What direction is the real estate market headed?
The housing market went through explosive growth after a short slowdown at the beginning of the pandemic. The number of houses sold nationally, which was around 5.5 million per year, exploded to 6.6 million by early 2021, more than a million units above its pre-pandemic level. Prices rose rapidly from $316,000 to $381,000, a 21% increase. National and local sales volumes, after an initial post-COVID spike, have been dropping like a rock, thanks to the rising interest rates due to the FED's tight monetary policy. Prices, on the other hand, have not shown much inclination toward dropping. By last summer, the sales price of an existing home rose rapidly after the pandemic, reaching 17% annual rise early on. Surprisingly, after initially dropping slightly, the sales price of existing homes rose again even after the FED increased its rates. However, this time, it appears the prices are leveling off without upward momentum. Rising prices make housing
less affordable. So do increases in interest rates. Since most people buy their homes using mortgage loans, higher mortgage rates impact buyers similarly to higher prices as both increase monthly payments. For example, the monthly payment on a $100,000 30-year mortgage was $427 in December 2021, which rose to $653 by last December, a 53% increase. On top of that, between the two dates, the price of an average house sold in the Valley rose by 15%, making monthly payments on an average house 76% higher. These higher costs have reduced demand. The housing supply has been exceptionally low, particularly in the Valley. New building permits, which ran above 400 per month in the early 2000s, crashed to less than 50 by 2016. They eventually recovered in 2022, rising to 187 per month. Last year, this number moderated to an average of 147 per month, still 4 times its pre-pandemic level. Based on historical data, these numbers show a high probability
for the housing supply to rise this year. Sales volume, nationally and locally, have dropped by more than a third in the last 2 years, while prices rose. However, as measured by sales volume, the housing boom is clearly well behind us. The last time sales volume dropped that dramatically was before the Great Recession. Then also, prices didn't initially drop; however, when they did, they crashed by 25% nationally and 20% in the Valley. Should this scenario repeat itself, prices may fall further this time due to higher interest rates. One of the
leading indicators we use for forecasting the housing market's future is deed registrations, which predict further slowdown in the housing market. In addition, the 30-year Mortgage rate, now at 6.8%, will further slow the demand for housing, and the increasing building activities in the Valley will raise the supply, favoring lower rather than higher prices. Although housing prices have not dropped, markets always adjust, the later the adjustment, the sharper the correction.

Federal and state regulators are making progress with local water systems toward the goal of zero lead in drinking water. In the U.S., lead’s ability to leach into water via piping and plumbing and its harmful health effects were brought into focus by the unfortunate Flint Michigan Water Crisis a decade ago. We’ve learned from Flint and are making positive steps, via the U.S. Environmental Protection Agency’s (EPA’s) Lead and Copper Revised Rule (LCRR). Here’s a brief update on what’s happening: Per the LCRR, water systems must submit a service line inventory, identifying service line materials as lead, non-lead, galvanized requiring replacement (GRR), or lead status unknown by October 16, 2024. Since each public water system is different, there is no easy answer to the amount of time that will be required. However, it is a good idea to start now to identify information gaps and begin investigation and verification methods to best deal with each unclassified service line. For purposes of the service line inventory, it is the entire pipe system that connects the water main to the building inlet. It may all be owned by the water system, the property owner, or both. You can prove a service line
is non-lead in many ways, with excavating as a last resort. The PA Department of Environmental Protection (PA DEP) expects many water systems will have line material identified as unknown. Unknown service lines are treated like lead lines until proven otherwise, so systems must create a Lead Service Line Replacement Plan, implement risk mitigation measures after the disturbance of an unknown service line, and provide public notification to those customers served by an unknown service line. An initial service line inventory can still be considered acceptable with materials noted as “unknowns” as long as all the service lines have been identified. Updates to service line inventories will be required on an annual basis. In Pennsylvania, the enforcing agency is the EPA who is handling the enforcement related to the LCRR. It should be noted that failure to complete a service line inventory by the compliance date is considered a Tier 2 health-based violation. You can help by cooperating with your local water provider, by promptly answering any surveys about your water connection and/ or allowing important property inspections to occur.

