The President Greater Newport Chamber of Commerce
5th May 2022 Dear Honorable President, I am writing to you on behalf of UkraineInvest, the Ukrainian Government Investment Promotion Office, with a mandate from the Office of the Prime Minister of Ukraine to attract and support foreign direct investment and to help promote Ukrainian business interests and economic growth on the global stage. Our work is all the more vital at this critical time. Both for Ukraine and the world. The illegal and violent war being waged on our country has been devastating to the Ukrainian economy, and we are acutely aware of the follow-on consequences, regionally and globally, for international supply chains, manufacturing inputs, and, ultimately, food security, both at home and abroad, among countless other concerns. Since the beginning of the war, various governmental bodies and ministries within Ukraine, including UkraineInvest, have been working with the International Trade Council on a series of virtual events to help raise the profile of the important economic issues surrounding the war, and to bring together the international community in support of both Ukraine and all allied global partners across the private and public sectors, with an aim to find new, cooperative solutions to the new needs emerging as a result of this crisis. We are now in preparations for the first of a series of in-person events to carry this initiative forward, with an eye toward seeking investors and partners to rebuild our nation and our capacities for even closer international cooperation following our victory against the aggressor. The first event will be held in Istanbul, Turkey on July 14-15, 2022, and will bring together multiple Heads of State, minister-level decision-makers from across Europe, the United States, and Asia, Fortune 500 CEOs, large and medium-sized investors, and other stakeholders from around the world for an intensive 2-day Global Economic Impact Forum on Ukraine. Additional events in this series are being planned to take place in London, New York, and elsewhere throughout the second half of 2022. I am writing to request your support of these important events, via the International Trade Council (ITC), as our main partner and facilitator of this important series of global forums. The ITC is a peak-body, nongovernmental organization, which has, since Day 1, been working to support Ukrainian and international economic continuity in the face of this unprecedented assault on democracy in the 21st century. Specifically, UkraineInvest requests your assistance and cooperation in working with the ITC to help promote this event amongst your membership base. Such promotion would include working with the ITC to help determine who, amongst your constituent members, should be selected to receive complimentary VIP tickets to this unprecedented, in-person global forum.

U.S. SMALL BUSINESS ADMINISTRATION
Private Non Profit Organizations SBA and FEMA Disaster Assistance The Disaster Mitigation Act of 2000 (Public Law 106-390), enacted on October 30, 2000, mandated certain changes in the way Federal financial assistance is delivered to Private Non Profit (PNP) organizations that provide services of a governmental nature. Prior to enactment of the Disaster Mitigation Act of 2000, under a disaster declaration for “Public Assistance” all PNPs that provide services of a governmental nature applied directly to Federal Emergency Management Agency (FEMA) for grant assistance. SBA’s disaster loan program was not activated as a result of such declarations. Now when the President declares a major disaster that includes, or is limited to, public assistance, a private non profit facility which provides non-critical services of a governmental nature must first apply for disaster assistance from SBA, and exhaust SBA loan assistance, or be declined by SBA before it can seek grant assistance for permanent repairs and/or replacements from the FEMA. (Except that expenses related to debris removal or emergency measures taken to protect their facilities or employees may be reimbursed from FEMA without regard to the availability of an SBA disaster loan.)
PNPs which provide services of a governmental nature and are deemed critical may apply directly to FEMA for uninsured disaster-related expenses and/or disaster-related damages to the facility.
FEMA defines critical services as: Fire and emergency services Water supply & some irrigation Sewer & wastewater treatment
Electric power Telephone communications Direct medical care
FEMA defines non-critical services as: Museums Zoos Libraries Community centers Homeless shelters Shelter workshops Senior Citizen Centers
Educational facilities Custodial care facilities Alcohol & Drug rehabilitation Battered Spouse Programs Low-income housing Food programs for the needy Daycare centers for special needs
For additional information you should contact SBA at (1-800- 659-2955) or FEMA at 1-800-621-FEMA.
