Welcome to Grace! Our mission at Grace is to teach the inspired and inerrant Word of God, to proclaim that Jesus Christ is the crucified and risen Savior of the world, and to nurture believers for lives of Christian service. We pray that this time will be a blessing for you as God comes to you with his Word and promises and as you offer him your thanks and praise. The order of worship we will follow is printed in this worship folder for you to follow along and participate. You’ll notice that the service is a dialogue between God and us, his people. The pastor speaks to God along with the congregation and also speaks the Word of God to the people. LARGE PRINT worship folders are available at the entrances for those who desire them. Today we are using elements from the Christian Worship (2021) hymnal. You will find these blue worship books in the hymnal racks in each pew. You will be asked to open the hymnal to participate in parts of the service. A vocalist will aid in our singing and will be recorded for our audio disks and video live-streaming. There is no cost to park in our parking lot during Sunday morning worship services. If you receive a citation by mistake, please let our office staff know so it can be cleared.

OUR THEME FOR TODAY—GODLY GOVERNMENT “Let everyone be subject to the governing authorities, for there is no authority except that which God has established” (Romans 13:1). Note the absolute language: no authority. None. Stated positively, every government and all government authority ﬁgures have power only because God gave it to them. Therefore, as citizens of the United States, we don’t support the government because those we voted for were elected or because we approve of the current tax policy or even because freedom of religion is enshrined in the First Amendment. We support our government simply because it was instituted by God. Jesus himself taught that we owe respect and obedience to our government even when it doesn’t align with our political preferences. Christians sometimes struggle with this. We see that government and rulers can be evil. Certainly, if government asks us to sin, “we must obey God rather than human beings” (Acts 5:29). But the existence of corrupt government and evil rulers does not negate what Scripture says to be true. “There is no authority except that which God has established.” Therefore, when we talk about “godly government” we are not saying that the only legitimate governments are those who do what is perfectly godly. We are confessing our belief that the King of kings is in perfect control over all the governments of this world, and that he works in all things—including tyrants and dictators—for the eternal good of his dear children.

Daniel 1:3-21

The king told Ashpenaz, the chief of his court oﬃcials, to bring some young Israelite men from the royal family or from the nobility. 4 He was to choose young men who had no blemish, who were good looking, who had insight into all kinds of wisdom, who possessed knowledge, understanding, and learning, and who were capable of serving in the king’s palace, in order to teach them the literature and language of the Chaldeans. 5 The king assigned them daily rations from the special royal food and from the king’s own wine. He ordered that they should be trained for three years. At the end of training they were to serve the king. 6 In this group of young men were the Judeans Daniel, Hananiah, Mishael, and Azariah. 7 The chief of the oﬃcials gave them new names. He gave Daniel the name Belteshazzar, Hananiah the name Shadrak, Mishael the name Meshak, and Azariah the name Abednego.

Daniel and his friends faithfully served the government that God had placed over them—even though this was the government that had conquered their city and carried them oﬀ into exile.

Daniel made up his mind that he would not defile himself with the special food of the king or with the wine that he drank. So he sought permission from the chief official, so that he would not have to defile himself. 9 God made the chief of the officials favorable and sympathetic toward Daniel. 10 Then the chief of the officials said to Daniel, “I am afraid of my lord the king, who assigned your food and your drink. Why should he see your faces looking less healthy than those of the other young men who are your age? You put my life at risk before the king.”

Daniel said to the superintendent whom the chief of the oﬃcials had placed over Daniel, Hananiah, Mishael, and Azariah, 12 “Please test your servants for ten days. Tell them to give us only vegetables, and we will eat them and drink water. 13 Observe our appearance and the appearance of the young men who eat the special royal food. Then deal with your servants based on what you see.” 14 So he listened to what they said about this and tested them for ten days. 15

At the end of ten days, their appearance was noticeably better than that of the others. They were healthier than any of the young men who had been eating the special royal food. 16 So the superintendent permanently took away the special royal food and the wine they were to drink and gave them only vegetables. 17 As for these four young men, God gave them knowledge and insight into all kinds of literature, as well as wisdom. In addition, Daniel also understood every kind of vision and dream. 18