The Public Policy team visited Good Shepherd Rehabilitation's Hospital in Center Valley to take a tour with Carry Gerber and Mike Walbert in February. We started the tour with Amanda Clark Director of Good Shepherd Creates and toured the Empower+ center on the hospital grounds. Empower+ is open to the community and is intended to bridge the gap between technology and application. They have technology on site that patients and the public can learn and get hands on experience with. Empower+ has 3D printers on site that allow then to create solutions for patients in real time! The integration of technology was present throughout the facility, and it was evident that years of planning and feedback from staff and patients were implemented in the final plans. As we moved upstairs, we learned about the incredible robotics integration in patient care, something GSRH has been doing for several decades and is a leader in the field.

The Hellertown Historical Society operates and maintains the historic 18th-century Heller-Wagner Grist Mill complex along scenic Saucon Creek in Hellertown, Northampton County. Their purpose is to acquire, preserve, and archive historic artifacts that relate to the rich history of the Borough of Hellertown, and incorporate many of these artifacts into public programs including student field trips, public tours, permanent exhibits, and annual events. One of these annual events is a mid-December Holiday Open House, which includes a visit from Santa Claus.
The Heller-Wagner Grist Mill, Wash House, Miller’s House and Tavern Room attract many visitors who tour the buildings, walk along a nearby recreational path, and even fish in the pond. The Hellertown Historical Society provides an accurate, period-style appearance in its buildings and activ-
ities. The recent addition of décor that matches the early architectural style of these buildings was supported through main street beautification grant funding in 2023. Decorations are high quality and resistant to harsh weather conditions that sometimes occur. Likewise, the addition of lighting for holiday huts in historic Bethlehem near the Smithy was also a welcomed addition for visitors, residents and passers-by. You can see from the photos what a difference this outdoor lighting creates, festive feeling it provides, along with utilitarian benefit of safety and walkability to local shops and restaurants. As we are gearing up for spring, we are excited to announce that the Chamber Foundation will once again be able to provide support for 2024 beautification efforts. In 2023 we awarded $4,500 in Community Grants to local non-profits, increasing from two to three recipients, and getting ready to start our application process for 2024. Our annual signature event, Paws at the Park, will be at Grange Park in Upper Macungie
Twp. again this year on Sunday, May 5th, from Noon – 3 pm. This will be our 4th year hosting this event and the proceeds have supported The Sanctuary at Haafsville and S.O.A.R. (Starting Over Animal Rescue), both local animal shelters that are safe havens for our furry friends. In the beginning of March, we held our Legislative Luncheon, an annual event that provides priorities from our state officials and gave an opportunity for the business community to share their concerns.
Coming up we are excited for our Youth Appreciation Lunch which honors local high school students who have pushed through adversity to make it to graduation. Another annual event, truly one of our most heartfelt which you won’t want to miss, is being held on Friday, April 19th at Northampton Community College - Pocono. As we head into
spring and GOLF season, we are excited to announce this year’s Golf Outing will be held on June 11th at Skytop Lodge. Each year I learn a little more about golfing, and if I’m on hole 9 - you can totally win!

Street Medicine’ Helps Those Who Fall Through Healthcare’s Cracks
Yomari Salvador-Rivera and Christine Nepple know where the cracks are in the healthcare system in Berks County, Pennsylvania, and their job, in fact their passion, is working with the people who fall through those cracks. They, along with core doctors and volunteers, are part of the Reading Hospital Street Medicine team, whose mission is to bring basic medical services to those experiencing, or at risk of experiencing homelessness. Capital Blue Cross, through financial support, is helping them bridge that healthcare gap. The program, which started in 2016, recorded 1,778 patient visits and 2,826 patient encounters counting telehealth visits at one of the program’s six partner sites. “The work of these incredibly dedicated medical professionals is truly inspiring,” said Susan Hubley, Vice President of Corporate Social Responsibility at Capital Blue Cross. “They provide vital medical care with compassion to the most vulnerable members of our community.” The street medicine team provides primary care services like physical exams, wound care, immunizations, screenings, medication management, and patient education. Collaborating with local nonprofit partners, they host health clinics that address a range of issues from addiction, diabetes, and foot care to mental health and vision problems. Backpacks filled with basic medical necessities, the street medicine team visits various remote locations to meet with patients who are often living in tents, cars, under bridges, and in other mostly unsheltered areas. “Gaining trust of people who are already facing a stigma within healthcare is a challenge,” said Nepple, a certified registered nurse practitioner (CRNP) with 20-years of experience, and the team’s clinical director. “We have to make contact with people multiple times. We start with just ‘hello’ and often a bag with food and a few supplies and a pamphlet.” There are an estimated 650,000 people experiencing homelessness in America, according to the latest Department of Housing and Urban Development’s
2023 point-in-time count. That is a 12% increase from 2022. The Reading Hospital Street Medicine team is part of a growing global phenomenon of street medicine programs that has spread to more than 140 cities in 27 countries across six continents, according to the Pittsburgh-based Street Medicine Institute. By providing medical care in the community, these programs save lives and reduce costly over-reliance on hospital emergency rooms for basic care. “There are a lot of people living paycheck to paycheck,” Nepple said, adding that many are a medical or car repair bill away from losing their home, their job, or worse. “People would be surprised to learn how close to homelessness a lot of people are,” Nepple said.” Such was the case with a 70-ish man and his 30-something son in Reading, according to Salvador-Rivera, the team’s program supervisor. Not long after the man’s wife died, the father and son lost their home and the car they were forced to live in broke down, she said. The two relied mainly on nonprofit safety net programs for some of life’s necessities, but access to healthcare was difficult. Those experiencing homelessness are at significantly greater risk of dying from preventable and treatable conditions, according to the U.S. Interagency Council on Homelessness. More than bandages and medicine, the Reading Hospital Street Medicine team brings hope to those who often need it most. With the team’s help, the father and son were able to access resources, food, and clothing, and now live independently in an apartment in Reading. Unable to work, they survive on the father’s retirement income. “They started to regain their confidence and happiness,” Salvador-Rivera said. “They are a success story that inspires us every day.” To learn more about the program or how to donate, visit the Reading Hospital Foundation | Tower Health website.

