Norfolk holds firm on waste collection guidelines LUKE EDWARDS Grant Haven Media

Several condo complexes in Norfolk will have to find alternatives to public waste collection when Norfolk County switches to a new system this fall.

Councillors supported most of the recommendations included in a report at the July 14 council-in-committee meeting. Staff recommended maintaining the technical guidelines that restrict which condos can receive public collection, getting rid of the seasonal extra collection day for Turkey Point residents, transitioning to centralized collection points for residents on narrow, private or unmaintained roads, and implementing a $5 garbage container disposal fee for residents looking to get rid of their old bins when the new ones arrive.

It was only the final recommendation, for the $5 disposal fee, that councillors rejected.

“I don’t think we need to charge a separate fee,” said Coun. Chris Van Paassen.

Staff recommended the fee as a cost recovery effort for those who wish to get rid of their bins, though they would recommend residents find alternative uses for them.

Norfolk will be switching to a new waste collection system on Sept. 28. It will see the introduction

The Royal Canadian Legion celebrated its 100th anniversary on July 17. In Norfolk County a Legion banner was raised in front of the Town Hall in Simcoe.

“Today marks the beginning of a truly monumental weekend as we celebrate the Royal Canadian Legion, formed on this very day 100 years ago,” said James Christison, president of Simcoe Legion Branch 79.

“For a century, the Legion has stood as a steadfast voice for our Veterans,

acting as a pillar of strength within our communities. As a guardian, the Legion ensures that the profound sacrifices made by those who serve are honoured with the gravity and respect they deserve. Through this ceremonial banner raising, and the festivities that occur at our local

Christison said the local Legion branches and the Ladies Auxiliaries have provided support to thousands of Veterans and their dependents, and they have raised hundreds of thousands of dollars to enrich their communities, while remaining firmly committed to the sacred pledge of Remembrance.

“Thank you for your continued work and keeping the spirt of service alive, and for ensuring that the sacrifices made for our freedom remain at the very forefront of

our national consciousness,” said Christison, thanking volunteers and community supporters.

“Today we stand proud, we remember, and we celebrate a century of service.

May this weekend serve as a powerful reminder that while much has changed over the last 100 years, the Legion’s commitment to our Veterans and our country remain as resolute as ever.”

“One hundred years is an extraordinary achievement,” said Norfolk Ward 4 Councillor Chris Van Paassen, speaking on behalf of council and the mayor. “For a century the Royal Canadian Legion has stood as a symbol of service, sacrifice and Remembrance in communities. It has honoured those who have answered our nation’s call, and has ensured that

the stories and sacrifices of our Veterans were never forgotten. While the Legion’s foundation is rooted in supporting Veterans and their families, it has grown into so much more.

“Over the years, Legion branches have become the heart of Norfolk County,” said Van Paassen, “where people come together to celebrate and support one another, and build lasting relationships.”

In addition to supporting Veterans, the Legion has become a home for community events, fundraisers, celebrations, and acts of volunteerism, said Van Paassen.

“The Legion continues to strengthen the fabric of our community.

Today’s flag raising is more than a ceremonial act, it’s a visible reminder of the gratitude we owe to those who served,

and to the volunteers and members who have dedicated countless hours to keeping the Legion mission alive over the past century.

“On behalf of Norfolk County council, congratulations on the incredible 100year milestone,” Van Paassen concluded.

“Thank you to every Legion member, past and present, and those who’s commitment has ensured this organization remains a welcoming voice of Remembrance, friendship and community.”

The July 17th banner ceremony was attended by representatives from each of Norfolk County’s Legions – Simcoe Branch 79, Waterford Branch 123, Delhi Branch 125, Port Dover Branch 158, Port Rowan Branch 379, and Teeterville Branch 526.

The centennial of the Royal Canadian Legion, celebrated in Ottawa on Friday, July 17, holds special meaning in Simcoe, home to the only Legion branch in Haldimand-Norfolk that was founded in the same year as the national veterans’ organization.

“But our history goes back much longer than that,” said James Christison, president of Legion Branch 79 in Simcoe.

Soldiers coming home to Norfolk County from the Great War already realized they and their comrades would need help after the guns fell silent.

“As the war was still raging, they had the foresight to realize there was a need for huge support for veterans returning,” Christison said.

Those soldiers founded the Simcoe branch of the Great War Veterans’ Association in 1917 - one of only a dozen such associations in all of Canada at the time.

The group merged with the local British Empire Service League chapter and joined the newly incorporated Royal Canadian Legion in 1926 to create “one strong voice” for veterans, Christison said.

Norfolk’s five other Legion branches were formed soon after, and their work to encourage Remembrance while supporting veterans and their families continues today.

That work has changed from funding hearing aids and mobility devices for older adult veterans to helping soldiers, back from more recent deployments like the war in Afghanistan, avoid ending up on the street.

“We’re supporting individuals that need first and last months’ rent paid,” Christison said. “Our service officers assisted 26 individuals last month alone.”

Providing financial aid and housing support is a return to basics for an organization whose first beneficiaries were young men who returned injured and traumatized from the Western Front.

“That’s been the mission since day one - to give a voice and support veterans,” Christison said.

SURGE IN MEMBERSHIP Simcoe’s Legion has signed up 130 new members and counting this year, part of a nationwide surge that has seen the Royal Canadian Legion’s ranks swell by more than 100,000.

That spike is no doubt helped by the group waiving membership fees during its centennial year, but Christison said the “huge intake of public interest” at all Norfolk branches also coincides with a push to give Legions a higher profile.

of card games and dinners, Christison said.

The branch’s banquet hall, which seats 300, and the 250-seat club room are often booked for concerts, wedding receptions and celebrations of life.

“The hall is used by the community, and that is fantastic,” Christison said. “That’s what it’s there for. Built by veterans, supported by veterans.”

The Legion was packed to the rafters for a celebratory barbecue on Friday evening.

Earlier that morning members from all six Norfolk branches gathered at town hall in Simcoe for a flag-raising ceremony to mark the centennial.

Next up is a “centenary banquet” in Simcoe on Nov. 21 to commemorate the branch

Keeping up traditions is important for the Royal Canadian Legion, says Bryan Robertson, Simcoe Legion Branch 79 padre for the last 25 years, and actively involved in the RCL for about 34 years.

“Our Remembrance - and supporting the community as well,” said Robertson at Norfolk County’s July 17th ‘Legion 100’ flag-raising ceremony at Town Hall in Simcoe.

Those traditions include the decoration

day service at Oakwood Cemetery (they also assist Simcoe’s Army Navy Air Force Unit 255’s decoration day). They conduct the Remembrance Day service in Simcoe, supported by partners in the community.

They also sponsor local sports teams/organizations.

Annually, Branch 79 raises $35,000$45,000 during its Poppy Campaign. Donations are made for Veterans Dinners, Veterans hospitals, a homeless Veterans program, training service dogs, and more.

“We even donate to Veterans in the Caribbean – the Royal Commonwealth

Ex-Services League (RCEL),” said Robertson. “The Royal Canadian Legion gives a lot of support to them.”

