BIOTECHNOLOGY AND THE FEDERAL INNOVATION AGENDA Early in 2016, with the Canadian dollar struggling and the price of oil hitting historical lows, Prime Minister Justin Trudeau was asked about Canada’s economic prospects. The Prime Minister quite correctly noted that Canada is more than a one-trick economic pony, whose strength and competitiveness lies in its diverse economy and capacity to innovate. His comments were later underscored in an opinion piece penned by the Minister of Innovation, Science and Economic Development, Navdeep Bains, who wrote of the economic importance of Canada becoming a “nation of innovation”.

Importantly, in achieving the Government’s objective of establishing Canada as an innovation hub, Minister Bains stressed the strategic role Government must play to “cultivate innovation and entrepreneurship [by] providing the necessary conditions to enable a thriving innovation ecosystem across Canada”. This is an important acknowledgement that Canada is competing with other nations that are equally aware of the importance of innovation to their economic competitiveness and are quickly moving to develop domestic policy frameworks supportive of innovation and attractive to investment.

Ultimately, commercially successful innovation, including biotechnology, is founded on a transformative idea, its supporting science and the ability to attract investment. Unlike many other industries with large manufacturing facilities or immovable core assets such as forests or mines, the ‘idea’ at the

core of innovation is extraordinarily mobile. If Canada is not viewed as a jurisdiction supportive of investment and commercialization, then entrepreneurs will have no choice but to commercialize in other jurisdictions that are. In letting the innovation move elsewhere to invest and commercialize, Canada will lose the economic benefits associated with it.

The Prime Minister’s and Minister’s perspectives will take further shape as the Government moves forward with the establishment of an Innovation Agenda for Canada. Minister Bains and his department will lead the development of the Agenda, undertaking consultations over the coming months and releasing the Agenda likely in late 2016 to allow for the 2017 Federal Budget to apportion the financial resources required to support the Agenda’s objectives.

BIOTECanada has submitted some initial perspectives to the Minister in advance of the official consultation getting under way and will formally contribute more going forward.

In this context, the spring issue of insights is focused on ‘Canada Going Global’, exploring how Canada’s biotech industry is a unique ecosystem reflective of the new product development pipeline of today, where large companies partner with, or invest in, emerging domestic innovators. It is these partnerships and investments from Ipsen (page 24) to JLABS @ Toronto (page 42) and Celgene (page 46) that are delivering gamechanging therapies for patients and transformational change in response to a global economy that is shifting from resources to resourcefulness.

LA BIOTECHNOLOGIE ET LE PROGRAMME FÉDÉRAL D’INNOVATION Au début de 2016, alors que le dollar canadien connaissait des difficultés et que le cours du pétrole atteignait des records négatifs, le premier ministre Justin Trudeau a dû partager les projets économiques du gouvernement. Il a alors judicieusement fait remarquer que l’économie du Canada avait plus d’un tour dans son sac et que la vigueur et la compétitivité de celle-ci dépendaient d’une économie diverse et de la capacité à innover. Le ministre de l’Innovation, des Sciences et du Développement économique, Navdeep Bains, a par la suite repris cette idée en d’autres mots dans un article d’opinion, insistant sur l’importance pour le Canada de devenir une « nation d’innovation ».

Fait important, le ministre Bains a souligné le rôle stratégique que le gouvernement devrait jouer pour atteindre son objectif de faire du Canada un grand pôle de l’innovation, c’est-à-dire pour [TRADUCTION] « cultiver l’innovation et l’entrepreneuriat [en] mettant en place les conditions nécessaires à un écosystème d’innovation prospère à travers le Canada ». Par ces mots, il reconnaît que le Canada est en concurrence avec d’autres nations, nations qui ont tout à fait conscience de l’importance de l’innovation pour leur propre compétitivité économique et qui œuvrent avec zèle à mettre en place un cadre de politiques favorable à l’innovation et à l’obtention d’investissements.

