UFC 189, to be staged July 11 at the MGM Grand Garden Arena, will be headlined by a featherweight bout between Conor McGregor and Chad Mendes.

Mendes, a former two-time title contender, stepped up to take the place of UFC featherweight champion Jose Aldo, who suffered a rib injury while training.

McGregor was expected to beat Aldo. Now, oddsmakers are betting that Mendes will beat McGregor.

McGregor said he’s ready to fight any competitor.

“It was never about the champion or any of that,” he said. “It was about me destroying every one of these featherweights and essentially making it a one-man division. So it doesn’t matter what way it happens — Jose first, Chad first. They’re all going to get it.”

EVERY DOLLAR COUNTS FOR THE DMV Doing business with the Department of Motor Vehicles just got more expensive.

Starting July 1, the DMV began tacking on an extra $1 technology fee to all paid transactions. The fee is expected to raise $5 million a year to help offset the cost of a $109 million system modernization project approved by the state Legislature. The fee is scheduled to sunset in 2020.

Southwest Airlines, the largest carrier at McCarran International Airport, now is the only major U.S. carrier not to charge a baggage fee. JetBlue recently began charging passengers up to $25 for their first checked bag.

With Las Vegas’ wedding business on the decline, Clark County commissioners are considering increasing the cost of a marriage license by $14. The money raised would be used to promote wedding tourism in the valley. The commission is scheduled to introduce the ordinance July 7.

Beer was discovered accidentally about 7,000 years ago in what today is Iran, and the frothy, intoxicating drink has been quenching the masses since. ¶ Ancient Egyptians paid pyramid builders a gallon of beer for a day’s work. The Sumerians worshipped the beer goddess Ninkasi. The oldest beer recipe on record was written on a 4,000-year-old Sumerian tablet. ¶ Many of America’s Founding Fathers — including George Washington, Thomas Jefferson, Ben Franklin, and of course, Samuel Adams — were brewers and beer lovers. ¶ Today, Americans drink 7.4 billion gallons of beer every year. That’s 27.8 gallons, or roughly 300 bottles, per drinking-age adult. ¶ Beer often is portrayed as a simple, blue-collar drink, but the truth is, beer is complex. It involves a highlyscientific brewing process and includes hundreds of classifications. Understanding beer can be difficult, but knowing exactly what’s pouring from the tap and foaming over your frosted mug can greatly enhance your drinking experience.

TYPES OF BEER

Every beer includes four basic ingredients.

Beer falls into two major classifications: ales and lagers.

The brewing process starts with soaking the barley to allow it to malt and ferment.

Then it’s dried; the drier the barley, the darker the beer.

Next, hops, known as the spice of beer, are added.

There are hundreds of types of hops, and they typically determine the flavor of the beer.

ALES have been around much longer, dating back thousands of years, and are fermented in warmer temperatures — 65 to 70 degrees Fahrenheit — for a shorter period of time. Ales are made with topfermenting yeast that floats during fermentation.

LAGERS are newer beers, only several hundred years old, and are fermented in cold temperatures — 45 to 55 degrees Fahrenheit — for a longer period of time. Lagers use bottom-fermenting yeast that sinks during fermentation.

The American pale lager is by far the most commonly consumed beer in the United States. Lagers comprised 19 of the top 20 of beers sold in America last year, with AnheuserBusch owning 11 of them. They usually are light in color and flavor, with little or no bitterness from hops.

Malt liquors generally are higher in alcoholic content with few hops.

Bocks are German lagers with a deep copper to dark brown color. They are the darkest and fullest of all lagers and typically are made from a single Munich malt.

Similarly, Kölschstyle beer falls into the German lager category, with a hint of grape flavor from the malts used.

Pilsners are the most common European lagers in the United States and get their name from the city of Plzen in the Czech Republic. They generally are light in body and color with a clean, crisp taste lacking in hoppy flavor. A signature of pilsners is their aggressive carbonation.

Stouts are strong in flavor and dark in color. They originated as the strongest form of porter but now are widely considered their own classification.

Stouts have a heavy roasted malt flavor and sometimes include coffee, chocolate or caramel tones.

American pale ales are the lightest ales in terms of color and body. They range in hue from light golden brown to amber, and are known for their strong hoppy taste — especially Indian pale ales, or IPAs.

PORTER

BROWN ALE

While porters are dark and full-bodied like stouts, they aren’t quite as strong. The hops flavor in porters can range from bitter to mild, and the beer often has a smoky taste.

Brown ales were popularized in London. As the name suggests, they are a deep amber brown color. Brown ales range in flavor but typically have a malty, nutty base.

ot on the heels of San Francisco and Seattle, Los Angeles became the most recent city on the West Coast to pass a $15-an-hour minimum wage.

Los Angeles’ increase, which won’t be fully instituted until 2020, is the latest in a trend of minimum wage increases across the nation. In 2014, lawmakers in 10 states and Washington, D.C., raised the minimum wage, and voters in four more states approved increases through ballot measures.

Now, some are wondering: Is Nevada next? The minimum wage here is $8.25 an hour for employees who aren’t offered employer-sponsored health insurance and $7.25 for those who are.

es to change the state minimum wage. n A Republican-backed Senate bill would have raised it to $9 an hour for employees who aren’t offered health insurance by their employers. n A Democratic-backed state constitutional amendment would have raised the minimum wage to $16 an hour for workers who aren’t offered health insurance and $15 an hour for those who are. n A Republican senator introduced a resolution to repeal the state’s constitutional minimum wage and tie the minimum wage instead to the consumer price index.

However, the bill failed — narrowly — and the constitutional amendment and resolution never received committee votes.

The last time Nevada increased its minimum

wage was in 2010, to automatically adjust for changes in the cost of living. Many politicians, union leaders and economists say Nevada’s minimum wage remains far below a living wage.

Some unions now are looking ahead to the 2016 election, considering whether to push for an initiative to boost the state’s minimum wage.

But what would a minimum wage increase actually mean for Nevada? The answer isn’t entirely clear, and experts on both sides of the issue disagree about the effect.

Little research has been done on how an increase would affect Nevada’s unique economy. It largely depends on how much wages increase — minimum wages of $9, $10.10 and $15 an hour all have been discussed at the state and federal levels — and over what timeframe an increase goes into effect.

Living in Las Vegas is markedly cheaper than living in other major cities that have passed $15-an-hour minimum wage. Housing in San Francisco, for instance, costs 183 percent more than in Las Vegas, according to the Council for Community and Economic Research. Still, Las Vegas’ cost of living is similar to several cities, including Portland, Maine, and Tacoma, Wash., that are considering a $15-an-hour minimum wage.

MINIMUM WAGE WORKERS

A moderate increase in the minimum wage is unlikely to significantly affect tourism, economists say.