During his years with RCL, Robertson said there have been changes, including the loss of their Second World War Veterans.

“Long ago we lost the World War I (Veterans), and about a year-and-a-half ago we lost our last Second World War Veteran in our branch – he was over 100. So we’re becoming more and more an organization represented by the descendants of the Veterans.”

The centenary evening at the legion hall will feature a catered dinner and live music, plus a presentation from Dr. Dean Oliver, former director of research and exhibitions at the Canadian War Museum and curator of the Canadian Museum of History, both in Ottawa.

“We’re pulling out all the stops, because how often do you get to turn 100?” Christison said. Tickets to the banquet are free for veterans and will go on sale to the general public in late August.

North Shore Highlanders to compete in Fergus CHRIS ABBOTT Editor

The North Shore Highlanders are ‘riding a wave’ says co-founder Ian McFadden.

“The folks have put in so much work, everyone’s just kind of been into it,” said McFadden. “Everyone’s kind of jumped on board – we’ve got a good group of people.”

The local pipe band, which started in Port Dover in January 2024, has been making a lot of progress in just over two years.

“I’ve been piping for 42 years, and I’ve seen people come out and it takes nine years to learn the (bagpipe) scale. These people are coming out, they’re putting the work in… and they’re just doing a fantastic job. They are into it!”

The band currently has six ‘beginners,’ and that’s been one of their goals since Day 1 – introducing the next generation to bagpipes and drums.

“We’ve definitely got a good little teaching pool going.

“It’s harder for the younger kids because the bagpipe itself is heavy. So if you have someone who is 10 years old, this thing weighs the same as their left leg. It gets cumbersome. And then you ask them to march for two-and-a-half hours,” he added with a smile.

This summer’s highlights included the Canada Day Calithumpian Parade in Port Dover, enjoyed by thousands. On July 17, they helped mark the 100th anniversary of the Royal Canadian Legion. Murray McKnight piped for a Legion flag-raising ceremony that morning in Simcoe, and a larger complement of Highlanders performed in Port Dover that evening, then the Simcoe Legion Branch 79 100th anniversary barbecue. On July 19, it was Dog’s Nest Days.

Big events, but maybe just the tip of the proverbial iceberg compared to competing

in the August 7-9 Fergus Scottish Festival and Highland Games (fergusscottishfestical.com), which annually includes bands from across Ontario, and some from other Canadian provinces and US states.

“Murray and I originally didn’t want this to be a competing band – a competition band can be a pretty rough environment,” said McFadden. “Because it’s kind of winner-takes-all. But… the younger ones want to try it.”

McFadden and McKnight pitched the idea to festival organizers, noting they had a new young band. After negotiating rules and costs, the Highlanders will be given the opportunity to compete in Fergus against other Grade 5 bands.

“This will give them a little taste of it.

Murray and I have done it for years, we get it. They just want to give it a shot.”

of an organics program, as well as a new automated, cart-based collection system for waste. The move is being made for financial reasons, as the difference between maintaining the old system and switching to the new automated system equates to about $900,000 a year.

However, with the changes, there are new limitations that restrict where the trucks will be able to pick up bins. This led to changes to guidelines. Condo corporations were asked to apply for the municipal service and had to adhere to the new guidelines.

According to the staff report, 20 condo corporations will continue to receive municipal collection services. Five corporations who applied were found to not meet the guidelines and denied municipal service. The remaining 23 corporations didn’t apply for municipal service.

gion during this 100th anniversary year, their first year of membership is free,” said Robertson. “And really, our branch membership is only $50 a year, so it’s not a big burden to stay a member.

“By joining you’re helping the people who continue to serve, and you’re look-

ing after the Veterans’ descendants. For example, we are now giving bursaries to the grandchildren and great grandchildren of Veterans – we gave away three bursaries this year, $1,250 each, to deserving students. That comes out of the Poppy Trust Fund.

That’s a big source of our money for supporting the various causes.”

Seasonal agricultural workers: “Cheers to 60 years” Haldimand-Norfolk

Bobbi Ann Brady This year marks the 60th anniversary of the Seasonal Agricultural Worker Program (SAWP), a program that has quietly become one of the most important partnerships supporting Ontario agriculture and Canada’s food supply.

It is also a reminder that behind every basket of strawberries, cucumbers, tomatoes and apples grown in Ontario are thousands of workers who leave their homes and families each year to help out our farm families and feed Canadians.

Recently, I was pleased to learn Ontario fruit and vegetable farmers are supporting a new scholarship initiative for the children of Jamaican seasonal workers. This program was launched by the Jamaican government partnering with the Ontario Fruit and Vegetable Growers’ Association (OFVGA). Its purpose is to help students cover costs such as attending high school, including books, transportation, accommodations, and uniforms.

much time arguing about programs and policies that we forget the human faces behind them. This scholarship initiative stood out to me because it acknowledges the sacrifices these workers and their families make for us all. Imagine as a parent spending months away from home working crazy hours in hot fields so your children can gain opportunities back home.

We know education changes lives and, as Jamaica’s Minister of Labour and Social Security Pearnel Charles Jr. said during the scholarship announcement, “When you give a child that leg up, it helps not just that child but also their family and their community.” I believe most of us feel the same.

The reality is Ontario’s fruit and vegetable industry relies heavily on seasonal labour.

In 1966, 264 Jamaican workers arrived in our province to assist with apple harvests. Sixty years later, more than 30,000 workers from Jamaica, Mexico, Trinidad and Tobago, Barbados, and the Eastern Caribbean have travelled to support Canada’s horticulture sector annually, and locally in tobacco fields. Farming is physically demanding work with tight planting and harvest windows, and despite farmers’ efforts to hire locally, labour shortages remain a serious challenge.

That said, I also understand why Canadians have questions about temporary foreign worker programs more broadly. We are living through an affordability crisis, housing shortages, strained infrastructure, and uncertainty about immigration policy. These concerns cannot simply be dismissed, nor should they be. However, it is important to separate legitimate concerns from misconceptions.

WE WANT TO HEAR FROM YOU!

Eliminating agricultural worker programs would not solve Ontario’s housing crisis or youth unemployment problem. What it would do is place enormous pressure on our domestic food supply and create even greater reliance on imported produce at a time when food prices are already through the roof.

However, as labour shortages spread across other sectors, there is growing pressure to utilize this program beyond its original purpose. While I understand the stress those other industries endure, expanding or repurposing the program I feel would undermine the very sector it was designed to support.

Improvements to the SAWP continue to evolve especially surrounding worker protections. Highlighting open work permits for vulnerable workers, stronger protections against reprisals, expanded mobility between employers, better workplace injury coverage, and increased worker supports, are all recent examples.

Closer to home, I’ve spoken with many farmers across Haldimand-Norfolk who value the relationships they have built with seasonal workers over decades. In many cases, workers return to the same farms year after year and become extended members of the farming community.

Agriculture remains one of Ontario’s most vital industries, but it only succeeds because of the people willing to do the work.