En fin de compte, les innovations fructueuses, dont les biotechnologies, se basent sur des idées transformatrices, les données scientifiques qui les sous-tendent et la capacité d’obtenir des investissements. Contrairement à nombre de grandes industries s’appuyant sur d’imposantes installations de fabrications ou d’autres biens immobiliers centraux, tels que les forêts et les mines, l’innovation, faite d’« idées », est extrêmement mobile.

Si le Canada ne se montre pas comme un territoire suffisamment favorable à l’investissement et à la commercialisation, alors les entrepreneurs n’auront pas d’autre choix que d’accomplir l’étape de la commercialisation dans d’autres territoires. En laissant les investissements et la commercialisation de l’innovation se déplacer, le Canada perdra les avantages économiques qui y sont associés.

Le point de vue du premier ministre et de son ministre se précisera à mesure que le gouvernement développera son programme d’innovation pour le Canada. M. Bains et son ministère travailleront à l’élaboration de ce programme, entreprenant dans les mois à venir des consultations. Ils devraient probablement en annoncer les détails à la fin de 2016, afin de répartir dans le budget fédéral de 2017 les ressources financières nécessaires au soutien des objectifs du programme.

Bien que les consultations n’aient pas encore commencé, BIOTECanada a présenté au ministre quelques éléments préliminaires de sa vision et apportera le moment venu une contribution plus officielle.

Dans ce contexte, nous consacrons l’édition printanière d’insights à la « mondialisation du Canada ». Nous y explorons ce qui fait du secteur canadien des biotechnologies un écosystème unique, à l’image des programmes de recherchedéveloppement contemporains, qui se caractérisent par des partenariats entre les grandes sociétés et les jeunes entreprises innovatrices nationales ou par de l’investissement des premières dans les dernières. Ce sont ces partenariats et ces investissements, qu’effectuent par exemple Ipsen (page 24), JLABS @ Toronto (page 42) et Celgene (page 46), qui apportent aux patients des traitements changeant la donne et produisant de grandes transformations, en réaction à une économie mondiale, elle-même en train de passer d’une économie basée sur les ressources naturelles, à un système s’appuyant sur les ressources de l’invention et de l’imagination.

CANADA HAS A POPULATION OF 35 MILLION AND A UNIVERSAL HEALTH CARE SYSTEM AND THEREFORE OFFERS A DESIRABLE MARKET. A new drug may be protected in Canada by both data protection and patents. The Comprehensive Economic and Trade Agreement (CETA) between Canada and the European Union, expected to be signed in 2016 and in force in 2017, will provide further protections, notably, patent term restoration. The following provides an overview of the Canadian patent and regulatory regimes relating to drugs in Canada.

REGULATORY REVIEW BEFORE HEALTH CANADA The regulatory approval process for drugs (small molecules and biologics) is governed by the Food and Drug Regulations, which provide pathways for new drug submissions based on safety and efficacy data and abbreviated new drug submissions based on bioequivalence with an approved drug. A 2010 guidance document specifies the requirements for subsequent-entry biologics, five of which have been approved by Health Canada to date. New drug submissions granted priority review are approved in on average seven months and other new drug submissions in on average 15 months. Canada is a member of the International Council for Harmonisation (ICH), together with the European Union, the United States and Japan, and adopts the council’s guidelines.

L’approbation d’une présentation de drogue nouvelle dépend des données d’innocuité et d’efficacité et celle d’une présentation abrégée de drogue nouvelle dépend de la bioéquivalence du médicament à un autre déjà approuvé. Un document d’orientation de 2010 précise les exigences relatives aux produits biologiques ultérieurs (PBU). À ce jour, Santé Canada a approuvé cinq PBU. Les présentations de drogues nouvelles qui se voient octroyer un examen prioritaire reçoivent une réponse au bout de sept mois en moyenne, tandis que les autres la reçoivent au bout d’environ quinze mois. DATA PROTECTION FOR NEW ACTIVE INGREDIENTS Canada’s Food and Drug Regulations provide a six-year “no file” period in which a Subsequent Entry Manufacturer cannot submit an application for marketing approval relying upon an innovator’s approval for an “innovative drug” and an eight-year period during which the manufacturer cannot receive marketing approval. The eight years can be extended to 8.5 years if a pediatric extension applies. There are currently no exclusivities for new indications, including orphan indications.