If the minimum wage were to rise marginally, businesses in the tourist corridor could pass along the cost of higher wages to tourists in the form of higher prices. But price jumps likely wouldn’t be severe enough to deter tourists from visiting, as people come here with the expectation of spending money.

“You may see a small increase in the price of restaurant meals and these things, but these are high-end meals, so in terms of the overall percentage, it’s not that much of an increase in price,” UNLV economics professor Bradley Wimmer said.

When Santa Fe, N.M., was considering raising its minimum wage in 2004, business owners worried a ripple effect might hurt its tourism industry. But a 2007 study by the University of New Mexico found no such effect, despite Santa Fe raising its minimum wage from $5.15 an hour to $8.50 an hour in 2004 and to $9.50 an hour in 2006.

Santa Fe’s minimum wage now is $10.84, having been adjusted for changes in the consumer price index.

Las Vegas’ tourism industry likely would be similarly unhurt by an increase in the minimum wage, said research professor Lee Reynis of the University of New Mexico’s Bureau of Business and Economic Research, which has conducted several studies on the minimum wage in Santa Fe. “People who go to Las Vegas go to spend money with the hope of making money,” Reynis said. “They would do fine.

This is not going to hurt them.”

Impacts, however, could be greater with a large, sudden wage increase.

“Do I believe that the economic impacts — and by that I mean jobs, wages, salaries and economic output — if we increase the minimum wage to $9 would be devastating? No, I don’t,” said Jeremy Aguero, an analyst at economic research firm Applied Analysis.

But if Nevada suddenly raised the minimum wage to $15 an hour, consumers could see significantly higher prices in the tourism, retail and quick-service restaurant industries, Aguero said.

“At $15 an hour, that impact becomes substantially more,” Aguero said.

An increase in the minimum wage may not directly affect many workers on the Strip such as servers, maids and bartenders since many of them already make more than minimum wage.

“There are not a whole lot of minimum wage workers in the tourism industry,” said Jeff Waddoups, a UNLV professor of economics. “Those jobs, even if they’re not unionized, have to compete with union salaries, and those jobs are all significantly above the minimum wage.”

Raising the minimum wage is good for workers in that they bring home more money. But it could lead to businesses cutting minimum wage positions, economists say.

“For those who are working and earning the minimum wage, if they’re able to keep their jobs, they’ll have higher incomes and be better able to afford things,” said Stephen Brown, director of the Center for Business and Economic Research at UNLV. “Whether that reduces employment or not is a matter of controversy.”

It’s often cheaper for a business to restructure a minimum wage position or automate a job rather than pay a minimum wage increase.

TIPPED WORKERS A wage increase would be wholly positive for the state’s tipped workforce.

Nevada is one of a few states, including California, Oregon and Washington, that requires employers to pay tipped workers the full state minimum wage before tips. Some states allow employers to pay workers a federal tipped minimum wage of $2.13 an hour, with the understanding that the worker’s tips will equal at least the federal minimum wage of $7.25 an hour or the employer will make up the difference.

“Things like tip credits don’t exist here, so a tipped worker could be making three, four or five times the minimum wage — it’s not terribly uncommon,” Aguero said.

If the minimum wage were raised to $9 or $15 an hour, tipped workers simply would make that much more in addition to any tips received.

SALARIED WORKERS Salaried workers with moderate to high pay likely won’t feel any impact if the state’s minimum wage is raised.

But salaried workers who earn wages only slightly higher than the minimum wage could benefit from a ripple effect. A minimum wage increase typically also boosts pay for people who make slightly more than minimum wage.

For instance, if a minimum wage worker makes $8.25 an hour and suddenly has her wages raised to $9 an hour, businesses often also will raise the wages of a worker who already was making $9 an hour, perhaps to $9.75 an hour.

BUSINESSES Economists disagree about whether raising the minimum wage would hurt local businesses.

In Santa Fe, it didn’t.

“Clearly there were businesses that went out of business,” Reynis said. “But did they go out of business for this reason? Probably not.”

Similarly, a study of San Francisco, which raised its minimum wage in 2004, found the wage hike had no significant impact on business.

But in Seattle, some business owners have said they would have to close because of higher labor costs after the city increased its minimum wage to $11 an hour in April. The minimum wage will jump again to $15 an hour in 2017.

“What you typically see when there are discussions about raising the minimum wage is that ‘we need to lift people out of poverty and, by raising the minimum wage, we’ll accomplish that,’ ” said Chantal Lovell, of the Nevada Policy Research Institute, a libertarian think tank. “It sounds really nice — if companies can pay employees. But most companies don’t have that extra money available. It’s not just massive corporations but the mom-and-pops, the restaurants, the franchises.”

Service Employees International Union Nevada has explored a minimum wage initiative, state director Brian Shepherd said, but the union won’t decide until mid- to late summer whether to move forward with a campaign.

Similarly, the Culinary Union is talking about a “plethora” of options as the 2016 election approaches, including registering members to vote and looking at a potential minimum wage initiative, political director Yvanna Cancela said.

The AFL-CIO is focusing its efforts on raising the minimum wage in Nevada by hosting an AFL-CIO Raising Wages Summit this year.

Though the unions say they remain undecided about whether to pursue an initiative, state Sen. Tick Segerblom, who sponsored the state constitutional amendment to raise the minimum wage to $15 an hour, said he wouldn’t be surprised if an initiative appeared on the ballot.

“At the end of the day, I think the minimum wage will be about $15,” Segerblom said. “But that’s one of the questions: Do you move it up $1 or $2, incrementally? Eventually, I think it needs to be about $15. Someone working 40 hours a week right now isn’t above the poverty line.”

If an initiative does not appear on the ballot in 2016, Segerblom said he hopes to bring a constitutional amendment back to the Legislature in 2017.

COMPANIES THAT ALREADY BOOSTED MINIMUM WAGE Several companies have taken it upon themselves to boost worker pay. n Wal-Mart in April increased its minimum wage to $9 an hour and promised to raise it to $10 an hour by February 2016, which will result in raises for 500,000 of its 1.3 million employees. n The Gap raised its minimum wage to $10 an hour. n Ikea raised pay for thousands of U.S. workers by an average of 17 percent to $10.76 an hour. Starting Jan. 1, the furniture chain’s minimum wage will rise again, to $11.87. n Health insurer Aetna has said it would pay a minimum of $16 per hour, more than double the federal minimum wage.

COMPANIES CHALLENGING NEVADA’S MINIMUM WAGE

POVERTY Raising the federal minimum wage to $10.10 an hour would lift 900,000 people out of poverty nationwide, while raising it to $9 an hour would lift 300,000 people out of poverty, the nonpartisan Congressional Budget Office found. Federal officials estimate there will be about 45 million people in families whose income is below the poverty line in 2016.

The lawsuit alleges Nevada’s regulations violate both the state and the U.S. constitutions because different wages are offered to employees who receive work-sponsored health insurance and employees who don’t.