This being both local workers and those who travel thousands of kilometres to support our food system. As we recognize 60 years of SAWP, it is worth remembering respect, fairness, and opportunity should remain at the centre of the conversation.

LETTER TO THE EDITOR Veri asks for culture plan Why are Canada Post executives consideration rewarding themselves with $30.8 million in bonuses?

Canada Post says it is facing an unprecedented financial crisis. It is demanding concessions from postal workers, warning of service cuts, seeking more than $2 billion in public loans, and telling Canadians, Canada Post’s main stakeholders, that the corporation is “on the brink.”

At the same time, information provided to Parliament shows Canada Post approved $30.8 million in bonuses for 2,377 management employees in 2025, including 417 executives.

Canadians deserve accountability. Postal workers and the public should not be expected to pay the price while executives reward themselves for managing decline.

It is unacceptable to demand concessions from workers during bargaining, to deny Canadians a door-to-door delivery service, to close local post offices, or to blame postal workers for financial losses while executives continue paying themselves millions in bonuses.

Postal workers deliver to every community in the country through floods, fires, snowstorms, and pandemics. We provide a universal public service that Canadians rely on every day.

Yet Canada Post and the Government are forcing the public to accept postal service cuts, while management continues to

reward themselves with performance pay.

If Canada Post says that it has not recorded a profit since 2017 and continues to lose market share, what exactly is being rewarded? How much exactly have Canada Post managers rewarded themselves in bonus pay since 2017?

CUPW recognizes that changing mail volumes require planning. But the answer cannot be cuts to service and good jobs and weakening working conditions.

Instead, Canada Post should be expanding public services: Postal banking, expanded parcel services, government services, community hubs, green delivery initiatives, and other revenue-generating services deserve serious investment.

CUPW will continue to fight for a modern, sustainable public postal service that serves Canadians, protects good union jobs, supports communities and holds decision-makers accountable.

The future of Canada Post must be built through investment, innovation, accountability and public service, not secret executive bonuses, service cuts and worker concessions.

AMPS promises less formal ticketing process LUKE EDWARDS Grant Haven Media

Soon, those wishing to fight a parking ticket in Norfolk will no longer have to do so in court.

The county will be following the lead of more than 100 other municipalities and implementing an Administrative Monetary Penalty System (AMPS). The new process allows municipalities to bypass court hearings through the Provincial Offences Act, and offers a hearings process that is less formal and less intimidating.

“Residents will have a quicker and more convenient process to resolve disputes without having to navigate the provincial court system,” said manager of bylaw services Jim Millson.

“That makes it less adversarial and I think much more welcome by the public.”

Enforcement and ticketing remains largely the same, Millson said. There are no new offences or increased penalties being introduced. Instead, the main change for residents will be in how they fight a ticket.

Now, if a person disputes a ticket, they’ll first go to a screening officer. A resident can explain the situation - it doesn’t have to be in person and can go through email - and the screening officer can make a decision. If the resident doesn’t like the screening officer’s decision they can escalate to a hearing officer. This appeal is done face-to-face, but doesn’t necessarily have to happen in person, said Shayne Turner, of Municipal Compliance Solutions.

Either reviewer has options in their response, from voiding the ticket to lessening the penalty.

“There’s a bit more flexibility that’s offered than in the provincial offences system,” Turner said.

“It really focuses on customer service.”

The hearing officer must be an independent third party.

Turner said the move will likely free up time for bylaw staff, who have previously been forced to spend hours in court defending the tickets they’ve issued. It also means the County will no longer require a prosecutor for such hearings.

The next round of budget deliberations in Norfolk will see councillors consider the value of a culture plan.

Coun. Adam Veri put forward the motion at the July 14 council-in-committee meeting. While he stressed he wasn’t asking for the county to commit any dollars yet, he said he believed it was worthwhile to consider options to support a sector that contributes millions to Ontario’s economy each year.

“We don’t do anything at a strategic level that supports the growth of that sector,” he said.

“It’s one of these other pillars that we keep putting to the side because I don’t think there’s a lot of understanding of the economic value of it.”

Veri first broached the idea of a culture plan as discussions of the future of the Lynnwood Arts Centre and its namesake building unfolded earlier this year. At the time the council approved a motion from Veri asking staff to look at the feasibility of a culture plan.

At the July 14 meeting the agenda included an item in the consent portion that responded to that motion. It outlined in general terms what a culture plan is, why it might be needed, and the cost. Staff suggested it would be in the neighbourhood of $150,000, though the cost could be cut around $110,000 if it were combined with another master plan like the Parks Master Plan.

“I asked myself is this something we

“When we see the amount of money in unpaid fines, it’s staggering,” she said.

Turner said AMPS doesn’t have a direct impact on the unpaid fines issue, as it’s more a focus on adjudication instead of collection. However, there could be indirect benefits through the increased flexibility, as Turner said in other jurisdictions people tend to be more willing to pay a ticket if they can get a few dollars knocked off, which the screening and hearing officers can do.

The staff report included several recommendations that pave the way for Norfolk to implement the new system.

However, the system won’t come into effect until sometime in the first half of 2027, as staff recommended giving them some time to get their protocols in place and provide some communication to inform the public.

need, or is this something we want,” said Coun. Doug Brunton. “My bottom line is I just can’t support spending any money on this.”

However, others supported Veri’s motion, especially after he pointed out it doesn’t commit any money at the moment, but simply gives the next term of council the information needed to make a decision at budget time. He also said there could be other options, such as completing the work in-house, that could reduce costs.

“I’ll support it to give the next term of council every opportunity to make a decision that seems right for them,” said Coun.

Ventin building to keep its heritage designation LUKE EDWARDS Grant Haven Media

A Simcoe property owner won’t be getting his wish to have a Peel Street building he owns removed from heritage designation.

While Norfolk councillors acknowledged the situation Harrish Rajput finds himself in, and that he bought the old post office/Ventin building with the best of intentions, they ultimately couldn’t support his request to have the building de-designated.

“I appreciate the sentiment shared by the property owner, however, I think there are a number of things that need to be considered. I truly appreciate the 53 objections that were received, that’s quite a lot,” said Coun. Alan Duthie, referring to correspondence received by the municipality during a public consultation period to the County considering de-designating 45 Peel Street.

“This building has been designated since the ‘80s, they knew what they were getting into and there are resources available to try and assist,” Duthie said.

Rajput blamed the heritage designation for playing a role in the challenges he’s had in getting insurance for the building and finding a tenant. He said previous requests to Norfolk County for some kind of support have failed.

“Our intention is not to demolish the building… our intention is to bring a potential client to the building,” Rajput said.

The building dates back to 1910 and represents a Neoclassical/Georgian style, according to a staff report. It served as a post office and customs building, town hall, a bank, dance studio and the offices for Ventin Architects.

Only the exterior of the building is protected through the heritage designation, as the interior has undergone various changes.

Council let the process move forward after Rajput requested de-designation earlier this year. However, in addition to the more than 50 objections received, staff also recommended leaving the building under heritage protection.

