GENERAL ASSEMBLY HONORS INDIA AND INDIAN AMERICANS AT INDIA’S 77TH ANNIVERSARY

Celebrations have already started in the US cities to honour India for its 77th anniversary of independence, which was organised by the 4.5 million strong Indian American community. The Connecticut Chapter of the Global Organization (GOPIO-CT) had a highly successful celebration on August 11th with flag hoisting at the Stamford Government Center, a ceremony with elected Connecticut officials and dignitaries. The celebrations, with a colourful festival, then continued at Mill River Park in Stamford.

A floating crowd of over 2,000 people attended the flag hoisting at 11.30 am, followed by the India Festival and Kite CONTD. ON PGS 3-5

Welcome to our Independence Day special. This issue, delayed to accommodate the numerous Independence Day celebrations by our very active chapters, is a testament to the significance and pride we all share in celebrating our Independence Day.

The Indian diaspora, with its rich cultural heritage, celebrates Independence Day on a global scale, uniting us all in a shared celebration. The day is marked by vibrant parades and pageants, especially in regions with a high concentration of Indian immigrants. 15 August has transcended into 'India Day' among the diaspora and the local populace in some locations, such as New York and other major cities worldwide. The eve of Independence Day is marked by the President of India's 'Address to the Nation', a significant event in our community.

On 15 August, the Prime Minister hoists the Indian flag on the ramparts of the historical site of Red Fort in Delhi. In his speech, the Prime Minister highlights the past year's achievements, raises important issues and calls for further development. He pays tribute to the leaders of the Indian independence movement. The Indian national anthem, "Jana Gana Mana", is sung. A march past the division of the Indian Armed Forces and paramilitary forces follows the speech. Parades and pageants showcase scenes from the independence struggle and India's diverse cultural traditions.

We extend our heartfelt congratulations to GOPIO Queensland for hosting another successful India Day Fair. This iconic Queensland event continues to grow in scale and popularity each year, a testament to the achievements of our diaspora. We also commend GOPIO Cairns, one of our newest chapters, for setting a high standard in chapter operations. The first Cairns Indian Festival, organized by Subhash Chetry and his team, was a resounding success, drawing over six thousand people, including the opposition leader. This is a testament to their hard work and dedication, and it should inspire all of us.

At our last EC meeting, it was noted that not many chapters and council chairs are sending in their reports or news for publication. There are a few chapters that are very active and send their media releases on a regular basis. We value your contributions and strongly encourage you to submit our article on time for inclusion in the news bulletin. The news bulletin is widely distributed, and we believe that your insights and experiences are important to share with everyone.

While the Indian Diaspora acts as ambassadors for the motherland, disturbing incidents in India are concerning. No country is immune from such acts, but leaders need to take decisive action promptly, failing which, people have to take to the streets. Many Indian associations promote goodwill and maintain good relations with their respective governments in their adopted countries; through their chamber of commerce, they encourage bilateral trade.

CT Rep. Anabel Figueroa, State Representative for District 148, not only pointed out the achievements India has made in the United States in areas such as medicine and culture but also emphasised the room for improvement in both democracies, as “India and America face issues with inequality and justice and the need for greater harmony among our diverse populations.”

GOPIO Is a secular nonpolitical organisation, but when a member of the diaspora is vying for the top job in America, the diaspora community can not help but feel proud. Kamala Harris is polling a few points ahead of Donald Trump and will surely get a surge following the DNC. Indian Americans are banding together and supporting her through various efforts and speciality collaborations. For example, raising funds through 'South Asians in Climate' after the DNC and ahead of the 'Harris for President Climate Group' official launch this September. South Asians are in. Climate voters are in, and as a South Asian climate surrogate, both voter groups broadly support Kamala Harris for

The overwhelming attendance and enthusiastic participation are a testament to the strong sense of community and cultural pride that the festival fosters. Organisers are already

looking forward to next year, with plans to make the event even bigger and better.

Let me finish off with the topic of social media and AI. Building the right AI capabilities starts with aligning AI initiatives with our goals. AI should not be an isolated endeavour but integrated into the strategic fabric of GOPIO. Doing so ensures that AI investments drive meaningful business outcomes, enhancing profitability and customer experience. This integration is a key part of our strategic direction and should reassure you about the future of our organization.

