



Allianz was founded on February 5, 1890 when founders Carl Thieme and Wilhelm Finck walked into Berlin's Trade Registry to lay the foundations for a bold new company.
Amid Germany’s industrial boom, cities were expanding, global trade was flourishing, and society was evolving rapidly. Security emerged as the need of the hour. And so, Allianz was born - a company that was designed to meet the demands of the times.
Now, we celebrate 135 years of securing the future in over 70 countries.
Locally, Allianz PNB Life is part of Allianz Asia Pacific, a vibrant regional community with over 36,000 employees across Asia serving 21 million customers in more than 15 markets.
The year 2025 marks another pivotal year for both of our countries. Afer our 70-years of diplomatic relations celebration last year, we will continue to further strengthen our bilateral ties. In the Philippines, Pres. Marcos will have completed half of his term. We appreciate his eforts of connecting the Philippines closer with the international community of like-minded countries and deepening ties on all levels, including on protecting the rules based international order, security and trade. We appreciate the progress already made in negotiations between the Philippines and the European Union on concluding a Free Trade Agreement, setting ambitious targets for a more integrated and sustainable trade between our nations.
We note that the modernisation of many economic sectors, such as energy supply, infrastructure, industry and logistics, is taking shape with the participation of many German companies in these sectors. 2025 is also a pivotal year in Germany: Afer the elections to the Bundestag in February, a new coalition government is currently being formed. I am confdent that Germany will remain a trusted partner to the Philippines, continuing our high-level dialogues and bilateral exchanges in Berlin and Manila in various formats.
I am grateful for the dedicated work of GPCCI and the close and trusted partnership between the embassy and GPCCI. GPCCI has been remarkably successful in fostering bilateral exchanges, strengthening the economic partnership between our two nations, be in the Joint Economic Commission, various business delegations to the Philippines, the Asia-Pacifc Conference in New Delhi and NRW-ASEAN Summit in Bielefeld. GPCCI’s frst edition of the Doing Business in the Philippines Guidebook will be an invaluable guidance for German investors new to the Philippines.
Most notably, GPCCI in collaboration with the Anti-Red Tape Authority (ARTA) has taken a pioneering role in fghting for the Ease of Doing Business, being the frst European Chamber to launch the new Ease of Doing Business Portal. In addition, GPCCI formed partnerships with TESDA on dual training and with the Asian Development Bank on Business Opportunities in the Philippines and beyond.
I am confdent that our economic ties will continue to fourish, bringing prosperity and mutual benefts to both Germany and the Philippines. Together, we look forward to a future of continued collaboration and growth. Congratulations and to many more years of fruitful cooperation!

The tremors in the global security and economic architecture of late underscore, now more than ever, the need to redouble our commitment to a rules-based international order and to multilateralism.
These values, deeply-rooted in both the Philippines and Germany, were afirmed at the highest levels by both President Ferdinand R. Marcos, Jr. and Chancellor Olaf Scholz when they met in Berlin in March 2024. These common values set the tone for the bilateral engagements that ensued following the meeting between our leaders.
This year saw high-level oficials from the Philippines participating in various international fora in Germany, opening opportunities to broaden understanding and cooperation in various sectors.
Secretary of Energy Prospero P.M. Lotilla articulated the Philippine energy transition context and aspirations at the Berlin Energy Transition Dialogue. Secretary of Environment and Natural Resources Maria Antonia Yulo Loyzaga actively engaged with counterparts as well as German oficials in climate discussions at the Petersberg Climate Dialogue. Undersecretary of Agriculture Christopher Morales, on the other hand, spoke about the Philippines’ adherence to sustainable agriculture at the Global Forum for Food and Agriculture.
The momentum for German businesses to explore opportunities in the Philippines continues, especially in the areas of renewable energy, electronics, infrastructure development, information technology-assisted business process outsourcing, and mining. Philippine participation in trade fairs such as Ambiente, ANUGA, Agritechnica, Electronica, Internationale Tourismus Boerse, and Food Ingredients Europe, and business events organized by the Foreign Council on Economic Relation in Saxony, the German Asia-Pacifc Business Association in Schleswig-Holstein, the Association of German Chambers of Industry and Commerce, the Asia Pacifc Committee of German Business and the Berlin Senate were among the many platforms to sustain our engagements in various sectors.
In all these, the German-Philippine Chamber of Commerce and Industry (GPCCI) has always played a key role in providing essential support to underpin this partnership.

