BEAR CREEK COMMUNITY HISTORIC MARKER DEDICATION
City Officials, historic preservationists and community members gathered in the city of Grand Prairie Bear Creek South Park, 3420 Gilbert Circle, in September to dedicate a historic marker honoring the Bear Creek Community, celebrating freedom, unity, history and community.
In far north Grand Prairie in the Shady Grove Road and Beltline Road area, settlers began arriving in the 1850s in what was once a part of Robertson’s Colony and is now Bear Creek (Irving)/Shady Grove (Grand Prairie). Early families included the Casters, Borahs, Sowers and Haleys. Following the Civil War, freedmen moved to the area, and friends and families once separated by slavery reconnected. Jim Green, the first African American landowner in the Bear Creek community, bought his acreage in 1878. Others soon followed: Jim Chivers, Ben and Rose Dilworth, Alex King, Elizabeth Lawson, Collins and Rachel Patton, D.W. Ellison (Ellerson), Sam Sweat, the Trigg family, Minnie Shelton (Sheldon), who later donated land for Shelton’s Bear Creek Cemetery; Coble/Cable,
Jackson, Jones, Lowe, Motens and Riley families; and the Rogers family, who donated the land for the Mt. Elam Baptist Church in 1881. Many of families organized the Shady Grove Christian Methodist Episcopal Church in 1884, erecting a one-room church and school building on land donated by Jim Green. The Bear Creek community school, known as Freedom School, began as a private education facility. The students later transferred to Grand Prairie’s Dalworth school. Freedom School was annexed into the Irving Independent School District in 1955. Early teachers in the Bear Creek settlement included Josie Davis and Earlie Mae Wheeler. Approximately 150 years after the first settlers came to the area, the once rural Bear Creek settlement experienced rapid growth from Dallas-Fort Worth airport and highway expansions

› Andretti Indoor Karting and Games will open a 96,000-square-foot facility of its newest design that will feature an indoor climate-controlled kart track, arcade, virtual reality games, laser tag and duckpin bowling. Plans are to open by end of 2023. This will be the company’s second location in DFW and seventh nationwide.
› Bass Pro Shops will build a new 100,000-square-foot retail store, with a unique completely custom design, that will be the outdoor retailer’s fifth location in the region and 15th location in Texas. The new location is expected to open in the spring of 2024.
› Blue Goose Cantina will open in the original Texas Roadhouse building at 2536 West I-20 in early 2023.
› Hobby Lobby will open a store on the east side of SH 161 next to Kohls. pOpshelf will open a seasonal decor and party store in June 2023. Lucky’s Hot Chicken is scheduled to open next to the new Dutch Brothers Coffee on SH 161. Salad N Go will open on the east side of SH 161 and Warrior Trail and Rosa’s Mexican Café is scheduled to open on the southwest corner of Mayfield and SH 161. Alamo Drafthouse will open a movie house, restaurant and brewery near SH 360 and I-20 with construction beginning in early 2023. Braums will open a new 6,000-squarefoot store on the north side of Camp Wisdom, east of Magna Carta.
› In EpicCentral, at Sh 161 and Warrior Trail, Loop 9 BBQ is opening in early 2023 and several other restaurants will open by the end of 2023. Check gptx.org/epiccentral for updated information.
› The former Texas AirHogs minor league baseball stadium is undergoing a privately funded $13 million renovation and will open as a Major League Cricket Stadium in 2023 operated by USA Cricket and Major League Cricket. The 80,000-square-foot stadium near Lone Star Park is scheduled to include a new natural grass field, modification to the seating capacity and additional restrooms.

