Minister for Local Government Melissa Horne said, “I thank Mr Stephenson for accepting this important role and know he will bring great insight and expertise to his work with the Strathbogie Shire Council.”

“Municipal monitors have proven to be effective at guiding councils to make improvements in governance that help them better serve their communities.”

The letter addressed to Strathbogie Shire Council Mayor

Dear Cr Binks

I am writing to express my serious concerns with ongoing conduct and governance issues at the Council.

This is despite the Council having had the benefit of an experienced municipal monitor for 12 months at a cost to the ratepayers of Strathbogie.

I asked the Council to provide me with advice by 28 February 2023 about what actions it would take to address the ongoing issues identified by the former municipal monitor, Janet Dore.

You note that while the Council informally agreed to actions in response to the monitor’s report, you withdrew your notice of motion for the Council to formally accept these actions because you considered it ‘disingenuous’ for the Council to be voting on it ‘in light of recent matters regarding conduct of councillors’. It is therefore unclear if the Council is implementing the necessary action in response to the issues identified by the monitor.

Further, serious concerns about governance and conduct have been raised with me by councillors, Council staff and members of the Council’s Audit and Risk Committee. I am concerned that there are serious risks impacting the functioning of the Council and the health and wellbeing of its members.

I have therefore appointed Mr Peter Stephenson as a municipal monitor to the Council under section 179

of the Local Government Act 2020 (the Act). Enclosed is Mr Stephenson’s Instrument of Appointment, including the terms and conditions of appointment and terms of reference. The period of the appointment is from 15 May 2023 to 15 August 2023.

The terms of reference make it clear that Mr Stephenson has been appointed to assess the Council’s ability to function properly. He has been asked to make recommendations that will bring an end to the ongoing issues at the Council.

As they relate to his terms of reference, I have confidentially provided Mr Stephenson with a copy of the correspondence from councillors, Council staff and members of the Audit and Risk Committee.

It is disappointing that despite having had the benefit of an experienced municipal monitor for 12 months, the Council has been unable to successfully resolve these issues.

I will carefully consider the advice of Mr Stephenson to determine what further action I should take to ensure good governance at the Council. While exercising my powers under the Act are usually a last resort, I will not hesitate to do what is necessary to prevent further dysfunction at the Council and ensure it is acting in the best interests of its community. Please ensure that all councillors and the Council’s Audit and Risk Committee are advised of the monitor’s appointment and receive a copy of the monitor’s Terms of Reference and this letter.

If you have any questions regarding the appointment, please contact Mike Gooey, Executive Director, Local Government Victoria, Department of Government Services on 0407 841 159 or via email at mike. gooey@ecodev.vic.gov.au.

Objection to council changing Australia Day

Australia Day is a celebration of all we are and all we’ve built in this lucky country of ours.

I expect the Council to provide Mr Stephenson with all support and assistance required to undertake his role as municipal monitor.

Yours sincerely

Meanwhile the tale of the bridges continues with Kirwans Bridge still closed and the future of Chinaman’s Bridge uncertain.

Go Nagambie are aware that there has been a great deal of uncertainty with regard to ownership and ultimate responsibility for Chinaman’s Bridge between Strathbogie Shire Council and Department of Transport, and what is now over six months from the flood event, neither party has been in a position to clarify this issue.

This period of inactivity, whilst the structural integrity of the bridge is compromised, continues not only to place the public at risk but has a significant impact on our local economy.

An independent inspection of both Kirwans Bridge and Chinamans Bridge has been undertaken. The Community Voice will report on this as more information comes to hand.

I just read about the Strathbogie Shire Council’s decision to move Australia Day to Volunteer Week in 2024.

I wrote to the Mayor and Councillors last year about changing the day and asked them to let me know when they were placing it on the council agenda. They did not let me know and they knew my strong views on the subject.

The Strathbogie Council has a reputation for not consulting or listening to many of their constituents in Nagambie and surrounds and for making unpopular decisions on major issues.

I don’t believe local councils like Strathbogie have the right to change our National day from January 26. They don’t have the right to separate us from the rest of Australia and this decision by our council will make a very divisive issue amongst our locals who live and work here.

They are paid to serve their community and prioritise our needs like roads, street lighting, recreational needs, Kirwan’s bridge restoration and local matters. This changing our national day is not one of them!

