Gateway Planning Group returns for report card visit The Chamber 2019 Plan of Work identifies two areas, aside from the core day-to-day programing, where the Board of Directors believed more attention was needed. Those two areas were workforce development and downtown housing. The board directed the Chamber staff to identify ways for our members to fill critical workforce needs and to facilitate opportunities to increase downtown housing options for our talent retention and recruitment efforts. This week, the Gateway Planning Group led by Scott Polikov, Jay Narayana and Owensboro native Michael Huston will be assessing the community’s efforts to date and will identify opportunities for the future. Gateway Planning Group was engaged in 2008 by several partners including the City of Owensboro, the Public Life Foundation and the Greater Owensboro Economic Development Corporation to generate a market-based master plan and a comprehensive package of catalyst projects intended to jump-start downtown revitalization. With its emphasis on mixed-use land use and development, the concept behind the revitalization of Downtown Owensboro was designed to reflect current market trends and conditions. Scores of community roundtables were convened for citizen input. Gateway analyzed the market environment by evaluating the market conditions under which revitalization would occur, as well as an assessment of the potential size, scope, and preliminary feasibility of specific initiatives. Following a review of market demand and potential catalyst projects, the costs of project implementation were outlined along with preliminary financing options. The plan was ratified by the Owensboro City Commission in December 2007. In January 2008 the Owensboro City Commission and Daviess County Fiscal Court together passed an increased in the insurance premium tax that, along with $40 million in federal funds secured by United States Senator Mitch McConnell, fully funded the public infrastructure. To date, private investment has exceeded that public investment at a ratio of 2:1.

Trio to present at Rooster Booster on August 1 The Gateway Planning Group team will address the crowd of business and community leaders Thursday, August 1 at the Greater Owensboro Chamber of Commerce Rooster Booster. President of Gateway Planning Scott Polikov, FAICP, is a national leader in harnessing the Economics of Place. Now a town planner, Scott started his professional life with Patton Boggs, practicing law in Washington, D.C. Returning to Texas, Scott was appointed by the City of Austin to serve on the Capital Metro Transportation Board and represented the Scott Polikov transit authority on the Metropolitan Planning Organization (CAMPO) Board. Alarmed that CAMPO’s Long Range Transportation plan ignored development patterns in a sustainable way, Scott changed careers and established Gateway Planning to focus on walkable mixed-use places and the economics to create them. Fifteen years later, Scott was selected to the College of Fellows of the American Institute of Certified Planners (FAICP) for his contribution to the planning profession by instilling the public interest into his private work, and a focus on development implementation in his public work. Totaling more than $5 Billion in constructed neighborhoods and $3 Billion in context sensitive infrastructure, Gateway Planning’s notable work includes leading the urban design analysis for Dallas CityMap—a 50-year plan for the reinvention of Dallas’ urban highway corridors, as well as the redevelopment plans and FBC’s for many historic downtowns such as Owensboro, Kentucky, Rogers, Arkansas and downtown McKinney, Texas, which Money Magazine underscored as the primary reason it named McKinney Number 1 Best Places to Live in America in 2014.
In addition, Gateway Planning led the formbased planning and rezoning of the Bush Station Area on the DART Light Rail Line in Richardson, Texas, setting the stage for the 5-million square foot mixed-use CityLine Development anchored by the new State Farm Headquarters. Along with team member Psomas, Gateway Planning led the planning and zoning in Riverton City, Utah for the 700-acre Mountain View Village TOD owned by Suburban Land Reserve (LDS Church) on the future extension of the TRAX light rail system south of Daybreak. Also, Gateway Planning led the birth of Heritage Creekside in Plano, Texas, a 130-acre mixed use corporate village for the Rosewood Property Company. Scott formerly served on the national boards for the Congress for the New Urbanism (CNU) and the Form-Based Codes Institute (FBCI). He also chaired the TxDOT Urban Thoroughfares Committee, spearheading Texas as the first state to adopt the ITE/CNU Manual for Walkable Urban Thoroughfares. Michael Huston, AIA, LEED AP, CNU, is an architect and urbanist based in St. Petersburg, Florida. He is a Kentucky native who grew up in Owensboro and graduated from Owensboro Catholic High School in 1983. His background includes a decade of designing educational facilities followed by a number of years devoted to downtown revitalization in Louisville, KY, working first Michael with city government in urban Huston design, historic preservation and neighborhood planning, and subsequently in partnership with a developer specializing in adaptive re-use and urban mixed-use projects. His experience gives him a unique perspective from both the public and private sectors of planning and development. In 2012, Huston joined the nationally recognized town planning firm of DPZ CoDesign (Duany Plater-Zyberk) as a senior urban designer and project manager. While at DPZ he participated in over 50 urban design projects including master plans for downtown revitalization, transit-oriented development, neighborhood planning, sprawl
repair, building type studies and form-basedcodes. In 2018 Huston moved to St Petersburg, Florida to be closer to family. There, he founded Urban Arts Inc. a firm that offers services in urban design and planning, and architecture. Huston is a licensed architect in the states of Florida and Kentucky and a member of the American Institute of Architects (AIA). He is a LEED Accredited Professional and member of the Congress for the New Urbanism and the American Planning Association.

Ms. Narayana’s planning and coding work is based on a firm understanding of real estate market fundamentals that ensures that plans are implementable. In the public sector, Ms. Narayana has worked in municipalities in Texas, Kentucky, and North Carolina. Over the past 12 years in the private sector, Ms. Narayana has led several planning initiatives including the Downtown Aubrey Master Plan, Colleyville Comprehensive Plan, Ennis Comprehensive Plan, McKinney Town Center Code, SH 190 Corridor Code in Garland, Haslet Zoning Ordinance, Lewisville IH-35E Overlay Code, NRH TOD Plan and Code, Downtown Owensboro Master Plan and Code, and the Oak Street Corridor in Roanoke, to name a few. In addition, Ms. Narayana is an active member of FBCI’s Resource Council, CNU, and the Texas Chapter of the American Planning Association. Ms. Narayana has an undergraduate degree in Architecture, Master of Urban and Regional Planning from Virginia Tech and Master of Business Administration from University of Texas at Arlington.