It is an honor for me to be able to share with you the milestones we have achieved in the past year. A lot of which would not have been possible without the perpetual support of our dear members, partners, and friends.
In 2024, we celebrated the 70 years of unceasing diplomatic relations between Germany and the Philippines. Over the past 17 years, GPCCI has proudly played a key role in fostering economic ties, strengthening trade relations, and supporting business opportunities for both nations.
GPCCI continues to be at the forefront of business collaboration and innovation. Last year, we welcomed a German delegation of Innovative Bioenergy Companies, providing a platform for industry leaders to exchange insights on renewable energy solutions and for local companies to explore cooperation possibilities. Our ongoing partnership with the Asian Development Bank has also been instrumental in guiding companies through the bidding process and connecting them with key stakeholders at the Business Opportunities Fair.
Beyond these engagements, we also foster meaningful connections through fagship events. The German Ambassador’s Cup (GGAC) once again brought together business leaders, professionals, and stakeholders—proving that even amidst challenges, our community remains resilient. More than just a tournament, the GGAC has become a tradition that strengthens industry relationships while supporting charitable causes.
Sustainability remains a key priority in shaping the future of business. Together with the German Embassy in Manila, we successfully hosted the Sustainability Forum: The Green Economies of Tomorrow, where discussions centered on the Philippines’ Nationally Determined Contributions (NDCs), Green Infrastructure and Business Solutions, and the development of Green Jobs.
As part of the global initiatives led by the German Chambers of Commerce Abroad (AHKs), we spearheaded the World Business Outlook survey within our network. This initiative provided valuable insights into the business climate, challenges, and expectations of German companies worldwide. By understanding these perspectives, we can better address the needs of businesses operating in the Philippines and beyond, ensuring that our eforts remain aligned with the evolving economic landscape.
Germany’s demand for skilled labor has led to strategic initiatives aimed at streamlining talent recruitment and professional integration. The ProRecognition project, now ofered by GPCCI, provides skilled workers with guidance on the recognition of their qualifcations and immigration opportunities in Germany.
Complementing this efort, Hand in Hand for International Talents. This pilot project focuses on recruiting electrical engineering and mechatronics specialists, strengthening pathways for Filipino professionals to enter the German labor market.
Engaging with key government agencies has been vital in addressing policy challenges. We continue to work closely with the Technical Education and Skills Development Authority (TESDA) on the dual training system, ensuring a skilled workforce that meets industry demands. Our partnership with the Anti-Red Tape Authority (ARTA) reinforce our commitment to enhancing business eficiency. Notably, the launch of the German-Philippine Business Action Portal (GPBAP) provides a dedicated platform for businesses to voice concerns and improve their interactions with government agencies. Beyond these initiatives, we serve as a bridge—connecting our business community with key policymakers and industry experts, ensuring access to the right knowledge, resources, and networks for growth.
Beyond our local initiatives, we actively engage in international forums to strengthen the German-Philippine business community abroad. Throughout the year, we represent the Philippines as a business destination during consultation days in Germany, showcasing opportunities for trade and investment. Highlights include our participation in the NRW-ASEAN Summit in Bielefeld, Germany, and the 18th Asia-Pacifc Conference of German Business 2024 in New Delhi, where we explored regional economic opportunities and global trade prospects.
As we move forward, we remain committed to fostering business growth, sustainable development, and stronger trade relations. The recent launch of our IT Committee emphasizes our dedication to supporting the evolving digital landscape and addressing key developments in technology. Beyond this, we continue to engage with emerging industry trends such as AI, bioenergy, sustainability, green jobs and infrastructure, as well as innovations in manufacturing and the future of mobility.