It should be up to all Australians to have a say through the Federal government and then only after a referendum shows a majority on matters like that for the Voice, Changing Australia Day and becoming a Republic.

I live in a retirement village and we cannot vote in council elections unless we enrol through the VEC to do that. I did that last week. The Village has been here 20 years and still the front entrance road has not been sealed.

I was informed recently by the shire CEO that there are 11,455 residents and they issues over 8000 rates notices. She stated that all councillors were elected to represent the interest of all members of the community.

I would like to ask our councillors did they ask the opinion of all their ward people before making the decision to change Australia Day?

I acknowledge our first Nations people but I also ask did those Taungurung representatives ask all their people who live in our shire about this issue too?

I wonder how many Taungurung people live in our shire and how many vote for our council?

Did the 11,455 residents get asked if they wanted an agreement made by the council with the tau group?

I don’t believe so?

It is disappointing the council have decided to just represent just a few in our shire. Not all of us.

I along with 1000’s or locals have received Australia Day awards and Australia Day honours in many fields on Australia Day. Myself personally in Mitchell and Strathbogie shires

I am sure they were, very honoured and proud to have been acknowledged on our national day which made it so special for all of us. Moving it to Volunteer Week will lower their significance for local individuals and groups.

Most new Australians are pleased to be made Aussies on our National day.

How can we teach our young people to be proud of Australia and of what we have achieved if the local council does not respect what we stand for on our National Day?

I have covered 39 Australia Day awards since 1984 and know many of our small towns honour and respect it by holding ceremonies each year and hope our Nagambie Australia Day committee, GoNagambie and our community will stand up for Australia Day remaining on January 26 and celebrate it in 2024 and in years to come.

It means a lot too many people in many ways but it binds us all as Australians.

There is a shire sign outside our Village. It reads. Respect is treating everyone as an equal. The shire has not done that!

Have your say on the future of tourism in the Goulburn Region

As part of the Goulburn Region Tourism Partnership, Greater Shepparton, Mitchell Shire and Strathbogie Shire Councils are seeking community and industry input to create the Goulburn Region Destination Management Plan (DMP).

The DMP will create a shared vision for supporting and growing the visitor economy of the region for the next five years.

The visitor economy is an important economic and social contributor for the region, with visitation to the region steadily growing for the six years prior to the COVID pandemic.

The plan is an important step to continue to support the recovery of the tourism sector and will provide partner Councils with a clear vision and ability to support the industry moving Forward.

In addition, the DMP will allow the region to be well placed to align to the Victorian Government’s Experience Victoria 2033 Plan.

Experience Victoria 2033 was recently released and provides the vision to grow Victoria’s tourism industry and create jobs across the state.

Partner Councils are calling on community and industry to share their feedback during the engagement period which is open until 27 June 2023.

Greater Shepparton City Council Mayor Cr

Shane Sali said, “The Goulburn Region Tourism Partnership is a great collaboration for the region. It is fantastic that one of the priority projects of the Partnership is underway. Destination Management Planning is an important step for the region as it will allow us to create a clear vision and strategic pathway to work together to support tourism in the region across local government boundaries. This work is even more important as we look to welcome record visitor numbers to the region for the 2026 Commonwealth Games. It is an exciting project for the region, and we look forward to working hearing from community and industry.”

Mitchell Shire Council Mayor Cr Fiona Stevens said, “The Goulburn Region has so much to offer and currently attracts more than 2 million visitors a year. We are well positioned, starting less than an hour from Melbourne and perfectly located to explore regional Victoria with many unique events and

attractions drawing visitors to the area.

“We are excited to work with industry, community, partner Councils and State Government to progress this partnership. I encourage Mitchell businesses and community members with an interest, passion and future in tourism to get involved and help shape this important next step for our visitor economy and for supporting and creating innovative and exciting local jobs.”

Mayor Cr Laura Binks of Strathbogie Shire said, “Destination management planning will allow us to understand our destination offering, effectively plan for growth and advocate for tourism priorities in the region. The Plan will support the tourism industry and continue to support a vibrant local economy. We are excited to hear what our communities love about the region and what we can offer to visitors into the future. All ideas no matter how big or small are encouraged as we look for innovative ways to differentiate our region as a destination.”

Councils are keen to hear feedback about what makes the Goulburn region’s tourism offering so unique, as well as how the industry can be strengthened and supported to grow into the future. There will be several engagement opportunities across the region that community can partake

in. This will include workshops in Shepparton, Seymour, Euroa and Nagambie as well as drop-in sessions across the region.

