Board Briefs Grayhawk Master Association Board of Directors Meeting – January 10, 2022 Homeowner Forum
Operational Review Committee
Resident Eric Zoeller inquired as to why the Association had hired a new Covenants Coordinator. Don Morse explained that due to the age of the community and increasing covenants requirements, it was a necessity as the current staff was not able to manage the increasing workload. Mr. Zoeller also asked about changes in landscaping and general upkeep. David Van Omen offered to schedule a meeting to address his questions at a future date. Trude Boodt asked if the Board of Directors would be addressing reopening the rooms for rentals. David Van Omen stated that this was being addressed later in the meeting. Herb Linn asked if management staff could provide residents that are attending in person or via Zoom supplemental information in addition to the agenda. Stacey Harvey replied that the staff would work on providing additional in coming meetings. Pat Seago commented that the Grayhawk holiday lights were fantastic this year.
Richard Zielinski reported that the committee did meet with representatives of Garda Security, the company that bought Trident Security. One of the conversations they had with the new company was regarding staff retention, as there does tend to be quite a bit of turnover. It was proposed that new and existing employees would receive a $1 per hour increase, to be split but Grayhawk and Garda. A motion was made and approved to increase the Grayhawk patrol staff pay by $1 an hour, with $.50 of that increase to be paid by GCA from the Community Enhancement Fund.
Landscape Committee Arelene Smith reported that the committee did not meet.
Community Enhancement Committee Stacey Harvey reported that the committee did not meet.
Event Planning Committee Development Committee David Van Omen reported that the committee did not meet. There are no updated to the Hualapai Dr. project being completed by the City of Scottsdale. It is likely there was a slow down during the holidays and activity will pick back up in the early part of this year.

The right insurance should help you feel confident and comfortable. I’m the right good neighbor for that. Call me today. Like a good neighbor, State Farm is there.®
Sarah Van Duyne reported that the December Arizona Helping Hands Pajama Drive had been exceeded expectations. The Event Planning Committee had hoped to have 100 pairs of pajamas donated, and instead ended up with just under 300 pairs and $1,000 in donations.
The Holiday Party had to be moved due to the potential for rain. It was a good thing it was because it did rain! Christmas at Grayhawk was successful, with about 250 people in attendance. The kids seemed to love the “snow” and all the activities centered around the DJ.
Communications Committee Jennifer Sheets reported the committee will be meeting on January 11 to review the outcome of the Strategic Plan, as well as various ongoing projects. They will also be starting to look at the website refresh. CompuNet is compiling a shipping report to show what pieces needed for the A/V install are still in process. The Board of Directors reviewed the current Maricopa County Covid-19 dashboard number and discussed reopening the rental spaces. A motion was made and approved to keep the rooms closed to groups and rentals until the percent positivity number falls below 9% and the case rate falls below 200 cases per 100,000. If staff or a Board member would like to reopen discussion before those metrics are met, the Board is willing to do so.
Architectural Review Committee Paul Alessio reported that there were 19 submittals for the December 17 agenda and nine submittals for the December 21 meeting.
Budget/Finance Committee Jeanette Griswold reported that the committee did not meet. With the 2021 fiscal year ending on December 31, 2021, Arizona state statutes require that the GCA must have an audit/ annual report of the association prepared within 180 days of the end of the fiscal year.
Since 2014, the GCA has had the audit prepared by Mansperger Patterson and McMullin (MPM). MPM’s proposal reflects a slight increase in cost from last year’s proposal of $750 to bring the amount from $6,500 to $7,250. The past audits prepared by MPM have been extremely thorough and comprehensive, and the Budget/ Finance Committee has been very impressed with MPM’s audit and recommendations. A motion was made and approved to accept the proposal submitted by Mansperger Patterson and McMullin to perform the 2021 audit of the GCA financial statements and prepare the GCA 2021 tax return at a total cost of $7,250.
Executive Committee David Van Omen reported that the committee did not meet.
Treasurer’s Report Jeanette Griswold reported that as of November, the yearto-date revenue is approximately under budget and expenses are approximately $58,600.00 over budget. The overage is due in large part to landscaping expenses being over budget for 2021. There was $47,526 added to the Community Enhancement Fund in November, bringing the year-to-date total to $1,199,507.
Management Report Management received many compliments of the 2021 holiday lights. Maintenance did have extra work managing lights following rains in December. The Talon Point tennis court lights have been converted to LED. DLC has now gone back to a five day work week after working six days since monsoons in order to get caught up with storm damage.

