Grayhawk Master Association Board of Directors Meeting – October 3, 2022

Homeowner Forum

A homeowner noted that conduit from a recent solar panel installation on a home on 84th Way was visible and would look better if it was painted. Staff will look into it.

Development Committee

David Van Omen reported that Pima Rd. south of Happy Valley rd. has been cleared to be widened to three lanes each way and a median.

There has not been an update on the Hualapai Rd. project since July 22.

Pitch restaurant is scheduled to open in October.

There are currently 17 homes under contract in the GCA and four in the RVA.

Operational Review Committee

Don Morse reported that the committee has been working on reviewing several policies. The Operational Review Committee reviewed the collection policy as part of this strategic goal. When residents find themselves in arrears they are asking for forgiveness of fees, some of which are hard costs to the association. A motion was made and approved to accept the updated collection policy.

Landscape Committee

Arlene Smith reported that the committee would like to add Linda Berk to the committee. A motion was made and approved to add Linda Berk to the Landscape committee.

The committee also discussed the next educational garden (plants/cacti and succulents native to Arizona), the location chosen will be 76th Street across from Guidepost Elementary.

A motion was made and approved to accept the DLC proposal to replace 19 - 24" box trees (Chilean Mesquites, Blue Palo Verdes, Ironwoods and Mulga Acacias) in the GCA at a total of $5,985.00 to be paid from the Operating Budget.

Community Enhancement Committee

Ashley Scott reported that the committee did not meet.

Event Planning Committee

Sarah Van Duyne reported that the Deb’s Dragons events had been a lot of fun.

There were about 100 people that attended the October 1 shredding event.

Pumpkin Patch is our first big fall event and is scheduled on October 22.

Communications Committee

Michael Loya reported that the committee had recently met to discuss potential Town Hall topics and names.

The committee will be working to wrap up the website redesign and then will move into 2023 looking at the Grayhawk Flight and ways that the community can being in more advertising and lower cost per the strategic goals.

Architectural Review Committee

Ashley Scott reported that there were 20 submittals over two meetings in September.

Budget/Finance Committee

A motion was made and approved to accept the 2021 GCA audited financial statements prepared by Mansperger Patterson and McMullin.

A motion was made and approved to accept the recommended 2023 GCA assessment rate increase of $6.00 per month, per home bringing the assessment to $74.00 per month, per home, $6.00 per month, per home for the Pinnacle neighborhood bringing the assessment to $36.00 per month, per home and that the GCA Board of Directors approve funding the GCA reserve contribution in 2023 GCA budget of $264,000 which includes a contribution of $157,182 from the community enhancement fund.

Executive Committee

David Van Omen reported that the committee met to discuss wash/culvert concerns, 2023 budget and reserve funding and board holiday party.

New Business

Stacey Harvey reported that with the 2022 fiscal year ending on December 31, 2022, Arizona state statutes require that the GCA must have an audit/annual report of the association prepared within 180 days of the end of the fiscal year. In 2014, the association audit and tax return contract was awarded to Mansperger Patterson and McMullin (MPM).
