ery few places have the feel of Hewitt, Texas, but we just don’t refer to ourselves as Hewitt. It’s most often called “Greater Hewitt.” Just look at the collaboration between the public service areas of Hewitt, Woodway and Waco and you’ll understand the special place we work, live and play. Many residents don’t know where the city limits of one community ends and a new one begins, and that’s okay. That's a testament to the term “Greater Hewitt.”

Often when families choose a place to lay down roots, the quality of the local school district is crucial.

We are blessed to have one of the best in Central Texas in Midway ISD. Beyond its schools, Greater Hewitt has seen a tremendous amount of growth in recent years due to its record of safety, quality of life and support of local businesses. Throughout the year, our City and Chamber work together to focus on continual improvement—a place that is already one of the best places to live in Texas.

Our future is bright in the Heart of Texas. The Greater Hewitt area is expected to continue its tremendous growth path for the foreseeable future. Housing, industry and retail continue to grow the tax base and positive economic trends.

When it comes to local Chambers of Commerce, it’s hard to compare to Greater Hewitt's. Annually, the Greater Hewitt Chamber has awarded $10,000 to worthy high school seniors—all of whom attained academic excellence, with many who were handcuffed with personal financial hurdles. Our City and Chamber are dedicated to providing fun and safe events for all to be involved. Whether it's the Nacho Daddy Car Show & Concert, Dog Days Canine Event, or the Greater Hewitt Express Golf Classic, there is a plethora of activities from which to choose (and that doesn’t include many of the Hewitt Public Library’s programs and activities).

Awards Stanley Ford McGregor Business of the Year The Business of the Year demonstrates all-around support to the Chamber, its mission and the greater Hewitt community’s development.

Stanley Ford McGregor has established a strong reputation of being community-minded by providing leadership on committees for Greater Hewitt Chamber community events, and has consistently invested in the Chamber’s efforts over the past several years. The Chamber is proud to recognize Stanley Ford McGregor as our 2017 Business of the Year.

Glenda Ruiz, GTR Vacations 2017 Ambassador of the Year A Greater Hewitt Chamber Ambassador serves as the face of the organization, increases member activity and displays a high degree of professionalism and community involvement. Glenda Ruiz has been a great support to the Chamber’s mission by volunteering throughout the year at major community events.

Glenda also is a strong supporter of the Greater Hewitt Chamber Scholarship Fund, as she regularly donates items for fundraisers. We are thrilled to recognize Glenda Ruiz, owner of GTR Vacations as the 2017 Ambassador of the Year.

D1 Sports Training New Member of the Year D1 Sports Training has been a great support to the Chamber and City by being actively involved in numerous community events throughout the year, including the Hewitt Public Library’s Dog Days Canine Event, National Night Out and the Creekside Spooktacular. The Chamber is honored to recognize D1 Sports Training as the 2017 New Member of the Year.

Note from the City Manager Adam Miles City Manager, City of Hewitt

H

ewitt keeps moving forward. This was a year of transformational change for Hewitt. Along with a multitude of new home starts, we have also seen new retailers and businesses prospering. With the grand opening of Walmart Supercenter off I-35 in Commerce Park, there has never been a more productive or economically-stable time in Hewitt’s entire history.

Hewitt is a city of choice. People and businesses are choosing to make Hewitt home. New residential construction is taking place in Stone Ridge, Sunflower Ridge, Collier, and Imperial Estates additions, just to name a few. Development in Moonlight Park is about to begin. Our local home builders and craftsmen continue to build quality homes in our high-demand area. We look for that to continue as more people learn of the value Hewitt offers and its reputation as a high-quality place to live.

As for other housing options, Hewitt also has two new multi-family developments planned to open in 2018. The Icon at Hewitt will offer 256 one- and two-bedroom luxury apartment units. This large 23building complex is located in the vicinity of the City facilities on Patriot Court. Senior citizens will enjoy the Reserve at Dry Creek—a 118-unit facility focused on affordable living off Bagby in the Commerce Park area of Hewitt.

Our parks are a vibrant part of the community.

Among the features at Hewitt Park is an 18-hole disc golf course. Our special event venue—the Creekside Amphitheater at Warren Park—is ready for your next special event. Our parks see thousands of visitors each year, with many families celebrating birthdays and anniversaries at our pavilions. Of course, everyone loves the Adventure Playground at Hewitt Park.