• Solid waste crews will only spend 20 minutes per residence so if you exceed these limits, materials left behind will be picked up on the following month’s brush pickup collection date and must be removed from the curb until the next collection. • Crews are responsible for large debris only, and small debris left behind is the responsibility of the resident to clean up. • Do not place construction waste, loose grass, remodeling materials, rocks, loose leaves or twigs, dirt, loose refuse or uncovered/unboxed cactus out for collection. City crews cannot collect these items. • Do not mix trash, rocks, dirt, wire, cactus, grass, bricks, cement, or other materials in with your brush. Crews will be unable to collect your brush until these items are removed. • Please separate your brush and bulk pickup into two piles – one for green waste and one for everything else. The piles will be picked up by separate trucks during your designated brush and bulk pickup week. The green waste – yard clippings, branches and trimmings – will be composted to help grow new plants, while the rest will be taken to the landfill for disposal. • Tree limbs and other objects must be less than 12 inches in diameter.

Talon and Raptor Guardhouse Remodel A few years ago, the Grayhawk Operational Review Committee decided to do a thorough assessment of the Raptor and Talon Guardhouses to determine whether or not design flaws were hindering full functionality. The guardhouses were built 25 years ago and serve three primary purposes: • Break Room for community patrol staff
This project will result in a major improvement for both Retreat and Park residents. The guardhouses, although they are entry and exit points for Retreat residents, are extremely visible amenities for anyone driving through the community.
• Office for community patrol manager and housing for a radio tower
The remodel will:
• Control access and monitoring for the Retreat Village
Through interviews with CCMC, the GCA on-site staff, and Trident Security staff, it was determined that there were multiple issues, including but not limited to, guest traffic extending onto Thompson Peak Parkway, an overhang that is too low for vehicle clearance, visibility issues caused by the structure, glare issues, electrical and IT limitations, lack of power backup and shared storage/restroom space. The committee determined that they should continue looking into whether a remodel or complete tear down and rebuild would be a good choice for mitigating the issues presented. The GCA Board of Directors approved the engagement of a project manager to begin the process of interviewing and selecting an architect, city permitting and Board presentations, and Barry Ebert with Santa Fe Management was hired. Barry is an existing consultant on the Grayhawk Architectural Committee and one of the original community planners, and it made perfect sense for him to take on this role. Barry recommended and the Board approve Keith Zollman with Studio KZ to serve as the project architect. What followed were many months of Studio KZ presenting renderings and estimated costs to both the Grayhawk Community Association and Retreat Village Association Boards. Both Boards were in agreement that some sort of a renovation did need to happen at the guardhouses, although how extensive and at what cost was debated at great length over many months. It was ultimately determined that the best course of action was to tear down and rebuild both guardhouses. This allows for extending the visitor guest lanes and creating a more workable space for staff. The project is being funded primarily through the RVA Community Enhancement Fund, with some funding coming from the GCA Community Enhancement Fund.
• Reduce vehicular back-up at the gatehouses. Back-up obstructs resident access and creates a hazard on Thompson Peak Parkway. If we were not to complete a remodel, it’s possible the City of Scottsdale would require that the Association mitigate the traffic issue on Thompson Peak Parkway. The double-width guest entrance lane and increased canopy height being proposed should alleviate this issue. • Provision for the current- and next-generation of security technology. New equipment will be installed, including climate-controlled data racks and structured conduits for future technological needs. This will allow the guardhouse to grow with technology over time. • Strengthen human oversight of security. Greater visibility of the traffic at the gates is provided by additional high-definition cameras and a larger window area with significant glare control. • Maintain operational security during construction. By constructing new guardhouses in a new location, rather than remodeling or rebuilding in the same location, we are able to prevent a prolonged disruption or interruption in security services while also achieving the benefits of the goals above. The project plat may be reviewed by the City of Scottsdale City Council as early as late February with construction permitting approval to follow. Both the RVA and GCA Boards are looking forward to breaking ground. Watch for more information through The Grayhawk Buzz, the weekly community email blast sent each Monday. Not receiving The Buzz? Our Desert, Our Home: For the Love of Firesticks By Victoria Kauzlarich, Volare Let’s face it. All of us want more color in our landscapes (whether we landscape in pots or in an actual yard). And, we want color in our common areas with a huge plus going to those plants that give us winter color. One of the most reliable plants to fit that bill is Firesticks. But, before you jump on the Firesticks bandwagon, be forewarned. If I were to guess, I’d say that property owners like (and Young Firesticks, Up Close maybe love) their Firesticks for about three years. After that, they become something of a pain. I’m not trying to be discouraging, but let’s make sure you’re clear-eyed BEFORE you buy. Besides, these plants can be expensive for reasons I do not understand. It’s typical for slow growers to command high prices. These are the exception to that rule. They grow fast AND they’re expensive!