› The new Gibson Apartments, featuring 199 units, are under construction at Carrier and Pioneer.
› Construction is underway on Peninsula at Lake Ridge, located on Lake Ridge and Hangar Lowe, which features 270 apartments and 14 livework units.
› The Retreat, a 154-unit luxury apartment community for active seniors ages 62 and older is open at Belt Line near Warrior Trail.
› Phase 1 of the 273-unit apartment community, The Sutherland, on Robinson Road and Forum Drive has opened. Phase 2, with 266 units, is under construction.
› The Foundry apartments at Forum and SH 161 is under construction and will include 366 units. Future mixed use development on the same property will include townhomes, retail, restaurant, office space and a hotel. The master planned development by Kalterra will also include open space trails.
› Jefferson at Grand Prairie apartments on I-20 and Vineyard are under construction and will feature 380 units.
› The 318-unit Creekside apartments on Great Southwest Parkway and Bardin are under construction and will feature 318 units.
› Construction is underway on the 272-unit Prairie Modern apartments on SH 161.
› The Cottages at Dechman, located at 3950 Dechman Drive, are under construction and will feature 44 duplexes and 98 for-rent singlefamily homes.
› Dechman Multifamily at 4210 Dechman Drive is under construction and will feature 298 units.
› Copeland apartments now under construction on Forum Drive will feature 326 units.
› Vinedo Mira Lagos Townhomes North, located on the southwest corner of Lake Ridge and England Parkway, are open and for sale. Eighty percent of these 125 gated townhomes are restricted for active adults ages 55 and older. Amenities include a pool, activity building and landscaped common spaces.
› Belleza Mira Lagos Townhomes South on the corner of Lake Ridge and South Grand Peninsula Drive are open. These 87 units are not age restricted and have fenced front courtyards along open space with rear two-car garages.
› Mira Lago Crossing on Lake Ridge and Hangar Lowe features 98 singlefamily homes on 91 acres and homes are now for sale.
PRAIRIE PAWS' TNR PROGRAM
Community cats is an umbrella term for feral, stray, alley, and/or otherwise ownerless free-roaming cats. Healthy community cats have a caregiver and may be valued by multiple residents of the neighborhood. In areas with substantial populations of unaltered cats, colonies will likely form. Colonies can grow drastically in number in a relatively short period of time. In seven years a pair of cats and their offspring can yield 42,000 cats.
In order to humanely decrease the stray cat populations, Grand Prairie Animal Services and volunteers coordinate a free community cat fix program called “Trap-Neuter-Return” (TNR).
The TNR program involves: 1. trapping all or most of the cats in a colony
2. getting them sterilized and 3. releasing them.
Cats returned to the community are tipped on the left ear to identify them as sterilized.
Once fixed, these cats will be better neighbors. They will not be as likely to engage in problem behaviors like yowling, fighting, or spraying. Best of all, they will not be reproducing and increasing the number of homeless cats.
How can you help?
If you see a community cat without a tipped ear, bring it in to GPAS so they can be spayed or neutered.

SHORT TERM RENTALS
REQUIRE A PERMIT
All short-term rental operators are required to obtain a permit from the city annually and pay hotel occupancy taxes. This includes homes or other units, such as a garage apartment or backyard cottage, listed for rent on Airbnb, VRBO, HomeAway, and similar websites.
A short-term rental means the use of a residential unit for its intended purpose for a tenancy of 30 or fewer consecutive calendar days for a fee. If your rental is being rented for more than 30 days at a time but you are advertising your property as available to rent for short-term (i.e. on a "nightly basis"), then you still must obtain a Short-Term Rental Permit.
The Short-Term Rental Permit fee is $480. This fee is nonrefundable and is due with the online application. The property owner is required to notify neighbors within 200 feet; enforce an occupancy limit of one person per 200 square feet with a maximum of 12 persons; and provide proof of host protection or liability insurance that provides coverage of up to $1 million, among other requirements.

HIGHER HOMESTEAD EXEMPTION, LOWER PROPERTY TAX FOR GRAND PRAIRIE RESIDENTS IN 2023
A higher Homestead exemption and a lower property tax were approved by the City Council for residents in 2023 and are part of the city’s 2022-2023 budget.
The Grand Prairie City Council reduced the city’s portion of property tax rate by a half cent from $0.664998 to $0.66/$100 of valuation and raised the homestead exemption from 10% to 12.5% or $5,000 (whichever is greater) effective in 2023. A homestead exemption lowers the taxable value of your home, which reduces the amount of tax you pay.
When you pay your city property taxes, don’t forget about all the services you receive. The city’s portion of property tax on a home valued at $235,000 home is about $1,370 per year, or $3.75 a day. For less than lunch, you get:

A 21st century network of water meters and communication devices will now allow you, our customers, to monitor and manage water usage from an online customer portal accessible from both personal computers and mobile devices. The new system, named H2Know, measures and transmits hourly water usage data — older systems could only provide a single monthly usage total.
With the new system, you will have the power to:
› Receive automatic alerts of higher than normal usage spikes within a day of their occurrence
› Receive automatic alerts of longterm continuous usage (indicating possible leaks)
› Establish a monthly “water budget” and be alerted when you reach or exceed your target

Via Grand Prairie is the city’s on-demand, shared transportation service. Think of it as a minibus that comes when you want, where you want. Give Via Grand Prairie your pickup and dropoff addresses and you will be provided with a few ride op tions. Choose the option that works best for you and a driver will be sent your way. This is a shared ride service, which means that you could be sharing a ride with up to five people. Via Grand Prairie does not replace the Grand Connection transporta tion system for seniors and people with disabilities in Grand Prairie.

Hundreds of all-new displays in shapes of all kinds line and arch over the roads. Halfway through the drive, get out of your car for a stop at Holiday Village, where you will find food, gifts, Santa, and a Lighted Walk-Through Forest. Splash Swim Team Training
Coaches will help develop your swimmer’s technique while increasing their speed and endurance. This is not a swim lesson. Swimmers must be able to swim the required prerequisite according by age level. Participants 7 years old and younger will be required to swim freestyle and backstroke without assistance for 25 yards each. Participants 8 years old and older will be required to swim the 4 competitive strokes for 25 yards each.

Fitness Swim
Fitness Swim is open to ages 12+ to lap swim, water walk, exercise, and use the spa. Children under the age of 12 may not swim unless approved by the Aquatics Specialist. Lap lane usage is limited to 1 hour.
Family Swim
For children and families to swim and play. Water features will be turned on. All children 6 and under must have an adult in the water within arm’s reach. Children under the age of 12 must have and adult on the deck.

Dancing Little Stars
Ballet & Tap Combo
Ages 3-7. This 45-minute ballet and tap class will introduce and teach the fundamentals, while keeping it fun with props and teaching aides during class. We give out rewards such as hand stickers/stamps and “sweet treats” for good listeners/dancers. Ballet and Tap shoes are required.

Hip Hop
Ages 5-12. This is a 30-minute hip hop class focusing on street dance moves to high energy, age-appropriate music. Regular street clothing and street tennis shoes are acceptable.

Technique and Tumbling focuses on training students who are interested in learning acrobatic tumbling skills that could be used in dance, cheer or gymnastics. Ages 13-17 years. Our epic teen scene is filled with state of the art lounging areas, video games and other entertaining activities available to teenagers 13-17 years old with an active membership.

Epic Games
Ages 14 and under. The Epic Games room is filled with interactive games to encourage children to have fun and cultivate new friendships. The Epic’s performing arts venue is equipped with a fully integrated, high powered sound and lighting system. Professional sound engineers & lighting technicians are available to enhance the quality of your production. In addition to in-house productions, the theater is also available for rentals and community events.
Culinary Classes
Culinary classes are back! The Epic’s Culinary Kitchen is abuzz with classes and events that cater to adults and children. Many classes are taught by community members and restauranteurs with vast experience in food techniques. Wine tastings and dates nights are just some of the events we are planning for you. The Epic is also looking for local culinary talent to showcase their passions with the community.

Art Classes
The Epic’s art classrooms will host a number of visual arts courses that will accommodate beginners as well as seasoned artists. With a focus on proper technique from trained instructors, classes will include painting, drawing, ceramics and other mixed media crafts. The space will also be available for paint party rentals and as a studio space rental. The Epic will offer a variety of programs and classes year round for various ages. Some classes may include:

Gallery 2960
The Epic’s Art Gallery hosts showings for budding visual artists as well as established local artists. With the capability to provide an accompanying opening and closing reception, our goal is to show artwork for at least a month at a time so that the work will be exposed to hundreds of members and guests on a daily basis. All artwork will be labeled with name, title of work and contact information for pricing, if the artist chooses to sell.

The recording studio comprises both an engineering room powered by Neve 5088 & a live sound room. Professional sound engineers are available to assist with your quality production & also have access to ProTools and Logic for recording/post-production.

The Epic Radio Booth is located in the Grand Atrium to the right of the entrance. Equipped with state-of-art radio broadcasting and podcasting equipment, the booth provides the ideal environment for production.
