กระแสยุโรป - เยอรมัน ‘เที่ยวไทย’ แรง... ไม่มีตก Europe – Germany Markets Still Prefer Traveling to Thailand

คุณกอบกาญจน์ วัฒนวรางกูร รัฐมนตรีว่าการกระทรวงการ ท่องเที่ยวและกีฬา กล่าวในการ แถลงข่าวเกี่ยวกับสถานการณ์ ท่องเที่ยวไทย 2558 ว่าจ�ำนวน นักท่องเที่ยวตลอดเดือนมกราคม – กุมภาพันธ์ 2558 มีจ�ำนวน 5,111,102 คน ขยายตัว ร้อยละ 17.18 จากช่วงเวลาเดียวกันของปี ทีผ่ า่ นมา โดยเป็นผลจากการเพิม่ ขึน้ ของนักท่องเทีย่ วนับตัง้ แต่ตน้ ปี โดยเฉพาะในเดือนกุมภาพันธ์ซึ่งเป็นช่วงเทศกาลตรุษจีน มีชาวจีน เดินทางมาท่องเที่ยวประเทศไทยจ�ำนวนมากจนท�ำให้นักท่องเที่ยว ขยายตัวถึงร้อยละ 30

และจากการเข้าร่วม งาน International Tourism Borse : ITB ครั้งที่ 49 ณ กรุงเบอร์ลิน มีโอกาสพบปะกับบริษัทน�ำเที่ยวราย ส�ำคัญและสื่อมวลชนยุโรป พบว่ากลุ่มดังกล่าวนี้มีความเชื่อมั่นต่อ สถานการณ์ที่กลับสู่สภาวะปกติของประเทศไทย โดยไม่มีข้อซักถาม ใดๆ ต่อกรณีสถานการณ์ทางการเมือง จะมีความกังวลอยู่บ้างเกี่ยว กับภาวะเศรษฐกิจยุโรปและการอ่อนค่าของเงินยูโร แต่เนื่องจาก ประเทศไทยมีจุดเด่นในเรื่องคุณภาพของสินค้าและบริการทางการ ท่องเที่ยวที่คุ้มค่าเงิน เมื่อเปรียบเทียบกับประเทศคู่แข่งทางการ ท่องเที่ยวอื่นๆ ในตลาดยุโรปจึงท�ำให้ปัจจัยดังกล่าวไม่ส่งผลกระทบ ต่อการตัดสินใจเดินทางของนักท่องเที่ยวในตลาดเยอรมันมากนัก โดยเฉพาะกลุ่มตลาดนักท่องเที่ยวระดับบนซึ่งเป็นกลุ่มเป้าหมายหลัก

Nalikatibhag Sangsnit, PH.D. Director-General Designated Areas for Sustainable Tourism Administration (Public Organization) and Maj. Charuspim Theeraluck WRTA, Manager, Designated Area of Koh Chang Islands and Related Areas as well as tourism entrepreneurs and Koh Mak villagers released sea turtles at Koh Kham, Trat province to add the number of sea turtles and restore natural balance as well as convince people to jointly plant the trees as Koh Mak Sub-district Administrative Organization under the campaign ‘Help Keep Koh Mak Counting to 10,000 trees’ which aimed to plant 10,000 trees within one year inside Unplugged Fest, held between 30 – 31 January 2015 at Koh Mak, Koh Kood district, Trat province.

เมื่อเร็วๆ นี้ โรงแรมดุสิตธานี พัทยา ได้จัดกิจกรรมบริจาคโลหิต ขึ้นภายในโรงแรม โดยคณะผู้บริหารพร้อมด้วยพนักงานได้ต่อ แถวบริจาคโลหิต ตั้งแต่ช่วงเช้าจนถึงเที่ยง และได้โลหิตทั้งหมด มากว่า 60 ถุง เพื่อส่งมอบให้กับสภากาชาดไทย ทั้งนี้ ผู้บริจาค รายแรกๆ จะได้รับของที่ระลึกเพื่อเป็นการขอบคุณในความเสีย สละของพวกเขา กิจกรรรมดังกล่าวเป็นหนึ่งในกิจกรรมเพื่อสังคม ที่ทางโรงแรมจัดขึ้นเป็นประจ�ำอยู่ทุกปี เพื่อให้ความช่วยเหลือแก่ ผู้ป่วยที่ต้องการเลือดอย่างเร่งด่วนในการรักษาพยาบาลให้ได้มี ชีวิตอยู่ต่อไป

Mrs. Kobkarn Wattanavrangkul, Minister of Tourism and Sports said in the press conference regarding Thai Travel Situation 2015 that the number of tourists throughout January – February 2015 was 5,111,102 considering expanded by 17.18% from the same period of the previous year. This derived from the increasing number of tourists since the beginning of the year particularly in February during the Chinese New Year period when the large number of Chinese tourists would prefer to travel to Thailand which made the expansion up to 30%.

And after joining the 49th International Tourism Borse (ITB) at Berlin and meeting with important travel agent and European press, it had founded that tourists in this group of markets still relied on the situation of Thailand that had been restored to the normal state without any inquiry. In addition to political situation, there was some concern about Europe’s economic situation and weak Euro currency, but since Thailand still had strength in term of product quality and value for money of tourism service when comparing to other competitor countries in Europe market. Thus, it wouldn’t give much impact to decision making of tourists in Germany market particularly for the group of hi-end tourists which was the main target group.

ดุสติ ฯ พัทยา จัดกิจกรรม ‘รับบริจาคโลหิต’ Dusit Thani Pattaya Arranged ‘Blood Donation Receiving Event’ Recently, Dusit Thani Pattaya arranged blood donation receiving event within hotel as the executive board of committees along with hotel staffs lined up to donate bloods from early morning to midday which got over 60 bags of bloods to give to the Thai Red Cross Society. In addition, the early donators usually would receive the souvenirs to thank for their sacrifice. This was considered one of CSR activities that was annually arranged to help patients who would urgently need blood for medical treatment in order to save their lives.

คนอินโดฯ คลั่งช้อป-เที่ยวธีมปาร์ก Inside Story

Indonesian is So Crazy about Shopping and Visiting Theme Park ลองจินตนาการกันสักหน่อย ว่าในอีก 5 - 10 ปีข้างหน้า... ประเทศพี่ใหญ่แห่งชาติอาเซียนอย่าง ‘อินโดนีเซีย’ จะเป็นอย่างไร ฐานประชากรจะเพิ่มเป็นอีกเท่าไร จากที่ ปัจจุบันก็มากอยู่แล้วราว 250 ล้านคน แล้วขนาดเศรษฐกิจจะขยายตัวดีแค่ไหน อย่าลืมไปว่าอินโดนีเซียเป็นประเทศ ที่มากพร้อมด้วย ทรัพยากรธรรมชาติ เมื่อคนอินโดฯ มีรายได้มากขึ้น แน่นอนว่าก�ำลังซื้อด้าน ท่องเที่ยวย่อมมากตามไปด้วย นับเป็นตลาดที่มีศักยภาพสูง การเติบโตดีวันดีคืน จนต้องจับตา ข้อมูลอินไซต์ที่น่าสนใจอย่างแรก คือ นักท่องเที่ยวอินโดฯ ส่วนมากเป็นคนเชื้อสายจีน มีก�ำลังซื้อสูงเพราะเป็นกลุ่ม นายจ้างเสียส่วนใหญ่ กว่า 80% นิยมมาเที่ยวกรุงเทพฯ และ พัทยา บ้าช้อปปิ้งเข้าเส้นเลือด ย่านที่ชอบไปจับจ่ายมากที่สุด หนีไม่พ้น ‘ประตูน�้ำ’ โดยเฉพาะห้างสรรพสินค้า ‘แพลทินัม’ ทีค่ นอินโดฯ ต่างยกนิว้ ให้เป็นนัมเบอร์วนั รองลงมา คือ ‘เอเชียทีค เดอะ ริเวอร์ ฟร้อนท์’ และ ‘สวนจตุจักร’ ซึ่งล้วนตอบโจทย์ ความรู้สึกสนุกสนานในการช้อปปิ้งเป็นอย่างยิ่ง คนอินโดฯ บางคน เดินทางมากรุงเทพฯ บ่อยครั้ง พร้อม กระเป๋าเดินทางใบเขื่อง ข้างในว่างเปล่า เพื่อมาขนเสื้อผ้า จากประตูน�้ำไปขายที่บ้านเกิดโดยเฉพาะ เพราะสินค้าแฟชั่น ของไทยล�้ำกว่าที่อินโดฯ ถึง 6 เดือน จนบางโรงแรมแซวมาว่า พนักงานท�ำความสะอาดห้องที่นักท่องเที่ยวอินโดฯ พัก ถึงกับปาดเหงื่อเล็กน้อย เพราะต้องเก็บกวาดพวกกล่อง กระดาษ ถุงพลาสติกต่างๆ จ�ำนวนมาก อันเป็นร่องรอยของ ความเพลิดเพลินในการช้อปปิ้งนั่นเอง นอกเหนือจากแหล่งช้อปปิ้งแล้ว แหล่งท่องเที่ยวชื่อดัง ใจกลางกรุง อย่าง ‘มาดามทุสโซ’ ก็ได้รับความนิยมเช่นกัน เพราะที่นี่เขาปั้นหุ่นขี้ผึ้งประธานาธิบดี ‘ซูการ์โน่’ เอาใจคน อินโดฯ ให้แวะเวียนมาถ่ายภาพคู่เป็นที่ระลึก ด้านเมืองหาดทรายชายทะเลอย่าง ‘พัทยา’ ก็เป็นอีกหนึ่ง เดสติเนชั่นที่คนอินโดฯ นิยมไป เป็นโอกาสของผู้ประกอบการ โรงแรมในพัทยาที่จะคว้าตลาดนี้ไว้ เพื่อชดเชยตลาดนัก ท่องเที่ยวหมีขาว ‘รัสเซีย’ ที่หล่นฮวบอย่างแรง เพราะพิษค่า เงินรูเบิลร่วงมากกว่า 50% หลังสหรัฐอเมริกาและชาติยุโรป ตัดสินใจออกมาตรการกีดกันทางการค้ากับรัสเซีย และกว่า ตลาดนี้จะกลับมา น่าจะเวลานานราว 2 - 3 ปีเป็นอย่างต�่ำ แหล่งท่องเที่ยวแบบมนุษย์สร้าง (แมนเมด) ในพัทยา จะเป็น อีกจุดที่ได้รับความสนใจจากนักท่องเที่ยวอินโดฯ อย่างมาก โดยเฉพาะธีมปาร์กอย่างพวกสวนน�้ำ สวนสนุก น่าจะมัดใจ ตลาดกลุ่มครอบครัวได้มากทีเดียว เนื่องจากไทยมีธีมปาร์ก ใหญ่ๆ ไว้คอยให้บริการจ�ำนวนมาก เพราะเมื่อเทียบกับอินโดฯ ที่แม้จะมีประชากรมาก แต่พวกสวนน�้ำ สวนสนุก ยังมีไม่มาก ที่มีอยู่ก็มีแต่ขนาดเล็กๆ เท่านั้น 8 THAI HOTELS & TRAVEL | APRIL - MAY 2015

