THE HOLE STORY
The "doughnut hole" in Medicare Part D prescription-drug coverage requires Medicare recipients to pay most of their medication costs until they reach the catastrophic-coverage level. For example, for 2015, after a Medicare recipient pays a $320 deductible, her Part D plan provides coverage until her drug expenses reach $2,960 (including her share and the insurer's share). The recipient then finds herself in the doughnut hole and pays for most of her prescriptions out of pocket. However, she gets a 50% discount on brand-name drugs from the drug company, and her plan pays another 5%. She also receives a 35% federal subsidy for generic drugs. VA EDUCATIONAL BENEFITS A full range of educational benefits is available to both the survivors and dependents of veterans who have died from service-related causes. Spouses and children of these men and women may receive up to 45 months of schooling (or equivalent of 45 months of enrolled part-time) at any VA-approved institution. Monthly payments are the same as for a single veteran with no dependents. In addition, persons who can demonstrate financial need may borrow additional funds during each academic year. Eligibility requirements are relatively simple. These benefits are available to all deceased veter-

Children under 18 may qualify, provided they have completed high school or are above the prescribed age for compulsory school attendance in their states. LEARNING TO THINK UNDERLIES A COLLEGE DEGREE A main aim of college education should be learning to learn. That requires thinking. Those who think and check facts lead in the game of life. In college, I thought I learned subject matter. I did. But, that’s not the best skill I took away. Much changed since my learning in college. I learned basics to build on in that start for lifelong learning. What I know and use comes from learning along the way. As a college professor, what I teach changed. I still teach basics of communications. I had to change how I write. Subject matter is important, but science is ever-changing. Today’s facts will be refined and improved. When I took the first course in livestock, it was “animal husbandry� or caring for livestock. Now, it’s “animal science.� Professors teach indepth chemistry of nutrition, breeding and more. Then, I learned a dozen breeds of hogs. Now, those breeds are endangered species. Hogs now look nothing like hogs of then. In a talk on undergraduate teaching this week, I heard our teacher leader tell an Extension meeting that textbooks are being phased out at MU. Texts will come in

cheaper digital form. This will be different, but more efficient. I’m still burdened with my books, but I learn every day from digital devices. Many areas of Missouri will fall behind with no or slow high-speed broadband access. This morning, I downloaded a news app giving up-tominute news briefs. It’s so powerful, my browser crashed. Even in a college town the internet can’t keep up with demand. There is so much news; too much demand jams the system. We need strong digital infrastructure. That will take learning to use the internet in new ways. I don’t want to give up my print newspaper. But, it’s harder to get delivery. “Paperboys� of old are hard to find. An objection heard by Extension teachers is that farmers feel no need for more information. “I learned to breed cows from my grandpa.� That’s still heard, but there’s a world of difference in breeding today. A producer must become a geneticist to stay up to date. There’s another skill learned in a college education: How to communicate. We must improve telling our story. Providing food for the
world is not simple. We must explain what it takes and why it’s needed. Communicating goes beyond writing and speaking. As a communicator, I see every day where failure to connect complicates our lives. It’s a problem at the worker level; but, becomes critical at our leader level. This week, as we left the extension annual conference, a professional said: “The mark of a good leader is ability to communicate.� Yep, we have leaders who know how to talk; they just don’t know how to communicate. There’s tons of research on how adults learn. Some leaders didn’t learn how to learn new ways. Storytelling is an ancient art. Maybe I inherited an Irish gene for blarney. That’s a start, being able to talk. Being a communicator takes up-to-date skills. Communication still takes storytelling. It is not just imparting data or scientific jargon. Science comes loaded with both, but teachers must translate argot into simple stories. We need those stories to share at the morning coffee club. Can it be shared at break time? That communication is fast and efficient. Learning to use small talk, even gossip, is the start of teaching big ideas. Students leave college with communication skills. That is not just tweeting. Family Advocate The North Central Missouri Children’s Advocacy Center is in search of a Family Advocate to provide case management, screening, assessment, referral, and support services to child victims of abuse and their families after a report of abuse has been made. This will include during the investigation and throughout the criminal and/or juvenile court process. The focus of victim support and advocacy is to help reduce trauma for the child and non-offending family members and to improve outcomes. This is a full-time position, Monday through Friday, 8:00 a.m. to 4:30 p.m. Applicants must be punctual, detail oriented, will be expected to adhere to strict rules of confidentiality, be able to pass a criminal history/background check, and a background screening via the Family Care Safety Registry. Candidate must hold a Bachelor’s in a Human Services related field with demonstrated expertise in child abuse. A minimum of two years experience in child welfare/protection with case management experience preferred. Excellent communication, organization, and writing skills required. Must be able to and have the willingness to work with populations and families in crisis. Must have knowledge of, or very quickly be able to learn about, child protection, the dynamics of trauma, police and court systems, as well as the ability to work cooperatively within diverse professional groups. Knowledge of Microsoft Office programs, such as Word, Excel, Publisher, and various routine office machines is required.