Details are as follows:

Industry and Community Workshops Location Date

• Seymour Salvation Army Hall Monday 5 June 10am

Introducing art on the Great Victorian Rail Trail

A series of large public artworks newly installed along the Great Victorian Rail Trail is expected to draw thousands more visitors to the iconic destination already known for its beauty, thanks to support from the Andrews Labor Government.

Member for Northern Victoria Jaclyn Symes joined representatives from Mitchell, Murrindindi and Mansfield Shire Councils, as well as artists, local businesses and community at Trawool to celebrate the completion of the artworks across the trail. Seven large artworks have been installed at various locations along the 134 - kilometre Tallarook to Mansfield trail with a series of 20 scar trees by Taungurung artist and Elder Uncle Mick Harding. The trail-long scar tree works share stories and symbols of the Taungurung people, the Traditional Owners of the land along the trail and a large part of central Victoria.

The artworks add to the natural beauty of the trail, which travels from Tallarook to Mansfield through the heritage listed Goulburn River Valley and is surrounded by dramatic views of majestic rivers, lakes and mountains.

New wayfinding and interpretive signs have been installed to improve the visitor experience and share the stories of First Nations peoples to connect walkers and riders with sites along the route.

The Great Victorian Rail Trail is a multi-use accessible trail that can be experienced on foot, bike or horse and crosses Mitchell, Murrindindi and Mansfield Shires. It is the longest rail trail in Victoria and features the 201 - metre - long Cheviot Tunnel built in 1889.

Mansfield, Murrindindi and Mitchell Shires attracted 2.6 million domestic day trip and overnight visitors last year, who stayed 2.5 million nights and contributed $683 million in visitor expenditure to the local economy.

Member for Northern Victoria Jaclyn Symes said, “The addition of these stunning artworks along the famous Great Victorian Rail Trail puts a spotlight on the Goulburn River Valley to the high country, providing even more reasons for visitors - both local and internationally - to visit this beautiful region. That’s great news for local jobs and businesses.’’

“There are so many reasons to explore the Great Victorian Rail Trail and the towns along the stunning journey and now there is another with these incredible artworks that share connections with landscape, history and culture.”

Sam BIRRELL FEDERAL MEMBER FOR NICHOLLS

Last week the Albanese Government handed down a typical bigspending, big-taxing, Labor Budget that doesn’t tackle inflation or ease the cost of living for people in Nicholls. Millions of hard-working Australians have been left behind in this Budget and regional Australians are still looking for real solutions to workforce shortages, access to childcare and funding for key infrastructure and services.

Cost of Living

We needed a Budget that reduced inflation and reins in spending to combat the cost-ofliving crisis facing all Australians. Instead, the Labor Government will increase spending by $185 billion. Labor cannot spend its way out of its cost-of-living crisis and this Budget doesn’t do anything to ease the pressure on families and households in Nicholls. For the average person energy bills will continue to rise and this is under a government that promised to reduce your bills by $275.

Truckies and Farmers

A six per cent rise in truck taxes per year for each of the next three years will add 5.2 cents a litre to fuel costs. Australian farmers will be taxed for the biosecurity controls that need to be imposed on foreign importers. Why would any Australian government tax their own farmers, to pay for foreigners to bring their products into this country?

These increases in taxes will leave transport companies and producers no choice but to pass on the costs to you at the checkout adding further to the cost of living.

Say No to Violence

With the GOTAFE Goulburn Valley League (GVL) Say No to Violence round being held this weekend, community members are encouraged to undertake training to assist them in identifying the risks of family violence.

GOTAFE delivers the Course in Identifying and Responding to Family Violence Risk (22510VIC), which is designed to support people who may encounter victim-survivors and perpetrators through their daily working interactions.

Trainer and Assessor Bree Moran has been seeing the impact of this course since she began delivering the course in November 2021.

“I have 18 years’ experience with child and youth work and as a Specialist Family Violence Case Manager, which helps me bring industry experience to my courses,” Bree said.

Bree’s lived and industry experience comes through in her role as Trainer and Assessor, with students regularly reporting back that they have been set up for success.

“Feedback like that is what keeps me coming back,” she says.

Bree is currently studying her Masters, all while being a single Mum of three kids and making a difference to the lives of the next generation of youth and family workers.