หากผู้ประกอบการโรงแรมท่านใด สนใจลงทุนโรงแรมที่แดน อิเหนา เพื่อรองรับการท่องเที่ยวภายในประเทศแล้ว ลอง พิจารณาสร้างสวนน�้ำภายในโรงแรมด้วย หรือจะแยกสร้าง เป็นอีกโปรเจ็คต์ไม่ผูกกับโรงแรมไปเลย น่าจะได้รับการตอบรับ จากนักท่องเที่ยวกลุ่มครอบครัวอินโดฯ เป็นอย่างดี ขณะที่เรื่องอาหาร กว่า 90% ของคนอินโดฯ นับถือศาสนา อิสลาม เรื่องอาหารจึงเป็นอีกเรื่องที่ผู้ประกอบการโรงแรม ต้องให้ความเอาใจใส่ ตั้งแต่กระบวนการปรุงจนถึงการจัด โซนนิ่งเสิร์ฟอาหาร ปัจจุบันหลายๆ โรงแรมได้จัดเตรียมเมนู อาหารเช้าที่ไม่มีหมูเป็นส่วนประกอบแล้ว ไม่จ�ำเป็นต้องเป็น อาหารฮาลาล 100% เพราะคนอินโดฯ ส่วนใหญ่ไม่เคร่งมาก ขอแค่ไม่มีหมูก็พอ ต่างจากมุสลิมชาติอื่นๆ เช่น มาเลเซีย หรือแถบตะวันออกกลางที่เคร่งกว่า อาหารที่เสิร์ฟต้องผ่าน กระบวนการที่ถูกต้องตามกฎอาหารฮาลาลทุกกระเบียดนิ้ว ความเอาใจใส่ความต้องการของตลาดอินโดฯ เชื่อว่าเป็นเรื่อง ไม่ยากเลย ส�ำหรับผู้ประกอบการไทยในการขยายฐานลูกค้า ตลาดมาแรงตลาดนี้ และจะหนุนให้ไทยเป็นเดสติเนชัน่ ยอดนิยม อันดับ 1 ของคนอินโดฯได้ ปัจจุบันคนอินโดฯ นิยมไปเที่ยวมาเลเซียและสิงคโปร์มาก เป็น 2 อันดับแรก แต่ด้วยเพราะวัฒนธรรมที่ใกล้เคียงกันมาก ระหว่างอินโดฯ กับมาเลเซีย และค่าใช้จ่ายท่องเที่ยวที่แพง เกินไปในสิงคโปร์ ท�ำให้ไทยผุดขึ้นมาเป็นตัวเลือกที่คนอินโดฯ สนใจ แม้พกั หลังๆ องค์การส่งเสริมการท่องเทีย่ วของประเทศต่างๆ โดยเฉพาะญีป่ นุ่ และเกาหลีใต้ จะบุกท�ำตลาดดึงคนอินโดฯ ไปเทีย่ วและช้อปปิง้ อย่างหนักหน่วง ผ่านการออกมาตรการ ผ่อนปรนด้านวีซา่ แต่คนอินโดฯ ก็นยิ มไปเทีย่ วทัง้ 2 ประเทศใน ช่วงพีคซีซนั่ เท่านัน้ ทัง้ ช่วงเทศกาลฮานามิ ชมดอกซากุระบาน ในช่วงปลายมีนาคมถึงต้นพฤษภาคมในแต่ละปี และเล่นสกีที่ เกาหลีในช่วงฤดูหนาว สุดท้าย... ก็กลับมาเทีย่ วไทยเหมือนเดิม แถมยังบอกด้วยนะว่า “เทีย่ วไทย... สนุกทีส่ ดุ แล้ว” นักท่องเทีย่ ว อินโดฯ หลายคนมาเทีย่ วกรุงเทพฯ - พัทยามากกว่า 3 - 4 ครัง้ แล้ว ต่างบอกเป็นเสียงเดียวกันว่าทัง้ สองเมืองยังมีอะไรให้เทีย่ ว อีกเยอะ ไม่วา่ มากีค่ รัง้ ก็ยงั ไม่อมิ่ อยูด่ ี

ล่าสุด การท่องเที่ยวแห่งประเทศไทย (ททท.) ประเมินว่า ยอดนักท่องเที่ยวอินโดฯ ในปีนี้มีโอกาสทะลุ 600,000 คน หลังจากในช่วงปี 2553 - 2556 มียอดคนอินโดฯ เทีย่ วไทยเติบโต มากกว่า 100% จากกว่า 200,000 คน เพิ่มเป็น 598,000 คน แม้ปีที่แล้ว ยอดอาจมีสะดุดไปบ้าง ลดลงเหลือ 505,000 คน เพราะปัญหาการเมืองในบ้านเรา แต่ ททท. เองก็คาดว่าปีนี้ จะเข้ามาเที่ยวไทยถึง 600,000 คนแน่นอน ขณะที่ผู้ประกอบ การน�ำเที่ยวที่คลุกคลีกับตลาดอินโดฯ มานาน ถึงกับฟันธงว่า อย่างไรเสียปีนี้มีคนอินโดฯ เที่ยวไทยมากกว่า 800,000 คน แน่นอน และจะเพิ่มมากขึ้นแตะ 1 ล้านคนได้ในปีหน้า ด้วย ปัจจัยเอื้ออย่างการเปิดประชาคมเศรษฐกิจอาเซียนในช่วง สิ้นปีนี้ แถมยังมีปัจจัยบวกอื่นๆ อีกมากมาย ไม่ว่าจะเป็นการแข่งขัน ด้านราคาของสายการบินต้นทุนต�่ำ (โลว์คอสต์) เส้นทางไทย - อินโดฯ ก็หนุนกระแสการเดินทางได้ดี ปัจจุบันมีสายการบิน พรีเมียมและโลว์คอสต์บินมากกว่า 70 เที่ยวบินต่อสัปดาห์ รวมถึงบรรยากาศการเมืองและเศรษฐกิจที่ดีของอินโดนีเซีย ภายหลังมีประธานาธิบดีคนใหม่ คุณโจโก วีโดโด มาบริหาร ประเทศ โดยตั้งเป้าการเติบโตของจีดีพีไม่ต�่ำกว่า 6% ท�ำให้ คนอินโดฯ มีรายได้ดีขึ้น และจับจ่ายด้านท่องเที่ยวมากขึ้น ที่ส�ำคัญ... ไทยยังครองต�ำแหน่งแหล่งท่องเที่ยวคุณภาพที่เต็ม ไปด้วยความหลากหลาย ในราคาคุ้มค่าที่คนอินโดฯ ยินดีจ่าย ไม่อั้น

เดินทางได้มากยิ่งขึ้น ถือเป็นเส้นทางบินใหม่ล�ำดับที่ 4 นับ จากต้นปี จากก่อนหน้านี้สายการบินไทยแอร์เอเชียได้เปิดเส้น ทางบินตรงสู่ 3 จังหวัด ประกอบด้วย น่าน, เลย และร้อยเอ็ด จ�ำนวนเส้นทางละ 2 เที่ยวบินต่อวัน หรือแม้แต่ภาคโรงแรมทีเ่ ตรียมใช้โอกาสการเติบโตจากภาคการ ท่องเทีย่ วในเมืองรอง วางแผนขยายธุรกิจ อย่างคุณนิรนั ดร์ จาวลา ประธานเจ้าหน้าทีบ่ ริหาร บริษทั โกลเบิล้ พร๊อพเพอร์ตี้ คอนเซ้าติ้ง แอนด์ แมเนจเม้นท์ จ�ำกัด หรือ จีพีซีเอ็ม กรุ๊ป (บริษัทบริหารจัดการโรงแรมต้นทุนต�่ำแบรนด์บีทู) ที่ระบุว่า บริษัทมีแผนเปิดโรงแรมใหม่ในไทย โดยเน้นไปตามหัวเมือง ต่างๆ ที่มีศักยภาพทั้งในด้านการท่องเที่ยว การศึกษา หรือ การติดต่อธุรกิจ รวมถึงมองการขยายธุรกิจสู่เมืองรอง อาทิ น่าน พิษณุโลก ซึ่งจะสอดคล้องกับการโปรโมทของ ททท. ที่ ผลักดันให้เกิดการกระจายตัวของการท่องเที่ยวไปยังเมืองรอง อย่างการโปรโมท 12 เมืองต้องห้าม (พลาด) เช่นเดียวกับคุณสลิล โตทับเที่ยง ประธานหอการค้าจังหวัด ตรัง ที่ระบุว่า การลงทุนในพื้นที่เพื่อรองรับแนวโน้มการเติบโต ทางเศรษฐกิจ และการท่องเที่ยวตามการโปรโมทของรัฐบาล นั้น ส่วนใหญ่ยังเป็นการลงทุนจากคนในพื้นที่ เนื่องจากจังหวัด ตรังวางจุดยืนชัดเจนในส่วนของการเติบโตอย่างยั่งยืนด้วย พื้นที่ที่เป็นอุทยานส่วนใหญ่ ดังนั้น จึงจะเห็นว่าโครงการการ ลงทุนใหม่ๆ ที่จะเกิดขึ้นทุกปีราว 3 - 4 แห่ง ยังคงเป็นการ ลงทุนขนาดเล็กของคนในพื้นที่ ด้วยขนาดโรงแรมราว 40 – 70 ห้อง โดยปีนี้มีโครงการการลงทุนที่จะเกิดขึ้น อาทิ โรงแรม ตามพื้นที่ชายทะเลอย่างเกาะลิบง ซึ่งยังคงเป็นการลงทุนจาก คนในพื้นที่

