Solicited ideas could just as easily be similar to projects previously submitted etc., and in order to determine if this is the case, you must review them, at least in a cursory way. If a particular unsolicited idea does not resemble any project previously considered, under consideration, or in development, then there is no good reason not to consider it. NBC is doing itself no favor by preventing interesting ideas from reaching the right people because of an illogical policy. In addition, discarding submissions is unreasonable, as is putting a disclaimer that says THIS EMAIL IS UNABLE TO RECEIVE RESPONSES. Can you please retrieve my submission and return it to me?
Sincerely, George MacArthur