Another major highlight is the much-anticipated return of Mabuhay GermanyTM, set for November - right afer Oktoberfest and just before the holiday season. This year’s theme, “In High Spirits,” refects the energy, optimism, and strong ties between Germany and the Philippines. Over two days, this event will bring together German-Philippine business and culture in a vibrant street fair, where companies can showcase their brands, expand their networks, and engage with a diverse audience. EVENT HIGHLIGHT
Going strong in its 19th year, GPCCI’s German Ambassador’s Cup (GGAC) 2025 proved once again to be a thrilling gathering of the German-Philippine community, held at Mt. Malarayat Golf and Country Club despite being scheduled in between typhoons.
The day kicked of with an energetic opening ceremony, followed by a competitive yet friendly game on the fairways. Wrapping up with a reception at the German Ambassador’s Residence, which awarded top performers and supported a meaningful cause, donating to Physicians for Peace.
GPCCI launched its Opportunities in Germany Series, connecting skilled Filipino workers with potential opportunities in Germany.
The frst event, Explore Opportunities in Germany with the „Chancenkarte“ (Opportunity Card), highlights the ProRecognition Project, which helps recognize qualifcations for easier integration into the German job market.
The following event, the German Language Forum, focused on the role of language schools and educational institutions in preparing individuals for the job market, covering certifcation, language courses, and cultural training.
EVENT HIGHLIGHT
GPCCI, in collaboration with the German Embassy in Manila, hosted the 2025 Sustainability Forum: The Green Economies of Tomorrow. The event gathered stakeholders from across sectors to push forward the Philippines’ sustainability agenda.
Discussions focused on three key areas: the country’s commitment to its Nationally Determined Contributions (NDCs), the role of green infrastructure in reducing emissions, and the growing importance of green jobs in driving inclusive economic growth.
The forum emphasized the need for stronger collaboration between the public and private sectors to meet climate goals. Calls were made for clearer national policies, wider access to green fnancing, and a just transition that supports both businesses and vulnerable communities.

German bioenergy frms explored opportunities in the Philippines at the German-Philippine Conference: Innovative Bioenergy Technologies on 25 June 2024, organized by GPCCI and PE2. Five German companies presented solutions in biomass power, CO2 mitigation, and energy eficiency. Over 50 B2B meetings fostered partnerships, highlighting Germany’s role in advancing renewable energy in the Philippines.

Throughout the past year – as every year, GPCCI, in cooperation with IHKs, actively supported German companies at various consultation days and promotional events. We provided expert guidance on market entry strategies at key events such as the Außenwirtschafstage or Foreign Trade Promotion Days at the IHK Frankfurt, New Growth Markets at the IHK Nuremberg, ASEAN Insights in Munich, and the ASEAN event at Hannover Messe.
The 3rd Purchasing Initiative ASEAN brought together 87 suppliers and 27 buyers, fostering trade between the Philippines and Germany. Organized by GPCCI, BME, and AHKs in ASEAN, the event enabled 21+ B2B meetings, strengthening supply chain diversifcation. Philippine suppliers showcased their expertise, reinforcing the country’s growing role in global trade partnerships.
On October 24-26, business leaders, policymakers, and Think Tanks from the Asia-Pacifc region gathered at the 18th Asia-Pacifc Conference of German Business (APK: Asien-Pazifk Konferenz) in New Delhi, India. During the event, Vice Chancellor and Federal Minister for Economic Afairs and Climate Action Robert Habeck addressed key economic issues, including trade diversifcation and energy security. German Chancellor Olaf Scholz and Minister Habeck highlighted ASEAN’s expanding global infuence, emphasizing its growing role as a key economic partner. The EU-Philippines Free Trade Agreement was also discussed, underscoring its potential to strengthen economic ties and unlock new market opportunities. Representing GPCCI, Executive Director Christopher Zimmer participated in the conference, presenting business opportunities in the Philippines and engaging with regional stakeholders.

