The bill:
Creates Part XIII of ch. 599, F.S., entitled “Florida Commercial Financing Disclosure Law;”
·Provides definitions for and establishes the scope of Part XIII;
·Requires certain disclosures by commercial financing transaction providers;
·Prohibits brokers from engaging in certain activities; and

·Grants the Attorney General exclusive authority to enforce Part XIII.
The bill will have an indeterminate impact on state expenditures and may have an indeterminate, but likely insignificant, impact on the private sector. (Related: SB 1624)
Consumer Protection, HB 1185
Authorizes mortgage lenders to transact business from branch offices & remote locations; provides requirement for operating remote locations; provides requirements for organizers of crowd-funding campaigns relating to disasters & crowd-funding platforms; prohibits money services business from cashing corporate checks for payee in excess of workers' compensation policy coverage amounts. (Related: SB 1398)
Immigration SB 1718 - Private employers with 25 or more employees will use the E-Verify system for new employees (the bill retains the current law requirements for public employers and contractors and subcontractors thereof to use the E-Verify system). Companion bill: HB 1617
Department of Business and Professional Regulation, HB 869 Revises requirements for mold assessment and remediation & asbestos consultant's licenses; requires licensees & licensed agents to provide Division of Hotels & Restaurants with e-mail addresses at which they can be contacted; authorizes division to send notices & inspection reports by e-mail; revises guest register maintenance requirements for transient establishment operators; removes limitation on types of boxing exhibitions which require maximum difference in participant weights; authorizes Florida Building Commission to delay effective date of energy provisions of Florida Building Code; authorizes package stores to sell nicotine products; revises disclosure requirements for multisite timeshare plan public offering statements. Licensing Fee Relief, HB 1091 Waives portion of initial license application fee & renewal fees for certain licenses; provides maximum waiver; provides expiration. For each professional licensed, DBPR charges an initial license fee and license renewal fee set by statute and the applicable board, or by DBPR if there is no board for the profession. DBPR also imposes a $5 unlicensed activity fee on each occupational license, in order to fund efforts to combat unlicensed activity. Certain professions also require background checks, which requires a separate fee to an outside contractor.
The bill requires DBPR to waive, for the 2023-2024 and 2024-2025 fiscal years:
·50 percent of the initial licensing fee for an applicant applying for an initial license, with such waiver limited to a maximum of $200 per year per license.
·50 percent of a licensee's license renewal fee, with such waiver limited to a maximum of $200 per year per license. (Related: SB 7046)
Taxation, HB 7063 Revises provisions related to taxation including tourist tax reimbursement, homestead exemptions, exemptions for religious & educational property, refunds of certain property taxes, discretionary sales surtaxes, taxes on certain loans, surtaxes found to be unconstitutional, exemptions from sales & use taxes, tax on rental & license fees, tax credits for certain systems & equipment & Strong Families tax credits. (Related: SB 7062)
