Our 2017 Forty & Eight National Commander, Chef de Chemin de Fer Mark Moots of Grand du Alabama, will be in Austin for the February events which will include our Spring Cheminot, World War One Centennial Commemoration “The 40 & 8 Boxcar Story” at the South steps of the Texas State Capitol Building, Texas Merci Boxcar Exhibit and the Grand Opening of the Texas Merci Boxcar Artifact Exhibit at the Capitol Visitor Center. Don’t forget dinner at Knebel Post 83 on Saturday night and the memorial service at Camp Mabry on Sunday morning. We will also have other special guest speakers for this historic weekend so please register early. Information can be found on page xx of this edition of the TVN or at our Grand du Texas website.

Membership Matters By Voyageur of the Year Renny Keagle

“Strength in Numbers” is something we hear about every once in a while, usually at the beginning of every membership year when we have high hopes and expectations and then at the end of every membership year when those expectations are not being met. So we pay a lot of attention to it with words– but it’s the work in-between that really counts. Membership is a lot like working out – you are not going to achieve your training goals unless you put in the time and effort. Membership is a journey, no quick fixes, no magic formula. Membership is both an internal and external effort – retention of our current members but also the recruitment of new. In my opinion, one is not more important than the other – they must be worked equally for us to survive as an organization. (Continued on next page)

We have goals for membership, but do we really know how to achieve them? Are we letting things happen, rather than making them happen? Bottom line – Not making goal is ok, but not trying to make goal is not. Remember that caring and sincerity are key words in your search for new members. Look for new members with a desire to serve. When membership is discussed at each promenade – are we just paying lip service to numbers – how about taking a few minutes and develop a prospect list and then working that list hard reporting back each month with updates and progress. We all know that active wrecks seems to work when it comes to keeping members – but since formal wrecks seems to be the most used avenue – how well are we doing them? This of course is only the beginning – recruitment, now how are we going to retain this new member – and let’s not forget the rest of our membership. Keys to retention are promenades according to our ritual and manual of ceremonies, calling members when they are not showing up to see why. Working hard on programs or even just one program with a goal or strategy gives members a reason and purpose to stay. Membership is not ones person’s responsibility – membership is everyone’s. It boils down to this… the greater the ambition and enthusiasm of a group towards membership, and the greater the motivation among the members to achieve the goals of the group - the greater the probability that the group will achieve its membership goals. SPORTS

Voyagers, as we embark on a new year in Grand Du Texas let take this opportunity to promote Youth Sports Programs. Yes, to the dismay of a lot of us football is winding down, basketball is on a full court press and we have March Madness around the corner. Hockey is skating along. These are just a few programs that you may be still able to get involved through Youth Sports. The spring brings baseball, golf, tennis and several other programs. Check with your YMCA’s, YWCA’s Parks and Recreation, and schools. Think outside the arena, ballpark and gym. After school programs host plenty of Youth Sports activities and because it may not be a sanctioned activity doesn’t preclude us from assisting. Let us make 2017 in Grand Du Texas a Sporting Year. Going back some years we found a great Voiture Activities Report Form and are in the process of making it available on the website. It is planned to be done before the Spring Cheminot! To clarify what activities you should be keeping track of here it is from the Voiture Nationale website: This is a program that is intended to be a measure of a Voiture Locale's activities and member involvement. It is a measure of the Voiture as a unit. It is intended to measure the percentage of participation on the part of individual Voitures. In the simplest of terms, the higher the percentage the better the program. Some of the activities that can be measured by the program, include the following, but not limited to these. * A Brunch, Dinner, Bar-B-Q. * Dance, Kids Party, Flag Respect Demonstration * VA Activity, Party for Patients * Veterans Day/Memorial Day Activity * Any Veterans Organization meeting the Voiture was in attendance. * All Locale Promenades/Cheminots * Grande Events Any activity the Voiture sponsors and any that a quorum of the Voiture is in attendance. Over the course of the year you should keep track of each of these activities and the number of Voyageurs that attended. The Dames that are present at these events can also be counted in Voyageur number. At the end of the year, you will be asked to complete a Voiture Activities report that will be sent to the Grande Directeur and then ultimately on to the National Directeur. The report will show you how to complete the form and you will be able to calculate your percentage of participation. While this percentage of participation will enter you in competition for a National Award, what's more important it will give your Voiture and your membership an indication of just how active you are, and at the Grande level, will give you some indication as to how you compare in your Activities with other Voitures across your Grande. La Societe des Quarante Hommes et Huit Chevaux Grand Voiture du Texas Merci Boxcar Gifts Exhibit Opens February 2017 A selection of gifts from the Texas Merci Boxcar will be put on display at the Capitol Visitor Center in Austin, Texas with a Grand Opening of the Exhibit set for February 18, 2017. The Capitol Visitor Center, located just east of the Texas State Capitol building, agreed to display the items and the exhibit will become part of the World War One Centennial Education Program. These gifts are rarely on display and some have not been on display since their arrival in 1949. Plans are in the works to have the Grand Opening ceremony on the South steps of the Texas State Capitol to include special guest speakers and special hotel rates to make the trip more affordable.

Nurses Training Funds Available from Voiture Nationale Traditional Scholarship Option is explained below: If you have someone in mind – bring the application to the Spring Cheminot! Requirements: The sponsoring Voiture Locale MUST have exhausted its budgeted Nurses Training financial resources, helping at least one other qualifying applicant student. NOTE: The Boland Scholarship Committee WILL NOT EXCEED the grant amount normally given by the Voiture Locale. Maximum grant allowance is $1,250.00. A Voiture Locale may submit as many qualified applications as it wishes under the TRADITIONAL Scholarship Option. However, a Voiture Locale is only allowed to have ONE (1) application, regardless of amount, approved by the Boland Scholarship Committee each program year (July 1 thru June 30).

