Rep. Giovanni also authored HB 1938, requiring Public Universities in Texas to instruct students in comprehensive United States and Texas History. Rep. Capriglione is a longtime member of several civic and conservative political organizations. He is the Board Director at the Carroll Education Foundation, a member of the Carroll ISD Budget and Finance Committee and Southlake Chamber of Commerce. He is the former Vice President of the Tarrant Republican Club, NRA member, and a long time

delegate and activist in the DFW Republican Party. Rep. Capriglione has been married to his wife Elisa for 13 years, and has three children whom attend Carroll ISD public schools. Chamber Board Votes to Support Congressional Action on Marketplace Equity Act The Supreme Court of the United States established in its 1992 Quill v. North Dakota decision that States cannot on their own accord require out of state retailers to collect sales taxes, and the Supreme Court of the United States also declared in the same ruling that Congress could exercise its authority under the Commerce Clause of the U.S. Constitution to decide “whether, when, and to what extent” the states may require sales tax collection on remote sales. Texas municipalities receive a majority of operating revenue from sales tax collected by brick and mortar businesses, from online vendors with a nexus in the state and from use tax as collected by the Texas Comptroller’s Office on purchases made online through vendors without a brick and mortar location in the state. Remittance of use tax not collected by the vendor from online purchases puts an undue burden and widely unknown obligation on consumers. The state of Texas has taken all necessary steps in preparation for collection of online sales tax by making remittance of sales tax as simple as possible for online

vendors. The traditional legal measures of physical presences and nexus create an unleveled playing field between Internet-based retailers and Texasbased retailers, including those in the Dallas region who are rooted and invested in the community. The unleveled playing field and tax collection loophole given to online-only retailers starves local economies of precious resources for providing services such as schools, public safety, and infrastructure. Local brick and mortar retailers serve as a foundation of our economy and are permanent, engaged members of the community who employ our citizens, support neighborhood charities and organizations, and contribute to the city. The Grapevine Chamber of Commerce supports leveling the playing field between traditional brick and mortar retailers and Internet-based retailers by calling on the U.S. House of Representatives to take up and pass H.R.3179 -- Marketplace Equity Act of 2011 and the U.S. Senate to take up and pass S.1832 -- Marketplace Fairness Act without delay.

Additional names of a candidate for a Director’s position to fill one of the three year terms can be nominated by petition bearing the signature of at least twenty-five active members of the Chamber. Such petition shall be filed with the Nominating Committee within ten days after this notice has been given of the name nominated. The determination of the nominating committee as the legality of the petition(s) shall be final. If no petition is filed within the designated period of ten days, the nominations shall be closed and the candidate shall be declared elected by the Board of Directors at their next regular board meeting. In the selection process, the nominating committee reviewed the various events, activities and committees of the Chamber to find members who were involved in the organization’s goals and activities, either through time, money or talents. They also took into consideration those members who expressed interest in serving on the board. Several names were presented to the nominating committee of members who were interested in serving on the Board as well as officer positions. If you would like to be considered for a future board position, you are encouraged to: 1) Get involved in the Grapevine Chamber’s committees, events or activities, and / or; 2) Let someone know of your interest - either a Board Member, Executive Board Member or Chamber staff. Debbie Gilbert Named Broker of the Year Finalist by Benefits Selling Congratulations to Debbie Gilbert, owner and president of Innovative Insurance Solutions in Grapevine, for being named by Benefits Selling magazine as a finalist for Broker of the Year. A Grapevine Chamber members since 2003, Gilbert says she no longer sees herself as a traditional broker given the complexities health care reform has delivered to the benefits market. According to Benefits Selling’s article, Gilbert says she instead plays the role of consultant as her clients depend on her expertise to guide them through the evolving legislation. The benefits industry may be changing, but Gilbert remains optimistic in her company’s potential for growth. Rather than sit back, Gilbert is dedicated to evolving her business as the industry changes in order to help her clients. “I’m an action-taker; I don’t sit back and let things happen,” says Gilbert. “I try to get involved, roll with it and make it work. Chamber Board Votes to Support for Proposition 3 Texas currently ranks in the top three nationally in aerospace and aircraft manufacturing, the Texas aerospace and aircraft manufacturing sector contributes nearly $49 billion to our state’s economy and provides 200,000 jobs. Texas’ Constitution and Tax Code currently allow Freeport property, including aircraft and aircraft parts, only six months before it is subject to property taxation, and Texas is one of the only 11 states in the nation that taxes inventory. Current law penalizes the aerospace and aircraft manufacturing industry because their specialized parts inventory must be kept on hand longer than other industries. During the 83rd Session, the Texas Legislature unanimously passed House Bill 3121 that provided a longer Freeport exemption period and placed Proposition 3 on the ballot for voter approval in November 2013. Following the passage of House bill 3121 during the 83rd Legislative Session, the Grapevine Chamber wishes to recognize the members of the Texas Legislature, the Lieutenant Governor, and the Governor for their bold leadership in supporting this constitutional amendment. Passage of Proposition 3 will allow local governments to extend the number of days that aircraft parts can be warehoused in Texas without being subject to property taxation. The proposition will also benefit Texas through job creation, economic development, and provide tax relief to a critical industry in our state. Chamber Board Votes to Support Proposition 6 Texas’ leadership has affirmed the need for and plans to create mechanisms to fund water projects for the next 50 years. Water is a critical issue to the business community, Chambers of Commerce and the citizenry as a whole in the state of Texas, and water is an essential element to the continued growth and economic prosperity of the state of Texas. The population of Texas is projected to increase by 82% by 2060 placing greater need and importance of adequate water, and unless the State of Texas fully implements its State Water Plan by 2060, 50% of Texans will lack an adequate supply of water during times of drought. Conservation and reuse strategies make up over 23% of the 2060 Region C Water Plan which is more than all other regional plans in Texas. Water shortages during drought conditions cost Texas business and workers billions in lost income every year and the losses will grow to $116 billion annually by 2060 without implementation of the State Water Plan.Following the successful passage of Senate Joint Resolution (SJR) 1 during the 83rd Texas Legislative Session, the Grapevine Chamber applauds legislative leaders that rightly supported this constitutional amendment. This constitutional amendment creates a water infrastructure bank that uses $2 billion from the Rainy Day Fund to finance water projects around the state. The Grapevine Chamber of Commerce urgently encourages our members and their employees to actively support Proposition 6 and vote in favor of the proposition on November 5, 2013.

The Women’s Division was out in full force in September as we once again “wo”manned the beverage booths at GrapeFest on Thursday and Friday. We are so honored to have received the GrapeFest Civic Service Award at the Mayor’s Reception for our continued volunteer service for the festival. It’s great to be able to help out in a small way with the festival and it’s really fun too! Speaking of fun, our next meeting will be a truly fun event as we hold our own Women’s Division Chili Cook-Off on Tuesday, October 15th. This will be our annual evening meeting, starting at 5:30 pm. Many thanks to Emily McRoberts and Homestead Winery for hosting us. The winner of this event will move on to represent the Women’s Division at the Classic Chili Cook-Off in November. Please join us.