“ปัจจุบันมีเที่ยวบินมาใช้บริการสนามบินตรังวันละ 4 เที่ยว บิน ส่วนช่วงเทศกาลท่องเที่ยว หรือไฮซีซันจะเพิ่มเป็นวันละ 6 เที่ยวบิน ซึ่งเพียงพอต่อการรองรับนักท่องเที่ยวที่เติบโต ขึ้นอย่างต่อเนื่องในทุกๆ ปี และปีนี้เรายังตอบรับนโยบาย การท่องเที่ยวของ ททท. โดยชูจุดขายความอร่อยจาก อาหารท้องถิ่น ภาคเอกชนร่วมกันปรับตัวพัฒนาศักยภาพ ร้านอาหารและบริการ เพื่อเตรียมรองรับนักท่องเที่ยวที่ คาดว่าจะเติบโตขึ้น 10% จากตัวเลข 1.2 ล้านคน เมื่อปี 2557” คุณอานุภาพ ธีรรัฐ รองผู้ว่าการด้านตลาดในประเทศ ททท. ยอมรับว่าแม้เศรษฐกิจในประเทศจะยังฟื้นตัวได้ไม่เต็มที่ แต่ในภาพรวมคนไทยเที่ยวในประเทศยังเติบโตต่อเนื่อง ซึ่งสวนทางกับเศรษฐกิจ เนื่องจากมีปัจจัยบวกจากสายการ บินโลว์คอสต์ (สายการบินราคาประหยัด) ที่เพิ่มความถี่ ตามเมืองท่องเที่ยวหลักและเมืองท่องเที่ยวรอง จึงเชื่อว่า จ�ำนวนนักท่องเที่ยวในประเทศปีนี้จะเป็นไปตามเป้าหมายที่ วางไว้คือ 148 ล้านคนต่อครั้ง เกิดเป็นรายได้หมุนเวียนกว่า 8 แสนล้านบาท ทั้งนี้ ททท. มีแผนส่งเสริมการท่องเที่ยวในวันธรรมดาผ่าน โครงการ ‘วันธรรมดาน่าเที่ยว’ ซึ่งจะจัดขึ้นระหว่างวันที่ 14 - 17 พฤษภาคม 2558 ที่ศูนย์ประชุมแห่งชาติสิริกิติ์ เพื่อส่งเสริมการท่องเที่ยวในการกระตุ้นเศรษฐกิจวัน ธรรมดา ให้เกิดการกระจายรายได้ในเมืองหลักและเมือง รองมากขึ้น อย่างไรก็ตาม กลยุทธ์และแผนการตลาดใน ปี 2559 ททท. ยังมุ่งส่งเสริมวันธรรมดาน่าเที่ยวมากขึ้น ผ่านทุกกิจกรรม และมีแผนที่จะงดให้การสนับสนุน

การจัดงานส่งเสริมการท่องเที่ยววันเสาร์ - อาทิตย์ เพื่อ ให้คนให้ความสนใจมาเที่ยววันธรรมดาเพิ่มขึ้น การสานต่อ โครงการ 12 เมืองต้องห้าม (พลาด) โดยในแผนปี 2559 จะให้แต่ละจังหวัดส่งเสริมเมืองรองที่มีศักยภาพเพิ่มเข้าไป ในแผนงาน เช่น ล�ำปาง - ล�ำพูน น่าน - แพร่ เพชรบูรณ์ - พิษณุโลก เลย - ชัยภูมิ โดยได้มอบหมายให้ ททท. ส�ำนักงานภูมิภาค ไปท�ำการคัดเลือกสถานที่ ภูมิภาคละ 2 แห่ง เพื่อโปรโมทให้เป็นที่สนใจของนักท่องเที่ยวมากขึ้น ทางด้านคุณธวัชชัย อรัญญิก อดีตผู้ว่าการ ททท. ที่เพิ่งพ้น ต�ำแหน่งไปเมื่อสิ้นเดือนมีนาคมที่ผ่านมา ได้ฝากความหวังไว้ กับ ททท. ในฐานะที่เป็นก�ำลังหลัก เพื่อช่วยขับเคลื่อนภาค การท่องเที่ยว โดยยังจะขอให้เน้นการท่องเที่ยววิถีไทย และ 12 เมืองต้องห้าม (พลาด) ในแผนการตลาดปี 2559 และปี ต่อๆ ไป พร้อมกับช่วยเหลือชุมชน ผลักดันให้สินค้าทางการ ท่องเที่ยวเป็นที่น่าสนใจส�ำหรับนักท่องเที่ยวมากขึ้น เพราะ ปลายทางท่องเที่ยวทั้ง 12 จังหวัด ส่วนใหญ่เป็นปลายทาง ยอดนิยมในหมู่นักท่องเที่ยวคนไทย ซึ่งแต่ละพื้นที่มีฤดูกาล ท่องเที่ยวของคนไทยที่ค่อนข้างชัดเจน เช่น คนไทยนิยมเดิน ทางไปท่องเที่ยวจังหวัดในพื้นที่ภาคเหนือของไทยช่วงไตรมาส 4 และไตรมาส 1 ของทุกปี เป็นต้น โดยมีสัดส่วนนักท่องเที่ยวชาวไทยเฉลี่ยอยู่ที่ประมาณ 90% ของจ�ำนวนนักท่องเที่ยวทั้งหมดในแต่ละจังหวัด ต่างจากเมือง ท่องเที่ยวหลักของไทยอย่างภูเก็ต ที่มีสัดส่วนนักท่องเที่ยว

ชาวไทยเพียง 30% ของจ�ำนวนนักท่องเที่ยวทั้งหมด อย่างไร ก็ตาม ข้อมูลจากศูนย์วิจัยกสิกรไทย คาดว่าภายใต้แคมเปญ การท่องเที่ยว 12 เมืองต้องห้าม (พลาด) นี้ จะช่วยให้เกิดเม็ด เงินสะพัดไปสู่เมืองดังกล่าวเพิ่มขึ้นประมาณ 3.5 พันล้านบาท เมื่อเทียบกับกรณีไม่มีแคมเปญดังกล่าว ส�ำหรับผลจากมาตรการส่งเสริม 12 เมืองต้องห้ามพลาด ของภาครัฐ คาดว่า จะยิ่งช่วยหนุนบรรยากาศการท่องเที่ยว ของทั้ง 12 จังหวัด ทั้งนี้ บางพื้นที่ที่อาจจะมีการเติบโต ที่โดดเด่น เช่น น่าน เพชรบูรณ์ เลย ตรัง ชุมพร ตราด เป็นต้น ส่วนหนึ่งก็มาจากจังหวัดดังกล่าว เป็นปลายทาง ที่คนไทยรู้จักและนิยมเดินทางไปท่องเที่ยวเป็นทุนเดิมอยู่ แล้ว ประกอบกับในปัจจุบันมีธุรกิจสายการบินต้นทุนต�่ำ หลายรายเปิดเส้นทางการบินและเพิ่มจ�ำนวนเที่ยวบินไป ยัง 12 เมืองต้องห้ามพลาดมากขึ้น เช่น น่าน ล�ำปาง เลย นครศรีธรรมราช เป็นต้น นอกจากนี้บางจังหวัดอย่างบุรีรัมย์ ก็อยู่ระหว่างการพัฒนาเป็นปลายทางท่องเที่ยวเชิงกีฬา เพื่อดึงดูดนักท่องเที่ยวเฉพาะกลุ่ม ความหวังของภาคท่องเที่ยวกับการผลักดันแหล่งท่องเที่ยว เมืองรอง เช่นเดียวกับภาคเอกชนเข้าไปขยายการลงทุนใน พื้นที่ผ่านรูปแบบต่างๆ จะเป็นปัจจัยส�ำคัญที่ช่วยผลักดันการ เติบโตของภาคการท่องเที่ยวไทย แต่จะมากหรือน้อยเพียงใด นั้นต้องอาศัยปัจจัยอื่นๆ อย่างนโยบายการสนับสนุนการ ท่องเที่ยวของภาครัฐ และเรื่องของภาวะเศรษฐกิจ

INSIDE เป็นข่าวดังปลุกกระแสสังคม โดยเฉพาะกลุม่ ชนชัน้ กลางขึน้ ไป ให้ลกุ ขึน้ มาแสดงความคิดเห็นเกีย่ วกับนโยบายของรัฐบาลทีต่ อ้ งการจัดเก็บภาษี ทีด่ นิ และสิง่ ปลูกสร้าง เพราะนโยบายดังกล่าวย่อมกระทบต่อเงินในกระเป๋าของประชาชนทีต่ อ้ งเตรียมควักจ่ายเพิม่ แม้จะยังอยูร่ ะหว่างขัน้ ตอน ด�ำเนินการ แต่พลเอกประยุทธ์ จันทร์โอชา นายกรัฐมนตรี ออกมายืนยันความคิดเห็นต่อประเด็นดังกล่าวผ่านทางสือ่ มวลชนแล้วว่ายังไง นโยบายนีต้ อ้ งเดินหน้าต่อ และเป็นผลในทางปฏิบตั ไิ ด้ประมาณ 2 ปีนบั จากนีอ้ ย่างแน่นอน ส�ำหรับอัตราเพดานในการจัดเก็บภาษีตามร่างกฎหมายภาษี ที่ดินและสิ่งปลูกสร้างนั้น กระทรวงการคลังก�ำหนดในเบื้องต้น และจัดเก็บในอัตรา ดังนี้ 1. ที่ดิน เพื่อการเกษตรกรรม จะจัดเก็บไม่เกิน 0.25% 2. ที่ดิน เพื่อที่อยู่อาศัย จะจัดเก็บไม่เกิน 0.5% ของราคา ประเมิน 3. ที่ดินอื่นๆ เช่น ที่ดินเชิงพาณิชย์ จะจัดเก็บไม่เกิน 2% ของ ราคาประเมิน ส�ำหรับที่ดินที่รกร้างว่างเปล่า จะจัดเก็บไม่เกิน 0.5% ของ ราคาประเมิน และจะเพิม่ อีก 1 เท่า ในทุกๆ 3 ปี แต่ไม่เกิน 2%

“อัตราการเก็บภาษีใหม่ จะมีการค�ำนวณจากราคาประเมิน ที่ดิน แทนที่จะประเมินจากรายได้หรือก�ำไรของโรงแรม ทาง สมาคมโรงแรมฯ จึงอยากให้กระทรวงการคลังพิจารณาถึง วัตถุประสงค์การปรับโครงสร้างภาษีใหม่ เพื่อให้เกิดความ เป็นธรรม หากยึดตามโครงสร้างภาษีใหม่ที่เก็บสูงสุดร้อยละ 2 จากราคาประเมินที่ดิน ถือว่าไม่เป็นธรรมต่อโรงแรมกลาง เมืองที่มีที่ดินราคาสูง เพราะต้องจ่ายภาษีเพิ่มขึ้น” ขณะที่คุณสัมพันธ์ แป้นพัฒน์ ที่ปรึกษากิตติมศักดิ์ สมาคม โรงแรมไทย แสดงความเห็นไม่ต่างกันว่า หากรัฐก�ำหนดอัตรา เก็บภาษีที่ดินและสิ่งปลูกสร้างใหม่ที่ 2% จะท�ำให้ค่าใช้จ่าย ภาษีธุรกิจโรงแรมเพิ่มขึ้นประมาณ 10% จากเดิมเก็บภาษี โรงเรือน 12.5% ของค่าเช่าห้องรวมรายปี เช่น บริษัทๆ หนึ่ง เช่าตึกแถวราคา 5,000 บาทต่อเดือน ค่าภาษีโรงเรือนและ ที่ดินที่จะต้องจ่ายปีนั้นประมาณ 7,500 บาท โดยน�ำค่าเช่า ทั้งปีคูณอัตราภาษี 12.5%