“The Ontario Heritage Act does allow for de-designation of assets, but this usually involves buildings that have lost their historic significance through irreparable deterioration, fire, neglect, demolition, or other significant loss of historic fabric. This is not the case in this instance,” said planner Andrew Wallace.

Wallace also said Rajput’s assertions that his troubles finding tenants or insurance is also anecdotal, and staff weren’t provided with any documentation backing up the claims.

Two members of the public shared their support of keeping the building designated.

“To date it remains a well-preserved historic jewel in our community,” said Paul Vehof.

Others said the building’s association with Carlos Ventin - who was a well-known advocate for heritage preservation - only enhanced the building’s heritage bonafides.

“It’s more significant now than it was even when it was designated in 1981 because of the reputation of Carlos Ventin,” said Karen Scott Booth, a member of the Architecture Conservancy of Ontario, who drove from her home in Cambridge to present.

“This is one of the most significant buildings probably in your region, if not the province.”

While Norfolk will keep the heritage designation on the building, Coun. Chris Van Paassen did point out how changes over the years have made heritage designation more one-sided and less fair.

When the Province passed the Ontario Heritage Act, he said designation came with support for property owners.

But as the years passed on, those supports evaporated.

“It was given (heritage designation) under certain conditions and those conditions no longer exist,” Van Paassen said.

County receives update on energy usage LUKE EDWARDS Grant Haven Media

Norfolk County’s greenhouse gas emissions increased by just over 600 tonnes between 2023 and 2025.

The numbers were released in a report to the July 14 council-in-committee meeting as part of the municipality’s 2024-2029 Energy Conservation and Demand Management plan, which includes goals to reduce corporate GHG emissions, increase energy efficiency, reduce annual energy costs, promote sustainability and expand renewable and sustainable energy generation at County facilities.

“Overall, corporate energy performance has remained relatively consistent with the baseline, with some year-to-year fluctuations, largely influenced by weather conditions, facility utilization, operational re-

quirements and service delivery demands,” said Sydney Clarysse, project lead.

Using 2023 as a baseline, the report compared results over a variety of energy metrics for 2024 and 2025.

For overall GHG emissions, the baseline saw 5,018 tonnes of emissions in 2023, increasing to 5,274 in 2024 and 5,623 last year.

Electricity usage saw a decrease of seven per cent last year from the baseline, after remaining relatively flat from 2023 to 2024. Natural gas fluctuated more heavily, with the staff report blaming weather for the changes.

“The warmer conditions experienced in 2024 contributed to reduced natural gas consumption relative to the baseline year, whereas the colder and longer heating season experienced in 2025… resulted in increased heating demand and associated

natural gas consumption,” the report said.

Gasoline for the county’s fleet of vehicles, likewise, saw an 11-per-cent decrease in 2024 from the baseline, but a 10.5-percent increase in 2025.

“While annual results may fluctuate in response to factors such as weather conditions, utility pricing, facility utilization, and operational requirements, the Corporation remains focused on achieving the Plan's long-term desired outcomes related to energy performance, greenhouse gas emissions reduction, renewable energy generation, and responsible cost management,” the report said.

Council also supported a staff recommendation to participate in the Partners for Climate Protection Program, which includes a five-milestone process to help municipalities take action against climate change. They include: developing a base-

line emissions inventory, setting reduction targets, developing a local climate action plan, implementing emissions reduction actions and monitoring and reporting progress.

“Norfolk County has already completed significant work aligned with the initial PCP milestones through the development of corporate and community greenhouse gas inventories, establishment of emissions baselines, adoption of the 2024–2029 ECDM Plan, and completion of a Community Climate Change Adaptation Plan,” the report said.

“Participation in the PCP Program would formalize these efforts and position Norfolk County to efficiently advance through the remaining milestones while leveraging work already completed through existing plans, programs, and initiatives.”

Norfolk moving forward with $60M upgrades Simcoe wastewater treatment plant upgrades ‘long overdue’ LUKE EDWARDS Grant Haven Media

The process scares some, and the price tag likely scares most, but a wastewater treatment plant upgrade project is moving ahead.

Deeming it long overdue, councillors approved a staff recommendation to proceed with upgrades to the Simcoe Wastewater Treatment Plant, utilizing what’s dubbed a progressive design-build (PDB), that will be a first for Norfolk.

“They’re typically used for those large facilities… where there’s a lot of unknowns,” said Andrew Grice, general manager of public works, referring to the PDB process.

“As staff we feel this is the best project delivery method.”

The new PDB process will see the County bring the contractor and design consultant on board at the onset of the program, and have them deliver the project together.

Grice said it’s often used for complex projects like water and wastewater facilities.

“It allows for flexibility and helps us control risk, however it’s not something we’ve done in Norfolk County yet,” he said.

The recent water and wastewater projects

in Port Dover used the traditional designbid-build approach and had over 60 change orders as it progressed, Grice said.

“That adds a lot of delay and cost to our program, and these are things that can be mitigated with a modified delivery,” Grice said, adding there will still be many off-ramps for council, where staff will return with reports, allowing councillors to change course if they feel the need to do so.

While Grice said the PDB model is the best for the project, Coun. Doug Brunton said he had some concerns with it, worrying it may not provide the flexibility staff believe it will when the inevitable changes to the project arise.

“If the consultants are telling us ‘here’s what we have to do,’ we really don't have any say in it. If we say no then the project comes to a halt, or they go back to the drawing board and it costs us money to come up with some more alternatives,” he said.

Grice described the new method as more of a collaborative approach, but added Legal will be involved to protect the interests of the municipality.

The capital budget already has $58.3 million approved for Phase 1 upgrades,

which includes engineering and construction costs. Most of that, $55.8 million, is expected to be funded through debt.

There’s also $2.6 million approved for Phase 2 engineering work.

Staff are not requesting any budget amendments at this time, though the report acknowledged some may be needed in the future.

“Using the progressive design-build approach, future bids will be received that may require amendments at that point.

However, the gated approach will allow council to approve packages of work for certain deliverables, allowing for more effective cost control as work moves forward,” the report said.

Coun. Chris Van Paassen admitted the financial numbers are scary.

“I don’t like the numbers but I believe them,” he said. “We need to get started on it because we’re 20 years behind schedule already.”

Part of the updated project will likely be welcome news to many nearby residents,

as staff are recommending a new access road off Victoria Street, which will reduce heavy truck traffic from the residential area.

KidsZone, Clifton stage are worth checking out CHRIS ABBOTT Editor

Are you ready for four days of the Simcoe Heritage Friendship Festival, July 31-August 3?

“In this world we’re living in, just everything costs so much. We are doing everything possible that we can as a small, independent, not-for-profit Board of Directors to provide this weekend,” said Sara Moody Veldhuis, festival artistic director.

“Four days of basically free family fun and entertainment. The YTP KidsZone is just full of things to do for the families – kids of all ages, including moms, dads, grandparents. They can go in and pretty much spend a whole day there, without even moving out of that one area, and have lots of things to do for free. There’s a few items with some small costs associated (tie-dye shirts and facepainting), and the rest of it’s free.

“Crystal Lake Conservatory are back with us again – they do fantastic aerial and dance demonstrations, giving families and opportunity to see what children can become involved in the community.

