This report for the first year of the 2023-2024 legislative session focuses on Califomia legislators’ votes on California Chamber of Commerce priority bills. This is the 49th vote record the CalChamber has compiled in response to numerous requests by member firms and local Chambers of Commerce that would like a gauge by which to measure the performance of their legislators.

Partial Picture No vote record can tell the entire story of a legislator’s attitude and actions on issues of importance to business. To fully evaluate your legislative representative, consult the legislative journals and examine your legislator’s votes in committee and on floor issues.

50 SIMPLE QUESTIONS TO ASK YOURSELF FOR THE NEW YEAR REFLECTING BACKWARD TO REFINE FORWARD

These questions, focused on branding and business growth, can help brands capitalize on past events and help you plan for the year ahead.

We naturally begin to review things as our focus shifts to the new year (or a new fiscal year in any season). Assessing, lamenting, dreaming, dreading… Maybe it's a big initiative that someone in your leadership is spearheading, or maybe it's something entirely your responsibility to steer.

Regardless, I wanted to create a set of comprehensive prompts, written in plain language, that hopefully stir up some fruitful reflection, as well as a way to summarize and prioritize them into goals at the end. I've collected the prompts into categories to keep us focused.

The goal isn't to have a thoughtful response to every prompt but to pay attention to which prompts resonate most with you — and why. Every stone you turn over won't uncover a gem, but one of them will, and that's all that matters.

Brand identity 1. As our brand leaders, what do we value most in the world?

2. How would the world be different if our brand grew to become a household name?

3. If our brand were a person, how would we describe its personality?

4. How would an outsider describe what makes us unique?

5. Does our brand reflect the needs and aspirations of our target audience?

Competitive brandscape 6. Which of our competitors do we want to become more like? (Think of these as a "north star.")

7. Which of our competitors do we want to become less like? (We call this a "south star.")

8. Has our market position changed over the past year? How so?

9. What aspects of our company truly differentiate us from our competitors? List everything that comes to mind.

10. Are there any emerging trends in our industry that we should consider embracing in the year ahead?

Last year's brand performance 11. What achievements are we most proud of in the past year?

12. Which strategies or initiatives were most successful?

13. What were some of our most frustrating setbacks or obstacles?

14. How have our customers' perceptions of our brand changed?

17. What does our customer want? And what do they want more than that? (Keep asking that second question until you run out of responses.)

29. Do we have a content calendar or rhythm to posting on socials?

30. How can we be more consistent on these platforms?

Product and service evaluation 31. How would you rate our product/service's ability to meet customer expectations?

32. In the last year, what feedback have we received about our offerings?

33. How can we enhance our product/service quality?

34. Is there anything we can wrap-around our product/service to delight our customers?

35. Are there opportunities to flex from predominantly service into a product, or vice versa?

Internal culture 36. Does our internal culture reflect the diversity of our customer base?

37. How aligned is our team around our brand values?

38. Does our team feel engaged and motivated, or perhaps lacking in certain areas?

39. What professional development opportunities can we provide in the next year?

40. How can we actively improve our recruitment and retention?

Financial health 41. What is the current financial health of our brand?

42. Are we charging enough (or too much) for our product/service?

43. Are there any creative ways to reallocate our budget to improve our operations next year?

44. Which new revenue streams could we explore?

45. What are our financial goals for the upcoming year?

Innovation 46. What new cultural trends should we prepare for? (Think AI, Web3, etc.)

47. How can we promote a culture of innovation within our company?

48. Are there any strategic partnerships that could benefit our brand?

49. How will we measure success in the coming year? Should we schedule quarterly reviews of these questions?

And lastly — read through all of your responses to the previous 49 prompts and: 50. Dream up a list of five goals for the next year. Get specific.

Take the guardrails off your mind momentarily and allow yourself to dream big. We often overestimate what we can get done in a week but underestimate what can happen in a year. Dream dreams that your future self might thank you for. Be specific. Use measurable language.

MAYORS’ MESSAGES MAYOR GABRIEL REYES - ADELANTO As 2023 drew to a close, I looked back on the year and felt such gratitude for the City of Adelanto’s achievements and progress. Notably, our City’s sense of culture has experienced a resurgence, evident in the vibrant community events and ceremonies we’ve seen lately.

This unity and pride stemming from our culture continue to inspire me, and I’m wholeheartedly dedicated to preserving it for future generations. Together, we will create a vibrant cultural community that enriches our lives.

Our Christmas Tree Lighting Ceremony and Christmas Parade last month were shining examples of the unity in our community. Both events were incredibly well attended, more so than ever before! We were able to come together and celebrate the season of peace and joy.