FREQUENTLY ASKED QUESTIONS What is a Public Assistance disaster declaration? A Public Assistance (PA) disaster declaration is a designation made by FEMA upon a request from the governor. It covers among other things disaster damage to the public infrastructure (roads and bridges), and in some cases reimburses municipalities for overtime expenses related to disaster cleanup. Private Non Profit organizations that provide essential services of a governmental nature are also eligible for assistance. Such PNPs that provide non-critical services must first apply to SBA before it can apply to FEMA for grant assistance. What kind of assistance is available to a PNP from SBA under a PA disaster declaration? Under SBA’s Physical Disaster Business Loan program, low-interest long term loans to businesses of all sizes, small agricultural cooperatives and most private, non-profit organizations of all sizes to repair or replace disaster-damaged property owned by the business, including real estate, inventories, supplies, machinery and equipment. Businesses of any size are eligible. Under SBA’s Economic Injury Disaster Loan program (EIDLS) are working capital loans to help small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and most private, non-profit organizations of all sizes meet their ordinary and necessary financial obligations that cannot be met as a direct result of the disaster. These loans are intended to assist through the disaster recovery period. EIDL assistance is available only to entities and their owners who cannot provide for their own recovery from nongovernment sources, as determined by the U.S. Small Business Administration (SBA). What if the PNP provides both critical and non-critical services? PNPs which operate both critical and non-critical facilities (that provide essential services of a governmental nature) will have to make separate applications to SBA and FEMA. What if SBA determines that the PNP non-critical facility is not eligible for a disaster loan, or the PNP has obtained the maximum amount for which the SBA determines the facility is eligible? The PNP may then apply to FEMA for grant assistance for permanent repairs for its unmet disaster-related needs. Such PNPs may apply directly to FEMA for emergency repairs. Which agency (SBA or FEMA) has the final say on whether the PNP is considered a critical or non-critical facility? FEMA Are PNPs in contiguous counties also eligible to apply to SBA for assistance? No, in a PA only declaration, PNPs in contiguous counties are not eligible to apply.

Entang Wiharso: Meta Landscape at the Jamestown Arts Center
Entang Wiharso, American Gothic with Broken Pitchfork, 2022, Acrylic, glitter, polyurethan on canvas, 108 x 79 in.
Jamestown, R.I. May 3, 2022—Entang Wiharso looks at events through the prism of his own experience and is both narrator and participant, blurring the line between observed truth and imagination. The Jamestown Art Center is pleased to announce Meta Landscape, a solo exhibition by Wiharso opening May 14, 2022.
Wiharso’s artwork evokes the dynamic, mutable experience of living in America, surrounded by landscapes which are witness to history. These ‘memory scapes’ are riddled with enigmatic fragments of the past and current events, from vestiges of the Civil War to climate change and racial conflict, suggesting the interconnectedness of civilizations, the land, and history.
PACE-RI OFFERING RI SENIORS A DAY OUT AT THE BALLPARK Free Admission to the Newport Gulls for RI Residents 55+ on July 6 at 4:05 p.m. With the summer baseball season in full swing, a local non-profit organization is looking to make certain that seniors in Rhode Island can afford to see a live game this summer by offering free tickets to a Newport Gulls game on July 6. “The past two years have been a challenge for seniors living on fixed incomes because of COVID and now inflation,” said CEO Joan Kwiatkowski. “Through a partnership with the Newport Gulls, we’re offering free admission to Rhode Island residents who are 55+ on July 6. “What better way to celebrate summer than with America’s favorite pastime, a little sunshine and some good competition, right here in Newport?” The Newport Gulls are a wooden-bat collegiate summer baseball team that provides elite college athletes the opportunity to play at a high level of competition. They will face the Upper Valley Nighthawks from Hartford, Vermont on July 6. Both teams are members of the New England Collegiate Baseball League. “The Newport Gulls are excited to partner with PACE,” said Michael Falcone, director of baseball operations. “We are grateful for the continued support of seniors in our community and the role that this non-profit keeps them healthy, vital, and at home, living in our community.” Any seniors planning to attend the afternoon game, scheduled for 4:05 p.m., on July 6 should bring a valid Rhode Island ID to obtain free admission to Cardines Field, located at 20 America’s Cup Avenue in Newport. Rhode Island residents who can verify that that they are 55 years of age or older will receive a complimentary ticket, courtesy of PACE-RI, an organization that has a mission to keep Rhode Island seniors live healthy, happy lives “safe at home.”
