As you are no doubt aware, on 1 May 2024 the much-anticipated Free Trade Agreement (FTA) between the EU and New Zealand came into force. You may also be aware that Germany has been at the forefront of advocacy within the EU in support of this Agreement from the outset, recognising its importance both geo-politically and in terms of reducing barriers to business and equitable two-way trade.
The FTA is a modern and progressive Agreement that is already delivering bilateral trade benefits from the outset. Looking ahead, this Agreement will open significant new economic opportunities for both German and Kiwi businesses and over time has the potential to support even greater co-operation between our two like-minded countries, both of whom strongly advocate for and support a rules-based approach to commerce and trade. This mutual aspiration for free and fair two-way trade is admirable at a time in our history when other countries are increasingly turning to more protectionist policies.
While the FTA is and will continue to be a great bilateral trade enabler, it is nonetheless still up to the business and commerce sector in both New Zealand and Germany, and therein individual companies, to turn to our advantage the growth and expansion opportunities that this new Agreement affords us.

Es ist mir eine große Freude, Sie zur diesjährigen Ausgabe unseres Magazins “Double the Vision” zu begrüßen. Ich hoffe, Sie empfinden die enthaltenen Informationen und Artikel als relevant, interessant und aufschlussreich.
Wie Sie sicherlich wissen, trat am 1. Mai 2024 das lang erwartete Freihandelsabkommen (FTA) zwischen der EU und Neuseeland in Kraft. Sie wissen vielleicht auch, dass Deutschland von Anfang an eine führende Rolle innerhalb der EU bei der Unterstützung dieses Abkommens eingenommen hat, da es sowohl geopolitisch als auch im Hinblick auf den Abbau von Handelsbarrieren und die Förderung eines gerechten, wechselseitigen Handels von großer Bedeutung ist.
Das FTA ist ein modernes, zukunftsweisendes Abkommen, das von Beginn an bilaterale Handelsvorteile bietet. In die Zukunft blickend, wird dieses Abkommen neue, bedeutende wirtschaftliche Chancen sowohl für deutsche als auch für neuseeländische Unternehmen bieten. Mit der Zeit hat es das Potenzial, eine noch stärkere Zusammenarbeit zwischen unseren beiden gleichgesinnten Ländern zu unterstützen, da beide eine regelbasierte Herangehensweise an Handel und Wirtschaft entschieden befürworten. Dieses gemeinsame Bestreben nach freiem und fairem Handel ist bewundernswert, besonders in einer Zeit, in der sich andere Länder zunehmend protektionistischen Maßnahmen zuwenden.

Kia ora. I arrived in this beautiful country at the start of this year. I am absolutely delighted that my first landing in New Zealand is as European Union Ambassador to Aotearoa New Zealand.
The EU and New Zealand are true partners. We are united by our commitment to democracy, human rights, and the rule of law. We also share common challenges in many areas such as cyber, space, sustainability, and in the secure supply of critical minerals and technologies. There are amazing new opportunities for us to deepen our partnership and invest in a common future, and I am excited to help drive that forward.
This is a momentous year for the relationship between Aotearoa New Zealand and the European Union. The Free Trade Agreement entered into force on 1 May 2024 and is delivering significant economic benefits for both sides. EU businesses now have greater access to the New Zealand market with the removal of all outstanding tariffs. One of the most exciting aspects is the ground-breaking provisions supporting the economic aspirations of Māori businesses, recognising the unique role that Māori play in New Zealand’s economy and society.
I am particularly delighted about the opportunities for EU sustainable investment in infrastructure, innovation and green technology. EU businesses and private capital have a crucial role in supporting the global green transition, and I am pleased that we have comprehensive and ambitious provisions to back this up in our new agreement. New Zealand needs this investment and European companies are well placed to provide it. Next year we will hold a European Business Summit and I cannot wait to hear about the exciting things this agreement is helping you achieve.
European Commission President Ursula von der Leyen has just set out her vision for the next five years. She puts research and innovation at the heart of our efforts to make Europe a cleaner and more digital economy. We are also opening up great opportunities for Kiwi researchers and innovative businesses to access Horizon Europe. This is the world’s largest research and innovation programme, with a budget of €53.5 billion (NZ$95 billion) from 2021 to 2027 – and New Zealand is our first global partner.