PATENT PROTECTION: DUAL LITIGATION The patent litigation pathways in Canada differ from those in the United States in a number of respects, including that there is “dual litigation” in Canada: (i) a linkage proceeding under the Patented Medicines (Notice of Compliance) (PMNOC) Regulations and (ii) possibly a separate impeachment (invalidity) or infringement action. We expect “dual litigation” to come to an end with the passage of CETA. There is no opposition procedure to challenge a patent at the Canadian Patent Office.

Patented Medicines Regulations Patent listing/Prohibition proceedings To obtain the benefit of the Regulations, the “first person” (the sponsor of the Canadian regulatory submission) must submit patents in a timely manner for listing on the Patent Register. Patent lists must be filed by one of two deadlines: (i) for patents issued by the date of the related regulatory submission, together with the submission and (ii) for later-issued patents, within 30 days after issuance, provided that the patent was filed before the filing of the related regulatory submission.

Any manufacturer making a comparison to a drug must address all patents listed on the Patent Register against that drug, as of the date the manufacturer files its regulatory submission, before it can obtain its Notice of Compliance.

The manufacturer can await patent expiry or allege that its product will not infringe and/or the patent is invalid. The “first person” can challenge these allegations in Court and, if successful, will obtain an order prohibiting Health Canada from granting a notice to the manufacturer until the patent’s expiry. If unsuccessful, the manufacturer will receive its notice once the regulatory submission meets the requirements of the Food and Drug Regulations.

LA PROTECTION DES DONNÉES SUR LES NOUVEAUX PRINCIPES ACTIFS Le Règlement sur les aliments et drogues du Canada prévoit une période de six ans de « non-présentation » pendant laquelle le fabricant d’un produit ultérieur ne peut pas présenter de demande d’approbation de commercialisation basée sur l’approbation d’un autre « médicament novateur », assortie d’une période de huit ans pendant laquelle le fabricant ne peut pas recevoir d’approbation de commercialisation. Ces huit ans peuvent passer à huit ans et demi en cas d’extension pour produit pédiatrique.

L’exclusivité n’existe actuellement pas pour les nouvelles indications, et cela inclut les indications orphelines.

LA PROTECTION PAR BREVET : LE DOUBLE LITIGE Les mécanismes relatifs aux litiges en matière de brevets au Canada sont différents de ceux des États-Unis sur de nombreux plans; il existe notamment au Canada une possibilité de « double litige » : i) la poursuite pour lien en vertu du Règlement sur les médicaments brevetés (avis de conformité) et ii) l’éventuelle action indépendante en contrefaçon ou en invalidation. Nous nous attendons à ce que l’adoption de l’AECG mette un terme au « double litige ».

Il n’existe pas de procédure d’opposition permettant de contester un brevet auprès du Bureau des brevets du Canada.

Le Règlement sur les médicaments brevetés L’inscription des brevets et la procédure d’interdiction Pour jouir de l’avantage du Règlement, la « première personne » (le promoteur de la présentation réglementaire canadienne) doit rapidement soumettre les brevets à l’inscription au registre des brevets. La liste des brevets doit être déposée au plus tard à l’une des dates qui suivent : i) en ce qui concerne les brevets délivrés à la date de la présentation réglementaire pertinente, déposer la liste avec la présentation; ii) en ce qui concerne les brevets délivrés après la présentation réglementaire, déposer la liste dans les 30 jours de la délivrance des brevets, à condition que les brevets aient été déposés avant le dépôt de la présentation réglementaire pertinente.