GOTAFE supports the Say No to Violence round and in partnership with the GVL is committed to raising awareness of the actions that can be taken to reduce violence across the Goulburn Valley.

Student Attraction Officers from GOTAFE will be at the Rochester vs Mansfield match as part of the Say No to Violence round this weekend, where they will be available to speak with community members.

The Course in Identifying and Responding to Family Violence Risk (22510VIC) is free to eligible individuals with funding provided by the State

Government.

It is delivered online over three workshops and given the importance of the subject area, and numbers are not limited.

For any further questions, please get in contact with GOTAFE on 1300 GOTAFE (468 233), Mon-Fri 9am-5pm or visit our website.

Our Regions

Regional spending has been pushed out to 2024 with grants programs announced in October not even opening for expressions of interest until July. The Shepparton Bypass and hundreds of other much needed and hard fought for projects in the $120 billion infrastructure pipeline over the next decade remain under review, and are at risk of being scrapped. I constantly meet with locals about the need for the Government to provide funds sooner rather than later for vital infrastructure projects. Each project would advance our region and funds must become available. Grassroots community organisations are also crying out for grants to apply for, to help with funding projects that bring communities together.

Roads

$250 million in new funding for roads across the country is a fraction of what is needed. After two wet years and major flooding our road network is a mess. You can’t drive anywhere without dodging potholes and dangerously deformed surfaces. Under this Budget our roads will get worse before they get better.

Regional Australia is responsible for a lot of the revenue including agricultural exports from this electorate and while this Labor Government happily pockets that revenue it fails to reinvest in the regions. We want Australians to do well, but at the moment we are being held back by a government with no economic plan for the future. We deserve better.

Councillors vote in favour of recommendation to no longer formally support celebrations held on January 26

Strathbogie Shire Council will no longer formally support celebrations on January 26, in recognition of First Nations People. Council endorsed the recommendation at last night’s Council Meeting. The decision means Council will not have a formal involvement in Australia Day activities from January 26, 2024.

“We recognise this is a day that causes great pain to First Nations people,” Cr Binks said.

“We are a Council that supports inclusion and there is a portion of our community whose experiences of January 26 are a reminder of the dispossession and ongoing effects and impacts of colonisation.

“It is simply not okay to turn a blind eye to this pain and suffering.”

Last night’s recommendation also empowered officers to work with the Share Strathbogie Community Panel to determine the best way to celebrate volunteers in our community.

“It is important to note this option does not exclude Australia Day Committees from continuing to host and deliver township celebrations including award celebrations on January 26 or applying for funding directly to the National Australia Day Council,” Strathbogie Shire Mayor Cr Laura Binks said.

“We want to ensure our volunteers – the lifeblood of our communities – are celebrated in a way and at a time that’s inclusive for all our community.”

The recommendation came after an October 2021 Council Meeting when Cr Sally Hayes- Burke put forward a recommendation seeking a report from officers regarding Council’s role in January 26 activities in recognition of First Nations people. This report was considered at the 17 May 2022 Council meeting, authorising broader consultation on two options with the community and relevant stakeholders including local Australia Day Committees and First Nations representatives.

Cr Binks said Council received a formal Statement from Taungurung Land and Waters Council (TLaWC) regarding January 26.

“This Statement received in January 2023 was authorised through the direction of the Taungurung people and articulated an agreed position from TLaWC to not to participate in any activities associated with January 26.

“The statement also requested the TLaWC’s partners and stakeholders respect their position.’’

Cr Binks explained the statement was particularly

powerful due to Council’s existing Memorandum of Understanding (MoU) with the TLaWC which was signed on October 2021.

“The MoU reflects the need to commit to ensure the consideration of local Taungurung issues as part of any review process for Council programs and services,” Cr Binks said.

“In line with Council’s MoU with the TLaWC and its January 26 Statement, it was recommended that Council no longer formally supports celebrations on January 26, from 2024."

Officers have proposed moving the “Australia

Day Awards” to National Volunteer Week, by introducing a shire wide Strathbogie Rocks Annual Community Awards Program/event (an inclusive awards program) recognising the outstanding community contribution of people within our Shire.

“However, the Council decision empowers Officers to work with the Share Strathbogie Community Panel to determine the best way to celebrate volunteers, so our community can be assured any changes will be driven by local people,” Cr Binks said.

“We will report back when this work is finished.”

