VVA Board of Directors Annual Meeting Call to Order Tony Gronniger, lot 2281, called the meeting to order, held in the upper level of the clubhouse at 6:30 p.m. May 16. Board members present were: Mark Leggett, lot 72; Celeste Armanees, lot 62; Troy Lesan, lot 576; Allan Slavin, lot 181. Not present were Marvin McNabb, lot 28 and Mike Booth, lot 2380. Allan Slavin led in prayer. Shad Mort led the Pledge of Allegiance. Tony Gronniger opened the meeting with the Vision/Mission Statement: “Lake Viking is a private lake aspiring to preserve our community and environment for future generations.” Approval of Minutes Mark Leggett moved to approve the minutes of the April 11, 2021, board meeting. Celeste Armanees seconded; motion passed. Committee Reports: Handbook Committee Celeste Armanees commented there is a proposed rule change from the Building Committee that she will present later in the meeting. Finance Committee The Finance Committee met May 13, online. John Kmetz (chair) and six other committee members were present. In reviewing April financial statements compared to last year at this time, income was up nicely in all areas. On the expense side, there were two large expenditures: one was the 2020 tax year payment of $103,000 to the IRS for capital gains tax owed on the sale of Community Areas. The other was $73,270 paid for our new Safety boat. Both of these large expenses were anticipated and budgeted. Additional capital expenditure items were: a $3,900 pickup for Maintenance Department and $12,500 for road tubes.

Swan Song for a great regional institution By Troy Lesan

It is an understatement to say that Lake Viking and the Gallatin North Missourian newspaper go back a long way. Perhaps the association can best be described from narrative by North Missourian owner and publisher Joe Snyder. In 1966, Joe Snyder was on the State Water Resources Board, and he was growing frustrated with attempts to push for construction of a lake in Daviess County. As Joe was getting ready to convene a Water Resources board meeting in Jefferson City, he recalls the following: “Suddenly, a fellow walked into the room and asked the question, is there anyone here who can think of a good place to build a lake?” Voila! This would turn out to be his initial contact with a representative from Development Services Inc., the company that eventually built and developed Lake Viking! At the time, Gallatin Publishing under Joe Snyder was already over a century old and was well on its way to establishing a standard of excellence in local journalism. The newspaper had been around to cover the James Gang Train robbery in 1881 at Winston, Missouri. And again, in 1882, the newspaper covered the famous courtroom trial of

Frank James. Both events were huge national news items of their day, but the Gallatin newspaper did so much more than to ride on the coattails of Jesse James and his gang. In 2015, when current owner and publisher Darryl Wilkinson was inducted into The Missouri Press Association Hall of Fame, he became the third Gallatin newspaper publisher to become part of that elite group of some 200 names that include the likes of Joseph Pulitzer and a guy named Samuel Clemens (better known as Mark Twain). The others from Gallatin, besides Darryl, were Joe Snyder and Wesley “Uncle Wes” Robertson, The Missouri Newspaper Martyr, who was gunned down in 1919 by an irate reader as he sat in his Gallatin office. Darryl and Elizabeth Wilkinson purchased Gallatin Publishing from Joe Snyder and have owned the company for 43 years. During the past few years, they have been trying to sell their business which also includes the Ad Zone and Lake Viking News. It’s not that their business is failing – it’s just that Darryl and Liz would like to step away from the 24/7 grind of publishing and

enjoy the benefits of retirement. They have been attempting to find a buyer for their business but have been unsuccessful. Now, as of June 1, they are closing the doors of their business, and if lastminute eleventh hour arrangements cannot be made, the business will be closed and equipment will be auctioned off. This looks to be a sad ending for an esteemed local business whose absence will be strongly felt in the region. Plainly put, economic fortunes have not been kind to the business future in small town Midwest rural America or, more specifically, the newspaper publishing industry. Fortunately, Gallatin Publishing and the Viking Valley Association have been negotiating an opportunity whereby the Association can take control of the Lake Viking News with the help of Jill Steward (Liz and Darryl’s daughter) as media consultant. With the addition of websites and social media pages, many new communication venues have opened up, but the Association Board of Directors feels the need to continue The Lake Viking News as the anchor of our communication network with our members. Stay tuned for more developments.