LOOKING TO THE 2016 PRESIDENTIAL ELECTION On a national scale, Democratic presidential contenders have sought to prove their progressiveness by declaring public support for increasing the federal minimum wage from $7.25 to $15 an hour.

Hillary Clinton, for example, recently spoke via telephone at a rally of 1,300 fast-food workers in Detroit, encouraging workers to continue their fight for a higher federal minimum wage.

“We need you out there leading the fight against those who would rip away Americans’ right to organize, to collective bargaining, to fair pay,” Clinton said.

However, unlike two of her Democratic opponents, Vermont Sen. Bernie Sanders and former Maryland Gov. Martin O’Malley, Clinton has never explicitly said she supports a $15-an-hour federal minimum wage, voicing only general support for the movement and an increase in the federal minimum wage.

Republican presidential contenders, by and large, have dug in their heels in staunch opposition to any increase in the federal minimum wage. Many say the matter is best left up to the states.

Notably, former Pennsylvania Sen. Rick Santorum has said he opposes too large of an increase in the federal minimum wage but would support raising the minimum wage 50 cents an hour each year for three years.

BRIGHT IDEAS Experts are optimistic solar power can eventually compete with traditional energy sources

here is solar energy headed in Nevada? ¶ The state basks in an average 250 sunny days a year, and the push to turn our clear skies and sun rays into energy grows every year. ¶ In fact, Las Vegas is the thirdsunniest city in the country, tied with Phoenix and Tucson, and just behind Yuma, Ariz., and Redding, Calif., according to the National Oceanic and Atmospheric Administration. ¶ Nevada also ranks third in solar energy produced per capita, at 122.9 watts, trailing only Arizona and Hawaii. Nevada falls fourth in total amount of energy produced by solar power, behind Arizona, California and New Jersey.

There is enough solar capacity in the state to power 64,000 homes for a year, according to the trade group Solar Energy Industries Association, and Nevada installed 47 megawatts of new solar energy capacity in 2013, ranking 12th nationally. New projects and players in the field emerge frequently.

By state law, a certain percentage of electricity provided by NV Energy must come from renewable resources, with a specific emphasis on solar power. By 2021, NV Energy must build or acquire renewable energy sources capable of producing at least 50 megawatts. After 2016, 6 percent of NV Energy’s retail electricity must come from solar plants, and by 2025, 25 percent must come from renewable sources.

Stephen Brown, director of UNLV’s Center for Economic and Business Research, says commercial solar power in

Nevada is more economically viable than other renewables, such as wind power, but still has a long way to go to be cost competitive.

“We’re still at a point where neither solar nor wind energy would be used for providing electricity in Las Vegas if it weren’t for the regulatory push,” Brown said. “If you put yourself in an isolated part of Nevada, where you’re not close to the electricity grid, then wind and solar energy may be attractive economically.”

Engineers and scientists are working on thinner, lighter materials to turn sunrays into electricity and designing new methods of storing power.

Renewable energy sources still are troubled by intermittency issues. Solar and wind power systems need backup from conventional energy sources to take over when the sun isn’t shining or the wind isn’t blowing.

wned by SolarReserve, the Crescent Dunes 110-megawatt concentrated solar power project in Tonopah was supposed to open in 2014 but experienced delays. It is in the commissioning phase now and is scheduled to open later this year. It is the state’s largest solar power plant.

Thanks to an advanced energy storage system, officials say, it can produce power for customers even at night and when it is cloudy.

By comparison, the Ivanpah Solar Electric Generating System near the California-Nevada border was expected to produce enough electricity to power a city of 140,000 homes when it opened in early 2014, but in its first year, the plant produced only about half of its expected annual output. Clouds, jet contrails and weather had a greater effect on the plant than the owners had anticipated.

The Crescent Dunes project uses 17,500 heliostat mirrors to focus the sun’s thermal energy to heat molten salt that Table salt melts at flows from a 640-foot solar power tower to underground storage tanks, where the salt is used to produce steam and generate electricity. The salt can withstand a very high temperature without melting and can be used to store energy.

Excess thermal energy is stored in the molten salt and can be called upon at any time to create additional power in the evening or when direct sunlight isn’t available, increasing the stability of the grid and reducing the need for carbon pollution-emitting generators.

The Crescent Dunes array is the first of its kind in the Unit ed States and the tallest molten salt tower in the world.

EXPANDING OPPORTUNITIES

alley Electric Association is a nonprofit co-op utility that has more than 17,000 members and was founded in 1965 to serve the electrical needs of farmers. As a relatively small utility with customers in California and Nevada, the association has taken up several projects aimed at expanding the use of solar energy.

In 2013, the co-op left the NV Energy Balancing Authority and joined the California Independent System Operator Corporation, which manages California’s electricity grid, to allow renewable energy producers in Southern Nevada to transmit and sell power to other markets.

The co-op also partnered with the Renewable Energy Test Center, an engineering services provider and tester of renewable energy products in California. The center tests solar energy systems on Valley Electric property,

then the organizations donate the power to local senior centers.

On a residential scale, Valley Electric has installed hundreds of solar water-heating systems in people’s homes, which are expected to save up to $500 a year in energy costs, through a program in which all of the upfront costs are paid by the association and customers are charged a monthly fee. Co-op officials say the systems, which use sunshine to warm a heat-transfer fluid that is pumped into the water heater, eliminate 85 percent of a typical home’s annual energy use to heat water.

The association also is looking into solar gardens, patches of land where the utility could operate photovoltaic panels and use the electricity to power nearby homes or apartments.

NEW STORAGE TECHNIQUES

L

ike the salt system that will be used at Crescent Dunes, some of the most interesting developments in renewable power involve energy storage.

For example, Advanced Rail Energy Storage, headquartered in Santa Barbara, has developed a large-scale system of storing energy using electric locomotives.

The company uses train cars loaded with rocks to store solar energy that can be used when the sun isn’t shining.

The trains, powered by the electricity they generate but don’t use when it’s sunny, are driven up hill, then when the power is needed, the trains roll downhill using the force of gravity while their motors work as generators.

Valley Electric is partnering with Advanced Rail Energy Storage to bring the technology to Nevada.

“We do believe it is a great breakthrough in technology,” Valley Electric CEO Ted Husted said. “It uses the natural terrain — terrain we have in abundant supply in Nevada — for grid energy storage and without the need for water resources.”

UTILITY-SCALE PROJECTS

tility-scale solar energy projects primarily include photovoltaic systems that convert sunlight into electric currents or concentrated solar power systems that use mirrors and tracking devices to focus a large area of sunlight into a concentrated beam that is used as a heat source for conventional power plants.

PHOTOVOLTAIC Photovoltaic panels can be clustered on a roof to power a home or business, or spread across large swaths of land for utility-scale production.

Commonly known as solar cells, photovoltaic cells are made of semiconductor materials and come in sizes and shapes that range from smaller than a postage stamp to several inches across.