Prize Donations Requested for Central States Promenade Texas is hosting the 2017 Central States Promenade in Austin this coming spring, April 27-30, 2017. There is a lot of work to help make the event successful and fundraising is one task where everyone can help. At Central States Promenade they have several very nice prizes during the raffles and I am asking each locale to donate a prize for the fundraising raffle. Something someone can take back with them so nothing too large. If someone has some new items that were given to them they would like to donate. I believe I can get some BBQ sauce gift package form Austin Post 83/V-175 along with some UT items (BBQ tailgate package). Good Texas souvenirs are recommended. This will help cover costs of the event and I am working on a special package deal for Texas Voyageurs to make the hotel cost low in hopes we have a good showing for the Saturday night dinner. There will be more to come on this, but I wanted to put that out for consideration. If your locale cannot make a prize donation it is understood. We will ask for an ad in the Central States Program at minimum. We will be taking the Central States group to the Texas Military Forces Museum to see the museum and the Merci Boxcar. We will also be taking them to the Capitol Visitor Center to see the Merci Boxcar Artifact Exhibit and the Texas Capitol.

The “40 & 8” Boxcar Story A World War One Centennial Commemoration Event

The 40 & 8 boxcars were used to transport American Doughboys in France during WW1. These small 20’ x 8’ rail cars would hold either 40 men or 8 horses!

These same 40 & 8 boxcars were repurposed after WW2 as a response to the Friendship Train of 1947. In 1949 France sent the “Train de La Reconnaissance” or “Gratitude Train” which consisted of 49 boxcars decorated with French Coats of Arms and each filled with gifts from the people of France.

The Promenade was called to order by the Grand Chef de Gare, Joseph McCullough at 1305 hrs, October 22, 2016, American Legion Post 88, Lake Dallas, TX. Renslar R. Keagle, Correspondant, V-605 was appointed as acting Grand Correspondant in the absence of Grand Correspondant Milton Chatham. Promenade was opened in ritualistic manner and prayer was offer by Grand Aumonier Lowell Mix. Grand Avocat Wheeler-Grand Constitution has been approved by Avocat Nationale. All locales need to get a copy to update theirs as needed. Under Avocat – David Knutson reports that grand articles of incorporation have been renewed with the office of the Texas secretary of state and an update “restated” document in the works. Last update was done in 1980. f. Committee on Committee – One resolution received for a Grand office – all resolutions need to be in promptly prior to the Grand Promenade. g. Directeur Youth Sports-Brian Smock – Excused. Comments by Ronnie Wheeler – Need to improve knowledge of Youth Sports and programs – can use to recruit new members. Directeur Nurses Training Paul Chevalier: Excused From Promenade. Report given By VM Knutson: i. Scholarships totaling $1,300 from Grand Nurses Training Fund awarded: 2 for V-266 @ $300 each, 1 for V1601 @ $300 and 1 for V-605 @ $500. ii. Scholarships totaling $2,000 from the V-1077 Nurses Training Fund per 2015 resolution will be awarded to four applicants selected by V-542 @ $500 each. Total expended from fund to date is $4,000. iii. Grand at Large applicant to be submitted to Boland Trust Fund National for Dina Olguin via V-175. iv. VM Knutson discussed the scholarship application forms and procedures. r. Aumonier – No report but comments on the altar cloth. 8. Voyageurs in Sickness and Distress: Comments on those ill to include Darrell Gibbs V-1031 and John Dzara V-1031. 9. Unfinished Business – None 10. New Business a. VM D. Knutson, comments on Articles of Incorporation – most locales revoked – it is optional, not mandatory, however 990’s need to be done regularly and immediately if not done. A template to submit by email is being prepared for AOI. b. VM D. Knutson, comments on fund raisers – Funds needed for Central States. VM Don Taylor discussed a gun raffle, nd after discussion, notion by VM D. Knutson, 2 by VM R. Wheeler to approve up to $1,800 for a minimum of 3-gun raffle. c. Comments on Central States – need a finance officer – Commissaire Intendant James Baca appointed. Need activities and event and vehicles to get people around. Possibly create a package deal for Voyageurs Militaire from Texas as an incentive to attend. VM D. Knutson suggested money be approved to plan, schedule and coordinate Central States. VM Baca made notion to authorize expenditures of previously approved (2010 per VM L. Givens) nd loan of $3,000 from Grande du Texas to Central States fund, 2 by VM R. Folmar – approved. d. VM Don Barfield, V-939 stated their charter will be surrendered, only 6 VM left, they hold no promenades, request their charter be pulled – officially will be done at the Grand promenade. Discussion of transfers. e. Awards, VM D. Knutson suggested that plaques be replaced with ribbons – streamers for colors. Tabled for comparison of prices on steamers. 11. Good of the Voyageur a. Voiture 266 Copperas Cove Voiture 266 recognized Greg and Marcee Smith (below) for their outstanding support to the Voiture, Doug and Carol Frank were recognized for their support of the Nurse’s Training Program. Their continued support of the Nurse’s Program has enabled several recipients successfully graduate and become Nurses.

Voiture 266, donated over $100 in much needed supplies to the Cove House and 3 Turkeys and Hams to the Cove Soup Kitchen for Thanksgiving. V-542 Annual Pearl Harbor Pancake Breakfast With help coming from their home post, American Legion Alamo Post 2, Voiture 542 hosted yet another Pancake Breakfast to raise funds for their Nurses Training Scholarship Funds. A small group of Voyageurs along with Legionnaires, Riders, Auxiliary and other volunteers helped make it all happen. The hall was very nicely decorated and food was great! Pictured below were some of the volunteers and two of the five nursing students who were presented with their scholarship checks.