Horizon Europe offers New Zealand researchers & business unprecedented access to funding and collaboration opportunities, from concept to commercialisation. Rotoruabased GNZCC member Scion is leading a €7.5 million (NZ$13.25 million) Horizon Europe project to develop biking clothes using cork, hemp, flax and paper by-products. Scion’s strengths are integrating sensors into clothing and turning textile waste into filament or pellets for 3D printing. UPWEARS unites 15 partners from seven countries and levers each partner’s strengths to drive innovation and sustainability.
As like-minded partners, we also share a deep commitment to working together with the Pacific Island nations to support them with the implementation of their 2050 Strategy, to help them tackle climate change, accelerate their economic development and build people-to-people links.
The partnership between New Zealand and the European Union shows that we are #StrongerTogether!

Tēnā koutou, guten Tag. Last year we celebrated incredible milestones in our bilateral relationship: 70 years of diplomatic relations between Germany and Aotearoa New Zealand, and 40 years of the German-New Zealand Chamber of Commerce (GNZCC). So far, 2024 has built on this impressive, longstanding foundation of the German-New Zealand relationship with significant strides forward in international relations, scientific collaboration, and trade.
For the first time in 13 years, a German Foreign Minister officially visited Aotearoa New Zealand. It was our honour to welcome German Federal Foreign Minister Her Excellency Annalena Baerbock to Tāmaki Makaurau/Auckland at the beginning of May 2024. During her brief but eventful time in Aotearoa, she met with New Zealand Deputy Prime Minister and Minister of Foreign Affairs Rt Hon Winston Peters, as well as Defence Minister Hon Judith Collins and Climate Change Minister Hon Simon Watts.
Together, our two Foreign Ministers witnessed a signing of a Memorandum of Understanding between the Alfred Wegener Institute (AWI) and Antarctica New Zealand. With this agreement, Germany and
New Zealand have committed to intensifying and expanding scientific cooperation in Antarctica. The Antarctic holds key geopolitical significance. Especially in the context of climate change, Antarctic research is essential for understanding the effects of rising temperatures and sea levels on the globe.
The Indo-Pacific is another key region where many of the big global challenges of the 21st century will be decided – and we share concerns about many of these issues with the Pacific Island states. First and foremost, working to protect our climate and people’s livelihoods, but also strengthening the rules-based international order. In light of the climate crisis and the importance of the Indo-Pacific region, Annalena Baerbock continued her travels after Australia and Aotearoa onwards to Fiji. More recently, Minister of State at the Federal Foreign Office Katja Keul visited Samoa to facilitate the return of a cultural artefact stolen during the German colonial period. The opening of a German Embassy in Suva last year and the high-ranking visits made by a number of representatives of the German Government underscore our commitment to the IndoPacific region.
Since the EU-NZ Free Trade Agreement (FTA) entered into force on 1 May 2024, new horizons have been opened for German businesses in Aotearoa New Zealand, and vice versa. This year there were extensive bilateral consultations on our economic partnership between the New Zealand Ministry of Foreign Affairs and the German Federal Ministry for Economic Affairs and Climate Action. The FTA immediately removed an estimated NZ$74 million in import duties per year. Importantly, the EU-NZ FTA is the first agreement by the EU to have a dedicated chapter on Māori and Indigenous rights, which will support Māori businesses in entering the EU market.
With each step into the future, Germany and Aotearoa New Zealand grow closer together as partners and friends. Despite the distance of 18,000 kilometres between our countries, Aotearoa is a key partner in the Pacific for Germany. Let us continue to advance this partnership together.

Warmest greetings from Berlin. 2024 has been a year of action for New Zealand-Germany and EU relations.
First, it’s a deal! New Zealand and the European Union have agreed a Free Trade Agreement, and its already in force. After years of hard negotiations, we have agreed a framework that will govern over our trade relations for decades. It provides rules and certainty for our business communities to support two-way trade growth in the EU and New Zealand. And, within this, Germany will be at the centre, as New Zealand’s largest trading partner. There is a lot to digest, and therefore MFAT and NZTE will be working hand in hand over the coming year with the GermanNew Zealand Chamber of Commerce to outline the deal, explain the various elements such as tariff reductions, trade and sustainability, mutual recognition, digital trade, and investment provisions. The message is clear – take another look at business and investment opportunities in both Germany and New Zealand.
