Roger Folmar Grand Chef de Gare Our Grand Correspondent and I attended Promenade Nationale in Springfield which was a very good and interesting time. I am proud to tell you Grand du Texas and the Locales of Grand did quite well receiving a total of 11 awards. These will be presented to the locales when I visit them or at the Spring Cheminot, which will be hosted by V-542 San Antonio, March 4-5, 2022. As you can see if you turn in your reports, you are then eligible for awards. So, I encourage you to keep track of what you do and submit your reports. If you need help the Grand Correspondent will be glad to help. We are in our fourth month of this year, and I hope everyone is busy working the programs. As we all know that the Locals that are working the programs and getting recognition from their communities are the ones growing. So far, I have visited three locals: Killeen V-1031 installation of officers, Willis V-980 visit at lunch and Kerrville V-1055 at local VFW. As I stated before I want to visit every Locale this year. I am just waiting to hear from you when you want me to come. It doesn't have to be at a prom - any time you have an event where your members will be there is a good time. Just a note on membership we have until December 31st to renew all our members, or they become delinquent. So, let's contact the members, who haven't renewed and see if we can't get them to renew before December 31st, so they won't be delinquent. In closing I wish you a Merry Christmas and a Happy New Year. I hope to see a good turnout for the Spring Cheminot in San Antonio.

Bill Simpson Chef de Chemin de Fer Here it is that time of year with the holidays fast approaching. Veterans Day has come and gone but I hope everyone took the time to pause and reflect on 11 November at the 11th hour. Many ceremonies were held throughout this wonderful country of ours. I hope that you had the opportunity to attend a ceremony in your area for this is the day that we should never forget those who gave the supreme sacrifice and those who are still serving that gives us the freedom we all enjoy. This is also the 100th Anniversary of the Tomb of the Unknown Soldier. If you have not been to Arlington Cemetery this is one place that should be on your bucket list to do. Thanksgiving and Christmas are just around the corner. Now is the perfect opportunity to do “THE BUDDY CHECK”. A phone call, email or personal visit goes a long way in letting that individual know that you still care. Sometimes that is all it takes to get them back to your promenades and other activities. Just because they have stopped coming around doesn’t mean they have lost interest in La Societe. Let’s make the effort to make sure they are alright. There is no better gift this time of year than to hear from a friend and fellow Voyageur. Now is the time for us to really hit the membership road. I see from the emails that I received from Membership Directeur Terry Chatfield and his team that membership is doing ok. Ok is good but, as always, it could be better. It is not just the job of the Locale membership chairman to get their members to renew. It is each and everyone in the locale to help with getting that 100% or better. Get involved. I want to thank all the Grands that have achieved 100% or better before the end of year deadline. Yes, the deadline is 31 December 2021. If you have a 2021 card in your wallet as of the 1st of January 2022 you are delinquent and are no longer entitled to attend any functions within the 40/8 until your 2022 dues are paid. Please do not let this happen to you. Everything being stated above relates to the second part of my theme this year. PARTICIPATION. You have to get involved with Locale or Grande level. You do not have to be the Directeur of a program or even hold an elected position. Ask to be a Sous and help with the programs of you Locale or Grande. Go out in your community and let them know what we do. It is up to you to make La Societe grow and prosper. I want to wish all a Happy Thanksgiving. Please remember those who are away and cannot be with us. Keep them in your thought and prayers. Until next month, May God bless and keep you safe.

A Nurses Training Scholarship Application Form is available at The Forty and Eight - Nurses Training, It is an easy fillable form that applicants can use and send to you via email. Once funds from your Locale are spent you can submit the application to Grand for review. Make sure you have a complete package when sending to Grand. Requirements for applicants and guidelines are available at The Forty and Eight - Boland Trust Fund. Locales can also get funds from Voiture Nationale for their students but need to coordinate through Grand.