At the end of the time which the king had set for them to be brought to him, the chief of the oﬃcials brought them before Nebuchadnezzar. 19 The king spoke with them, and none of the others were found to be comparable to Daniel, Hananiah, Mishael, and Azariah. So they served the king. 20 In every matter concerning wisdom and understanding that the king sought from them, he found them ten times better than all the magicians and spell casters in his entire kingdom. 21 So Daniel remained there until the ﬁrst year of King Cyrus. Romans 13:1-7

Everyone must submit to the governing authorities. For no authority exists except by God, and the authorities that do exist have been established by God. 2 Therefore the one who rebels against the authority is opposing God’s institution, and those who oppose will bring judgment on themselves.

St. Paul leaves no loopholes. Everyone is to submit to the governing authorities precisely because they have been established by God.

For rulers are not a terror to good conduct, but to evil. Would you like to have no fear of the one in authority? Do what is good, and you will receive praise from him, 4 because he is God’s servant for your beneﬁt. But if you do wrong, be afraid, because he does not carry the sword without reason. He is God’s servant, a punisher to bring wrath on the wrongdoer. 5 Therefore it is necessary to submit, not only because of wrath, but also because of conscience. 6

For this reason you also pay taxes, because the authorities are God’s ministers, who are employed to do this very thing. 7 Pay what you owe to all of them: taxes to whom taxes are owed, revenue to whom revenue is owed, respect to whom respect is owed, and honor to whom honor is owed. Jesus teaches we are to give the government what belongs to the government. But we are not to give to the government what belongs only to God.

I believe in God, the Father Almighty, maker of heaven and earth. I believe in Jesus Christ, his only Son, our Lord, who was conceived by the Holy Spirit, born of the Virgin Mary, suﬀered under Pontius Pilate, was cruciﬁed, died, and was buried. He descended into hell. The third day he rose again from the dead. He ascended into heaven and is seated at the right hand of God the Father Almighty. From there he will come to judge the living and the dead. PRAYER OF THE CHURCH Eternal God, with your almighty power and wisdom you guide and guard the universe you created. Every planet and every star remain in place according to your design. You know the far reaches of space and observe even heavenly lights we cannot see. Lead us to marvel every day at the wonders of your creation. You created our planet to proclaim the depth of your majesty and love. At your command the world turns, the breezes blow, and the waters surge. Here you placed the crown of your creation, your human creatures, and gave us the bounty of the earth for our provision and pleasure. Help us to value and protect the blessings of nature you have given us.

You have created the family, arranged society, and established governments to provide order and stability in our lives. You command us to respect and support the authorities that function with your permission. You teach us to love all people, those who are like us and those who are not, and to care for those in need of help. Move us to love others as your Son loved us. Guard and guide us when you allow serious diseases, financial uncertainty, and social unrest to torment our country. You surely punish the wicked in troubled times, but you also call people to turn away from sin to your forgiving love. Lead us to repent and examine our thoughts, words, and actions. Enable the medical community to discover cures for diseases and plagues that afflict our planet. Preserve the lives of your people that we may continue to share your love with others. Use the blessing of wealth to enable us to spread the gospel throughout the world.

Teach us to be faithful stewards of your blessings and lead us to manage them according to your will. Free us from all thoughts, words, and actions of prejudice and pride. Help us to see in all people the faces of those who have been redeemed by the innocent life and precious blood of your Son, Jesus Christ, who died and rose for everyone from every nation under heaven. Help us to overcome the racial tensions that plague our land. Give wisdom to the leaders of our land and bend their will to yours. Drive away party spirit and harsh rhetoric that often deepen the divisions among people. Help our nation ﬁnd contentment in helping and protecting one another. Guide us so we may avoid the pitfalls of anger and arrogance. Keep in your care all those who are sick and suﬀering in these troubled times. Restore health according to your will. Comfort those you are leading to heaven with the anticipation of their eternal home. Move us to pray fervently for those in need. Hear us, Lord, as we pray in silence. 12

Sunday Morning Bible Study

Pastor Appreciation Month

Grace’s Care Committee for Called Workers (CCCW) asks for your help to celebrate Pastor Appreciation Month. The first request is that you pray for our pastors. Also, every Sunday in October you will have an opportunity to contribute to a monetary gift for our five pastors. This gift will be presented to them at the end of the month. Our Wednesday Church History class is studying Lutheranism in America. If you haven’t attended this class before, this is an excellent time to join. We study together in the Grace-Tucson Fellowship Hall at 10:00 AM and repeat the same material at 7:00 PM. Join us for whichever time fits your schedule best!