On the science and technology front, the big mover has been New Zealand’s
Associate Membership of Horizon Europe secured in 2023. Designed to build consortiums and research partnerships underpinned by substantial funding, it is becoming a major part in the dynamic New Zealand-German Science and technology collaboration, our fifth-largest science partner globally. Already we have 14 multi-country partnerships concluded and Germany is the second-largest country that has partnerships involving New Zealand institutions or partners. I also continue to be heartened by the breadth of our bilateral cooperation –space, hydrogen, quantum, aerospace, agriculture, and maritime research are just some of the areas. There is also a focus on mutually supporting our respective countries’ green transitions and innovation objectives.
At the political level, New Zealand welcomed Foreign Minister Annalena Baerbock to New Zealand in May 2024. The first visit of a German Foreign Minister to New Zealand in over a decade. In a complex world, and despite our distance, there were many topics to cover. Germany has stepped up its engagement in the Pacific and New Zealand’s support for
Ukraine headlined a long list of issues where we had common interests in working together. A highlight was the signing of an arrangement between the Alfred Wegener Institute and Antarctica New Zealand to work closer together in Antarctica. Another chapter of cooperation opens – this time in the frozen southern continent.
The number of tourists and working holiday scheme participants continues to trend upwards again, however the numbers are not quite back to prepandemic levels, but the trend is in the right direction. This all points to another year where there are more possibilities in the relationship. Both Germany and New Zealand have been experiencing tougher economic conditions in 2024, but this has only strengthened the resolve that international connectedness is vital for security and prosperity.

DESTINATION GERMANY
The numbers don’t lie. Major international companies know the value of Germany as a business location. That’s why, despite a flurry of negative recent headlines, there was a record volume of foreign direct investment in Germany in 2023. 34.8 billion EUR worth – a hefty increase over 2022.
Why Germany? For starters, because size matters. German GDP may have basically trod water last year, but it still stood at 4.456 trillion USD in 2023. By comparison, the GDP in the UK and France were 3.34 trillion USD and 3.031 trillion USD respectively. International companies that expand to Europe are naturally attracted to what’s by far and away the largest economy and market on the continent and in the European Union.
Germany is not only Europe’s economic heart, but its geographical centre. No other country in Europe has more direct neighbours than Germany, with nine bordering countries. And it’s also close to Scandinavia and the UK, meaning that companies with a presence in Germany can also grow a Europe-wide business. Thanks to its geography, in Germany, you’re always in the thick of things.
Another attractive feature is the diversity to be found in Germany, which is reflected in its political structure. Unlike the UK and France, Germany is a decentralized, federal republic of 16 regional states. That increases variety, for instance, in incentive programs, funding opportunities and other state assistance.
At the same time, the Federal Republic of Germany offers a highly stable political and legal environment, especially in comparison with some of the world’s other leading economic nations. In

Germany, companies know that contracts will be respected, and laws followed. The political system is designed to encourage cooperation, not conflict.
From the rough-and-ready coasts of the north and east to the industrial stretches of the south and west, different parts of Germany vary considerably. Every region has qualities that attract certain types of international business investments.
Not only does the north boast Europe’s second-largest port, Hamburg, the proximity to the North and Baltic Seas also makes it a growing hub of renewable energy production. An ample supply of sustainable power was a major motivator for Swedish battery maker Northvolt, which is building a 4.5 billion EUR production facility near the town of Heide.
Germany’s resources and capabilities in this area are supported by a political will
to transform the country’s energy supply to make it carbon-neutral by 2045. The deep link between the economy and sustainability is evident in the name of the German Ministry for Economic Affairs and Climate Action. While the “energy transition”, as it’s known, has brought a number of short-term challenges, there is no alternative. In the medium and long term, Germany’s early drive to decarbonize will be a major business location advantage. That’s exemplified in the 2.8 billion EUR interconnector, Neuconnect, being built between the UK and the German city of Wilhelmshaven.