Counciller Update

The Nagambie Visitor Information Centre (VIC) is looking for volunteers. If you have a passion for our local area and would like to share your knowledge, or just want to get to know the area better, then call in and have a chat to the people at the VIC, in High Street, next to Ma Forbes café.

At its most recent Council Meeting it was decided that the waterways management be reviewed, and that officers write to Safe Transport Victoria seeking full funding for the Waterways Management role. Relevant ministers and members of parliament would also be contacted, seeking ongoing financial support. As it stands now, the Shire carries out this role at a cost of $150,000 to $200,000 a year. This means ratepayer are funding a service that is not Council’s responsibility. If funding is not achieved by August 31 council will meet to consider all options.

Council’s role in the celebration of January 26 was another topic of discussion. After broad consultation with the community and having received a statement from the Taungurung Land and Waters Council explaining its position

Celebrating Reconciliation Week

Council is celebrating National Reconciliation Week (May 27 – June 3) with a series of inspiring events.

Strathbogie Shire Council is pleased to partner with wawa biik to offer their wawa Euroa experience during Reconciliation Week on May 31 from 10am to 1pm.

The wawa biik experience offers Taungurung-led cultural experiences across diverse biocultural landscapes of Taungurung Country.

It is Taungurung language and means ‘hello country' – both a recognition of the deep importance of Country to all Taungurung People and a warm invitation to the wider community to say hello to Country.

Immerse yourself in the Taungurung story – a resilient and inspiring story that spans thousands of years – to learn about Taungurung cultural heritage, ceremony, the impacts of colonisation on Country and provide them the opportunity to celebrate the next generation of Taungurung Culture.

The experience includes a traditional Welcome Smoking Ceremony, followed by a guided walk along the daanak trail to share stories of seasonal native plant species and their uses for food, medicine, and cultural practice.

Being part of this cultural experience at The Arb is not only about honouring our Ancestors but also planting the seeds that will strengthen our culture: inspiring and educating our youth, celebrating our Taungurung language, reviving cultural practices on Country and celebrating the positive community impact of caring for Country.

This experience is normally priced at $145 per person but will be complimentary to celebrate Reconciliation Week. Due to limited availability, there is a limit of two tickets per order. For more details, please reach out to hello@wawabiik.com.au and to book, visit https://taungurung.rezdy.com/523760/wawa-euroa

Strathbogie Shire Council Mayor Cr Laura Binks encouraged the community to take part in this fantastic opportunity.

“There will be the chance to see a free movie screening at the Euroa Community Cinema on May 30 from 6pm,” she said.

Westwind: Djalu's Legacy [M] tells the story of Yolngu warrior, shaman and father Djalu Gurruwiwi, with some help from global pop star Gotye, must find a way to bring two worlds together to save his culture.

Bookings are essential for this via: https://events. humanitix.com/westwind-ecc

“There will also be an opportunity for women to take part in a traditional weaving workshop at the Euroa Arboretum on June 17, 2023 from 10am to 1pm,” Cr Binks said.

“This is a great opportunity to connect with other women, develop a supportive network, build cultural awareness, to find a moment for calm and reflection and support your mental health.,” Cr Binks said.

Limited spaces are available and bookings are essential via: http://euroaarboretum.com.au/ womens-weaving-circle/

Council decided to no longer formally support celebrations from January 26, 2024. Of course, this doesn’t mean we’re cancelling Australia Day. Community committees will be able to apply to the National Australia Day Council for funding to run events. As this has traditionally been a day to recognise volunteers in our Shire, the community panel will be empowered to put forward its recommendation on how best to recognise the outstanding contributions made by members of our community.

A big shout out to the Nagambie Football and Netball Club, having started off the season in fine form and should be thereabouts come finals time, going on present form. Congratulations to Nathan Fothergill on reaching the 150 games milestone. He has continued the outstanding Fothergill tradition of playing for the Lakers, following in his father’s and grandfather’s footsteps, and has played in four senior premiership teams.

Until next time, stay safe, Reg

Kelvin Grove Next Social Event

Kelvin Grove Village has held a few events over the past few months to rouse their residents out of their Covid lethargy and to help them socialise again with each other and the community.

They had their Art and Craft Show, a Clearing sale and recently a successful Mother’s Day afternoon tea dance on the 16th May for residents and guests. Close to 40 attended the fun afternoon that featured local singer and entertainer Noel Pearson from Seymour who sang his popular 1950-2000’s music style.