Tout fabricant qui inclut des comparaisons avec un autre médicament doit, dans son analyse, traiter de tous les brevets déjà inscrits au registre des brevets pour le médicament en question à la date où il dépose sa présentation réglementaire avant de pouvoir obtenir son avis de conformité. Le fabricant peut aussi attendre l’expiration des brevets ou alléguer que son produit ne constituera pas une contrefaçon ou encore que les brevets sont défectueux. S’il perd, le fabricant ne recevra son avis de conformité que lorsque sa présentation réglementaire respectera les exigences du Règlement sur les aliments et drogues.

Canadian patents have a 20-year term. While not currently available in Canada, additional protection to account for marketing delays resulting from the regulatory approval process is a commitment under the agreement. PRICING

Reimbursement Reimbursement for most prescription drugs is via either public or private payers, and requires that the drugs be listed on “formularies”. To seek listing on most public payer formularies, the sponsor must first file a submission with the Canadian Agency for Drugs and Technology in Health (CADTH), which makes preliminary funding recommendations, although the formularies may each make independent listing decisions. Pricing restrictions on patented medicines (PMPRB) The Patented Medicine Prices Review Board limits the prices for all patented medicines sold in Canada. The approval or sale of a drug in Canada by a “patentee [which includes licensees] of an invention pertaining to a medicine” triggers restriction jurisdiction. Upon patent issuance, jurisdiction reaches back to any period of time the drug was sold after the underlying patent application first became publicly available.

There, they participated in a discussion on convergence in the Canadian health and life sciences sector, and the resulting opportunities and challenges it creates for sector participants from both the supply and demand sides.

KPMG’S NEW THOUGHT LEADERSHIP, BLURRING THE LINES: CONVERGENCE IN THE CANADIAN HEALTH & LIFE SCIENCES SECTOR, explores some of the key trends that are driving the current shift towards convergence in Canada, showcases some recent examples from across the sector and around the world, and outlines some of the key questions that companies will need to address if they hope to thrive in this new era.

The report demonstrates that the opening moves in the shift towards convergence are already being played.

Business and operating models are rapidly shifting as participants jockey for position and solidify their role in the new environment. A mix of traditional and non-traditional players are entering the market and forming business models and partnerships. And the lines between traditional health and life sciences players are blurring.

The report argues that it will ultimately be those companies that are able to understand both themselves and this evolving healthcare convergence landscape that will be better positioned to identify and capture the most attractive market opportunities in the future.

During the session, Dr. Lakhdar presented the trends that have led to the current environment of convergence.

“An aging population, increasing prevalence of disease, and economic pressures are driving the system towards more ‘value-oriented’ payment approaches. This means a move to paying for patient outcomes rather than just volumes.

This will require breaking down the silos that exist today, gathering patient outcome data, and leveraging the latent capacity of patients and emerging technologies. This will require a shift away from the historical adversarial (customer/supplier) relationship to collaboration in the interest of long term sustainability.”

Data from Statistics Canada tells us that R&D in the pharma sector in this country has fallen below $1-billion since 2011; there are fewer multimillion dollar investments in large brick-and-mortar facilities. However, as is happening around the world, the pharmaceutical industry is increasingly externalizing its innovation, and Canada can also benefit from this trend.

Commercial Opportunities within Rare Diseases in Canada Possibilités commerciales relatives aux maladies rares au Canada

THE CANADIAN PHARMACEUTICAL MARKET REPRESENTS 2.2% OF THE GLOBAL MARKET. Canada does not have an explicit definition or regulatory pathway for rare disease drugs. At first glance, this could keep companies from researching, investing and launching their rare disease products in Canada while in reality, Canada offers a terrific opportunity for these companies.

