The diagram below shows the location of the proposed Station Ventilation Shaft, being built as part of the Metro Tunnel Development. It is an exhaust-emitting shaft located directly across from Graduate House, the only residential facility in the Parkville station precinct.

We want to move the vent away from our college.

The ventilation shaft will be located to the east of the existing University car park access lifts, ventilation shaft and stairs. It appears that this structure may be approximately six metres high.

If you have any feedback, concerns or objections about the ventilation shaft, you can have your say until 5pm, 15th December, 2017. We have provided some instructions on how to complete the online feedback form with some suggested text.

Architectural Design We suggest writing: “The ventilation shaft on the north-eastern corner of University Square will detract from the surrounds.

It is visually bulky and has an impact on parkland and terrace surrounds.

This shaft should be an oversite development – not further impinge on the public open space of University Square.”

Landscape We suggest writing: “The ventilation shaft on the north-eastern corner reduces the credibility and ‘greenness’ of the Parkville Promenade Biodiversity Corridor.

The vent is not in Melbourne City Council’s Melbourne University Square Masterplan.

With assumed dimensions of 2.5 x 2.5 x 6m this ventilation shaft will be large and not in keeping with the proposed Grattan Street canopy of trees and low level medicinal plants.

The existing car park ventilation shaft could be used instead – the site for this proposed new shaft could instead be as in the Melbourne City Council Reimagining University Square plan – for TREES.”

Ancillary Features We suggest writing: “This section of the Development Plan does not mention the ‘Station Vent Structure’ clearly illustrated in architectural plans on the corner of Grattan and Leicester Streets. The placements suggested in this Ancillary features section are appropriate. Public Realm We suggest writing: “The Development Plan states ‘Ancillary structures …, to include … ventilation shafts, will be integrated into … car park entry structures.’

The Development Plan shows that these are not so integrated – they are separate from the car park lift/stairwell/ventilation boxes.

They also appear to be large structures – 2.5 x 2.5 x 6m.

The existing Melbourne University car park ventilation shafts could be used instead – these extend upwards from a six-basement car park. The building of a new shaft will make the streetscape less, not more, inviting.”

Consistency with Environmental Management Framework We suggest writing any or all of the following: “AQ3 – models of the air quality from an exhaust emitting ventilation shaft under different wind conditions have not been provided. The exhausts from this ventilation shaft will be too close to a residential facility with >120 residents.” ”AR1 – the placement of the Ventilation Shaft ancillary structure on the northeast corner of University Square will require removal of a well-established cherry blossom vine tree OR replaces a tree clearly indicated on the Melbourne City Council Master Plan for University Square.” ”AR3 – a new ventilation shaft will contrast with the proposed Grattan Street tree canopy and biodiversity corridor.” ”CH10 – the placement of the station ventilation structure on the north-east corner of University square is directly across the road from 1870s terraces – this is not minimal physical and visual separation. This new development is not responsive to this heritage terrace row in terms of height, massing, form, façade articulation, materials and impacts on their settings and key views for the residents of these terraces.” ”LU1 – the ventilation shaft in the north-east corner of University Square is not mentioned (though is clearly on the plans). This structure will reduce public open space in that corner and will not add to rejuvenation of existing space at the Square’s northern end. It will be a permanent change to and loss of part of an existing public open space. (LU1(e)) it is not minimising impact to existing residential areas – Graduate House is directly across the road from this imposing above-ground infrastructure. The Graduate Union was neither consulted nor notified in advance of the Development Plans going to print.” bit.ly/2nuSbaN

”LU2 – the design is not consistent with the University Square Master Plan which does not have an additional ventilation shaft on the north-east corner. It has not been made clear as to whether Melbourne City Council have approved this amendment to their Master Plan.” ”LV1 – the ventilation shaft on the north-east corner of University Square is NOT integrated into the ventilation shaft of the car park structure. It is a separate and large added structure, well outside the station box, which will be prominent. It could be positioned near the waste collection bays along the Grattan Street spine, rather than directly across from the only residential facility around the Parkville station area.” ”NV16 and 18 – the operational noise from this exhaust emitting ventilation shaft has not been provided in advance. This shaft will be noisy and risks exceeding the relevant SEPP N-1 noise limits for the residential facility housing upwards of 120 people, as well as internal Satisfactory Recommended Design Sound levels for teaching spaces (AS. NZS 2107). This exhaust emitting ventilation shaft can be built elsewhere to avoid exceedances.” ”SC8 – the Development Plans show the north-east ventilation shaft to be a separate and prominent structure – it is not, as is implied in the text, ‘integrated with the car park entry structures’. True integration with the existing car park ventilation shaft would seem to be a solution, rather than a completely new structure.” ”SC11 and SC12 – CYP has undertaken no ‘consultation’ with The Graduate Union of The University of Melbourne (The GU) notwithstanding The GU’s comprehensive submission to the IAC and its making itself available for many MMRA meetings to show its position as a residential and meetings/functions facility. One version of CYP’s Development Plan was shown at a 15th August, 2017 Parkville Reference Group meeting. In CYP and MMRA thence seeking a meeting, The GU requested repeatedly and in writing the draft Development Plans in advance of the meeting so that appropriate professional advice could be sought. On the 3rd November, 2017 a one-page plan showing only the tunnel location was sent through. At the ‘consultation’ meeting (24th November, 2017) The GU was told that the Development Plans – with station box and tunnel positions vastly different from that on the 15th August - had ‘gone to print’ and that The GU could submit on-line feedback. This is not consultation.”