Novelty games and a delicious afternoon tea were enjoyed by all who came along.

Around 12 members of the Nagambie Senior Citizens Line dancing group enjoyed doing boot scooting dance style sequences suitable for the tea dance guests to enjoy and spectators to watch during the afternoon. A mother’s Day cake took pride of place before the afternoon tea and was jointly cut by Village resident ladies who have lived in Kelvin Grove for over ten to over twenty years.

Some lucky door prizes and a Mother’s Day Raffle saw some happy winners take home some nice prizes. Thanks are extended to all who made the day a success.

This is the Village’s mid-winter fun social time where members of the Seymour Old Time Dance group are coming along to conduct some old time dance segments and there will be some good old fashioned Christmas fun novelty segments as well.

At 5.30pm A free finger food party tea will be provided by Village social funds and Marlene Brew’s plum pudding and Pavlovas will be for dessert. BYO drinks.

Tea and coffee available. Small raffle will be held and lucky prizes to be won

Residents are able to invite friends and family to come along and members of our local community who like to do ballroom or old time dancing are invited to join the residents and their dance guests. Parking is out the front of the Village entrance.

RSVP to Diane Grant 5794 1720 or Glenis Hageman 0425 737 177 or 5794 2821 before June 28 if you can join the gang.

Australian Magpie to be commissioned in Euroa’s Seven Creeks Park

A Tank and Tobin Australian Magpie sculpture will soon adorn the banks of the Seven Creeks Park in Euroa.

Strathbogie Shire Council approved the commission at the May Ordinary Council Meeting.

The sculpture was one of five artworks that were announced as finalists, after a public expression of interest process.

“The community was then asked to help choose the artwork and we heard overwhelming support for the Magpie sculpture,” Strathbogie Shire Council Mayor Cr Laura Binks said.

“This piece of public art is such a wonderful story about community. It was initiated by a joint submission by the Euroa Chamber of Business and Commerce and the Euroa Community Action Group to Pitch My Project in the 2022/23 Budget.

“Now we will see local artists completing the work and installation.”

Artist Steve Tobin said he and fellow artist Tank were very excited to be selected.

“The Australian Magpie steel sculpture will be the biggest in Australia and we hope it’ll draw visitors from near and far,” he said.

“We hope this will be the first of many sculptures by different artists in all our towns throughout the Shire and it is just the start of some awesome art on display.

“It has been a bit of a wild ride to get here, but we’ve all learnt a lot along the way and we’re looking forward to working with Council to bring the installation together.”

Steph Swift from the Euroa Chamber of Business and Commerce congratulated Tank and Tobin for their incredible design which is going to enhance the Seven Creeks Park.

“There has already been so much appetite for public art in our area and it is fantastic to see the ball get rolling,” she said.

“We look forward on seeing how we can expand on our public art into the future.”

“We are most excited this is finally happening for Euroa and believe it will enhance our visitor and tourist experience greatly.”

Cr Binks said the project came after Strathbogie Shire Council adopted a Public Art Policy in September 2022.

“The policy provides a clear and transparent process for assessing and making decisions about the design, placement, and preservation of art in public spaces in Strathbogie Shire.

“In line with the policy and procedure, Officers will now work with the successful artists to see this project through to fruition by the end of July 2023.”

Doing what matters for Northern Victoria

Every family should have a great local school to send their kids. We’ll kick start planning on upgrades at Swan Hill North Primary School, Broadford Primary School, Eildon Primary School, Beechworth Secondary College and Wangaratta High School, so students across Northern Victorian can get a worldclass education.

Funding will continue for the Education Benalla Program, delivered by the Tomorrow Today Education Foundation, a successful place-based initiative which works to overcome local barriers to educational success through programs designed to reduce social and economic disadvantage in the Benalla district.

We’re also ensuring women and their health are given the focus, funding, and respect they Deserve.

A new comprehensive women’s health clinic at Goulburn Valley Health will change the way women’s health issues are treated, providing care and support for conditions like endometriosis, pelvic pain, polycystic ovary syndrome (PCOS), perimenopause and Menopause.

We’re delivering better aged care services for rural and regional Victorians. This Budget funds the replacement of the Numurkah Hospital Campus Aged Care and the Cohuna District Hospital Aged Care with modern, purpose-built facilities that meet the needs of our Communities.