Canada offers Intellectual Property on par with the US/Europe and other jurisdictions, as well as eight-year data protection legislation for newly launched products. Post-submission, the average regulatory approval time for a Notice of Compliance (NOC) is generally twelve months and has been stable. Currently, there is no specific process or program for the approval of drugs for rare diseases in Canada but there are two mechanisms in place that have been used for orphan drugs: Priority Review and conditional Notice of Compliance (cNOC). Both have faster approval times and many molecules that are developed to treat rare diseases meet the criteria for these mechanisms. Drugs can also be made available to patients through a Special Access Program (SAP) if the sponsor has not yet obtained the product approval. The conditions for this include: • The disease is either serious or life threatening • Evidence is available that the new drug is effective • Other available therapies have been tried In addition to all of these options, there is a significant movement by the rare diseases community to have a specific regulatory approval program implemented. This program has been submitted to the government.

One of the key concerns of any company is obtaining reimbursement by payers for the product in a reasonable time frame. Canada has a robust private payer market that represents 40% of the overall drug reimbursement. This segment is even higher in some therapeutic areas. Private payers are putting more strategies into place to ensure that funding orphan (and other) drugs remains affordable. Canada is diverse and pharmaceutical public reimbursement is determined by the ten Provinces and three Territories, which may look daunting. The good news is that four of the Provinces represent 80% of the Canadian pharmaceutical market.

The Provinces (public payers) market will not likely list these molecules among their general benefits; however, all provinces have exceptional approval status that is reviewed on a one-by-one basis. It is important to understand the public and private payer landscape when entering this market to ensure new rare drugs are accessible to those suffering with the rare disorder that they are approved to treat.

Market size, prevalence and incidence for most diseases is generally 10% of the US market. Given the low incidence of rare diseases and the relatively low number of healthcare providers/KOL’s (Key Opinion Leaders) that are active in these areas, and the fact that rare disease communities are often global, disease management guidelines tend to be the same for Canada, US and EU markets. Canadian research centres, capabilities and reputation are world class and quite often are part of the industry’s Phase 2 and Phase 3 global clinical trials. Canadian KOL’s are experienced in operating at an international level and integrate well with their US/EU counterparts, and either influence or participate in establishing treatment regimens for the disease areas in which they are expert.

Canada also has a national network for organizations representing people with rare disorders called the Canadian Organization for Rare Disorders (CORD). CORD provides a strong common voice to advocate for health policy and a healthcare system that works for those with rare disorders.

It works with governments, researchers, clinicians and industry to promote research, diagnosis, treatment and services for all rare disorders in Canada. CORD is launching a “Rare Alliance Canada” initiative with the aim to harness the efforts of rare disease groups to build a strategy and collective effort to address awareness of the public health issue that rare diseases represent. It provides an existing network that works with all the players, and this collaborative work with them can help facilitate entry into the market.

One additional benefit of commercializing in Canada is the extremely small corporate footprint required to resource pre-launch, launch and post-launch. Most companies can use shared services internally, or outsource locally to qualified service providers. A non-compliance rating can have detrimental effect on all parties involved. Despite this, a reactive approach is still being utilized due to rising costs. According to 2011 Health Canada statistics, Non-compliance ratings are 64.5% due to non-conformances in Good Clinical Practices (GCPs) and 25.4% from poor records.

With the recent enforcement of GCPs (after GMPs) in Canada, clinical sites and hospitals are still not ready and compliant with GCPs.

GCPS = TRIAL DATA INTEGRITY Good clinical practices govern the conduct of ethical and high-quality research. Qualified and sufficiently resourced site staff, effective monitoring, well-established standard operating procedures (SOPs) and good documentation practices are key ingredients for compliant trial conduct. Despite outsourcing with well-established Clinical Research Organizations (CROs),

At BioVectra, we are investing, growing and constantly enhancing our competencies. Recently, we acquired and began a retrofit of our new FDA-approved fermentation facility in Nova Scotia, Canada. With this site, we are adding 34,000 L of fermentation capacity to our current capacity of 30,000 L, doubling our overall core synthetic chemistry capacity between our P.E.I and Nova Scotia locations to enable the chemical modification of secondary metabolites produced by microbial fermentation. BioVectra has one of the most extensive ranges of fermentation and downstream purification capabilities in North America today, particularly in chemical and potent downstream processing. The site will also house three new production suites with specialized handling capabilities for isolation and purification of complex APIs.