As discussed at last month’s meeting, a new line item #7101 Campground Utilities now appears on the VVA budget, with line item #7100 for Campground Non-Utility expenses to be tracked by the Campground Manager and Lake Manager. Outsourcing: As a result of earlier work done by Marvin McNabb on the potential cost to convert to QuickBooks software for VVA’s accounting procedures, the Board instructed the Finance Committee to explore the option of outsourcing all VVA finances (accounting, billing, dues invoicing, payroll, etc). As a result, an RFP was sent to five accounting firms — three of whom responded with their bid. After studying these three bid proposals, the Finance Committee determined that Westbrook & Company Certified Public Accountants in Richmond, MO, presented the most thorough plan that best meets VVA’s needs and is cost-effective. Troy made a motion that the Board of Directors approve the Finance Committee moving forward with our proposal to retain (hire) Westbrook, pending the Committee’s final virtual meeting with their representative this week. There are people living in the Campground fulltime, but we have no checks or balances to validate who should be paying the extra fee for camping more than 21 days/month. It is totally on the honor system. Mark said this puts the Campground Manager in a bad position, as well as the office staff. Tony Gronniger said a recommendation from the Campground Committee would be appropriate. Mary Hibler posted on the Lake Viking Campground page a friendly reminder that anyone owing for extended camping should go to the office and pay the extra fee. Lake Committee Troy Lesan reported the Lake Committee met on April 30. We went out in boats to check our Zebra Mussel detectors. We are happy to report no presence of Zebra Mussels was detected. The Lake Committee also monitored properties for non-compliance on property upkeep. All in all, the lake shoreline looks good. But the Committee noted several properties in need of

shoreline rip-rap, and numerous properties not properly displaying their lot number. Warning letters have gone out. As a reminder, property owners must display lot number and street address at roadside when needed, as per pg. 38 of the Handbook. And members should review the Property Maintenance & Upkeep section on pg. 32 of the Handbook. The Lake Committee also found numerous docks with the wrong lot number, which indicates that a lot of docks are being bought and sold and transferred between property owners. We intend to take a closer look at this situation next week when we’re on the water. Again, we urge property owners to make sure that the correct lot number is posted on docks and on properties. Infraction Committee/Safety No Report Dredge Committee Shawn Hepinstall reported on dredge operations: The Garney area is now complete with

an estimated 12,000 cubic yards of material removed. We made a pass around beach 1 and beach 2 with the dredge, and also the danger area toward the South End. The danger area is as deep as we can go, because we were hitting clay and gravel and had to stop. The dredge is now parked for some general maintenance. Also, an RFP was sent to 25 companies to bid on the South End silt pond project. Of those, three companies came out and inspected the proposed site, and one company submitted a bid. After looking at the project more closely, they will come back with another bid. Our goal, if this bid works out, is to start construction by mid-June or July. The terrace will need to be closed in that area when construction begins, so we will have to build a road out to 165th Street. When the new bid comes in, Shawn will get it to the Board for discussion at the next Board meeting. Mark Leggett thanked the Dredge Committee for all the hard work they have done, which is a lot of volunteer hours. Lake Manager Report (Shad Mort) 1. We received the new trash contract from Affordable Disposal. We have an extended 1-month contract with our current trash company Waste Management, then Affordable Disposal will take over starting July 1. 2. The new Safety boat was delivered on Thursday. 3. The pool will open May 28. Shad asked the Board if we need to have any COVID restrictions in place. The Board agreed on no restrictions. We have hired four pool attendants. VOLUNTEERS NEEDED: If members want the pool open after our pool attendants go back to school, we will need some VVA members to volunteer this year (which kept the pool open last year) for the month of August thru 1st week of September. 4. Staff vacancies: We have one full-time maintenance employee leaving next week after 12 years, and one seasonal employee also leaving. 5. Fireworks have been scheduled for July 3. They continue to go up in price each year. Price $10,860 this year is $1,100 more than last year. Financials Mark Leggett moved to approve the financial reports. Troy Lesan seconded; motion passed. Guest Time: 1. Tyler Miller addressed the Board about an infraction ticket he received for failure to maintain trash service. Tyler called Waste Management to set up his service, but he said they wanted to charge him $18 a month, which is more than all other members are paying at the lake. Tyler was asked how long he had been at the lake and he said since 2012 or 2013. He was then asked if he had not had trash service this whole time? He said no one has lived there all the time and he is trying to sell it. Mark Leggett responded that if there is a house on the lot, even if you are parttime you still have to have trash service. Mark also asked who Caleb Ireland is. Tyler responded Caleb was living there