In November, the first Catalytic Converter Marking Event was hosted at Adelanto Stadium by the Victor Valley Sheriff’s Station and Victor Valley Towing. Adelanto residents seized the chance to protect their vehicles and enhance community safety amidst the rising national trend of catalytic converter thefts, driven by valuable metals. By etching VINs onto converters, this event aimed to deter theft, aid recovery, and boost the chances of prosecuting thieves. Following its success, more events are planned for the future, ensuring ongoing vehicle protection and community safety.

I commend City Hall’s administration for their work on the ambitious Bartlett Avenue Rehabilitation Project, funded through San Bernardino County Transit Authority Measure I and contributions from the Adelanto Public Utility Authority. This project involves Bartlett Ave’s complete reconstruction, from Adelanto Road to Lilac Road. It includes a comprehensive overhaul, encompassing road resurfacing, improved signage, and enhanced safety features. It’s a substantial investment in our city’s infrastructure, promising a more reliable and efficient road network. Furthermore, the concurrently planned water and sewer infrastructure improvements ensures better water supply reliability and quality for our residents while addressing aging infrastructure issues.

As we welcome the new year, I extend my warmest wishes to everyone in the High Desert. May 2024 bring happiness, good health, and continued prosperity to all!

MAYOR SCOTT NASSIF - APPLE VALLEY Happy New Year from the Town of Apple Valley! We’re thrilled to kick off 2024 with exciting events for our residents and visitors. Our Parks and Recreation Department is set to launch its running series and provide plenty of fun activities to participate in. From the New Year Obstacle Run in January, the Hoppy Trails 5K Beer Run in February, to the St. Paddy’s Day 5K in March, there is a fun run for everyone this season. Our running events are a fun way to unite community members and promote healthy lifestyles.

Apple Valley has experienced strong retail growth over the past year and continues to attract new development opportunities and tenants. Recent tenants include: Bath and Body Works, Coldstone Creamery, Barstow Country Butchering, AV Bicycles (relocation and expansion), just to name a few. The $12 billion Brightline project continues to move forward. Multiple avenues of funding have been secured and the project should break ground within the first quarter of 2024. Additionally, the Town Council approved a 99-home development off Deep Creek Road.

The Town has a lot in store for 2024, and we are excited for another year filled with economic growth, community events and activities, and we will continue to create “A Better Way of Life” for our residents and visitors.

MAYORS’ MESSAGES MAYOR LARRY BIRD - HESPERIA

MAYOR DEBRA JONES VICTORVILLE

The City of Hesperia is excited to embrace a new year filled with growth and new opportunities, and I’m honored to be serving as Mayor.

Last year, we pursued our vision of fiscal health, safe communities, robust services, and dynamic development, all while delivering top-notch city services that empower our residents and businesses to thrive—and we’ll continue to use these guiding principles for a promising future.

While we look ahead to another year of explosive growth in Hesperia, we’re grateful for the businesses that choose to invest in our community.

Rosa Maria’s, a destination restaurant in Southern California, chose Hesperia for its first location in the Mojave River Valley. The restaurant is located at Bear Valley Road and Cypress Avenue.

Dairy Queen is returning to Hesperia after being gone for more than a decade. Their latest location is situated immediately adjacent to the new Rosa Maria’s.

In just six months, our City Council approved seven tract maps for the Silverwood project to be recorded, completing all of Phase 1A for this master-planned development. This tremendous accomplishment is part of a collaborative effort that points to new housing and employment opportunities and enhances the quality of life for our residents. We are proud to have Silverwood as part of our community, and we appreciate their dedication to integrating and engaging our local students through hands-on experiences in several fields for future career opportunities.

On behalf of the City of Hesperia and our City Council, we look forward to building on the momentum of last year’s achievements and fostering a thriving community in 2024.

As we close out 2023 and look to the New Year, I must share with you that we have much to be grateful for in the City of Victorville!

In December, we celebrated the grand opening of our much-awaited Victorville Wellness Center, the cornerstone of our strategy to reduce homelessness in Victorville. It is the first low-barrier, non-congregate emergency shelter to offer interim housing and wraparound support services with a medical and recuperative care clinic on-site.

The Wellness Center will help the unhoused in our community find stability, and it will improve quality of life for all in our community.

With 110 separate units and a minimum capacity of 170 beds, the center increases shelter beds in Victorville by 56 percent.

To our great fortune, we received a $28 million Homekey Grant from the State Department of Housing and Community Development to fund the construction of our Wellness Center.

We are extremely excited to be among the cities taking action to address the issue of homelessness head on, and we are grateful to our community including the Homelessness Solutions Task Force Members and service organizations who helped us envision the Wellness Center four years ago.

We’re also grateful to see our Victorville economy continue to thrive. In 2023, more than 200 new commercial businesses opened in our great City. They range in size from large industrial to smaller, family-owned businesses. All contribute to our community, and all are valued by our City leadership.