The modules can be connected to form arrays of different sizes and with variable power outputs.

When light shines on a PV cell, electrons are knocked loose from the atoms in the cell’s semiconductor material. If electrical conductors are attached to the positive and negative sides, the electrons can be captured as electricity.

CONCENTRATED SOLAR POWER Concentrated solar power systems, such as the one built in Ivanpah, Calif., use fields of mirrors to focus sunbeams, creating a heat source for conventional power systems.

At Ivanpah, for example, more than 300,000 computer-controlled mirrors track the sun in two dimensions and reflect the sunlight to boilers that sit atop three 459-foot towers. When the super beam of sunlight strikes the boiler pipes, it heats the water to create superheated steam. The steam then is piped from the boiler to a turbine, where electricity is generated. From there, transmission lines carry the power to homes and businesses.

How the hopefuls feel about gambling

Nevada is an important state for 2016 presidential candidates, and the casino lobby is trying to make sure its industry is considered important, too. ¶ Geoff Freeman, president of the American Gaming Association, recently sent a letter to candidates arguing that because Nevada is a key battleground state, presidential hopefuls need to recognize the contributions of the state’s most dominant industry if they want to succeed here. ¶ Freeman urged the presidential candidates to consult with people who understand gaming and to make appearances at gaming facilities. He stressed the jobs the industry supports and reminded candidates that casinos may be most prominent in Nevada, but they have a presence across the nation. ¶ “As you travel to other key presidential states, you will quickly realize that gaming is no longer a niche, novel industry, but a nationwide, quarter-of-a-trillion-dollar industry that is supporting more than half a million jobs in the key states of Iowa, Florida, Michigan, Ohio and Pennsylvania,” Freeman wrote. ¶ Most tellingly, Freeman ended his letter by warning candidates his group planned to create a voter guide for casino employees so they would know how the next potential commander in chief feels about the industry. ¶ The implication was clear: If presidential candidates aren’t favorable to casinos, the millions of workers supported by the industry will know it, and that could influence their vote. ¶ So where do the candidates stand?

Casinos haven’t figured very prominently in the political life of Clinton, although in 1984 as first lady of Arkansas, she opposed a proposal to bring casinos to the state. In more recent years, however, she seems to have taken a more favorable view. In 2000, she supported casino development plans in New York, and she recently spoke with members of a casino workers union while in Las Vegas for a campaign stop.

The former Florida governor has publicly opposed the growth of gambling in his state. In 1999, for example, he said expanding gambling “goes against what I think ultimately is the right solution, which is to change our culture away from a something-for-nothing attitude,” according to the Sun Sentinel.

Bush fought a proposal to add slot machines in Miami-Dade County in 2005, and the website of the group No Casinos, which opposes gambling expansion in Florida, lists Bush as a member of its statesmen’s council.

Cruz lambasted the public-private program Brand USA, which is intended to attract international tourists, as being designed to help casinos in Reid’s home state. “Last I checked, casinos were very profitable endeavors that didn’t need the taxpayers helping them out, didn’t need the Congress serving your hard-earned dollars and handing it out to promote casinos,” Cruz said, according to Roll Call. Cruz also apparently sought the support of Las Vegas Sands CEO Sheldon Adelson, a fierce opponent of online gaming.

The South Carolina senator twice has pushed legislation to ban online gaming nationwide. Graham’s most recent version of the Restoration of America’s Wire Act, introduced in June, includes fellow presidential hopeful Marco Rubio as a co-sponsor. The gaming industry is a priority in Christie’s state — and not entirely in a good way. As governor of New Jersey, Christie has had to deal with intense economic struggles in Atlantic City, where four of the city’s 12 casinos closed in one year. To address the ongoing challenges, Christie brought in an emergency management team to figure out how to revive the city. And like Nevada, New Jersey has launched a regulated online gaming industry.

On his television program last year, the former Arkansas governor hosted a segment devoted to the perils of online gaming. He said Internet gambling sites “are preying on every kid with a smartphone or a tablet” and that Internet gaming was “one of the most important topics that I don’t hear anybody talking about.” Huckabee even suggested those who don’t support an online gaming ban should be removed from office.

As governor of New York, Pataki supported gambling, and in 2001, The New York Times called him “perhaps the most pro-gambling governor the state has ever had.”

But when it comes to online gambling, he’s certainly among the most opposed. Pataki served as one of the co-chairs of the Sheldon Adelson-backed Coalition to Stop Internet Gambling.

Like Bush, Rubio has a record of critical remarks about gambling that date back to his days as a state politician in Florida.

In June, he signed on to a Senate bill that would ban gambling on the Internet. Asked whether his support was intended to win the favor of Adelson, the Florida senator dismissed the suggestion.

Noting his “long history of opposing the expansion of gambling,” Rubio said he believes “for the most part, especially that kind of gambling, is a tax on the poor and does little to develop the economy,” The Washington Post reported. Political observers have speculated Rubio is a front-runner for Adelson’s support.

(R) Jindal, the governor of Louisiana, has voiced intense opposition to online gaming, signaling he wouldn’t allow his state — which has casinos — to legalize it. “Those who want to bring casinos into America’s living rooms say, ‘Trust us, it’s safe for kids.’ ... I don’t trust them, and neither should the people of Louisiana,” Jindal said, according to The Washington Post.

The Times-Picayune reported that Jindal’s administration supported using unclaimed gambling winnings to finance medical exams for survivors of sexual assault.

Paul, a Kentucky senator and noted libertarian, hasn’t made a huge deal about casino-related issues. But he did make it clear he does not support restricting gambling on the Internet. “The government needs to stay out of that business,” he told the Alpha Pages. Sanders’ most widely noted remarks about gambling don’t have much to do with casinos.

He notably said the Dodd-Frank financial reform legislation “did not end much of the casino-style gambling” on Wall Street. Ridiculing the rich and powerful is one of Sanders’ defining traits. When he was in Las Vegas recently, he sharply criticized Adelson during a rally with more than 700 attendees in front of Treasure Island.

This year, Walker used his authority as governor of Wisconsin to quash a proposal to build a casino in his state. According to the Milwaukee Journal Sentinel, Walker said there were “more than a hundred million reasons” the casino plan had to be rejected. Walker has been criticized for suggesting as a state politician in 1999 that gambling donations be banned, then accepting money from Adelson when running for governor.

Trump arguably understands the gaming industry better than any other candidate. After all, his name is emblazoned on buildings in the country’s two main gambling cities. He founded Trump Hotels & Casino Resorts, now called Trump Entertainment Resorts, which runs the Trump Taj Mahal in Atlantic City. His name also is on the off-Strip Trump hotel in Las Vegas.