until they get it sold just to watch the place. Caleb was caught dumping trash at the maintenance area. Since this practice is a costly problem that the Board is trying to address, Troy Lesan asked how they are disposing of their trash if they don’t have trash service? Tyler said they take it to the farm. Mark Leggett moved to uphold the ticket. Troy Lesan seconded; motion passed. Board Discussions 1. Gallatin Publishing: Mark Leggett announced that Gallatin Publishing will be closing the business. They print our Lake Viking News and own our website (LakeVikingMo.com). Mark moved to discuss this further in Executive Session. Celeste Armanees seconded; motion carried. 2. Finance RFP: This was already discussed in tonight’s Finance report. 3. Cameras: Troy Lesan presented three motions on behalf of Marvin McNabb, to approve surveillance cameras. • Troy moved to approve the funding to place video surveillance cameras on Beach 2, not to exceed the attached bid. Mark Leggett seconded; motion passed. • Troy moved to approve the funding to place video surveillance cameras on the Marina slip that holds the Safety boat and jet ski. Mark Leggett seconded; motion passed. • Troy moved to approve the funding to place video surveillance cameras in Maintenance area to view the dumpsters and gas pump, not to exceed attached bid. 4. Motorcycle Helmets: Allan Slavin brought to the Board’s attention that Missouri law now requires wearing a helmet only if you are younger than age 26. This change is updated in the 2021 Handbook (at the printer, so available next month). 5. Mark Leggett asked the Board to invite the Sheriff to the June board meeting to discuss what the county can and cannot enforce at Lake Viking. There have been some complaints he would like to address. 6. Fish stocking of lake: Mark Leggett reported the Conservation Department did a shock test on the lake, reporting that Lake Viking is the best crappie lake in the state of Missouri. Adjourn: Mark Leggett moved to adjourn to Executive Session, to discuss personnel and Board organizational matters at 7:35 p.m. Allan Slavin seconded; motion passed. Recently Eric and Bret Bush assisted a conservation employee in the effort where two long rods were extended from their boat to send a light current of electricity into the water. Fish that were temporarily stunned by the electricity were gathered up, placed in an aerated tub of water, measured and counted. After the operation was completed, the conservation officer opined that Lake Viking had one of the healthiest fish populations he’d seen. The boat was ordered several months ago from Rogue Jet Boatworks, White City, OR, and it was completed on schedule. This boat is the final big component in an upgrade of the VVA Safety Department including an improved software package and the elimination of years and years of getting by on a shoestring with safety boats. The 2021 version of Lake Viking’s Cinco de Mayo was held in the Association Clubhouse on May 1. This was another big event by the Activities Committee with 96 people attending. And no offense to any of the local Mexican restaurants, but the buffet style Mexican food brought to this event by Lake Viking Association members beats any other competition hands down. PUBLIC WATER SUPPLY DISTRICT NO. 3 OF DAVIESS COUNTY Open Meeting — May 18, 2021

CALL TO ORDER Kyle Parkhurst, President (2023), called the meeting to order at 3:00 p.m. Due to the number attending, the meeting was held at the Viking Valley Association Clubhouse. Members in attendance were Troy Lesan (2024), Harlan Horst (2023), Jeffrey Speaker (2022), and Mark White (2024). Also in attendance were Roger Barker, Water Superintendent, Gary King, Operator, Diane Hulett, Clerk, and Bartlett & West engineers, Brian Hoellein, Jim Ross, Mark Baltzer and Jim Rinner.

Kyle Parkhurst, President, announced a Special Meeting will be held on June 1, 2021, with the next regular meeting on June 15, 2021. Both meetings will be held at 4:00pm at the water plant. Harlan Horst moved to adjourn at 6:15 p.m. Respectfully Submitted, Jeffrey Speaker

APPROVAL OF MINUTES Troy Lesan moved to approve the minutes of the April 20, 2021 Board of Directors Meeting. Harlan Horst seconded. All members were in favor; motion carried. PUBLIC COMMENT There was no public comment. OLD BUSINESS Engineers with Bartlett & West were in attendance to go over the bids submitted by equipment suppliers and contractors. After a short recess at 4:00pm, guests were introduced and Request for Proposals were presented on three equipment suppliers, Wes Tech, AWC, and Filter Tech, and three contractors, Garney, Irvinbuilt, and Ross Construction. A motion was made by Troy Lesan and seconded by Harlan Horst to move forward with negotiations with AWC as the equipment supplier and Ross Construction as the contractor for the water plant upgrade, per Bartlett & West’s recommendation. All members voted to approve; motion carried. NEW BUSINESS Financial Report: The 2020 Audit from Karlin & Long was presented for review. Jeffrey Speaker made a motion to approve the audit. Troy Lesan seconded. All members voted in favor; motion carried. The financial reports and bills were reviewed and discussed. Harlan Horst moved to approve the April financial reports as submitted and approve the bills. Mark White seconded. All members voted to approve; motion carried. The need to open a new bank account for debt service payments was discussed. Harlan Horst made a motion to open a checking account with BTC Bank called 2021 Debt Service Fund to be used as a cash reserve account for making lease purchase payments. The transfer of funds into this account from the district’s BTC Now account, either by phone or electronically, will be permitted. All board members, plus the water superintendent and district clerk, will be designated signers on the account. Jeffrey Speaker seconded. All members voted in favor; motion carried. After a short recess at 5:40pm, the meeting resumed at 5:50pm. A letter of resignation was received from Mark White to be effective immediately. Obituaries