The east of the country offers expanding companies not only room to grow, but also a targeted class of subsidy and support programmes, and a historical and growing focus on electronics. Proximity to what has been nicknamed “Silicon Saxony”, has attracted the Taiwan Semiconductor Manufacturing Company (TSMC) with a 10 billion EUR investment in a megafab near Dresden.
Although also part of the east, the German capital Berlin, is a story in itself. Germany’s sole world metropolis has become a magnet for creatives and consistently ranks among Western Europe’s top start-up locations. One emerging focus is fintech. SumUp, N26, Sarling Bank, Smava, Qonto, Clark, Orderbird…the list goes on and on.
Germany’s south is perhaps best known in the global business world for prestige carmakers like Munich’s BMW, Stuttgart’s Mercedes and Porsche, and Audi in Ingolstadt and Neckarsulm. But it is also home to some of the leading international biotech and pharmaceutical companies. Roche, Daiichi Sankyo and Eli Lilly & Company have all announced recent billion-euro investments into the region.
The area around Freiburg is a particular hub for medtech – an excellent R&D environment and a tradition of a practical and highly skilled workforce are other advantages that entice companies from around the world to Germany.
Finally, the west is home to Germany’s financial capital, Frankfurt, which is also the country’s premier location for data centres and AI and cloud infrastructure. Microsoft for example, is investing billions into the region; previously Germany’s coal-mining heartland, and still its steelmaking centre.
In 2023, Germany’s most populous regional state, North Rhine-Westphalia, attracted 283 international companies from 29 different countries, including China, Turkey, the US and Japan. American carmaker Ford recently invested 2 billion USD to convert its production facilities to electric vehicles in the city of Cologne. ●
MÖGLICHKEITEN IN NEUSEELAND
Neuseeland bietet aufgrund seiner stabilen Wirtschaft, niedrigen Korruption und einer ähnlichen Geschäftskultur, ein äußerst attraktives Umfeld für deutsche Unternehmen. Neuseeland ist ein Land, das Transparenz und Fairness in den Mittelpunkt stellt, was sich auch in seinem beeindruckenden dritten Platz im Korruptionswahrnehmungsindex (CPI) widerspiegelt. Diese Verlässlichkeit macht Neuseeland zu einem der transparentesten Orte für Geschäftsaktivitäten weltweit, was es für deutsche Investoren zu einer sicheren und stabilen Option macht.
Neuseelands strategische Lage als Tor zu Asien und den Pazifikinseln bietet zudem einen interessanten geographischen Vorteil. Durch das Freihandelsabkommen mit der Europäischen Union können deutsche Unternehmen in diesem aufstrebenden Markt Fuß fassen. Auch wenn das Wirtschaftswachstum für 2024 mit 0,8 % moderat ausfällt, bieten die Rahmenbedingungen dennoch attraktive Möglichkeiten für internationale Geschäfte. Ergänzend dazu sind die rechtlichen Rahmenbedingungen und Regulierungen unternehmensfreundlich, sodass die Gründung einer Firma schnell und effizient erfolgen kann – ein weiterer Vorteil für Investitionen.
AGRITECH UND FORSTWIRTSCHAFT: EFFIZIENZ DURCH TECHNOLOGIE Neuseeland ist traditionell ein bedeutender Akteur in der Agrarwirtschaft, doch auch hier wird zunehmend auf Innovation und Effizienz gesetzt. AgriTech, insbesondere Technologien
der Präzisionslandwirtschaft, birgt enormes Potenzial zur Steigerung der Produktivität und Umweltfreundlichkeit. Der Einsatz modernster Technologien ermöglicht es Landwirten, präziser zu arbeiten, Ressourcen zu schonen und gleichzeitig den Ertrag zu maximieren. Deutsche Unternehmen, die auf diesem Gebiet führend sind, können von diesen Entwicklungen profitieren und ihre Technologien in den neuseeländischen Markt einbringen.