GRAND CORRESPONDANT’S CORNER
Time for another TVN and it appears that I have all the Locale Chef de Gare and Correspondant information – please keep me updated on any changes. – we must keep up communication. This is my first opportunity to communicate to you all since Promenade Nationale. Grand Chef de Gare Folmar, Grand Aumonier and Sous Cheminot Nationale J. Sean Habina and I all attended. Of course, our Chef de Chemin de Fer Passe Jerry Brady was there as well. A great time and it was heartwarming and exciting to see our Grand Chef go up to the front of the floor accepting many awards for Locale V-605, V-266 and Grand du Texas. Congratulations to David Knutson and the TVN for receiving the award as the best Grand newsletter – that speaks very well since it was highly competitive and there are many great Grand newsletters out there. These awards will be recognized at the Spring Cheminot. By now, all of you must have the new password – can’t publish it here, but if you don’t have it yet please contact myself as Cheminot Nationale or the Grand Chef de Gare and we will pass it on to you – congratulations to V-605 for submitting it and getting it selected – kudos to Sean Habina for fighting for it on the floor of the Ritual Committee Meeting where it was approved. When announced on the floor of Promenade Nationale, there was a huge round of applause. If you are not yet doing it, whether it be monthly at promenades or quarterly or as often as you can, you need to start capturing your hours – best way is to have a sign in sheet at promenades asking for hours, miles and cash spent and for what. How about a simple hand-out to be filled out during before, during or after the promenade capturing hours in your program areas – especially Americanism – who many hours also go over to other reports. Many ways to do this but need to start now – we will once again discuss reports in the spring.
I would like to see as many Correspondants there as possible and would like to discuss our duties and responsibilities as a group. This input replaces my quarterly letter, but we’ll have more to say in January and of course in San Antonio in March – hope to see many of you there. As your area public relations representative – would be nice to receive copies of any of your newsletters, photos and any of your special events even if it’s just a copy of a flyer. I’ll input my POW/MIA here – I’ll bring what pins and bars I have left and I will probably bring a few of the beautiful POW/MIA bolo’s with me - $25.00 each but an amazing bolo and worth it. SAN ANTONIO HOLDING ANNUAL PANCAKE BREAKFAST Bexar County Voiture Locale 542 returns to having their Annual Pearl Harbor Pancake Breakfast. Everyone is welcome to attend on Sunday, December 5th from 7am – 11am. Cost is $7 per person. Profits will go to V542 Nurses Training Program. This year’s event will be held at the San Antonio Elks Lodge, located at 15650 Market Hill, San Antonio, Texas 78256.

Constitution and By Laws - Article 17 added as "Emergency Alternate Promenade Protocol Procedures": Adding virtual meetings to the National Constitution. Verbiage to soon come out.
As Cheminot Nationale, one of my responsibilities is to report on happenings, decisions, etc., at Promenade Nationale.
Historien - 4 books submitted, Grand History Book Award to WI, Best Scrapbook to SD
Attended, Grand Chef de Gare Roger Folmar, Cheminot Nationale Renny Keagle, Alternate Cheminot J. Sean Habina. Jerry Brady also in attendance as Sous Chef de Chemin de Fer. There were 275 certified delegates. Chef de Chemin de Fer 2022 is William "Bill" Simpson Congratulations to V-605, their password submission to the Ritual Committee was read, accepted, and announced on the floor as the new password. Per Constitution, Grand Chef Folmar will make an announcement and provide and pass on the new password, English and French to all Locale Chefs de Gare and Correspondants very soon. Program Reports: POW/MIA - 2020 - 17 scholarships awarded at $650 each, 2021 - 16 scholarships awarded at $750.00 each. Total income both years, donations and pin sales $56,000+. There was a lot of discussion as to whether chapeaus should be removed during ritual of POW/MIA ceremony on opening and closing - decision to follow the ritual, remain covered, but those that wish to uncover may. Child Welfare - Ardery Trust Fund - 2020 - 15 applications submitted; 14 approved, average award was $462.46. 2021 - Only 6 applications submitted, 5 approved, average award was $483.59. Over two years, $15,415.50 made in pin sales and donations. Boland Trust - Fewer applicants but all approved received. All grants paid out are from interest income.
