Navy Traditions Sideboys
In years gone by, when wooden ship’s deck were high above the waterline, the only method of coming aboard at sea was to climb ropes or a rope ladder. This was not considered suitable for Senior Officers, so sideboys would be called upon to hoist these personages aboard in a boat or a special chair. Although modern ships have rendered this task unnecessary, today the Navy honors the tradition, with sideboys considered a guard of honor in a ceremony known as Tending the side.
Boatswain’s Pipe
Historically, the boatswain’s call was used to pass commands to the crew when the voice could not be heard over the sound of the sea. Because of its high pitch, it could be heard over the activities of the crew and bad weather. While Tending the Side, orders to hoist and lower were passed to the sideboys manning the ropes by the “Boatswain” on his Pipe. Today, the need to hoist has ceased but the tradition of piping remains.
What is a Mustang? A Mustang is an Officer who has been promoted up from the ranks of Navy enlisted personnel with no interruption of his/her active duty status. It is also understood that the Mustang Officer is a career Sailor and normally wears one or more Good Conduct Medals. Mustangs are a very unique part of the Navy. They serve in roles like no other commissioned officer can. Commissioned as a Limited Duty Officer (LDO) or Chief Warrant Officer (CWO), Mustangs are those that have been called from their senior enlisted ranks to serve as technical managers. They have the experience and authority in situations that call for “officer” rank and protocol, but require the “enlisted” heart and technical background to get the job accomplished. “Mustang” is a relatively modern, sea-service term, originating either just prior to, or during World War II. It literally refers to the mustang horse, which is a wild animal and therefore not a thoroughbred. One can easily see the parallel between horses and Mustang Naval Officers. After being captured, the Mustang can be tamed and saddle broken but it always has a bit of a wild streak. The Mustang can periodically revert to its old ways unexpectedly and therefore the owner (Commanding Officer) needs to keep an eye on it at all times. By the same token, however, since a mustang was formerly wild and free, it may very well be smarter, more capable and possess a better survival instinct than thoroughbreds. The mustang can take care of itself when things get tough, thriving on rough treatment, while the thoroughbred, having been pampered its whole life, cannot. This explains another accounting for the term “Mustang” derived from US Naval Academy grads who considered themselves thoroughbreds. Initially used to insult the “lower class” of prior enlisted officers, they called our honored predecessors “Mustangs” because we were less than pure. But because Mustangs are resilient, this ill-spirited slur stuck and soon became a coveted badge of honor. Today, “Mustang” is used in a complimentary sense and garners respect! Indeed, the LDO/CWO can rightfully lay claim to this traditional Mustang Creed upon receiving a commission: “I did it the hard way…I earned it!”

Intelligence Specialist First Class (IS1) Patrick Kirk Thompson, a native of the island of Jamaica, joined the United States Navy Reserve in August 2000. Upon completion of Basic Training and the Apprenticeship Course at Recruit Training Command, Great Lakes, Illinois, he affiliated with then Navy Reserve Center Miami (Now Navy Operational Support Center (NOSC Miami) as a Seaman Apprentice (E1). With a dream to become an effective leader, IS1 Thompson sought to associate with leaders and a unit with the most structure, and soon started his training to become a Master at Arms and later a Navy Journalist. As an Apprentice Master at Arms, his first Navy Reserve assignment was COMUSNAVCENT-AUTECH unit at Reserve Center Miami from August 2000 to December 2004. He then made a career change to become a Journalist and was meticulous in his duties resulting in him being awarded Sailor of the Quarter January 2003 - March 2003. He then transferred to Navy Operational Support Center West Palm Beach and was also awarded Blue Jacket of the Quarter for dedicated service for 1st Quarter 2005. He was then mobilized in support of OEF as a Mass Communication Specialist (MC2) in 2006-2009; reporting to Joint Taskforce Guantanamo HQ. Here he served as Lead Photographer and Media Relations POC providing guidance for journalists from local and global media outlets. He also served as a columnist for the local paper, radio host and program manager for several radio programs and completed adhoc combat photography assignments Oconos of GITMO while deployed. Following his mobilizations, and feeling he had accomplished a significant milestone as a Journalist, he decided to cross train as an Intelligence Specialist (IS). Transferring to the IS rating, he attended both Intelligence “A” and “C” schools, first at Naval Air Station Jacksonville for 14 months and then the Navy and Marine Corp Intelligence Training Center Dam Neck, Virginia for 4 months. He was then