Auch in der Forstwirtschaft ergeben sich Chancen. Neuseeland legt großen Wert auf eine nachhaltige Holzwirtschaft, wobei
sich daher als ideale Lösung an, um die Nachhaltigkeitsziele Neuseelands in der Forstwirtschaft zu unterstützen.
ENERGIEEFFIZIENTES BAUWESEN: CHANCEN FÜR DEUTSCHE UNTERNEHMEN
Ein weiterer Sektor, der derzeit ein starkes Wachstum verzeichnet, ist das Bauwesen. Neuseeland investiert massiv in die Verbesserung der Energieeffizienz von Gebäuden, was insbesondere für deutsche Unternehmen, die innovative Bau- und Dämmmaterialien sowie Technologien

FILMINDUSTRIE: EIN
BOOMENDER MARKT
Neuseeland hat sich als erstklassiger Standort für internationale Filmproduktionen etabliert. Blockbuster wie „Der Herr der Ringe“ oder „Avatar“ wurden hier gedreht und haben die weltweite Aufmerksamkeit auf die beeindruckenden Landschaften und die filmfreundliche Infrastruktur des Landes gelenkt. Deutsche Unternehmen, die in der Filmbranche tätig sind, können in diesem dynamischen Markt durch Investitionen und Kooperationen Fuß fassen. Von der Bereitstellung von Filmausrüstung über Produktionsdienstleistungen bis hin zu kreativen Partnerschaften gibt es vielfältige Chancen, um an Neuseelands erfolgreicher Filmindustrie zu partizipieren.
AUSBILDUNGSSYSTEM: EIN EXPORTMODELL FÜR NEUSEELAND
Das deutsche Modell der dualen Ausbildung, das Theorie und Praxis in einer Berufsausbildung kombiniert, wird in Neuseeland als vielversprechendes Konzept betrachtet, um die berufliche Ausbildung zu verbessern. Durch Delegationsreisen nach Deutschland haben neuseeländische Stakeholder bereits großes Interesse an der Implementierung dieses
Systems gezeigt. Deutsche Unternehmen können durch Partnerschaften und den Export von Ausbildungsmodellen und -technologien zur Weiterentwicklung des neuseeländischen Bildungssystems beitragen und gleichzeitig ihre Präsenz in einem neuen Markt ausbauen.
ERNEUERBARE ENERGIEN UND KLIMAZIELE: EINE PARTNERSCHAFT DER ZUKUNFT
Im Energiesektor bieten sich durch die Zusammenarbeit zwischen Neuseeland und Deutschland ebenfalls zahlreiche Möglichkeiten. Beide Länder setzen stark auf erneuerbare Energien und innovative Technologien, um ihre Klimaziele zu erreichen. Besonders im Bereich der Wasserstofftechnologie, die in Neuseeland großes Potenzial birgt, bieten sich für deutsche Unternehmen Chancen, ihre Expertise in emissionsarme Technologien und grüne Wasserstoffproduktion einzubringen. Projekte, wie die “Hydrogen Alliance” oder Kooperationen zur Entwicklung emissionsarmer Technologien, bieten sektorenübergreifende Chancen, um gemeinsam die Energiewende voranzutreiben.
TECHNOLOGIE, INNOVATION UND GESUNDHEIT: WACHSTUMSMÄRKTE FÜR DEUTSCHE UNTERNEHMEN
Zusätzlich zu den genannten Sektoren ist Neuseeland ein wichtiger Akteur im Bereich Technologie und Innovation. Besonders in
der IT- und Softwareentwicklung sowie in dem Cybersecurity-Bereich ergeben sich Chancen für deutsche Unternehmen. Der Markt für digitale Gesundheitslösungen und Medizintechnik wächst ebenfalls stetig, und deutsche Unternehmen, die in diesen Bereichen tätig sind, können von der steigenden Nachfrage nach modernen, digitalen Gesundheitslösungen profitieren. Im E-Commerce wächst der Markt rasant, wobei nachhaltige Konsumgüter zunehmend gefragt sind. Dies bietet insbesondere Unternehmen, die auf umweltfreundliche Produkte und Verpackungen spezialisiert sind, eine spannende Möglichkeit, ihre Produkte in Neuseeland zu vertreiben und einen wachsenden Kundenstamm zu erschließen.