We’re getting on with building our mental health system from the ground up. We’ll begin planning for new Mental Health and Wellbeing locals in Robinvale, Swan Hill and Wodonga, to ensure that more Victorians can get the help they need, close to home.

We’ll also provide $250,000 in funding for Kinglake Ranges Neighbourhood House to continue delivery of the ‘Be Well in the Ranges’ mental health program in the Murrindindi Shire.

Nagambie Senior Citizens

Several members attended the Rivers of Yarrambat excursion on Monday 15th May. Due to insufficient numbers, a bus was not a viable option, so a car pooling arrangement was set up by our social committee members. This worked well and those who went along for the day, appreciated the trip. It is a lovely peaceful place to visit, and so many plant options to interest all the keen gardeners. Thanks again to all those who attended and the organizing group.

The bus trip planned to Echuca on Tuesday 20th June is proving to be a popular choice, with around 30 already booked, there is still room for other members to add their names to the list or let me know of your interest. The day consists of travelling via Tongala to visit the Street Art, then going to the Echuca Workers Club for lunch (inc in price). Next, on to the Paddle Steamer for an hour cruise along the Murray River$50pp

Sport is such a big part of our community, helping families to stay active and engaged. We’ll invest up to $15 million at the Benalla Indoor Recreation towards a better stadium, new amenities, and female friendly change rooms, giving locals more opportunities to come together while supporting the next generation of sporting greats.

We’ll also support upgrades at community sporting facilities across Northern Victoria, including: $1 million towards upgraded change rooms at Barkly Park, Rutherglen.

$250,000 towards the Winton Motorcycle Club track upgrade.

$185,000 towards the Kerang Golf Club upgrades

$50,000 towards Kyabram Small Bore Rifle Club facility upgrades.

$60,000 to support the Wangaratta North East Bushrangers.

Our emergency services crews work hard to keep our community safe – we’ll make sure they have the facilities and equipment they need.

We’re investing $26.78 million to rebuild the Rochester and Heathcote emergency services hubs that were damaged in the October 2022 flood event. As part of this Budget, we’re also funding $6 million for a new VICSES unit for Kilmore and $3.2 million for a new CFA station for Kinglake West.

Investing in safer boating facilities is a win for all water users and local businesses. With upgrades to both the Lake Boga boat ramp pontoon and the Howqua Inlet boat ramp, we’re investing in the future of Victoria’s waterways and all the Victorians who love to use them.

In further wins for anglers and local jobs, we’ll also provide $5 million to deliver the next major stage of works at Snobs Creek Fish Hatchery, rebuilding the 80-year-old ponds, and a

welcome at both sessions, but have a dedicated time on Friday from 9.30 Both days have dances suitable for all levels. Come along and try if you have not been before, you will be made most welcome. Only $3 for members, and membership is only $5 for the year.

Movie Day is the second and fourth Tuesday of the month at 1pm. Our next movie was due on our usual second Tuesday, 13th June, but unfortunately we have been advised there will be a power outage planned for the hall that day. Therefore, we will schedule the movie “Green Book” to show on Thursday, 15th instead. Mark it in the calendar and come along and support the club and Abe who does a lot of work to ensure we get some classic movies and of course lots of great interval treats.

Table Tennis is also held on Wednesday evenings at 7pm, open to the public, catering for all ages and skill abilities. Small group size at present, but able to put up more tables if required.

Our May newsletter has been sent out with the usual updates and news around the club. Happy to email any interested people who would like to receive the newsletter monthly. We also have collection points around town, at the Post Office, the Info Centre, NLCH and the Library. Pick up a copy or email

further $10 million towards tripling the size of the native fish hatchery at Arcadia, near Shepparton, increasing and accelerating efforts to reestablish native fish populations.

We’re backing the community organisations that serve and support Victorians. Everyone knows what a massive contribution our community-based organisations make, that’s why we’re backing them with grants of:

$100,000 for Mitchell Community Radio

$55,000 for Yarra Valley Arts Council Incorporated

$50,000 for Yarra Valley ECOSS

$50,000 Albury Wodonga Volunteer Resource Bureau

$100,000 for Parklands Albury Wodonga

$50,000 for Kiewa Catchment Landcare

$30,000 for Beechworth Lions Club Inc.

We’ll also provide a grant of $60,000 to Healesville Community Renewable Energy, to help them keep hosting community information sessions and educating locals about new renewable initiatives and a grant of $70,000 to Indigo Power Ltd to support them continue to provide local innovative renewable energy solutions in Benambra to keep profits in the Community. These are the things that matter – and the things we promised to Victorians.