ไม่เฉพาะภาคครัวเรือนที่ต่างพากันแสดงความคิดเห็นต่อ นโยบายดังกล่าว แต่ภาคธุรกิจโดยเฉพาะกลุ่มอสังหาริมทรัพย์ รวมไปถึงกลุ่มธุรกิจโรงแรม ต่างรีบออกมาส่งเสียงสะท้อนขอ ให้รัฐบาลเบรกนโยบายนี้ไว้ก่อน เพราะด้วยสถานการณ์การ ท่องเที่ยวไทยไม่สู้ดี ยังไม่เห็นความชัดเจนที่ภาคท่องเทีย่ วจะ เชิดหัวขึน้ ได้ การจัดเก็บภาษีกเ็ ท่ากับเป็นการซ�ำ้ เติมสถานการณ์ เศรษฐกิจฝืดเคืองให้ยงิ่ ถดถอย ย�ำ่ แย่ หนักขึน้ ไปอีก “ที่ผ่านมาการเก็บภาษีโรงเรือนเป็นเรื่องของท้องถิ่น เอาความ รู้สึกวัด ถ้าสนิทก็เก็บน้อยหน่อย ถ้าไม่สนิทก็เก็บมากหน่อย แต่หากรัฐยังยืนกรานเดินหน้านโยบายนีต้ อ่ ไป เรือ่ งนีค้ ณ ุ สุรพงษ์ อันนี้ก็ยอมรับว่าไม่เป็นธรรมกับหลายๆ ฝ่าย แต่ส�ำหรับอัตรา เตชะหรูวจิ ติ ร นายกสมาคมโรงแรมไทย แสดงความคิดเห็นไว้ ภาษีใหม่ เชื่อว่าจะกระทบต่อโรงแรมในท�ำเลที่ดินที่มีราคาสูง น่าสนใจว่าการเก็บภาษีพนื้ ทีเ่ ชิงพาณิชย์ทอี่ ตั ราร้อยละ 0.5 - 2 โดยเฉพาะในเขตกรุงเทพฯ ชั้นใน จะมีภาระการใช้จ่ายเพิ่ม ของมูลค่าประเมินทีด่ นิ และสิง่ ปลูกสร้าง หากภาครัฐก�ำหนด แม้จะไม่มาก แต่หากเกิดขึ้นในภาวะที่การท่องเที่ยวไม่ดีก็น่า อัตราเก็บภาษีไว้ทรี่ อ้ ยละ 2 จะท�ำให้โรงแรมมีรายจ่ายเพิม่ ขึน้ จะเป็นค่าใช้จ่ายที่โรงแรมต้องจ่ายเพิ่มขึ้น” ส่งผลกระทบต่อผลประกอบการโรงแรม โดยเฉพาะโรงแรมใน ท�ำเลทีร่ าคาประเมินทีด่ นิ สูง เช่น สีลม สาทร และพระราม 1 ด้านคุณละเอียด บุ้งศรีทอง นายกสมาคมโรงแรมไทยภาค เหนือ เห็นว่าหากรัฐบาลเดินหน้าจัดเก็บภาษีที่ดินและสิ่งปลูก รวมไปถึงโรงแรมตามสถานที่ท่องเที่ยวหลักๆ และมีโรงแรม สร้างจริง เชื่อว่าจะกระทบต่อต้นทุนทางธุรกิจโรงแรมอย่าง ที่พัก ซึ่งไม่ได้จดทะเบียนถูกต้องตามกฎหมายอยู่เป็นจ�ำนวน แน่นอน ส่งผลให้ก�ำไรลดน้อยลง จากปัจจุบันก�ำไรน้อยอยู่แล้ว มาก อย่างเชียงใหม่ พัทยา ภูเก็ต เป็นต้นทุนการแข่งขัน เพราะต้องแบกรับหลายด้าน ทั้งต้นทุนค่าแรงขั้นต�่ำที่เพิ่ม ด้านราคาห้องพักกับโรงแรมที่จดทะเบียนและจ่ายภาษีตาม ขึ้น 30 - 40 เปอร์เซ็นต์ ราคาพลังงานที่ใช้ในโรงแรม ต้นทุน กฎหมายอยู่แล้ว จะยิ่งท�ำให้กลุ่มโรงแรมที่จดทะเบียนถูกต้อง สินค้าอุปโภคบริโภคต่างๆ ได้รับผลกระทบเพิ่มขึ้นไปอีก เพราะด้วยราคาห้องพักที่แข่งขัน กันได้ไม่สูง กลับต้องมาเพิ่มภาระเรื่องการเสียภาษีที่ยิ่งท�ำให้ “ต้นทุนหลายๆ รายการไม่สามารถควบคุมได้ ขณะที่ช่วง รายได้ของโรงแรมกลุ่มนี้หายไปอีกมาก และส่งผลกระทบต่อ ฤดูกาลท่องเที่ยวของเชียงใหม่และภาคเหนือโดยรวมจะมี ผลประกอบการเพิ่มขึ้นไปอีก ระยะเวลาแค่ 5 - 6 เดือนต่อปี เป็นสิ่งที่ภาคธุรกิจโรงแรม

ต้องบริหารจัดการต้นทุนเพือ่ ให้ธรุ กิจอยูไ่ ด้มาโดยตลอด และ ถ้าเปรียบเทียบต้นทุนของธุรกิจโรงแรมระหว่างกรุงเทพฯ ภูเก็ต เมือ่ เทียบกับเชียงใหม่เท่าๆ กัน แต่ราคาห้องพักทีส่ ามารถ ขายของเชียงใหม่แทบจะต�ำ่ ยิง่ ถ้าอนาคตสถานการณ์ทอ่ งเทีย่ ว ไม่ฟน้ื กลับมาเต็มที่ และทางโรงแรมไม่สามารถปรับขึน้ ราคา ห้องพักได้ จะยิง่ ส่งผลต่อต้นทุนอย่างแน่นอน เพราะอย่าลืม ว่าแนวทางการแก้ปญ ั หาโรงแรมทีไ่ ม่ได้จดทะเบียนถูกต้องตาม กฎหมายทัว่ เมืองไทยยังไม่ได้เริม่ ด�ำเนินการ ดังนัน้ กลุม่ โรงแรม เหล่านีย้ งิ่ สามารถตัดราคาห้องพักให้ตำ�่ กว่า ขณะทีก่ ารเสียภาษี ก็ถกู กว่า ยิง่ ท�ำให้โรงแรมทีจ่ ดทะเบียนถูกต้องยิง่ ล�ำบาก ซึง่ อยาก ให้รฐั บาลเดินหน้าแก้ปญ ั หานีอ้ ย่างจริงจังด้วย” ส่วนคุณสรรเพชร ศุภบวรเสถียร นายกสมาคมโรงแรมไทยภาค ตะวันออก กล่าวว่า หากรัฐบาลเดินหน้าจัดเก็บภาษีทดี่ นิ และสิง่ ปลูกสร้าง เชือ่ ว่ากระทบต่อต้นทุนของธุรกิจโรงแรมทีต่ อ้ งจ่ายเพิม่ ขึน้ อย่างแน่นอน โดยเฉพาะพืน้ ทีใ่ จกลางเมือง เนือ่ งจากมีการ ประเมินทีด่ นิ ทุกปี และราคาประเมินทีด่ นิ เพิม่ ขึน้ ทุกปี ขณะทีท่ าง โรงแรมคงไม่สามารถแก้ปญ ั หาทางออกด้วยการขึน้ ราคาห้องพักได้ คุณกฤษฎา ตันสกุล นายกสมาคมโรงแรมไทยภาคใต้ กล่าวว่า มาตรการภาษีของรัฐบาลย่อมท�ำให้ต้นทุนธุรกิจโรงแรมเพิ่มขึ้น แต่จะมากหรือน้อยต้องอยู่ที่หลักเกณฑ์ และขนาดของโรงแรม ในแต่ละพื้นที่ โรงแรมในพื้นที่ที่มีการประเมินที่ดินราคาสูง แต่ เป็นโรงแรมขนาดเล็กอาจได้รับผลกระทบมากกว่า เรื่องนี้ทาง ธุรกิจโรงแรมต่างกังวลมากพอสมควร จากนานาทัศนะของผูบ้ ริหารโรงแรมข้างต้นแล้ว ผลกระทบทีจ่ ะ เกิดขึน้ ในอีก 2 ปีขา้ งหน้าจะมากน้อยเพียงใด เป็นสิง่ ทีต่ อ้ งจับตา พร้อมต้องลุน้ ต่อว่าสถานการณ์การท่องเทีย่ วไทยจะเติบโตมาก สักแค่ไหน เพือ่ ช่วยประคองธุรกิจโรงแรมให้มผี ลประกอบการทีด่ ี บริหารจัดการต้นทุน เพือ่ ให้ธรุ กิจเดินหน้าต่อไปได้ รวมไปถึงการ แก้ปญ ั หาโรงแรมเถือ่ นหรือโรงแรมทีไ่ ม่ได้จดทะเบียนถูกต้องตาม กฎหมายจะเห็นผลรวดเร็วแค่ไหน เพราะยิง่ เห็นผลเร็ว ก็จะถือ เป็นทางออกส�ำหรับปัญหาเรือ่ งภาษีทกี่ ำ� ลังจะเข้ามาซ�ำ้ เติมภาค ธุรกิจโรงแรม ภายใต้เงือ่ นไขทีร่ ฐั บาลไทยมุง่ ให้ความส�ำคัญต่อภาค การท่องเทีย่ ว เพือ่ หวังสร้างรายได้เข้าประเทศชาติมากขึน้

INSIDE It has been the talk of the town particularly for middle class or upper and encouraged them to come out and express their opinions upon the policy of government that needs to collect land and building taxes because such policy will definitely affect the pockets of people who must pay additional taxes. Even though this policy is still under consideration process, Prime Minister Gen. Prayuth Chan-Ocha has affirmed his opinion upon such issue through the press that this policy will be put forth and come into enforcement within 2 years from now no matter what.

In addition to tax collection rate ceiling based on the draft of Land and Building Act, Ministry of Finance has preliminary indicated in the following: 1. Land used for agriculture will be collected not exceeding 0.25% 2. Land used for residence will be collected not exceeding 0.5% of cost estimation 3. Other lands such as commercial land; it will be collected not exceeding 2% of cost estimation and wasteland; it will be collected for 0.5% of cost estimation and doubled up in every 3 year, but not exceeding 2%.