To achieve this, it’s crucial to identify the specific business problems AI can solve and set clear objectives for our AI projects. This alignment helps prioritise AI initiatives with the highest ROI and business impact potential. For

instance, focusing on AI-driven automation and self-service capabilities can be particularly effective if your goal is to improve customer service efficiency.

Social media chat groups share a massive amount of information; some members may be very active and share a lot of information, while others may be silent observers. Some would be easily upset by others' posts; my take is that you should read what you want and disregard what you don’t like. Admins can take action if the post is targeted or offensive. Other than that, who cares? If it doesn’t interest you, ignore it and move on.

GOPIO CANBERRA PRESIDENT NISHI PURI BECOMES MULTICULTURAL INFLUENCER

COLLECTIVE

GOPIO and MAC are part of a new campaign called Stop It at the Start initiative by the Australian Government. GOPIO President Nishi Puri has been elected as a member of the Multicultural Influencer Collective and together to work on the community issues of Domestic Violence and educating our children.

In 2022-23, one woman was killed every 11 days by their current or former partner in Australia.

1 in 4 women or 1 in 14 men have experienced violence by an intimate partner since the age of 15. The Australian Government has launched the fifth phase of the Stop It at the Start campaign.

This campaign shows adults the online and real-world hidden trends of disrespect impacting young people and their attitudes towards gendered disrespect. I am proud to support the Stop It at the Start campaign.

This is a conversation all Australians need to have with young people in our lives. As a member of the Multicultural Influencer Collective, I am committed to promoting the in-language resources available at respect.gov.au/translated to ensure we can all participate. #StopitattheStart.

Stop It at the Start is the

signature Council of Australian Governments (COAG) national primary prevention campaign that aims to contribute to a reduction in violence against women and their children.

The campaign aims to reset young people’s attitudes by motivating their adult influencers—parents, family members, teachers, coaches, employers, and other community role models—to play a role. It encourages influencers to reflect on their own attitudes and have

conversations about respectful relationships and gender equality with young people aged 10–17.

The Stop It at the Start campaign will continue under the Fourth Action Plan.

The Commonwealth Government will provide $16.7 million for 2019–20 and 2021–22 to continue Stop It at the Start, with contributions from state and territory governments. For more information, go to the Stop It page on the Start website.

Global Organization of People of Indian Origin (New York Chapter), Indian Diaspora Center, and the Indian American Kerala Center organized a talk by former Ambassador T.P. Sreenivasan titled ‘India’s Role as a Peacemaker

Since Independence’ at the Dr. Thomas Abraham Library Hall at the Kerala Center to celebrate the 77th Anniversary of India’s Independence. Community leaders representing several organisations participated in an exciting discussion after Sreenivasan’s presentation.

The program started with a welcome by Kerala Center Secretary Raju Thomas.

GOPIO Chairman Dr. Thomas Abraham, who chaired the session, spoke on GOPIO's accomplishments in the last 35 years and said that its initial goal of bringing the Diaspora community into the political mainstream has been achieved.

T.P. Sreenivasan told the meeting that in the complex world of the 21st century, marked by the absence of a defined global order, international mediation to end conflicts was highly hazardous. India had emerged in the world as a messenger of peace, and it played a peacemaking role even in distant lands based on the principles of Panchsheel and by leading the Nonaligned Movement. India led the decolonisation and disarmament initiatives of the UN and was part of global efforts to settle disputes and prevent war. But over

the years, India unwittingly became a party to the conflicts with Pakistan and China and had to fight wars to protect its own sovereignty and national interests. Moreover, India had to keep out of the NPT, CTBT, etc and eventually became a nuclear weapon state.

“India is seen today not as a pacifist state but as an aspiring world power, said Sreenivasan.

According to Sreenivasan, India has strongly supported the UN as the guardian of international peace and security. Still, in the context of the increasing irrelevance of the UN due to the imbalance in the Security Council, it is struggling to maintain its strategic autonomy in a divided world. But India continues to be a responsible member of the international community, engaged in building a reformed global order to fight both

conventional threats to security as well as the new and emerging dangers like terrorism, climate change and pandemics. It has steered clear of military alliances but has built strategic partnerships with like-minded countries.