Last year, while the former Texas governor still was in office, he sent a letter to members of Congress urging them to ban online gaming. “When gambling occurs in the virtual world, the ability of states to determine whether the activity should be available to its citizens and under what conditions ... is left subject to the vagaries of the technological marketplace,” he wrote, according to the Hill newspaper.

Men breaking down walls in nursing Health care field becoming more popular, especially for those changing careers

When Scott Lamprecht started his career, he was the only male nurse among 80 staffers in his unit at an Illinois hospital.

He wasn’t surprised. It was the late 1980s, and the gender ratio in his nursing classes always favored women.

But the former paramedic didn’t mind. Lamprecht, then 6-foot-2 and 200 pounds, was happy to help lift patients and enjoyed providing health care.

Every so often, however, a patient would voice unease about having a male nurse. An elderly woman once felt so uncomfortable, she requested a change. It wasn’t possible, so Lamprecht continued caring for the woman — and did his best to win her over. The next night, the woman requested that Lamprecht be her nurse.

“I can’t tell you how many times that has happened,” said Lamprecht, now a nurse practitioner in Henderson and president of the Nevada Nursing Association.

These days, Lamprecht’s gender isn’t an anomaly in his field, as the number of men entering the nursing profession gradually has increased over the past four decades. In 1970, about 2.7 percent of registered nurses were men, compared with 9.6 percent in 2011, according to U.S. Census Bureau data.

Nursing programs in Southern Nevada have seen a growing number of men, as well. Last year, 35 men enrolled in UNLV’s College of Nursing, more than double the number of male nursing students in 2009. Female enrollment, on the other hand, while still the majority, dipped from 130 in 2009 to 109 last year.

“I think we’re going to see more and more men going into nursing,” said Maureen Matteson Kane, professor emeritus at the UNLV College of Nursing. “The image has changed. There are more role models.”

Lamprecht suspects the economic downturn contributed to the spike, as men lost their jobs, became frustrated in dead-end positions and wanted a more stable and lucrative career.

tionally earned an average $69,790 in 2014, compared with $80,240 in Nevada.

But money can’t be the only motivation.

“It’s got to be a real draw,” Lamprecht said. “If you are a person coming into nursing for a paycheck, you are not going to last. It takes a real commitment to stick with this.”

When Rhone D’Errico went back to school for nursing, the allure of a professional career enticed him. The Las Vegas native had graduated from UNLV with a bachelor’s degree in psychology but found himself stuck waiting tables without any clear job prospects. So he re-enrolled at UNLV, this time with his eye on a nursing degree, and graduated in 2007.

“It’s an opportunity to help people,” D’Errico said. “Becoming a nurse was basically the best career decision I ever made.”

Matteson Kane, who taught at UNLV from 1977 through 2004, said most of her male nursing students were embarking on second careers, often after working as firefighters or paramedics or serving in the military.

At Roseman University, men typically account for 19 to 34 percent of the students enrolled in the accelerated nursing program for people who already completed a bachelor’s degree in another field. Last year, 29 percent of enrollees were men.

Once they earn their nursing degrees, male nurses often gravitate toward jobs in high-intensity environ -

ments, such as in emergency rooms, operating rooms or intensive care units, Lamprecht said. It’s also common for men to seek management positions or advanced degrees to become nurse practitioners.

“It’s an upward mobility kind of thing for men,” Kane said. “They want to make more money and go to the next level.”

D’Errico, now a nurse practitioner, was one of the male nurses who moved up the ranks, but he looks back fondly at his time as a nurse in a neonatal intensive care unit. He was one of the only men working in the unit, taking care of sick and premature newborns.

“Nursing is a fulfilling career for just about anybody,” D’Errico said. “I encourage men and women to get into it.”

The maximum rebate a property can receive in a fiscal year is $300,000.

4. Draw a nose and mouth on the lid of the container using a permanent marker.

Use the glue gun to affix the googly eyes.

5. Cut triangles or circles from the craft foam to make ears. Use hot glue to attach.

6. Make a tail from the pipe cleaner, and attach it to the bottom of the container using the glue gun.

7. Glue the four water bottle caps to the underside of the container for feet.

8. Let dry, and start saving.

1. Bend the top third of the noodle down and secure using a loop of duct tape, twine or rope. Wrap the rope around both parts of the noodle a second time, leaving several inches of the ends hanging. The fastener will double as the pony’s reins.

2. Cut rounded triangles from the felt, squeeze the bottom edges together and glue them to the top sides of the noodle to resemble ears.

3. Cut several strips of fabric and affix them around and below the ears to make hair for a mane.

Glue the strips several inches down the back of the pool noodle.

4. Add googly eyes to the face, and start riding.

2. Cut a dozen 36-inch-long pieces of yarn for tentacles. Place them in a sandwich bag with several squirts of paint, seal the bag, and squish the contents until the yarn is coated in paint. Hang the yarn to dry.

3. In the center of the bowl, poke two holes half an inch apart using the skewer or pencil.

4. Cut a piece of yarn 40 inches long and thread it through the holes so the loose ends poke from the top of the bowl and a loop is formed inside the bowl.

5. Inside of the bowl, thread the painted tentacle yarn through the loop, centering the pieces. Flip the bowl, pull the loose ends of the yarn taut, and tie a double knot. Inside of the bowl, gather the yarn tentacles together and tie them in a single knot.

6. Unravel some of the pieces of yarn to create wiggly tentacles.

DIRECTIONS 1. Peel the wrappers off the crayons. Break the crayons into small pieces.

2. Scatter the crayons across the canvas, and place the canvas in the full sun on a hot surface.

3. Wait about 35 minutes or until the crayons have melted.

4. Place the canvas on top of a small bowl.

Spin the canvas to spread the melted crayon wax. Be careful: The wax will be hot and could go flying.

5. Once the wax cools but still is pliable, let children spread it with their fingers or using paintbrushes.

Have them use long straws to blow the melted wax around.

7. Charge your jellyfish in bright light for at least 30 minutes, hang it, and watch it glow.

TO TRY TO GET AHEAD, HE’LL BE HELD BACK

Some would consider the decision unorthodox. But for the parents of 13-year-old football player Micah Bowens, having their son repeat eighth grade despite having graduated Del Webb Middle School last month with a 3.0 grade point average was an easy decision.

Micah is following a growing trend among college-recruit hopefuls nationwide. His parents say the extra year will give their son time to further develop athletically and academically, and will put him in a better position to earn a scholarship to his dream school, Stanford.

The idea began to take shape this spring at a camp in Fort Lauderdale, Fla. Bowens was one of the best performers at the invitationonly event featuring 68 quarterbacks in the class of 2019, his previous graduating class. But because most of the players were already 14 years old — and some 15 — the 5-foot-8, 150-pound Bowens was at a disadvantage physically. He won’t turn 14 until September and always has been one of the youngest students in his class.

That will change in the fall. Bowens will redo eighth grade through the virtual Northstar Christian Academy and play another season with the Henderson Cowboys youth team.