Child Welfare - Lack of report submission from Grands. It was approved to add "emergency clothing" for children to list of approved grants. Ex: A fire where children have lost all clothes, etc., fire departments, emergency workers can get to a Locale and request emergency funds for the children. Awards - Grand du Texas, Honorable Mention, 2nd place for 2020. A certificate of appreciation from Nationale for 2021. 1763 pins sold for $18,074, for 2021, only 23 Grands got any pins. $6,000 donated by the Child Welfare Committee to Ardery Trust Fund. Carville Star - Several projects were funded from income - museum, cemetery and others. Awards - V605 received the Nationale Award for Best Carville Star Locale Program. Youth Sports - Only 9 Grands requested reimbursement for Youth Sports with $5,425.00 given out as grants. Awards - V-266, Grand du Texas received the 2021 Nationale Award for a Locale. Nurses Training - No reports from many Grands. Based on those reports received, this past years, 225 nurses received scholarship with 92 RNs graduating. $7,000 donated from pin sales and donations to Boland Trust Fund. Public Relations - Very few reports from Grands (16). Directeur gave overview on PR newsletter, photo, press release, etc. submissions by Grands. Awards - 2020 V-605 Best Locale Newsletter The Train. 2021 - Best Grand Newsletter, Grand du Texas, the TVN. V-605 Best overall Locale Newsletter, The Train, two additional awards including best L'Editeur.

TEXAS VOYAGEUR NEWS Note - New Program under Public Relations - the Blue Chevalier Program, a program to recognize law officers from any level or a police unit, department, etc, for recognition, Details to be forthcoming but dues will be $15.00 which will include a onetime pin (no annual pins). Membership cards will be issued. The National Program recognizes only one Law Officer of the Year this program can recognize dozens worthy of recognition. $5,000 donated to get program started. Boxcar Association - Gave out a total of $21,250 to all programs from income received from card and pin sales and donations.
Membership - 17 Grands made goal with one Grand achieving 183%. Over 1,800 taps for the past two years. Awards - Grand du Texas announced as one of the Grands achieving goal. 2020 Nationale Membership Award given to John Rodgers as Grand Chef, Renny Keagle as Correspondant. Americanism - From pin sales and donations, donated $1200 towards the Americanism Award, $2100 towards the Forty and Eight building mortgage, $2000 towards the Hero of the Year Award. Awards - 2020 - V-605 2nd Place for Flags for First Graders. 2021 - V-605 given the Terry L. Sims Nationale Award for Best Flags for First Graders Program in Nationale.
Total Nationale Awards received within Grand du Texas were 11.
Ritual - Many changes to the ritual were discussed, the only one that passed was that now the opening Preamble is optional. Time and Place - Promenade Nationale schedule... 2022 - Green Bay Wisconsin 2023 - Sandusky Ohio, Kalahari Resort 2024 - Sandusky Ohio, Kalahari Resort (Grand du Indiana and Ohio are working together) Ads for 2022 - $170 full page, $80 half page, $50 for quarter page, business card $25. Notes on the Kalahari Resort - It has 8 bars, 6 major restaurants, cost will be $118.00 per room. Bars are costly but one bar will be designated for the Forty and Eight with $3.00 beers ($6.00 a beer at other bars). FREE valet parking for DV or handicapped. Free breakfast buffet.