It is not only household sector to express several opinions upon this policy, but also business sector particularly for immovable property group as well as hotel business group to request government to hold it for now because the situation of Thai tourism hasn’t been that good and shown any sign for tourism sector to get full recovery, therefore tax collection is considered to make the situation of economic recession even worse.

However, Mr. Surapong Techaruvichit, President of Thai Hotels Association expressed interesting opinion that if government designated tax collection for land and building at 2%, it would add cost for hotels and affect operating result of hotels particularly for hotels located in the area with high cost estimation such as Silom, Sathorn and Rama 1 as well as hotels in the main tourist attractions.

And more importantly, there were so many hotels and accommodations that hadn’t legally registered such as in Chiang Mai, Pattaya and Phuket which would even add more impact to the group of registered hotels because normally, the group of registered hotels had already had difficulty to compete on price rate with those unregistered hotels, but now they would need to add more burden with this tax collection and eventually this would give more severe impact to their operating result.

“The new tax collection rate will be calculated from the estimation of land cost rather than revenues or profits of hotels. Thus, THA would like to request Ministry of Finance to reconsider the objectives of tax structure adjustment for fairness. If government still sticks with the new tax structure to collect the maximum rate at 2% from the estimation of land cost, it won’t fair for hotels that are located in the heart of city with expensive land price because those hotels need to pay more taxes”.

Mr. Sampan Panpat, Honorary Advisor to Thai Hotels Association expressed similar opinion that if government designated collection rate of land and building taxes at 2%, it would increase the tax expenses of hotel business approximately 10% from prior collecting building tax at 12.5% of the total of annual room rent. For example a company rented the building for 5,000 baht per moth so this hotel needed to pay land and building taxes for approximately 7,500 baht that year. This was calculated by multiplying the annual rent by 12.5% tax rate.

“Earlier, building tax collection was in-charged by locality which usually was calculated by the feeling and relationship between collector and payer as the closer relationship, the lesser pay. I must admit that wasn’t fair for other related people. However, for the new tax rate, I believe it will affect hotels located in the area with expensive land price particularly in inner Bangkok which those hotels will have more expense burdens even though it won’t be such a huge amount, but if it occurs during bad tourism condition, it would be the matter”.

Mrs. La-Iad Bungsrithong, President, THA Northern Chapter said that if government really proceeded with land and building tax collection, it would definitely affect the cost of hotel business which hotel would earn even lesser profit because hotels must take several burdens including the cost of increasing minimum wage by 30 – 40%, cost of energy consumed in hotels, cost of consumer products, etc.

“Several costs can’t be controlled while the length of tourist season of Chiang Mai and Northern region in overall is between 5 – 6 months per year which this is the matter for hotel business to manage the costs for survival and when equally comparing the cost of hotel business in Bangkok, Phuket and Chiang Mai, the room rate that can be sold in Chiang Mai is quite low. And if tourism situation can’t be fully recovered and hotels can’t increase the room rate, it will definitely affect the cost even more because the resolution to unregistered hotels across the country hasn’t been started yet. This derives those unregistered hotels to cut down the room rate even lower while they pay lesser amount of tax comparing to registered hotels, therefore government must seriously solve this problem now”.

Mr. Sanpetch Suphabavornsatian, President, THA Eastern Chapter said that if government proceeded with land and building tax collection, it would definitely affect the cost of hotel business particularly in the area located in the heart of city because the land cost had been annually estimated and cost estimation was increased every year while hotels might be unable to solve the problem by just increasing the room rate.

Mr. Krisada Tansakul, President, THA Southern Chapter said that the tax scheme of government would increase the cost of hotel business, but more or less will depend on the criterion and size of hotel in each area. However, the small size hotel located in the area with high cost estimation might get deeper impact which raised a serious concern of hotel business.

Above are several opinions of hotel executives which hotelier may need to keep an eye on the impact to occur in the next 2 years as well as pray for a huge growth in Thai tourism situation in order to achieve good operating result and effective cost management, and quick unregistered hotel problem solving because this is considered as the solution for tax issue problem that will aggravate hotel business sector under the condition of Thai government tending to focus on tourism sector in order to generate the greater incomes to the country.

In the booming era of tourism, the definition of ‘Home’ for many people may be changed because the home where just father, mother, children and relatives used to live now is welcoming the large number of visitors while some homes may even have sequential visitors.

Now, ‘Home’ becomes the place to exchange ideas among people with different cultures rather than just the place for the family members to live. This is because the person who gets the benefit will not only be the visitors, but also the host or home owners to gain new experiences right at their own home. This derives a new form of travel in community, called ‘Home Host’ that is considered as one of the popular trends to tear away the prior definition of tourism.

Any Home Can Be Tourist Attraction.

Similar to the home of family ‘Ruen Kaew–Yanon’; the owner of Thai-Lanna style Home Host, located at Moo 11, Baan Wan sub-district, Hang Dong district, Chiang Mai province decides to open their home as small tourist attraction that is so full of the most charm and liveliness.

Cold refreshing Lemon Grass juice and orchid garland are the welcome tradition for ‘New Members’ of this family. Most of their new members are European tourists who admire tourism product that can really reach to livelihood and community lifestyle because this form of tourism had gained more popularity in Europe for quite sometimes.

‘Prapat Ruenkaew’; the former guide of Diethelm travel agent aged 57 years old is the owner of the home host who initiated the idea to open his home as tourist attraction and wear the spirit of guide to take visitors around his home and exclusively get the true touch of idea and lifestyle of Thai-Lanna villagers.

Prapat said that firstly was to understand the different between general Homestay and his Home Host. The difference was tourists couldn’t stay overnight like homestay, but it would emphasize on taking tourists around the home and inviting tourists to the kitchen to cook food and dine in at home together with family members instead. After that, tourists would return to their hotel or resort that they had booked in the city of Chiang Mai. And each day he would accept tourists not exceeding 6 persons. In addition, the nationality mostly craving for Home Host tourism form is English, German, French and American.

TRAVEL TREND TODAY

The first program of Home Host is to witness the old teak Thai house aged 150 years which Prapat will take the tourists around by himself and explain how each component of Thai house reflecting the beliefs of Lanna villagers including nature, Buddhism as well as belief in evils and spirits. Some examples include stairways that need to point toward the East and locate outside the house. While the pond in the house is considered as the sacred thing and shouldn’t be filled up once so ever following the belief of having water to drink and consume up until now because of the pond that has been preserving from generation to generation. Similar to the barn with the size as big as the house, it can’t be modify as well because they want family members to be grateful for rice. And for visitors, they need to pay respect to guardian spirits that protect the house, etc.

After taking tourists around his home, Prapat will take the tourist to the garden at the back which is considered as another highlight of the program.

The rear garden of Ruenkaew–Yanon family is so abundant with various kinds of florae which most of them are herbal plants and vegetables used as ingredients for food and medicine. Besides, there are some spaces for cultivation of fruits, garden plants and byre, and coming soon with rice farming that will allow tourists to try planting and harvesting AD2_Industrial_18-3-58.pdf 1 18/3/2558 13:27:48 rice by themselves following his plan to add more interesting activities.

This form of tourism product selling by Prapat is considered similar to the world’s tourism trend called ‘Peer-to-Peer’ which tends to make direct product trading between tourist and product owner. This is the business model that will help the owner of tourism product to generate huge revenues because they can sell tour package in good price which the rate of tour package per person may be as high as 2,500 baht per day. Currently, there are 6 - 7 travel agents that help selling the package, while other agents used to make contact with Prapat, but couldn’t compete on price.

Prapat added that when Thai travel agents saw the products, they didn’t know how they should sell, on the other hand, if the product manager from Europe saw it, they will immediately understand the form of product which allow tourists to learn liveliness and lifestyle and provide cooking activity and dining together as Ruenkaew–Yanon would prepare ingredients for each meal that would worth the money.

At dawn, Prapat will take tourists back to the big size kitchen of his home and serve water and Miang Khum (food wrapped in leaves) during the break and allow tourists to have a chit chat with grandmother who is Prapat’s mother which is skillfully rolling tobacco over the warm stove following the old style of Lanna villager. Not

long after the break, the home’s chef will call out tourists to assist in the kitchen starting from preparing ingredients included cleaning chicken for making curry, chopping tomatoes for making Aong Chili Paste as well as steaming vegetables and chopping big cultivated bananas for making dessert as banana in coconut milk.

The night will be filled with the northern music of the legendary musician ‘Jaran Manopetch’ which the sound from stereo player is just loud across the big kitchen separated from the main house to add true atmosphere for being in the northern city.

When the food is ready, it is time to sit down on the mat and have a wonderful meal together which the host and tourists will enjoy talking and exchanging experiences from one to another.

What I can see right in front makes me realize in the definition of the word ‘Home Host’ which it is not only tourist attraction provided by villager, but also the place to give a warm welcome to visitors like they are belonged to the family.

นอกจากการค�านึงถึงแดดแล้ว สิง่ ทีค่ กู่ นั ในการวิเคราะห์ทตี่ งั้ โครงการให้มคี วามสัมพันธ์ ค�านึงถึง ทิศทางการระบายอากาศตามธรรมชาติ โดยอาศัยลมเป็นการลดความร้อน ให้การอาศัยทีส่ บาย รวมถึงลดความชืน้ หากอากาศร้อนอบอ้าวและมีเหงือ่ การออกแบบการระบายอากาศ ก็มกี าร ออกแบบทีค่ า� นึงถึงต�าแหน่ง ขนาด ทิศทางของช่องเปิด ลักษณะการจัดวางผัง การจัดพื้นที่ ภายในอาคาร รวมถึงการจัดวางเฟอร์นเิ จอร์ดว้ ย (มาลินี ศรีสวุ รรณ, 2546)

ยั่งยืน คือ แนวคิด

คุณวรพันธุ์ คล้ามไพบูลย์ เจ้าของเป็นสถาปนิกที่คิดเรื่องจุดคุ้มทุนด้วย การออกแบบ ตกแต่งต้องสามารถคืนทุนได้เร็ว และสามารถสร้างก�าไรไปพร้อมกับความประทับใจ แนวคิด นี้จึงกลายมาเป็นแนวคิดหลักที่ว่า อะไรที่ท�าให้รื่นรมย์จริงๆ ตัดสิ่งที่ไม่ใช่ไม่จ�าเป็นออกไป เพราะต้องการประหยัดค่าใช้จ่าย ออกแบบต้องสามารถใช้วัสดุและการตกแต่งที่สามารถ มีอายุงาน การใช้งานได้หลายปี (ภาพที่ 3) ไม่ใช่ว่าวันนี้ลงทุนไปแล้ว ออกแบบแบบ Loft แบบมินิมอล หากไม่กี่ปีเปลี่ยนสไตล์ไปอีก อาคารที่ท�าไปหรือตกแต่งภายในไป ยังไม่คืนทุน เลย ปัญหาก็คือจะขาดทุน นี่คือปัญหาของผู้ประกอบการหรือดีไซเนอร์ประสบปัญหากัน