Genus & Species Firesticks are Euphorbias, known botanically as Euphorbia tirucalli ‘Sticks on Fire’. There are about 5,000 confirmed species in this genus. You’ve heard that all cacti are Mature Firesticks succulents but not all succulents Note the Background for Scale are cacti, right? If you find a succulent without spines, it is likely a Euphorbia. Many plants in this genus have odd, strange and curious shapes which make them fun experiments in pots or a landscape. Not all Euphorbias do well in the Sonoran. If you’ve fallen in love with a Euphorbia and aren’t sure it will withstand our summers in full sun or survive a frost, plant it where it will get some shade. It will be happy and reward you with many years of sustained growth. Firesticks grow best in full sun which yields fully-reddened stems in the winter months.
Rapid Growth Rate Firesticks get big - really big - and while this might be a slight exaggeration, they appear to nearly double in size every year. It doesn’t take long - about 3 years by my estimate - and you begin to wonder what to do with this cute little plant that has suddenly turned into Jabba the Hut. Honestly, San Marcos Growers describes this plant as reaching up to 25’ high and 8-10’ wide. The Mature Firesticks pictured here are pretty close to that.
Prune with Caution When a Firesticks stem is cut, it bleeds a milky-white sap that can irritate the skin. This sap drips everywhere - onto your gloves, your shoes, the ground and makes a mess of your clippers (which will need to be cleaned with a 70% alcohol solution and/or WD40). Put up with the mess and prune this plant anyway. Don’t remove too much at a time but do your best to neatly reshape it so that it fits again into its designated spot. Firesticks can and should be pruned annually long before they get out of control. Notice the shaggy look of the Mature Firesticks. Pruning will help prevent this and it will also train and control the plant.
What if Your Firesticks are Truly Out of Control? Start over. Identify the best-looking stems on the plant and remove them from the plant with a straight cut. If small branches remain near the new cut, remove those too. Leave about 6 inches of smooth stem at the bottom to make replanting easy. Put the stems in the shade for 4-5 days until the cut has hardened and, after removing the parent plant, replant as many as you want. Put them up in pots and give them to your friends as gifts. Lots of succulents can be propagated this way. If the branches are too large for a pair of clippers, use a lopper. Proper pruning requires the right tools.
Pencil Cactus
Here’s What Success Looks Like This is my Euphorbia triucalli, commonly known as a Pencil Cactus. Mine is not the ‘Sticks on Fire’ cultivar. This one stays green year round. Notice the three trunks on this plant. This plant started out as a single trunk and quickly got out of control. The three trunks you see are from the original plant. I cut them from the parent plant and saved these three pieces which I now prune one or twice a year. You can see this plant needs another pruning because it’s just shy of the roofline and will soon outgrow its spot. This tree provides an added bonus. Every fall, I cut a branch, let the cut harden and plant it in a tall pot on my patio. That pot always has a fresh Pencil Cactus, it never gets out of control. When the time comes, I pitch the old one and replace it with a new one without an ounce of guilt. After all, it’s free and there’s always more where that came from.