And with this Budget, we’re getting on with delivering every election commitment we made at the last election.

Member for Northern Victoria Jaclyn Symes said, “With targeted investment in schools, mental health, aged care, emergency services, recreation and sporting facilities, and community groups – we’re doing what matters for regional Victorians.”

“With this Budget, we’re delivering on every election promise we made to the people of Northern Victoria – and we’ll keep standing with flood-affected communities across our regions.”

Mother’s Day Afternoon Tea

On Monday 15th May, we held our Mother’s Day afternoon tea. The 4/5/6 students welcomed all of our special visitors as they arrived and made sure they were offered plenty of biscuits, slices and sandwiches, as well as tea and coffee. After some time soaking up the beautiful sunshine outside, our Mums, grandmothers and special friends were invited inside to watch a performance of our song, I Love My Mummy, which all of our students signed in Auslan and we watched a beautiful video of photos & messages to our Mums. We also drew our fabulous Mother’s Day raffle, congratulations to all of our winners:

Sarah McPherson, Nicky Smith, Poss Williams, Sandi McKinnon, Bonnie Gaehl, Nhung, Amy Alexander and Dennis Mason.

A massive thank you to our amazing local businesses who supported us…

Botanic House, Blossom with Love, Mitchelton Day Spa, Nixon and Maude, Nagambie Outdoors, Elsie and Florence, Rejuvenate, Exhale, Purdeys, Love by Lou, What’s New, Fit & Folly, The Corner Nook and Blizzards Jewellers.

Tennis Coaching

Over our last month of Physical Education, we have been fortunate enough to have the amazing Sam come in to help us with our tennis skills. Sessions began at school with students learning how to hold the tennis racquet correctly for forehand and backhand shots and learning how to serve. The 2-6 classes were lucky enough to test out their skills on the local tennis courts, where they played games of ‘downball tennis’ and practiced rallying.

District & Division cross country

Over the past fortnight our interschool cross country team have competed at both Euroa District and The Ranges Division events. The Murchison Golf Club was an excellent venue for District and our students enjoyed running with and competing against students from the six other schools in our District. Our whole team ran so well, with fifteen receiving ribbons and nineteen making Division.

Yea golf course and racing track was the venue for Division, and the wet and muddy conditions reminded competitors that cross country is a winter sport. Competing against students from over 50 other schools, our whole team performed so well, with eight students making it through to Regionals. Congratulations Chloe, Isla, Iylah,

am proud of the great results, I am even more proud of the effort, willingness to push when things are hard, friendship and team spirit displayed by all team members.

Nagambie Little Athletics

On Friday evening Little Athletics Nagambie held a cross country event for their members and opened it up to anyone else who was interested.

It was a great evening with over 40 kids participating in the events that ran from 500m for under 6 age group to 1.5km for under 10 age group - as per cross country guidelines.

We hope to hold another cross country session most likely a Sunday morning in mid June so please keep an eye on our facebook page for details on that. Thanks again to the committee and helpers who made the events possible.

Rain fell and so did the week one leaders, the rain was constant throughout the second and final round of the Finnigan four ball with challenges and changes coming from everywhere on the leaderboard. The word of the decade resilience was required as was a strong resolve to get it done John James and Dean Brown stepped to the fore with a +6 for the day to go with the previous weeks +3 and win by two holes. After being outside the top four finishes last week a big effort was required to get past some classy pairings ahead, but a blistering final nine holes did just that, the James and Brown partnership continues to bear fruit with the Finnigan specialists having won the event as recently as 2021 well done JJ and Browny. Runners up went to Shaun Spicer and Jeremy Ezard with a no frills +2 on the day to reach +7 for the event, this equalled the leaders from the first week Michael Sloan and Lindsay Hall who were only able to produce a square result for their day and remain stranded on +7 for a third place finish.

The nearest the pin prizes were not easy with only two of four going off, Michael Sloan was in attack mode on the 13th and vintage Gary Bow got inside the lot on the 16th, many thanks go to our long time sponsors for the Finnigan four ball Barry Cryer and Dean Brown and we hope to see everyone again for the clubs most exciting two week event in 2024. Next week's golf is a stroke - monthly medal on office duty is J. Ezard and in the bar J. Mills.