ในการเรียนทางสถาปัตยกรรมที่ผู้เขียนร�่าเรียนมาตั้งแต่ครั้นเยาว์วัย จนกระทั่งเติบใหญ่จนถึง ทุกวันนี้ การออกแบบอาคารโดยค�านึงถึงสภาพแวดล้อมนั้นมีความส�าคัญ โดยเฉพาะอย่างยิ่ง ทิศทางการวางอาคารหรือฟังก์ชั่น ประโยชน์ใช้สอยให้มีความสัมพันธ์กันและสอดคล้องกับ พฤติกรรมการอยู่อาศัย ซึ่งควรออกแบบให้พื้นที่การใช้งานประจ�า หรือความถี่สูงในเวลา กลางวันเป็นพื้นที่หลบแดด และให้เกิดความเย็นสบาย แนวทางในการวางพื้นที่ใช้สอยควรจะ หลบในทิศใต้หรือทิศตะวันตก เพราะสภาพอากาศที่ร้อน ท�าให้การอยู่อาศัยเกิดความไม่สบาย หรือพื้นที่การใช้งานที่ไม่บ่อยนัก

Transform the Old Building with Green Architecture Style

The writer would like to present the design and renovation of the old building into the hotel that is so interesting and can maintain the value of conservation as well as match with the pre-existing context of the building.

Samsen 5 Lodge… New Look Boutique Hotel

Samsen 5 Lodge (Fig. 1) owned by Mr. Worapan Klampaiboon, the owner and architect of Super Green Studio Co., Ltd., is a boutique hotel in the city built from the observation of thing surrounding that can share resource consuming and warmly living. This is the important meaning and slogan to present the concept of cooling hotel without air-condition (Fig. 2) which actually is considered a bit offend its customers or guest.

However, the owner believed that the design with close proximity to nature could be the selling point to attract tourists and guests because the hotel was designed in Classic House Plan that would well take the air from all directions.

Samsen 5 Lodge comprises of 3 rooms in 3 styles of decoration which each room has an open space to take the air and natural light. The green areas are provided from the front of hotel to the small baileys in the open space between rooms in order to ventilate the air and create relaxation within limited space.

The Importance of Project Site Location Analysis

As writer had studied architecture from his youth up until now, he realized that building designing with concern in environment was important particularly for the direction of building location or utilization function in relation with living behavior. For example regular or high frequency space utilization during daytime should be placed in the hidden area from sunlight in order to create cooling atmosphere which the way to achieve it was to place such space to the south or west side of the building.

In addition to service section such as bathroom, it could be designed to screen the heat by placing it to the south or west side of building as well while the sunlight could be pass through to reduce moistness in the wet section and provide hygienic condition to bathroom.

Besides the concern in sunlight, the direction of natural air ventilation by counting on the wind was considered to reduce the heat and moistness and

offer the living comfort. Thus, air ventilation designing should consider the location, size, direction of open hole, plan manipulation quality, building’s interior space arrangement as well as furniture placing. (Malinee Srisuwan, 2003)

Sustainability is the Idea

As the owner is an architect who always thinks about the break even point, the design and decoration of Mr. Worapan Klampaiboon must get quick pay back and generate good profit as well as make impression in the same time.

This idea becomes his principle for creating only true pleasantness and cutting off unnecessary things because the key is to save expenses, therefore the design must be able to use materials and decorations that can last for a long time (Fig. 3). Usually, the problem of entrepreneurs and designers encountering is to lose the money from prior investment. For example today has already made investment with Minimal Loft style deign, however a few years later they want to change to other styles instead.

Online Medium is the Key to Promote Business

It is similar to other business that needs to depend on the publicity. Nowadays, online medium is considered as an important tool which Samsen 5 Lodge hotel chooses publicizing channel via the popular medium as Facebook. In addition, the hotel uses Facebook to publicize and allow its members to press 'Like' and jointing review the hotel to make wider acknowledgement from a person to international recognition. This channel can be the one for hotel or other business selecting to promote their business which is considered as the powerful channel in this Indifferent Society and can be one of the quick marketing strategies nowadays.

Next Step is Self-Standing Society

Besides the idea of green architecture emphasizing on the combination of sustainability and creativity, the next step is the profit. Since this is the small business, business operation must be similar to community context such as asking neighbor to make food or dessert, calling motorcycle taxi to drop off the guests, hiring cleaner to clean the hotel which will generate revenue and generosity to society. This is called the next sustainable step taking.

Believe it or not! A leftover ‘Fork’ in the storage cabinet that seems to be useless for general people can be the most creative invention for elegant hotel decoration and help saving the budget for buying other decorative items.

Let’s start by looking up the storage cabinet for kitchen utensil and selecting the forks that may be overlooked for using. Then, we may plan how to invent them to respond any aspect of utilization. กฎหมายภาษีทดี่ นิ และสิง่ ปลูกสร้าง Land and Building Tax Act ช่วงนี้ใครไม่พูดเรื่องที่กระทรวงการคลังก�าลังจะเสนอร่างกฎหมาย การจัดเก็บภาษีที่ดินและสิ่งปลูกสร้างเข้าสู่การพิจารณาของคณะ รัฐมนตรีก็จะรู้สึกว่าไม่ทันสมัยเอาเสียเลย ถึงแม้วา่ ได้มกี ารวิพากษ์วจิ ารณ์จนท่านรัฐมนตรีสมหมายซึง่ รับผิดชอบ เรือ่ งนีต้ อ้ งทบทวนแล้วทบทวนอีก แต่ในทีส่ ดุ รัฐบาลก็ทนเสียงคัดค้าน ไม่ได้ต้องขอให้ชะลอเรื่องเอาไว้ก่อน อย่างไรก็ตาม การชะลอกับการยกเลิกเป็นคนละเรื่องกัน ดังนั้น เชื่อว่าถึงไม่ส่งเรื่องให้คณะรัฐมนตรีพิจารณาในเดือนมีนาคมอย่าง แน่นอน แต่อาจจะต้องลุ้นไปทุกเดือน ดังนั้น เมื่อเราเชื่อว่าอย่างไร ก็ตามกฎหมายภาษีที่ดินและสิ่งปลูกสร้าง รัฐบาลนี้ต้องน�ามาใช้ บังคับจนได้ ก็ต้องมาพิจารณากันว่าในแต่ละเรื่องที่มีผลกระทบกับ เราทั้งในส่วนบุคคลและในส่วนของการด�าเนินธุรกิจนั้น เรามีความ สามารถเพียงไรในการจ่ายภาษีเช่นว่านี้ เรื่องแรกที่ต้องเข้าใจ คือ กฎหมายฉบับนี้ รัฐบาลต้องการน�ามา ทดแทนการจัดเก็บภาษีบ�ารุงท้องที่และภาษีโรงเรือนซึ่งมอบหมายให้ ท้องถิ่นเป็นคนจัดเก็บ และให้น�าเงินที่จัดเก็บได้ไปบ�ารุงท้องถิ่นของ ตนเอง ซึ่งก็คือ อบต. เทศบาล เมืองพัทยา และกรุงเทพมหานคร สาเหตุของการที่รัฐบาลต้องการน�ากฎหมายการจัดเก็บภาษีที่ดิน และสิ่งปลูกสร้างมาแทนของเดิมท่าน ให้เหตุผลว่าการจัดเก็บภาษี ของท้องถิ่นที่ผ่านมาเป็นการจัดเก็บตามความรู้สึก กล่าวคือ หากผู้ จัดเก็บอารมณ์ดีก็เก็บน้อยอารมณ์เสียก็เก็บมาก จึงไม่ยุติธรรม ภาษี ฉบับใหม่นี้เป็นการก�าหนดหลักเกณฑ์ชัดเจนจะสามารถจัดเก็บภาษี ได้อย่างมีประสิทธิภาพมากขึ้น

คราวนี้มาดูโรงแรมซึ่งอยู่ในภาคการพาณิชย์บ้าง ความน่ากลัวอยู่ที่ วิธีการประเมิน หากประเมินโดยคิดค่าเสื่อมราคาของสิ่งปลูกสร้าง คิดว่าโรงแรมคงไม่ขัดข้อง เพราะถ้าท่านรัฐมนตรีพูดจริงว่าจะคิด ราคาที่ 1.0% แต่ถ้าประเมินราคาในปัจจุบันทั้งหมดท่านจะเสียกัน ไหวไหม เช่น ถ้าที่ดินและสิ่งปลูกสร้างรวมแล้วประมาณ 5,000 ล้านบาท ท่านก็เสียภาษี 50 ล้านบาท เป็นต้น อย่างไรก็ตาม เป็นเรื่องที่เราๆ ท่านๆ จะต้องติดตามและหากท่าน คิดว่าการเสียภาษีแบบใหม่จะมีผลกระทบให้ต้องเสียภาษีเพิ่มขึ้น จนเป็นอุปสรรคต่อการด�าเนินธุรกิจก็แจ้งข้อมูลให้สมาคมทราบเสีย ก่อนที่จะปล่อยจนสายเกินแก้ Currently, the talk of the town is certainly the issue when Ministry of Finance is about to submit the draft of Land and Building Tax Collection Act to the cabinet for consideration.

Even though there are several criticisms that make Minister of Finance Mr. Sommai who is in charge of the draft of this act to reconsider several times, eventually government can’t bear to several disagreements, and needs to hold this act for a while.

However, holding and canceling is quite a different matter, therefore it makes believe that even though the draft of this act may not be submitted to the cabinet for consideration in March, people still need to worry about it every month anyway. I think if we consider all the statements informed by government about its necessity to legislate this act since the government doesn’t have enough budget to serve the needs of people, it seems to be the reasonable statement for consideration.

It makes believe that most people should agree with government to appropriately disseminate responsibility for the country, but what concerns everyone is the carelessness of Ministry of Finance that doesn’t arrange the public hearing to obtain people’s opinions and eventually causes the current confusion.

In order to help government, hoteliers, hotel staffs or owners, may try to consider for your own part responsibility and propose opinions to Thai Hotels Association (THA) so that THA’s executive board of committees shall have clear information to inform government on how to amend the detail of this act for satisfaction of everyone.