I suspect that many of our Voyageurs will participate in one or more of these events. I encourage you to capture the hours, miles and any monies expended during these events. If you went and voted or even worked a polling station, report it. I know we have many Marines in the 40/8 and many belong to the Marine Corps League, event attending Marine Balls, report it. Hopefully many of you celebrated Veterans Day at a local chateau, post, cemetery, or other venue, report it. I attended a local event at the VFW and there were members from the VFW, TAL, MCL, Navy Club, DAV, and civic organizations in attendance. I was the only Forty and Eighter there wearing my chapeau. I was disappointed that there was any other Voyageurs there but not surprised. Yes, my town has a Voiture too. Many communities across the nation will be holding food drives. Do you participate? If so, report it. Do you help at a food bank or homeless shelter? report it. Flag lines, funeral services, welcome homes, Honor Flights, and other activities qualify to be included in the Americanism report, so why not report them. As for me, I volunteer at the Abraham Lincoln Presidential Library and Museum. Those are reportable items for a report. In fact, November 19, is recognized as Gettysburg Address Day. The Presidential Library has one of five copies of the Address as written by President Lincoln. I have been chosen to act as a docent for the event. This is a reportable item. Saturday, November 20 has been recognized as Family Volunteer Day. Many communities will be holding volunteer opportunities in their cities. If you participate, consider wearing your chapeau (if practical), a 40&8 shirt or hat, or something that denotes our organization. I also ask that you write an article for your local paper or invite the local media to the event. Flags for First Graders does your Voiture participate? If not, Why? Pin sales and donations are our only source of income. We still have about 600 pins available. Are you looking for that stocking stuffer? Our Americanism pin is the perfect gift to give. Speaking of giving, many Locales purchase extra nurses training pins to hand out to the nurses they have in their programs. Why not buy some extra Americanism pins to hand out? Many veterans enjoy receiving challenge coins, however these are expensive to purchase. Our pin isn’t. The Americanism program will be soliciting ideas for the 2023 pin design. Put your thinking caps on. Americanism Award do you know of a worthy person that qualifies for the award? I would like to receive many nominations this year. TEXAS VOYAGEUR NEWS Americanism Greetings, hopefully everyone is doing good. Hopefully, everyone has had a chance to read the Americanism letter from Mr. Campo Directeur Americanism Nationale. If not here is a quick recap. National still has about 600 pins for sale if any locale needs more. He also mentioned a lack of reports received and while I am certain that Texas was not one of them; I do not have exact number of locales that submitted theirs last year, I would like to have 100% reported this year. To this end I would appreciate all locales to send your Americanism hours that you have so far this year by January 20, 2022, along with photos of any activity that you feel is worth mentioning so I can include this information in the next issue of the TVN. This is a busy time of year and Americanism hours can be found in abundance. We just got through Labor Day and Halloween, and we still have Thanksgiving and Christmas coming up. With both holidays there are ample places that we can donate our time to by helping to feed those in need. We can also brighten a child and their parent’s day with gift giving especially at places like family crisis centers, children’s wards, churches, and Veterans Home’s. Lastly my hats off to V-605 who have already held two Flags for First Graders already this year and have nine more scheduled. I would like to wish everyone a Merry Christmas and a Happy New Year from my family to yours. TEXAS VOYAGEUR NEWS ANNOUNCING THE LAUNCH OF THE BLUE CHEVALIERS PROJECT Project Mgr. Robert Cearlock. Project advisors Mike Wood Greg Hall & Frank Campo The National Public Relations Committee is proud to announce the launch of the “Blue Chevaliers” project as of November 1 st 2021. The project was unanimously and enthusiastically approved by the Committee at the 2021 National Promenade in Springfield, Missouri. This is the culmination of over eighteen months of research and discussion, and we are grateful for all of the input from Grands and Locales that have encouraged the launch. This Project offers a great opportunity to gain exposure for the Forty and Eight and help fight the demoralizing attempt and in some cases, successful attempt by some to defund and demoralize law enforcement. As we Voyageurs Militaire have shown great allegiance to the founding principles of America and taken an unexpired oath to defend her from all enemies, foreign or domestic, it is our hope that Locales and Grands will enthusiastically support this Project. Perhaps we will be the pioneers of something great. This is nonpolitical, so that is not an issue, this is just the right thing to do. MISSION STATEMENT
• Support the goals of the Generals Club with additional funds when required to support the ‘Law Officer of the Year’ expense. The Forty and Eight General's Club was formed in 1973. Its original purpose was to honor and dignify the profession of law enforcement. Funds generated by the annual dues in this elite club, underwrite the expenses of the Outstanding Law Officer of the Year program. In so doing, the General's Club affords each annual Outstanding Law Officer of the Year award recipient, the opportunity to attend Promenade Nationale, as a guest of the Forty and Eight. In recent years, the Club has taken on additional fiscal responsibilities associated with the Americanism Award program. For nearly 40 years, the General's Club has been a very important and select element within the Forty and Eight. • Honor Locale, State & Federal Law Enforcement [including Military Police] Organizations and individuals for exceptional Community Relations activities and/or Projects •
Raise La Société’s profile in Local Communities to promote interest in our organization.