assigned to Navy Reserve Joint Intelligence Operations Center, South 0174 unit, US SOUTH COM. It was here he began to pursue his dream of becoming a Naval Intelligence Officer. IS1 Thompson’s life experiences within the United States Navy vetted him to become a “Salty” sought-after Intelligence Specialist and has served as the “go to” person in several “boots on the ground” and other clandestine deployment areas. As an IS, he completed several tours as a Counter-terrorism Analyst supporting Levant, HOA, and Iraq in several mission and functioned as Team Lead Collections Manager for USAFRICOM. His most recent deployment was with the Joint Special Operation Center (JSOC) as Military Attache to the Middle East, working with dynamic units. IS1 Thompson is currently assigned to the Mobile Tactical Operations Team in Washington, D.C. as a Watch Analyst supporting Naval Air Station Jacksonville. After 17 years of reserve service, IS1 Thompson’s career has included: 9 years as an Intelligence Operations Analyst rising to the rank of Petty Officer First Class (E6), 6 years as a Mass Communication Specialist and 2 years as a Master at Arms. IS1 Thompson worked diligently as an enlisted leader, and today (October 1, 2016) earns his commission as an LDO “Mustang” Officer. His civilian achievements include various positions within the private sector, as a Medical Technologist, a Medical Lab Supervisor and has been recognized as a skilled lighting technician and photographer. IS1 Thompson currently works with the Fort Lauderdale Police Department and has been a part of several specialized units. During his 7 years as a Police Officer, he has served with The Neighborhood Action Team, The Tactical Bike Team, Recruiting Team and The Crisis Negotiation Team. IS1 Thompson is a 2013 graduate of Union Institute and University in Ohio where he received a Baccalaureate of Science in Criminal Justice Management. He also holds a Certificate in Project Management from Syracuse University in New York, along with several Florida licenses in the Medical and Law Enforcement professions. He is currently pursuing his Masters Degree in Organizational Leadership. He is married to his wife, and constant support, Michelle for nineteen years, and the union has been blessed with their daughter Gabrielle. He is authorized to wear the Enlisted Information Dominance Warfare Specialist qualification breast insignia, Joint Service Achievement Medal (Two Awards), Navy and Marine Corps Achievement Medal, Army Achievement Medal, Navy Reserve Meritorious Service Medal, National Defense Service medal, Global War on Terror Service Medal, Navy and Marine Corps Overseas Service Ribbon, Armed Forces Reserve Medal with “M” and Bronze Hourglass, Expert Rifleman Medal, and Pistol Sharpshooter Medal.
Biography of Broward Circuit Court Judge Ilona Maxine Holmes Judge Holmes was born in Philadelphia, Pa., on September 8, 1958. She graduated from Deerfield Beach High School in 1976. She attended Stetson University (1976-77) and graduated from Florida Atlantic University with B.A. in Political Science in 1979. She graduated from Texas Southern University, Thurgood Marshall School of Law with a J.D. Degree in May 1982. She is admitted to the Florida Bar, the Bar of the Southern District Court of Florida and 11th Circuit Court of Appeals. Judge Holmes worked as an Assistant State Attorney in Dade County, Florida from July 1982 to August 1984 and from July 1987 to February 1991, prosecuting felony cases. She worked in the specialized divisions of Sexual Battery and Armed Robbery/Career Criminal. Judge Holmes attended Florida Atlantic University/Florida International University, Miami, Florida, from 1984-1987 taking courses toward a doctorate (PhD.) in Public Administration. She served as an Assistant United States Attorney from 1991 until being appointed to the Broward County Court bench by Governor Lawton Chiles in 1995. As an Assistant United States Attorney, prosecuted for over two years in the criminal division and for two years was assigned to the civil division, where she defended the United States and its agencies (i.e., Post Office, Social Security Administration, Department of Defense, etc.). From May 1995 until June 3, 1998 Judge Holmes served as a County Court judge. On June 3, 1998, she was appointed to the Broward Circuit Court assigned to the criminal division. Judge Holmes served in the civil division of the courts from 20032005 and has presided over many multi-million dollar cases. She returned to the criminal division in 2005. Judge Holmes served as administrative judge over the criminal division from 2008-2010. She is currently assigned to the criminal division presiding in the Extended Trial Division (ETD), trying murder, sexual battery and robbery cases of persons incarcerated more than 750 days.