Zusammenfassend bietet Neuseeland deutschen Unternehmen in verschiedenen Branchen attraktive Marktchancen. Die stabilen wirtschaftlichen Rahmenbedingungen, die geringe Korruption und die ähnlichen Geschäftspraktiken schaffen eine ideale Umgebung für Investitionen und Kooperationen. Ob in der Agrar- und Forstwirtschaft, im Bauwesen, in der Filmindustrie, in der dualen Ausbildung, im Energiesektor oder in der Technologiebranche – deutsche Unternehmen finden in Neuseeland zahlreiche Möglichkeiten, sich erfolgreich zu etablieren und zu wachsen. Neuseeland ist nicht nur eine Insel der Naturschönheit, sondern auch ein Land der Innovation und wirtschaftlichen Möglichkeiten. ●
The concept of a circular economy is becoming increasingly significant. According to the IPCC (Intergovernmental Panel on Climate Change) and the International Resource Panel, nearly half of the global emission reductions needed in the coming decades are linked to how we manufacture and use products.
A crucial tool in this transformation is the Digital Product Passport (DPP), designed to provide detailed information about a product’s lifecycle, including its materials, manufacturing process, and recyclability.
This information allows businesses and consumers to make informed decisions that align with circular economy principles, such as reducing waste and prolonging a product’s life. It also enables enforcement of legal requirements that are being introduced – for example, the EU’s Eco-design for Sustainable Products Regulation (ESPR).

However, the transition to using DPPs is not without its challenges. One of the primary obstacles is the need for accurate and transparent data across supply chains. For DPPs to be effective, businesses must ensure that they have reliable data on their products, which may require third-party verification against established standards. This process can be time-consuming and complex, particularly for companies that are new to the circular economy concept. For textiles and footwear, the regulation also bans the destruction of unsold items - meaning that producers will need to have an alternative solution in place.

Ein zentrales Projekt der GNZCC richtet sich an die Bauindustrie Neuseelands, die vor großen Herausforderungen steht. Viele Gebäude im Land sind in einem schlechten energetischen Zustand und benötigen dringend innovative Lösungen. Um deutschen Unternehmen die Möglichkeit zu bieten, ihre Technologien zur Verbesserung der Energieeffizienz einzubringen, wurde im November 2022 das Konsortium „ECOVOLUTION Alliance“ gegründet. Fünf
führende deutsche Unternehmen aus dem Bausektor beteiligen sich an diesem Projekt, das sich auf die Modernisierung von Wohngebäuden in Neuseeland konzentriert.
Das Projekt betont die Chancen, die sich durch die Regierungsmaßnahmen zur Steigerung der Energieeffizienz bieten. Im Mai 2023 wurde das Konsortium auf einer Konferenz in Wellington vorgestellt, gefolgt von Workshops im Juni 2024 in Auckland. Zwei Projekte widmen sich der Integration von grünem Wasserstoff sowie der Entwicklung von Mini-Netzwerken in Tonga, Samoa, Fidschi und den Cookinseln. Umfangreiche Studien wurden erstellt und die Ergebnisse in Webinaren und Präsenzveranstaltungen in Deutschland präsentiert. Diese Arbeiten sind entscheidend, um den Technologietransfer in die Pazifikregion voranzutreiben und gleichzeitig die Energiesysteme der Inselstaaten nachhaltiger zu gestalten. Die GNZCC plant weitere Folgeprojekte, um die Zusammenarbeit mit lokalen Partnern zu vertiefen und den Einsatz deutscher Technologien zu fördern.
DUALE AUSBILDUNG: EINFÜHRUNG IN NEUSEELAND
Ein weiteres Projekt der GNZCC beschäftigt sich mit der Einführung des deutschen Modells der dualen Ausbildung in Neuseeland. Um dieses bewährte System in Neuseeland zu implementieren,
wurde eine Delegationsreise organisiert, bei der neuseeländische Stakeholder nach Deutschland reisten, um sich mit Anbietern der dualen Ausbildung zu treffen. Diese Reise ermöglichte es, das deutsche Bildungssystem vorzustellen und Möglichkeiten für eine Implementierung in Neuseeland zu diskutieren. INVESTITIONSVORHABEN
Neuseeland hielt Ende letzten Jahres Wahlen ab, die zu einem Regierungswechsel führten. Die neue Regierung hat nunmehr Schritte eingeleitet, um ein freundlicheres und effizienteres Umfeld für ausländische Investoren zu schaffen.
