‘นวัตกรรม’ มาช่วยสร้างสรรค์และเพิ่มพูนประสิทธิภาพ ของการท่องเที่ยวเชิงอาหารให้มีมากขึ้นนั้น นอกจากจะช่วย เพิ่มอัตราการเข้าถึงประสบการณ์ที่สามารถจับต้องได้อย่าง อาหารภายใต้โจทย์การรักษาเอกลักษณ์ดั้งเดิมและวัฒนธรรม ชุมชนให้คงอยู่แล้ว ยังช่วยบริหารจัดการเพื่อลดการผลิตและ

ซึ่งเราต้องการผลักดันให้เกิดขึ้นจริงภายในปี 2030 หวังให้เกิด ความมั่นใจว่าการท่องเที่ยวเชิงอาหารจะช่วยสร้างผลดีต่อ เศรษฐกิจและสังคมในภาพรวม รวมถึงการปรับตัวเพื่อใช้ เทคโนโลยีอย่างเท่าทัน และน�ามาพลิกเพื่อสร้างโอกาสด้านการ ท่องเที่ยว ซึ่งมีการเติบโตไม่ต�่ากว่า 5-6% ต่อปีในอีก10 ปี ข้างหน้า ในสถานการณ์ที่หลาย ๆ ประเทศน�าอาหารมาเป็น ตัวชูโรงในการแข่งขันของภาคการท่องเที่ยวระดับโลก” คุณซูราบกล่าว ด้านคุณวีระศักดิ์ โควสุรัตน์ รัฐมนตรีว่าการกระทรวงการท่อง เที่ยวและกีฬา กล่าวว่า หนึ่งในกรณีศึกษาที่น่าสนใจของการน�า เทคโนโลยีมาใช้พฒ ั นาอุตสาหกรรมอาหาร คือ ประเทศจาไมก้า ซึ่งได้สร้างแพลตฟอร์มให้ผู้ผลิตวัตถุดิบท้องถิ่นได้พบปะขาย สินค้ากับผู้ประกอบการร้านอาหารโดยตรง หนุนให้การท�าธุรกิจ ร่วมกันเป็นเรื่องง่ายขึ้นอีกระดับ จึงมีความเป็นไปได้ที่ตลาดอาหารไทยจะน�าโมเดลนี้ปฏิบัติตาม เพราะปัจจุบันมีแพลตฟอร์มมากมาย เช่น เว็บไซต์ รวมถึง ชุมชนออนไลน์ที่ท�าหน้าที่ให้ข้อมูลเกี่ยวกับการรับประทาน อาหารในร้านต่าง ๆ อยู่แล้ว ไม่ว่าจะเป็นรายละเอียดเรื่อง อาหารที่ตั้งของร้าน รวมถึงรีวิวร้านอาหารในแง่มุมต่าง ๆ แต่ เกือบทั้งหมดยังเน้นการสื่อสารจากผู้ประกอบการร้านอาหารสู่

t this moment no one can deny that Thailand has already been the world class Gastronomy Tourism. This could be proved from the votes of tourists through media and other channels, while people around the world now realize in the taste of Thai food very well.

What important for Thai tourism sector not to be overlooked is to bring in ‘Technology’ to create the remarkableness for Thai Gastronomy Tourism even more in every dimension starting from upstream to downstream of the value chains so that the stakeholders especially ‘community’, which is the origin of food culture can develop themselves by using food to promote community tourism. Then, community shall earn the most benefits from tourism expansion.

Mr. Zurab Pololikashvili, Secretary of UNWTO said that bringing in ‘Technology’ and ‘Innovation’ to create and enhance the efficiency of Gastronomy Tourism shall not only increase the access channels to the experiences that are tangible like food under the proposition to preserve the traditional character and community culture, but also help managing to reduce the excess production and consumption, which causes the waste problem from leftover ingredients and food later on.

“Environmental impact is considered as the crucial proposition that tourism and hotel entrepreneurs should hastily find the ways to solve these problems in the long run, and bring in

technology and innovation to promote work practice in order to enhance efficiency and in the same time reduce environmental impact.” said Mr. Zurab.

Currently, technology has played an important role in value chains of Gastronomy Tourism, for example online booking process, using Artificial Intelligence (AI) to calculate the use statistic in the kitchen, etc.

When technology has taken part to help all stakeholders in food business including restaurant’s chef, producer, business owner, and many more, we should rush to develop smart technology and know how to create concrete sustainability for all stakeholders as well.

“Sustainable Development Goals (SDGs) is the main goal of United Nations, which we need to make it happen within 2030. Hopefully, this shall build up confidence that Gastronomy Tourism shall benefit economy and social in overall as well as make some adjustment to insightfully use technology, and take advantage of them to create tourism opportunity, which grows no less than 5 - 6% per year for the next 10 years under the circumstance when several countries use food as the prima in the competition of the world class tourism sector.” said Mr. Zurab.

Mr. Weerasak Kowsurat, Minister of Tourism and Sports said that one of interesting case studies for bringing in technology to develop food industry is Jamaica, which built up platform to allow local material producers to directly meet with restaurant entrepreneurs. This shall easier promote the joint business.

It has potential that Thai food market shall act up to this model because currently, there are several platforms such as website, and online communities that are in charge of providing information in the respect of dining in restaurants and food shops including detail on food, restaurant location as well as restaurant review in various aspects, however, almost all of them tend to emphasize on the communication from restaurant entrepreneurs to consumers rather than from restaurant entrepreneurs to local material producers.

This should be another way to bring in technology to develop the whole system of Thai food in order to convince community to take part in greater number, which is the key to drive local economy.