The motorcoach industry has spent the last four years rebuilding business after the industry effects of the pandemic. Now, Trans-Bridge Lines, the premier motorcoach company of the Lehigh Valley, and their industry colleagues have been dealt another blow. Buses will not be exempt from the planned congestion toll to enter New York City’s midtown. Trans-Bridge Lines will be required to pay an extra $24 for its commuter buses and $36 for its charter buses. “We simply don’t understand this decision”, says Trans-Bridge Lines President, Tom JeBran, “It doesn’t make sense and punishes bus operators who are part of the solution to the congestion problem. The point of the congestion pricing law is that cars will be deterred from entering midtown, which will reduce traffic and pollutants in the air. Buses offer a solution. Not only do modern coaches have technological advances in comfort and safety, they also have clean diesel engines which are non-polluting.”

One year into their innovative partnership to make mental health assessments more available to families in need, KidsPeace and Lehigh County are calling the effort an outstanding success in improving access to mental healthcare services. In February 2023 the two entities announced that the county would provide financial support for KidsPeace’s offering of free walk-in mental health assessments at its Lehigh County clinics on Green Street in Allentown and its Broadway Campus in Fountain Hill. Families facing a mental health challenge or crisis can have a child or adult assessed by a clinical professional free of charge and without an appointment, and receive a safety screening, risk assessment and a safety plan, as well as recommendations on further care.
Northampton Community College’s (NCC) six-week Dental Assisting Program is a great opportunity for those exploring a new career opportunity. The program teaches participants the skills required to become a valuable member of a dental health team and apply both their interpersonal and technical abilities. Program instruction includes preparation of instruments, materials and equipment; assessment and education of clients; and preparing patients for their appointments. Students will also participate in a clinical externship arranged by the college to gain valuable hands-on experience prior to entering the workforce.

Lehigh Valley Health Network (LVHN) officials today cut the ribbon on LVHN’s first neighborhood hospital – Lehigh Valley Hospital (LVH)–Macungie. The new hospital will begin serving patients soon, following the green light from state Department of Health officials after final inspections. LVH–Macungie will provide more accessible health care in the region, complete with an around-the-clock emergency room. The opening completes the new Macungie medical campus where Health Center at Macungie opened in December 2023. The site is located at 3369 State Route 100, Macungie, the location of a former Weis Markets supermarket.
The Bach Choir of Bethlehem proudly announces the release of the live CD recording from the world premiere performance of Mendelssohn’s rendition of Bach’s St. Matthew Passion, held on November 4th, 2023. This recording will be available for purchase on March 22nd. The live CD recording adds another milestone to the list of important “firsts” in the history of America’s first Bach Choir and is also a significant “first” in the world of classical music.
The Career Development Center at Lehigh Carbon Community College will host the Spring 2024 Job Fair at the main campus in Schnecksville and is currently recruiting employers to participate and discuss employment opportunities with attendees.