Als Teil dieses Prozesses erließ der stellvertretende Finanzminster eine Richtlinie (sog. "directive letter”), die erhebliche Veränderungen an den Leitlinien und politischen Vorgaben für ausländische Investoren vorsieht. Die Richtlinie muss vom “Overseas Investment Office” (OIO), das für die Bearbeitung der Anträge für diese Investoren verantwortlich ist, eingehalten werden.
Die Richtlinie unterstreicht Effizienz, die Senkung der Compliance-Kosten und das Engagement der Regierung für Wachstum und Wohlstand durch erhöhte ausländische Investitionen. Sie hebt die Sicht der Regierung hervor, dass ausländische Investitionen der notwendige Motor des Wachstums für die neuseeländische Wirtschaft sind.
ANTRÄGE FÜR INVESTITIONEN IN NEUSEELAND
Ausländische Investoren müssen in der Regel die Zustimmung einholen, bevor sie Investitionen in bestimmte neuseeländische Vermögenswerte, vor allem in Immobilien (sog.“sensitive land”) und wesentliche Geschäftsbereiche (“significant business assets”), vornehmen. Dies beinhaltet den Eigentums-oder Kontrollerwerb von mehr als 25% an diesen Vermögenswerten.

VEREINFACHUNG DES BEWERTUNGSPROZESSES
Die Richtlinie priorisiert Effektivität in vielerlei Hinsicht, insbesondere die Anweisung an das OIO jede Möglichkeit zu nutzen, die Compliance-Kosten für Investoren zu minimieren und geringere Kontrollen der Angaben bei Anträgen mit niedrigem Risiko durchzuführen.

Investoren aus der EU können von nun an in neuseeländische Betriebe bis zu NZ$200 Millionen investieren oder Eigentum oder Kontrolle von mehr als 25% bis zu NZ$200 Millionen erwerben, ohne hierfür die Zustimmung der OIO zu benötigen, es sei denn, die Vermögenswerte enthalten “sensitive” Land oder Quoten an der Fischerei. Bei einigen Transaktionen ist auch die Prüfung des nationalen Interesses
Einer der beachtlichsten Veränderungen ist die Einführung eines risikobasierten Ansatzes zur Bewertung der Anträge der ausländischen Investitionen. Die Richtlinie erkennt an, dass die meisten ausländischen Investitionen wenig bis gar nicht risikobehaftet sind und weist das OIO an, die Bewertung dieser Anträge zu vereinfachen. Vom OIO wird erwartet, dass es 80% der genehmigungsfähigen Anträge innerhalb der Hälfte der in der Overseas Investment
Regulations (Verordnung) vorgesehenen Zeit prüft.
Beispielsweise sieht die Verordnung einen Zeitrahmen von 70 Arbeitstagen für die Prüfung vor. Wenn nunmehr das OIO die Anträge in der Hälfte der Zeit bearbeitet, wird es 35 Arbeitstage benötigen.
Verbesserungen in der Effektivität zeigen sich in der Senkung des Verwaltungsaufwandes und der damit verbundenen Kosten für Investoren, um den Zugang zum neuseeländischen Markt zu beschleunigen.
SCHWERPUNKT AUF
ERHEBLICHE NUTZEN
Bisher mussten ausländische Investoren dem OIO die Vorteile nachweisen, die nach sieben Faktoren bewertet wurden. Die Richtlinie gibt dem OIO eine Anleitung, wie es diese Faktoren bei der Bewertung der Vorteile einer ausländischen Investition berücksichtigen sollte. Insbesondere weist die Richtlinie das OIO dahingehend an, die Anträge anzuerkennen, die starke Vorteile bei einem oder zwei Schlüsselfaktoren aufweisen und in diesen Fällen keine umfassende Prüfung aller Vorteile vorzunehmen.