PROFESSIONAL AND CIVIC ACTIVITIES Judge Holmes is an active member and licensed minister at the Faith Center Ministries in Sunrise, Florida. She is currently Chairperson of the Board of Directors for the University of Fort Lauderdale, a fully accredited university located in Lauderhill, Florida. She is devoted to judicial education and teaching. She is on the faculty of the National Judicial College in Reno, NV. She formerly served on the faculty of the National Center for Justice and the Rule of Law in Oxford, Mississippi. Judge Holmes just completed a three year term as an at-large member on the Florida Court Education Council (FCEC). She has just been reappointed for a two year term on the Education Committee for the Florida Conference of Circuit Court Judges. Judge Holmes is on the faculty of Florida’s Judicial Colleges for Phase I (for newly appointed and elected judges) and Phase II (for judges changing division assignments). Judge Holmes has been reappointed as the Criminal Track Head for Florida’s College of Advanced Judicial Studies (2013-present). Judge Holmes served as the Department Head of the Criminal Division of the Florida College of Advanced Judicial Studies (2006); Board of Directors, Family Central; Mentor Judge; Broward Bar Association; Audit Judge (2006); National Bar Association; National Bar Association/Judicial Council; Justice Training Institute sponsored by the Florida Supreme Court; former member of the Supreme Court Criminal Law Steering Committee; Former Vice-Chair, Publication Review Committee (17th Judicial Circuit Chief Judge’s Committee) and former Member of the Florida Bar Judicial Evaluation Committee and formerly the Subcommittee VI Chair for the Florida Bar Criminal Rules and Procedures Committee. In 2003, Judge Holmes was awarded the Stephen R. Booher Memorial Award presented by the Broward County Bar Association in recognition of her humanity, integrity and dedication to Broward County’s Bench, Bar and Community. Judge Holmes was inducted into the Broward County Women’s Hall of Fame in 2010. In February 2011, she was recognized by the United States District Court for the Southern District of Florida as a Legal Trailblazer. In April 2011 she was recognized as one of 50 most powerful Black people in South Florida. In February 2012, Judge Holmes was honored by the City of Deerfield Beach as a “Home Town Hero.” In October 2014, Judge Holmes was selected as one of the Top 20 Women in Law in South Florida by the Daily Business Review. In August 2015, Judge Holmes’s name was placed on the “Wall of Fame” at Deerfield Beach High School. Judge Holmes is a much sought after speaker, lecturer, author and teacher and has taught judges and students at the University of Fort Lauderdale, Nova Southeastern University, St. Thomas University Law School, Florida International University, University of Mississippi, and the University of New Mexico.

Biography Commander Albert J. Reshaw Commanding Officer, Joint Intelligence Center-Central Command, San Diego, CA
Commander Reshaw joined the United States Navy Reserve through the Advance Paygrade Program on 24 January, 1988 as an enlisted Intelligence Specialist. After completing the Basic Reserve Intelligence Training-Enlisted course and Boot Camp, he was assigned to Commander Naval Air Forces Pacific Fleet Operational Intelligence Unit 0194 in San Diego, CA. His first overseas tour was at the Fleet Ocean Surveillance Intelligence Center at Kamaseya Japan. In November of 1990, he volunteered for Active Duty and was mobilized to support Fleet Air Reconnaissance Squadron (VQ-1) stationed at Guam, as they deployed to the Middle East in support of Operation Desert Shield/ Storm. In 1992, he was assigned to Commander, Explosive Ordnance Disposal Group One in San Diego, Ca. and served until he was selected to Chief Petty Officer. His last enlisted assignment was to Commander, Naval Air Pacific as an Operational Intelligence production leader and Unit Career Counselor. Chief Petty Officer Reshaw accepted a Commission as a Limited Duty Intelligence Officer in 1997 and was transferred to Commander, Amphibious Group Three. As a Lieutenant Junior Grade, he was selected to become the Director of the Basic Reserve Intelligence School at Fleet Intelligence Training Center Pacific (FITCPAC). After serving as Director, he was selected to assist in the creation of a new reserve unit supporting Naval Special Warfare (NSW) Group One. Lieutenant Reshaw volunteered for mobilization after the events of 11 September 2001, serving in the NSW Mission Support Center supporting SEAL combat actions in Afghanistan, and as the Groups Anti-Terrorism Force Protection Officer. After being released from active duty he completed a tour with the Secretary of Defense in Washington DC. In October of 2003 he was assigned to Commander Naval Forces Korea in Port Hueneme, Ca, and deployed multiple times to South Korea for exercise and gaining command support.