He’ll go from being one of the youngest to one of the oldest students in his class when he starts attending Bishop Gorman High School in August 2016.

“In the end, you have to do what’s best for your kid,” said his father, also named Micah Bowens. “He’s just 13. Did we want him to go to college as a 17-year-old?”

Once they started investigating holding their son back a year, the Bowenses quickly realized it wasn’t uncommon. Some college football players, including top recruits, were 19 when they graduated from high school. And, at the camp in Florida, some players had repeated a grade.

Staying back to get ahead happens in other sports, too. Fifteen of the 24 high school basketball McDonald’s All-Americans in 2015 will turn 19 before their college season begins in fall. Three already were 19 during their senior seasons of high school. For the 2014 graduating class, the top four basketball players in New Jersey each repeated a grade in middle school, the Star-Ledger reported. One of those players, Karl-Anthony Towns, was the first overall pick this year in the NBA Draft.

“What Southern Nevada football players need to understand is they aren’t competing for scholarships against other kids from Las Vegas,” said Jim Petrie, Bowens’ coach. “They are competing against kids from across the country. They are competing against some a full year or 18 months older.”

Bowens has excelled in a few of those competitions. Regardless of when he enters high school, he is expected to be a top performer.

In February at the Nike SPARQ combine in Los Angeles, his score of 38.93 was 20th best out of 200 middle-schoolers competing in the 40-yard dash, 20-yard agility shuttle, vertical jump and kneeling powerball toss.

For players from the class of 2020, Bowens’ new graduating class, his score was second overall and best among quarterbacks. For 2019, his score would have been second-best for quarterbacks.

Last fall, Bowens quarterbacked both the Cowboys’ 12-under and 14-under teams to city championships. In June, the Cowboys won a tournament in San Diego, beating teams from Arizona and California. The week before the tournament, he was at Duke to attend the camp of David Cutcliffe, one of the nation’s most respected quarterbacks coaches whose students include the Manning brothers.

“Micah, he’s one of the hardest workers,” Petrie said. “If he’s not at our practice, he’s speed training or attending a camp.”

That effort needs to extend to the classroom, his father says.

Micah’s sister graduated from high school with a 4.2 weighted grade-point average but was not admitted to Stanford.

Forget about having an extra year to become a better quarterback; repeating eighth grade, first and foremost, is about being a better student, the Bowenses say.

“We know a 3.0 isn’t going to get him to the schools he wants to go to,” his father said. “We aren’t counting on football. Like football, you need to get reps in it. I’m hoping that repeating eighth grade will (provide) a similar setup.”

In late August, when Bowens’ former classmates start high school, Bowens will head online. His virtual school requires online weekly sessions between students and teachers, but most of the week is unscripted.

“I don’t know how it’s going to be without a regular schedule,” Bowens said.

The family knows the decision could draw criticism. But they also know it’s only the beginning of what could be life under a microscope. Recruits consistently are evaluated, measured and pitted against one another for scholarship spots.

And, once in college, the cycle continues in a fight to earn playing time or a spot in professional football.

“You’ll have people with opinions regardless,” Bowens’ father said. “He plays quarterback. They go under intense scrutiny.”

The Bowenses also stress Micah’s role in the decision. If he wants to go high school in a few weeks, they’ll gladly oblige.

Micah, though, doesn’t plan on changing his course and is excited about what the coming year has in store.

“It gives me a chance to get to the school I want to get to,” Micah said.

Chase Jeter, who in May graduated from Bishop Gorman and was a basketball McDonald’s All-American, won’t turn 18 until Sept. 19, less than two weeks before the cutoff for placement in a younger class.

The 6-foot-11 post player, who will play for Duke in the winter, was the state’s Gatorade Player of the Year after averaging 16.8 points and 10.8 rebounds per game as a senior. Imagine how he’d dominate with another high school season?

Robert Stanley, a redshirt sophomore at Fresno State, was just 16 when he played his senior season at Gorman. He still received scholarship offers.

Zeroing in on Washington to bring our money back home

I

magine contributing to a potluck, then not getting in line to enjoy the food. Or bringing a gift to a holiday exchange but not picking one for yourself. Or pitching in on the cost of a hotel room so your friends can use the fancy pool, then staying home to watch TV. By some reasoning, you’d be considered thoughtful and selfless, contributing to the greater good without personal gain or enjoyment.

But let’s say you’re giving money to the federal government, in taxes and fees, and the government sets aside some of that money as grants to return to states for public projects and services. All the state has to do is ask for the money and offer a good reason why it deserves it.

Nevada is awful at the science and art of grantsmanship. In this government cash giveaway, we stand idly with our hands in our pockets. In fact, for eight of the past 10 years, Nevada has ranked 50th of 50 states for snagging federal money and putting it to use back home.

The other two years, we were 49th.

By some estimates, Nevada could

qualify for more than $500 million in federal funds that we’re ignoring. We’re cheating ourselves out of our own money, letting it go to others.

Now the good news: With Gov. Brian Sandoval and state lawmakers sounding the bell, we’re waking up to these potential windfalls, and as a state, organizing a better way to go after the money.

The 2015 Legislature passed a law — not a policy direction or a feel-good resolution, but an outright law — that created the Nevada Advisory Council on Federal Assistance. Giving the council such a stature means no future governor can come along and dismantle it in an anti-federal government fit.

The council’s marching orders are to develop legislative and executive recommendations for how to aggressively target Nevada’s rightful share of federal grant funds. These aren’t to be confused with the many benevolent grants offered by private, nonprofit foundations to local, nonprofit service organizations. The state’s goal is to go after the big money in Washington that can be awarded only to states, which

in turn might keep it or send it downstream to local government agencies.

The creation of this bureaucratic middleman promises to catapult Nevada into the grants game, offering accountability, assistance and resourcefulness in fishing for federal money.

Among the top-drawer organizations that support this effort are the Las Vegas Metro Chamber of Commerce, the Council for a Better Nevada, the Nevada Community Foundation and, at UNLV, the Lincy Institute and Brookings Mountain West.

Nevada’s lackluster effort in landing federal grants has been a source of complaint for years from legislative committees, task forces and watchdog organizations.

In 2008, then-Gov. Jim Gibbons established the Sage Commission to review the state’s finances. Among its conclusions in 2010 was that Nevada had no apparent desire, much less a strategy, to go after federal grants. It seemed so dichotomous that a state founded on the search for gold and silver was so apathetic when it came to

tracking money in Washington.

In 2011, bipartisan legislators and Sandoval established the Nevada Grants Office, the first formal acknowledgement that there was money to capture. And three years later, the Lincy Institute published a report that concluded: “Bringing Nevada’s lost federal money home is the biggest game in town, and one that Nevada can no longer afford to lose.”

The seven-member Nevada Advisory Council on Federal Assistance will be made up of heads of the state budget and grants management offices, a state senator, an Assembly member, and representatives from a local government, a grant-making nonprofit group and a nonprofit service organization.