“Kids can make crafts, and play lawn games. One of the things that is new this

year is related to the car show. Sharp Bus Lines is sponsoring a mini Hot Wheels event on Saturday.

Kids have to register for that, there’s only 120 spots available. They can register at our Friday Night outdoor movie (School of Rock) or on the Saturday morning at the KidsZone facepainting station. They can bring their own Hot Wheels, or Sharp’s providing some for them to race. Whoever is the winner gets to announce the Kids Choice Award for Best Car in Sunday’s car show in Lynnwood Park.

“So tons of stuff just in the KidsZone alone,” laughed Moody Veldhuis.

Norfolk’s financials show signs of improvement LUKE EDWARDS Grant Haven Media

An operating surplus of more than $10 million in 2025 was another sign of improving financial conditions in Norfolk, an audit of the county’s books found.

However, despite the improving situation, auditors and county staff said more needs to be done to get Norfolk on solid financial footing. Namely, an annual funding shortfall of $33.6 million and a need to improve reserve levels that remain below ideal levels are areas the county should focus on, they said.

“Having a county that has those reserves… at their fingertips, it is better than a county that doesn’t have that,” said Matt McInally, a partner at Millard, Rouse & Rosebrugh LLP. The operating surplus totaled $10.2 million, with the bulk of it - $9.7 million - found in the levy. Norfolk directed most of the surplus to debt mitigation, using the money to fund approved projects that were otherwise planned to be debt financed.

“Using surplus funds when available reduces future borrowing requirements and lowers future debt servicing costs,” said treasurer and director of finance Amy Fanning.

While most of the surplus was used for debt mitigation, the county also bumped up various reserves. Additionally, earlier this year council voted to use $1 million of the surplus to complete addi-

tional road rehabilitation work this year following a brutal winter that left roads in rough condition.

The $500,000 operating rate surplus went into reserves.

Fanning said salary and benefit variances drove most of the surplus, followed by increased taxation revenue and interest and investment income.

However, the treasurer urged for continued restraint.

“While it’s an extremely positive step and momentum is in the right direction, those are all wonderful things,” Fanning said. “Having those balances is incredibly critical and crucial to the long-term health of this organization because we know we’re embarking on significant capital and infrastructure needs going forward as well.”

An accompanying report and presentation at the July 14 meeting showed a positive year for Norfolk’s investments, as well, driven largely by strength in the Canadian markets.

“It’s not often we get to say Canadian equities are the star performers but that’s what we saw in 2025,” said CIBC’s Ian Murray.

A staff report said Norfolk’s returns for short term investments in 2025 totaled 3.33 per cent, or just over $2 million, while medium term investments returned 4.4 per cent ($8.3 million) and the long-term Legacy Fund investments brought a return of 12.81 per cent, or $10.3 million.

The Simcoe Heritage Friendship Festival brings Norfolk County together, July 31-August 3rd.

Partnering with the festival are two annual events that you’ll want to see.

On Friday, July 31st, it’s the Downtown Simcoe BIA Festival Kickoff on Argyle Street, Simcoe, which will be closed that evening 5-10 p.m.

“We’ve got live music from the Atkinson Brothers Band and The Shrubberies,” said Les Anderson, Downtown Simcoe BIA coordinator.

Music starts about 7 p.m. The Atkinson Brothers will be on about 8:15 p.m.

“We will also have children’s entertainment – the balloon guy, a bouncy castle and facepainting. There’s a couple food trucks as well.

“This will be the fourth year for the Festival Kickoff. And we’ve been trying to work a little closer with the festival, trying to attract people not only to the festival,

but hopefully bring some people downtown, at the same time.”

The BIA is also sponsoring the outdoor movie at Wellington Park at dusk Friday night (School of Rock).

DUCK RACE On Monday, August 3rd, it’s the ABEL Enterprises Duck Race. Purchase a ticket ($5) to enter, available at ABEL or their booth, set up all weekend near Memorial Bridge on Norfolk Street, near the ‘finish line’ for the Duck Race.

750 tickets were printed and it is expected to sell out. Ticket numbers match the number of a plastic duck. All the ducks will be released simultaneously Monday at 2 p.m. from a bridge in Clifton Park and they will float down the stream.

It’s a race, but it’s a slow race. Many ticketholders line the banks, cheering on the ducks. In some cases, actually seeing their entry.

First prize is $500, 2nd $300, 3rd $200, 4th $100 and 5th $50. Winners will be announced from the Heritage Friendship Festival Main Stage at 3 p.m.

Indwell’s vision is ‘Hope & Homes for All’

Celebrating the 10th anniversary of Hambelton Hall, Indwell hosted a Hope & Homes celebration barbecue on Thursday, July 16, sharing stories of courage at one of their two permanent supportive housing programs in Simcoe.

Approximately 91 apartments are provided in Norfolk County, and across Southern Ontario, Indwell supports 1,450 individuals in nine regions (Sarnia was the newest) – people experiencing homelessness or at risk in precarious housing situations, providing healthcare, community supports and opportunities to flourish through partnerships with governments, healthcare providers including nursing and addiction support, community organizations, and supported by community donations.

Simcoe’s Dogwood Suites opened in 2022, more than doubling their capacity in Norfolk County.

“Indwell started 50 years ago, really as a solution to homelessness,” said Justin Dewaard, Regional Director – Haldimand-Norfolk.

Celebrating 10 years of Indwell’s Hambleton Hall LEAH BAUER Advocate Contributor

On July 16th, Indwell opened its doors to celebrate 10 years of Hambleton Hall.

Located on John Street in downtown Simcoe, Hambleton Hall and the workers of Indwell have brought affordable supportive housing to our community for the last decade.

The building was at one point a part of St. James United Church. Eventually, the needs of the church community changed and the decision was made to put the building up for sale. When selling the nearby building the members of the St. James Church community wanted it to be used for good. Indwell made an offer for the building, but they didn’t have the money raised yet. Kindly, the members at St. James Church gave them a year to raise the money. Indwell’s success in raising the money is evident as they have been a force for good in the community ever since.

Justin Dewaard, Regional Director, said “there are 40 units of housing in this building. Five of them are dedicated to our transitional housing program, for individuals that are coming directly out of homelessness.”

For Indwell, success in tackling homelessness is more than just giving people an affordable place to live. Dewaard said “It is about making sure that they have the support to be successful in that housing.”

The open house was an opportunity to allow the wider public through the doors of Indwell and a chance to see the work that they do for our community. In addition to this Dewaard said, “It is a celebration, a celebration of 10 years of housing in this community.”

can help show the community that change is possible: “I think we all want the same things, nobody likes addiction. We all want people to be free from addiction. We all want people to be free from mental illness. We want to live in safe communities. The solution to that is not to distance ourselves, but rather to come together on nights like tonight. To do courageous things and to lean in because these are problems that we can solve.”