China has emerged as an adversary, and recent incursions across the Line of Actual Control and continuing claims on Indian territory are a major challenge. But through negotiations, strengthening our defence, reducing our trade imbalance, and strengthening cooperation with others, India is facing the Chinese challenge. Our relations with the United States and Russia are also being strengthened. The recent G-20 meetings in India increased our engagement with the Global South.

There have been demands for India to be a mediator in the two most serious conflicts, the Russia-Ukraine war and the Israel-Palestine war. The fact that India has good relations with all the adversaries appears to give India an opportunity to negotiate peace, but these wars are distinctly different from the wars of the twentieth century because each side is fighting for a decisive victory in the context of creating a new

global order. India has learned from Tashkent and others that mediation is a double-edged weapon.

“We believe in resolving conflicts through bilateral discussions, which India is trying to achieve by keeping the dialogue open. The traditional peace-making efforts outlined in the UN Charter of preventive diplomacy, ceasefire, peacekeeping and peacebuilding do not seem effective in the present geopolitical situation,” Ambassador Sreenivasan concluded.

In the active and informed discussion that followed, many ideas were exchanged, and India’s constructive engagement with the world was applauded.

The program ended with conclusion remarks and a vote of thanks by Kerala Center Board Member May Philip.

NOT FOR EVERYONE: GOVT CLARIFIES ON TAX CLEARANCE CERTIFICATES FOR INDIANS MOVING ABROAD

Finance Minister Nirmala Sitharaman, through the Union Budget 2024, has introduced a significant amendment for those planning to move abroad from India. This new provision mandates that individuals domiciled in India must clear all tax dues and obtain 'clearance certificates' before leaving the country. However, the government on Sunday clarified that, the proposed amendment does not require every person to obtain a tax clearance certificate.

Instead, only specific individuals who meet certain criteria, such as involvement in financial irregularities or having substantial tax arrears, are required to secure this certificate. The proposed amendment ensures a focused and justified application of this requirement, affecting only those who fall within these defined categories.

The finance ministry, in the Finance Bill, 2024, has proposed to add the reference of the Black Money Act, 2015, to the list of Acts, under which any person should clear his liabilities to obtain the tax clearance certificate.

"As per section 230 of the Income-tax Act, 1961, every person is not required to obtain a tax clearance certificate. Only in the case of certain

persons, in respect of whom circumstances exist which make it necessary to obtain a tax clearance certificate will be required to obtain such certificate," the notification said.

As per the notification, before a person is asked to obtain a tax clearance certificate, the reasons for this requirement must be documented. Approval must also be obtained from the Principal Chief Commissioner of Income-tax or the Chief Commissioner of Income-tax. The certificate itself is issued by the income-tax authority, stating that the person has no outstanding liabilities under the Income-tax Act, the Wealthtax Act, 1957, the Gift-tax Act, 1958, or the Expenditure-tax Act, 1987.

Given that the Black Money (Undisclosed Foreign Income

and Assets) and Imposition of Tax Act, 2015, is also administered by the CBDT, the recently tabled Finance (No. 2) Bill, 2024, proposes to include the Black Money Act in the list of Acts under which liabilities must be cleared to obtain a tax clearance certificate.

Income Tax department through a 2004 notification has specified that the tax clearance certificate may be required to be obtained by persons domiciled in India only in certain circumstances.

All about the new mandate

The revised mandate notes that, "no person who is domiciled in India, shall leave India, unless he obtains a certificate from the income-tax authorities stating that he has no liabilities under the Incometax Act, or the Wealth-tax Act, 1957, or the Gift-tax Act, 1958, or the Expenditure-tax Act, 1987."

The government has mandated that a person who is liable to pay any taxes, or yet to clear any kind of tax dues cannot leave the nation unless their taxes are cleared.

The new provision will come into effect from October 1, 2024. It should be noted that the old provisions for taxpayers planning to leave India under the Income Tax Act remain the same.