We don’t know how long it will be before we start seeing the fruits of these efforts, but at least Nevada is pointed in the right direction: east. Once the state is better staffed with expert grant writers who know the lingo and aren’t intimidated by lengthy applications, Nevada can go on search-and-rescue missions, bringing back our dollars.

OPEN SEASON ON LAS VEGAS HOUSES As buyers spend more for new houses, Las Vegas homebuilders are having a better year than they did in 2014.

Builders in 2015 sold 2,360 new homes in Southern Nevada through May, a year-to-year increase of 9 percent, according to Home Builders Research. The median closing price in May was $315,250, up 12.6 percent from a year earlier. Builders also pulled 3,289 new-home permits, a year-to-year jump of 23 percent.

Last year, builders struggled with plunging sales and volatile prices. This year, Las Vegas’ economy remains far from robust, but buyers aren’t skimping.

Just 3 percent of new homes sold in May went for less than $200,000, down from 8 percent in September and 18 percent in 2013, according to Home Builders Research.

Meanwhile, 31 percent of May’s sales volume sold in the $300,000 range, up from 25 percent in September. Nine percent of May’s deals were priced between $500,000 and $750,000, up from 7.6 percent in September.

Locals are spending more as already-low borrowing costs fall even further and lenders loosen their purse strings.

The average rate in May for a 30-year mortgage was 3.84 percent, down from 4.19 percent a year earlier, according to Freddie Mac. And U.S. lenders are expected to spend $730 billion this year for home purchases, up 14 percent from 2014, according to the Mortgage Bankers Association.

Money is cheap, but in Las Vegas and elsewhere, only time will tell if today’s housing bargains are tomorrow’s mess.

‘We believe this program will save lives’ Favil West promised himself that when he retired, he would give back to the community as much as he could. And when the former fighter pilot stopped working for himself and his family, he started working for others. West is co-founder and president of the Foundation Assisting Seniors, a nonprofit organization that provides help to senior citizens in need.

What has made the Foundation Assisting Seniors successful over the past 13 years?

The commitment by the founders, trustees and volunteers to provide services that enable seniors to live and remain safe in their homes as long as possible. All of these volunteers receive no compensation, so we are truly grateful for their commitment to giving back to our community.

What is the HowRU Program?

Over the past several years, in just one of our senior communities, more than 35 seniors died and went undiscovered for extended periods of time (from three days to six weeks.) The HowRU Program provides a check-in system to minimize the risk of seniors in need of immediate assistance being unable to contact help. Foundation volunteers call each person who signs up for the program every day at a time (or times) they specify. The operator announces, “This is the HowRU operator, how are you? If you are OK, press 1. If you need help, call 9-1-1.” Then, if there is no answer, 15 minutes later, the call is repeated. If there is still no answer, a call is made to the person’s first emergency contact. If that is not answered, a call is made to the second emergency contact. If there is no answer, our monitor calls 9-1-1. We believe this program will save lives in the long run.

You’ve received numerous awards for your work with the senior community. What has been your greatest achievement thus far?

Building the Foundation Assisting Seniors into a viable organization that has provided more than 75,000 senior assists in its 14 years of operation.

What is the most challenging part of your job?

The Foundation Assisting Seniors does not pay salaries to people who assist our clients and community. We rely on our volunteer force of more than 100 senior peers to serve our clients. The real challenge is keeping the volunteers motivated.

What has been the most rewarding part of your job?

Seeing, in real time, the appreciation for the assistance we provide. The smiling faces, the thankyou emails and letters, telephone calls and one-onone conversations with those we have helped are icing on the cake.

What do you do after work?

Play golf, answer emails, read, play bridge and go out with friends.

Looking back over my working years, I’ve had to use different styles to suit the line of work.

As a developer/general contractor who owned my own company, I listened to all proposals made by staff, then made a decision. You might call that the autocratic, dictatorial or authoritative style, which I found very effective when running a small corporation.

As a retired airline pilot and former union leader, consensus of the crew was the way to have a safe and trouble-free flight.

As a fighter pilot, I made decisions quickly and efficiently, no discussion, no feedback — purely dictatorial.

As the president of the Foundation Assisting Seniors, I listen carefully to all opinions and recommendations, and then require a vote. Working with an all-volunteer group of trustees and associates requires more than consensus; it requires obtaining a hard commitment. Depending on the issue, I may use several management styles but, in the case of working with volunteers, the style required is more leadership than management.

Where do you see yourself and your company in 10 years?

Being realistic, at my age, 10 years is a long time.

But I do expect to continue to develop programs that serve the senior community. We expect to continue our expansion in the Las Vegas Valley, California and the West, effectively multiplying our

services exponentially.

What is your dream job, outside of your current field?

I’ve already held my dream job — being an F-105 combat fighter pilot. I’m a bit beyond that now, as I don’t think I could pull the G’s I once was able to.

Whom do you admire and why?

My wife, Pat. After more than 54 years of marriage, she remains a beautiful lady, organized and focused.

What is your biggest pet peeve?

People who make promises and don’t keep them.

What is something that people might not know about you?

I don’t watch TV. Anything else you want to tell us?

Last year, the foundation responded to more than 10,000 requests for assistance services, including nonmedical health assistance, limited home-maintenance assistance, loans of mobility equipment and funding for senior support groups. As it enters its 14th year of service to the senior community, the foundation will continue its development and funding of new services while maintaining and improving its existing services to ensure the safety, security and independence of the senior community.

Testing batteries in devices, computers, cars and trucks is our most common service. Prior to making a purchase, customers want to be sure the problem they are having is actually being caused by a battery that has reached the end of its useful life. Testing batteries also helps customers determine if their charging equipment or systems are functioning properly. Rules for skill-based slots being written

Nevada’s effort to make casino floors feel more like arcades advanced recently as gaming regulators started crafting the rules to govern the introduction of skill into the state’s slot machines.

The Gaming Control Board held its first workshop to receive input on regulations that will implement Senate Bill 9, which Gov. Brian Sandoval signed into law in May. The bill directs regulators to encourage “innovative, alternative and advanced technology” in casino games — now the board is making rules to figure out exactly how that will work.

Once in place, the regulations should let slots play more like arcade and video games by allowing for an element of skill, ideally making the games more appealing to customers who aren’t attracted to traditional slots.

Board Chairman A.G. Burnett said he expects the skill-based regulations will bring a “sea change” to the casino industry.

“Really, what we are looking at is attempting to steer the state onto a new path, onto a new road, in terms of gaming,” he said. “Everyone here knows that we need a complete reinvigoration of slot games.”

facturers in large part to lure younger and more technologically savvy players onto casino floors. The association represents the biggest names in the slot industry, including International Game Technology and Scientific Games.