Dixie Lou Hales 1931 - 2021

Dixie Lou Hales passed away April 13, 2021, at Norterre Healthy Living Center in Liberty. Dixie was born Feb. 22, 1931, in Hamilton, MO, the first child of Lloyd Dean and Guyda Ruth (Hill) Connor. She attended first grade and part of second grade at Van Note Country School before the family moved to Livermore, CA, to find work. When World War II started, her father was drafted into the United States Marine Corps. After he was discharged at the end of the war, the family moved back to Missouri to the family farm. Dixie finished the last two years of high school at Hamilton, graduating in 1948. She moved to Kansas City where she worked at Columbia National Bank, a big adventure for a country girl, but she made it fine. In the meantime, she was dating a young man, Dean Hales, from her high school class. On May 8, 1950, they were married at the Sacred Heart Catholic Church in Hamilton where they were both members. To this union, six children were born: Kandi Kae, Kim Denise, Kathy Jo, Karol Leanne, Kenney Dean and Kory Lee. Dean worked with his parents in Hales Market, and Dixie worked at the Hamilton Bank. After a while, she left the bank to work at the store. Even while the children were growing up, she continued to help at the store and kept the books for the businesses. Dixie and Dean were very proud of their children. The family took lots of summer vacations, visiting many states and seeing lots of places and things. In later years, there were 18 grandchildren, 22 great-grandchildren and one great-great grandson, whom she dearly loved. Dixie is preceded in death by husband Dean, brother Dan Connor, grandson Jeremy Burdick, and great grandson Zachary O’ Brien. Dixie is survived by her children, Kandi (Randy) Railsback, Hamilton, Kim (Ron) Spidle, Altamont, Kathy (Barry) Mathia, Lawson, Karol (Peter) Kleine, Blue Springs, Kenney (Kari) Hales, Lawson, Kory (Tiffany) Hales, Blue Springs; sister Patricia and husband Donald Bathgate, Garden City; and many relatives and friends. In lieu of flowers, memorials may be made to the Sacred Heart Catholic Church, 205 East Middle Street, Hamilton, MO 64644. Funeral Mass: 10 a.m., Monday, April 19, 2021, at Sacred Heart Catholic Church, Hamilton. Rosary/Visitation: 2 to 4 p.m., Sunday, April 18, at Sacred Heart Catholic Church, Hamilton, with the Rosary beginning at 2 p.m. and visitation to follow. Inurnment: Highland Cemetery, Hamilton. Arrangements: Bram Funeral Home, Hamilton.

Walleye: Fisherman can keep Walleye at least 21” in length, release all catches under 21”.

Mowing Regulations You are required to have your lot mowed by May 1st, June 1st and September 1st of each year. If you do not keep your lot mowed, or hire a contract mower, the Association will mow it, and bill you $90.00 for each mowing.

The Association does not want to be in the mowing business. Please self-mow your lot or hire a contract mower to do it for you. All contract mowers are required to submit a customer list to the Association office. If you are not on their initial list, you may be accidentally billed by the Association, so please contact your mower early. The below listed mowers have registered with the Association office and can usually be reached in the evening. There may be other mowers who advertise in the Lake Viking News.

Building Permit Notice Building Permits are required, but not limited to the following projects: fences, storage shed, shelters, decks, boat docks, boat houses, room additions, porches and any alteration of the roof line; and any other construction that requires large earth moving equipment, concrete trucks and other equipment that requires multiple axle trailers. Failure to comply with building regulations could result in a minimum fine of $500 and loss of lake privileges. Any construction not in compliance with these regulations could result in forced relocation of the structure.

Watch When & Where You Burn! Anytime you are burning brush, etc., on your lot, make certain you are burning on your lot and not someone else’s property. Unattended burning is prohibited and burning is not allowed when winds are in excess of 15 mph and shall be subject to an Infraction Ticket and fine.