The Newport Gulls is a non-profit organization, founded in 2001. Twentyseven alumni of the team have advanced to play in major league baseball. The 2022 Gulls roster features collegiate players from UCLA, Michigan State, Louisville, and many more NCAA Division 1 teams. Returning hometown heroes include infielder Spenser Smith of Wellesley (Northeastern) and pitcher Liam Levangie of Bridgewater (Bryant University) who played for Newport in 2021. Founded in 2005, PACE-RI provides both insurance and medical care, as well as a range of health and social services that include adult day care, transportation, and meals. Taking a comprehensive approach to well-being, PACE-RI is able to keep its medically complex participants out of nursing homes an average of four additional years as compared to their counterparts living in the community. LEGENDARY PULITZER PRIZE-WINNING JOURNALIST BOB WOODWARD TO SPEAK AT THE REDWOOD Tuesday, April 26th, 2022 … The Redwood Library & Athenæum announced today that Bob Woodward, legendary prize-winning journalist/author and Associate Editor of The Washington Post will deliver the John J. Slocum, Jr. Memorial Lecture this July. The first purpose-built library in America is celebrating its 275th Anniversary this year and the renowned journalist/author’s visit is a highlight of the celebration. Details follow: Wednesday, July 13, 2022 6 pm Redwood Library & Athenæum grounds Tickets: $50 per person In making the announcement, Redwood Executive Director, Benedict Leca said, “As the Redwood marks its 275th anniversary we are pleased to welcome Bob Woodward, who has chronicled modern American history through his best-selling books on the past nine U.S. Presidents. We look forward to an informative talk as he shares his insights.” The event is open to the public. To purchase tickets visit redwoodlibrary.org/events. Bob Woodward is an associate editor of The Washington Post, where he has worked since 1971. He has shared in two Pulitzer Prizes, first for the coverage of the Watergate scandal with Carl Bernstein, and second as the lead reporter for coverage of the 9/11 terrorist attacks. Woodward has written #1 bestselling books on the last nine presidents—Nixon, Ford, Carter, Reagan, George H.W. Bush, Clinton, George W. Bush, Obama and Trump—as well as the CIA, the Joint Chiefs, Hollywood and the Supreme Court. He has authored or coauthored 21 books, all of which have been national non-fiction bestsellers. Fifteen have been #1 national bestsellers, including his most recent book, Rage, which was Woodward’s second book on the Trump administration. Newsweek magazine has excerpted six of Woodward’s books in headline-making cover stories. 60 Minutes has done pieces on eight of his books; three of his books have been made into movies. Robert Gates, former director of the CIA and Secretary of Defense, said of Woodward, “He has an extraordinary ability to get otherwise responsible adults to spill [their] guts to him...his ability to get people to talk about stuff they shouldn’t be talking about is just extraordinary and may be unique.” Bob Schieffer of CBS News has said, “Woodward has established himself as the best reporter of our time. He may be the
best reporter of all time.” In listing the all-time 100 best non-fiction books, TIME Magazine has called All the President’s Men, by Bernstein and Woodward, “Perhaps the most influential piece of journalism in history.” Woodward was born in Illinois and graduated from Yale University in 1965. He served five years as a communications officer in the U.S. Navy before beginning his journalism career at the Montgomery County (Maryland) Sentinel, where he was a reporter for one year before joining the Post. XXX The Redwood Library & Athenæum is America’s first purpose-built library (1747), and the oldest continuously operating in its original location. Housed in the earliest public Neoclassic building in the U.S., and containing Rhode Island’s first art gallery (1875), it has functioned for nearly three-hundred years as Newport’s intellectual core, a humanities center and civic learning hub styled after ideals of ancient Athenian culture and philosophy. As an athenaeum—an interdisciplinary ‘think space’ comprising a library, museum, and research center— the Redwood is home to 200,000 volumes, with particular strengths in early American history and material culture, early modern architecture, decorative arts and garden design, eighteenth-century European illustrated books, and the history of Newport and Rhode Island. The museum holds an important collection of portrait paintings and artifacts, and features two gallery spaces for rotating exhibitions. With these resources the Redwood provides a range of cultural experiences and services: lectures, concerts, and exhibitions, in addition to a lending library and the facilities for the scholarly study of its historic holdings. Created as a community endeavor by its namesake and forty-six original proprietors—what has been described as the single “greatest act of philanthropy in colonial America”—the Redwood Library was established to “propagate virtue, knowledge and useful learning with nothing in view but the good of mankind.” Its premise is that an educated citizenry undergirds civil society and a strong republic. Today, nearly three centuries after its inception as a premier institution of the American Enlightenment, and with an acknowledgement of its founding on the profits of the slave economy of the eighteenth-century sugar trade, it is explicitly committed to the public humanities, defined here as the use of history and culture to address diverse communities so as to create a more enlightened and equitable world.
