WELCOME.

The Procurement Technical Assistance Center (PTAC) has proudly served Utah businesses for over 35 years. As a statewide program, we cover all 29 counties, with our eight offices located to maximize access to PTAC’s services. Our staff assisted 954 businesses over the past twelve months, including 578 new clients, for a total of 2,611 hours spent counseling businesses. PTAC staff participated in or sponsored 76 events while managing hundreds of clients. These metrics result from our commitment to our mission to help our clients enter into, navigate, and succeed in the government marketplace.

Each PTAC staff member is highly professional and well-trained. Our regional managers have years of experience in federal, state, and local government contracting. We offer one-on-one coaching, monthly outreach workshops, bid proposal assistance, and many other services.

I invite you to browse through this report and celebrate with us these highlights from our past program year. More importantly, I hope this publication inspires more businesses to seek our services — maybe even yours! Whether you are new or experienced in government contracting, we’d love to help. I’ve saved the best part for last: we provide our services at no cost to you!

As the Executive Director of the Governor’s Office of Economic Opportunity (Go Utah), I have the privilege of overseeing many programs that act in concert to strengthen and grow our state’s economy. Our PTAC helps Utah businesses compete in the government marketplace and obtain contracts. The team counsels clients one-on-one in everything related to government contracting, from initial registrations to post-award compliance. This annual report details the many successes they’ve achieved.

PTAC plays a key role in the Go Utah Office: when Utah businesses win contracts, our state wins too. Jobs are created and retained, tax revenues increase, and the economy grows. PTAC’s impact on the state economy is significant. I’m pleased to report that this past year, with PTAC’s assistance, Utah businesses collectively won $1.5 billion in government contracts! Despite the continued challenges of COVID-19, Utah businesses are finding success in government contracting.

PROGRAM SUPPORT SPECIALIST

JOSHUA WIGGINS (MA) works closely with Chuck to organize and administer the program. While Christopher Herrera is deployed, Joshua also assists clients in Davis, Morgan, and Weber counties. Joshua has a master’s degree in history and years of customer service experience. p 801-538-8775

REGIONAL MANAGER for BOX ELDER, CACHE, RICH counties TROY MCCLAIN served in the military for over 10 years. Throughout the following decade, Troy became a certified arborist, provided consultations for new and established businesses within his industry, and fulfilled numerous contracts with the Department of Veterans Affairs (VA) for tree maintenance and removal. Now, in conjunction with his daily PTAC commitments, Troy owns and operates a small machine shop. p 435-750-3261

REGIONAL MANAGER for METRO SALT LAKE, SUMMIT, TOOELE counties PAULA KRAMER has a background in government contracting as a former contracting officer (CO) and as a program manager for the Department of Defense (DOD). She is a graduate of the U.S. Army Logistics Management College in cooperation with the NCMA. STRATEGIC PLAN

COVID-19 forced PTAC to quickly innovate and devise means to continue servicing clients and the business community throughout the pandemic. PTAC’s plan during the pandemic was to:

Continue servicing clients without disruption in new and innovative ways

Continue the outreach events, trainings, workshops, and symposium using technology to connect and communicate what was formerly done exclusively face-to-face

‣

Be a facilitator in connecting manufacturers to agency end-users for personal protective equipment (PPE) during the early stages of the pandemic

Continue to find and provide federal, state and local contracting opportunities for our clients and respond with assistance

INITIATIVES

PTAC embarked on a major marketing initiative in the spring of 2021. PTAC took steps to produce a PTAC video that introduced what the program is, highlighted the services, our clients, the program’s successes, and how to engage with PTAC on a personal level.

This video will take a big step in getting the word out about the PTAC program to the business community, strategic partners, congressional stakeholders, and prospective clients.

The Association of Procurement Technical Assistance Centers (APTAC), the program’s national association, elected our PTAC director to its Board of Directors. Utah will have a voice in the direction and future of the PTAC program, both locally and nationally.

Because the pandemic mandated a virtual format, Utah PTAC hired a streaming technology firm to help manage the event. Many presenters had technical limitations imposed by their organizations, so PTAC asked all 24 presenters to pre-record their presentations. Following each speaker’s video, the speaker joined the event live and addressed the attendees’ questions.