Jamaican Minister of Labour visit jointly looks to celebrate, cement 60-year SAWP relationship JEFF TRIBE Advocate Contributor

The question was, was Jamaica’s Minister of Labour and Social Security visiting Canada to celebrate the 60th anniversary of his nation’s participation in the Seasonal Agricultural Worker Program (SAWP), or begin building on the next 60 years?

And the answer was ‘Yes.’ “I think the celebration of the 60th anniversary is the foundation of cementing and expanding the relationship,” responded the Hon. Pearnel Charles Jr., JP, after touching down at Pearson International Airport in Toronto Thursday, July 20. “And also the importance we place on our workers and their welfare.”

Welcomed by a party including Jamaican High Commissioner to Canada Marsha Coore Lobban, Consul General of Jamaica in Toronto Kurt Davis, and Jamaican Liaison Service (JLS) Chief Liaison Officer Althea Riley, Charles Jr. in turn met 100plus Jamaican SAWP participants at Pearson’s International Arrivals gate, leading an informal parade to a nearby roped-off area, miniature Jamaican flags waving.

A short ceremony there featured the presence of and remarks from the Hon. Charmaine Williams, MPP and Associate Minister of Women’s Social & Economic Opportunity; MPP Mohamed Firin, Parliamentary Assistant to the Ontario Minister of Labour, Immigration, Training & Skills Development; President and Vice-President of Foreign Agricultural Resource Management Services (F.A.R.M.S.) Rob-

ert Shuh and Andy Vergeer, respectively, and representatives from Service Canada, the Ontario Fruit and Vegetable Growers Association, CanAg Travel Services and JN Money Services.

In his address, Charles Jr. emphasized the workers’ position as ambassadors for their nation and the value Jamaica places on their contributions.

The welcome concluded with very Canadian treats, the workers began boarding buses destined for farms across Ontario including those in Norfolk County. The minister and Jamaican officials were looking forward to related celebrations and events at Collingwood the following day; Sunday, July 26 at Strawberry Tyme Farms, a fourth-generation strawberry, raspberry, blackberry and other plant operation located along St. John’s Road west of Simcoe; and onward to destinations including Ottawa and Kelowna, B.C. The minister’s visit and attendant events emphasize the importance his nation puts on both the SAWP program and the related ongoing relationship, said Charles Jr. Jamaican workers formed SAWP’s first wave six decades ago and roughly 10,000 continue to come to Canada annually through it and other programs in what Jamaican Liaison Service Chief Liaison Officer Althea Riley familiarly calls a ‘winwin’ scenario. Jamaican workers are an integrated and critical part of the mechanism supporting and sustaining Canadian food production and quality concurred Charles Jr. In short, Norfolk County would not be ‘Ontario’s Garden’ without labour sourced from temporary foreign workers.

Conversely, the wages Jamaican workers earn contribute significantly to foreign remittances which represent the second line item in Jamaica’s economy, behind only tourism. Program participants gain structured work, revenue and exposure to experience and skills, said the minister.

“That benefit the workers and their families in numerous ways.”

Education and health care for workers’ children are familiar destinations for their income, Charles Jr. continued.

“And other opportunities that otherwise would have been challenging.”

Worker welfare remains front of mind for Jamaica’s Ministry of Labour and Social Security, represented by the JLS as its operational arm in Canada. The service fulfils basic and more complicated functions including welcoming workers upon their arrival, regular site visits, providing 24/7

emergency contact, services for family members in Jamaica, and mediation in the event of dispute.

“The JLS is a highly-official, well-structured, coordinated mechanism to ensure our workers receive proper support and their welfare continues to be a priority,” said Charles Jr. It also has a domestic function, striving to ensure programs are a mutually-beneficial fit for both employees and destination farms.

“Back home we have expanded our orientation process to make sure we are finding the right workers and providing support to work in this environment,” said Charles Jr. Jamaica is also an active participant in annual multi-nation reviews featuring a range of program stakeholders, assessing the previous year’s operational successes and challenges, and investigating potential changes. Yearly review creates a platform for dialogue around evolving issues, said Charles Jr. “It is an acknowledgement of the natural evolution that takes place. It provides an opportunity for stakeholders to assess and adjust where necessary.”

Norfolk Pro Rodeo provides ‘Rawhide’ action CHRIS ABBOTT Editor

Norfolk Pro Rodeo was ‘rollin’, rollin’, rollin’ on July 17-19.

Sanctioned by International Pro Rodeo Association and hosted by Rawhide Rodeo Co. at Timmermans Ranch just north of Nixon, the ninth Norfolk Pro Rodeo, featured three full rodeo performances.

And a whole lot more with vendors, food and beverages on site, concerts, kids activities… enough for a long day of entertainment.

“Friday and Saturday were both amazing,” said Jason Hale, Norfolk Pro Rodeo marketing manager. “Some of our largest crowds ever. Saturday turned out to be a beautiful day in spite of a little bit of rain in the afternoon – that was quick and over with – and two concerts immediately followed the rodeos. George Canyon on Friday night, Aaron Pritchett on Saturday night. The atmosphere was amazing, unbelievable. Everyone was friendly, excited, happy to be there.”

Approximately 10,000 people came out to watch over the three days, easily accommodated by added grandstand seating.

“For the concert, we tightened up our space a little bit and added a large bleacher over there for seating – a lot of people enjoyed that. It allowed them to be above the crowd and see things. The crowd still felt full, but it wasn’t shoulder to shoulder.”

Sunday was Family Day, enjoyed by rodeo fans of ALL ages.

“We try to gear Sunday towards families.

All of the days are ‘kid friendly, family friendly,’ but on Sundays we offer a discount family pack. We had the kids section open - there was a bubble party, hula hoops going, games and fun things, and it was pretty successful. Some people with kids will come to the rodeo early for that, do the

rodeo, then go home. Some people come see the rodeo, then stick around, get a bite to eat. It gives people some different opportunities to enjoy it.”

‘Kids rodeos’ were held Saturday and Sunday an hour-and-a-half before the pro rodeos.

“The kids get invited out to the arena, meet some horses, run around in the mud a little bit, have some fun.”

Cowboys and cowgirls guided children with hobby horses around barrels, demonstrated roping on toy targets, encouraged them to run between poles, and taught some trick roping.

Several community organizations had the opportunity to raise funds on the weekend, including ABEL Enterprises, Simcoe Lions Club, Be the Difference (mental health awareness), Art with Heart, Norfolk 4-H, Delhi La Salette Knights of Columbus, First Simcoe Scouts, South Oxford Storm (hockey), Simcoe Minor Hockey, Woodstock Wildcats (hockey), Simcoe Minor Lacrosse, Delhi Norwich 59ers (hockey), and District 5 Snowmobile Club.

“We do some give-back,” Hale noted.

“We love to do things like that. They’re helping us and we like to help them back.”

In addition to the Norfolk Pro Rodeo, IPRA rodeos on the same weekend were held in New York state, California, Indiana (two), Florida, Missouri, Quebec, Tennessee and Oklahoma. Rodeo athletes compete in hundreds of rodeos across North America during the 2026 season, collecting points, vying for a chance to compete at the year-end grand championships.

