Excellent Cities Transportation Mobility Principles
Excellent Cities is our international program in which we work together with international universities, consulting firms, and urban and regional authorities to bring proven Dutch solutions to cities seeking to improve their vitality, sustainability, urban quality and social equity through the development of integrated transportation mobility strategies.
Goudappel: Improving Urban Performance Dutch cities are famous for their high quality of life and smart transportation mobility systems. We have been providing consulting services to many of these cities for over fifty years and are the leading mobility engineering firm in the Netherlands. We were influential designers and planners in the development of Almere and Houten, two ‘new Dutch towns,’ which are famous for their

advanced mobility concepts. Houten is considered by many transportation professionals to be the safest cycling city in the world. Most of our time however, we focus on redesigning the mobility architecture of existing cities to meet the dynamic demands within the existing space. Thus we know how to accommodate areas experiencing population growth and increased transportation system demands by providing effective and customized solutions for network management, public transport, parking, pedestrians and cyclists. An interesting example is the city of Utrecht, whose mobility policy was developed in collaboration with Goudappel. The city of Utrecht won the first prize (2017) as the most sustainable mobility city in the Netherlands.

Our mission is to use proven Dutch transportation mobility solutions to create sustainable, accessible, liveable and economically flourishing cities worldwide; thus we are global strategists for urban mobility. We align city goals and mobility plans for today and tomorrow.
Goudappel Group consists of a number of companies with a shared mission to resolve the mobility challenges of clients as effectively as possible. The Group’s best-known labels are Goudappel Coffeng and DAT.Mobility. The Group also owns minority interests in MAPtm and NDC Nederland, and has strategic partnerships with and minority interests in Belgianbased MINT NV and Swedish-based Urbanista STAD AB. In total the Goudappel Group consists of more than 300 transportation mobility professionals.
Our idealogy is best summarized with the following overarching philosophy. How can transportation mobility best connect people to places? After all, transportation is a vehicle we all use to reach the daily activities and friends in our lives. Our approach to improve urban performance is two-fold. First we inspire, educate and realize solutions through the usage of strategic workshops, concept studies and study visits. Second we assist our clients to finalize and implement strategic solutions.

Introduction of Principles: The principles presented represent a few essential ideologies we have developed and successfully implemented in various cities across the globe. They are meant to trigger curiosity and challenge traditional transportation planning methods. Maybe they will even find a place in your future transportation mobility policies? Exc
1.) Levels of Cycling Levels of cycling assess the viability of cycling within a city/ region and highlights several key indicators to gauge the current and potential ridership levels in an urban area. Although bicycle infrastructure investments have the ability to create more bicycle-friendly places, it is critical to combine these investments with complementary improvements to the public space. For the pubic space communicates a message to its users, a message which influences behavior, so ensure the message is friendly. Create public spaces that are comfortable, safe and beautiful.
4
A.) Dare to cycle • Minimal bicycle infrastructure with no investments • Cyclists are tolerated • Realistic for few (18-28 years) • Distances up to 3 kilometers • Max 4% potential cycle mode share B.) Able to cycle • Moderate bicycle infrastructure • Cyclists are present but subordinated • Realistic for some (18-48 years) • Distances up to 5 kilometers • Max 20% potential cycle mode share C. Invite to cycle • Excellent bicycle infrastructure and public space design • Cyclists are the most dominant users • Realistic for most (8-80 years) • Distances up to 15 kilometers • 40% potential cycle mode share
2.) Urban Zoning/road hierarchy (ABC Zones) Urban zoning/road hierarchy is a concept in which the location (zone) determines the mobility arrangement. It defines the way that multimodality is approached in the urban space. This concept was successfully introduced in Utrecht, Netherlands and has become a part of the urban strategy in other Dutch cities.
A-Zone, neighborhoods and city centers (access roads) • • • • • •
Limited car volume, max is 5,000 cars/day Low car speeds, destination traffic only No or few traffic lights Quality of public space is dominant Reduced car-parking in public space Cyclists, pedestrians, and public transport receive highest priority • Mixed traffic (shared space) • Intensifying the urban program in mixed use
A
B-Zone, general urban area (distributor roads) • • • •
Moderate car volume, max is 20,000 cars/day Crossable two lanes boulevards Traffic modes have equal priority Networks of car, public transport and bicycle are combined • Infrastructure design for different modes is integrated • Regulated crossings • Intensifying the mixed use of boulevards
B
C-Zone, general urban/suburban area (through roads) • Higher car volume • Networks of car, public transport and bicycle are separated • Traffic modes have separate facilities to maximize speed and safety • Separated crossings • Separated housing, working, shopping areas

4.) Sustainable Safety (Duurzaam Veilig) Sustainable Safety (Duurzaam Veilig) is an approach to designing infrastructure that encourages safe and efficient utilization. It is based on the major principle of separation of speeds, of masses and of direction; in order to reduce the severity and frequency of collisions. From this major principle, the design of networks, roads and crossings is defined. A. Homogeneity of mass and/or speed and direction. Road safety is best achieved when all modes of traffic are travelling at similar speeds, direction and with similar masses. For example cyclists and cars (different masses) can be mixed but only if they are traveling at the same direction at low speeds. When this is not possible, they should be physically separated to eliminate collision conflicts.
=
=

B. Functionality of roads: roads should serve a singular purpose. • Through roads for high volume traffic travelling longer distances; seperation is necessary. • Distributor roads for connecting through and access roads. The separation of different masses and speeds and carefully designed crossings are necessary. • Access roads for reaching final destinations; low intensity and speed, separation is not necessary. C. Predictability of road course and road user behavior by a recognizable road design. The road infrastructure should define the intended uses of the facilities. For example a roadway with two lanes and a median with no parking indicates a through road.
Form
D. Forgivingness of the environment and of road users. Humans will make errors, and may or may not abide by the rules. Thus road design should accommodate these errors without dire consequences. E. State awareness by the road user. Ability to assess one’s capacity to handle the driving task.

5.) Accessibility Oriented Development is an approach that enhances the synergy between transportation mobility and accessibility to influence strategic urban development patterns that create vital urban areas. Two critical questions form the framework of this approach: • How accessible are the urban areas? • Does the current transportation mobility system hinder or improve access? To apply this framework, an analysis is performed to assess the number of people that can access an area by car, public transit, walking, and cycling. This analysis is then used to identify the types of developments that can be best accommodated by the existing transportation system in a given area. Finally, strategies are implemented to balance the transportation needs and occupational uses of the area. The example below shows the number of jobs within 45-minutes of public transport in the Rotterdam and Den Haag region of the Netherlands. This information is used to ensure that the public transport system in the region is sufficient to provide adequate access to the local residents.
Number of jobs within 45 minutes (public transport) Legend
Number of jobs accessible within 45 minutes < 150.000 jobs 150.000 - 300.000 jobs 300.000 - 450.000 jobs 450.000 - 600.000 jobs > 600.000 jobs
