573-751-2917 HERE’S WHAT’S HAPPENING Hello Seventh District: Shelter in Place Order I had 13 people contact me before the governor ordered us to shelter in place. All 13 were in favor of the order. Eleven of the 13 live in my district, one in Kansas City and one in south Missouri. One of the 11 is a business owner and discussed the possible benefit to the business concerning a governorordered shutdown and the effect this would have on repaying the Small Business Loan the federal government has offered (I learned several things and could understand why the business owner advocated this way). The person in Kansas City is working from home. The person in south Missouri I do not know them well enough to know their employment status. The other people from the district are currently retired. My children have diverse jobs that also cause conflict within our family over this decision to shelter at home. The oldest works for a company that he must travel to receive his income. He is presently in Wisconsin and must search for a place to use the restroom during his drive, his wife is a teacher and is working from home. Our second child and her husband have an electrical company. Again, staying home means no income for them or their employees. My third child is an emergency room nurse and notices people not following the rules no matter who orders them and is concerned about the lack of income for hospitals and her friends being laid off. My youngest can
work from home and has an office in his home. His wife must show up at her place of employment to receive compensation. Each have opinions and two of them strong enough their mother and I are thankful for SOCIAL DISTANCING. I am sure some of you during the time you read this you became hot under the collar because of your thoughts. I support the decision the governor made and hope on April 25 we can start relaxing some of the Stay at Home orders throughout our state. 2020 Supplemental Dollars The state’s supplemental budget request went from just above $413,000,000 to over $6,000,000,000. Please understand the final $6 Billion is spending authority not necessarily dollars we know will go through the treasury. Currently Missouri’s state budget is approximately $30 billion. To add $6 billion more in the last three months of the year is a large increase. The state’s income comes from three sources: general revenue (taxes), other (such as fuel tax) and federal dollars. We normally see the state income as 1/3 general revenue, 1/3 other and 1/3 federal. The federal CARES ACT, along with other federal legislation and flexibility in spending, added billions to the budget. The major thing we must understand today is the state agencies have to receive federal guidance on how the money can be spent as well as what dollars will go direct to agencies such as schools/colleges and which dollars will
actually flow through our state treasury. I believe of course this money will be helpful to many but also note few organizations will receive vast sums of money to spend on the frills. Personal Easter for my family is the major family get together. We celebrate the resurrection as a family and also include a large Easter egg/candy adventure. My parents gave up on Christmas sometime during the 1990’s. My mother and father expected us to attend the Pumpkin Hayride at the farm on Lost Creek (October) and church on Easter Sunday. The Pumpkin thing is so important mom and dad have two pumpkins on their gravestone. Dad passed away in September of 2017 and the traditions have gotten even stronger. When my immediate family all show up to church (Amazonia through the early 2000’s and King City today), both churches have an area they open for our family (currently 64). I have been with my parents for Easter Sunday since 1962. This Easter was very strange. I still prayed Easter Day, but not the dinner blessing I now do after the passing of my father. When all of us are at home you can imagine the chaos, but it is our chaos and a chaos I truly missed this year. Rather than mom having all of us home, she went to the farm at sunrise and thanked our Lord Jesus Christ for her many blessings. During this time, I hope you also can find one person to be thankful for and share a kind word.