AHK supports companies and jobseekers with information and services on labor migration from the Philippines to Germany.
We ofer free advisory service for individuals with state-recognized academic or vocational qualifcations who are interested in pursuing employment in Germany. The project is funded by the Federal Ministry of Education and Research (BMBF) and coordinated by DIHK Service GmbH.
Hand in Hand for International Talents‘ is a joint pilot project of the Federal Employment Agency (BA) and DIHK Service GmbH, which is funded by the Federal Ministry for Economic Afairs and Energy. We aim to support and assess the placement of qualifed specialists in the feld of electrical engineering and mechatronics aligned with German companies’ needs.
SES is a leading volunteering organization for retired experts and executives. SES helps strengthen local skills through short-term assignments with requesting companies, training institutions, or NGOs across a wide range of industries, GPCCI supports companies in their application process and Experts while in the country.
GPCCI’s Government Afairs (GA) Department plays a vital role in strengthening German-Philippine economic relations through strategic policy advocacy and government engagement. By actively participating in legislative discussions, regulatory reforms, and trade facilitation eforts, GPCCI ensures that its members‘ interests are wellrepresented.
In the recent year, German-Philippine relations deepened, leading GPCCI to intensify its advocacy eforts, government partnerships, and industry dialogues. The Chamber has reinforced its role in policy development, investment facilitation, and sustainable business growth, ensuring a competitive and innovation-driven environment for its members.
The 70th anniversary of German-Philippine relations in 2024 was marked by key government engagements. German Foreign Minister Annalena Baerbock’s visit to Manila in January strengthened ties in maritime security, vocational training, and healthcare, leading to an MOU with TESDA. In March, President Ferdinand Marcos Jr. visited Germany, meeting Chancellor Olaf Scholz to discuss trade, investment, and labor partnerships benefting Filipino workers.
The German-Philippine Business Forum and the Joint Economic Commission (JEC) meeting in Manila resulted in the signing of MOUs and investment agreements, reinforcing cooperation in manufacturing, IT-BPM, energy, and infrastructure. GPCCI played a crucial role in facilitating discussions, promoting bilateral investments, and advocating for policies that strengthen economic ties.
GPCCI has intensifed its advocacy initiatives in 2024, enhancing business-government collaboration to support regulatory improvements, investment growth, and industry innovation.
On 02 April 2024, the Policy and Advocacy Committee (PAC) convened a meeting to discuss the CREATE MORE Bill, analyzing its impact on businesses and advocating for investment-friendly incentives.
Later that month, on 29 April 2024, GPCCI hosted the Industry 4.0 Forum, where experts explored AI, automation, and digital transformation, emphasizing the need for government-industry partnerships to prepare the Philippine workforce for the Fourth Industrial Revolution.
On 29 May 2024, the Doing Business Forum brought together government agencies, business leaders, and investors to discuss regulatory reforms, economic policies, and investment incentives, fostering stronger collaboration between the public and private sectors.
On 20 August 2024, PAC organized the Responsible Mineral Supply Chains Forum, reinforcing the Philippines’ commitment to sustainable mining under the Minerals Security Partnership (MSP) while advocating for stronger collaboration with the European Union.
A few weeks later, on 05 September 2024, GPCCI and the German Embassy paid a courtesy visit to Secretary Frederick Go, Special Assistant to the President for Investment and Economic Afairs (SAPIEA), to discuss economic cooperation and the role of digitalization in streamlining business processes.
On 18 September 2024, GPCCI launched the GermanPhilippine Business Action Portal (GPBAP) during the Joint Economic Forum, a landmark initiative with ARTA to streamline business-government transactions and improve the ease of doing business.
The following month, on 18 October 2024, GPCCI led the Clark Regional Investment Mission, where German Ambassador Andreas Pfafernoschke and business representatives explored sustainability, industrial development, and infrastructure investments in Central Luzon.
On 15 October 2024, PAC convened stakeholders to examine the newly enacted Government Procurement Act (NGPA), which expands opportunities for foreign investments and strengthens public-private collaboration in procurement processes.
Shortly afer, on 29 October 2024, GPCCI hosted the Avian Infuenza Roundtable, where experts and policymakers discussed prevention strategies and vaccine approvals to mitigate the disease‘s economic impact.
As part of the commitment of GPCCI to the partnership, the German-Philippine Business Action Portal (GPBAP) aims to gather concerns and feedback from the German-Philippine business community regarding their business transactions with various government agencies.
GPCCI remains committed to equipping businesses with data-driven insights and strategic guidance through its publications. The World Business Outlook (WBO) Survey provided a snapshot of German business sentiment in the Philippines, highlighting optimism in market stability and investment growth, while also identifying challenges in regulatory compliance and workforce development. Following the Industry 4.0 Forum, GPCCI released a White Paper analyzing the Philippines‘ digital transformation journey, emphasizing the need for cohesive national policies and workforce upskilling, while showcasing Germany’s role in advancing automation and industrial innovation.
To support foreign investors – especially from Germany, GPCCI published the 2024 Philippine Investment Guidebook, ofering market insights, legal frameworks, and sector-specifc opportunities for German businesses entering the Philippine market. Additionally, the German-Philippine Business Insights (GPBI) publication continued to provide expert analyses on trade, investment trends, and regulatory updates, helping businesses navigate the evolving economic landscape. These publications reinforce GPCCI’s role as a leading resource for business intelligence, shaping policy discussions and investment strategies between Germany and the Philippines.
A Chamber‘s strength lies in its Members. With over 270 Members, the GPCCI Membership Committee organizes events and programs to help Members connect with key business contacts, build networks, and access diferent industries. The Committee meets regularly to discuss how to keep Members engaged and ensure Chamber programs stay relevant.