In addition, we have seen unprecedented use of our sports practice field areas and green spaces. Hewitt's park system continues to improve as we work to upgrade our facilities to meet changing needs of our thriving community.

to the public in April 2016. Our library has become known for its first-class service and solid connection with our community. People from all around the region have commented on its stunning beauty.

Hewitt's Fire Department is known for its professionalism and quick response. Likewise, our Police Department provides 24-hour protection to our citizens and businesses. Together, our public safety officers helped Hewitt receive recognition as one of the safest cities in Texas.

It is important to acknowledge other community partnerships that make Hewitt successful. Midway ISD continues to provide top-tier educational opportunities for the youth of our community. Midway is one of the best in Texas in terms of academic success and achievement in public schools. Hewitt also has a diverse choice of religious organizations and churches who help lead the spiritual growth and development in our community.

Of course, the Greater Hewitt Chamber of Commerce is part of our success story. Our Chamber works diligently to promote Hewitt and our local businesses. A Chamber membership is a true value to any business wanting to connect to local residents and other merchants. It is one of the best investments a business can make, because it puts you in the pipeline of information about Hewitt and our future.

City Government

S

triving to continually improve the quality of public service and prove commitment to future generation's needs are top priorities for Hewitt. The City is led by the mayor and City Council—seven members that function under a council-manager form—the most common form of municipality operations in Texas. Members serve two-year staggered terms and are elected at-large determined by ward.

Effective governance is ensured by the Council’s development, performance and fair exchange of information. All citizens of Hewitt are encouraged to attend City Council meetings the first and third Monday at 7:00 p.m. Meeting procedures, council ward map and policies may be found online at CityofHewitt.com.

Mission: In order to ensure proper discharge of duties for the improvement of democratic local government, Hewitt City Council members should display behavior that demonstrates independent, impartial review of all matters addressed by them, and be duly responsible to the citizens of Hewitt and each other in their relationships.

Mayor Travis Bailey has lived in Hewitt since 1983, and has a background in law enforcement.

Bailey believes retail activity and great schools give Hewitt a great foundation to keep residents' taxes low.

Mayor Pro Tem Ed Passalugo moved to Hewitt in 1997. He is enjoying retirement from the Valero Energy Corporation.

Wilbert “Walky” Wachtendorf has lived in Hewitt since 1978, served in the Hewitt Police department for over 26 years, and believes additional commercial growth would be a valuable asset to the city.

Alex Snider moved to Hewitt in 2010. He would like to see continued improvements to the city infrastructure, more sidewalks, better access to Waco Transit, increased business presence and a well-managed youth center.

Bill Fuller has lived in Hewitt for 38 years. After serving in both the Air Force and Navy, Fuller is retired from the Farm Bureau.

Steve Fortenberry has lived in Hewitt since 2003. Steve believes that his experience in the business world will is an asset for him to support the City Council in accomplishing its goals.

Hewitt’s community boards are formed by resident volunteers and appointed by the Council, including the Library Board, Planning & Zoning Commission, Civil Service Commission, Board of Adjustment and Advisory Committee on Beautification, Parks and Recreation.

James Vidrine was a police officer for many years before becoming a home builder and land developer. He has lived in Hewitt for 16 years and is a very conservative independent leader.

The City owns and operates Hewitt’s water supply and distribution system, while maintaining drainage areas, wastewater lines, streets and other infrastructure platforms. Hewitt participates with other cities in the region in a joint wastewater treatment effort to help reduce the environmental impact of multiple wastewater treatment facilities, and to protect and preserve our natural resources. Hewitt’s Police and Fire departments are dedicated to providing fulltime protection to the Hewitt community, and Hewitt’s Library excels in servicing 200,000+ visitors annually.

Katie Allgood, Managing Director of Administration is appointed by the City Manager and is primarily responsible for the management of Human Resources, Risk Management, Civil Service, Parks, Streets, Drainage, and Fleet Maintenance.

Adam Miles, City Manager is appointed by the City Council and is responsible for the administration and management of all operations of the city, including Public Safety, City Utilities, Community Services, and Administration.

Lydia Lopez, City Secretary is appointed by the City Manager and oversees the coordination of Council and Committee meetings, drafts meeting agendas and minutes, and serves as the chief Records Management Officer and Elections Administrator for the city.