Big things are being planned for the 10th anniversary Norfolk Pro Rodeo in July 1618, 2027.

“We’re looking forward to it,” said Hale.

“Tickets will go on sale early in 2027.

But the 24-inch pickerel may have strayed over that line into the realm of taunting.

“Hey dad, turn around,” called Trevor Barnucz as our three-member party paddled the last 100 metres to our Normandale launch site, children laughing and splashing in the sandy shallows in front of us.

Aquatic ecologist, avid angler, kayak and otherwise, seminar presenter, Pure Fishing ambassador - and proud father - Jason Barnucz did as directed. Grinning almost as widely as the ‘bucketmouth’ he had landed earlier, Trevor showed off the unexpected product of an end-of-the-trail troll.

The teacher had not become the student. But on this sunny Lake Erie morning, both Jason and the newspaper guy had been schooled in the art of kayak fishing by a passionate 18-year-old.

The phrase ‘apple not falling far from the tree’ is front of mind when speaking of Trevor Barnucz. Always a willing fisher, early enthusiasm was anchored more deeply during COVID. At the end of his and Jason’s remote studies and work day respectively, they would head out fishing

from their Delhi residence, maintaining sanity in a challenging world through shared, socially-distanced outdoor activity.

That passion has taken Trevor places including Trent University this fall, course offerings in environmental science and its proximity to quality fishing on the Otanabee River and nearby Rice, Buckhorn and Pigeon lakes among others, making it an attractive option.

Opportunity accessed through Ontario Junior Bass Nation (OJBN) (ontariojuniorbass.com) has taken Barnucz considerably further and will take him further yet. In 2025, he qualified through the OJBN high school division’s annual tournament to compete at Clarks Hill Lake near Augusta, Georgia. Subsequently, Trevor was named a member of Team Ontario for the Zimbabwe Youth Invitational, Dec. 7-9, 2026 at the African nation’s Darwendale Dam. The three-nation tournament will bring together some of the best young anglers from their respective nations. Its goals extend beyond fishing into developing leadership, sportsmanship, teamwork, cultural awareness and a deeper appreciation for conservation and the outdoors.

Zimbabwe Bass Nation is providing boats and boat captains.

Across the three days, Trevor will be partnered with competitors from the host nation, South Africa, and Canada respectively.

Total weight across three days will decide the champion.

We were working a lot closer to home this mid-July morning, launching from Normandale at 7 a.m. under smoke-tinged blue skies. The opportunity to join a pair of knowledgeable and experienced kayak anglers had been delayed a day due to the threat of inclement weather. When holding forth on one of his favourite seminar topics, be that in his own backyard or at the Toronto Sportsmen’s Show, Jason em-

phasizes the importance of safety first, particularly when heading out onto ‘big water’. Long Point’s outer bay certainly qualifying. My biggest takeaway on the day was the healthy respect both held for wind and water conditions and making sure both were acceptable before heading out on any water, large or small.

The senior Barnucz’ three pillars for kayak fishing are always wearing one’s personal flotation device, being aware of water temperature in terms of hypothermia risk, and finally, weather conditions including wind direction and velocity. The latter relates directly to water conditions both in terms of safety and comfort, the former helps define where to fish, in terms of features minimizing or moderating wind’s effects. One of the advantages of kayak fishing is the ability to go places other watercraft can’t in terms of depth and rocks, for example. They can handle bigger water when safe, and alternatively, pivot to either smaller lakes or streams if not. A forecast of northerly winds expected to die down mid-morning led to our launch destination and route paralleling the scenic bluffs toward Fisher’s Glen and Port Dover.

The Barnucz boys took to the water in sit-on kayaks befitting their commitment to the sport, wide and stable PDL (pedal drive) units locked and loaded with holders for gear including a half-dozen poles apiece, myriad tackle options, nets, mounted electronics and matching red flags to help announce their presence to passing boaters. They both carried paddles, but propulsion was mostly from bicycle-style foot pedals driving underwater pro-

pellers, both forward and reverse.

That style allows anglers to keep their hands free for fishing, rather than paddling.

I was kicking it old school in a sit-in fishing model purchased on an end-of-the-year sale for $450, underlining the approach’s affordability level. There is special joy to be found while tooling across the water at 70 miles per hour in a bass boat, however while lacking that speed and sexiness, kayaks also don’t come with an associated price tag or require gas, oil and maintenance.

Having fished for many years in standard kayaks, including a couple of short, light 25-pound units a son-in-law and I carry a kilometre or so into Lake Superior Provincial Park’s Orphan Lake in search of brook trout, my current basic ‘fishing yak’ weighs under 65 pounds, easy enough to swing onto the roof of a minivan. It has a pair of rod holders behind the seat and offers significant upgrades in access (a bigger hole for a guy to put a grandchild on his lap or struggle in and out of with a crappy knee and crappy hip), width, capacity and stability. My wife has an equivalent siton model, not so much for fishing as ease of access and stability.

‘Getting what you pay for’ translates into a larger platform for more gear on the Barnucz units, more space to change presentation, the stability to stand up and fish should one choose, netting fish more easily, lessening odds of dropping one’s phone overboard, and a much better seat. No matter what you do, it’s been my experience that sooner or later butt comfort becomes an issue on hard plastic.

We paddled north-easterly into

a rising sun. Watching and learning from two experts, fishing quickly became fishing. Whether in a kayak or boat, structure is structure, with weed patches and lines and rocky bottoms and piles holding bass in three species. As the guy with two rod holders and a camera stuck to a jerk bait and ‘wacky’ options, Jason and Trevor worked their way through a variety of colours and presentations, greater effort and diversity represented in greater success.

Both do fish tournaments, including kayak-specific events.

This day was not about competition, but if it had been, Trevor would have finished well atop the leaderboard, moving sequentially up through a three-pound ‘largie’ to a three-pound, 14-ounce smallmouth bass, taken on a tiny piece of drop-shotted plastic.

A wind that instead of dying, swung to the east and hung tough pushed us back toward Normandale at noon from a highly educational and enjoyable morning.

There is an intimacy to fishing almost directly at the waterline, only enhanced by nature’s surrounding beauty, a Bald Eagle soaring over the Erie shoreline’s unique sand bluffs.

More than bragging rights will be on the line for Trevor when he hits the unfamiliar waters of the Darwendale Dam reservoir this December.

But the lessons he’s learned in his own Norfolk County backyard will definitely be going with him.

“My goal is to bring home gold.

We want to bring home gold for Team Canada,” he concluded.

“This is the first time we’ve had a large youth team, and we want to pull out the victory.”

Butterfly tally dips below 10-year average Long Point Butterfly Count provides population snapshot, swallowtails scarce

Weather patterns, the timing of when new generations emerge, and other factors can play a role in the results of the annual Long Point Butterfly Count, which means year to year tallies for any specific species can show a lot of variation. This year’s count, held Saturday, July 4, was no exception.

Like last year’s count, the event took place under what count organizer Adam Timpf calls “fairly ideal conditions.”

The weather was warm, though overcast in the morning. Once the sun came out in the afternoon, “there was a noticeable uptick in activity,” Timpf noted.