Now in its seventh year, Project Green continues to thrive through our collaboration with Doehle Shipmanagement. This initiative is one of our commitments to environmental sustainability by donating plants for every new employee and intern. With the successful completion of our frst green wall, we have expanded the project to a new space for a greener workplace and a more sustainable future.
As part of our ongoing commitment to social responsibility, GPCCI once again partnered with an institution, Tahanang Walang Hagdanan (TWH), for our annual Nikolaustag celebration—spreading holiday cheer to persons with disabilities. This initiative has brought together GPCCI members, sponsors, and the TWH community for a day of shared joy through facility tours, traditional games, and meaningful gif-giving. With the support of our partners, over 100 individuals received holiday care packages. The event stands as a reminder that the spirit of giving transcends seasons and abilities.
GPCCI took part in the CSR activity organized by Member FLS Group at Baseco. Volunteers worked together to clear waste from the shoreline, plant mangroves, and support the local community. These eforts are part of our commitment to protecting the environment and giving back to the communities we serve.
The Chamber began 2024 with confdence and anticipation of more projects and events throughout the year. In anticipation of increased activities, the Chamber hired additional employees to accommodate the increasing demands.
In early 2024, H.E. Annalena Baerbock, the Foreign Minister of Germany, visited the Philippines. Subsequently, President Ferdinand Marcos Jr. visited Berlin. These marked a signifcant milestone which signifes immense potential for collaboration between our nations, positioning the Philippines as a promising investment destination for German companies.
The Chamber continues to foster closer partnerships between German businesses and the Philippine national government through forums. These forums serve as dynamic platforms for dialogue, collaboration, and relationship-building. By facilitating stronger connections and understanding between these key stakeholders, this initiative aims to promote sustainable growth and mutual prosperity. In the last quarter of 2024, the Chamber held its pilot Clark regional forum, designed to promote linkages, ofer support, and provide valuable networking opportunities to businesses outside Metro Manila.
In 2024, the Chamber was awarded by the Federal Ministry of Education and Research the ProRecognition project, which will run for three years, from 2024 to 2027. The project aims to provide guidance to skilled workers in the Philippines, interested in immigrating to Germany, regarding the recognition of their qualifcations.
Despite the economic uncertainties and challenges encountered throughout the year, our fnancial management practices and strategic decision-making have proven efective in ensuring a balanced fnancial outcome. The success of the Chamber would not have been achieved without the unwavering support and collaboration of its stakeholders.

The third aspect was the strong service orientation of GPCCI’s portfolio. The Chamber’s commitment to providing high-quality, value-added services tailored to the needs of its members and partners has been pivotal in driving customer satisfaction and loyalty.
The Chamber will continue to work to foster closer partnerships between German businesses and the Philippine national government. Aside from several business missions, the Chamber was awarded the Hand-in-Hand for International Talents project which will run until 2027. The project is in the feld of professional labor migration. Additionally, the Chamber will hold the fagship event, Mabuhay Germany™ on 7 to 8 November 2025. Mabuhay Germany™ is a platform for showcasing German and Philippine Businesses, culture and trade relations. The Chamber is confdent to see another fnancially solid year.
The numbers of the 1st quarter are promising.