Hewitt Arts, Parks & Attractions

T

hanks to five seasons of HGTV’s Fixer Upper®, folks have seen more of what the Waco area has to offer. Greater Hewitt and Waco are home to a variety of museums, galleries, theatres, venues and attractions. Sports fans can catch a game at Baylor University’s McLane Stadium and check out the Texas Sports Hall of Fame, while history buffs will appreciate Baylor University’s Mayborn Museum Complex, the Texas Ranger Hall of Fame and Museum, and the Dr Pepper Museum.

For live music and theater, there are many shows throughout the year hosted by the Waco Civic Theater, McLennan Community College and Baylor's Drama Department, as well as the Waco Symphony Orchestra, Baylor School of Music, Extraco Events Center and Waco Hall. Built in 1914, the historic Hippodrome Theatre in downtown Waco features movies, concerts and theatre acts, as well as full-service in-theatre dining.

On beautiful days with crystal-clear Texas skies, people gravitate to the outdoors, including Hewitt Park and Warren Park. Hewitt Park, located at 801 S. Hewitt Drive, is situated on Castleman Creek and has a picnic area, ball diamond, soccer/football field, two covered shelters, a 0.5-mile walking track and a covered pavilion. The Adventure Playground provides a safe and fun place for children to climb and play, while children and adults alike can enjoy the Disc Golf Course. Offering 18 holes of fun for casual players or competitive enthusiasts, the course was made possible by sponsors who are recognized on each hole. The Hewitt course is designed for PDGA rules of play.

Warren Park, located just off of Old Temple Road, is also nestled on the banks of Castleman Creek, and was named after Homer Warren, a long-time resident and community leader of Hewitt. The Hewitt VFD purchased its first “fire trucks” from the National Forestry Surplus. The trucks did not provide enough resources to properly serve the growing community. Additional fundraisers provided the Hewitt VFD with resources for a building on the donated lot, but the organization still lacked a great deal of necessary equipment. As Hewitt grew, so grew the demand for larger trucks and more firefighters.

Fire Department responsibilities include apparatus and building maintenance, building inspections, emergency medical services, equipment maintenance, fire hydrant maintenance, fire prevention, fire suppression, hose testing, mutual aid response and rescue operations.

The Department also attends many community events each year, including visiting schools to teach fire prevention and safety, Hewitt Public Library’s Dog Days event and Hewitt Police Department’s annual National Night Out event. The Department also conducts fire extinguisher training, and will provide visitors with fire station tours. Residents are served

Hewitt’s Location Rich History, Central Location and Convenient Transportation Channels

H

ewitt is ideally located just south of Waco— integral to the founding of the city and establishment of a rail depot when, in 1882, the Missouri, Kansas and Texas Railroad (MKT) began building a line between Waco and Taylor. This line eventually required a switch six miles from Waco. The site chosen was owned by the estate of John H. Brower, a shipping magnate who had once been the Consul of the Republic of Texas in New York. His estate was entrusted to his son-in-law, Thomas B. Hewitt, a Yaleeducated corporate attorney and Katy employee. The MKT named the switch station “Hewitt” in his honor, and a town was born.

Today, Hewitt is located along I-35—an important international conduit for people and trade. With Austin, Dallas and Fort Worth all within a 100-mile radius, Hewitt residents can easily make day trips to these Texas hubs of industry, culture and business. I-35 also provides international access as it travels south through San Antonio and Laredo into Mexico, and north to Dallas and Fort Worth all the way through Canada. Additional significant regional and state thoroughfares include U.S. Highways 77 and 84, and State Highway 6.

Hewitt is actively served by more than 30 common motor freight carriers. Single carrier service is available to 32 metro areas in the southwest, with an overnight radius of 400 miles.

The Union Railroad runs through the center of Hewitt. Industrial land use is located along the railroad tracks in the northern portion of the city, and the Greater Hewitt-Waco area is also serviced by Burlington Northern Santa Fe. Hewitt is served by three primary airports: Waco Regional Airport, Texas State Technical College Airport and the McGregor Executive Airport. Waco Regional Airport (ACT) provides a 6,600foot runway serviced by American Eagle. Texas State Technical College’s Airport (CNW) is known locally as the industrial airport, as it is home to numerous aviation-related firms in addition to the top-rated technical college.