In October of 2005, Lieutenant Reshaw volunteered to deploy to NAVCENT/ FIFTH Fleet as the LNO of a Multi-National Task Force in Support of Operation Enduring Freedom. After this deployment, he was assigned to FITCPAC as the Director of the “International Maritime Intelligence Course”, a highly visible international training program. In August of 2007, he again volunteered to deploy to the Middle East serving in combat operations in Afghanistan as the Deputy J2 to a Special Operations Task Force Commanding General. When deployed to Iraq, he managed HUMINT Operations, requiring extensive travel throughout the country and liaison with other governmental agencies. LCDR Reshaw has served as the Executive Officer for Naval Criminal Investigative Service Unit 2794, Commander Pacific Fleet Intelligence Unit 0194 and Navy Information Operations Command – Camp Parks, a Cryptologist unit supporting the Pacific Fleet Commander. In July 2012, he was selected for promotion to Commander and on 1 December 2012 assumed command of the Joint Intelligence Center - Central Command (JICCENT) Unit 0694. In support of real world crisis, Commander Reshaw deployed to the Middle East in June of 2013. He supported COMUSNAVCENT/5TH FLEET in Bahrain, and has spent the last three years on active duty, conducing his third tour with the Joint Special Operations Command in Ft Bragg, North Carolina. His military awards include the Defense Meritorious Service Medals, Joint Commendation Medal, Navy and Marine Corps Commendation and Achievement Medals, Navy and Marine Corps Combat Action Ribbon, Joint and, multiple Navy unit awards. Commander Reshaw retired in April of 2016, after 28 years of service. In civilian life, Commander Reshaw is a retired Chief of Police and is married to the former Lori Stewart of Glendale, CA. They have four children, including two sons in the United States Navy and Army Reserve. Currently,Commander Reshaw is the Senior Naval Science Instructor for the Myrtle Beach High School NJROTC program in South Carolina.

Lieutenant Junior Grade (LTJG) James Michael Lovria, a former Western New York native, is a 1995 M.B.A. Graduate of Rochester Institute of Technology. He holds Baccalaureate and Associate degrees in Political Science/International Relations from the State University of New York; a Certificate of International Business/Asian Culture from Kansai University-Osaka, Japan; and currently pursuing a Bachelor of Science Degree in Information Technology at Colorado State University. Accruing 17 years of both active and reserve service, LTJG Lovria’s career has included: 12 years as an Intelligence Operations Analyst rising to the rank of CPO and earning his commission as an LDO “Mustang” Officer. His other competencies include: Business Management, Graduate-Level Instructor of Marketing, Project Management and SOF Intel Operations. As an LS2, his first Navy Reserve assignment was COMUSNAVCENT HQ in Tampa and 5th Fleet HQ Bahrain from 1999-Fall 2001. He was then mobilized following the 911 attacks reporting to USSOCCENT Forward HQ at Camp As-Sayliyah, Qatar and Bagram AFB Afghanistan. He served as lead logistics specialist in support of Special Operations for OEF. Following his two mobilizations in the Middle East and Central Asia, his next goal was to pursue his dream of becoming a Navy Intelligence Officer transferring to the IS rate attending both Intelligence “A” and “C” schools in NAS Jacksonville and Dam Neck ,VA. LTJG Lovria has been firmly entrenched as an Intelligence Analyst both as a Contractor and in uniform. As an IS, he completed several ADSW and ADT tours at USSOCOM, USSOCCENT, USCENTCOM, and 5th Fleet HQ in Bahrain. In 2006 he volunteered for a second mobilization at USJICCENT while serving as a civilian Counterterrorism Analyst supporting Levant, HOA, and Iraq Teams. His civilian positions included: IT Engineer, Foreign Engagement Officer-USSOCOM Global SOF Operations; Lessons Learned Director-USSOCCENT; Protocol Officer
supporting foreign dignitaries and high-level official visits including the POTUS, SECDEF, and the Chairman Joint Chief-USCENTCOM. LTJG Lovria is currently serving his third year on ADT orders as the Executive Officer responsible for 110 Military, Government, and Contractors at US JICCENT J2 ISR Division. He lives in Clearwater, FL with his wife, Fran and their four children: Sam (15); Michael (13); Maria (12) and Christian (9). His personal awards include the Joint Service Commendation Medal (2nd Oak Leaf Cluster), Joint Achievement Medal, Navy Achievement Medal (1st Gold Star), Afghanistan Campaign, Military Outstanding Volunteer Service, and various service medals. While enlisted, he was nominated for NOSC Tampa SOY 2012, NR SOCKOREA SOY 2011, and USSOCCENT SOY for 2010.