BioVectra grew to this level by gaining a reputation with our individual customers, project by project, but we are still very much a hidden gem on the scene. I consider BioVectra an amazing Canadian success story, and I want us to become much more visible as we leverage all of the partnering potential we have within the Canadian and North American industry, and then carry that presence and opportunity forward within the global pharmaceutical field. We’ll do this by focusing on technology collaboration, the application of our manufacturing know-how among Canadian and US development entities, and leading efforts nationally to establish future manufacturing and development capabilities to help increase Canada’s relevance in the global pharmaceutical value chain.

I’m also constantly thinking about how to empower all of our employees. BioVectra has strong core talent, a can-do culture, and dedicated, skilled and passionate people who think holistically when given our clients’ unique technical and manufacturing challenges. It’s my responsibility to plan for the long term and create a work environment that fosters empowerment and accountability for all employees. >> Q3 What are the main challenges the pharmaceutical industry faces while choosing a CDMO? Coming from the customer side, providing “peace of mind” and total “dedication to the project” are key assets. This is where BioVectra fits the bill. The pressures pharmaceutical companies are facing to bring novel therapies to market under cost and pricing models that fit economically is driving change in outsourcing practices. Development companies are now seeking integrated outsourcing partners, not suppliers that simply view their relationship as transactional around product deliveries. Lowering their internal sourcing management and ultimately, manufacturing costs, while increasing the success rate and speed of development, is a challenging business goal, but one that must be met to successfully commercialize a product. And the right CDMO can be the key to that success.

BioVectra applies integrated thinking, but specifically in the areas of core process competency. Our facilities and the scales at which we operate offer the ability for a development company to start with us at Phase I, and stay with us all the way to post-launch. We seek joint business planning with development companies to examine all of their operational and pipeline requirements and identify alignment between our specific competencies and their long-term development goals. This can be an interesting challenge for us and our clients, as the relationship and conversation have to be elevated from a customer/vendor level to true partnering.

Johnson & Johnson Innovation, JLABS JLABS is an external R&D strategy and organization that enables and empowers external innovators to start, focus and accelerate their ideas and their research into viable commercial solutions focused on improving the health and wellness of people around the world. In the interest of changing the course of human health here in Canada through bold pursuits in science and a promise to always put the patients first, Celgene Inc., a wholly-owned subsidiary of Celgene Corp. was established in 2006 and is located in Mississauga, Ontario. It employs approximately 125 people across the spectrum of Regulatory, Medical/ Clinical Affairs, Market Access, Commercial, Finance and general Corporate Operations. Our field-based teams are located coast to coast so that we are best able to meet the diverse needs of the Canadian medical and patient communities.

Globally, Celgene currently sponsors more than 700 clinical trials, examining 50 unique compounds with approximately 28,000 patients actively enrolled in Celgene-sponsored clinical trials. The corresponding treatments are aimed at addressing the unmet needs of 25 million people worldwide in more than 30 disease areas. Celgene supports more than 500 investigator-initiated trials that use approved therapies or investigational compounds from Celgene.

In Canada, we have approximately 100 ongoing studies across multiple therapeutic areas with many more in active feasibility assessments.

2. W hat therapeutic areas are you most excited about and pursuing every day?

All of them are incredibly exciting.