CNW provides an 8,600-foot runway, FOB and capability to accommodate air cargo traffic.

McGregor Executive Airport provides accommodations for privately-owned aircraft, and features a 5,500-foot runway and hangars available for lease. Dallas-Fort Worth International Airport and Austin-Bergstrom International Airport are each located within 90 miles of Hewitt.

Hewitt shares its northern borders with Waco.

Surrounding communities include Woodway, McGregor, Lorena and Robinson. Hewitt’s location is part of the town’s beginnings as a railroad depot, and part of its future as a business base that continues growing into the 21st century.

Hewitt Police Department

D

uring Hewitt’s early years, citizens relied on the county sheriff’s department to protect them. Considered a “rural area” with no organized city charter/ government, Hewitt’s law enforcement operated under Texas state law through county departments. As the area grew, residents banded together to form an official city, and the State of Texas granted Hewitt its official charter—allowing it newfound rights to hire a city police staff.

In 1975, the Hewitt Police Department emerged in the form of one man, Police Chief Otis Mirick, who served as the official Police Department, animal control operator, building inspector and sole employee of the Public Works Department. He wore many hats until the city’s need for more protection became evident. Hewitt then hired more officers and public works specialists.

Following Otis Mirick in the Chief of Police role were Dennis Luedke, Jack Caswell, Frank Latham, James Barton, and our current Chief, James Devlin.

Each year, Hewitt Police present the D.A.R.E. Program to Midway ISD students in collaboration with Waco and Woodway police departments and the McLennan County Sheriff’s Department. HPD also participates with Woodway Police to provide School Resource Officers to Midway ISD campuses—a program that

has received national recognition. A K-9 unit was also established to assist officers.

HPD is located at 100 Patriot Court in the Hewitt Public Safety facility, and consists of 23 sworn officers, one records supervisor, one evidence tech and six Emergency 9-1-1 dispatchers. Hewitt Police host a multitude of Junior Safety programs focusing on public education for children, bike helmet awareness, and child car seat programs.

Hewitt PD hosts its Citizen’s Police Academy, held annually in eight Tuesday evening classes that meet from 6:00 to 9:00 p.m. Attendees learn about Patrol Operations, Criminal Investigation, SWAT, K-9, Communications, Traffic Enforcement, Force Options training and much more. To be eligible for the Academy, registrants must be 18 years of age or older, a resident of Hewitt or an employee of a business located in Hewitt, and have no criminal record.

There is no cost to attend.

Hewitt was ranked as the 9th Safest City in Texas by Safewide.com in 2015, and 20th Best Place to Live in the U.S. by Money magazine, due in large part to the protection provided by HPD. Hewitt families and property are “protected and served” by its extraordinary Hewitt Police Department.

Hewitt Public Library Hewitt Public Library (HPL) serves the informational, educational, recreational, and business-related interests of the community. The Library is located at 200 Patriot Court in Hewitt.

he Library is proud to offer current high-demand, high-interest materials in a variety of formats for all ages in Hewitt and surrounding communities. In addition to a vast selection of books, the Library also provides internet services, DVDs, electronic format books that can be downloaded from home, as well as audio books.

The Library is part of the Texas Inter-Library loan program, and is able to borrow books for its patrons from libraries throughout the United States.

Other services include copies and faxing, 3D printing, large-format printing, animation station, iPads and computer access.

HPL is recognized nationally as a Family Place Library and is State-accredited. Library Director Waynette Ditto shares that, “America’s libraries continue to transform themselves, keeping pace with the changing economic, social, and technological aspects of society. Libraries’ deepening engagement with their communities takes many forms, from technology to education to social services, and serves many segments of the population. The HPL continues to seek partnerships with the community to better serve our population.”

The mission of the Hewitt Public Library is to provide an environment where lifelong habits of learning, self-improvement and self-expression are encouraged, and where patrons can meet r educational, informational and recreational needs for all ages in a variety of formats. In carrying out that mission, the Library hosts dozens of programs throughout the year—including story time for preschool children, teens, culinary and other programs to educate the community.

It also hosts an annual signature event—the “Dog Days Canine Event”—designed to be a fun family day where folks enjoy a variety of activities, learn from canine experts, and connect with other dog-lovers.