But while the industry wants the new rules to help it evolve, advocates were clear that the introduction of skill will not entirely replace traditional slots.

“It’s intended to be accretive to what is on the floors today,” attorney Dan Reaser told the board, representing the equipment association. “It is not intended to cannibalize the existing market.”

Reaser presented extensive regulatory recommendations that brought to light some complications the board will need to work out as it implements the Senate bill. For example, the bill mentions three distinct game categories: games of chance, games of skill and hybrid games. Determining standards for the third category — namely, how to ensure a proper balance between chance and skill — is a tricky task for regulators.

The workshop also illuminated some of the new game possibilities the regulations could afford, such as “in-session features.” Under that proposal, includ-

When casino mogul Kirk Kerkorian died, he left behind an unimpeachable legacy in Las Vegas, where he built the gaming empire of MGM Resorts International.

He also left behind a significant ownership stake in MGM Resorts. His shares will eventually be sold, a regulatory filing suggested.

While Kerkorian stepped away from an executive role at MGM Resorts years ago, his Beverly Hills-based private investment firm Tracinda Corp. is still the company’s largest shareholder, with a stake of about 16 percent valued at about $1.75 billion.

The firm said in a regulatory filing that Kerkorian’s will calls for an “orderly disposition” of Tracinda’s common stock in MGM Resorts, though it offered few other details.

According to Tracinda’s filing with the Securities and Exchange Commission, the will designated Anthony Mandekic, CEO of Tracinda as well as a director of MGM Resorts, as the execu-

Chris Jones, an analyst with Union Gaming Group, said he’d be surprised if the shares were sold all at once.

Kerkorian’s death in Los Angeles came nine days after his 98th birthday. He was remembered widely as an influential casino industry executive who built the largest hotel in the world three times: first with the International (now the Westgate) in 1969, then the MGM (now Bally’s) in 1973 and then the MGM Grand in 1993.

Kerkorian founded the MGM Resorts gaming giant, which today runs many of the most prominent Strip resorts, including the Bellagio, MGM Grand and Mandalay Bay.

New mutliplayer games and the incorporation of social networking technology via video displays are other ideas included in the proposal.

Eric Meyerhofer, the CEO of Gamblit Gaming, said it’s important that regulators let new games get to the casino floor as quickly as possible.

“If the process we end up with is too slow to move, you’ll aim at a target, and by the time it’s on the floor, it’s too late,” he said.

Gamblit makes products that play a lot like popular video games but with a wagering element added in, and the company has expressed interest in breaking into the Nevada market. In a document submitted to the board, Gamblit said the demographic targeted by the new rules is used to “playing a wide variety of ever changing content,” so casinos need to be able to keep their floors fresh with new or updated games if they want to capture those players.

Burnett said the board would soon schedule another workshop to continue crafting the regulations. Once the board is satisfied, it will pass the baton to the Nevada Gaming Commission, which has the final say over what rules are adopted.

Car charging stations to link Las Vegas, Reno

U.S. Highway 95 will be called the “Electric Highway,” Gov. Brian Sandoval said in announcing that Nevada would join NV Energy to install charging stations for electric cars between Las Vegas and Reno.

Using existing power lines between Las Vegas and Reno, the plan is to partner with five businesses along U.S. Route 95 and install three chargers at each by the end of the year.

Money for the project will come from NV Energy and Nevada’s renewable energy tax abatements.

Marie Steele, manager of electric vehicles and renewable energy of NV Energy, said 1,400 electric cars are registered in Nevada.

In Nevada, there are 92 electric charging stations with 292 outlets, according to the U.S. Department of Energy website, compared with Arizona’s 312 electric charging stations and 787 outlets. The numbers do not include residential electric charging infrastructure.

Why hasn’t marijuana industry sparked to life?

In November, Joe Lamarca invited media members for a sneak preview of what he hoped would be the first dispensary in Nevada to begin legally selling medical marijuana to patients.

rules for independent testing laboratories, didn’t begin until January, with regulations being finalized only in the past few weeks. The labs are a crucial piece of the medical marijuana system — without labs to test the product, dispensaries can’t legally sell it to patients.

So far, one lab has opened and another is expected to open soon, although there hasn’t been anything to test yet because only a handful of cultivation operations have begun growing plants.

With the growing process taking up to three months to produce marketable product, the industry should hit its stride later this year.

Despite the angst and hardship caused by the delays, medical marijuana operators credit the state for the thoroughness of its regulations.

For instance, Colorado only recently imposed uniform standards requiring labs to test for potency and contaminants, while Nevada will have extensive rules covering how labs test for everything from molds to pesticides.

“I’m kind of glad they took their time.

I think the slower you do things, the more thought-out it is,” said Antonio Del Hierro, CEO of Steep Hill Nevada laboratory. “I can see why a lot of people are upset. I’d rather them get it right the first time than us having to revamp (the rules) every couple of months.”

Derek Peterson, CEO of the publicly traded Terra Tech, praised Nevada’s regulations for being fair, merit-based and more “entrepreneur-friendly” than those of other states.

“The reason (the industry) invited so much competition is it allowed for people to have a return on their investment. We think it’s going to be one of the largest markets in the country,” said Peterson, whose company holds eight licenses for dispensaries, cultivation and production facilities statewide. “The state put out very clear standards in terms of the application process. We had clear, concise info and always got a swift response.”

Clark County Commissioner Steve Sisolak, who played a key role in leading the county’s licensing efforts, admits things have taken longer than expected but isn’t sure what could have been done differently.

“We approved 18 dispensaries and all of the cultivators a year ago,” Sisolak said. “I would have thought it would have been done in less than a year. I think it took a lot longer than a lot of operators anticipated for planning, inspections and tenant improvements.”

To support these and other companies expected to arrive soon, the Nevada System of Higher Education has started programs to teach students about drones. Engineering schools at UNR and UNLV now offer UAS minors, and in April, UNLV opened its Drones and Autonomous Systems Laboratory. Paul Oh, the Lincy Professor of Unmanned Aerial Systems, directs the laboratory.

Although the future looks good for the drone industry, its present remains turbulent. FAA regulations still prevent many commercial uses of drones, such as the delivery service Flirtey provides in Australia but cannot legally offer here. Regulations are so strict, Amazon moved its dronetesting program to Canada, which has more lenient laws.

Congress has responded by introducing interim legislation designed to encourage companies such as Amazon and Google to keep their drone development programs in the United States.

In early 2017, the FAA is expected to release new rules for drones. The regulations could lead the public to stop regarding drone companies as experimental and accept them as more mainstream businesses, similar to the shift that happened to Internet businesses in the late 1990s.

And that could mean a surge of investment as drone companies become seen as safer bets.

Until then, Nevada’s drone companies are pressing forward. This year, ArrowData was approved by the FAA to use drones for news gathering, and in early September, Las Vegas will host InterDrone, promoted as the largest commercial drone show in North America.