We began this journey just 10 years ago as a very small company with a specific and targeted focus on Multiple Myeloma and Myelodysplastic Syndromes. This focus on diseases with a high, unmet medical need rapidly expanded to include additional blood cancers such as Lymphoma and Leukemia as well as solid tumour cancers including, Breast, Pancreatic, Lung, Head and Neck... As recently as two years ago, we launched an important new oral agent, OTEZLA for patients suffering from moderate to severe plaque Psoriasis and Psoriatic Arthritis. Celgene’s pipeline demonstrates our leadership role as a medical innovator in immuno-oncology, an area that shows great promise in activating and/or supporting a patient’s own immune system to target tumours.

Along with novel compounds focused on protein homeostasis and epigenetics, we have emerging science that could profoundly benefit patients suffering from Inflammatory Bowel Diseases as well as Multiple Sclerosis. I am very proud to form part of an organisation that has consistently invested and re-invested nearly 30 percent of the company’s annual revenue back into new research and development, figures that are well above the biopharmaceutical sector average.

3. Highlight some recent partnerships you have developed nationally and abroad. How do these collaborations round out your business model?

Northern Biologics is an early-stage biologics company, developed out of the Blueline Venture and also headquartered in the MaRS Discovery District of Toronto. Northern Biologics Inc. has an exclusive, strategic collaboration with Celgene Corporation.

The company is developing a portfolio of antibody-based therapeutics for oncology and fibrosis. Zymeworks, headquartered in Vancouver, has a collaboration and licensing agreement with Celgene Corp. for the research, development and commercialization of bi-specific antibody therapeutics that are enabled using Zymeworks’ proprietary Azymetric™ platform.

4. W hat are some strengths of healthcare innovation in Canada? What are the gaps?

Canada has a strong history of attracting pharmaceutical research investment due to the quality of our scientists, physicians, universities and medical system. We are a top research country based on the number of biotech patents held, but we have unrealized potential in the development and commercialization of these medical innovations.

There are significant gaps in quickly adopting healthcare innovation as access to new drugs in Canada has been slower than in other countries for decades. Canada is amongst the slowest and most restrictive in the OECD (Organisation for Economic Co-operation and Development) to adopt new drug innovation due to overburdened decision-making processes. These processes currently take at least two years from point of regulatory file to a funding decision.

To that point, a recent access study reported on 17 OECD countries. Those countries that provided immediate access to new cancer medicines not only had lower cancer mortality measures but also had a reduction in overall cancer-related healthcare expenditures.

Il y a des lacunes considérables en ce qui concerne la rapidité d’adoption des innovations en santé, car l’accès aux nouveaux médicaments au Canada est plus long que dans d’autres pays depuis des décennies. Parmi les membres de l’OCDE, le Canada est un des pays dans lesquels la lenteur et les restrictions freinent le plus l’adoption des médicaments novateurs, en raison de la lourdeur excessive des processus décisionnels. 5. How can governments foster innovation in healthcare?

Medicines are transforming people’s lives, providing cures, transforming deadly diseases into chronic ones, lowering hospitalizations and other healthcare costs while allowing people to live fuller and better lives. As a result, broad access to innovative medicines benefits not only the patients who use them, but also society as a whole. For example, 83% of survival gains in cancer since 1975 are attributable to new treatments. In this same period, the total cost of treating cancer has remained a fraction of the total Canadian healthcare expenditure, and is expected to remain the same for the next 10 years. Medicine is the only sector of the healthcare system that declines in price 80% to 90% over time. Our governments can foster innovation by encouraging proinnovation and pro-patient policies that work for all stakeholders so that patients can have unencumbered access to the new medicines they need.

Celgene Inc. has a strong, cross-functional team-based work environment that strives to make the best decisions based on the inputs from all the expertise we have on the team.

As such, therapeutically aligned “team-based” and small group meetings are happening all the time and our meeting rooms are in constant demand. The office usually begins to buzz at 8-8:30 am, with some of us in well before that, but as technology has enhanced our communication capabilities, we do our best to employ a flexible work environment philosophy.