Unlike last year’s count of 57 species, only 48 species were found. This, Timpf says, is below the 10-year average of 54 and all-time average of 50.5. As well, the total of 1,744 individual butterflies spotted is lower than the 10-year average (2,549) and the all-time average (2,586).

Still, there were some bright spots, says Timpf.

“Monarchs are always of interest, and we had an excellent count of 96.”

This was the highest number since 2018, when 142 were tallied, and is also higher than the all-time average of around 54.

The 2026 count marked only the second time that Variegated Fritillaries have been found on the count. Four were tallied, lower than the seven found in 2012.

Participants found a Buckeye butterfly, marking only the fourth time it has been seen on the count. A new high for Crossline Skippers was recorded, with 32 besting the previous high of 30 set in 2019. First recorded in 2020 and every year since, three Mulberry Wing skippers were found, tying the high count for them.

corded for the first time last year with one being found. This year, three were recorded on the count day.

Timpf says this means the reintroduced population “is doing well, successfully reproducing and expanding beyond some of the release sites.”

On the negative side, swallowtails were particularly scarce with no Black Swallowtails tallied. Only 20 Eastern Tiger Swallowtails were found, the second-lowest

number ever. Two Spicebush Swallowtails were sighted, tying the all-time low.

Still, this year’s swallowtail results aren’t an immediate cause for concern. Sometimes, Timpf notes, the count falls between broods, meaning fewer butterflies are seen at the time of the tally.

“A week after the count, it did seem like there were more swallowtails. Sometimes the count falls between generations, and sometimes it comes at the right time.”

Considering the overall results, he added, “I thought we would have had more species.”

Though he hasn’t seen the results from many other counts, he did talk to someone from the Ottawa count, who also reported low species diversity.

This year marked the 35th year for the Long Point Butterfly Count. Sponsored by the Norfolk Field Naturalists, the count focusses on a 15-mile-diameter circle centered on Long Point Inner Bay. Information from the Long Point Butterfly Count has been collected since 1993, the year the North American Butterfly As-

sociation (NABA) kicked off the count for the United States, Canada, and Mexico.

Data from around 450 annual counts, each within a 15-mile assigned count circle, flows into the NABA totals. While numbers can vary from year to year, with some species showing boom or bust cycles, it’s the long-term trends that matter.

“Collectively, continent-wide, over time, that’s where you see the picture,” Timpf says. As the NABA website states, keeping tabs on butterflies matters.

“As pollinators they are critical to our shared environment, and as indicator species they give us early warning of environmental peril,” the website says, adding that butterflies have an important role to play as “a key link in the food chain.”

Next year’s Long Point Butterfly Count falls on Saturday, July 3rd, 2027. In the meantime, those looking for more information about steps that can be taken to help butterflies can find information about establishing a butterfly garden at the North American Butterfly Association website https://naba.org/.

“Foodie” quality at sensible prices – amazing dining at Punch Ltd.

We were then served Mumbai Chat-Slaw, mixed at the table, an amazing melange of radishes, beets, green apple, pomegranate, boondi (deep-fried chickpea flour), potato straw, crispy leeks and tamarind yogurt.

Next came duck sausage, with raisins, in puff pastry, topped with a unique, dark, spicy house brown sauce.

Then came what may have been our favourite taste of the meal (except, perhaps, the desserts): Agnolotti (a stuffed pasta) with morels, English peas, snap peas, porcini mushroom broth and maggie butter.

This was followed by exceptional Beef Wellington, one of the many house specialties. The menu lists “tenderloin, prosciutto, wild mushroom duxelles, Swiss chard, sunchoke purée and rogan josh jus”. The jus brings that soft, Indian spin to the very British Beef Wellington – again, a perfect culinary marriage.

And then came desserts – yes, plural because there were, after all, two of us. One was a Punch Ltd. standard – absolutely luscious sticky toffee pudding. The other involved a surprise. Our server brough a white chocolate mousse with a red fruit sauce, and at the table, poured extra virgin olive oil on the mousse, and added cracked black pepper. I was dubious… until my first taste.

That dessert included both saffron – the most expensive spice in the world – and cardamom, third most pricey. Mandar explained that both are essential to his recipes, so he insists on them, regardless of cost.

Lauren matched our courses with terrific wines from around the world: a Gruner Veltliner from Austria, Cerisier en Fleur from Alsace, a terrific Bordeaux, and a couple more. The wine list at Punch Ltd. covers 10 pages; there are three more for spirits, and that doesn’t include their wide selection of unique cocktails, and beer.

The restaurant features low light, pleasant background music, and wait staff in black suits and white shirts – it all speaks of elegance. But the diners’ clothing tended toward smart casual – no formality, here.

I don’t write a lot of articles about any specific restaurant, but Punch Ltd. clearly earned the attention it’s getting, this week.

You don’t have to be a foodie to love Punch Ltd. Sure, foodies will love it , but Punch Ltd. is perfect for anyone who enjoys a dining adventure. You will not be disappointed!

Thompson Mott Funeral Home changes hands BRENDA MOSER Advocate Contributor

Losing a loved one is one of life’s most difficult experiences. During such an emotional time, it can be comforting to know there are caring professionals who can guide you through the process with compassion, helping to ease some of the burden and allowing you to focus on what matters most - honouring the life of someone you love.

In July 2025, Jill Thompson decided it was time to move on and retire. She hoped to find the perfect buyer for Thompson Mott Funeral Home and was fortunate to connect with Andrew Slade and his wife Amy. Andrew is a local Norfolk native. He grew up in Bloomsburg, attended Bloomsburg Public School, Townsend Central School, and Waterford District High School. If you’re from Waterford, you might recognize the name Slade. His mom Lynda is our post master in Waterford. His wife Amy was born and raised in St. Thomas, still works and lives there, but is looking forward to the move to Waterford within the year. In the fall, Amy’s youngest will be heading off to college which will allow her to fully move to Waterford.

Andrew got his FSE degree (Funeral Service Education) at Humber College.

He spent one year in school then did a one-year internship at R.S. Kane Funeral Home, Toronto. From there he went to the Walser Funeral Home in Kitchener and eventually went on to work at Jason Smith Funeral, Simcoe from 2013 to 2016. In 2015, Andrew met Amy who lived in St. Thomas with her two children. In 2016 Andrew accepted a job at the Shawn Jackson Funeral Home in St. Thomas where he worked until June 2025. It was his next move that would bring him back home to Norfolk County.

On July 1st, 2025 Andrew and Amy took over the long-established Thompson Mott Funeral Home at 62 Main Street North, Waterford. There are no plans to change the name as it is a well-known and respected funeral home in our area and they plan to continue to provide that same caring service it is known for. Slade stated, “I wanted to come back home. I grew up here and love the community. Jill was looking for someone local and known in the area to sell to and things just fell in place. She did not want a corporation to take it over.”

They say that some things in life are just meant to be and this is one of those things.

“Any pre-arrangements that were made while the Thompson family was running the funeral home are still in our files. You are welcome to come in and I will go over them with you. We can always make up-