Women’s Bible Study: Thursday

“There’s no such thing as truth.” “Do last-minute confessions get people into heaven?” “The Christian faith is too negative.” “How can you believe he rose from the dead?” “How do I know I’m a Christian?” We hear these kinds of things and may even wonder about them ourselves. These and more are addressed in Pastor Mark Paustian’s book, “Prepared to Answer.” Each question is handled in just a handful of pages, so it is easy to jump into the study at any time, even if you can’t make it each week. Invite a friend and join Pastor Koehler for this study which is helpful for us and for those we have discussions with about such things. This class meets on Thursdays at 9:00 AM in the Grace-Tucson Fellowship Hall.

TCM Topgolf Outing: Friday

WELS Tucson Campus Ministry (TCM) is going to Topgolf this Friday, October 27, at 7:00 PM! We will enjoy two hours of Topgolf games, a delicious spread of fan favorite appetizers, and bottomless soft drinks. No golf skills are needed to have a great time. Redeemer Fall Festival: Friday

Grace members are invited to Redeemer's 3rd annual Fall Festival this Friday, October 27, from 5:00 to 8:00 PM. Admission is free! The festival will begin with Trick-or-Treating from 5:00 to 6:00 PM followed by games for kids, music, food trucks, and a fantastic raffle with great prizes. Area Reformation Service: October 29

Each year, the Lutheran church recalls how God used Martin Luther to rediscover the truth of his Word and to share the Gospel with others. Our congregation will be joining with the other WELS churches in the Tucson area for a special Area Reformation Service next week on Sunday, October 29, at 4:00 PM. The service, which includes a message from Seminary President Earle Treptow, will be held here at Grace-Tucson. After the service, we will enjoy refreshments and fellowship. Please join us for this annual opportunity to worship together!

Reformation Fellowship

Members are welcome to bring cookies, pre-cut bars, or other finger-type food for the fellowship that follows the Area Reformation Service—no cakes or pies please. Also, volunteers to help clean up afterwards would be greatly appreciated! 16

ANNOUNCEMENTS Men’s Cancer Research Fundraiser: November 10

“Let’s Berry Cancer” is the name of a strawberry cream ale, this year’s collaboration beer brewed by Tucson’s BlackRock Brewers for Pints 4 Pink, a not-for-profit, 501(c)(3) charitable organization founded by a member of Grace following his treatment for breast cancer. On Friday, November 10, beginning at 5:30 PM at Grace-Tucson, the men of Grace will have the opportunity to try this and other beers as representatives from local breweries will offer beer tastings and talk about their beers and the history of their breweries. BlackRock, Dillinger, Barrio, and Harbottle breweries will all be represented. Men of our congregation are encouraged to invite friends to join them, particularly men who do not have a church. Invitation cards can be picked up at the church doors and in the Fellowship Hall. The purposes of this event are to enjoy some fellowship, taste a variety of local beers, and raise money for cancer research. Although not required, those attending will be encouraged to donate generously to Pints 4 Pink, so that those gifts can be used in our community to support cancer research efforts at the Arizona Cancer Center, our state’s only research facility recognized by the National Cancer Institute.

Roast Beef Dinner & Craft Fair: November 11

The Women of Grace will be hosting the all-site Roast Beef Dinner and Craft Fair held at GraceTucson on Saturday, November 11, from 4:30 to 6:30 PM. If you are interested in helping out with the dinner, please see the sign-up sheets on the table in the Fellowship Hall. Members are asked to bring a pie to share for dessert if you are able. If you have questions about the dinner, please call the Grace Central Office at (520)623-6633. For those who are making crafts to donate to the Craft Fair, please bring your items to the west end of the Fellowship Hall on Sunday, November 5, or to the church office by Thursday, November 9. Would you like to learn more about our risen Savior, about the Bible that tells us about him, and about what Grace Lutheran Church believes and teaches?