Starting from commoner who strives to save money for 10 years and owns house and land (not yet pay off) approximately costing 3 million baht today requires paying the tax rate for approximately 1,500 baht per year. How is that sound? This is because if your house is belonged to housing development, you may already have to pay for the common area fee no less than 10,000 baht per year.

If you live in province and fortunately receiving heritage as 20 Rais of agricultural garden with 2 million baht of cost estimation, you will need to pay 0.05% tax equivalent to 1,000 baht per year. Can you pay to the government?

Let’s turn to hotel business, intimidation is the method to estimate the cost which if it will estimate based on the deterioration cost of building, it should be the problem for hotels because if minister will actually charge at 1.0%, but estimate based on all current cost, Can you pay for it? For example if land and building approximately cost 50 million baht, you have to pay 50 million baht of tax.

However, this should be the matter to keep up with and if you think this tax collection will affect your business operation, please inform THA early before it is too late.

ในช่วงปีสองปีที่ผ่านมาเชื่อว่าผู้ประกอบการหลายท่านคงอาจจะเคยได้เห็นสปอตโฆษณา สารคดี หรือภาพยนตร์ ที่มีการน�าเสนอมุมมองภาพแบบ Bird’s-eye view (วีดีโอที่มีการถ่ายจากมุมสูง) กันอยู่บ่อยๆ ซึ่งหากย้อนกลับไปก่อนหน้านั้นอีกสักหน่อย การถ่ายท�าให้ได้มุมภาพลักษณะดังกล่าว นั้น ค่อนข้างมีรายละเอียดมากและยากล�าบากพอสมควร บางครั้งทีมงานถ่ายท�าอาจจะต้องเช่า เครื่องบินเพื่อปฏิบัติภารกิจกันเลยทีเดียว ซึ่งก็แน่นอนว่าย่อมจะมีค่าใช้จ่ายที่สูง อีกทั้ง คุณภาพ ของงานก็อาจไม่ได้ตรงตามเป้าที่คาดหวังไว้อีกด้วย ปัจจุบัน การถ่ายวิดีโอแบบ Bird’s-eye view สามารถท�าได้ ง่ายขึ้นและมีค่าใช้จ่ายน้อยลงกว่าเดิมมาก ทั้งนี้ ก็เพราะได้ มีการน�าเอา Drone หรือ อากาศยานไร้คนขับ มาท�าการติด ตั้งกล้องวิดีโอที่มีความละเอียดในระดับ HD เพิ่มขึ้น ซึ่งก็จะ ช่วยให้ Drone มีความสามารถถ่ายภาพจากมุมสูงได้ จุดเด่น ของ Drone อีกประการหนึ่ง คือ สามารถบินไปยังทิศทางใดๆ ได้ตามที่ต้องการ เพียงผู้ใช้งานท�าการควบคุมระยะไกลผ่าน เครื่องบังคับวิทยุที่มีความถี่คลื่นที่ 2.4 GHz โดยสามารถบิน ได้นานถึง 10 – 30 นาที ขึ้นอยู่กับขนาดความจุของแบตเตอรี่ ที่ใช้ สิ่งส�าคัญ คือ Drone มีความคล่องตัวต่อการใช้งานเป็น อย่างมาก อีกทั้ง ยังง่ายต่อการเริ่มต้นส�าหรับผู้ใช้งานมือใหม่ อีกด้วย ซึ่งก็คือเสน่ห์ของ Drone ที่ท�าให้มีผู้ใช้งานเพิ่มขึ้น อยู่เรื่อยๆ Drone เริ่มต้นในราวปี พ.ศ. 2459 ถูกน�ามาใช้ทางการทหาร โดยเฉพาะในช่วงสงครามโลกครั้งที่ 1 และ 2 จนถึงปัจจุบัน Drone ถูกพัฒนาให้มีสมรรถนะที่สูงขึ้น เพื่อจุดประสงค์ ทางการรบ เช่น ถูกใช้สอดแนมข้าศึกหรือเป็นอากาศยานไร้ คนขับที่มีการติดอาวุธเพื่อต่อสู้แทนทหาร เป็นต้น ส�าหรับใน ประเทศไทยนั้น Drone ไม่ได้อยู่แต่ในวงการภาพยนตร์หรือ วงการโฆษณาเท่านั้น ผู้ใช้งานกลุ่มอื่นๆ ทั้งภาคธุรกิจ ภาค สื่อสารมวลชน ภาคอุตสาหกรรม ภาคเกษตรกรรม หรือแม้แต่ หน่วยงานภาครัฐบางหน่วยงานก็ยังน�า Drone เข้ามาช่วย ปฏิบัติภารกิจส�าคัญกันทั้งสิ้น เช่น การน�า Drone มาผสานกัน กับระบบ GPS เพื่อช่วยในการส�ารวจภูมิประเทศเพื่อท�าพิกัด ในแผนที่ การน�า Drone ที่ติดตั้งกล้องวิดีโอมาช่วยในการถ่าย ภาพทางอากาศ เพื่อน�าเสนอข่าวการจราจรในช่วงวันหยุดยาว หรือการถ่ายท�าสปอตโฆษณาแนะน�าสถานที่ท่องเที่ยวที่มีการ ถ่ายภาพในมุมสูง เป็นต้น โดยในภาคธุรกิจนั้นได้มีการน�าเทคโนโลยี Drone มาใช้ใน เชิงพาณิชย์กันอย่างคึกคักและดูเหมือนจะไปได้สวยเสียด้วย ตัวอย่างเช่น บริษัท SF-Express ในประเทศจีน ได้ทดลอง ใช้ Drone มาเป็นเครื่องมือในการจัดส่งสินค้าให้กับลูกค้าของ ตน ด้วยการตั้งโปรแกรมให้ Drone บินไปส่งสินค้ายังบ้าน ของลูกค้าโดยที่ไม่ต้องให้พนักงานมาคอยเป็นผู้ควบคุม Drone แต่อย่างใด ซึ่งช่วยประหยัดค่าใช้จ่ายในการขนส่งได้เป็นอย่าง มาก อีกตัวอย่างหนึ่งที่น่าสนใจ คือ Crocs Japan Store ร้าน ขายรองเท้าแบรนด์ดังในประเทศญี่ปุ่น ได้ออกไอเดียให้ลูกค้า ที่เข้ามาเลือกซื้อสินค้าในร้านสามารถที่จะสั่งการให้ Drone บินไปหยิบรองเท้าที่ตนต้องการจากชั้นวางรองเท้าได้ทันที โดยที่ไม่ต้องมีพนักงานมาบริการหรือมาคอยควบคุม Drone แต่อย่างใด สร้างความประทับใจให้ลูกค้าเป็นอย่างมาก แม้แต่ บริษัทอีคอมเมิร์ซยักษ์ใหญ่อย่าง Amazon ก็ยังมีแผนที่จะใช้ Amazon Prime Air ซึ่งเป็น Drone ที่ตนพัฒนาขึ้น เพื่อใช้ เป็นเครื่องมือในการขนส่งสินค้าไปให้แก่ลูกค้าของตนในอีกไม่ กี่ปีข้างหน้านี้ด้วยเช่นกัน ส�าหรับราคา Drone ที่มีขายอยู่ในปัจจุบันจะมีราคาตั้งแต่หลัก พันจนถึงหลักแสนบาท ขึ้นอยู่กับความสามารถและสเปคของ อุปกรณ์ เช่น คุณภาพความละเอียดของกล้องที่ติดตั้ง, น�้าหนัก ของตัวเครื่อง, น�้าหนักที่ Drone สามารถบรรทุกได้, ระยะ ท�าการของชุดควบคุม Drone, ความสามารถในการใช้งานร่วม กันกับอุปกรณ์สื่อสารพกพา, ขนาดความจุของแบตเตอรี่ซึ่งจะ ส่งผลโดยตรงต่อระยะเวลาในการบิน, ความเร็วในการชาร์จ ไฟ, ความทนทานของตัวถังเครื่องหรือความสามารถในการ ป้องกันน�้าและความชื้น เป็นต้น 30 THAI HOTELS & TRAVEL | APRIL - MAY 2015

เมื่อไม่นานมานี้มีข่าวคราวเกี่ยวกับการออกกฎระเบียบในการ ใช้งาน Drone ผ่านสื่อมวลชน ได้ระบุหลักใหญ่ใจความไว้ ด้วยกัน 4 ข้อดังนี้ 1. Drone จะต้องท�าการบินในระยะเวลานานไม่เกิน 1 ชั่วโมง 2. ในการบินในพื้นที่ที่เป็นชุมชนหรือสถานที่สาธารณะ ไม่ อนุญาตบุคคลทั่วไปใช้ Drone ที่มีการติดตั้งกล้อง และหาก เป็นการใช้งานโดยหน่วยงานหรือองค์กรก็จะต้องขออนุญาต เสียก่อน (แต่ไม่ทุกครั้ง) 3. ไม่อนุญาตให้ท�าการบินใกล้กับท่าอากาศยาน 4. ห้ามไม่ให้บินสูงเกิน 150 เมตร อย่างไรก็ตาม แม้กฎระเบียบดังกล่าวจะยังไม่ได้มีประกาศ ออกมาอย่างเป็นทางการ แต่เชื่อว่าในอนาคตจะมีการน�ามา บังคับใช้อย่างแน่นอน ซึ่งผู้ประกอบการที่มีแผนจะน�า Drone มาใช้ในกิจการของตนก็ควรมีการวางแผนเตรียมการไว้แต่ เนิ่นๆ ทั้งนี้ เพื่อที่จะให้การด�าเนินกิจการเป็นไปได้อย่าง ราบรื่นนั่นเอง

In the past two years, it made believe that most entrepreneurs might see the commercial spot, documentary or movie often presenting the Bird’s-eye view pictures. In addition, capturing such view point pictures in earlier era was quite difficult as sometimes production team might need to rent the plane to complete the mission which it would definitely cost a lot of money while it might not achieve the work quality as expected.

Currently, video capturing with Bird’s-eye view can easily be done and cost is much lesser. This is because the Drone, an unmanned aerial vehicle is installed with video camera with High Definition resolution which gives capability to capture picture from high angle. The other strength of Drone is the capability to fly in the desired directions through the long range remote control with 2.4 GHz frequency radio transmission which can be operated for some time length between 10 – 30 minutes depending on the capacity of batteries used. More importantly, Drone is easy to operate even with the new beginning user which is considered the charm of Drone and reason to continually increase the number of users.

Drone was invented in 1916 to use in military service particularly during the World War I and II once in a while, Drone has continually been developing to obtain higher capability for the battling purposes such as using as enemy spying, or unmanned and armed aerial vehicle in the battle instead of soldier,

etc. For Thailand, nowadays Drone utilization is not limited in the field of movie and commercial making only, other groups of users as business, mass communication, industry, and agriculture sectors or even some government agencies also use Drone in all important missions i.e. using Drone to combine with GPS system for surveying geography and making tariff in the map, using Drone attached with video camera to take aerial photograph for reporting traffic news during the long holiday or filming commercial spot to introduce tourist attraction in the Bird’s-eye view, etc.