Solicitors in Your Community Solicitors can be a nuisance, and it is not unusual for the Grayhawk Community Association management team to receive phone calls regarding solicitors in the community. Community patrol can always make contact with solicitors, but they cannot always ask them to leave, as the City of Scottsdale does allow solicitors under certain circumstances. The City of Scottsdale classifies two types of solicitors: #1 People who are actually selling something or collecting money for a charitable foundation #2 People who are handing out handbills (advertisements) or leaving them at doors The first type of solicitor or required to have a permit to go door to door from the City of Scottsdale and must display it or at least have it readily available upon request. Those solicitors, traveling from business to business or house to house attempting to take orders for sale of goods or future delivery of serves, are required to pay a $10 per day licensing fee as well as provide a fingerprint and background check. Application must be made 30 days prior to the event or solicitation. They are allowed to work between the hours of 9 a.m. and 9 p.m. Residents can still call Scottsdale PD and they will respond since they can take enforcement action if the subject doesn’t have a permit from the city. But if the solicitor has the proper permitting and is working within the time parameters, and not going to houses that have the signage prohibiting solicitation, than they are able to do so without restriction from the police. The second type of solicitor does not need a permit. The distribution of printed materials including handbills, fliers and door hangers to a residential property in the City of Scottsdale is regulated under the City of Scottsdale's Revised Code (Chapter 19, Sec. 9). While these types of printed materials are allowed, it is a violation to deliver these types of printed materials to a resident who has announced that they do not wish to receive them. Scottsdale PD cannot trespass individuals from public property, which the non-gated portion of Grayhawk would be. Even the “no soliciting” signs that the GCA
20
has placed throughout the community won’t preclude someone from going into the neighborhood to do so. However, if individual homeowners have the no soliciting signs posted on their house, then that would prohibit the solicitors from going to those individual homes. Below are three easy steps of the Residential Handbills Program a resident can take to legally notify a handbill distributor that no printed material is to be placed on the resident's premises. Announcing The citizen must announce that he/she does not wish to receive handbills. This can be achieved through signage posted in a conspicuous place near the entrance of the residential property. Sample Signage: NO • Handbills • Advertisements • Unsolicited written materials • Peddlers • Solicitors Scottsdale Revised Code Section 19-9 Notifying If handbill distribution continues after Step 1, the citizen may then notify the Handbills Program Coordinator of the violation and provide copies of the offending handbills. Notification of Violation The Handbills Program Coordinator will then contact the offending advertising, marketing or distribution company(s) in question, to notify them of the violation(s) as well as direct them to respect the citizen’s request by not leaving any further advertising material at that address. If you would like more information about solicitors in Scottsdale, visit the City of Scottsdale website at scottsdaleaz.gov and search “Solicitors”.
Sip and Tell By Sue Lukenbill, Encore Resident Welcome to the fun-filled month of February. I am saying this with tongue in cheek because just when the holiday season seems to be behind all of us, bam…February arrives! I refer to this time of year as the Scottsdale event season. It is definitely our crazy season, as we celebrate great weather with a slew of visitors in addition to the Waste Management Phoenix Open, the Super Bowl, Valentines’ Day, Chinese New Year, President’s Day Weekend, and Spring Training. I am tired just thinking about it! We have been waiting for over a year to visit a Humble Bistro, which opened in the spot formerly occupied by La Bocca early 2021. Several family members and friends have recommended this restaurant, which recently adjusted their menu to include being open for lunch. With their diverse and unique menu options, there is something for everyone from their handcrafted pastas to their mouth-watering pizzas. The claim “European Bistro flair” and their menu features a little big of Mexican, Spanish, Italian and French. You can complement your dish with a selection from their extensive wine list or one of their tasty spirits. They feature an Aperol Spritz for $8 all day, every day and $6 Frose while it lasts. Jennifer Sheets and I had a great lunch. So good that I was halfway through mine before I realized I had not ordered what I had planned on ordering. Jennifer ordered the Not So Humble Caesar: chopped Romaine lettuce with garlic breadcrumbs dressed in their jalapeño Caesar dressing, topped with crispy Brussels sprout leaves, parmesan and pecorino cheese and a 7 minute egg. You could hardly see the base of the salad under all of the Brussels sprouts, and Jennifer said it was delicious. You can also order the Classic Caesar. National Pizza week was January 10-17, and to celebrate I meant to order the Garden Party Pizza. Somehow I ordered the Old School Burger instead. It was a happy accident, as I thoroughly enjoyed the burger, a fresh brisket and chuck grind, candied bacon, aged sharp cheddar, pickles, and house made fancy sauce on toasted brioche. You could add lettuce, tomato and onion for a $1. I had them hold the pickles. The burger was one of the best that I have ever eaten. I actually ate the whole thing! I ordered the seasoned fries as my side.
Other recommendations from family and friends included the The Gentleman Humble Pie, the Mushroom or Shrimp under Humble Etta and the Short Rib Grilled Cheese. The Not So Humble Caesar that Jennifer ordered was also popular among several individuals. I would encourage you to stop by and dine at Humble Bistro. It’s the perfect spot to enjoy for date night or a night out with friends. Until next month, enjoy the month of February and Happy Valentine’s Day.
