Title IV complaint against Rev. David Halt filed anonymously

Dear Sir or Madam, I write to notify you of the status of the Title IV complaint you made, on April 1, 2023, complaining of action and/or inaction by Father David Halt. The Diocesan Intake Officer found that the information contained in your anonymous email complaint, if true, would constitute an Offense, as defined by the Canons. The Diocesan intake officer then forwarded the matter to the Diocesan Reference Panel. The Diocesan Reference Panel met and elected to take no action, other than pastoral response. The basis for the decision is the experience and knowledge possessed by the reference panel and applied to the complaint. Weight was given to the nature of the allegations, the conclusory fashion in which the allegations were presented, the fact that the complaint was filed anonymously, and the totality of the circumstances surrounding the timing and facts of the complaint. The Diocese intends to take no further action on this matter. Sincerely,