Beispielsweise können andere periphere Vorteile weniger genau geprüft werden, wenn die Investition eine erhebliche
Anzahl an Arbeitsplätzen schafft. Der Fokus auf hauptsächliche Nutzen dürfte unnötige Verzögerungen verringern, da sichergestellt wird, dass die Investitionen, die deutliche wirtschaftliche Vorteile bringen, nicht einer umfassenen Bewertung der weniger bedeutenden Vorteile unterzogen werden.
FÖRDERUNG DES “BAUEN UND MIETEN”-SEKTORS (BUILD TO RENT)
Die Richtlinie beinhaltet spezielle Leitfäden für Investitionen im Bausektor. Build-to-Rent Investitionen beziehen sich auf mittlere bis große Mitwohnungsprojekte und umfassen in der Regel mehr als 20 Mietwohnungen.
Die Richtlinie erweitert den Kreis der Investoren, die für die Schaffung von Wohnraum in Frage kommen und erkennt Investitionen im Build-to-Rent-Sektor als einen potenziellen Nutzen für Neuseeland an.
Die Weisungen in der Richtlinie stellen eine positive Veränderung für ausländische Investoren, die in Neuseeland investieren möchten, dar. Mit der Vereinfachung des Antragsprozesses, Schwerpunktsetzung auf erheblichen Nutzen und Förderung des Build-to-Rent-Sektors signalisiert der Regierung ein größeres Engagement für die Schaffung eines attraktiveren und effektiveren Umfelds für ausländische Investoren.

Aotearoa/New Zealand and Deutschland/Germany have an established partnership in research, but in recent years their cooperation in the aerospace sector has become particularly active, due to complementary capabilities and direct government support.
New Zealand has a relatively nimble regulatory environment, is home to several small and medium-sized innovative aerospace companies, and hosts launches to space by Rocket Lab at the M¯ahia Peninsula. It also has deep expertise in specific technologies such as high temperature superconducting magnets and quantum memories. This combination means that NZ is an attractive place to develop and test new air and space technologies. At the same time, Germany has many decades of high-precision manufacturing, a large aerospace workforce, and has seen significant investment in aerospace manufacturing infrastructure.

The two countries have long had scientific links, but since 2018 aerospace projects have been directly supported by the New Zealand-DLR Joint Research Programme, which is a collaboration between NZ’s Ministry of Business, Innovation & Employment (MBIE) and the German Aerospace Center (DLR). The programme initially funded feasibility studies to explore strategic research
of mutual interest, which led to eight advanced projects to address global challenges through aerospace innovation.
An example is Free Space Optical Communications, where a binational team is investigating laser communications between space and Earth by leveraging hardware developed at the DLR combined with a prototype ground station named the Taiaho Observatory, operated by the University of Auckland. This technology will not only significantly increase data transmission speeds but also reduce reliance on the congested radio frequency spectrum for global communications.
Germany and New Zealand both value sustainable aerospace operations, and several initiatives are working in this area. These include a Green Propulsion Systems project. Satellite thrusters are traditionally powered by toxic hydrazine, but are now transitioning to N2O-based alternatives, which are safer but limited. Dawn Aerospace (NZ) and the DLR are working together to extend the operational duration of these thrusters, driving wider industry adoption of green propellants.
Two partnerships are working on technologies for observing the Earth from the air or space. An Eye on the Southern Sky focuses on deploying remote sensing systems on the solar-powered, highaltitude Kea Aerospace (NZ) Atmos uncrewed aircraft. Operating at 20 km altitude, this platform offers zero-carbon
data capture with the potential to enhance environmental monitoring, precision agriculture, disaster management, and more. The Takah¯e project uses a multiplatform approach for Maritime Domain Awareness, using sophisticated synthetic aperture radar to distinguish objects from background sea conditions.
There is a shared commitment from both countries to continue to work together in aerospace. For example, in 2022, the New Zealand Space Agency and the German Federal Ministry for Economic Affairs and Climate Action (BMWK) signed a Space Collaboration Arrangement, that paves the way for closer regulatory, policy and research collaboration and engagement in areas such as space security, tracking objects in orbit and expanding commercial links. ●