In addition to business sector, Drone is quite popular for commercial purpose. For example SP-Express Co., Ltd. from China has used Drone as the tool for transporting goods to its customers by programing it to deliver goods to the customers’ houses without controlling by human which could save a lot of money in transportation. Another interesting example is Crocs Japan Store; the famous shoe brand in Japan initiating the idea allowing customers to order Drone to pick up a pair of shoes immediately without human control which could make the great impression to its customers. And even the big E-commerce company such as Amazon, they also have a plan to use Amazon Prime Air (its own developed Drone) as the tool to transport goods to its customers in the next few years as well.

The cost of Drone available in market currently starts from a thousand to one hundred thousand digits depending on their versatilities and specifications such as resolution quality of installed video camera, weight of device, loading capacity, operating range of Drone’s control unit, compatible with handheld communicating device, battery capacity which will directly affect the flying time length, battery recharging speed, durability of device chassis or capability of water and moistness resistance, etc.

Recently, the press reported about the stipulation of Drone that indicates the 4 main principles as follows 1. Drone must have flying time range not exceeding 1 hour.

2. Flying in community area or public area is not allowed for commoner to use Drone with video camera installed and in case of using by agency or organization, it requires granting the permission to do so first (case by case consideration).

3. Flying closed to airport is prohibited.

4. Flying over 150 meters is not allowed.

However, even though this regulation hasn’t been officially announced, eventually it will definitely come into enforcement which entrepreneurs who have plan to use Drone in their business should make an early plan for smooth business operation.

นที่ 12 กุมภาพันธ์ 2558 สมาคมสปาไทย ร่วมกับกรม ส่งเสริมการค้าระหว่างประเทศ กระทรวงพาณิชย์ และ บริษทั อิมแพ็ค เอ็กซิบชิ นั่ แมเนจเม้นท์ จ�ากัด จัดงานแถลงข่าว เปิดตัวการจัดงาน World Spa & Well-being Convention 2015 (WSWC 2015) ณ โรงแรม อโนมา กรุงเทพฯ พร้อมเผยยอดต่างชาติ ใช้บริการสปาไทยมีมลู ค่าถึง 31,155.48 ล้านบาท เชือ่ ว่างาน WSWC 2015 ช่วยดันธุรกิจสปาโต 15% ตามทีต่ งั้ เป้าหมายไว้ งาน WSWC 2015 จะจัดขึน้ ระหว่างวันที่ 24 - 26 กันยายน 58 ณ อาคาร 5 - 6 ศูนย์แสดงสินค้าและการประชุม อิมแพ็ค เมืองทองธานี คาดมีผเู้ ข้า ชมงานกว่า 15,000 ราย งาน World Spa & Well-being Convention 2015 หรือ WSWC 2015 เกิดจากความร่วมมือระหว่างสมาคมสปาไทย และ กรมส่งเสริมการค้าระหว่างประเทศ กระทรวงพาณิชย์ เพือ่ ส่งเสริม ผูป้ ระกอบการธุรกิจสปาไทยพร้อมผลักดันให้เกิดการขยายตลาดไป ยังต่างประเทศ ซึง่ ในปัจจุบนั ชือ่ เสียง และมาตรฐานสปาไทยเป็นที่ ยอมรับในระดับสากล และผลิตภัณฑ์ทเี่ กีย่ วกับสปาไทยทีก่ า� ลังเป็นที่ ต้องการในตลาดต่างประเทศเพิม่ มากขึน้ โดยภายในงานแถลงข่าวได้ จัดให้มกี ารเสวนาด้านสปาและสุขภาพจากผูเ้ ชีย่ วชาญทีเ่ ป็นทีร่ จู้ กั ใน อุตสาหกรรมสปาทัง้ ในประเทศไทยและต่างประเทศ ให้เกียรติมา ร่วมกันแบ่งปันมุมมอง ประสบการณ์ และแนวโน้มของอุตสาหกรรม สุขภาพ และสปา ก่อนการเปิดประชาคมเศรษฐกิจอาเซียนปลายปี 2558 นายกรด โรจนเสถียร นายกสมาคมสปาไทย กล่าวถึง วัตถุประสงค์ในการจัดงาน “สมาคมสปามีความมุง่ มัน่ ในการท�างาน เพือ่ สนับสนุนผูป้ ระกอบการในอุตสาหกรรมอย่างมีคณ ุ ภาพ ซึง่ สมาคมฯ ได้จดั งาน World Spa & Well-being Convention 2015 ต่อเนือ่ ง เป็นปีที่ 4 เพือ่ ยืนยันวัตถุประสงค์ในการส่งเสริมผูป้ ระกอบการสปา เพือ่ สุขภาพในประเทศไทยสูส่ ากล เอือ้ โอกาสในการน�าเสนอผลิตภัณฑ์ และเจรจาการค้ากับนักธุรกิจผูส้ นใจจากหลายประเทศ งานเดียว ของอุตสาหกรรมทีค่ ดั สรรผลิตภัณฑ์ และสถานประกอบการสปาเพือ่ สุขภาพทีม่ คี ณ ุ ภาพไว้อย่างครบครัน และงานนีย้ งั เป็นเวทีเจรจาธุรกิจ การสัมมนา เพือ่ การเรียนรูส้ งิ่ ใหม่ๆ ทีเ่ กิดขึน้ อยูต่ ลอดเวลา ซึง่ ในปีนี้ สมาคมฯ ตัง้ เป้าหมายว่าธุรกิจบริการสปา เติบโตเฉลีย่ ร้อยละ 15 เดสติเนชัน่ สปา (Destination Spa) เติบโต ร้อยละ 6 10 เดย์ สปา (Day Spa) โรงแรมและรีสอร์ต สปา (Hotel & Resort Spa) เติบโต ร้อยละ 10 - 20 และผลิตภัณฑ์ เติบโต ร้อยละ 10 - 15 รวมชาวต่างชาติใช้บริการสปาในประเทศไทย มูลค่า 31,155.48 ล้าน บาท การส่งออกผลิตภัณฑ์สปา เติบโต ร้อยละ 12 รวมการส่งออก บริการบริหารจัดการผลิตภัณฑ์สปาและอืน่ ๆ มูลค่า 2,240 ล้านบาท โดยสมาคมฯ มีความมัน่ ใจเป็นอย่างยิง่ ว่างาน World Spa & Well-being Convention 2015 ซึง่ จะจัดขึน้ ในวันที่ 24 – 26 กันยายน 2558 ณ อาคาร 5 - 6 ศูนย์แสดงสินค้าและการประชุม อิมแพ็ค เมืองทองธานี จะเป็นส่วนหนึง่ ในการผลักดันให้ธรุ กิจบริการ สปาเติบโต และบรรลุเป้าหมายทีต่ งั้ ไว้ โดยหวังว่าผูป้ ระกอบการใน ภาคอุตสาหกรรมสปาเพือ่ สุขภาพ และธุรกิจทีเ่ กีย่ วข้องจะได้รบั การ สนับสนุน และประสบความส�าเร็จจากการจัดงานในครัง้ นี้ อีกทัง้ ช่วย ผลักดันให้สปาไทยสูเ่ วทีโลกอย่างสมภาคภูม”ิ

นางสาวจตุพร วัฒนสุวรรณ ผูอ้ า� นวยการส�านักธุรกิจบริการ กรมส่งเสริมการค้าระหว่างประเทศ กระทรวงพาณิชย์ กล่าวถึงการ สนับสนุนของกรมฯ ต่อภาคอุตสาหกรรมสปาไทย เพือ่ เตรียมความ พร้อมต่อการเข้าสูก่ ารเป็นประชาคมเศรษฐกิจอาเซียน “ผลิตภัณฑ์ สปาในประเทศไทยมีมลู ค่าตลาดถึง 32,443.84 ล้านบาท ในปี 2557 การด�าเนินกิจกรรมด้านการค้าและบริการในอาเซียน อัตราการเติบโต ของอุตสาหกรรมดังกล่าวนี้ มีอตั ราเพิม่ สูงขึน้ ทุกปี ท�าให้สปาเป็นธุรกิจ ทีด่ งึ ดูดนักลงทุน และกลายเป็นส่วนส�าคัญในอุตสาหกรรมท่องเทีย่ ว ในปัจจุบนั ดังนัน้ เพือ่ ให้การเข้าสูป่ ระชาคมเศรษฐกิจอาเซียนเป็นไป ด้วยความพร้อม และเป็นไปในทิศทางเดียวกัน ทางกระทรวงพาณิชย์ โดยกรมส่งเสริมการค้าจึงได้สนับสนุนจัดงาน World Spa & Wellbeing Convention 2015 ร่วมกับสมาคมสปาไทยอีกครัง้ เพือ่ ยก ระดับคุณภาพ และมาตรฐานอุตสาหกรรมสปาและสุขภาพ ส่งเสริม นวัตกรรมด้านการบริการ การพัฒนาสินค้า ตลอดจนเทคโนโลยีใหม่ๆ และส่งเสริมภาพลักษณ์ของประเทศไทยสูก่ ารเป็นฮับของธุรกิจสปา และสุขภาพของเอเซียและนานาชาติ นอกจากนี้ กระทรวงพาณิชย์ ได้คดั เลือกให้สนิ ค้าและบริการกลุม่ Wellness ซึง่ รวมถึงธุรกิจสุขภาพ สปาเป็น Product Champion โดยจะมีการจัดกิจกรรมอย่างต่อเนือ่ งในปีนแี้ ล้วจะไปบรรจบกับงาน World Spa & Well being Convention 2015 ในวันที่ 24 - 26 กันยายน นี้ ณ ศูนย์แสดงสินค้าและการประชุม อิมแพ็ค เมืองทอง ธานี ทัง้ นี้ เพือ่ กระตุน้ เตือนให้เกิดการเตรียมพร้อมส�าหรับผูท้ สี่ นใจ และผูป้ ระกอบการธุรกิจสปาในการสร้างเครือข่ายทางธุรกิจระหว่าง กัน ซึง่ จะเป็นการสร้างมาตรฐานใหม่ให้กบั อุตสาหกรรมสปาและ สุขภาพ เพือ่ ส่งเสริมความแข็งแกร่งให้กบั อุตสาหกรรมนีใ้ นอนาคตต่อ ไป ขอให้ตดิ ตามดูวา่ จะมีอะไรใหม่ๆ เกีย่ วกับ Wellness ในงานด้วย”
